The board elected Commissioner Mariano as chair and Commissioner Oakley as vice chair during its annual reorganization, both unanimously. Commissioners approved an economic incentive package worth $983,000 for Gary Plastics Packaging, a New York-based manufacturer relocating to North Pasco Corporate Center that will invest $66.4 million and create 555 jobs over three years. Withlacoochee River Electric Cooperative presented a membership refund check of $336,298.80 to the county, and the board passed four resolutions recognizing county personnel and community partners for Hurricane Ian relief efforts.

13:54citizens are given the opportunity to comment on any current or future agenda item coming for the board and on other business under the board's purview today's public comment will be handled as follows first we will take public comment from those who are here in person then we will take public comment from those who have pre-registered for a WebEx link and are currently on the queue we request when you address the board comments are not directed personally against the commissioner or team member but rather directed at the issues this provides mutual respect between the board members and the public after stating your name and address and address for the clerk a three-minute timer will be activated after two minutes a single beep will indicate you have one minute left when your time is up two beeps will sound and you should close your comments WebEx participants will be disconnected automatically when their time is up Madam Clark do we have anyone signed up for a public comment we do Mr chair we have Dixon Phillips followed by Walter McBride followed by Glenn stambro thank you Dixon Phillips address is protected there you go good morning Commissioners my name is Dixon Phillips I'm the District representative for iff local 4420 Pastor kinds professional firefighters first I'd like to take this moment to welcome new County Commissioner Gary Bradford New County Commissioner Seth Weightman new County Administrator Mike harbala and assistant County Administrator JJ Murphy welcome and we look forward to working with you all I also want to acknowledge the members of our special operations program that are here today that left their homes and their families to help the areas affected by Hurricane Ian thank you according to the State Fire Marshal's Office in 2021 out of all the fire departments in the State of Florida Pasco County fire rescue in the third most EMS calls in the state this is no surprise because Paso County fire rescue saw a 16 increase in total call volume that year and those numbers continue to rise in 2022. with that in mind our local anxiously awaits the opening of fire rescue station 9 which is scheduled for later this month however station 17 which broke ground on June 10 2021 is not projected to be completed until the earliest August 2023. we need stations to be built faster trucks like rescue 223 and 226 to be put on the road faster and for our firefighters to stop leaving for other fire departments in the year 2022 alone we've had 49 resignations and that number one data Lee grow before the end of the year driving today we received another resignation from a new hire you must ask yourselves why are your firefighters leaving the answer to that is simple quality of life
16:40pasco's firefighters work 208 hours more per year than almost all of our neighboring fire departments if you march that number out over a 30-year career that means the firefighter that works in Hillsborough County work on a truck 2.3 years less than the far far that works in Pasco starting in April 2023 that same firefighter in Hillsboro will be paid on average 20 percent more than firefighters in Pasco Pasco County firefighters have not had a health screening or physical since early 2018. even though the collective bargaining agreement states physicals were to begin in 2021 Paso County firefighters have not had a Physical Agility Test since 2016. this County denies job-related cancer claims but it has done nothing to ensure that our firefighters are healthy and in good physical condition we scratch our heads and wonder why we lose 20 of our new higher class before they even step foot in the door how are we supposed to retain or recruit when the number one international publication in our field Firehouse magazine writes a story about Pasco County's Board of County Commissioners approving up to 85 thousand dollars to fight a state mandated twenty five thousand dollar firefighter job-related cancer claim would you work for a business that did that to their employees I don't bring these issues up to attack anybody on this board or anybody in this room I bring these issues up because they matter their facts and we as a union want to work together to fix these issues and truly make this department premiere we are willing and excited to work with not only our new but also our old leadership that is in this room we look forward to the day where we no longer have to pack the boardroom with yellow shirts but until then we will be present we will be active in the community and most importantly we will keep the citizens of Pasco County safe thank you for your time and I look forward to working with you all in the near future thank you Walter McBride good morning um I would like to Mr McBride you have to state your name and address for the record first and then you can proceed Walter McBride my address is 10210 Miracle Lane Newport Richie thank you sir um I would like to know what can be done um from you all to emphasize bringing in a higher quality of new businesses to Pasco County we're we're drowning in car washes Dunkin Donuts McDonald's we need some higher end restaurants some higher end businesses places to go things to do around here Pasco being a second-rate po-dunk country County to me is a thing of the past we have people if you follow the news and I don't want to get into a political discussion but we have people from all over the country moving to several States one of the states that is at the
19:37top of the list is Florida people from all over the United States are moving to Florida these are not uneducated unskilled workers these are high-end people with jobs with education and with money to spend that they just sold their house from somewhere else and have the funds to move here I live in the reserves of Golden Acres there are people moving there from all over the country that just pay cash for whatever the price of the house is and don't even miss a Beat people getting are getting discouraged in Pasco County because of the lack of amenities the lack of quality businesses places to go restaurants and and I don't understand why we keep approving car washes Dunkin Donuts McDonald's when we don't have a balance of better quality businesses and I implore anybody who has the wherewithal to do something about it to do something about it and upgrade our community to what the most of the citizens are actually all about that's my request Mr chairman I I just want to say I agree with you 100 I I try so hard to get some of the the uh family-owned restaurants in Tampa to come take a look at us I will say we have a couple new restaurants about to open but put your name uh with my staff and maybe we can start a petition for some of these folks to say come look at us in South Florida and there are so many restaurants that are similar but a notch or two or three better than what they have in the past that could serve as expansion here just like what you're talking about yes we could talk about that for a long time and I'd be happy to talk with Mr McBride what some of the things we've done and how zonings affect properties that can come in but we can't control what the private Market does but I'd be happy to talk with you about it as well yeah okay how do we do that um we'll get in touch with you just leave your contact yeah my assistant's right there calling right beside you know we don't have a dialogue going back and forth exactly all right Mr Glenn stambo Jenny I think it's Smithson and Ken muckenfuss is followed Glenn Stambaugh 45-73 Ontario Drive Newport Richie and I guess I'm here because I have a complaint I've lived at the same place for 37 years 37 years I've had to drive through water to get out of my own driveway every time it rains and it's getting a little disgusting actually when I moved into the place that I lived I walked through the fields because there was no not many houses there at the time but back in the field I found all these big pipes they were supposed to be put in our neighborhood for drainage when they built the
