if everyone would stand for an invocation and the Pledge of [Music] Allegiance oh merciful Creator your hand is open wide to satisfy the needs of every living creature make us thankful for your loving Providence and Grant that we remembering the account that we must one day give may be faithful stewards of your good gifts amen amen amen amen Al to the flag of the United States of America and to the Republic for stands one nation under God indivisible with liy and justice for all Madam clerk would you U please call The rooll District Two commissioner waitman present District three commissioner starky District Four commissioner Bradford here District Five commissioner Mariano here district one chairman Oakley here so I think Miss starky's on her way she run a little late so we're okay um I guess this time we'll turn it over to administrator and go from there thank you Mr shair yeah thank you sir uh good morning uh members of the board uh today uh we're holding a workshop to really address two vital issues of importance as we as we round into to 2024 and really Beyond uh the first is strategic planning and the Strategic plan uh as you know we've done strategic planning before here in the county but the intention is to uh run through the next 5 years of what the Strategic priorities are or should be for for Pasco County and it's not by accident that we're having our budget Workshop immediately following that because it is through the Strategic plan that we're going to set objectives and priorities for the budget year so the timing is perfect as as staff begin to pull together their budgets uh to present to you later on this year and also to provide more more involvement for you in this process we we heard what you said that uh we wanted to have more transparency and visibility into the the process of budgeting and this is this is the start of that process and we'll we'll go through a little bit more of that so uh we have two speakers today or two main speakers and also our our consultant but uh we'll we'll start with Dr Mark Bellis and then when we lead into our budget Workshop we'll have our new budget director here Amy Le farell uh guide us guide us through those discussions um before we begin I don't know if you have any questions about what we intend to do today you know the outcomes are to have input into the Strategic plan and have input as we begin the budgeting process that is that is really our objective here today all right well then in that case if you're all right with Mr chair I'd like to go ahead and pass it off to Dr Mark Bellis who will introduce uh the topic of strategic planning for us today okay cool thank you very much good morning everybody this is a wonderful opportunity for us because today is really about setting the vision it's about answering the questions of what do we want Pasco County to look like not just in 5 years but I would challenge
2:57you to think even even F further down the line we're in a position right now as a county where we have to start considering the things we're doing now in regard to what they're going to impact in the future and of course we have a lot of challenges that we're that we're facing uh if you look at the the idea of now just getting into resilience and sustainability we're a little behind the curve on that because we already see the impacts of severe weather we know that sea level rise global warming these are all scientific facts that we're going to have to face but we also have had challenges like pandemics we've had challenges of econ IC downturns there there just a number of things that we face and the citizens are counting us counting on us to continue providing levels of service and so we have to think really at a high level of what are those things that we need to be doing now as we move into the future so that we can continue to uh to be uh as good as we are right now or better in our levels of service moving forward so helping us with a process today we are very fortunate to have uh Patrick ibera very well known in ic circles as a consultant around strategic planning and more Patrick is going to facilitate a lot of this morning so here's Patrick again we're very fortunate to have him as a as a Shepherd in this process with his expertise and his knowledge of of other jurisdictions throughout the country very very helpful to us again the challenge today is really to think at at the highest level possible because when we are done with the session this morning we'd like to have an idea of those things or those areas that you believe we really need to focus on and while it looks like a lot of things we're going to cover this morning and there is but we're going to provide some history we're going to provide some input from other sources to help inform our discussion and at the end of this we really want to be able to paint the big picture of what this organization needs to look like at the very least in the next 5 years if not longer and that's what we're going to walk you through so when you look at the Big Blocks we're going to talk about some of the trends and again Patrick's going to walk you through most most of this portion here we will revisit our vision our mission and our values and either validate that they are what you want to continue with or if there is change required then we'll we'll address that here this morning as well but ultimately we are here to focus this morning on those things that we as staff here need to focus on so you paint the big picture it's our job to make it happen and then uh with the idea of understanding what we expect from that particular out that particular outcome to be then this afternoon we'll talk about how you would like to fund that and what that needs to look like going forward so with that I'm going to go ahead and hand it off to Patrick to move us forward in the thought process great good morning good morning morning I understand there was a
5:46game last night that you books the lightning one that too just want to see if people are paying attention well good morning I'm delighted to be here I guess before we go any further just about sports I grew up in Kansas City so God bless you we'll keep you anyway all right I'll keep going from there anyway well I'm delighted to be here thank you so much for the introduction this is another exciting day in the evolution of Pasco County the best days for the county are in front of you but they're not a guarantee the last thing that this county is is static it's highly Dynamic so in some respects what got you here won't get you there what are you shedding what are you adopting strategic planning is a wonderful device when it's used well the process is important as well as the product so the process is not really efficient but it is productive there's an old saying nobody washes a rental car why don't people wash a rental car because they don't own it so we want to make sure the process is inclusive collaborative we've got a steering committee I'll get into that in a little bit obviously as as Mike and Mark mentioned today we really want to sort of reaffirm some of these Dimensions that are driving forces in the Strategic plan and then get into what are those major budgetary budget Centric type of discussions because we know many things as you move the county forward have a price tag now this process is a little messy so I would ask for your Indulgence as we go through this this is very also very practical so this isn't some esoteric Naval gazing exploring the unknown this is all grounded in pragmatism so let's get going so what I have on the slide here in front of you is this notion of change vuk is an acronym put down here at the bottom volatility uncertainty complexity and ambiguity or another day that ends in why it's disruptive most change is not linear and we know people in local government love change I spent 15 years in City management before I started my practice 22 years ago so when I talk about local government I come from a place of of love and admiration I also know where the dead bodies are so I try to understand it from it from a little bit of inside baseball but when we look at that this notion of change and I'm going to walk through this and then I want to gather input from you there's a lot of headwinds or kind of the The Winds of Change so I want to gather from you what you think are some changes first of all I want to share my perspective so starting at the top politics and citizen activism is that increasing or decreasing in Pasco County increasing increasing increasing I mean it was on next door it must be true I'm seeing more and more and I have clients all over the country I'm seeing more and more younger people like you all get elected right social activists some
8:26people have never had a job outside of being for office I met my young elected official last year she's 22 it's a five member board four of them were under 35 and this is a fairly large jurisdiction this is not some small community in a rural part of the country and young people are focused more on social infrastructure not really the physical infrastructure they're just pushing but it's not right or wrong it's just different and we're going to see more and more of that you think about the demographics in the county are you trending younger or older younger younger so that starts to tell you I mean that's empirical data so it starts to tell you how what the demand is going to be and you're a demand-based organization Beyond being a service Centric organization so politic and citizen activism increasing both in person and online and it's messy we love that people are paying attention to things right everybody in here we're all kind of nerdy about government is that a fair characterization we're all kind of nerdy how many of you notice things when you travel to other jurisdictions that nobody else in your car notices how you point things out about roads or street signs or utilities people just like my wife just like just drive the car so we all kind of notice things don't we and a lot of people are now paying attention to things that otherwise they may not have paid attention to and they'd always understand the Dynamics that go into delivering those services or executing those programs so that's going to increase the environmental changes not just physical ecological but also just the notion of the world in which we live is Shifting it's not static it's Dynamic the economy think about how people's consumption habits have changed the concept of retail is changing evolving we see more and more businesses talking about the businesses they're closing not the businesses they're opening I assume there are some people in this room that ordered something from Amazon this morning hope it's delivered by the time they get home tonight I hear my son I have an 18-year-old son I hear him talk about Amazon like it's a verb right how many of you just pause here for a moment just to give some historical context about Amazon because they were a Pitch Perfect business model for a pandemic were they not but how many of you just looking eyeballing in the room I got to think I'm going to get a huge response to this question how many you remember growing up with Sears how many of you remember when you were a kid if there was an appliance out your parents almost by default went to Sears they essentially invented us retail we won't even get into the Christmas catalog that you used to get in circle all these things and give to your parents and then get like pajamas which are very exciting what people
10:56don't realize young people don't realize is Amazon is is a 21st century Catalog Store isn't it that's essentially what they are so the economy is Shifting restaurants anybody want to open a restaurant today I grew up in the restaurant business in Kansas City low margins volatile sort of resources that you have to deal with but just think about how the economy is Shifting in the county what's trending and many of these forces that you're contending with you don't control the variables and part of strategic planning is trying to balance between being proactive and responsive and sometimes in government typically is reactive the the old saying it's hard to have a 5-year plan on four-year election Cycles I'm sure you've heard that so it's trying to find that balance right that's going to continually change shifting demographics as I mentioned earlier think about think about the County's demographics in 199 not just the numbers but the composition 1990 2000 2010 2020 what's it trending and in this country alone we have 76 million baby boomers raise your hand if you're a baby boomer like me raise your hand carefully it's softt shoulder tissue injury of holding the planet up on right we invented work just ask us 76 million Boomers in the United States 50 million extras early 40s to early 50s raise your hand if your early 40s to early 50s raise your hand the ex there's only 50 million of them raise your hand you're finally getting attention come on the middle child generation usually they they got a chip on their shoulder and then there's 77 million Millennials if you're a millennial take your earbud out raise your hand got some Millennials in the room early 20s to early 40s usually you tell the Millennials cuz they got a trophy on their shoulder anyway and there's 80 and there's 82 million centennials how many of you have children that have been born this Century they're actually the largest demographic alive today 82 million so beyond the labels and the habits it's also their appetites and their expectations to young people it's not work life balance it's life work balance and you're an employer so you're dealing with some of those changes and everybody's hiring all the time and I would offer to you the primary enabler to execute the Strategic plan is a qualified Workforce it's not just equipment or facilities or technology that's going to execute that plan it's a qualified capable Mission oriented Workforce who knows every day about what to do so the demographics beyond the funny labels we have it's also what does that portend and that's empirical so that's Shifting the next one is Service delivery most governments today are not building tennis courts they're building pickle ball courts any pickle ball people in the room in here raise your hand come on it's a cult I mean it's a club my wife is so but just and I have
13:34clients in California building Cricket fields and some of us in this room are old enough when we built baseball fields then here came the soccer people then we started building soccer fields baseball people soccer people like the Jets and the Sharks the grass is Too Tall the grass is too short then came softball now it's coming so it's evolving and you provide some services that are right on the tip of people's habits so you think about Service delivery and I have some clients who are now using drones to do building inspections in remote areas of their jurisdictions that is not a matter of if it's a matter of when correct so Service delivery is changing you attend a state or National Conference most of the vendors in there and I know many of you attend those conferences it used to be sort of equipment and Facilities now they're mostly sing software are they not there's an app for that so to speak so that's continually changing and to young people they definitely uh the way they want to work with government is online virtually when it's convenient for them they why do I have to come down to a county building and stand in line and what's a check and I say this with a little bit of hesitation but I it's trending if you can Bank on your phone why can't you vote on your phone people and stationed Armed Force bases overseas have been voted by computer for decades so beyond the the demographics and the service beliv what you're doing and how are you're doing is Evol government does a lot of things well one of things not do well is stop doing things so you think about your strategic planning I know departments are going to get into this what's what is no longer value added because there's not an appetite for it the next one is legislation and legal as we all know in government you never want to make case law you don't want to be the reference point for something that's going on and then and the state legislature right as I was hearing earlier the state the relationship between cities and the state legislature uh requires some attention how diplomatic I am right so that's always evolving unfunded mandates whether it's the feds or the state and some of what you do as a county is regulated so you also have to sort of figure out how to work through that so those dimensions and then that all uh uh Dimension not old that dimension of social media it's definitely what we're seeing is social media is driving social change because on social media there is social capital and a lot of people that's how they're trying to drive social change we may not like it we may be frustrated by it but the fact is it's not a hiccup there are f FS there are Trends fads are those things that are temporary fads are those things in the back of your closet that you bought you say why did I buy this then you wonder that's what the back of the closet is for but transsport tend change and sometimes government chases fads so I'm curious to know just using
16:14that as an introduction and I I don't open this up to the entire room what are some other trends that you think are happening in the county not necessarily just growth related but things you pick up talking to your colleagues within your profession talking to business owners talking to residents what else is trending in this County can't fix these Trends there are opportunities and there are constraints from these Trends whoever wants to share and I'm not going to call at you so don't worry that you're back in 8th grade algebra class avoiding eye contact with me or something rubbing your temples or but what what what else is happening I've got a uh I've got a son-in-law that works for Amazon okay and uh he'll do um 50 ,000 packages a night just him and there's a whole crew and uh he's he's been there less than six months there's so much change and so much uh additional people he's already up for promotion wow so I'm very proud of him wonderful I mean they are Essen yes commissioner so I think with everybody and we hear it social media and we hear this just C customer service constituent calls people are excited to be in Pasco County and they're excited what the future is but they're also starting to pay attention to what type of development we're having here and the quality of development whether it's rental residential home product they're they're longing for something fun to do they don't necessarily want to travel South they're looking to have you know more familyfriendly opportun unities within within you know closer proximity to where they live and so the the board I think the board and the Planning Commission um are under a higher level of scrutiny I think than they they've ever been just with uh you know public Viewpoint what they want to see uh where they came from what they enjoyed uh recreationally there and uh so I think there's a uh a high level of uh Demand on the decision makers and then with the staff planning process to to Really in increase I guess is the word increase or or the the quality control measure of what we what we bring here and be very strategic um because we know what we've got we know what where Pasco is that people want to be here people's algorithms are showing hey we want to do business in Pasco County in the greater Tampa Bay area and so you know we have tremendous um opportunity to to make some some very smart decisions and and and and our staff has tremendous you know opportunity to really plan think think Bigg in in their planning um duties so excellent point I think the notion when we think about the role of local government I would offer to you it's the facilitator for improving the quality of life people volunteer to be here businesses volunteer to be here so people are here by choice commissioner what I've seen over the years is there
19:34been a dramatic change of the people in the county that they want to keep things basic keep taxes down Etc but the new people that have come in Spartan wood Westley Chapel Trinity uh have now really they want services like a city and as being 91% unincorporated that burden is like thrown on us that Trend gets stronger and stronger and stronger so from like schools working together from the county working together Parks libraries the extra menus that come in they want to they want to see it all yeah yeah part of the challenge and opportunity is managing expectations which which as we know is is always evolving uh chairman yes sir um I think you found out that in Pasco County a lot of people have been here for many years and they like to see a lot of it to stay the same because they they've had peace and Tranquility but yet now we've got a lot more population people wanting to have the same thing they have because they see what they have here and they want it to stay the same and the fact of it is they're afraid of the change because we got more and more uh population coming we still have to their services for as wreck and our Parks all of that happening that we've got to do here in our County to keep up with our citizens needs within our County and at the same time we've got also uh infrastructure needs roadways and things of this nature so we've got to really pay attention to what we bring into the county because economy wise we need to bring more uh businesses in for more jobs and the same token you're going to have to follow that with more housing because we don't have the housing to uh fill those those jobs and all so if they're going to work here we want a place for them to live here yeah excellent point good morning um um could you I'll answer the question could you frame it again different answ absolutely so what we're we're looking at the whole notion of Trends and I walk through the the group about what the impact what these Trends are and potential impacts and I was just asking the question what are you hearing from business owners residents neighbors that you think pardon me are Trends impacting the county that you don't really control those variables well I would agree with some of what um my fellow Commissioners have said that there are a lot of people who are very upset at the pace of development and a lot of those people are people who just moved here and they they moved here thinking they were moving to the country um and they're not you know you've got to go where to Lake County or somewhere to really to be in the country so um however I think this the the people who have come and set up businesses here are happy to see people come and um you know have more patrons but they're not the people on social media it's like 100 to one uh people upset that um that dirt is turning everywhere and uh the people who are happy don't get on there and say anything really very rarely so um so I I really think social media has really uh changed changed some Dynamics and personally I don't think we get out in
22:44front of it enough well what not unique to Pasco County pretty common among governments is um other people are telling your narrative right right and so you have a great story to tell um what's the story that you're telling and what channels are are you using to articulate that story kind of the value proposition for why people volunteer to live here why businesses volunteer to be here is you five know if you're not the biggest champions for Pasco County who is some people think they're the sixth commissioner and they're trying to they're trying to institutionalize their point of view on others and that's not unique to Pasco County yeah that's the challenge and social media kind of affords them that outlet to provide that voice and often government is kind of caught trying to be neutral and the only people in this room that are that are not supposed to be neutral or the five of you from Mike on down they're supposed staff is supposed to be neutral right when you adopt and whatever you adopt staff is supposed to interp implement that objectively so they really can't engage people online or in person in arguments about partisan or even not ideological or decision sometimes you are are split three to two so it creates that that um that less than unanimity can create some challenges in communities and people in every Community sort of take advantage of that what one of my frustrations is is that I I our citizenry and understandably they don't understand the law they think that we can stop a go you know a car wash next to each other or um someone from developing their land I mean they they just don't understand the way the law works and try as we might you know I think we're we have a Citizens Academy where we try and educate and i' I've been meaning to ask I hope we are explaining the development process during the Citizens Academy yeah so uh but we're trying but I think we I think we just need to be a little more vocal yeah what we're seeing across the country and we come back to a comment made by commissioner wait what we're seeing across the country is increasingly governments cities and counties are trying to determine their marketing strategy and how to use social media as part of their marketing strategy historically marketing was sort of off limits or it was only about economic development for traction or retention or expansion of businesses social media has been a GameChanger for governments trying trying to figure out okay just to your point how do we get proactive about that what is our message what's the value proposition so the concept of marketing just and and think about this is social marketing social media is a dimension within that social marketing reinforcing that value proposition telling them telling what you told them tell them again tell them tell them what you told you have a lot of advocates in this County how do you enlist them yeah and that's requires a strategic decision because you know who you're going to
25:22hear from that's not a shortage right you're not shortage for the people that you're going to hear from and that's that's cool but what's that counter to that uh back to the comment made by commissioner waitman I just wanted to build on that notion of quality more right is is always a challenge because to some people and you may hear this from people in the the development Community the more standards you apply about quality they see see that as increasing their cost to develop that property right if you're going to require sidewalks or a setback or Landscaping whatever it might be and you want to look and it's going to be or a sign restriction on the or on the sign or the all the footprint the more qualitative measures you put on development you hear from another another segment of the community why are you doing that so you're obviously you're all the five of you and Mike and the staff but especially the five of you you're trying to translate things you're interpreting you're trying to interpret these and things don't come out in a nice neat little package it's messy and there's an old saying government public policiy is made by those who show up so how do you balance the strong voice well that's not unique right how do you balance those voices with other people that sometimes are not as active CU it's easy to kind of fall into that and again that's again that's not unique and the reason I say that is the challenges you face and Mark alluded to this earlier in his introduction the the challenges you face and my and my role as the facilitator for not just today but the streering committee I'm a flashlight and a mirror so I'm trying to shine a light on it and hold a mirror up I'm not coming in here with what the what my ideas are for strategic goals I'm very respect ful this is your community I'm the facilitator I'm trying to help the group deepen their critical thinking and be better creative problem solvers because if these issues are easily solved you would have already done it so the nature of what this strategic plan is addressing are those things that don't lend themselves to a simple solution they're they're variables commissioner um just one interesting point that my husband just brought to my attention because I read um David engle's report that he uh put out and um it showed our uh average age I think was 46 or something yeah we talking about that yeah and um my husband said that uh not too long ago we were the oldest County in the country so that's been that's a big switch yeah it is and that yes chairman also a lot of people like our citizens that come in here and they move in there quickly and they they want more uh facilities for ballparks and things for their kids to play on years and they want more roadways cuz they see Development coming and the roadway can't handle all the traffic the fact of it is our Mobility fees don't come in till the people come in and so the infrastructure
