The board approved several assessment rate changes at its September 5 meeting, including a $7 annual increase to the solid waste disposal assessment and a tipping fee rise to $91.25 per residential unit, representing year five of a seven-year plan presented by Solid Waste Director Justin Ressler. listed as online now okay uh the online person would be rusiana sydneyski I apologize on the pronunciation yes there you are go ahead please um I think increased of Assessments okay okay that's right okay all right thank you is there anyone else here in the United States to speak to item P1 okay it's hearing none we'll keep it on consent if someone raises their hand we'll go ahead and pull the item for the next one item P2 do we have proof we have proof in the Tampa Bay Times published August 9th 2023. okay cars at Pasco County Florida establishing a final annual non-advolorum assessment rate increase and adopting the final non-advralural assessment role for the Williamsburg West Municipal service taxing unit used to establish the budget to fund those activities previously approved by The Advisory Board of the Williamsburg West mscu we also have a presentation available if needed any presentation needed from the board okay is there anyone here to speak against this item anyone on WebEx none other than one person we spoke to okay right so I guess that's a consent agenda so I'm over I'm over approval of the consent agenda both items second all in favor say aye aye thank you um you'll you'll need that by roll over I'm not doing any remotes we just got three people here okay gotcha never mind all right okay Adam P3 good morning Mr chairman members of the board Justin Ressler Solid Waste director P3 is a resolution by the board of County commissioners of Pasco County Florida establishing annual disposal assessments tipping fees and other rape fees and charges for the solid waste disposal and resource recovery system so this is your five of our posts seven year seven dollar annual disposal assessment increase designed to support the significance waste growth that we've seen in the County maintenance repair of our Capital assets and I will highlight this plan was developed prior to a lot of the inflationary impacts that we've seen as a result of the covid-19 pandemic I think one thing that's the real credit to the board is a lot of these smaller rate increases that put the fund in a good position and prevented the rate shock that you're seeing a lot of areas throughout the state so also some pricing here in a little bit in terms of what other municipalities are paying for their all-in waste disposal costs so next slide this year we're proposing consists of non-abalorum solid waste assessment by seven dollars and the Tipping fee by 639 that would result in a proposed tipping fee of 91.25 I proposed residential assessment for eru appointed College

so here's an example of what the 2023 the current rates are in the area for Waste Disposal and this shows where the proposed rates for Pasco are this does not take into effect any proposed rates of other municipalities in the area as well so I wanted to highlight that with that the department recommends improving the resolution establishing the proposed annual adjustment disposal assessments tipping fees and other rates fees and charges that under solved waste proposal and resource recovery system and authorized impairment to execute two original resolutions direct records to distribute set forth in the distribution session and authorize the County Administrator for designated assign the final role certification authorized staff to release the role and related information the property appraiser and tax collect Mr chairman for the record uh we do have Bruce publication of this matter in the Tampa Bay Times August 2nd of 2023. thank you very much uh Justin thank you very much for the presentation this has been a long time coming for the board to slowly get up to where we can fund the new waste energy plant um I know we're looking at some great creative things to try to like cut the funding down and get as much Federal help as we can and I think on today's agenda we also have a presentation that you're going to talk about the long-term agreement with covanta to keep going uh I think what it does it saves a lot of landfill space the creating of this will save us from sending our trash out somewhere else paying extra fees where we can actually keep it internally and help us grow and maybe even take some others in until we get to our full capacity so I think you've done a good job with it in the comments you nailed it and you had that person online uh yes Miss zinetsky yes hi um I guess your procedure strong and everything this is my first time um commenting on in a public setting so um I um your name and address please ma'am it's Rosanna 1141 Oak Meadow Point New Port Richey thank you okay um so I live in a gated community called um and we pay for our wage disposal additionally um well all of us and we have our own um we're not part of a I guess the waste disposal of the cities where you get the sewage and everything everything is on a property and we do pay very high taxes as it is so I would propose that we don't increase our taxes any further and that's all I have to say okay thank you very much you may want to explain to us through her Association I was gonna have Justin do that okay your garbage taller every month is for the collection uh the assessment rate that's being proposed today is what happens once it's dropped off at the at