23:02neighborhood the county never followed through on any of that I guess they never done any inspections because those pipes laid there until they just disintegrated and I think there's two drain places in our whole neighborhood so it's just disgusting that our tax structure is the same as everybody else's but we sure don't get much of a help out there at all and I'm I'm asking that you do something about our streets and our drainage I thank you very much for your time okay and before you go Branford would you talk with this gentleman anyone else we've had in this County other than Mike Carballo Maybe Jenny Smithson Jerry sorry looks like ends good morning congratulations to the new commissioners and to the new chairman I represent one of the founding fathers of central Pasco sorry you have to state your name and address for the record and then you can pursue I'm sorry 4411 Edith Street New Port Richey Florida Ed your name for the record Jerry Smithson thank you one of the founding fathers of central Pasco and Gulf railroad at Cruise Lake Park and we have grown tremendously over the past number of years and recently um unfortunately things have happened with the parks department and I need to talk to somebody so we can get some of this stuff straightened out because I hate to see Central Pasco and go for everyone go away it's such a benefit for the parks department for the community here for underprivileged kids and families so I just need to talk to somebody to get some stuff straightened out okay and I was there for the opening day that many years ago was a phenomenal amenity that we love to see keep going on if you would Kathy okay Kathy and Keith first Kathy and Keith Wiley in the back thank you very much we have a picture of your daughter on our my granddaughter rode that train in fact that picture's still in my office Ken muckenfuss my name is uh Ken muckenfuss I'm 2207 Deer Lane in Zephyr Hills this is in reference to the zoning Amendment for Deer Springs it's a subdivision that is planned or supposedly going to be planned for the Crystal Springs Colony area uh they have left out of their uh proposal any concern about where state road 56 is going to go through this property it's already on here said this is a route and it's not mentioned in the proposal at all and it's going to happen sir sir that's a public hearing this afternoon after 1 30. the the if you're talking about the
26:37Deer Springs and PUD yeah board is going to take that up this afternoon okay at 1 30 here well then thank you very much thank you last person that I have signed up in person I have Ashley last initial is a it was it's going on foreign I live off of 6814 Lassen Avenue in Newport Richie outside the incorporated city limits I don't understand why we have a new Port Richey city hall meeting separate from Pasco County board meeting when Newport Richie has nearly 200 000 people there are a handful of City members that represent the face of Newport Richie but only sixteen thousand of us are supported by the city hall members Newport Richie makes up nearly a third of Pasco County yet the bulk of us are disregarded at these city meetings Newport Richie should have a city media that represents all of New Port Richey and not just the downtown golf cart limits this is a lack of real citizen representation for the bipod community lbgdq and marginalized communities the majority of New Port Richey is being represented represented on a bi-monthly County board meeting in Dade City over 40 miles away at 10 A.M on a Tuesday this isn't representative of the city and its people Newport Richie has grown significantly as well as surrounding towns and I think we the way we represent Newport Richie's people needs to be reevaluated there are many major issues with New Port Richey and Pasco County Police corruption where a Citizens review board would be beneficial there have been several national news stories about police corruption here there are concerns about predictive policing lying to the courts disclosing until the hate groups tampering with evidence profiling police brutality anti-Semitism racism directing hate groups to activism harassment aggressive policing of Code Enforcement issues romantic relationships between board members and police and inappropriate exchange of text messages about citizens violent crime has accelerated each year Naco posted a picture in the past of criminal of the day which included a crew member grabbing a black man by his dreadlocks while he was crying so that he could blog about it to intentionally humiliate him the maiden of inappropriate remarks about a pending investigation these are not police officers who care about the well-being of the people of our communities how are we going to rely on corrupt police officer to tell the truth at least 11 citizens review boards have been established in major Florida cities as well as over 200 200 boards Nationwide they have proven to be very beneficial to both the police and citizens I'm requesting that you establish one for Pasco County and Newport Richie or one of the other there have been enough significant complaints represent presented to Warrant this to be evaluated I also request that you implement better records request
29:39Management Systems so that people who request records can get the info quickly in a reasonable price on another note please stop forcing people to disclose their address and then post it on County and City websites this is modern day doxing the Florida state constitution in a case that every person be let alone from government intrusion you're opening your citizens up for harassment I know proud boys and news crews have showed up at colleagues of mine house and have harassed them and um we don't owe you anything you don't need my address there's no need for you to post my name or address on a live streaming feed you ask for this info on a sign up sheet and it can be easily kept private unless requested for an appropriate reason I think you should announce your address before you speak from now on or we can just post your information on public forums like you're doing I request that you change us for the sake of the people thank you and that's all that I have signed up I don't know if there's anybody else okay anyone from the public that's in the audience today would like to speak and address the board I think you have one person on what x okay we have one person on WebEx yes Deborah Newman we are going to elevate you just hold on one moment we should be good to go if you want to unmute yourself and state your name and address and then you may proceed hi good morning County Commissioners and the president my name is Deborah Newman as far as my address that's why I am asking your um for your attention today currently I'm residing at 16654 U.S Highway 41 in Spring Hill in an RV Resort I would really like to be living in the property that I purchased that is located at 17913 Greensboro Street in Spring Hill um I luckily uh well the last three years in a nutshell um became an engineer sold my home thinking I could buy a piece of property and live in my RV while I'm building my house because I see that all around the county while I was searching for said property which after many failed attempts by being able to buy it from everybody coming from out of the state with all this money um I could not procure a piece of property in this County and finally by the grace of God about a lovely acre in Spring Hill um and I see RVs on properties all over at the county um thinking I do the same while I built my house but when I went to permitting found out nope I cannot do that so um I'm a teacher I don't have a lot of fun um I I'm comfortable I'm planning for my retirement and all that stuff but I'm paying 750 a month for an RV app now abilities when I would love to have a what actually conditioning you for is to consider a special permit allowing temporary Habitat housing in an RV um on a non-hoa property I have over an
32:50acre and um I hear a lot of sorry if I'm boring um and I'm not there in person but I hear a lot of noise I hope you can still hear me um it is zoned um residential Agriculture and my request is to allow temporary permitting to place my RV once they permitted well septic and electric at the place um I can live on my property and put my money toward my my own property rather than paying lot rent to somebody else I have a builder I have a housing plans um we're prepping to go for I've lived in Pasco County for 25 years I've raised my children here in the Lutz area of Land O'Lakes will Atlanta Lakes part of Pasco I love Pasco County um with my job as a Florida virtual student Florida Virtual School teacher I could live anywhere in the State of Florida but I chose Pasco because it's my home and I'm hoping Commissioners Mariano I am in Europe district and the rest it I'm to a consensus here to help Pasco County residents like myself who are now in a housing crisis because of the rise in rent and the rise in home rental fees caused by this influx of out-of-state people with all this money flow we don't all have that blessing upon it I'm just trying to survive I'm trying to get to a house being able to place my RV on my own property while I build my home would be very helpful to me and probably other folks situation okay let me do an automatic cut up on WebEx at three minutes yes okay are there any other WebEx calls no one else is on WebEx we're going to move to resolutions uh rs1 is Rudy Jones here see there he is Rudy do you mind making your way up good morning how are you rooting good morning Rudy I'm gonna read your resolution first and then we'll proceed okay thank you okay resolution number 23-040 a resolution by the board of County commissioners of Pasco County Florida commending Rudy Jones for 32 years of dedicated service to Pasco County and congratulating him on his retirement whereas Rudy Jones began his career with Pasco County on May 21 1990 with the Parks and Recreation Department and ended his career as a maintenance technician for with the facilities management department and was during his career with Pasco County Rudy has earned respect from All County departments including fire rescue Court Administration the property appraiser and the Pasco County Sheriff's Office Ann Raz using his Proficiency in many different trades Rudy worked diligently on many of the County's buildings and structures to ensure all Pasco County team members were working in a safe and healthy environment Anne Raz Rudy often worked Beyond his standard scheduled hours by working late nights and sometimes into the early morning even when on call to make sure that any issues within the County facility were