28:06is built afterwards instead of ahead if you look at social media say you need to fix this road way before these people got here well you don't build a school without students so the development bills then they build a school but that's when the money comes when they pay those impact fees so we have to pay very much attention to that and the more and more people come the more money we need for infrastructure and for parks and and other issues that deal with our citizens so yeah and I think that's where again you uh and some of you shared this with me during our pression phone calls that I'm going to get into in a little bit about the notion of carrying the message out to the public yeah and getting beyond the people that are already paying attention those people out here you know running their business raising their families getting back and forth to work some of this is not compelling till it is right it's just not and again how do you list them in that conversation that requires a strategic Focus about how you involve them and immerse them we all you know some people think well it's not very exciting I think that's all in the storytelling you have a great story to tell how many of you are readers in this room how many of you are readers non-fiction readers fiction any fiction I used to write Fiction it's called Grand applications long long ago in the galaxy far away elected officials say how did you get those grants Patrick I I I told the story a lot of it's about storytelling right you have a great story to tell I'm K kidding of course just a little bit but I think back to that it's that concept of messaging that getting that message out what interesting to mention then I want to move on what some jurisdictions are doing they're actually recruiting brand influencers in their jurisdiction people that already have eyeball traffic and they're they're living in their jurisdiction they're saying look they're already getting eyeballs on their posts on Instagram and Snapchat how do we enlist them to help carry the message out it's all about the storytelling we only think it's boring if it is I I would say with a little bit of reluctance we could take your annual audit and turn it into a Blockbuster movie I mean a budget is a policy document is it not it's the narrative same way with an audit it's the narrative I'm just sharing with you trying to creative problem solving is emerging as a really high demand capability both for elected and appointed officials so when you think about these it's not like all of a sudden people are just going to understand it conceptually there a lot of moving parts so how do you make it compelling to how do youal recalibrate it without diluting it and I think that requires a certain capability not just at the elected official left but also the appointed and it should be strategic and I think it's exciting because you're trying to involve and help people
30:42understand what the role of government and their role in it without it seeming so abstract so commissioner you know a couple of things you brought up that make a lot of sense and the very first thing I wrote down on my list before you got into it was the things I wanted to talk about one of them was pipeline projects as commission chairman Oakley just mentioned it's tough when the development is coming in for all the other stuff to come after the fact with Mobility fees but years ago we used to do pipeline projects you're going to come in you're going to build this roadway it's going to come in there it's going to be there when your development comes so it comes in uh water grass of great example Bruce be Down's another great example those roads were done before the development really came and when they came it could accommodate when I get a situation we coming on 5241 and I'm going to wait for the fees to come in and I got like two years of traffic I got to wait for and then I got r Road that's trying to go to 41 all those things coming if I get a Development coming in if it's a small one it's harder you know starky Ranch did a phenomenal job that infrastructure that's all the way through there between rotary sidewalks everybody in there and Amber was talking my daughter Amber was talking about today about how she looks forward to maybe living there one day where she can actually take the kids have them go to school and when they went to starky library the other day all the kids had little schools they went there back and forth so they could like move around get around safely and if I can't do that with smaller projects and whether it be Apartments well as you say if you don't own it you not going to wash it um that that type of mentality we got to get these connections done ahead of time not after the fact that if it means we got to go two or three neighborhoods down to make that connection happen to get to a place even though it's not their property we need to start looking at that I think that's go ahead I don't know when and how it switched um one of our land use attorneys was talking to me about that like when when Trinity was developed they had to build Robert Trent Jones Boulevard which in my mind it it should have connected we we let it get blocked but um and Trinity Boulevard way at the beginning MH and but at some point the way we build roads changed and I don't know what caused that concurrency when the state legislature basically undid concurrency Statewide uh um pipelining was no longer was P pipelining was basically prohibited and that's that's when that CH the the dri process concurrency as that was very strict that's when all those things about moving the the infrastructure out in front of the development occurred it really didn't get out in front of the current but it was a whole lot better than it is now yeah now come so far behind but as the drri
33:25process Unwound and as concurrency got lessened um that's that's all what contributed to why you are where you are now but can't we use the mobility fees if we got a project coming in like we were looking at The Hudson Project we had big Development coming in another one coming in how do we put that infrastructure in place if we had pushed I think they would have said you know what we want to come in we know we got all these citizens fighting about their kids getting to school back and and forth you got Transportation where everything's getting blocked up from Hudson Avenue all the way up to um call it even as far as 5A was backing up sometimes maybe not quite to there but in that that whole area that you get all this traffic that's around that can't get around but and the developer knows it to bring it in he it's better for him to make his product better I think they'd talk with us if we could to give the offset but we didn't do the offset we we weren't going to go down that road I think we should look at that stuff to give him those credits to make it come forward yeah chairman just a note on what he saying some of that's happening even now some of that is being built by the developer that's bringing the project in and we give him uh impact fee credits that pays him his money back so some of that is done it's just done in a different way than it used to be and it's probably not coming in as much as it should be so well and I would offer to you building on that and then I'm going to move on here think about this as we go forward on the strategic planning process one it's really about building Community insurance it's trying to anticipate the impacts of Po potential Trends and get out in front of those being proactive about that right that's one concept of this right the second one of this is it's it's also about uh building on your capabilities it's not a deficit closing strategy so you have a strategic plan in place now we're revising it right it's not out with the old and in with the new and some of those Concepts in the Strategic plan may not always have a budget may not always have a price tag it may be about the strategy and itself of the mindset and the approach because what you just talked about that conversation was not necessarily just about dollars it was about what's the shared mindset among the the board about how you want to approach that so I'm not we're that may be flushed out of this process but let me keep moving forward here so the next slide so the vision whoops sorry about that this is the vision that was adopted and some time back as part of the Strategic plan Pasco Florida's Premier County the comp plan which I understand is under current revision right now has a more extensive Vision you can read it there those at home can read it as well the question is we just wanted to flush this out just a little bit we're not doing a visioning exercise per se because we would have required more time
36:23and more prep for that for you this is just we don't want to make the assumption that the five of you um totally comprehend the impact of this Vision but to touch face and just get your input to say Florida's Premier County your thoughts about that the comp plan Vision think of a vision as a destination you never achieve a vision is about uh poetry a mission is about Plumbing so this is this should have some Loft to it a little bit of Pros to it right Florida's Premier County does that speak to what you think the ideals are for what you're trying to accomplish premere obviously is somewhat subjective it's an up to interpretation it's like quality you know some people it's they set the bar low we would I would think the reader would infer from Premier is you're trying to establish a certain threshold a higher standard whatever that might be the comp plan more elaborate a little bit more prescriptive as a vision it's not either or this isn't a competition as Mark and I talked about today we just wanted I didn't want to make the assumption that every the five of you really remember and Leverage The Vision thoughts about it I like it which our vision the premier County yeah okay yes commissioner I I've used the line Premier many times we're looking at doing something how do you want to do it the that Premiere and I I've used that many many times over the through um one thing you talk about with our comp plan though comp plan is something that was developed amongst all the citizens committees years of review before it got adopted you say that we're actually adopting our comp plan now we've been changing our our comp plan I bet you we did it 25 times this year alone yeah and that's different from what the people wanted and I think that's kind of what sometimes when people get frustrated when we're changing comp plan that's a bigger deal than just a zoning thing to get approved and I think that's where people are say why are you guys doing this why why am I bringing apartments in here when I don't need anymore why why do I want to bring that end I've got enough traffic on the roads already where's the benefit and even the sheriff like objects to objects to all the apartments I I don't think we updated the comp plan in a long time so not overall yeah what not overall we haven't no we we didn't fix it but you Chang the future land use classification of property on almost every meeting I think that's what meeting every meeting we're changing something in our comp plan in fact some places don't allow we got we got to push forward that's one of our main things we have to push forward is the change of our comp plan yeah so we can get it right and right once for all so this will fit into the future so that's where we're at and that's what we really need done okay to commissioner Mariano's thank you U Point pasco's unprecedented growth in the last 5 years
39:13we've seen entitlements that past decision makers have approved on paper come to fruition and I think all of us here have seen you know the brick and mortar happen after decision decisions are made and we've learned we've seen things we like and I think we've all seen things where we could have We Now understand it that we've seen it real life and I think that's leading to on our board days and our decisions because the dockets are so full and there's so much coming down the pipeline that we're making game day decisions and having you know real life discussion on what the future is because we know the expectation of our our residents people people are are moving here hundreds by the week month and um you know we we've seen where we can do better get better like we went from a you know older sleepy more rural County to something we have you know there's action a lot of action going on here and it's imperative that we make the right decisions uh that that last you know for for all intented purpose for for for quality and helps people's values and it's a resilient product that's been built uh for for generations to come and the decisions that we're making today because there's so there's so much coming I mean we'll see these we I think we'll see our decisions pop up and come to life within the next you know two to three years even and not be 10 15 years down the line like what we've seen today so the comp plan is very fluid and I think all every every board member here is having to be fluid and open and and digest you know what what's happened in you know two Tuesdays a month so yeah and I would say that word Premiere should be maybe a rallying cry for lack of a better description for the five of you not to say you always agree about that what that means but I think it's a it's a good opportunity to flush that out what does that really mean because that again I think you infer that premere is a certain standard to the point that you mentioned earlier the quality and how you sort of your decisions do reflect a certain expect a and quality about development in particular what is that going to look like and some developers not unique to Pasco County they leverage where there's differences and that's not that the turnout of that the outcome of that is not always healthy for a community I have some clients across the country they would love to have these problems they struggle with any sort of development not just rural parts but also Urban that are landlocked they're not having any growth they're in Redevelopment more and they're trying to balance the notion of enticing that growth with the impacts of that growth right you can get a lot more jobs in a community the question is what's the average wage of those jobs and a lot of cities have there's a lot of historical lessons to say you can create you know a lot of the retail and rooftops Chase or retail chases rooftops so what kind of jobs do you want in the county I'm not
42:15saying you want like you're going to get those but that's back to that strategic discussion I've been doing this a long time it used to be the primary talk conversation Topic in these sessions was Economic Development that's even preo that was starting to be unpacked about Transportation which the chairman you mentioned earlier as well as um housing housing I don't care where I go rural urban housing affordable housing whatever that means I mean it's a kind of a vague term those have replaced Economic Development because what you hear from business owners is um I can't find people when I find them they can't afford to get here and they can't afford to live here they can't afford to get here so this topic has been unpacked to or transportation and housing now are part of that Economic Development convers ation and businesses do look at that when they get ready to make the decisions not just traffic patterns but also those other dimensions so you all know this yeah one more point then I want move on to the and you bring up a good point with the affordable housing that term's been thrown around they took Workforce they talk about whatever the districts are Etc and that's been a struggle so much so the states just jumped in and they've actually hurt us be between a jobs poor County trying to create more jobs we're going to take our Prime commercial land and allow Apartments to go and not pay taxes right it's ridiculous so we are fighting that battle every step of the way but I think we're this board has done a great I mean in previous boards too we focused on economic development we wanted the high industry paying jobs we've done a great job with that putting land across uh bringing forward put in cers out there a vter is back this up on it by for Penny for Pasco not only voted once but voting for it again so I think we're focused on economic devel the right ways I think we're doing a great job there one let me move on so that's the vision sounds like it's supported again we just wanted to touch base the mission sorry yeah [Music] oops the mission the vision is where you're going the mission is how you get there the current mission is serving our community to create a better future very action oriented right it's descriptive it's somewhat prescriptive this is a message to the really the county staff it's not always very sexy it's not supposed to be again get a little bit of the plumbing the vision is the Poetry so this is how you get there and this you know if I'm a member of this organization and I say what's my role in executing my responsibilities and how do I connect to the mission that's a wonderful opportunity for the directors and managers to have those conversations with their Workforce because there should be a clear line of sight between no matter what I would do as an employee in this County and my connection between this Mission and the interesting thing today we've seen this the last few years is
44:53today people are not necessarily not and I'm generalizing here okay today people are not just looking for jobs they're looking for meaning mhm and government is well suited to attract that mindset to serve in this organization public service because you're a mission oriented organization and that's compelling to a lot of people they want to feel as though they make a difference that's pretty powerful I mean you're just changing lives and building Community right staff no pressure or anything that's exciting right that's exciting pressure is a privilege so I I would just share that with you that a mission when it's marketed well to prospective candidates attracts a certain segment of the workforce they want to feel as though they're making a difference not just making a living so while it may not jump off the page to the residents or businesses it definitely has a lot of Leverage opportunities for staff yeah chairman I think you find out and uh and looking for this Mission and and more economy and more people moving in and things of this nature our staff has the best opportunity ever to shine as a planner they our planning staff has got something they can really plan to I mean we have rural area we want to keep that nature of that Community rural the best we can and yet not let it go backwards but step up so I see that happening in the east side of Pasco because we're the most rural left in the county right uh we have hundreds of projects coming every every month in into East Pasco County so it could change everything that we really live for and want to be a certain way we have right there at 75 and 52 which is in that part of the East Pasco County there's 78 million square foot of warehouse and businesses coming and along with that comes 101,000 jobs right so we have to pay attention because we don't have the housing yet for that but yet those big businesses got Executives and things of that nature and hopefully in the Northeast area we can develop some 1acre lot executive Home sites that'll help that group of people keep a rural nature but yet a very beautiful place to live in the county and doesn't let it all turn into Suburban or Urban to to the chair's point the level of discretion that staff has is pro I mean it's always is it's probably at an all-time high right now with how how much demand for is the number of projects and what type of projects that are coming into our County so the chair's point if staff doesn't recognize the high level of discretion they have I think this board does and um I think it's imperative that they're keenly aware that they really have an opportunity to the chair's point to plan something great uh for our County and you know have a little bit of fun with it um no pressure or anything but you know we recognize that and appreciate it we're the ultimate decision makers and we box it around a little bit but we're excited to
48:09see I get excited to see what staff's you know planning product is that they're bringing forward to review with us so you know I I applaud the work that they do I just always challenge them to take the level of discretion they have and you know think bigger be bold um you know there's no no not necessarily a wrong answer that that decision lies with the five of us so um I hope staff enjoys what they do and not necessarily feel the the pressure of the of the demand so sorry about that yes so if I may part of this Workshop too is for us to provide you other information in your decision making and in this conversation about serving our community to create a better future we've we already identified through our SWAT analysis that serving is a key if not the key driver of Engagement for our team members so people are coming here to work because they see the opportunity to give back to Community Serve a particular group or or a function so the heart of service is in this organization right now which is fantastic and that is why when we talk about supporting what we do and how we do decision- making that's enormous because people want people come to work here to make the community a better place and so I just wanted to support that that we've it's not just our opinion we've got the data to support the fact that this is an organization of people who came here to serve in some capacity and I don't think the public knows that uh one part of that is our staff has the opportunity to make a difference yes through plan when we see something to be not keeping that rural atmosphere and that calmness of past candidat that's always had historically the planners can see that and and they're trained in planning so let's see some planning that goes along with that keeps those areas that the community the same absolutely commissioner yeah I think I think we've got a tremendous team from the administrator Mike the people you brought in the people that have grown in this organization are phenomenal uh I think the attitude is to get stuff done I mean when you when you look at when I first started years ago storm water issues were like tremendous and now we've made progress progress progress it's almost the highest ranking group in the whole place so I think we're doing a lot of great things we had a lot of great people but I think it's key that you know it's great to throw out the word discretion as far as like being able to do what you want but the people elected us and they're kind of going by what we think we need want to do and we're the ones supposed to interpret what we want them to do now I'm not saying we control the nuts and bolts of how it gets all put together but we're the ones supposed to direct what we want to see yeah so when commissioner o says we want to see that rural stuff commission starky about the executive housing Etc all those things need to get Incorporated if you don't get that you get too much discretion and if you get a strong attorney that comes in with staff
51:05guess what they roll them over and they say nothing we could do nothing we heard so we've got to direct what we want our St to bring let them creatively figure it out but we got to be the leaders not staff so let me share this then I going to move on to the values do we need to take a break or anything are we good feel good okay so um when you think about the thought process when you think about the thought process how you process things um there's actually two different ways to do that this is an inverted pyramid there's an issue there's an opportunity there's a challenge there's the answer right this is called convergent thinking Engineers think this way high degree of precision and accuracy Finance people think this way you want to hear from your Finance director not I think we closed on time you want to know actually what's the general fund cash right those professions uh Pride themselves on a high degree of precision and accuracy engineers and finance people another way of thinking it's not better or worse it's just different is a typical pyramid where there's an issue there's an opportunity there's a challenge here's an answer here's another answer here's another answer here's another answer this is called Divergent thinking never ask a planner a yes or no question no never ask an attorney a yes or no question he gets back to the point commissioner waitman was making I would offer to you public policy is really this you have a lot of discretion I mean you as elected officials and staff does there's a lot of different ways to tackle these issues there's not just one way where I see a lot of boards elect officials sort of almost unconsciously slow things down is they're looking for the perfect answer and I think you don't you can't afford it based on just the volume and the workload but I think it's also the mindset that you sort of incorporate into your public policy decision- making and then how do you support that with staff when they bring to you options right so you want Discretions within Freedom within a framework if you will what are those Discretions what what is that judgment and a great way to sort of destroy to minimize those innovative solutions from staff is um when they're not received in the spirit of what you're doing as elected officials so giving them some room right we all know that there's some level of experimentation you're dealing with things in some sense you don't control all the variables so how does staff bring those to and they're going to bring you here's option A here's option b um do we know this is going to work exactly we're not sure this is different it's a different way we're going to approach this giving staff that sort of that space to give you those options and if it doesn't turn out well then to not sort of say I told you so I've seen this countless times where that short circuits these kinds of discussions because staff is only going to bring to
53:47you what you they think exactly what you want now they really limit their creative thinking and some of these things they're dealing with again again understanding from you elected officials what are the boundaries not literally but figuratively and what they're bringing to you as policy decisions so that really is what staff and when Mike is talking with the deputy County administrators and staff say what are we going to bring the county uh to bring you as the board they're always processing what what have they agreed to before what do they have an appetite to do this time maybe this is a different type of Dimension we don't know exactly will it work will you they be supportive of considering different options and I think that's a testament to all five of you when you give staff that space to bring some ideas they may not have tried before and of course no one wants them to turn out poorly so if it doesn't turn out exactly great it's how you handle that cuz there's always some member of the public that wants to be the armchair quarterback and light up staff to say why' they bring that to you didn't they know um some of these variables they didn't know they're giving you want their judgment correct you want their level of expertise so let me move on here from that to the values this was also for staff their current are Integrity respect Innovation what I was just implying and service Excellence which Mark talked about these values are what bind the workforce together you think about our values as a family the way we were growing up values are sort of those threads that we bring people together and these were developed by the the team members the workforce so it's not really relevant to the Strategic plan per se but it's it's part of that conversation let me move on from there now we get into sort of the macro concept this should be familiar you have a hard copy of the current strategic plan in front of you looks like this a lot of conversations that Mike and Mark and I have had over the last few months and preparing for it today and really the purpose of revising the Strategic plan there is an appetite to want to make it less tactical and more policy Focus this is somewhat uh prescriptive with objectives and action plans what we're trying to do today for you as elected officials is we're trying to keep you at the policy level I think if you dip your toe into the operational that's cool cuz that's how sometimes people process things they go for the micro to macro other people go for the macro to micro but the the idea behind this revision of the Strategic plan is to be less tactical at least at this level that will be for steering committee to sort of uh sort of uh IM view that into the organization and then how Deputy County administrators and Department directors will actually start to put together the the more objectives to that but not so much at the elected officials these are the three um areas of strategic Focus
56:25a thriving create a thriving Community enhance quality of life and stimulate economic growth I would offer to you this is uh typically with government jurisdictions these don't change from time to time from Plan update to plan update these are think of these as pillars you're sort of always in the business of doing these and I think this number just sort of for eyeballing here uh it's a good number sometimes less is more I would also caution you as we get into the more budget cental conversations that you have capacity limits and you have capability limits understanding what the role of is the county you're always in the car you're just not always driving the car sometimes you're in the passenger seat sometimes you're in the back seat sometimes you're a convener you're a curator you're a facilitator but as you get into some of these Dimensions that you want to address and have a budget discussion you have may have to revisit what's your role cuz you it's easy to get pulled in you know it's the Henry Ford comment who said if I'd ask people what they wanted they'd just said Faster Horses so the Public's appetite is always enormous and you're a demand-based business so how you decide look we have capacity not just Financial capacity limits you also have staff workload capacity limits and capability limit some of these things are not necessarily in your wheelhouse they might be better done through a third party or jurisdiction within the county or not something else I'm just suggesting that to you as you get into some those discussions so we wanted to touch base with these keep pillars these are probably not going to change I don't Envision the steering committee changing these these usually are in place for a period of time there's no set expiration on it but they do give some grouping to the items as you get into the flow of it right so it's not just a scatter shop but there's some discipline to it the next one is the Strategic outcomes what you what you expect from this process the ability and this is some examples right so it's not uh laminated here the ability to maintain SL recover levels of service in the event of major impacts likely economic or environmental impacts how does the Strategic plan help you mitigate those the second one balance growth and diversified tax base balance whatever you know that's a constantly evolving uh description depending on who you ask yeah you people want to shut the door behind them how long have you lived here 2 years and then they want to know where the next retailer is but there's too much traffic people are pickle right including all of us so it's those challenges to go along with that third adequately funded maintenance of County assets as commissioner uh commissioner mentioned about storm water it's not very exciting till it happens to
59:12you right I mean we all know that about some that's not very you know road conditions sidewalks we definitely have seen an uptick across the country for the demand for sidewalks and then maintenance of sidewalks curb to curb traffic signals I mean all of those FAL water utility lines water lines I mean all those things that are literally to some people invisible how do you deal with those and they're not always very sexy but it's sort of like the om&m of what you do as an organization like in your house at some point things go out you have to replace them nobody's laying awake say I can't wait till replace the hot water heater tomorrow sometimes you just I mean we all know that right if you're a homeowner and I think you own a lot of assets mult huge investment so funding that how do you fund that and what some governments do is they put that first like their mortgage then they figure out the rest others use it till the end how much money do we have left and then they're playing catchup the next one is greater percentages of Redevelopment versus new that's a strategic discussion how do you balance that especially with the land use and opportunities well planned and managed natural resources ecologically sustainable environmentally sustainable one of the areas we haven't discussed today that I meant to mention during that the whole notion of headwind is artificial intelligence get ready generative AI I mean you can't pick up anything on your news feed and your phone AI is coming and government I think as an industry local government in particular is not really prepared about how it's going to impact decision- making and access to information but not so much maybe at the elected officials but definitely for staff be able to access information F not just your chat bot doing your homework I'm kidding but doing other dimensions and then a safe and secure place to live work and play improve quality of life and candidly as this County becomes more diverse socioeconomically quality of life is really dependent upon where you live it is not Universal which it may have been historically in the past that there was one general standard because of the dec composition of the community the more density you have the higher density you have obviously that quality of life is evolving and depending not just how long you lived here but where you live and access is going to really Define that and I would say to you as elected officials you don't just have residents you have demographics and understanding those demographics I think is always an opportunity to how you're addressing those isssues uh uh yes commissioner and ladies first commissioner so you know that's interesting that last line in what you just said because what may be a high quality life is someone who's chosen to live say next to one of our uh big Wildlife um preserves or you know well fields and wants a very rule setting and then to others a very good
1:01:54quality of life is that you can walk outside and safely go to a restaurant you know in your golf cart so it it that quality of life means different things to different to our constituencies yes commission one we've done years ago when we first started our surveys we we divided the county up in three different areas East West and Central and it was a substantial difference from one side to the county to the other side unsatisfaction levels still exist today oh yes so these are the anticipated outcomes of executing the Strategic plan and I would offer to you execution is the strategy a lot of jurisdictions have strategic plans that sit on the Shelf you've use your strategic plan the opportunity here is to leverage it even more it shouldn't be a straight jacket so it shouldn't bind you to certain things but it shouldn't be optional it's a decision-making tool that fourth Point down is very interesting and it's something I have on my notes because that's important to the west side yeah and because of the maturation of the county you may start to see more and more emphasis on Redevelopment yeah development plan I've been asked recently by a number of different organizations what is the Redevelopment plan question Market we see AI might have a big hope when that factor coming up because part of the thing is when you got a building you got a ren renovate through and all that you're going to go do the steps that it takes the grind that it takes people 2 3 4 years to get a project to go through to make it fit this AI setup could be something where let's go look at it let's see what it really needs put it through and say here it is and now that can get approved a lot quicker a lot easier and help with Redevelopment because right now they're afraid [Music] to yes so as we're working through this this is really what we're asking you today we're asking you about the outcomes that these are the things that you want to see happen in the county our job is to figure out how to make them work so when just keeping that in mind these are examples you may say yeah that is what we want or you may say yes no but this is really the an idea of what we're looking at and and examples that go with that and then you're up I am and as I mentioned we're going to give you different inputs the Strategic plan steering committee that's building the backbones of this putting it all together we hear inputs from a lot of things our citizen surveys commissioner Mariana just mentioned that our business surveys the SWAT analysis that we did within the organization every single member of the organization getting their opinions all of this is called the environmental scan input that we used to inform what we do and how we do so there's a lot of background information that goes into this and and when we come back with what we are proposing as far
1:04:44as a strategic plan all of that input will come to bear at that time so some of the main themes that came out of the sad analysis and I did mention the strength of serving overwhelming that that is we will leverage that we will build on that that is probably the in I mean all the organizations that I've been in public private sector I've never seen it like I do here so feel really good about that because that's what you what you've uh what you've supported some of the big challenges though and these came out actually as threats these are common themes across the organization these are the big things that the team is looking at and saying hey this is really what we're up against so we have the unique opportunity in Pasco whereas our friends of the South are dealing with things more around maintenance and Redevelopment we got growth thrown in there and what the team will tell you is that the requirements of providing services for each of those three is different in most cases which means you're actually doing more business than you would if you only had one or two of those to deal with so that is an an an issue that we have to look at and as we look at resilience and sustainability all of this has to to uh to be on the table the other is uh just I I just men mentioned that we've got rapidly changing environmental environmental and economic conditions and when we talk about resiliance and sustainability when we we get the presentation at the next board meeting we're going to we're going to show you that it's it's it's not just it's the tree canopy it's the food supply it it touches everything which means that every part of our organization every single Department in function is going to be impacted and has got the plan accordingly because no one is going to be able to to to not so as look forward strategically that's a big piece we still have the issue with competing with higher paying organizations for our qualified staff we're doing better than we ever have but there's still a gap there there always be a gap between us and the public and the private sector that's just the way it is but there again if we're recruiting people because we give you an opportunity to serve that's what they want that's why I'm here then we can we can still be very competitive bringing rising cost you hear that across the board you're going to hear more of that today the cost Rising so fast that the cost of our projects keeping up with Capital Improvements and things has become an issue and our teams are feeling that in in no matter where they are and we still have the issue of of more residential than commercial and of course that gives us a lopsided tax base which which of course as you know with residential we we lose money most of the time we don't make money on residential providing services so these are the big picture issues or threats that the that the staff has seen across board here for your information now you just made a comment that residential growth is not
1:07:28paying for itself I'm going to debate that because I think if you look at high-end executive homes high level num numbers they pay for so 40ft lot an apartment doesn't pay for itself but I think it's a big strong difference from what you just said yeah there's certainly a break even but uh you know if you look at across the average your average tax base it it's definitely on the skey tool and if you get a higher demographic coming in like that that demographic is going to spend more money create better things to Comm in the community as well never in mind it may be the demographic of a person who owns a business that's going to now locate in Pasco County it's a substantial difference between residential to [Music] just just to add to that a little bit if you bring in more residential you immediately need to have infrastructure rebuild so there's a cause for that residential you you have your rank your parks all your issues with parts and the way people live and then that that cost money that cost probably a dollar and a quar or so uh per dollar spent the fact of it is we need to really bring in as much commercial as we can and big box warehouses and things that that for jobs which we know when we put those jobs there we were behind on Workforce housing or something of that nature and and that's a fact but we can bring in that later but if we bring in the adum from from the warehouse and the commercial areas ahead of time by time residential is you're ahead of yourself instead of spending so much money and then playing katchup when you're trying to get jobs in your county so we need to think about what we bring in so so we can make our County stronger in the future okay very good commissioner St uh I just want to emphasize that if we want to attract the hire and home buyer they care very they care very much what their Community looks like y yeah they're not coming to a neighborhood lined in Bob wire and no landscaping and ugliness I so uh the other interesting thing is uh when you build good communities and for I will use starky RS for example I've watched many of those residents invest in the community by opening businesses they're W you know if they're an executive they've moved here they're wise of open stores and that that just it just they brought business here with them with them yeah commissioner and you know to touch on two points right there um commission fley says it's it's good to get the commercial that that you want I think something we good just did a couple years ago was to allow the smaller businesses to get a break on the impact fees um maybe we need to even look at it harder because you know when you go to a special place you're going to you're not going to go just to a name brand chain that's Here There and Everywhere but when you get smaller businesses that have their own signature that they develop and I think of like in in the
1:10:38Gulf family run business that's phenomenal business great product and we need more of that type of thing to come in to let them come in and grow and a lot of small business they want to open the business they want to do something but that hurdle is is a big setback and I think from places that I go it's like you can say wish should I go eat well you know what you're going to get at their chains right that's what their brand is but when you can find from local people where they go when you go St Augustine wherever it may be those things add a lot of value now as far as uh how the community looks and and we had a big debate about fences whatever and we agree we need to start regulating that in a better way and let's get a better fence and a better product I'm all for that but I think what we really need to do and and again commissioner starky I wrote down just like you did we need a greater percentage of Redevelopment versus new coming up on at least the west side east side Central they're going to get their own new stuff that's the way it's going to be but we've got to do a better focus and if there's one thing that comes out of this whole strategic plan how do we make US1 19 better you and I debate back and forth is it signage is it the Landscaping what's going to make it happen is it bringing storefronts to the front front and center but I think that is something that could be a whole Workshop in itself but it needs to be done maybe a CRA maybe a C I'm not I'm not opposed to that either so I think that dialogue really does need to happen I'm glad it's it's opening up here yeah okay my turn yes the commission Mar is poting on our small businesses we do a good job of highlighting new businesses the the larger the larger uh businesses that come into Pasco County and we roll out the red carpet and shoot all fireworks and what have you I don't think we do enough to complement and and ensure that businesses like in on the gulf and our smaller family businesses have what they need or we understand what they need to keep going generationally and the burden that they face I mean just making payroll uring customers coming in what what regulation or bureaucratic process we may not know that we're doing you know impedes their ability to grow or opening up another another location I really think that the the the generational businesses the small businesses that have made Pasco and stuck with Pasco you know before Pasco became the cool place to be uh that we you know if they want I mean we're government that we we we keep reach out to them what what can we do to help them go to the next level what's maybe what bureaucratic rule is eroding away their bottom line I mean they're going to worry about putting in $220,000 of the landscaping or make payroll that week you know as a business you're going to worry about making payroll that week right so I think you know what we can do to to help them and not we at least get the message out there that they're not
1:13:36forgotten we appreciate those businesses and that they not be intimidated to reach out and think if they reach out and ask a question they may get tagged with you know four or five different other issues they might have so uh it's important that we we not forget get those those those businesses so thank you commissioner Mar I think it's important to keep in mind as you and many of youve been in place for a period of time that with growth there are unintended consequences as well as dividends sometimes people just want all the dividends of growth more shopping opportunities faster you know more roads more lanes and all there's also unintended consequences of growth traffic stacking all those different other dimensions and it gets into as you raise the standards what burdens that place on smaller businesses say they're less capitalized yep they analyze the opportunity when you talk about quality and what's your role and how do you and I would offer to you this and you some of you alluded to it in some respects government is an experienc provider we live in an experience-based economy today so what's it feel like to drive through Pasco County we've all driven in places traveling everybody in here has driven through places that just oh man this place is cool again we all notice things that other people don't notice look at the street signs or look at the lighting or some goofy things like that but I think that creates that sense of what's it feel like because people government traffics in facts people process and respond to you in feelings so it's like two ships passing in the night and I think that creates an opportunity how do you reconcile what people want and not just the typical people that you're going to hear from and I think that's that's all it's an opportunity but it's how do you balance that with other points of view of people that may not be voicing their point of view online or in person about what quality means and in some respects you have to step into that breach and offer some alternatives is it's not always um by rot I mean the comp plan is not the Silver Bullet we all in here know that right it's a guide that you interpret and then you translate because some of that by the time it's adopted some of the dimensions have evolved I I'm just so balancing that there always some level of ambiguity you're dealing with I mean you you five know that way better than I do there there's not a lot of certainty except that there's going to be a lot of in uh volatility of Destruction so let me move on to what I heard make Point real quick um so uh see if I can keep you know we have an opportunity coming in two places in Angeline and in 4G where we might be able to attract high-end housing but I know people who looked at Angeline and changed their mind to move there because when you come out of there and where you're going to go to have something to
1:16:20eat or your your friends come from some else and you drive them up the road and and you drive on 41 it's not a it's not looking good um I just drove down from 52 to 41 here and in my opinion the the it has degraded it is not attractive at all so those folks who we want to attract here they're not going to like what they see and where they're supposed to go out to dinner or go get their gas go get their groceries what they have to drive by so if it's really our goal we we really have to care about how we look but our challenge is we are a county that has to think like a city cuz we are 92% unincorporated and it is difficult to make these really um to make these rules countywide because what might work for 41 isn't going to work for a road up in trillbe you know so I I really think that's a really difficult challenge for us but it it shouldn't be a one-size fits-all and we really got to figure out a way to concentrate on where we need Improvement and I don't know make it in that region I don't know but then go all in and help help the businesses if we want a certain kind of look because we want to attract certain kind of business a certain kind of um end user we may have to help some of these small businesses get what to get where we want that's all it's a it's a great that it is tough and we struggle with that like us9 ordinances don't work as well as they do in Wesley Chapel Trinity Etc so how do you make it all fit and how and as a county our County attorney says you can't just pass a law for what area it's got to be something that's going to be work for everybody the so that's going to be something I have said you can do overlay there's a lot of business so so working those overlays when I when we did the Landscaping up and down US 19 I can't tell you how many calls I got about how thrilled people were with the Landscaping done up and down 19 taking it over when do was just doing 41 and they had all this like dirt that was out there I says why don't you guys go put some peanut grass out there maybe some trees out there and I didn't expect to get the trees but maybe we could work that but that may be something we go take a look at too just like even 301 could do the same type of thing so those are opportunities we can go look at well when you leave here drive drive up and down 41 and tell me take it premere I drive it all the time so now make a point here goad on the 41 there is on the right hand side there's one decent restaurant one it it is one step away from becoming and I'm not making any knocks on any other city but it is one step away from becoming 7th Street in eore city which is full of tattoo parlers and we don't do something and step up to the plate and make this happen that's exactly what we're going to get that's a shame cuz there's such great opportunity with what's coming around in conon and G Angeline so remember the Strategic plan get the doctors to move here I'm sorry to
1:19:31balance the perspective between being proactive what you see on the horizon near-term shortterm and being responsive so as you talk as the steering committee sort of unpacks all this it's to say these things are happening right now how can the Strategic plan help us deal with this like right now policy-wise and then what's on the horizon it's not either or it's both concurrently um mie was the SWAT analysis has done that marked it I also spoke to all of you ahead of time to get your input and these are the themes these are not in priority order okay these are just listed this is what I heard thematically from all of you in my conversation the five of you I'm talking to you one better manage public perceptions of growth impacts I heard that several times because you're hearing from people that don't you know that don't always comprehend the impacts of what's going on with the growth and their role and all that so how do you manage that we that was discussed earlier too a stronger emphasis on economic development and residential development particular on the west side of the county as you just discussed Redevelopment continue focus on Capital infrastructure Investments being vigilant about that not losing sight that you have a tremendous investment in those fiscal assets how do you maintain those and how do you sort of near-term short-term long-term in some respects four recognize the potential impacts from County resident demographic Trends as was just mentioned you've gone from being one of the oldest counties to being young and what what what I'm finding um it's kind of an interesting diens mention and um I think we can all relate to this in some way shape or form as communities get younger what some governments are finding out is the challenge for themselves as an employer and businesses is access to affordable child care and we had never really seen that in government I've got a client in Oklahoma the city is actually partnering with a private Enterprise and nonprofit because they're hearing it from businesses they're hearing it from their own employees and unless they step into that breach and say we have to figure out how to do affordable child care for our employees and for businesses the market is not solving that we I'm sure you've seen the numbers how many people left Child Care during covid many of those people did not go by and it's one of those issues that is a huge cost for especially people that is uh increasing cost so I'm just sharing that when you talk about demographic shifts as you get younger it's the market is not always going to solve those issues that we tend to think well the market will solve that it's not solving the housing issue and I don't think it's solving the child care issue and if you have small kids you can definitely relate to that but it's impacting employers and their ability to entice employees I'm just sharing that with you right that as you get younger
1:21:59you're dealing with other issu and their habits their appetites they want to they want to recreate more they want to Lifestyle more we definitely see from younger people the walkability of neighborhoods is you mentioned that earlier so younger people tend to have different appetites not better or worse just different and different challenges so commissioner that affects new grandparents too I missed that point I'm sorry true uh so anyway so as you look at those demographic Trends it's uh that's empirical what's that portend and more and more communities are enlisting demographers it's a cottage industry about what's that story what's the story socially e ethnically economically um and then sort of anticipating the impacts of that five increasing the investment in Parks trails and Beach systems many of you mentioned that again the lifestyle what am I doing after work what am I doing on the weekend access to those the quality of those number six staying Vigilant about pursuing grant opportunities federal grants state grants trying to enlist those leverage those that that is top of mind for a lot of your peers across the country it can't just be an afterthought it has to be part of a strategy how do you leverage that and being strategic about that not just saying let's go after every Grant that's available it's where do you leverage that grant money and what do you what's your share and then number 7 confirming the joint venture approach to operating the wastewater treatment plan that came up as well so these are themes that I heard from you if I missed one of your points it was not intentional it just was an oversight the the the one of the benefits of of having those pression phone calls except Beyond helping me understand the temperature and the terrain of the topics if you will it's also there's commonality between all five of you I heard all these items from more than one person not necessarily all of you but I heard from more than one person with which that what that means is there's a lot of there's a shared understanding about the demands and the top priorities that need to this strategic plan needs to incorporate so I always encourage elected officials that when you have some similar Visions time to be bold baby because when there's a miss when there you have a fractured governing body sometimes they don't even want to be in the same room I mean I've done this many times where there's not to say it's always 5 at 5 is not always the sign of a healthy governing body you're going to have some split votes that happen it's how do you work through those challenges so when you have some common areas that you want to focus on what I say about being bold it's trying to let go of saying we've not done that before it's what can we do differently about doing that how do we want to
1:24:35address that because these afford you a lot of opportunities I want to compliment you've done a great job putting all this together I really like your presentation I like what the information you bringing out and I will say just on that point I'll say this board and I think it's been passed with with a lot of other boards as well but especially at this board I think everybody here is like willing to like put out whatever they think um and just fire it away and and I appreciate those ideas coming out because until you talk about it it doesn't go and we do have a lot of three we have to do a lot of four ones but at least everything is debated everybody gets heard and we make a decision we may not like it if if we were on the other side but at least we know we had a a debate about it if it goes forward that way we're good with it and I think we're all done we all look at the next issue let let's go look at the next one I'd like to make a point you know everybody I'm sure you all know this but uh Senator Ed Hooper which is a good friend of a lot of yours he's a very good friend of mine being a uh in the uh first responder business before he got elected he is a chair of the Appropriations Committee okay yeah don't get any better than that we need to be up there saying hey Ed had you sit in his office let's go to lunch let's go to that party at night and bend his ear and bring home some of the bacon yeah very important a lot of it's about relationship building you all know that well it's not always the Merit of the item that gets rewarded it's how you leverage those relationships we get next I'm going to see him tomorrow now what we want to do do we need to take a break are we good or take biology break fine probably need to we take a 5 minute fluid management break okay all right I've got 10 1030 1040 10:45 then we're going to get into where do you want to go from here so put on your creative thinking caps during the break and be back in so where we wrapped up before the break was reviewing these seven dimensions that came out of the pression phone calls that I held with the Commissioners and we thought this would be a good place to start into the next segment which is to explore what are the to unpack these if you [Music] will what items do you really want the steering committee to flush out further at a policy and objective level we're not trying to do project planning today okay we're trying to stay at a policy level okay so we want to use this as a launch pad if you will so Mike and the staff as well as the budget discussion you have this afternoon starts to flush this out even more cuz these are these are pretty broad-based and that's okay that's the nature of these but we want to try to I want to feel this conversation we whoever wants to start talking about some of these first I we want to get a little bit more detail about this what