36:20resolved safely and efficiently and Raz Rudy kept the County's generators alarm systems and elevators running by coming in to work early to ensure that Daily Business would not be disrupted and whereas on October 7 2022 Rudy officially retired from the Pasco County facilities management department and is a greatly missed dedicated team member who took pride in his work exemplified professionalism and was a great friend to everyone who worked with him now therefore be resolved by the board of County commissioners of Pasco County Florida that said board hereby commends Rudy Jones for his 32 years of dedicated service to Pasco County congratulates him on his retirement and wishes him all the best in his future endeavors done and resolved in regular session with a quorum present and voting the sixth day of December 2022. move approval thank all in favor say aye aye thank you welcome um you I've noticed you for the past six years because I've been around here and how you worked in this boardroom and they call you the king of the boardroom I guess because it seems like when we have issues here it gets going and and nobody really notices it too much other than yourself and some of but I'm sure that all of us appreciate all you've done here in this boardroom and here for the county in their 32 years um amazing job and looks like to me you could still be working here but you don't have to quit now so but uh I know you've got things you want to do but when you get tired of those things come back and see us thank you very much more than happy to have you back thank you yeah definitely a familiar face around here and we you uh we will miss you and we hope you have a wonderful time in your retirement and yeah come back around thank you yeah Rudy you were your dedication to have everything working here all the time anytime there was a slight problem which wasn't too often it was nip and fixed real quick so what you did all your prep work ahead of time really paid off in great service for us uh greatly appreciate you got a great team behind you I'm sure they miss you too and I'm glad to see the supporting here today as well as we do thank you very much sir Mr chair may I say something so I actually wanted to vote I on this it was really hard not to say hi Rudy ever since I've been with the clerk's office and that's going on 15 years now you've always been there so he has just been so amazing to work with in in my office I'm going to miss you my team is going to miss you I can't believe we're going to walk around the halls and not see you anymore or I haven't seen you in a little bit but I did give him a hug on his last day I'm glad I got to see you but I have got to tell you every time we've had some some things going on in the office you're right there you come up with amazing Solutions and you're just study and calm
39:15and I just want to tell you how much I appreciated everything you have done for our office and congratulations and I hope you are enjoying retirement you've certainly earned it thank you very much that means a lot thank you foreign I just I just like to thank all the Commissioners and Nikki and Jeff and I ain't for letting me work beside all of you and congratulations on the new Commissioners jack in your position okay Mr Oakley your position and a couple of special things I want to say one is to Mr Eric if you don't mind me saying uh Mr Eric has been a a a blessing to Pasco County especially facilities and I remember a statement you said A very wise man told you one time when he made an officer that there's certain people there's two types of people one that has to salute you and the other ones they want to and I think on behalf of facilities in Pasco County we all want to salute you and say thank you for your heart thank you absolutely now he asked Peter to come up please you know really hiding back there yeah the partner in crime over here yes yes another great sermon right here yeah good morning sir good morning I just want to say that I think over the period of years that we've worked together we've had what 50 36 some people in your position I think it was 34 30 35 and out of all that you've been the awesome and the best supervisor that the person could ever have on my behalf and Facilities I think and I just want to say thank you and I love you like a brother thank you but um here you go I know everything I'd just like to thank the A-Team facilities showing up from my behalf and everything means a lot thank you very much [Applause] maybe y'all want to stay behind it and Rudy's team come up we're going to take pictures with you in it come on up thank you it's tough when you see familiar faces oh my goodness is that fitting are they fitting I mean he's all the way over there [Music] thank you [Applause] thank you I don't know [Music] Rudy [Music] you want to stand up I've heard everybody right here great thanks thank you [Applause] forgot somebody said but actually he he wants to thank all the support staff and all and how the board appreciates all of the staff and employees work for the county because we do support do a good job of trying to get towed a lot of times how good a job but you are right on top I take you over any staff I've ever seen
44:59before so and I know the board will feel the same way absolutely we have Sheriff knock on the audience so we're going to move right to our S5 come on up sir Okay resolution all right Sheriff not going to go ahead and read the resolution first Okay resolution number 23-026 a resolution by the board of County commissioners of Pasco County Florida recognizing the Pasco Sheriff's Office Deployable Emergency Response Team for their search and rescue efforts in Lee County Florida in the aftermath of hurricane Ian whereas on September 28 2022 hurricane Ian made landfall in our state the event caused severe destruction and Devastation throughout Florida and whereas hurricane Ian made landfall as a category 4 hurricane and was the deadliest hurricane to strike the State of Florida since 1935 Labor Day hurricane and Raz the Florida Division of Emergency Management and many neighboring emergency responder agencies including the Pasco Sheriff's Office Deployable Emergency Response Team aided the residents of Lee County and Raz the Pasco Sheriff's Office Deployable Emergency Response Team and the Federal Emergency Management agency task force members aided the communities that were most devastated by Hurricane Ian and Raz in the immediate aftermath of the storm the Pasco Sheriff's Office Deployable Emergency Response Team deployed Urban search and rescue assets to assist in finding and recovering survivors they utilize canines and drones to find and assist individuals who were trapped under debris and damaged structures and whereas their team members were deployed to provide relief to the local law enforcement agencies that worked Around the Clock in the recovery efforts and Sheriff Chris Naco focused on aiding our neighbors in the South with minimal impact to patrol operations in Pasco County now therefore be resolved by the board of County commissioners of Pasco County Florida that said board hereby recognizes the Pasco Sheriff's Office Deployable Emergency Response Team for their hard work and dedication to rescue efforts in Lee County done and resolved in regular session with a quorum present and voting the sixth day of December 2022. second all in favor say aye aye and Sheriff um I tell you we have a series of resolutions all about the the storm whatever but I want to say that uh my rotary District 6950 of which I remember Newport Richie rotary together um they told me about how they're going to load up four truckloads of food ship it down and we went out there on a Sunday at Moss Nissan and kind of went through and loaded the whole thing up and then they told me we're going to take a trip down to go see it and then as we went down um was Troy Stevenson a few other guys and we went through and we drove down to a couple of different spots dropped off some trucks and then they said do you want to go see what your Sheriff's unit's doing down in the Lee County down right in Fort Myers the heart of it all