1:27:32does this actually mean commissioner so I like number two but I think it's just even more than that as commissioner Stark you said it's the look right and it's not just the look of let's say US 19 up and down it's 41 it could be 301 and let's go focus on the look of those major corridors okay right so and that would that is both an input and an outcome right it's the design standards that you have to put in place to ensure the outcome that you're looking for so that may be a review of some of those design standards for that particular part of the community and then you want to achieve that outcome because I would ask you what business are you in are you in the output business or are you in the outcome business M outcome you're more in the outcome business it's the result of the decisions you make as elected officials that generate these outcomes go ahead number one better managed public perceptions of growth impacts yeah I think that's good but if the public perception is in a negative on certain things then it's not the perception I want to fix I want to find out do we need to fix what we're doing compared to get what the public really wants yeah and I think that's always a challenge in jurisdictions that you're trying to distinguish between cynics and Skeptics and I think sometimes that's not that's a tough uh distinction to make yeah CU to some if you simply respond to their criticism it doesn't make things better you're just responding to their criticism I don't and I don't want to get in the world of you know a few negative Sayers people that show up affect on the input but I want to really take a look at it too and just say is this something relevant right is there something we should be going after or is it is what we decided we want to see and it's you can't please everybody in every situation obviously but it's like it's what we decided to do and that's there are some negative impacts on some what are really good decisions well what we're seeing definitely across the country and I think you're primed for this because of the growth that you're experiencing is we're seeing more and more about public engagement as a verb not a noun like what's your how are you engaging the public not just we had an event and people showed up CU we know who typically shows up or you had a public hearing we know who shows up to those but more and more governments are saying what's our you know social marketing strategy and social media is simply one channel of that it's not the entire the entire um portfolio then how are we engaging the public on our because what we're finding across especially with younger people they're tired of being told they want to be heard so they're making their voices more they're louder and they're insistent to their credit and they want to start shaping public policy more differently than maybe historically so
1:30:15how do you engage the public not just the people that are going to always talk but how do you what's the strategy to engage the public um on an going basis and that's uh that requires some um it's not just a staff commitment it's really a strategy you going to flush out uh chairman and then commissioner I um I developed a vision of the Northeast rural based on people in the rural area not giving us good answers to question but rather telling us no they don't want things but my vision was something that would keep it in a Ral context of the development but yet be better than just nothing you know and and things going down because they've been there for a long time things are going to change and most people fight change but in fact if you can make that change fit the community and be better then that's what it should be so the state government the legislator they tell us that people can develop their land they have property rights to develop their land that's right all we can do as Commissioners is make it look right for our County and our community so that's what we need to work towards back to that look the field The Experience Comm thank you chairman commissioner thank you so when you talk about stakeholder engagement yeah commissioner Stark you say the average age is 46 in Pasco 43 I thought 43 46 well that's a working mom and dad who are distracted with managing just their life so I guess it's a rhetorical question back to you and to staff how do we engage those folks how do we get their input do we send people out to you know soccer fields on Saturdays to reach that demographic um car lines send send send work with the school board and send send a flyer home with the kids on their homework because that if that's the demographic then we're we're missing that demographic and I personally don't think we're hearing what that demographic once or has to say CU they're so busy just with where they are in that stage of life so we're hearing from a lot of retirees you know you see the folks in public comment a lot of the folks that come are retired or what have you so it's very rare that we we we really get engagement from that demog my from my perspective so I think it's important that we reach and if we can truly understand what they're see what they're seeking in Pasco County and the life they want to live I think we could receive some fantastic feedback from that group yeah I'm just going right up here engaging [Music] stakeholders you want to get go reach that way there's PR and just one point to that then we'll get to your point I would offer to you government traffics in trust and trust is the currency we have in all relationships personal and professional and organizational and we know there are people continually scrubbing on that trust between the government and the residents and as advocates for the County government that strategy about how do you enlist those
1:33:28people is going to become increasingly more Mission critical because you that that notion of credibility when you're making decisions how credible are those decisions and that's a delicate dance and governments across the country are trying to figure out how do they maintain credibility and not just be attentive to those people that um want to shut the door behind us and it's not just in growth communities it happens in all communities so commission I I'm going to give you a solution to the whole thing as far as getting that engagement you got families that are working we got public hearings that go 1:30 how are they going to show up we had it years ago they were like at 6:30 maybe in 6:00 I'm not sure what time exactly but if you want to have the people come in and you want to get their input then we need to co change our public hearings to the later time I'm not I'm not opposed the other the other thing is you know people have a right to develop their property businesses have a right to develop their property and I'm and I completely agree with that but I think we got a little bit of a hook a little bit of power about the um um excuse me the the zoning of it yes you we can we could say well you know that quite doesn't fit there let's try it over here I I I think you got to you know maybe put the pressure down a little bit on them thank you commissioner let me let me go back to that CU I've heard it several times but I think it's important to understand if you have a zoning thing coming before you right that is something that's they get some rights to that they can justify it they can battle that when you're changing your comprehensive plan we have a lot more flexibility we can go right by what that comp plan says we don't have to let them come in and divide up these existing MPS to little segments whatever to make it go you don't have to do that that's that's where property rights I think is weakened and and Jeff help me if I'm wrong no you're right you have flexibility so I know well I don't know but maybe you've been told differently but that flexibility on a land use plane is so dramatic of what you can do and what you don't have to do you don't have to allow a lot of these things we've allowed to get done but on the zoning it's a different game that they have a lot more rights and control is different what's that standard of R is different you're you're in a legislative mode when you're changing your comp plan you're in a quasi judicial mode when you're resoning property that's a that's a great way to just say it thank you for that so it's just like you've got to understand we have flexibility on land use comprehensive plan we don't have it on the zoning big distinction so to the county attorney so which is which is more sticky for us legislative is you your standard is more towards your decision can't be arbitrary and
1:36:29capricious quasi judicial is you have to meet the criteria that you've already set out in your Land Development Cod so which so it's much more the standard of review of your decision is much less discretionary when you're doing zoning than it is when you're doing legisl can I help the CL plan is less sticky okay I would say that you know I am we started with law answer so now I get it I was say what's The Lame I moved out to beex and I thought it was nice and quiet out there and boy was I wrong what development I think both kind of maybe test to it um wife's always sure she's not around wife's always bitching at me what you what are you guys doing in there approving more and more and more and I go they got the right to do that I'm done you yeah and a lot of people don't understand that they don't understand it that's what I'm saying got to educate you're permanently on the record by way I'm going to ask Mike St in here for just a second as they as you get ready for I'm sorry as staff gets ready for the budget discussion this afternoon I'm curious to know maybe Mike you can illuminate for the board which of these do you think you need more insight from them about their appetite like what what does that really look like the these are pretty broad right I mean but from a pragmatic budget perspective you know item item three is is certainly an investment opportunity same with five as to where where does the board want to see us because in the budget in the budget hearing we're going to kind of look we're going to break this down and really look at this first year looking at at 25 and so having some some concrete ideas as to where you want to go like this this discussion of of of Jeff and I were joking we kind of becoming a little bit of a land use um Workshop here today which is good I mean it's it's extremely important and the look of communities and those things those don't necessarily affect the outcomes of our budget they're operational and and we can prioritize a lot of those a lot of those decisions but getting back to some of the the the themes that you've hit on with the quality of life and and other things are there certain areas where you think we ought to put a little more of our money or are there areas where you think that quite honestly I think if you said it before maybe maybe it's time to think and do something a little differently so so again kind of thinking of it you know across our lines of business of what it is that we're doing and we're making huge Capital Investments uh in in a lot of areas you know and and it's general fund always tends to be the the focus of it but we're across all funds we're we're making some you know some some impacts there so I guess I I would ask two you know three and five or certainly there six is part of that conversation um and uh you know seven is is is pretty specific but I think it kind of kind of flows into into some of the other ones so um I think I hear
1:39:36where your heads are on on development I certainly do um I would I I think um and I think we can we'll build that into the plan but where are we on on investments in our community where where should we be putting these dollars to work well or they do we have a stack rank list on we all know what the ons are but the needs well and and we'll we'll get those we can we can pull those lists together and again I we want to try to keep this at a higher at a higher level versus going in and saying this park versus this park will that opportunity will come through the budgeting process no no doubt about it only those parks are in District 4 I'm talk no I talk about high high level you know like you have on here go back to n conf joint vure post sayate waste water on the on the needs list is that number one is that number two like what if we if we every budget year we you know we have X amount of dollars what are the top three things are we going to are we going to go all in on one are we going to go in on all two we going to go you know how how thin are we going to how much do we want to tackle sure I'm of the mindset of theoretically pick one two or three major issues and then we're all in and funding it and get it done Crossing it all fits fixed and then go to the next one instead of having a bunch of little you know projects trying to be solved and paid for I'm all about starting and completing and doing that timing and if that means putting some projects to the side and we're funding the the top three and we get those done and can truly check those off then I'd be open to to taking a look at spending the money in that type of way for example waste water is waste water uh treatment plant uh really don't have a choice as more people move in it's got to be a priority and and micheel tell you I believe how expensive that's going to be I don't know if you know the number or not but it's probably 30 40 bucks a gallon that's a lot that is a lot I have an go ahead Mark I mean if I may just real quick here if you go back to slide nine Patrick I'm just testing it testing something here listening to discussion about particularly Redevelopment of 1941 the bullet that says greater percentages of Redevelopment versus new this is the level of decision we're asking of you today do you want us to put a focus on that because what would that what that would fall in into is ah okay maybe we look at 19 specifically or 41 specifically and all the other details and tactical fall under that so that just give you an idea of what we're looking for as far as Direction here today and part of that Redevelopment I'm sorry part of that Redevelopment look then we can also look at the services we're providing out there as well right do do we need to do something different with our libraries or our parks and those Redevelopment areas as well right we got a nice we got a nice shiny new
1:42:47Regional Park or or super Park on on a new site of the county but then do we need to uh take take existing resources and look at Redevelopment so understanding if that Redevelopment is a priority and absolutely agree with with the commissioner's point on Focus because you can do a lot of things and get nothing done or you can do a few good things and get get a lot done and and I subscribe to that model and and so to to you'll have the opportunity to look at projects absolutely as we go through the budget process but but understanding these these bigger cogs are are important for the steering committee as we'll try to hone hone this in so I'm going to shut up now and not confuse the issue commissioner yeah I mean it's it's difficult to figure out what you want to do and sometimes it does take year-to-year changes you can look at funding things that may affect it where the money is going to come from and we had the storm water trouble we put a utility in place that funding in place we then studied everything to figure out what we're going to do and then once we had put put a plan together raised the feed started doing the projects and all of a sudden things were getting done County Line Road was a road project that was on when I started 19 years ago it was like number six and seven on the list so 134 MH it hasn't moved now thank God we have a developer coming in we got some interest with along Shady Hills with growth coming in there that now it's going to get done so you can't really say let's just go do the one thing and be done with it um Luchi way back when when the when the when the C plant went down 64 years ago 64 years ago had they done something there then Luchi might not have been evid the depressed area if found something else to come back in there so with all those things it's like hard to say hard and fast it's just pick one and be done with it because you may leave something else coming behind that is worthy of getting done and if you look at the West Side look at the customer satisfaction ratings they're weaker on the west side and that's because most of the money's gone to the other side some of it because it's funded from development but other times tourist development stuff it's just funded because there's a project there and now the other side's getting done just one point I think to you're always as elected officials and staff MERS as well um some of these things you're in the business of doing it pass your time in the office that's part of the portfolio what the county provides within some of those dimensions are projects that have a start and end date but you're never going to be done about uh the one item about maintaining the fiscal assets you're always going to be in the business of doing that obviously to commissioner Whitman's point there are projects within that list that you're trying to check off I think to what Mike shared as well some uh government struggle because they have these lists that just get longer so they
1:45:24throw a little money to every little thing and it really doesn't move the needle on anything and I think that's always the balancing that say look the list how do you shorten it maybe you do plow a lot more money into a couple of projects to knock them out and leverage grant money or Le whatever the funding sources might be and then other items keep moving up but you're always going to have a list of some of those items but how do you shorten that list and uh that's politics and that's for the five of you to try to reconcile okay right so commissioner well you kind of answered my question I I was trying to figure out how you how you actually do one instead of the other cuz I don't know how we can do that we have to do both yeah well we have processes to help help make that decision easier but well I'm I'm in my uh eighth year here and ever since I started we've been talking about Redevelopment of 19 and I think it's taken proba it took probably three 4 years to even get started on some new projects there but some have happened yeah and I think more needs to be done there at the same time come in Focus we're starting to get jobs in Luchi trying to bring that depressed area up and it's got a lot of things working in its favor for business-wise with the four lane roads coming in 301 and 98 to the Northeast it's going to have a push to for those business to grow and and more business to come and more people to come there so I think both of them can be seen you know in a different manner but we'll be getting businesses there we'll help ad roll and taxes bring Mone money in there to help some do some of that so I think both of them are very important I think they can be done at the same time yeah it's really a duality not a dichotomy you know deconomy is either or either we're going to focus on growth or we're going to focus on Redevelopment you really don't have that option I would offer to you that you're trying to find a balance and it's not 50/50 development is going to happen regardless of what you do it's a matter about how you channel that and then R development is really more of a policy decision to say where do we want to step into what needs it the most is it based on Merit is it based on economic need Mike yeah and and and to add and to add add to the conversation of growth development Redevelopment to because it is a budgetary impact is how does the board want to focus on you know we talk about small business incentivization are are we at a point where we still want to you know look at look at what we have incentivized with mofin right what have we incentivized with double Branch Ranch do we do we continue to incentivize into what you how do you how do you feel about those things you know uh is it time on Redevelopment maybe it makes more sense to focus on small business to to kind of help with that or are there bigger bigger cogs on the wheel there because for example if if we're going to you know usually when we incentivize we're either incentivizing through revenues we're usually revenues that we would
1:48:11receive at some later date right we we we've got rebates that we that we use as a tool uh impact fees as a tool those have a consequence to affect exactly the projects and things that we're talking about so again I just I leave you with that too as a policy decision where are your heads on that you know um to to really think about that are we P are we are we do we still need it are we past that time we've got a study coming forward that's going to help provide some some clarity to that but since I've got you here I'd just love to get you to spitball around on ideas um one I just downloaded the latest Uli report that we when we had them come back so there's some interesting stuff in there that's still relevant what one of the projects that comes to my mind that could help say the holiday area um uh and it's something Dave angle was brought to us five or seven years ago was microtransit and um you know that um freebie so if we had something like that in that area it doesn't cost us a whole lot but if if people can move around more cheaply within a Zone then then they save money and they're able to spend more money and they have more economic Prosperity so there's kind of a an interesting way to help Revitalize an area a freebie is a is a a Transit service like a little electric car um that is all around Florida now it's around the country and um you have a Zone and they can use an app and call it up and take it from point A to point B for free yeah and I would say this strategic planning I mentioned this earlier it affords you and really the steering committee the opportunity to say what what are you currently doing that's no longer value added that you want to step out of because again you have capacity limits so when you get into some of these other dimensions you're a demand-based organization and demands is high not just because of growth because of people's appetites um is it your role to always meet that demand some things are you have a fiduciary responsibility to the residents of this County but other dimensions are things that you're kind of adding to your portfolio if you will I'm just sharing that so and we all know that once you're in it you're never out it's hard to extract yourself out as a service provider I mean those are just difficult because you know the people that are beneficiaries of that um May you may be the sole source if you if you get out of it it may not be attended to at all that's politics so I would say that the steering committee would might be benefit from that maybe even some insight from you all as elected officials about areas you think maybe this is no longer we need to really revisit this is adding more and more to your portfolio and restrictions on your revenue and Staffing levels there's an inflection point yes commissioner so the question was which one you asked us for guidance on when you we look at Redevelopment we won't look at
1:51:011941 or 301 I think we all my opinion is we look we have all three of them on the list because they're all very different north south and the growth on each one is very different M uh so I think we take a look at all three of those and I think we need to have a re-energized interest uh on what policies we set in place that are a financial hindrance to either the startup of a small business or challenge of whatever bureaucratic policy or rule we have that you know has the same negative impact on existing small businesses and you know the big boxes have the ability to figure out how to get funding and money and comp you know pay for legal and everything else Mom and Pops like I said before they're they struggle they probably live week to week and I'd be curious to know better understand what policies that that the county has in place that aren't necessarily the the most business friendly and or expensive to our our small businesses or would hinder uh you know an entrepreneur to come in and set up shop here instead of them going north to Hernando Citrus or wherever um so it's just my my general thought on those two points that yall asked thank you other comments about these Dimensions these factors these FOC areas of focus could do slide 12 too probably slide 12 two probably good [Music] Pro prepare for manage growth maintenance and Redevelopment obviously that's big piece of what you're doing ensure resilient and sustainable service Provisions long-term provision long term conserve enhance and manage the County's natural resources ensure a safe and secure community promote open transparent and inclusive County government others to be determined today thoughts about these five five factors these big picture items do these speak to you do you think these are top priorities the steering committee should factor in as they revise the Strategic plan these are conceptual obviously more detail would be provided about how do you enact these that's usually the the challenge I would think that uh out of that list it would be our responsibility our highest responsibility is to assure a safe and secure Community for our citizens if they don't feel safe and we're not providing a secured uh environment and the rest of them really don't matter well and in some respects as you all know um Everybody in the room knows you're really working along these concurrently mhm right cor right because the the the portfolio of what you provide is Extreme it's expansive and it's always sort of how elastic is that so I think it's always wise and I always encourage organizations with who I work that when you look at priorities you don't number them because when you
1:54:37number them then it sort of infers what's most important and you're absolutely right commissioner about safe and secure Community most people would say that's the most important but then when you talk about funding some of that you're not always influencing it's how do you address some of these other needs because they all have Merit and again you're Duality meaning they're just two items but obviously there's a lot you're dealing with concurrently some of these are more pressing and some of these are emerging I mean if you if you've been around at all when sustainability first got introduced probably 20 years ago to the uh to the vernacular and local government was all about ecology it still is in that space But now organizations especially more smaller jurisdiction say we want to be environmental economically sustainable we want to be a creator of jobs we want that Revenue to stay in our jurisdiction so when you think about sustainability and resilient obviously what does that really mean it's like the word transparent I for one really don't know what that means but I hear a lot of governments use that term we want to be I'm not trying to be glib or insensitive but words matter in this business as you well know because people drive meanings from words and they act in accordance with what they think those words mean so and I would offer to you when when transparent not defi other people will Define it for you and you may not like how they Define it so when you start talking about what does that really mean obviously the meat underneath each of these starts to give it more def definition like this is what we mean by when we say resilient sustainable service provision what does that really mean and the steering committee is going to have to make some conjecture on that as they peel some of these out but that's why they're highly talented and very capable right steering committee members absolutely right that was my attempted flattery so thoughts about these yes well I think we all agree with you about ensure a safe and secure Community um our challenges has always been funding and if we don't do the other things we won't have the funding to be able to afford to uh keep that to a level um that I think we all would like it to be at so it's just it it it's just we've got to be very careful about making sure we grow in a way that um we can afford to to fund how the Sheriff's Office and our fire department I mean um and an example of what's a big threat is live local it's a big threat to that right now for our County and I would say to you I know we're trying to feed into the budget discussion so uh I just want to share with you that I in some respects I don't think money is the County's most precious resource time is on what do you want Mike and the staff to spend their time because the Strategic plan starts to create work plans for departments okay
1:57:25and by the way I would say a big portion of their time's already devoted to daily Services some of the dimensions in the Strategic plan are not substitutes for daily Services they're enhancements to daily services so somehow that has to be factored into workload so back to the point commissioner waitman shared I think to build on that point to say what are the most pressing priorities in the near-term short term that you really want staff to devote and make S meaningful progress about or is it just more of the same and if it's more of the same you may be you may not see the satisfaction level that you want because you're not devoting the resources to really move the needle in those items again reconciling that among the five of you is always difficult for elected officials commissioner and balance is the key I think you're right commissioner starky it's it's everything everything there is important um when you look at quality life I think especially with the median age Now 46 years old what can we do to help the parents keep the kids busy because my my goal was always to keep the kids busy whatever it was Point Sports doing theater whatever it was with hanging out with friends and and just keep them busy let them have fun let them enjoy their lives every step of the away when you do that with the balance on every one of those things it makes for a better community and that makes us Premier Well commissioner Stark came Mar on his point in live local challenge right now but we have all these definitions and value statements whatever you want to call them up there we I think we really need to Define Pasco County needs to Define what what we view is live local what's that mean what it means for you know all demo demographics and we kind of see what demographics are in what segment of the county so if we narrow [Music] our what we're trying to do here into our definition of what live local is and then understand what the dollar what the dollar value is to fund what we consider a good live local proposition in our County um we might be able to narrow and get move the needle a bit to get get where we're trying to go in this you know emerging future of what Pasco is going to become if that makes any sense so let me do this let's jump ahead it's and I'll just use a year right it's a year from now and you look back on the last year what was accomplished what do you want to see at least maybe progress under substantial progress undertaken I know we're looking at a 5-year time frame maybe we just appeal that back to a year it's a year from now you look back on the last year where did you really make substantial progress because the steering committee is going to have to sort of in view into that strategic plan what are the most pressing priorities