48:00I said I'd love to go down there so we went down there and uh I get to meet your upper staff I get to meet you at the Lee County uh Sheriff I believe this the appointee that was down there they gave me a tour of the the college that you guys were at staying in the some had pretty decent accommodations and I think the locker rooms and the others were like under bleachers meanwhile the whole wall of the floors of raw protected whatever I'm thinking we can do better than this right so I talked with the crew talked with them and I asked them to put a whole series of recommendations what we can do better because I guess I'm the sheriff white white this started you've carried this thing on that these guys have been elevated to to being the first out there to help anyone in this in this whole state which is phenomenal for the State of Florida so I appreciate you doing all that and I want to like reach out between what we can do here at the county but as well as maybe if I need to get with Kevin Guthrie obviously from here before um show our governor DeSantis would help out too but we can put a better plan together so that we get great people like your team that was out there that would give you the support that you'd have to go out there and take care of people on such a dire circumstances no I appreciate it Sharon actually we wrote that letter we have a letter sent to you uh with this right so appreciate that recommendation um if I can real quick I want to go back because it's always exciting coming to the board meeting because you never know where you're going to hear and so um just some points earlier which that citizen came up here I don't think she's aware that we do have a citizen advisory Council so she's probably not aware of that uh she's probably not aware that we have reduced crime over the years and now we've been winning all these lawsuits so and that Newport rich is a separate jurisdiction that's a city within you know the county so you have a new Port Richey address but it's not in there but unfortunately don't let facts get in the way sometimes but those artifacts acts um the other one too is Mr chair I appreciate the knowledge um and what you're saying it was interesting we do want to be you know we get out there to help our neighbors because you know as everybody knows that storm was focused here first so you know we got the call from Governor DeSantis you know Senator Rick Scott everybody's saying what do you need other sheriffs are calling and saying hey as soon as that hits makes the landfill we're there and then within a matter of hours you know it shifted and so that's what we want to be that ability to go respond and the one thing is you know I want to thank our deputies who went down there to women and men down there but they're for their families who were here you know those families that are here you know we have to think about them and our family support network supporting them the other one is for the volunteers they said the rotaries the businesses
50:21everybody who went down there to support our members that is so heartwarming that to them it means so much and the one thing that we're doing here now I'm going to applaud the fire rescue along with us they're special operations if you ever get a chance we can all set something up but to come out there and see what we're doing at first with those Rubble Paws those level one female robo piles the far rescue team goes out there our teams go out there and we're working together and Communications you know you can't you can't leave them out of the mix they're so critical but the way Public Safety has been working better and better together each day to come out there and see what happens because God forbid when that day comes to Pasco County our teams are training and we're getting well Advanced and we're going to be ready for that worst case scenario but the thing is what we always remember is just the way we have to support other people they're going to come and support us so and I appreciate that because it starts with the County Commission supporting us recognizing that and when you go down there you saw it had that storm hit us everything west of 19 would have been rocked um absolutely when you see sand piled up above your head and you see the water and it wasn't the wind as much it was the amount of water that come in there I have to say water differently than water but the amount of water that came in it was unbelievable how much it rocked and so that's what I was saying God forbid that day comes but I will say working with fire rescue the Sheriff's Office and Communications we have a good plan and a good team so thank you for that resolutions for everyone that'll be coming up right after if you want to stay you can say but I know you get your team back there as well yeah when we all go down we'll take a picture together all right thanks all right okay thank you yes give him the camera all right folks right here one two three perfect thank you thank you maybe the same here's some of the other situations and if we equivalent to RS3 next RS3 sure we have some people that have to leave so okay trying to accommodate everybody here we appreciate everybody and all the great work they've done so um we're going to move on to RS3 uh as anyone here from rotary District 6950 let's see moss Nissan Big Storm Brewery if you could please come up to the podium and the crumblies are here okay okay yes I see that so I've got Alex Hamilton Alana Crumley Allison Crumley Leah Crumley Sean Houseman and Lori Zeller no one from mosque anyone from Moss Nissan Big Storm Brewery I guess you're representing all of them there you go all right I am is it Alana oh yeah Aaliyah of Aaliyah I don't have that oh Leah okay yes I just want to say I heard you sing
54:14um last week and I was blown away I'd never heard you sing before and you have a special gift and a special talent made me cry but beautiful voice all right I'll go ahead and read the resolution first resolution number 23-029 a resolution by the board of County commissioners of Pasco County Florida recognizing rotary District 6950 Pasco County residents Moss Nissan and Big Storm Brewery for providing assistance to the citizens of Lee County Florida in the aftermath of hurricane Ian whereas on September 28 2022 hurricane Ian made landfall in our state causing severe destruction and Devastation throughout Florida and whereas hurricane Ian made landfall as a category 4 hurricane and was a deadliest hurricane to strike the State of Florida since 1935 Labor Day hurricane and whereas upon learning the needs of Lee County Citizens Pasco County residents immediately responded andra's rotary District 6950 and other Pasco County volunteers accepted donations of needed supplies including equipment food and water and rasmos Nissan opened up their Bay Area locations to accept donations for 49 clubs of rotary District 6950 volunteers volunteers filled four 26-foot box trucks with collected donations and deliver them to the residents of Lee County in the days following the storm and Ras Big Storm Brewery opened their doors to collect donations and supplies to be transported to affected Lee County Citizens and res rotary District 6950 delivered supplies to the Pasco Sheriff's Deployable emergency response teams stationed in both Fort Myers and Bonita Springs and whereas rotary District 6950 also raised nearly 85 000 for additional Hurricane Relief efforts in Lee County Andres private citizens including Alex Hamilton Alana Crumley Allison Crumley Leah Crumley Sean Houseman and Lori Zeller volunteered to Aid in relief efforts and Raz volunteers partner together to Aid and clean up efforts including debris removal sewage cleanup and more Anne Raz Lee County continues to rely on the support of our dedicated volunteers to recover and rebuild now therefore be it resolved by the board of County commissioners of Pasco County Florida that said board hereby recognizes rotary District 6950 Moss Nissan Big Storm Brewery Alex Hamilton Alana Crumley Allison Crumley Leah Crumley Sean Houseman and Lori Zeller for their dedicated work in providing relief to the citizens of Lee County Florida done and resolved in regular session with a quorum present and voting the sixth day of December 2022. move approval welcome and I I guess you're representing uh that whole big group I will I will hand delivered a big storm and Jack you can hand deliver to your rotary um but uh I when I heard what you guys did I was just floored so I wanted to be sure you got added to one of these resolutions and if you don't mind sharing the story of what you guys did um please do so okay briefly because
57:13we're we're humbled we don't we don't even need this we really appreciate it thank you so much and as you know there was a lot of people that did a lot of things but we're just Florida folks who saw other Florida folks really hurt and as Sheriff Naco so well put it it could have been us and it looked like it was going to be so we just um thought you know let's just do what we can because it could be us sometime and we hope somebody if we needed help would come and help us and there was a little story about a a U-Haul that broke down for seven hours on the side of the road and just so you know U-Haul doesn't let Triple A come and fix a tire yeah you have to send the person so it it was an interesting day the first day but um and my son-in-law here he is in the U.S Navy and I'd like to thank him because he took time off from mcdill to go down there and that that's really it we just want to share with your folks can you share what you did down there yes go ahead um we distributed uh multiple products to the Cajun Navy based out of Louisiana started I believe around time of Hurricane Katrina um they administer private boats um they've got they're basically owned Navy to go out rescue I know that he did Wellness checks on victims the hardest hit areas which were mobile home parks right on the coast but the distribute distribution of products was a huge Focus that we wanted to focus on because so many people were without just basic needs like water and food so um and diapers you know things for kids and whatnot so that was kind of what we focused on about fifteen thousand dollars worth of goods down there the U-Haul couldn't handle it so tire popped but we got it all down there and then we did another load too so um and we cleaned up houses and that's the remarkable thing they actually took shovels and helped clean up the houses we knocked on doors the water levels Rose I mean and the hardest hit was 15 feet but even in homes east of 75 they got six feet of water in their homes so that's where we kind of catered to because a lot of the focus was on the coast and a lot of we just knocked on doors and eligibility couples were you know floored when they saw us and we helped them out so yeah well we're very grateful so we have some um some resolutions for you we'll all come down and take some photos [Music] thank you perfect everybody right here that's good thank you thank you thanks again [Applause] thank you and um while we're getting ready for the next resolution big storm also did a a huge Drive I know we've participated at Starkey market and they they just collected tons and tons of stuff and um delivered it down there so I will share