2:00:22and the view points of the five of you are essential in that and I'm not saying with definitive like we know we made progress exactly on this this is how it looks but what do you want to make sure the Strategic plan pays attention to in the next year so it's not just a lot of things that you just do a little bit of things but when you're the focus is on a couple of things and I would offer to you don't measure the success of the Strategic plan by the length of the list better to do a few things well than try to do 35 new things so it's a year from now you've talked about these development projects at certain intersections you've talked about stakeholder engagement you talked I'm just throwing back to sharing back to you what I've kind of gathered this morning but what are those most pressing things that a year from now you want to you want to feel as though substantial progress has been made yes commission I'm going to go back to US 19 Corridor you've got a lot of people that don't maintain their Landscaping because it blocks their view you got people that don't improve the property because they don't want to have a monument sign which you can't see from the other side side of the road I've got homeless people up and down that they can handle uh they're violating our safety ens continually and now I get if it's a guy's dangerous now codee's not going to go take care of it either so between Sheriff's Office taken care of that it's a blight on the whole area makes the whole County look bad continually that is something like to see get done okay Jack isn't there a hotel that the homeless and and the pedopiles took over there south on the right hand side there is in Newport Richie or a little farther south in my area oh I don't have any hotel I only have one hotel so it's it's not just development there it's also some social services right and other dimensions enforcement code Public Safety that whole right I mean there's one guy that's out there he's been I've taken pictures from five different times all he says is why Li I need a beer I mean it's blatant out there okay so is it's something that again that look up and down 19 it's it's it's something that needs to be address and Redevelopment can help that right okay and commissioner and then chairman I'm I'm going to debate something that commissioner Mariana said that um people take don't want Landscaping because they think it hides their company I think that's a misconception especially in this day of age of a map map finder whatever um but we have have a car dealership that has is surrounded by oak trees that's the number one car dealership in the country and it is has full beautiful oak trees all the way around it so I don't think Landscaping um uh in our code stops anyone from going into a business or finding a business thank you you answer I but that's my opinion so so so think about when you have Scott by when you get SC when you when you have Scott FR that can
2:03:17spend a billion dollars a month on Advertising he doesn't need that cuz you're going to find you but you got little mom and pop along the way that can't spend the money little Scotty's Pizza R and Jasmine Lakes that's tucked away it's one tree for every 30 or 60 ft so so on most slots it's one question so so actually just one more thing so so and commissioner starky I we both want the same thing we want a greatl looking Community want the stu stuff going the right way I think this committee is let him go out there let him go come back to us and figure out let them go take a look you and I can step out of it let a group go out there independently go interview the people up and down go find out what they want and let's go look at let them go do it cuz our our debate going back and forth we have a difference of opinion of it to what the effects are but maybe an independent group can go out there and figure out what's really best we both want this we both both want well I feel like you said two things here today that it's important how we look and then you said it's not important how we e the fact of it is we've got a fund that's available that they will be able to get some funds to help with their landscape in those businesses and I think there's a fund somewhere to help small business and that's been one of our directions we have some programs that that that can assist but are they robust enough you know but the those are things we can but you look back over last year to find out what really happened toward this year is double Branch hadn't been started in the ground so it took time to get it's a large development took time to get that worked out I think think we incentivize it with with tax dollars and ADM taxes that makes it work um it's going to put a lot of infrastructure in through that process and it and it's a good project and once it gets its CEO going it's the County's going to start benefiting right away and the more commercial and more businesses like that we get started and in the ground and get their CEOs the more money will come in that we'll be able to provide to do other things in the county um I don't think we need to go out and incentivize too much cuz I think a lot of people are wanting to be here now because of our population is is growing and I feel like we don't need to just give it all away and then you know have our citizens serve um living local hurts the whole County all of our citizens of the county because those projects do not pay any AV on taxes takes away from all of our citizens that we have to charge our citizens that already have their taxes will go up whereas this these properties here there's no taxes paid the benefit to that project live local is to the owner of the complex CU he had no no AB taxes and it's not affordable living at the same time so it's not good for our County okay one of the benefits of having the members of the steering committee in attendance today was to listen to the
2:06:17conversation and as they go back and we're going to be meeting this afternoon I'll go over this in just a minute really will help them as they evaluate process how how passionate were you all about some of these points specifically what points do you want to see actually factored into the Strategic plan so um that's really beneficial uh that's why we tried to help push your thinking today um to get some specifics so they're not they're working from essentially a pretty good straw man they have the existing strategic plan they have your put today they're still going to have to do some speculation based on this and based on their own insight and as a member of this organization about what's most pressing on it so I would ask for your Indulgence as the Strategic plan process is underway and then report it out to you that there's some level of U exploration of this process it's not all just a set of instructions right so yes commissioner I just want to reemphasize something that commissioner wman said and I think we talked about a little bit but trying to find a way for the small business person to come in and not have to cut that $60,000 check to open up a small business if he's got an idea or he's got a concept he may not have all the capital to go do all that so if you can look at with the committee please factor that I want to just reinforce what he said I think it's a great way to go well and one of the things that and then I want to move on and we'll start to wrap up here uh one of the things that I think will be an opportunity for the steering committee to explore and it's I I see this a lot in my practice is many of the topics you talked about today was the county is the sole solution provider I didn't hear much talk about who else is involved in the county that may have a stake you know some skin in the game if you will and I would think some of these issues definitely land use it is right in your wheelhouse but some of these other services or some of these other demands placed on you who else is a resource that you can partner with not to necessarily be the face of that solution but to be an advocate to provide input to run interference candidly politically on some of those discussions CU some of these items um they're not without their detractors so how do you counter that who else do you want to enlist those as those Advocates I'm just sharing that with you but I think that's where sometimes government is as short as a being shortsighted and you talked earlier about today about those stakeholders and the and people that are busy um how do you make it compelling to them because what I think we all as residents sometimes I'm kind of oldfashioned this way it's more about being a citizen than just voting that's kind of the minimum threshold what else do you want people to know you want people to be informed you want people to be involved um on things other than just the what's kind of in their own backyard if you will how do you make this compelling to people
2:08:59that are busy and people that got other things going on in their life again we're all nerdy about this stuff there's a lot of people out in the community they don't even understand what the role of the county is candidly or government until something happens in their neighborhood or they didn't like traffic or so I think it's a real opportunity about how do you enlist them in those conversations and be comfortable that going to be a little bit of trial and air with those so the steering committee what they're going to be doing over the course of the spring is confirming the overarching direction of the board as they've heard today and they they know you all well review that environmental scan and the input process that input what does that portend what are opportunities and constraints create those strategic objectives and goals that's where they're getting down to the nitty-gritty looking Beyond just the the top shelf but translating those uh goals into objectives establish some key performance indicators or as commonly referred to as kpis in other words um what are those ways that you can measure progress about some of those those objectives and some of these are not quantitative some of these are going to be qualitative so it's having a balance on those kpis you know there's the old saying if you can't measure it you can't manage it um I would challenge that a little bit and say there are many things that you're in the business of doing that don't lend themselves to quantification you ask people how they feel about living here they don't tell you what the response time is they tell you what's going on in their neighborhood so it's subjective so some of that is qualitative number five establish a review process for the Strategic plan how how often do you want to be updated how often do you want to sit down and take a deeper look at the Strategic plan right now it's developed for a five established for a 5-year time frame most jur pardon me easy for me to say most jurisdictions do a review once a year what happened what what was what was accomplished what's on the Queue what's changed where do you need to shuffle a little bit maybe press on the gas maybe pump the braks that replanning process is important provide you a strategic plan by probably May is right that's where we're looking at April May depends on just the pro how we get through this and then finalize and adopt the plan at the latest by October 1st so you've got some real wiggle time over the summer to modify it and polish it up a little bit so that's the and this is just a schedule a little bit more descriptively what I just covered in the last one I laid this out in the proposal again I'm grateful to be a partner to you in this my the name of my firm is the meando group meando Spanish means getting better all the time and that's really our mission to kind the classic leave place better than we found it which I know many of us can relate to but the way I designed the process was a four-step process to engage en list examine and explore the
2:11:27fifth one is execute so we're actually here about uh at three of these we're having these sessions with the steering committee we're looking at this as well in the exploration we're going to spend some quality time on this exploring before we get to executing it execution is the strategy so there's a definitely a predisposition that whatever is adopted you're implementing it's not just some feel-good stuff and we I try to honor you as a as a organization by my background to make sure everything that's identified in that plan you're going to put in place cuz you no one in this room has excess time to just put things on the plan that are kind of platitudes or feelg Goods but whatever you put on there you're going to do so think of the Strategic plan a little bit kind of two different analogies as I'll wrap up this one it's your recipe I would offer to you every government has the same ingredients what differentiates them is their recipe and adding building a better recipe does not how many of you like to cook how many of you like to eat those of you that cook I grew up in a my parents had a Mexican restaurant in Kansas City the Red Bull and I remember my father who passed away years ago I grew up I'm sure there's people in this room that grew up in a family business there was only one line in our job description other duties as required so um I remember going up to my father as a kid and he learned how to cook for my grandmother and I would say Dad what's tonight special and he'd rub his hands together and he'd tell me some of the recipes he took to his grave he didn't disclose to anybody he just he took great pride in some of that obviously some of the other things he shared um with my wife and other people and so but when you think about the recipe why do people go to family run restaurants for authenticity for because it's a recipe that maybe has generational support from Years Gone by people live in this community for the authenticity for the feel not just for the the cost of living they live here by choice so when you think of the Strategic plan think of it as a recipe the other analogy I would use is the fitness plan now you may not be able to tell from where you're sitting but I'm in shape if round is a shape some people have a six-pack I have a two ler I'm really good at joining the health club raise your hand if you're like me really good at joining the health club how many of you really good at driving by the health club how many of you need new outfits to go work out cu I'm I look better you work out better the hardest part about getting in shape is going you know there's people at your gym that are all fit and cut and ripped and you just let the air out of the tires in the car in the parking lot one of the things I admire about people that are like that they're disciplined they're intentional they're purposeful they did not get there by
2:14:08bargaining and I think to your point commissioner waitman that you said earlier I see a lot of governments bargain a little here a little here a little here a little here progress really isn't maintained or sustained so when you think about this strategic plan think of it as your fitness plan how you're going to get in shape what do you want to be intentional about really what do you want to make progress about and focusing on that as a as a desired outcome so I hope that you found the discussion today this morning to be beneficial imaginative I try to help organizations you know if you always do what you've always done you'll always get what you've always got and sometimes government spends a lot of time looking through a microscope I think it's important like we did today to look through a telescope maybe a pair of binoculars or my favorite device a kaleidoscope Kaleidoscope imagine a create creative problem solving I would offer to you is a skill set in high demand across this country critical thinking and creative problem solving creativity is not just about being an artist it's about how do you assemble pieces to address these issues so I'll leave this with you how many of you like to assemble puzzles how many you really good at the corners H you got the edges thousand piece puzzle of the Grand Canyon you got the edges I'm good 850 pieces in the middle they're all orange good luck now how many of you how many of you or have you or have your kids or nieces or nephews that are into Legos unfortunately you find him in the middle of the night right Legos my son's 18 now and when he was a little boy like a lot of kids he was in the Legos and when he was about seven or eight I remember leaving the LEGO store another in series of times and he looked up at me and he said Daddy do I have to build the cover of the box and I said maximan use your imagination build whatever you want he's a musician today I could brag about him for a while and I think a lot of his creativity was stemmed was he didn't have to color between the lines he was not bound by constraints think about that for this community's future remember what I said when we started the best days for the Pasco County are in front of it but they're not a guarantee so when you think about the future is the future written for you is it a puzzle box it is written by you a set of Lego bricks and that's really what a strategic plan is trying to Leverage is to use that mindset that your future is only limited by your imagination how exciting is that right everybody in this room is inspired by that concept that the best days are in front of it this is exciting stuff it's cool stuff right some of these things are not always very you know exciting on the surface but fundamentally they help
2:16:49people lead better lives in this community and you're an essential driver of that as a catalyst so I hope that you found the conversation today enriching expansive deepen your understanding good collegial conversations I really appreciate you being good colleagues listening to each other sharing pe people's points building each other points I think it will really benefit the steering committee as they convene this afternoon we've had one meeting just virtual but as they Comm me this afternoon we debrief and then talk about next steps so I'm going to go ahead and sort of hand the Baton back over to Mark I'm going to sit through the budget discussion then I'm going to be working with the steering committee this afternoon I hope that you'll find today as well as the strategic planning process accelerate this County's journey in the spirit of mayo to get better all the time so Mark I'll hand it over to you I'll let you mention that Mark if I could sure all right I just want to say I think your your presentation again as I said earlier was was great um Mike you and your team uh you've done a phenomenal job since you've been in I love every all the steps you taken the people you've got in place but I want to say this strategic plan structure is the best I've seen uh I think for everybody in the room to be here to get to hear this dialogue and I want to thank my colleagues because I think the dialogue was great everybody like fed out their information you've got some great feedback to go work with and I want you to think not this is a great time to be creative think all the way through come up with some great things for us to go work on so we can actually improve this I I think it's it's a great opportunity for us so thank you for that well thank you and thank you all for participating Patrick thank you for for facilitating this and to the team that's here as well taking taking copious notes as to you know how we're going to kind of pull this together uh so just again thank you it's it's it's a team effort to get us to get us to this point so uh we did I did promise that this would be a working lunch because I know U some of you have to leave for Tallahassee so if it's all right Mr chair if we could just maybe take 10 minutes and if you guys want to go serve yourselves some food we can kind of bring it back and then begin our budget discussion if that well for luck thank you we're just so what are we going to talk about that's a really good question so we're going to start off by talking about um our budget cycle and the overview we have a couple new items that we're proposing to do in this upcoming budget cycle in the vein of more and frequent engagement with you all to get input and and show you what we're working on uh well before we get to setting the trim in July and then adopting in September so we'll talk about um what that looks like then we're going to revisit year one priorities on the Strategic plan and just make sure that after you've had some time to eat some food digest a
2:19:36little bit has anything else come to mind any other threads we think we want to pull on in year one and then just for information we're going to talk about some budget pressures that we know are coming through the pipeline just to kind of set the stage as we start looking at uh Reserve Targets in the general fund specifically how we want to approach debt and how we want to approach taxation so you know just some light food for thought all right so for fun everywhere you see new that indicates some of the things that we're adding or proposing to add to this budget cycle to increase our engagement with you all and make sure that we're on the right track early and often so January today we're going to have a budget Workshop um then we also do our official kickoff for the whole County that happens two days from today so Mike will be able to take the big themes and our priorities for this first year and roll those out to the organization on Thursday where we do our official let's go budget party with everybody um then next month you'll see me again and we'll start talking about some of our major revenues and where we're projecting those what those look at how those are looking as we roll into the budget cycle and so what we think we might be able to afford and then in May or March you'll see here new we've got one-on-one briefings so we would like to come and brief you all oneon-one in March and give you kind of a heads up here's what the general fund the municipal service fund and our fire mstu looks like um after we went through some millage adjustments from the last final public hearing and so what does that translate now looking into our projections for the next 5 to 10 years and give you some insight there and then from there the county will go through its budget scrubbing we like to call it where departments will submit with their budget request are and then we start looking at a line by line what makes sense where do we think we have some room for squeeze all of that fun stuff before we come back to you in June and start to prioritize um what we what we think we want to put dollars to in June we'll have some preliminary numbers from the property appraiser that can feed into that discussion so historically we would have met with you all in May but we want to push that to June so that way we know we've already got some input from the property appraiser it's a little bit more solidified and closer to what those final taxable assess values are going to look like um to really help build that dialogue and then one month after that we'll come back with final numbers and we'll set our millage rates and budget and also new in that July June July time frame the property appraiser is going to come out and do an educational presentation that's very timely in terms of when our res are going to get those tax bills right so
2:22:49what does this mean um just more public engagement and education and then we'll see you guys again in September to wrap up and adopt the budget thoughts feelings do you like it will you see me enough yeah as Amy points out that was you know we heard we heard what you said last year more transparency little more involvement into the process and so we felt adding some more touch points was appropriate and I guess the question back to the board you feel this is yeah do you like it enough you feel it's too much um you know are there other things commissioner starky that you guys would would like to see I think I know what she's going to say G you want um it I just want to be sure our constitutional partners are involved so typically we will so I mean I know Amy the budget office typically gets the budgets from the Constitution so how much further would the board like us to go so typically we will bring their budgets to you we'll have a discussion and we will bring their budgets to you with the can we not engage with them before they bring us their budgets Amy I I don't know what the process is but I'll I'll defer to Amy right so the question is can you yes um my office can encourage it and recommend it uh but we will need support from you all from what does that look like do you want that to be at a workshop would you want that to be at a a regular item do you like what what specifically are so you like a workshop all like a workshop how does Hills I think I know how penel County does it mhm cuz I watched some of it and they go for days correct and so they have like six days fullon workshops I don't want to go that far but we have none so for me somewhere in the middle um does anyone know how Hillsboro County does it uh I suspect they're probably closer to us on some of their their other their other deals I mean but would you like the constitutionals I mean would you like so I'm hearing a workshop from commissioner starky I saw some head nodding over here as well uh invite our constitutional officers to a to a board meeting to discuss their budget with the board is that well like last year we didn't hear anything from some of them yes sir I mean some of them are pretty straightforward like uh election supervisor I mean his his straightforward he got elections coming up his budget more uh the following year he won't have elections so it'll be down somewhat yeah so that you for example well we don't know the church I want to hear their Visions too for what they need so we can plan so we have a short-term goal and we have a long-term goal you know I meet with the sheriff regularly and um he mentioned that no one this is what he said no one has sat down with him and asked him what he needs Capital wise for buildings like on his campus or what whatever so um and then you mentioned the tax collector is looking for um he's going to be building
2:25:58something out here I mean I'd like to hear what their needs are capital needs are long term so we can plan them into ours cuz it it's our responsibility to fulfill their Capital needs as well it's hard to do that without actually looking at his budget a little closer than we normally do so we don't know where he needs money at times but okay it's kind of in the dark his budget's kind of in the dark to us so I guess under state law that's the way it works well it doesn't have but it's not like that another you hear he that's the way we've done it but um for you know one of the things I'm thinking of and that I heard this morning would it would it be helpful to have some kind of um Sheriff's presence in in an office in Holiday where there's a lot of crime I mean would that help deter and I know he's he's been against um what do you call those substation substations but I think that's partly because of funding and so you know is there a goal it does it meet all of our objectives to put some kind of substation out in in the holiday area and and how and I would love to see that and I think a lot of citizens would so I'd like to have those kind of conversations and I don't I think the tax collector's already there on in the holiday so I don't know if he has any more plans but anyway so I think it would be good for all all the conss but but especially the sheriff I mean he's got a behavioral health team as well we just allocated six6 $8 million for opioid money that we just got we had more money coming in if there's a way to kind of like maybe relook at that if that helps them so be it but you know we want to keep as many people out of the jail we can and give them a path to recovery so I think that conversation could be a good part of it and as commissioner says we haven't done it in many years since we kind of gave agreement with when the budget was going to come in he was going to get a certain percentage of the increase all the way through right now we just had to change by taking the jail over too so maybe it is good to start those discussions again because he's had full control of where his money's gone however he's allocated and I'm not saying he's done anything wrong with it I'm just saying it it might be a good for us to let's have the discussion let's find out where we're going and and how do this substation work better I mean we just did build him a building took over the RAS mus College where he's got two floors of it so it's not like we haven't had discussions with him about what's going on so maybe it is good to have everybody else together where we can all talk together what I believe is it' be good for us to know more about what his needs are so we can better align ourselves to help him okay so Mr Bradford you said he this design where we don't know anything about this budget is that what to the the state constitution says it's her responsibility to