1:07:54couple days ago so I just wanted to say um it is it is just so reassuring to have you available to us in the county you do an amazing job and of course you go into a very hard hit area of our state to help out I wouldn't have expected anything less than you did it with just wonderfully and you went into some really tough areas so thank you for your service not only to us but into the other communities in Florida but also just my gratitude to you for what you do thank you and I want to say uh Mike would you like to say a few words please I know it's I know it's very unusual but I but I think it's so appropriate because the leader is you're the leader Chief behind you so for you to help these guys just like the sheriff helps his First Responders to get on there I want you to say a couple words about how much you think about it as well no I think I would Echo the the sentiment of the board that the team that we have assembled here is far and above uh the best the best in the area uh the fact that we had so many folks that were willing just to step up in addition leave your families go down there and and take care of a hard hit area which I personally have a personal connection to it I I love that area and it's uh it was horrible to see what happened but but we thank you for representing Pasco County representing it well as well as yourselves and your profession so thank you so much for that I think leadership with your chief who's standing behind you so you guys can be up front that's that's a leader right there Chief thank you for what you what you do for these guys and I will tell you from when I first started with commission back 18 years ago uh I don't think you guys were getting the full care that you care support that you did and when I first met with your team Etc learning and more more about what we can do I think every board I've served on especially what we have in front of us here we've put in place to give you guys better conditions better pay better protections every step of the way we're going to continue that for you guys every step of the way so as you guys go back and as you talk to your Crews know that we are 100 behind you we appreciate all the great work you do and and and the great citizens that we have out here appreciate you tremendously as well so thank you for all that you do every step of the way and for making Florida a greater place by going out there and helping our neighbors so thank you all foreign thank you I don't think your words are lost on this group of people the reason that we were able to send all these people down is because of the funding and the resources that we've been able to acquire under Chief kasson's Direction and the board's actions over the last several years was able to make a new ltrt which is a light tactical response team 425 that's the team that went down initially that's the first team that went and those guys are basically a mini u-star team and that

1:17:47career than say thank you to a integral part of our First Responders as I read this resolution it was called a duty that stuck in my head as I read it over you don't hesitate Call of Duty's when the phone rings you go and even an integral part of the response that this County Sheriff fire and your component have done for the citizens of Lee County and I am eternally grateful for your service and I am very proud of you thank you Mr Oakley yeah I'd like to thank you for all your efforts and in that relief effort you did a great job you support them they know it they know you were there you've learned they've learned and you made it through it with with great values coming out of it so and experiences that you will learn from the time in the future when you have to do something like that again but I certainly appreciate everything you've done thank you okay and I'd like to say that the citizens of the county we've got a great team here the help you give everyone is fantastic but is the storm let up and we thought it was coming to us you guys were fully prepared everything was gone through we had the stakeholder meetings the preparation um phenomenal setup so that if it did come here I know we were fully prepared and it's it's tremendous what's happened for the past several years how much better and better it's gotten so your leadership for us is great and for you to share with with the rest of the again the state it hasn't been phenomenal so we thank you all for all your great service um May I Mr stuck yourself so um just like I heard about our Our First Responders I heard great um things about you guys at the fat conference and Kevin Guthrie was there um and of course everyone always raised about Kevin and I I let everyone know we trained him well here in Pasco County so um he says hello to everybody and thank you so much I I you know for everyone who went down there I just am so grateful and thank you for representing us well and for uh your good service I just want you guys to know that as we're setting these resolutions up you see we've got a bunch of them today I haven't we haven't gone this far in many many many years but uh Mr carbella wanted to make sure that everybody was going to be recognized every step of the way so Mike thank you for making this happen as well but please absolutely thank you sir and again I I want to I want to thank the board too for you know commissioner Brad for bringing this forward and recognizing um you know we talk about the tip of the spear right with our First Responders and and obviously having been in the military on my military experience I know that a a small percentage of the force actually sees combat it's it's
1:20:38it's the it's the shaft on that spear that that continues to uh you know make sure that those folks can do their job so management Logistics of the of the incident the operation the things and the value that you provided out there is integral to making sure that everyone can do their job so thank you very much again answering the call and and going out and doing things thank you all right thank you all right any team like to speak no this was definitely a unique experience uh many of our family members friends and colleagues throughout the state have you know questioned it and compared it to the other large disasters Andrew Katrina Sandy Michael and how was this one different uh thankfully we were very blessed that while we were standing up stood up here that we could take care of Pasco County when it missed us a lot of the resources were closer to the impact area that we were able to have that quick response and preparation to help out our other communities these are our friends these are our colleagues that we work with that we see at other conferences they were stood up to where they could respond and help us but we were fortunate that we were able to help them one thing that we noticed is a lot of the emergency management team quite a few of them had lost their homes so while they were serving their Community allowing us to come in they trusted us and turned over their EOC to us to let uh Andrew fossa and myself be The Incident Commander and run their EOC for them while they were able to take a break to be able to take care of themselves in their home so we've definitely brought back a lot of lessons and thank you for your support to allow us to go learn on other disasters so the lessons that we learned there were able to bring back to here to our home commissioner 2x told me he's from Charlotte County that they actually recorded the wind wind gusts well over 200 miles an hour and steady wind over 180. so I mean that's far beyond cat 5. but I guess the the ones that are official were two miles below a cat five I think but um maybe you heard those stories too it was catastrophic there high as you heard from several other responders that you know if it came over here everything west of 19 could have been lost yeah so the team definitely supported and integrated fully into the different aspects of the EOC and 9-1-1 to help give them some relief before we left we were able to help with mass feeding we were able to condense Shelter by able to get residents back into homes or other long-term Housing Solutions we were able to manage resources there's a lot of resources coming into the county and being able to track those and request them from the state and keep Italia on where everything is and what we need to support them was a long long days yeah yeah well thank you thank you so much Lauren when um I went down there to Fort Myers and I looked and a lot of the homes that were there if they were at that 12 foot 13 foot base flood
1:23:51elevation they were in pretty good shape some nuts got still got some hits they were like they would be green at first because there were good and they stayed green but other times they found all the damage had to shut them down some areas were spotty where you could see massive destruction others you know were saved some of it was geographical other was just grace of God so what I'd like to do with your team is to actually let's go take a ride up and down 19. let's go take a look at what we have out there and I want to try to have you guys imagine what we have in place right now for structures compared to what we should be doing because right now with regional planning Council we get that Regional Summit which I hope you guys will come to that as well it's all about being resilient and that's going to come with the construction stands we're looking at raising like sea walls up to a a stronger height than we currently have that's going through in that templates out there right now but if there's other things that you guys can see that we can actually do to help protect our citizens and you know grow more resilient down the road we'd love to love to get your input absolutely we're definitely looking at a safer stronger community all right you want to go down and take the picture we'll stay up here I can be better if up there yeah here he has his [Laughter] from the show and out those wait wait hand out those resolutions [Laughter] is it all of these guys okay I'm not sure yes [Music] looking out for you Gary foreign [Applause] right there happy I'll get it I'm sure okay all right so we're going to go to um a little bit out of order here just to move up um so r92 we have a presentation from Withlacoochee River Electric uh Joe Mariner and his team beautiful the fact that it's a check moves you up in line well we we really appreciate that congratulations to the new commissioners thank you for having us this morning my name is Joe Marina district manager with Coochie electric 21st Street in Dade City and I'm Ricky Goode district manager with Gucci electric 21st Street Dade City you know what the coochie is proud to be based in Pasco County and as you all know we are not for profit we're owned by our membership if Gucci has also supported the communities and we did uh in a big way this year the Education Foundation donated over 1.1 million in new equipment enhance the technology program with
1:28:26Pasco Hernando and Citrus County Schools the phc SC West Campus fundraising was 240 thousand dollars for installation of lights on a sports field a scholarship targeted 110 12K scholarships valued at over 1.3 million dollars estimated about 65 in Pasco County potential uh 780 000 total since the Inception one uh 1211 scholarships potentially 9.9 million dollars something good we also have a foundation called Rec cares it helps folks that have experienced catastrophic events through no fault of their own it's kind of the program of Last Resort in the county since that program's Inception we've awarded 2.4 million we've helped 668 Pasco families also you all know that we are involved with bringing mental health capacity to the county we do more than a regular electric company as you can tell uh working to build housing thank you commissioners thank you administrator carmalla Kathy your team do great work we appreciate the partnership again we appreciate the excellent work and relationship with the board Administration here this year with lacuchi is refunding to the membership 22 million dollars on behalf of our CEO Mr Brown and our Board of Trustees the County's refund is Mr Goody would you like to announce it it is 336 298.80 next time Mr marine and Mr Goody next time we'll have you at 1001 I tell you this this was a very I've been a lot of these very impressive meeting there you have a lot of good people in this County we're very blessed we really are fortunate yeah well I'll tell you what we've we've got the best electric company in the planet as well how you do all those extra things in the community the Investments I mean you didn't even talk about Lake Jovita or in one Pasco Center creating jobs for this whole area uh constantly working with the folks up at Sun West when they they come along as well but everything you've done has really helped Pasco County grow because when people can come in and have low rates like you do which I don't know how you do it uh it really makes the community better stronger and committed so I I thank you guys for the great job you do for Mr Brown all the way down the whole team as well commissioner welcome yeah I'd like to thank you we have a very good relationship from the board to wrcc and Mr Brown and both of you we reach out to you when we need to and you reached us when you need to and we have a good work relationship for that and can only thank you for all that you do in Pasco County so I'm your new um as a new building a new home in Pasco County you are the electorate provider for me so I'm I can tell you it's been very smooth and working with you even in that capacity so I I know our citizens are being taken care of very well thank you

1:36:10you can see up on the screen and in the literature that you have uh the purpose of the Pasco County food policy Council has articulated there the council was established in 2015 which makes us one of the oldest uh food policy councils in the state when we are originally established we were only the second one that was established in the entire state so that's a point of Pride for this County that I really want to encourage the County Commissioners to take ownership of this is your baby we're doing it in the connection with your leadership and you're caring if you look at the screen you'll see a number of words up there maybe you get a chance to read them but I do want to call attention to three terms that are relevant to what we're going to say today one of which is the word resilient it says supporting an equitable resilient local food system in the county we are very interested in developing resiliency within the county which as of right now with all due respect we don't have we also are working to cultivate a local food system which again with all due respect is something that we don't have the vast majority of the food that can is consumed in Pasco County is imported it's imported from other parts of the country it's imported from other parts of the state and imported from overseas so to the degree that we can localize the system we're all better off and we're stronger for it and then finally the last line the very last line on this purpose sheet you'll see is produced in the county to the degree that we can begin to produce more of the food that we consume here in the county the better off we are I'm going to turn it back to Sinead now and the way we do this is we do this through connecting our different organizations and groups that are here in our County we do connecting Economic Development our food security efforts we do the presentation as well as enhancements of our Agricultural and environmental concerns we work on supporting other groups and groups that are here in the county that are doing the work that they're doing for every day and find ways that we can bring that back here when we look at policies and look at different issues and we review legislation different legislation that comes in from the state on the federal level as well as on a local level the regulations that we hear on the local level don't talk about the last two very good thank you suneen yes the last two items I aren't quite quite critical to the work of the council and to the work of any food policy Council we are recommending body obviously we have no power No Authority on our own we're only as good as the County Commission is in accepting the proposals that we bring forward and as many of you know we have brought forward proposals in the past I want to focus on one of importance which we're going to talk about maybe just a little bit later and that is the recommendation that we made to the Tampa Bay Regional planning Council regarding the resiliency plan you will note that