2:28:52allocate and that's it and if he doesn't get if he doesn't get what he think his needs are necessary then he appeals it to the governor yeah did that one and the governor makes that decision actually the administration commission sir the ad Administration commission is where the appeal goes to governor governor and cabinet oh that's we get start any second so typically constitutional budgets are due to us May 1st I'm looking at the okay most of them yes so does it make sense to have that discussion perhaps at that June Workshop since we'll have a I'm I'm looking to you to kind find out a good touch point I think we could roll that into the workshop we might be looking at a longer day like today than right which is a bit longer than we normally Workshop so if the board is comfortable and in agreement we can definitely stretch that out a little bit longer and include constitutional representation come we'll make those invitations yep awesome a suggestion on days because I I see you got them on Tuesdays I wanted to thr this out to my fellow board members um what you thought you know we have no in the morning and I've already like blocked out that day I know I'm going to be in town blah blah blah I wonder about doing the workshops on that afternoon that way you don't have another day blocked out in the week that you would have had free i i i calendar now I thought we said June 6th right or June 11th I didn't look at the dates but Jam do you have the specific date of our Workshop is it June 11th does that sound great is that Tuesday 9 a.m. Jun is that a Tuesday it's Tuesday yeah so what do you think of doing it on how often do we have no sorry is it once a month once a month so what if we did it in the afternoon on those days well how long is might be a long day how long is the workshop it's going to be a real long day um that one it would be real long if we did n morning and then we talked board side budget plus your constitutional friends that's going to be a real out at okay what about some of these other ones that we have so that gives you two workshops in a month does yeah so we have a we have a not not we you know we we voted on a on a schedule that we I'm sorry we put forward a schedule that the board that the board did vote on and we set some times but that just helps us just plan that doesn't mean we can't amend it um you know and so you know an MOS got their own I think noos are on Thursdays and so there's again what I'm hearing the commission state is you prefer a later start to the budget workshop on the 11th if that's a really important one that's going to be an all day one I'm fine with that I'm just saying as we schedule workshops okay it's just a thought to can do them on those days where we already have County we've already blocked out that
2:32:05dat cuz I'm looking at his notes right here right okay I wasn't aware that we conflicted I I don't think that June 11th conflicts no with no it it doesn't m's on Thursday oh I understand okay I got it I got itct if I wanted to go somewhere rather every other week I have County obligations sorry I understand I understand rather than space it out let's let's knock it out on the one day my apologies I understand that okay yeah that was that would have been my you could you could add that as a halfday workshop except Thursday and do a constitutional that day or something you know okay well we can relook at the the workshop schedule for that in mind but I do think this will probably be fairly robust so we probably leave it where it is but message received on future on other workshops okay all right all right so we just wanted to make sure that what we heard this morning um stands and is there anything else that we wanted to add any more threads we wanted to pull so we heard uh Redevelopment along the 19 Corridor um we heard small business incentives what else what else for Year One we want to put some priority and some Focus from that from those fiveyear themes that we discussed this morning well go ahead will our comp plan revisions be ready when I mean when when is that going be done I'll defer to Roy do you know what the schedule is I think we're in our final year so I would say that adoption it won't be till the fall yeah okay so it'll be fall fall when you get them okay um so you know I would love a discussion on what a CRA looks like um you know cities use that as a Redevelopment tool and sometimes we have to see think like a city so do counties do cras counties may do cras the problem with C from your standpoint is that it acts the same way a tiff does so it's going to take away your General Revenue dollars and put it into a Redevelopment fund but is it the goal of that to increase Revenue to to concentrate on an area in order to yes get a higher return than you're getting but what I'm saying is it will you box yourself what you need to know is it will take away from the dollars that are going to General Revenue if you do a CRA okay it's a it's a valid meth could be could be the same dollars right and if we reduce Mo um if we reduce impact fees for small businesses that also will take away from I mean so there's a balance in everything we got to do right that is correct so and you got to be careful because you'd have to justify what what the decrease for small businesses it you'd have to we'd have to do a study to demonstrate that small businesses have a lower Mobility impact or you'd have to fund them from fund that difference from some other category so I I I know I've said it before I don't know if it was when the two of you were on here but when we looked at to change our Mobility fees and we we we tweaked them a little
2:35:25while ago for some sectors one of the ones I wanted to stop incentivizing or the hotel rooms um because I think they're coming here anyway but I think it's we give a $5,000 discount per room still for Mobility fees for hotels um so that that's a lot of money to go towards road construction that we could be helping us build those roads well that was part of my earlier ask before is for the board to be thinking about we talk about incentivization are there are there areas of incentivization that maybe we want to go a different direction right I I heard a lot of small business incentivizing uh you know looking looking in that in that regard but are we you know do we still want to incentivize some of the larger stuff or they still you know maybe want to reserve the right for certain targets but again hotels or or whatever it is if we're you know giving giving deep discounts for things that still generate traffic um you know you know there comes a time when your incentives are no longer needed it's becomes an engine and can you in uh can you give them in areas rather than blanket the whole County know off hand um have for one example on I think on 19 we might have already said we'll give you for redevelopment we'll not do the mobility impacts but I think they're already there cuz so but you're funding those through through the Tiff so you're you're while you set them at zero you're taking Tiff dollars and making up that payment for them correct so it's not free money free remind them what Tiff is the tax Inc tax incurrent fin in for the transportation stuff and we'll talk about that too I mean even even the Tiff was not necessarily meant to be permanent either you know because it does take from your general fund and that was wiggled with the they they did some adjusts to the tip and and we Lo and some of that money went to parks and recks and now I don't have any money to widen Trinity Boulevard and little road and um so because we thought we thought that The increased growth would grow the tip but the cost of building roads chewed all that up so we slip behind on funding local roads yeah yeah and your Tiff currently right now it's structured to subsidize the discounts that you give on the mobility fee so whatever your Mobility fee breaks are the tip subsidizes that and not anymore and that's all that goes to the road program now it used to be they were operating on a little more of a of a of a higher percentage so they were taking in a little more than what that subsidy was and we were able to do other things like a big puzzle but again it was coming at the expense of your parks and your general fund and so the the decision there was to keep it solely at the subsidy and let your Mobility fees do what Mobility fees do and that is fund Transportation infrastructure now there's Penny there's other but not it it funds after we collect it and we do something in the future the impact's already there and
2:38:35then we get the money to try and fix it that's correct so commissioner Mariano's point of trying to get ahead of that somehow well and that comes back concurrent with and if it's structured appropriately you can you can make deals for uh with Developers for credits but again it needs to be structured appropriately in order to properly incentivize and devel six yes sir fit six was a part of yes sir doing something like that yeah okay so let me let me go back to hotels if I could though so let's let's let's think about got where we were at let's say before the Advent ice hockey ring came in we had the uh Wesley Chapel District had the lacrosse tournament that was there and all the people we found were staying down in bills County right so we look we want to change that what do we got to do well one of the things is try to like build that wi grass Park to try make something happen we cut uh the Advent he is's impact fees were going to be like 1.2 million we got them down to like I think 90,000 because it was a advantage to have people from outside the county come in here and a hotel does the same thing uh the hotel is going to generate all sorts of businesses around it it's going to support everything that's there as well so as much as you don't want to pay it you think they're going to come anyway I think every incentive we can to get them as many here as we can is is great if you look up and trity has got a couple coming in now um maybe even a big Development coming in for another hockey rink over there so I think the more hotels we can get it's a very positive thing almost like a Target industry to what it's going to bring though not quite as valuable but there's still a very positive impact for it I mean one of the things I think part of the reason that Hudson struggle so much as you've got let's say a couple of hotels that are there that are now done for what homeless or cheap cheap housing so I've taken away what should be a big boost for a tourism and now I I've taken up that same space and I got no no economic benefit to it just a deter so I think we need to keep especially well I side I would talk to the hotel folks because and really ask is that what's bringing them here because the people I know that have built some and I've had friends who have gone in with groups and funded some of them they flipped them after they're built because the the Delta from the savings they got to the market value is such that they can make a profit and I feel like they're making a profit off our Mobility fees so discount so I'm not sure that we wouldn't have them anyway that's that's why like our Economic Development Centers they've said for years do you really need to do is it the Difference Maker I say no it is not the Difference Maker but it sends a great message we want you to come we need the roads too so there's balance need more hotels anyway in there area Chapel needs and I'm sure if it fits to and I think I think in double Branch there is a hotel
2:41:44coming in in that development I think they'd come anyway I don't think they need the mobility credit I'm just saying you Mr White thank you chair is there a happy medium because you know commissioner Mariano's area is you know different I mean count is so unique is there a way to keep the incentive in certain places and then we expire it elsewhere so I think you kind of hit where I was going to go next with this is is I think you know your incentives and got David Engle on the back I don't know if we're prepared necessarily to go in depth on this I think you incentivize what you want to incentivize and you just becomes a business decision if hotels continue to be a priority for this County and we want to incentivize that that is okay I think you said targeted Industries right treat it treat it like that so I think what we what I'm hearing is is we have concerns over funding of our transportation and capital Road needs absolutely still do uh we've got areas that maybe we don't need to incentivize maybe there's areas that we want to continue to incentivize let us come back to you with some suggestions on that uh on on where to focus on where to focus hotels can be one of those areas but if you have other thoughts um you know or even other Industries where maybe it's it's high time we we stop doing fast food gets uh quadrupled well I mean certainly and I don't know David anything you think we can add add to that discussion well you know I I believe hotels are service industry we didn't have the demand C initially but now that becoming more prominent uh we could maybe take our foot off the gas the board approved the Ernest young Consulting engagement uh last meeting thank you they'll provide a performance audit of our existing programming and incentives and make some recommendations that the discuss all right and so as as far as priorities in terms of you know Amy's Amy's kind of laid out some things that we heard are there other areas just even you know I'm thinking of hey you're going to have we're going to have some additional Revenue are there are there areas where you think we need to make make certain Investments so for example last budget year we made we made investments in you know homeless initiatives and and you know we still continue to put money back into parks for maintenance we'll get into the discussion of of Taxation are there other areas that the board again would like like us to continue focus on areas that maybe we don't focus on sidewalks sidewalks thank you University you it's and just a statement on sidewalks is fact we have a loss of a a youth riding a bicycle ear in a more in the dark yes sir uh brings it up that we're immediately going to work on the sidewalk that need to be done but in actuality we are to be working on them prior to those things being done so we need to be more proactive we don't have
2:44:42money proactive but I mean it takes money I I get it it takes money that's correct but understanding from this body if that's a priority you know we we had in infrastructure you know a couple years ago and it just it just funding just kind of it was tough it was basically a a tri R safety type type program which is sidewalks Street lighting inter what I was going and some of that some of that on sidewalks is that can that be tied to the development where they're putting it in for us where where it can be where it will be but there there are other areas where you know we we may be stuck right so but we have we have priorities you know we've talked with schools with school board on certain areas uh we have priority lists and I think we could be prepared to bring some stuff back to the board on Mr Mar I think Mike did a good job setting up meetings with the school board to go through what ones need to get done how to prioritize them Etc so it is a funding thing as well but it wasn't just a kn- jerk reaction either uh did speed it up a bit but uh those things were coming forward the other thing we had to do because there's no private developments there is we had to go work to actually with funding that now out of our general fund M to go pay for that street lighting it's not a SE separate disc was done we just we're now paying for that as part of our Budget Transportation right okay qu Mr W thank you chair County Attorney question the Count's maybe I interpreted this wrong but the County's been apprehensive about sidewalks due to liability and responsibility and that sort of thing is that is that the County's angst with us with the county building more sidewalks and the question is going to lead to something uh you know because the kids and busing and everything else and I think this is an action that commission starky and commissioner Marano might advocate for up in North Florida with fac if it's a liability and somebody trips or skins or near what Happ we get sued you know our residents now this is an expectation and it's what they want the folks that are coming in and but no fault of the family and the kids of of their own they have to walk to schools and we can't be the only County or there's other got to be cities that are trying to get their kids in and then if somebody trips and falls and then Morgan and Morgan whoever is sitting there waiting to Sue I think fac maybe maybe there's an opportunity for fac to work with the legislature to kind of exit sidewalk from the ability to to sue the liability piece I don't know how that's done but sidewalks are necessary for our folks and when you look at the quality of life and value and safety and everything that they bring uh we need them and it's like we know that unfortunate lawsuits happen but if there's a way to mitigate that in in the bigger spectrum of sidewalks in our state I don't know if that's an issue we maybe bring up with fac and that way we're we're not
2:47:35apprehensive to move forward with funding sidewalks for our our communities so from the county attorney's perspective there this this board prior boards have Set Side walks for local streets as being the resident responsibility that's what we're apprehensive in going in and fixing the once you touch it they're yours under the law so but collectors if we if we build a road and we build the sidewalk there're ours to fix as long as public works and the administrator budget sufficient funds to put that sidewalk in we're not apprehensive but they're going to be your liability the the where we're apprehensive is Public Works going in doing a one-time fix on a sidewalk then walking away from it for 10 15 years somebody tripping or you know falling getting hurt then it's impossible for us to defend um but but you know we're putting in roads with sidewalks on our collector facilities that are our responsibility and we do it we do it in the CIP all the time okay but you're if you could get the legislature to to give us sovereign immunity for sidewalks County Attorney's Office would love that that I would think that that in my opinion I think that's necessary personally well all have you start coming up to fhaa with us there you go but I want to say as far as the tricky part is let's let's say you go to a neighborhood you fix that one sidewalk now you're you could be liable for all of them at that point correct right yeah when you have the CIP is a different plan you can control it but you can have like a HOA go put some oak trees like mine and they put them right near the sidewalks that are growing and growing they can see it affecting the sidewalks they go do a little repair themselves but they don't do it all the way and now you got an issue yeah and we had balantre we we coach with them to go tear them all out to go take them all out so they should replace them with something but when they plant the they got to plant them right because you can plant them in those containers that stop the roots from going that way so they just got to plant them right limits the growth of the tree anyway so so ability wise is a big thing and if we work with our state legislators to go take that step with us that should should make it easier but again you're still going to have those issues Seven Oaks they do they show but they should have been required to put another tree back in yeah there should have been there are no Oaks now not seven y interesting okay okay so sidewalk street L all right thank you all right so some um known things coming on the horizon might already be here right some of our budgetary pressures we know that we are continuing to expand that Detention Center so we
2:50:49will have operational costs alongside that um more Staffing those types of things we've got fire stations coming online so we've got operational expenses related to those that we need to plan for um constitutional budget increases they also like to pay their people a competitive salary so you know year after year we're looking at wages for them as well we have agreed to 10 additional Sheriff deputies so we've got to plan for that and we know that the supervisor of elections has some additional equipment that's coming down the pipeline that he's going to be asking for um in the same vein of a competitive labor market we've got our pay study um that we're going to be going through this year as well and of course incremental insurance and retirement increases um Medicaid rates that come to us in June General inflation on operating budgets and capital projects none of that is news and as uh as our county is growing which we've been talking about right there's that secondary growth impact right our general government those support type Services they typically lag um in in pacing but we need to make sure that we are paying attention to keeping pace so that our Support Services can continue to support our other services that are more outward facing all right so that that that one really was just informational so now here's back to a slide where we need to have some dialogue and we need some direction from you all so um Reserve Target for our general fund industry standard is 60 days of operating expenses if I put that into a percent for you that's 16.7% of our recurring operational expenses and two catastrophic events so where we've been at as a county is really trying to get to that that first tier of that industry standard which is the 60 days of operational expenses we did backslide a little bit um through this previous budget cycle we're currently sitting at about 56 days of operational expenses so not shabby um so we are in terms of dollars you're asking me Amy what does that mean we're about 4 million short of that 60 days operational Target um so what we need to decide here as a group is is are we comfortable with that do we want to get back to 60 days and if we do what is our approach and our timeline for achieving that and I think too gerain of this conversation even though we haven't had the debt conversation yet the balance of your reserves also affects things like your your debt ring so if we were to go into debt to fund Capital Improvements whether they be for our own type of facilities or for constitutionals but that's that's all part of it so there was a point in time I think where our reserves were as low as 9% % and and I think I think previous boards work work their way up and yes co co kind of helped Co kind of helped us out a little bit before my time um hopefully before my time too you know and so that was that was during the 0809 recession 10 when we uh lowered the millage and got stuck with save our
2:54:09homes and close parks and libraries roll back rate correct all those fun things still paying for that that is correct so so I mean I think there there's a standard that's that's set out there right obviously it's 60 days and we we do our darnest to to achieve that and we we hover in and out on that um but if the board wants to shoot for something greater or lesser um you know we we're we're we're here to talk and entertain that and figure out what what you what your appetite is for that Mr Marana thank you Mr chairman um you know I'm I'm good to get the get it up to the 60 days how ever I I would be comfortable looking to see how the budget's going to go um tros development had to just pay a settlement they have now we're going to go pay to build these new Fields we're going to have to borrow money for that so I don't want to go be borrowing money that we're going to be paying for through TDC or whatever was I'd rather be if I need to go put more money towards a project I'd rather pay that I'd rather borrow Less on that project and and stay with 56 days rather than jump to that but it is a big it's a small number relative to that but if I'm coming down to the crunch I want to see where we're at before I kind of mhm make that extra jump well I'm going to be less conservative here and say I think we have those Indian spirits that are out there keeping uh the storms from hitting us really hard whatever it is the makeup of our Shoreline I don't know um but we've had scare after scare after scare and we don't get hit by the big ones so I'm going to knock W this probably not W but didn't get that right I'll call now to make sure I'm going to say I am okay with r I think I think I think we're okay uh what are we at 5 56 days I I just think that's fine we how many day 56 566 instead so we want to be 16% what are days so but that's two that's a minimum of 60 days of operating expenses plus two catastrophic events yeah see I think that's um so what I heard you say is don't don't worry about the don't worry about the catastrophic events we'll we'll take our chances there um but but the so that could be more than just a hurricane right that could be pandemic that could be right so typically based off where we are right right so typically we think in terms of and so not that I'm trying to necessarily SED you I just just want to make sure that we're thinking of of all of it right historically we think hurricanes in Florida but it could be something else more Global less localized let me finish for a second so when you you're saying this differently than I normally hear normally I hear a certain percentage of your budget which I recall being 16% 16 what she was saying your 16 point what7 okay so that includes what do you mean plus two catastrophic offense what does thatan so the the 16.7% of your operational like a Baseline and then cost out what would it be if you got hit with a catastrophic event what would that cost you to recover and then double
2:57:22that and then that's that's the industry standard optimal cushion so is is that 16.7 no 16.7 plus I never heard this plus business well CU we've been working really hard just to get to the 167 um and we did we achieved the 167 so so now it's you know in the serving your community for a better future what comes beyond that 16.7 and that's plus two catastrophic yeah and it's okay if you want to hold it 6 it's okay if you want to hold but that's what's out there you may hear communities talk about this there's some communities that hold 20 22% reserves um again it's it ties up money I think to the commissioner's point I think you know Jack was talking about wanting to put that money to work it is part of a debt conversation it's your savings account and really we just how comfortable are you with two months of savings or do you want less than that or you want more than that okay and I learned something when we were going through our budgeting um with Mr waitman commissioner waitman and and all that um so do does this include constitutionals yes okay cuz because I you know we learned that they don't have um those they don't have reserves this is your operating butd so this is like we're talking really more specifically your general fund operating budget so whatever you budget for operation so if we budget you know $100 million of operating budget you know across across the board which we don't we do much more then we're saying that a uh you know 16.67 million we have to keep in reserves but this will fund the sheriff for 60 days and The Collector everybody okay Mr White thank you chair uh L commissioner Mariana commissioner Oakley I think there's plenty there and Stark and commissioner St and um I like the ability I mean every household in the county as a rainy day fund and I'd much rather go touch this and have to raise taxes on folks so I'd like to have the ability to use it if necessary instead of taking more from people just to pad the County Savings Account okay so what I'm hearing then is we're we're comfortable at this well are you comfortable with 56 are you comfortable with 60 I mean obviously not more for sure you know um so you know if we had the conversation up to 60-day reserves and keep trying to maintain that as a Target and if we have to dip in from time to time that's okay that's right kind of where I'm hearing Mr yes sir just for a Clarity question I didn't hear it yet maybe it slipped by me but what is the dollar amount of those two catastrophic events it's good question good question good that is a good question I don't have that on me but I can get that for you okay that's what I thought the 60 days covered I didn't know it was an addition to it's going to take you more than 60 days to rec recover from a catastrophic that yeah let alone get your money from FEMA so um just for can I ask well go ahead I mean I'm I'm kind of curious what our friends down in South Florida did I mean so um not what's the county
3:00:36below Charlotte Lee Lee Lee County so what what did they have in reserves and what happened to them I mean they don't have any citizens well does anyone know I mean what really happens I'm sure there's there's some there's some out briefs we'll we'll we'll brief you guys on that yeah I would think that when all the administrators are together that would be a good top good question you know charlot and leag what did you have in reserves what happened did you have to close your parks and libraries oh there's legislation I can't remember if it passed or not but there were things out there too looking at even property taxes and you know it almost compounds the issue because if you're a citizen and you lose your property and then not necessarily having to pay property taxes on that either then there's valuation issues it's yeah it's a bad thing it'd be a a good case study for us to look at so we knew more what exactly we were talking about there are Sim they have similar population to Pasco yeah oh they do yeah they're probably 650 700 they were 600 last time I looked was was years ago Fort Meyers is the large they do have a major city which is Fort Meers but when you go back East there a lot of open land correct okay okay right think we're good yep all right so this leads us into our approach to debt So currently when we look at General funded Capital we've been um using a pay as youo model which means we save up save up save up and then pay for it all at once um or general obligation bonds which you're familiar with General obligation bonds which we went through four issues of those and I think before that in 2018 the last time we leveraged Geo bonds was in the 80s so it had been a minute um so we're looking to move more towards a debt servicing model to fund those capital projects um and so the the conversation here is okay so how do we how do we get there what does that look like what are we comfortable with are we comfortable with that um because the pay as you go we're not keeping Pace with the capital needs and our infrastructure needs we're simply just not right so moving to a Debt Service model for this would allow for a couple things one we would be able to do more then you've got that generational um payback so instead of we pay for it right now and then in 30 years that's still there but we paid for it but we might not be enjoying it going to a Debt Service model means over the life of that asset we're all chipping in right um so those are just some of the the pros to switching pref right so now we're looking at your preference CH yes so I like the idea of going to the debt capacity I'm just a little afraid of is this the best time to make that shift right now by next November maybe things change back to where interest rates go down better you
3:03:50we're we're we're looking simply at this from a policy perspective at this time the timing becomes that and there's always refunding opportunities with with debt that's out there as well so those those things kind of level out understud of where yeah I probably wouldn't necessarily go go out today but you know we can time that and then depending on your financial position sometimes you can sell your bonds at a premium so there's there's a whole bunch of other math that goes into that into that decision as to when we do it but it's more the question of policy because we really don't have one and we really haven't done much with it other than General obligation bonds now you have other parts of your operation which are heavily leveraged your utility and solid waste funds for example I you know they're they're highly leveraged um versus your your general operations of government but these are things this is money then that you can use to fund a wide variety of General government type things right we were talking substations and holiday for example if that's something that the sheriff wants or we want to do you know there's always been discussions of of a need for a new courthouse there's discussions and needs of you know again I think pelis is going into debt I think to fund a general Government Center in in the center of the county so you you have options and and so the question is is how do you feel about leveraging that chair okay I like the idea of exploring this but I think if we we need to be in highly disciplined on what projects we use this for I think it needs to be a need not a want I think we look at you know everything that we talked about this morning uh infrastructure projects like true true needs okay um and take advantage of going into debt to get those get relief where we need where we need relief and I think our our our citizens would appreciate that they'd see have something tangible and they can use sooner than later because I think time is of the essence we're growing so fast if this helps us move faster and control our cost so we need to we need to use this as a tool a financial tool to get to get projects moving and done Mr chair yes sir mik do you think uh our present uh County Center is sufficient to meet our needs for the future to does it need to be expanded do we need to add on to it I know I know if you're facing it to the left you got that that row of trailers and things like that maybe we could buy that and push it out a little bit farther that might be one frankly those are probably minimum housing violations well I know that we are we are certainly space challenged and I think you've probably been individually briefed on our facilities master plan we're going to we're going to bring that forward I mean we definitely have space constraints from from a local government perspective again as we are 4,000 employees I want to say we were 2500 I
3:07:01think when when Eric and I maybe started you know about nine years ago so the county has grown significantly just in in that short period of time um and it's it's to an effect where our facilities team is is literally they have a domino plan and that is we we we can't move this group until we fix this group and if that group so they are they are doing the best that they they can with that and so to the short answer to your question is is we we need space of course we need space um can we move up can we build a second there there's all it takes is money you know we we have but you know there's the facilities master plan I think speaks to that and speaks to the timing of that then it comes back to you know commissioner wait you know point of you know needs versus wants and and making sure that we get all of those things prioritized aligned and then presented to the board for for your thoughts on it but the short answer is we need space yes absolutely Mr Maro yeah and I and I talked with Eric about this just about a week ago or so um where the sheriff's now moving out that building right there is sitting there that may be an opportunity we're going to tear it down we're talking yes sir and as much as a space challenge I think it's probably the time we really at go in vertical on these things the amount of rent we're paying for this building that building all around this County if they can be Consolidated into that building as it goes up let's go we've done some of that we've done some of that yeah I know I'm saying now's another opportunity coming up with a fresh space right on campus that it can go there and I think there's opportunities kind of to do what even what the airport did when they built their building they built a huge building and they rent out probably half of it exactly that may be something we take a look at doing because people want to be there I mean we should have a nice restaurant in there for everyone that's comes around instead of having to across the street back and forth even bring them across the street whatever but there's opportunities there to to build a more vertical structure that could be more than what we need and we can rent it out and just like we do some other spaces but then when we want to we can take it over if we need to yeah Mr St yeah I I agree with that I think I mentioned that when they came around with the capital facilities plan um the old jail um I mean that just needs to go um and then we also have those two out ofate buildings that are out front on little roads just um um and I was shocked when I learned where engineering offices are do you know where they are do you know where they are they're in an old building in newp Richie first government building of Pasco yes they're they're like over by the realy office off of 19 I mean this little old building I think the windows are really High I don't even think you see out the windows I mean I had no idea that facility was the original County
3:09:48building and was the original County Jail actually oh my gosh so they need to come over and join the family back yeah yeah I would like I on that note of being together I think it's better we're all close together well I I I'll speak for utilities actually this facility that you are in we we experienced significant efficiencies by bringing the utility department together under one Under One Roof um and there are certainly um um efficiencies that can be gathered by having your your government uh in in a centralized type facility and those are things again that uh that we can look at with the facility master plan these are things that we plan out and it was would be that would be the type of item that you would want to bond because that's not something you're going to be able to save up for over time and again we have other facility needs that we can run through but I am sensing that as long as we're approaching it responsibly is what I is what I hear this board is not necessarily averse to us looking and having the conversation about debt to fund future needs and I like I like the idea of overbuilding it renting some of it out and then you can grow into it okay although if we're really efficient we should find ways to be more efficient not keep growing um you know AI technology that was that was what was supposed to happen right we get technologically savvy we wouldn't need as many Singularity and then the robots take over thanks thanks Mr chair if I could ask the board in terms of types of financing instruments if you have a preference of one over another or indifferent you you I'm thinking in terms of General obligation bonds revenue bonds bank loans or other is there a any type of preference the best on I would know either just wanted to lowest interest rates you can get understood sir well but bonds bonds hopefully they're working on that bonds claims to Future revenues there's there covenants that come with there's rules associated with each type of Deb different Nu associated with each I didn't know if the board had any type of preference I get the guy from Wall Street to explain that to me yeah slowly in English slowly and in English got it okay all right I think we're good all right so the um our last bit of direction from you all that we're seeking is our approach to taxation so our current state on some of our millage rates are listed here and then you'll see we've got some dialogue around new mstu so what we're trying to get some direction and insight in from you all now is early on do we think we want to keep these millage rates where they are and if there's a plan for change or or an interest in change what might that look like um and then are there other things we'd like to explore from a taxation standpoint so example Parks mscu Paving MSU other
3:12:55Etc M sty well I know we have our um we have our Paving mstu coming I was just talking um it's coming this spring and I think we all know that's a couple years too late um but I have always been an advocate for a parks to you because we are so far behind an example of that is we have a new chartered little league in starky ranch with no Fields they were they were warned that there weren't any Fields but uh District 12 went ahead and chartered them anyway so um but they're supposed to be playing in Beckley at the new little Le complex that we don't have the money to build yet in Bexley so we're still way behind in sports fields for our youth um I also think uh um that parks are important for people my age too and so um huh no just nice outdoor places to go and you know we we have we have wonderful we have the opportunity to have wonderful places we don't have the money to make them wonderful um and you know we never did give our Bentonville um update but my gosh what they're what what they're doing there with their Parks um for all ages is magnificent and I just think that um we're very behind in that still and and when I talk about an mstu and I don't know if Keith went around and talked to everybody yet yeah but um it's not a big one but it's something that he can Bond and and and something that gets him some cash to go build some great spaces yeah and I think he's got a plan to take care of something have that need yeah I think we took out the money money from Magnolia Valley That was supposed to build that park now we don't have that money anymore um it went to went to another project um I that I think maybe starky Regional I don't know we'd have to ask Keith but some other some other Park was um you know cost went up and they didn't have enough money so they they took all the parks money where we had a great plan for Magnolia Valley and I we we may have an opportunity in the holiday area on another Park cuz the costs were too much artment was construction Park that was under construction they needed additional funding for and that since that had so we swept Maggie RI that out um there's an opportunity for a park in a part of holiday that's never had a park before ever um and um you know we don't necessarily have the money to buy it and it has a boat launch on it so get gives us another opportunity to have a boat lunch so I think it's really really important for that community and you know again we're restricted Mr R thank you chair I'd be interested to see if we did a Parks Ms Tu remove uh remove everything out of the general fund and just have a full parks mstu and be you know dollar for dollar and then reduce the general fund millage cuz you've exited parks and see what that would look like I think if we move the entire park budget into its own mstu and off general fund and reduce the mills in general fund think that would add stability to the fund and it would
3:16:28give Parks pretty much a guaranteed Revenue Source even in in in in in tough times because it would be it would be set so they'd be separated from the general fund then you have opportunities like commissioner starky was talking about um I'd be curious to see what that what that looked like and how what how many mills it would reduce off the off the off the general fund ke had a plan for something of that nature the one place where that might get sticky is that I know with the mstu and intent was for the capital which we currently don't have that planned for in general fund dollars so making that shift over and then like a like for like in terms of dollar amount Shuffle down to the general fund I don't know that that'll translate specifically because of the capital intent as well which is over and above what we're currently funding from the general fund we could get but I think he just wants to see the analysis and I think the only I think the only other thing to consider is when you do an mstu don't forget you exclude the municipal boundaries of the Cities so they are no longer paying in as well well we could see what the but I mean we certainly can show an analysis of what that looks like for for your question Mr Brad Mike it might be prudent for the next discussion to have the park director here then he'll be able to answer all the questions on Where that Park is is it going to get built maybe the direction we want to go with it I just think it's it would be PR and give us more information okay okay Mr Mar yeah uh to touch Magnolia Valley a little bit and that's a storm water project that's going to try to be a park project as well and you heard me asked many times about the boring test because I heard there was great Pete in there from a gentleman lived here many many years in the development community that says that could be some value there so that is getting looked at to go forward they did find from D that the Arsenic levels there are so high that you couldn't have built a park there you couldn't build a fo of housing there right now it's got to be mitigated to some degree to most of that Park there's a part out front with the driving ranges that's not included in the rest of the look but that's what D said in a meeting we had with them um and I think and I'm not sure where the money went exactly but so be it the the parks you know we just did the the go bonds we told people we need this much money to do this much stuff right and I don't know if it all got done or not we had to cut back or whatever but to go right back out and now do an MS on top of that I think what you should look at is just trying to find a way to fund better um the the shortcomings everywhere I mean you can go look at the the places you have in place right now go go down a Green Key could we do better there and I know we're making some improvements go look at Hudson Beach could we do better
3:19:27there I think we can go look at Sun West Park could we do better there I think we could so to go throw more money into these fields Etc without even taking care of the rest of it is needs to be more of a general View and and maybe commissioner Bradford you're right maybe Keith should be here so we can talk about this whole thing and that might be a separate void item to just have the discussion where we're at yeah Parks master plan and mstu would would be separate items so you would have the opportunity to U pepper Mr Wy with I don't want to Pepper ke's doing a phenomenal job I I don't want to come off that way Keith is doing a phenomenal job he's got passion he's got a great team I'm just saying with dollars that keep on moving around as we say you want to do Bit by Bit by Bit you got to figure out what you want to go do and and sometimes you got to look back to what you already have in place to go bring those up to the standards they should be at if we're going to be Premier Well I I agree with what you're saying is those things that we got in place and if they're behind in maintenance or things we need to uplift those those need to be taken care of before we build a new park but at the same time that's just as important because we're growing so much that we need the new parks because our population is growing population for kids playing sports in Pasco County has grown tremendously yeah so we got we got a big need in that so we need to pay attention absolutely I mean you as a board have already taken action right you've increased the park impact that's going to help um and then um you know Kathy tells me I think it's in March actually we'll be we'll be bringing that mstu before you with parks and we can talk about what goes into that MST or what doesn't go into it and whether or not you want to make adjustments elsewhere so um what about other parts but I put this up and I'll be ma'am um I appreciate what you're saying but I'm listening to what she's saying and I've heard that before so for me if we get a small mstu it's it's a beginning and and we have an MST Tu on the books and going and we can see how it works for us um what our needs are to to raise the capital um as far as Magnolia when we bought um Gulf Harbors it it also had arsenic on it um but we we knew where we wanted to have certain uses and where we didn't and so we remed we we had actually the seller did it but they remediated certain areas um to allow for certain uses so it there can be a way to to deal with that um yeah Mr Mayor so I'm sorry part of the problem with Magnolia Valley is the way they set it up they actually took a lot of the Arsenic and put it in the middle of the pond that pond is right where it drains from there to go to the Gulf of Mexico to where the pump off are between we had a we had a Parks group but we had the also the uh storm water group two separate things designing what was going to go on they didn't talk to each other they're
3:22:24talking to each other now correct so that that if you looked at the way that wa wait they put the arsenic in the in the middle of the pond I quite understand that point so do we have to drain that pond and clean it up no no no what is said they were going to build an island remember the island they were going to build no well they going to build an island where the birds could go out there Etc okay well all that stuff goes in there now that's going to continue leech leech and leech into the water and go it didn't make any sense to me but that's what they did they also different what they did was they put a floating Boardwalk around to to walk in the lake to me it makes more sense to go around the lake put it on the put a concrete path on the ground that you can walk around the whole thing so that thing is getting relooked at now and you'll see some changes but again wor the discussion we're all of us coming up so I'm I'm hearing that we're all in consensus that yes we want to explore continue to explore this park MSU we will come back with some scenarios in terms of levels of mstu and what that looks like um I think Paving the paving MSU consensus around that one is that something we want to assign a millage to I mean this is something we've had on the books and I know Mr Grant's here I mean I I guess it hasn't been ready for millage till this year till this year right what do you mean ready for millage there were you hav't put it out in the trim you haven't yeah oh funed set the M correct do we want to assign a value you know to the paving mstu at this point you got set one yeah yeah okay okay there a lot of Roads need to be taken care yes sir will sidewalks be incorporated into this Tu in the in the in the transportation Ms side sidewalks are a part of the are part of the paving local sidewalks are part of the paving mstu the way it was adopted by the board that's but that's neighborhoods talk with collectors Arial I'm talking about we set a zero we set a a mill rate to it sidewalk that's General Mill and that and that just go that just gets taken out of your general millage we don't that we don't know why I don't as your lawyer don't know why we've carried the transportation millage for forward it has been on the book since I got here I don't I suspect it was an old legislative requirement that has continued all these years but it has historically all always been set at zero M since I've been here because it just it's just a mill General millage figure but do other counties collect it there no oh really I seen it oh interesting so is that different than rod and bridge that is rad and Bridge I think that's where it came from I think it was I think it was historically Old Rad and bridge and then when the laws have changed and morphed nobody collects a Road and Bridge anymore and that's why it's still on your millage I your your Road and Bridge or I you your Public Works is funded from gas tax which is a flat declining source of Revenue and then it's made up
3:25:34with your countywide Tiff that's another portion that is used to fund fund public works as well as your collector and arterial Road repaving as well as you know and then you've got your penny for Pasco funds as well as other Tiff funds that feed into your that is what would feed into those sidewalk projects and that's how we Branford I don't know if he's here yeah branford's back there branford's here we when we talked about this we were going through this this process I was under under had the understanding that sidewalks were going to be incorporated within this fund if we said it's an MST though it's not two categories if that's if that's the transportation millage that you have historically seen yes that's that one that's the zero that's zero yes that is not what Branford talked to you about Branford talked to you about the local Paving MST which is what I had started this conversation by saying is yes sidewalks are are in included in that but we haven't set a millage for that either yeah so we're not want to bring that up this year that well so what I'm what I'm asking the board here is do you want to assign a millage and in which case I will take that information I will talk with public works and say how much can you realistically execute in 25 on that and let's let's start a millage on that that does away with your old pbass thank God process I'm interested in what that one that sidewalks which you're talking about let's talk safe routes to schools or other other things like that could could be part of that depending on the priorities but most likely are part of your general Engineering Services capital budget which is funded by Tiff impact fees as well as um um penny for Pasco and Tiff is our new money Tiff is the is is it sort of the Delta over your over your Baseline taxation year and then what you've got extra so we take some of that and we set it aside to reinvest in transportation and some of that goes to the sheriff no 50% 40% well of new money of new money so your overall something different yeah that's that's fine let's have the conversation this is this is cool the you're you're when when property praiser comes to us and tells us hey we're going to be I I see a new assessed value we're going to be 16 16% higher than we were last year that represents a pile of money let's say that's $40 million roughly what it was last year true what we've done is traditionally this board has taken a portion of that 40% now I think is the current agreement and we say Sheriff Nako this is yours go do share of things and then and then the board has funded an additional 10 deputies that was part of the part of the agreement with taking over the corrections facility used to be 50% the remainder then gets uh gets plowed back in into government so we make payments for cras we make payments to tiffs and then what's left over is what you saw last year right we we put some of those into raises for employees uh amongst a whole host of other
3:28:34inflationary projects and things like that so that and that's that's new recurring revenue and it's recurring because we're we're counting on it is is always coming because the tax base we're always counting that it's going to increase so we have we have different sources of funds to pay for things you know to know but there's nothing that says you can't use that General Revenue to invest in new sidewalks so we so this Transportation mil so there's two different Transportation Ms mstu do we have to fund both of them concurrently or do you leave that at zero and fund the one going correct you on technicality one's in MST one is General general fund the general fund one is is the one I was talking about has historically been on the books and is zero the new mstu which was adopted by the board but has yet not yet made it to a trim so it's not made it to a tax year is the one we are hoping to push peas aside and fund our local road repaving maintenance program with that m millage if the board sets a millage but well to to so a certain part of the general fund is Engineering Services that currently does the road repair is that correct so yes yes it's it's the Tiff portion it's the Tiff portion which I consider to be general fund it's the Tiff portion that goes to Engineering Services capital budget penny for Pasco as well as Mobility fees I mean those are their big their big wheels that go into that into that F be interesting for that number so answer is yes Mike if it's a sidewalk mhm is it our respons kids running is it our responsibility or the school board's responsibility or is it a combination of I don't there's really no reason for us we approach the school say hey saying no one how about a little help uh we've had discussions with the school board I don't know to what to what degree we we've agreed on sharing any money that you listen to the school board I'm pretty sure that they've got their hands full trying to build schools deal with Charter Schools and and their Capital their Capital funds so um you know part of the reason we're in the pickle is they had to reduce busing because of their transportation issues as well and so sidewalks become become an issue but we've worked very collaboratively together with the school board to identify priorities and again the board decides that it's a big priority and I've got a chunk that branford's team can can conduct this year and we want to accelerate that well then we can look at other funding sources to include General Revenue to put towards that in fact there was one Good Year where I I had previous County Administrator give us an extra million bucks and we're able to go do that so that that can happen understanding what the board's priorities are that's that's all part of the deal Mr thanks chairman so the transportation one really should say Road and Bridge no for us to understand what was we're going to research I tell you what it's it's a
3:31:36fantastic question I vote on 19 times right some I think I I think even commissioner wa made a motion to go approve that one because there was nothing this year I don't know that's a good one just say my team did some research and PT county is currently levying I think there are some that do Mills for that um that was the one we could find and we and we can do some more research and we can work with Jeff and his team to do some more research it's never been a priority for us to research I tried to do some the first year here but nobody was levying it I just let it go way back when when the gas tax got raised right that was a conversation piece I had about Road and Bridge should pay part of it to go that way so that's been there like I said for many years the point that you just made that makes a lot of sense to me if you do the mstu the cities don't pay in right right if we keep it in transportation then everybody's going to pay him yeah depending and again we can find out I think I asked Bob at one year what that was for and I think it could be used for transportation to me that's where I think we should go it's already set up it's already there and you want everybody something some little something in there let everybody shareing some little little piece except for the fact that the the transportation mstu that you've adopted was designed to be roads with within the unincorporated area solely they were it's local subdivision roads yeah the why cities would be paying into that is hard to justify question I I I think because we're not going into cities to pave those roads these are I just went into a city and just took over a park in a city yeah I'm paying $5 million for really which one wait a minute fin so took that park over City Park yeah pay money now we took the whole thing over all on the school district thing um one thing that we have to be sure they're doing is that they do have a responsibility for the sidewalks on their property yes um Seven Springs Elementary they never put the sidewalk in um the complex on Old Pasco Road no sidewalks in front of that complex so we need to be sure that they have a plan to be putting theirs in so that when we build ours it connects to theirs but there's you know I'd love to see the list of ones that that don't have it and maybe we need to prioritize ours to match their list as they put theirs in yeah because they were supposed to put those in well we're working in conjunction together regarding that Transportation millage um I'll have the team do a little more research as Jeff said it's kind of really never been a priority in the past um I've I've I remember having discussion with our former budget director on it and I was kind of led to believe we could use it for a lot of General things but again and it requires adding a millage to it but it could be used I would imagine to solve some general transportation type