1:39:01in the resiliency plan of the Tampa Bay Regional planning council is item number eight item number eight deals specifically with the food system were it not for the Pasco County food policy Council item 8 would not even have been in the resiliency plan we made a recommendation to the board of County commissions that they go to Tampa Bay Regional planning Council and include item number eight which they did together with the support of the City of Newport Richie which also backed up the county in that recommendation so item number eight when you see it I think sunid Will Show a slide on he might even have a copy of it uh that was largely the result that was largely the result of the work of this uh of the of the food policy Council with the support of the board of County commissions I really want to stress that without your support it would not have moved forward once that got into the considerations of the regional planning Council our food policy Council was invited to include further items to include in item number eight to strengthen the local food system so that recommendation was powerful and important and again a point of Pride for this County coming out of the Pasco County food policy Council that item that activity ties in directly with the idea of informing educating and communicating and that's what we're doing here today and that's what we're ready to do anytime anywhere with any group that wants us to come to speak to them sunid and we can't do our work our fabulous work I'd say without our fellows group of folks and members um we have members that come from different backgrounds like Dell Academia um our farmers markets we have our health department that's involved we have our icos group we have our Grocers and other Distributors and then we'll go through the whole list we'll be having an order in order to do this work which has led to some of our accomplishments in the past that Dell has minted towards and in some of our accomplishments includes being the first one going to have the urban agricultural ordinance that you guys have passed that was amazing work that we said in the past as well as our school systems assessment that we were able to understand on a local level where are we when we're coming to talking about how are we generating and what are we taking purity of food and that was really seemed to be very important during as we're trying to figure out how do we make sure people receive what they need in order to continue on and all of this is being done of course with I believe a budget of how much zero so um this is really a volunteer organization volunteer body which I would just know would benefit from a little bit of County support in terms of funding to push forward with some of these powerful initiatives which only makes the county look brighter more powerful and more brilliant to folks that may want to move here as well as to
1:41:58the residents who are already here we have up the last item on there with the regional residency plan I've talked about that a little bit further I don't want to go into any more detail on it you have the information on item number eight up there Sunita I think it's still up there for the folks that are watching uh goal number eight in the Tampa Bay Regional planning Council resiliency plan again is largely the result of the work of your Pasco County food policy Council and your support so thank you for that and again to put a point on it again what we're stressing through item number eight in the resiliency plan as well as our overall work is the localization of the food system and the reduction of imported Foods coming into Pasco County to the degree that we can be successful at that we will make a real difference in the Pasco County food food system these are the past activities that we've done and re-prioritizing our goals especially because our pandemic had changed pretty much how we were approaching things it helped us look at new ways new ways and new issues that were happening within our County in order to and also seeing the gaps of what we had as existing and where we needed to get to we also have been participating with the comprehensive Plan update as well as other review updates that were other plan updates that we have here in the county um I'm not going to talk about everything but I'll also talk about a great partnership that we started off with usf's Urban food sovereignty Group which has been really important to us because we pay this pivotal role for Pasco other groups have different groups coming from other places but Pasco is our fpac board that's being able to speak for Pasco in order to talk about the food system and lastly I'll talk about our continual participation with different Community groups and like I said that's what makes us strong these Partnerships make us strong and that's been really good when we've been talking about just our we have a network that we work with with Tampa Bay Network um of to um to feed the hungry as well as what we just talked about with Goal eight was Tampa Bay Regional planning Council management planning committee good thank you suneen uh and uh thank you all for your time to conclude our presentation I do want to note under the current initiatives items that may be coming to the board of County commissions for your further review and reflection one is the work and the recommendations that we'll make on the landscape ordinance also the proposal that is on there which is the fruit tree list which is the inclusion of fruit trees in the list of of trees that can be planted with new developments or as replacement trees for ones that are removed that would make a big difference in terms of localizing the food system for the most part we encourage folks to plant non-fruit bearing trees ornamentals many Exotics folks trees from other areas
1:44:54if we planted fruit trees that would also be a ready source of food but that's just one item where the County Commission could be of help to what we're doing to the degree that you find it possible we appreciate whatever support that you can share with rhetorical support which we always have and we're thankful for that but also financial support if that's possible again to conclude what we're stressing is the localization of the food system and the reduction of the importation of food from other areas for our food system thank you very much and thank you for your support all right thank you commissioner oh thank you and I kind of caused this to get started how long ago we were started in 2015. 2015. I'm so proud of all the work that you're doing and um you know we have a a really good partner in the AG commissioner so we got to make sure he knows what we're doing and how we're leading leading the way on this and um uh again uh and um one of the things I you and I have talked about Dell is developing agritourism I know when I go visit my family that's uh stationed in Fairchild Air Force base in Washington every time we go we go on the agritourism we get there's a brochure and we go visit the farms and we go pick apples and cherries and peaches and we do it every single time so uh I think agritourism has a place in our County and I want to continue to to support that yeah and I'm glad you brought it forward from 2015 and the great work you're doing with it uh Colleen leaving my assistant she was at the presentation that you guys had done a regional planning Council you did a very good job there uh the speakers I think that came right after you had a really a couple of really good ideas that I think we have land that we can use on a couple of fqa properties that could work with starting that conversation so I'll share it with the rest of the board as well and then if you would get with commissioner uh I mean uh Colleen my assistant and she can kind of she'll get you in the loop to that when we have a meeting up and you can bring everybody to the table and have a good dialogue about it commission Mariano uh one more thing and I would love for you guys to compile a list of products that are made here right I can tell you um at Starkey Market we you know we try and carry the local stuff and I don't have the whole list in my mind right now but we do sell the Providence beef that is fantastic it's local it's grass-fed we carry um goodies no not key lime blasphemy the the Frozen kumquat pie the official pie of Pasco County and they're salad dressing and and some other local products that are made made here so we really want to um everyone to promote um to buy the local Pasco County products yeah we're all for that commissioner Mariano I think we have that meeting set up too for the folks with the um I think it's a dynamic project that they're

1:51:12Academy which starts in Spring 2023 about mid-march so if you want more information you can go on to our website thank you thank you congratulations everybody and commissioner Starkey this was your brainchild from years ago was a great idea and it's great to see so many people that love this course yeah I mean where else do you learn um what local government is and what it does and I I'd love to hear some of your comments um briefly because we're buying schedule but if one person wants to speak from the class maybe they can say something to us and for our new our new Commissioners they go around and meet all the constitutionals and they get to see meet every department and learn all about local government usually I come and address the group but I just didn't have time this time but we are really grateful that you took time out of your life to come and learn more about how your local government works Commissioners thank you very much for the opportunity there are multiple stories that we have to tell you guys but we want to thank you Obama heart I'm a new transplant to Florida so the way that it was governed in my previous home is a lot different than it's done here so getting exposed to the way the county is operated is tremendous one thing I'd have to tell you though you can tell a lot about an organization by the people who work in that organization and the fact that you gave us access to the directors the the upper echelon the leadership it was instrumental in educating us and what you guys do and how you operate but the biggest thing that I took from this class is the quality of employees in the county the inspiration that they have for doing their own jobs is tremendous you can't go to the wastewater treatment plant without meeting Genie and talk about Genie land you can't go to the fleet Fleet Department you can't go to the Parks and Recs Department without finding every employee impassioned for working for this County and that says a lot about test County thank you for the opportunity thank you very much that's very cool foreign and uh y'all come down and tell your tell your friends about this you like to have this class be very full [Music] all right folks right here thank you thank you thank you thank you all very much all right congratulations everybody [Applause] okay we're going to move to r94 this is an economic incentive agreement with Gary Plastics Packaging David Engel another fantastic company coming forward we're delighted with the great work you're doing uh good morning uh Mr chairman and board Commissioners David Engel economic growth director I am so pleased to be here today to introduce a significant Target industry to Pasco County which is a very large