3:34:47issues I don't see why it couldn't be used for sidewalks or lighting but let us let us look at that and let us come back to that knowing that that is a priority of this board based on based on our further discussion my concern is and why it's never really been pushed is does the transportation /ro and Bridge millage count towards your 10 mil C yes and if it does there is no reason to create it it's just taken away from the general fund anyway correct so that's that's the legal Nuance that if we parts off and it's got its own mstu you got more wi well you'll free up some Tiff money and again that I've got enough I think to help help gel this conversation for Mar a question yeah one thing about using that general fund if you use it that way you could even allocate to what the cities are actually paying into and say we do joint projects budding or close to that can work together doesn't have be just sidewalked itself of course like Grand Boulevard somehow we end up with the bridge I guess it's Technic we did some other bridges too but we're funding that and it's in the city it's not the county it's in the city so that bridge when it comes through as well after engineering design which is over a million for us um that's a factor so I mean you could justify you're going to help pay for your project that's going in your city too okay commissioner Mariano you brought out something I have been meaning and meaning to ask and I have forgotten until now how did we get that bridge and since there is so much infrastructure money for Bridges from the feds did we apply cuz that is almost a shovel ready project and so there's a lot of money out there for bridge repair in the infrastructure bill can I just politely ask I don't I think we've got that one coming to you on consent for the next board meeting maybe we can the grant yeah uh for Grand Boulevard bridge bridge yeah I think that's coming to the next board meeting for what the grant of the engineer for the engineer for the engineer okay but did we apply for a a a grant how about I give you an answer at that board meeting would that be good better be a good one we don't want to hear another I don't know about the quality of the answer but I'll get you the application will have been filed by then I I will say I work in the back there I've worked on Tanya about when we go to DC to actually get with USD to go for that bridge as well as the one over by uh Old Dixie Highway to try to find out what we can get for money for bridges too so they are going to set me up for that and I heard we're making it higher so boats can go through which is good thing it's going to be but how did it get our I I I think we lost at the coin toss but no I'm there I think there's a record of it they've researched it we've we've had the discussion but we can give give you a more formal answer with that agenda item at the next board meeting I think for the purpose here though are we
3:37:46generally are we generally comfortable with where we're at are there other mstu are there all right Mr Dy um I have flown thrown out there with the sheriff um the possibility of an MST a law enforcement mstu um he got a little skittish when he saw the fire fire one go through um he doesn't you know I don't think they want to see a battle like that but I think um it's a something to consider um having a law enforcement Ms I would I would agree to that and we pull the the those funds off the general fund Mills and it'd be it's you know fully funded that's just replacing money yeah but it would be it freed up pull it off the off the general well I'd want to know if that affects well it affects uh who pays in and who does it it does yeah so I want to be careful all the all the city resident this this was commissioner Mariana was on the board this came to the board while I've been your county attorney we got it to final hearing and it failed because the cities were not going to were not paying into the sheriff's budget and the city and the sheriff does do enforcement within the city certain cities well he he does enforce he has countywide jurisdiction including in the municipalities because because he's a constitutional officer of the State of Florida well we wouldn't be changing that right no but you that's what I'm saying is his jurisdiction doesn't end absolutely but your tax dollars do okay so so that's why I think it should be a blend and and I'm saying a small a small mstu in addition to the other not what you're saying pull the whole thing out because we want the cities to pay um but it's enough it's you know he he doesn't have enough Revenue talking establishing establishing a baseline so if he makes whatever we pay him what's his budget 150 million roughly well just say it's 150 million out of the general fund freeze that and then future future increases come from let's hear from him what he needs and then see how we get there to for the funding and then fig and to me and a law enforcement mstu is a way to get there there's also a law enforcement impact fee that we don't we don't charge so we talking about additional but that's only for Capital money but see I like the idea of these um um okay what's the word again when it's in a community Miss be no a physical building substation I like to do these substations and I think the residents like to know that there's something nearby if they're in an area that has a fair amount of crime so um a a a a law enforcement impact fee could cover the cost and maintenance of an a substation now this is me talking I not him talking that's why we need to have these conversations with them at a workshop well you can't you got to remember now you can't take money away from the our normal budget comes out of sheriff and then put an MSU that doesn't even maybe replace what you just took away from them well you know you're talking about additional money you're not talking about I am and and okay I know we don't
3:41:06hopefully he's not listening but he probably is is there a deputy behind me um you know we this will be on YouTube later of course I'll get a phone call and let it is you know we we hear him all the time talk about 63 out of 67 and and well he went up last time well I I I don't know but certainly even if you're just going okay all right you could be 60 out of 67 that's still not okay we're still not it's still too low to be a premier count thank you no better job yeah so I think I think we need more deputies um and so but how but the problem is how how do we get there without sacrificing other priorities in the county and so we're going at this very very slow pace so I would love for us to sit down see the capital plan see the growth Vision where we need to be and execute a plan on how to get there okay and in my mind an M uh either a law enforcement impact fee and an mstu or both are a way that we get there Mr I'm not saying to be the number one in the in the state but we certainly don't want to be in the bottom 60 all right so Mr Mario I'm going to go back it was had to be about eight years ago when we met with the sheriff and we divided he was going to get a certain percentage of the growth that was going to Comm in right at that point in time you can go back years to to Lee Canon Bob White Etc there was a b budget battle every single time coming in every single year they wanted to avoid that we wanted to avoid that right that was that was the we did and we did so he got a percentage of that growth now as commissioner Bradford said we don't control what he does with his money he walks out that door he can do whatever he wants he's a constitutional officer we haven't controlled that he's had all the chance to go put his money wherever he wants to go put it whether it be Behavioral Health uh other vehicles whatever you know all the he's he's decided how we're going to spend that money now we had one time where we actually put a a bump up gave him more deputies we just gave more deputies this time right and and he's had control to do what he wanted to do with his budget all the time through you got if you want to go look at he got he got more deputies when we took over detention because he got about 30 right added so so so there's been the increase if you really want to go look at the budget and find out where he is compared that 62 out of 67 cuz I'm really not crazy about hearing it all the time either um except when we talking about Apartments I'm good with it but um to to go through and let's go find out how he stands with his total funding to total expenditures include the FHP help that he gets to and let's go see where he's really at and if we can have that discussion all the way through I think you'll fine we're doing a pretty good job funding I don't know I don't know so let me let me just bring up this other point that we yeah does but still we don't ex so let's go back to the image to you and
3:44:08and Jeff your your recation was real good I remember I was actually looking at doing that as well we went down and through and I got one phone call from one guy that said why are you going to go put that mstu in and effectively increase the taxes on other County people which effectively is what that's going to do and that was the argument that killed it that's why it didn't go anywhere so I don't want to bury more taxes than the county people by putting the mstu forward net effect is how it plays out and Sheriff had opposed it because it would make his budget transparent not the current Sheriff the previous [Music] sherff well Mr wa thank you chair i' I'd be curious to to look at impact fees and potentially restructuring impact fees we've taught a lot of taxes on our property owners here in Pasco County today and they're all increases so as far as the the sheriff Ms Tu goes i' I'd like to see what we can extract from restructuring or looking at fees adding adding one yeah if to to the impact impact fees because we don't have them um and let the you know form of growth paying for growth so anybody who's coming in they're catching up to what we've all been paying for a very long time um in that discussion can you can you say what those M what an impact fee can be used for yeah I mean impact fees are are they they pay for capital capital expense onetime Capital expense associated with growth I guess I don't know if that's the textbook definition of It new and expanded Services correct right so new areas right you need a new park you need a new fire station because you've got development happening or you need or you could rehab a fire station and grow it and that expand speak to the sheriff the sheriff well so would be want you need to add let's say he says yes I agree with you I like these substations right and so we've got Wesley Chapel's booming we've got these impact fees we can go put a substation over there right so it's those new and expanded Services related to growth generally you won't be able to fund deputies but you'll be able to fund the hard cost of his operation you could fund a new car for example for a deputy I mean we we but that comes out of well right now coming out of penny so is there any discretion in the penny if we supplanted with a impact fee we'd have to look at the nuances Mr chair my head's already gone there so make sure I understand so we cannot use impact fees for salaries correct no no c n gotcha cuz they one time they're not recurring yeah okay okay okay so we're going to assume right now at this point general fund fire mstu are and we typically come into every budget year looking level um and we'll we'll look at that um we we've got the parks mstu coming to you in March and so that that'll be coming forward and and we will look at ass signing some kind of number for consideration on the paving mstu we'll also take a look at this transportation do a little research and and come back
3:47:11to you on what that's about what that funds and perhaps a recommendation to that end if there's not another way to fund some of the things that we've we've discussed so um and then I don't know law enforcement MSU it I don't really feel like we had much of a consensus there so I think we need to hear from them uh let's talk to the sheriff and let's see what what their needs are you know you got you got to know what the needs are what the growth plan is then figure out how we're going to get there and determine how to fund yes ma'am okay thank you okay all right so we've talked about um budget cycle touch points we've focused in on some first year priorities for the strategic planning exercise we talked about our budget pressures you all gave us some direction on targets debt Taxation and we will come back and see you next month and talk about Revenue projections good and so we operate a year and a year behind right so we kind of know what there was quite a lot of building last year that right so we so we're we're we're hopeful I mean I don't want to set any expectations because that is Mr wells's domain but um you know I I think uh you know we're we're hopeful this year that uh revenues will be healthy can I talk about the elephant in the room that's live local so um on um and and David angle put together a sheet fres Jack to hand out when we're in Tallahassee and and looking at it um let me see where it is here oh I gave it to Katie so I don't have it with me but um when it talks about the conversions of current apartment complexes can I get that paper oh there you go um there's a statement in here that I didn't know how it works and it says um let's see here um so the way that these two um they've applied to the f hfc is that right no David maybe can Florida Housing Finance Corporation so is that how it works so a current apartment complex that wants to flip what are the steps I think I'll defer to either attorney Goldstein or David Angel they could come up here because this is important got a seat for you right there next to commissioner Bradford David D you want to go or you can you guys can use the podium actually even better while while he comes up uh commissioner starky what we've got going is we got a meeting with every one of our legislation members including Senator pasido oh we're in with Senator yes 15 minutes our goal should be just carve Pasco out just let us do our own thing make her happy and keep the other 66 generally the step is the apply to for Housing Finance Corporation for the tax exemption if FL Housing Finance Corporation determines they meet the statute then goes to the property appraiser property appraiser is the one that actually issues the exemption okay so what do they to to to do they just have to prove they were built less than 5 years ago they have to prove that they either meet 120% of Ami well or that they're 10% below Market I can tell you
3:50:28that the two that have applied in Pasco their rents are over $2,000 a month or two better so in my opinion they're just Market R rents now they've alleged that they're below Market they like 10% below Market but in my opinion they just picked a couple apartments that are a little higher than them and then said $2,000 a month is 10% below Market the average rental for a 22 in Tampa Bay is $1,672 a month and these are 2,000 something so what do they have to come in with contracts for 40% of their current leases it's not it's not 40% they have to have at least 70 units yeah but in theory they could make all their units qualify and my my prediction is they will because then they get 100% well they get a 75% reduction on their taxes they only get 100% reduction if they go below 80% of Ami okay but the two that are in that have applied in Pasco are seeking 75% reduction for 120% of Ami okay so did they have to get any concessions from the people that they currently have renting apartments no in fact like can tell you that I actually his former Aid okay andlor lives in one of them yeah the rents they're proposing to charge are actually slightly higher than what Andy's paying so ironically Andy's rent may go up no but here's the catcher here's the thing the the the unit and live tapestry we tell these stories if there's not the the the apartment is offering two two months of free rent January and February so if they're off offering which they obviously competing for people so when you look at oversaturation it makes me question if they're offering two months of free rent as an incentive a come live here is that factoring into their equation on what they're submitting because they're offering however many people too much for rent no it's not on a pro forma basis it's on a per unit what we're going to rent okay so so they apply but but they may be able to afford too much free run because they're getting a 3/4 of a million dollar a year tax exemption from us right yeah okay so wait so they apply so they've applied already these two oh yeah they don't they don't let us know they we find out the reason we found out is because I asked I went because I knew the board was mad about it and you threat you said we you asked me to sue them so I I went and asked did you I have not filed suit yet because the reason I Haven filed suit yet is because Senator poso Domo said please call me before you start suing people be a good person not so we've been trying to work with her office to get changes to legislation before we start suing people but because I asked I got the applications and that's they told me with the rents they were charging the only thing I don't know for sure is how many units they're going to try to qualify okay so then my next question is so they make the they say okay you're blessed go talk to your property appraiser what are the steps for our property appraiser property appraiser basically also decides do they meet the
3:53:30requirements of the statute if they do this is I think the property appraiser would have no choice but to issue the exemption the one variable though I will tell you is affect everybody Jack we got a listen here but if I sue them and I I do have very good arguments that this tax exemption is unconstitutional okay so it's not charitable if I sue them I don't know if the property prer may deny the exemption on the basis that it's unconstitutional I don't know because and then they sue the property praiser I don't know who knows what would happen when I filed the litigation they may try to bring in the property praiser I not personally going to sue Mike Wells I want to be clear about that nor am I suing the state the only person I'm suing is the Department home no no I thought that if M wouldn't give the determination then they would they would sue the property for not giving them determination they might tra to the property prer for denying them the tax exemption okay so let's say that they are they meet everything which we think is not possible but when do they come off our taex was fiscal it would affect your fiscal year 25 buet so they're applying for an exemption next year by March 1st they're their deadline to apply for this exemption so I think that would affect your fiscal year 25 budget so not the one we're talking about now I don't think you can affect okay so that so just in those two that's 1 point between the two apartment complexes it's about 1.4 million that's if it's 75% I just want you to know that you know David did some work here and what that is to our budget just for those two over the life of it is $86 million how many shares $86 million over the life however you want to do present value of that is8 million for two complexes to your general I guarantee you and I talked to my son uh you know up in in Connecticut and he said they've been shopping this around of course that that that there are companies shopping this around to people to invest in these and that why would you even go to the trouble of building one and trying to get the financing and everything the wouldn't why wouldn't a market just jump onto pocketing and my husband did the math cuz you know he's looking at his apartment complex we were um and he said it's between a 4 and 5% annual savings a year so a developer wants to make uh 15% or they won't really touch a project um and so 5% is 30% of their risk I mean I mean it's it's it's just a gift wrapped in a big big boat by way these two companies that are applying one's from California one from conne from Connecticut yeah it's just a it's and there is no value to our citizens there is no income savings for teachers or deputies or anybody to tax or even Andy is it tax on our C it is because those those costs will be made up elsewhere because we still have to provide services and if you um take the cash you know the four or 5% and do the law compounding in 15 years or 18 years they double their Cash correct it's just a cash cow for other people with no benefit to our citizens job so if I
3:56:37could yeah yes Mr STK you've done you really I'm glad you're fired me up to come here because I uh I can't wait to go up there and I I'm I'm so thankful that Ralph and Sean Foster has set up all these meetings for us I mean literally every bit of our delegation in Senator as much as I know we're going the following week with the other two cities I me the other two counties I think David should be going up with us I do too I I was just we talk about it's that our point we have everybody I don't mind going but I will tell you Sean was the one that asked me not to come up tomorrow because he didn't think that he'd be getting meetings with Senate President maybe that's changed now we've got it's on the list you have a 15minute meeting but I will tell you I've already met privately with the not with the Senate President but with her office M and I've also met with Cooper and I also spoke to the Community Affairs committee I I think your knowledge your Brilliance your persuasiveness if it's nothing else but the 15-minute meeting could be well worth it I think shic prepping all our pick from prepping all our state legislators to know how important this issue is because this can be the only thing that we talk about far it can help us through the next week of committee reports as this thing gets done they're going to need to be experts too so the better you can help them happy to talk to anybody but I will tell you what Sean has advised me he said part of our problem is that pass the only one complaining about this right that's right and I would say what hurt us a lot when I spoke to the Community Affairs committee fac got up right after me and said or right before me and said we're fine with the bill as is so I brought it up at our legislative meeting not I got no support our legislative executive conference um I talked to Mayor cter I was an event um Friday night and I I said how are you doing with live local you know it's going to kill us because she's like shocked she said well we we only have the one they only have one application but I think but I think they don't know what's coming apartments that are on board here that are already in and I think they're they're actually redoing portions part of the glitch bill is is making clear what the standards are for substantially renovated or modified I think there what they did in the glitch bills actually made it a little worse for us because correct right now the tax exemption only applies to newly constructed within the last 5 years and now they said even if you substantially re rehabilitate an apartment complex you can also get the tax and that's and that's and that's key to all of this now just just so you know i' I've brought this up at County Manager forums at at fac actually on that one call on Friday aola County and I think I've passed along hopefully we got some information on that but people that are task force local task force it's affecting everyone a little differently but I think that this this ADV valorum threat now seems
3:59:28to be catching some people's attention and so we we I'll I'll beat the drum through my circles obviously but fac unfortunately is really not picking up the mantle the way that we I they would well I think part of the problem I'll be honest with you is most of the counties I asked the question of fhfc what are the pasal applications that have been applied for I'm not sure that all the other Counties have done that yeah no I don't know if they know that are we allowed to ask are we allowed to ask fhac or CA what how many applications they have in for Current public record Catherine I mean I think we should get that number some that number we could I asked about Pasco cuz Pasco but can someone call and get us a number for everybody that would be good information for me that's huge we can use that yeah I'll see if I can get the number for how many there are they don't know when are you going up I like that minutes tonight 14 14 theion for a lot of counties being outraged go Hillsboro in pel's County there's remodeling going on in 20-year-old units all over the place yeah and when I think of cities uh and I I I understand there are quite a few cities now who have moratoriums and more looking at them because if you're a little city and you got an apartment complex you're like wow this is really going to help our you know I think the issue is and then they get it come off your biggest issue right now as you know David Engel would point out to you is your rents and these Ami thresholds have reached PTY and so it's an increase now it's now it's cvy and to think that his rent will go up to well it's like insult actually according according to the guidelines you could have a 22 at $2,370 would qualify as 120% Ami there you go when you look at the value of of that particular property at wesa Chapel Boulevard 56 mhm that property is that's another number we use that's what's meant to bring in quality Revenue to the county now it's at a discounted rate it's what it could have been egregious what it could have been and what it could be if it's lived local well I I it's actually in there yeah so it's so right now that department complex is just last year dat a little over a million dollars in property taxes so if they got the 75% tax reduction it's I think it's close to 800,000 in savings 800,000 in Lost tax revenue for one year to the account well it affects the school board yeah it affects Swift M yeah they did not know by the way they're going to talk about it tonight they did not know that this affects them never heard of it have no idea so I did send them a copy of my draft demand letter to Betsy cun so they arew I also send it to the Sheriff's Office as well yeah I just sent Davids to the sheriff cuz I'm trying to get the sheriff's Association but again if you only have one and you're you got what she say her her budget is two M two billion at Tampa if you have one coming off it's the you know okay we'll figure it out 800 Grand
4:02:33listen you I would I would argue back even to to the peers is when you look at it as a as a Net Present Value Catherine our budget's the same as tampus your budget here in this county is the same as but we have 14 and they have one application it's not catastrophic to them correct yet that they know about well that they know about but even even look at two complexes costing 86 million dollar worth of Revenue loss to the school board and to the general operating fund it's I mean does that put us in the negative in our general we it would not put us in the negative but it would certainly that those Topline numbers will will fall I mean every time your Top Line drops you have to make an adjustment somewhere yeah the one advantage we got from apartment complexes is they don't have homestead exemption okay correct that's the one benefit we get from them but if they're exempt under live local you lose all that benefit re yeah Mr may I mean I I think we need to put get that information that Cath commissioner starky just mentioned let's find out who else has got these projects that are listed already I think if we can show the economic impact on just what we have in front of us and we can kind of say look they may be testing us first if they succeed here oh yeah they could come to your county your county your C my guess is they have filed again I only ask about passport because is sho I'm suing okay but I my guess is they're applications that have been filed Statewide well that's why we want to find out I we will try to get that all right so and I just was texting Sean about having you go up there but haven't heard back yet um so we'll we'll have the discussion afterward about having you go I'm glad you're going up next week but again I think this is such a critical thing for us that the education of every one of our state reps is critical and I think every audience you get with Senator pumo is something we need to try to take advantage of that information that she's asked for if we have that as well it could lead to a great conversation for it we can stimulate fac to say this could happen in your town next or your county next you got to save Florida what Hernando County told me they're doing um Jennifer mozer helped write it an ordinance which I don't think is going to save them is they've identified where they want them to be and said if you come here we'll be friendly to you um but I think it's going to preemption glitch bill so yeah I don't think that'll save them but supposedly they have this uh come over here we'll work with you yeah that's well the most insulting thing of all this in my opinion legally is they did they did all this saying this was a charitable purpose right that's how they made it constitutional was they said these apartment complex an act of Charity home charity to my legal opinion is that's not an act of Charity but see what is cedo an attorney isn't she an attorney