1:54:46employment generator is located near softwinds Lane and Shady Hills Lane a road this is going to be a very important Target hit industry cluster and the the years to come and very and very near years not out years the property is located in the Harrod properties Venture it's called the north Pasco Corporate Center it consists of two buildings each building approximately 440 000 square feet one of the buildings according to the developers website has been completely leased and the Gary Plastics packaging project will be in what the open building that's available the properties be cleared and under Mass grading right now and construction is imminent this is a Pasco Economic Development Council initiated project the Gary Plastics packaging company will occupy 279 000 square feet of industrial space in the industrial SPEC Building the companies projected that over the three years that it builds does the interior fit up in the hiring it will invest 66.4 million dollars into the property 555 full-time jobs will be created at the end of three years and we have a job creation incentive for 184 full-time jobs which is the initial hiring the annual contribution to our gross County product is 106 million dollars that's major relative to the assistance and investment we're making in this project the economic incentives are total 983 thousand dollars it's broken down into three buckets 184 new jobs capped at 552 thousand dollars uh total and this is governed by our job creation incentive ordinance that was adopted by the board in 2010 we're giving also a high impact bonus because of the large amount of jobs that are being created capped that if over 10-year payout of 306 206 dollars and the Pasco EDC is also recommending a 100 000 Max training Grant to the uh to the employer at at this juncture I'd like to just indicate that this job is this Project's an investment for every dollar the county provides we're getting back annually approximately a hundred and ten dollars so the rate of return is enormous to the community you know there's always a story behind these projects this project is very interesting approximately four years ago Enterprise Florida introduced the company to our community and to our Pasco Economic Development Council and I would just like to commend Tom Ryan he's been working with the company for four solid years trying to find a suitable location in our area and at that juncture I'd like to present tom Ryan to the board today and also we're going to introduce the president of the company Mr hillinger and afterwards I'll make a recommendation on this item thank you thank you biggest still good morning oh yeah Mariano fellow Commissioners uh today it's my honor and pleasure to announce that Gary Plastics packaging and president Richard hellinger has made a decision that Pasco County can be their new home
1:58:22this company I met four years ago in the Bronx New York when I went and met Mr hellinger he was enamored with the idea of moving to Florida he said this was a great opportunity but he was looking at two other states so we had to make our case and we made our case the only thing that he said to me was the building and you know as we've said over and over again over the years is we need more product I said Mr hellinger please be patient we are going to get you a building so we assembled a great team we have great partners a local Pasco resident Rick narkowitz who's a broker at Numark was working with Richard to find a building we still didn't have one after two and a half years all the way through coven and so a great partner of Pasco County heard properties said we'll build the building and that is important because we brought many projects to Astoria with the help of Herod properties and so they reinvested back into Pasco County so we are going to win a major manufacturing project that has 555 total jobs almost 100 percent of their products of Gary Plastics will be leaving Pasco County we are exporting our product to the rest of the world he exports also to Europe and Canada and with that said it is my great honor to introduce to you the president of Gary Plastics Mr Richard hellinger good morning well thank you for getting me to this this position and thank you for to the economic development group of Pasco County I'm super excited about this opportunity to expand my operation into Pasco County from from New York um it's been a it's been a long journey but uh you know they've the EDC has spoken so highly of the local community and I've seen it today in today's meeting and I'm excited that you know the jobs are here and I can bring my product line down here and along with the training programs that they spoke so highly of either between the the high schools and the and the colleges and the am skills program there's a great opportunity to bring my operation down here and and have it succeed and grow over the next a whole bunch of years we're delighted to have you um you know Tom is a Workhorse like crazy he's done a great job for us for many many years David is a brilliant mind that just digs these projects up and together they are they're a Dynamo um we're delighted to have you coming down from New York um plastic sounds very exciting what type of plastics are you do you make well the company was founded by my father in 1963 in plastic packaging which is just clear hinged containers for the electronics Industry the medical industry and over the years we've grown and a vast majority of our product now
2:01:3985 percent is in the promotional product space so we're in we make concentrate and drinkware water bottles reusable Plastics uh cups and so forth printed with logos for corporate giveaways and and so forth do you like recycled materials yes absolutely thirty percent of our material that we use is recycled both both in post-industrial and post-consumer so we'll go out and we'll buy uh pet that was previously Coca-Cola bottles and so forth and reuse it and make make water bottles for for other people that are reusable so I would love to have you maybe speak with Justin russler um our team out there with the right recycles we can work to give you all our recycles get something going there maybe even regionally if you need even more than that to really cut your supply costs down and and help us both out every step of the way absolutely and if our people know that these recycled materials it'll be more likely to buy them as well as you're going to export them I was just at a place where they actually had recycled materials from the area and they would like put that in the finest hotels coming forward to say here's what we're doing locally so however we can partner I'd love to meet with you this is a fantastic project fantastic location um I'm excited about you're coming forward absolutely that's great commissioner well um I'm very excited uh as the found co-founder of amskills that we will have opportunity to help you we have worked with other plastic companies so we have experience there and we we welcome you to the county and we're very serious about our manufacturing community and we will get you plugged in so welcome I appreciate it thank you and if you like the water we have great uh neighborhoods Gulf Harbors Bailey's Bluff I heard maybe you like like the water I live in Gulf Harbor so a wonderful opportunity to uh have a boating lifestyle here in Pasco County so welcome thank you thank you all right commissioner Bradford morning good morning maybe I missed it but uh what's the uh Foundation or the author of the name of your company well who's your company name my father's name is Gary and uh and uh he started founded the company and he just he in plastic packaging so very simple it came up with Gary plastic packaging well Gary Bradford thanks you I know that's Shameless but I did it welcome to Pasco County yes I'd certainly welcome you uh into Pasco County and we look forward to having having you and your employees work out of Pasco County there's only one problem you didn't come into my district one but we'll let it be and and we'll support you anyways but we're great to have you in Pasco we looked for more and more bins to come like yours of different opportunities and they're coming so we continue to have a lot of growth ahead of us to do and hopefully we'll get you working in that door open
