The board accepted a $3.5 million surplus check from Tax Collector Mike Fasano, directing $250,000 of that amount to the Sheriff's Office for a new training room, and approved a $286,000 comprehensive plan update contract after Commissioner Mariano raised concerns about staff capacity and permitting backlogs. Pasco EDC President Bill Cronin reported $240 million in new capital investment and more than 1,200 new jobs in the fourth quarter. The board also passed several ceremonial resolutions recognizing Eagle Scouts, manufacturing month, disaster relief volunteers, and disability employment awareness.

12:06my name is David Crosby I am a new student at window Creek Technical High School in the transition education program this year I graduated from Hudson High School last year I was looking forward to learning how to use the Go pass go transit buses at my new school but it is very hard and scary with the sidewalks not having curb cutouts and very thick grass that I can't get my wheelchair through I almost went over face first and my teachers had to catch me my teacher Miss Dockery took pictures of the sidewalks and corners without curb cutouts I am asking for a sidewalk from Lemon Road to season Lane on Orchid Lake Road or curb cutouts on each corner of orchid Lake Road to Regency Park Boulevard so I can get to and from Route 25 Bus Stop and my school with my class my teacher has been driving us to and from our job training site at Regency residence three times a week because I cannot get my wheelchair up and down the corners by myself thank you for your consideration in this matter well we will absolutely jump on that so I see staff writing stuff down there and Bradford will meet with you in the back there so thank you for coming and letting us know about this you're welcome good luck at Wendell crane I'm his teacher this is a learning experience for us we don't even know if we're at the right meeting but no you are shot it'll work here it's great yep move to someone make a motion most of his freedom file all in favor all right um what is what are you studying at Wendell crane setting caddies Eric go ahead and give them my code thank you Mr peppers okay just making sure you know about our amp skills program because we we have nope nope we're got our own building now it's not open yet um but um just go online and take a look and uh we're getting our own building on uh Darlington and 19. but we have programs for like for this gentleman and your crew okay okay also set tables what I cleaned the tables wipe them down oh I I also do I know this is my first time all right also fill up the sugar caddies I hope fill up the waters I hope sure yes absolutely thank you thank you thank you thanks for coming out
16:14next we have next we have Christy Joe Dockery following okay thank you uh Richard uh balak Colin Thompson Anthony Homer Richard balak did I pronounce that correctly I was close enough sorry so first of all thanks for the opportunity to come and address and I don't know that I've ever talked to anything in in three minutes so my staff would attest to that but actually what I want to say is we stand here today committed as we did about five to six years ago to make the Wiregrass Ranch Sports campus the most successful asset to Pasco County that it can be through events through everything that we do even to the point that my address is 31277 mango Faye way in San Antonio that I have moved my permanent residence to Pasco County we also have second mortgages on property and everything to make sure that this thing is a total positive asset the staff that we've assembled not only is is able to coach to their sport but each one of them have extending event capabilities to reach internationally and nationally to the point that our chair director has been able to bring in Team USA team Barcelona team Canada as well as team Ecuador we're also talking to Norway Finland and Australia to come back our basketball director has ties in North Carolina West Virginia to be able to help bring in different events there our soccer director with 18u Barcelona national team so not only do our our staff that we have a symbol can can handle the local programming but also assist in the event organization we also have currently recently hired a GM and we know that we take a look at backing up and understanding where our gaps and weaknesses are and basically we understand that there's some gaps and weaknesses to be able to communicate with hoteliers to do a better job and that type of stuff in our GM that we just that we just hired has zero Sports uh um expertise in all expertise as a former general manager of opening hotels and be able to better that communication so so again we stand here today uh to be able to say that we are committed to make sure that this asset for Pasco County is positive we also are hoping that and understand that contracts especially coming out of covid always need to be looked at and addressed and changes to be made and we're willing and hopeful to where we can get to a table to be able to address those with an open mind and ask that you know we we have the same on both sides of the table we look forward to being able to address any issues that this commission or body or staff may have to move forward to be able to make the Wiregrass Branch Pasco County Sports campus a positive asset that you guys look for and what we Dean to do by the investment that you made in that property thank you for your time and consideration and we look forward to moving forward and making this a positive move thank you
19:37thank you very much name and address good morning Colin Thompson of the law firm Bartlett Loeb Heinz and Thompson 100 North Tampa Street Tampa Florida suite 2050. thank you good good morning Madam chairwoman members of the commission I represent rad Sports who operates the sports campus down here with Mr Blaylock and Mr Homer who will speak next as Mr Blaylock just stated to this body and Mr Homer will as well and as they have done over the past five years as they've been getting this project up and running they are committed to this community committed to the sports Ranch at Wiregrass they're committed to making it a success it has been and continuing to make it a success over the remaining over 18-year term that is left on this on on the contract that this body agreed to approximately five years ago when they turned over the management and responsibilities of the sports campus to the private Enterprise that is their commitment to make this the the premier Sports facility in the country my commitment is to protecting their interests and and their assets as well we have I first got involved in this a little over a year ago when it became a situation where there were some disputes regarding the operation these disputes started off innocently enough with issues regarding naming rights whether it was the rad sports that had the the right to sell the naming rights or the commission quickly that was resolved by just looking to the contract we then had a dispute regarding the commencement date that the county was was stating that there were issues regarding the commencement date that they had an interpretation of that was untenable and not called for under the contract that quickly morphed into issues regarding who gets to operate the fields and when that and the county wanted to take back fields that quickly resolved and went away and all of a sudden it morphed into an issue about local versus National and outside the County visitors to the to the complex Mr Blaylock in response provided once we learned about this agenda item this is on the consent agenda consent agenda today 23-3501 no discussion no nothing just asking this court to consent or this body to consent to issuing what is nothing less than a notice of termination a 30-day termination of this contract now in response Mr Blaylock provided data and facts to show that there is no default we would like to talk to this body and the staff and make sure that there is no issue as to default in response to Mr blaylock's letter Mr Goldstein attorney Goldstein sent back saying don't worry about this this is you get to talk and we'll we'll talk for 30 days and you can show us that there is no default if there is any question whether there is a default this body should not vote to send the termination letter sending the termination letter is the wrong message at this time it takes away the ability to negotiate it is a termination letter
23:02and we will be forced into a situation where we have to file and and move on to to litigation this body should not approve the termination of the agreement on this consent agenda but should move it over and should not approve to commit funds for protracted and expensive litigation thank you Anthony Homer followed by Hugh Townsend followed by Sam I Sani I don't I'm sorry I don't know go ahead I'm Anthony homer I'm the easy one so thank you Anthony Homer with rodsports 1875 Goldenrod Street Sarasota Florida good morning let me tell you we were we were pretty shocked and blindsided to find out that this this drastic change to our relationship with the county of Pasco was on the consent agenda we weren't notified of this ahead of time it's a good thing we did a search of the consent agenda that looks for things that are related to rad Sports so and especially when we ran it by our attorney to find out that this is essentially not a discussion that it is a termination asking us to vacate in 30 days because we won't have the opportunity to cure having said that we have a long-term relationship with Pasco County we've got long relationships with many of you here on the Deus and it's been changing we've been through a lot we have a contract that probably could use some modification we would love to come to the table we have said that repeatedly in every communication with the county we're happy to work things out it has to be mutually beneficial but like every relationship if you've if you've been in one long enough we know what happens when you focus on facts not feelings there's two sides to every story everybody has facts that supports their side of the story um you know we we've got an 84 success rate with events coming back they love to come back they love this place I've got 79 000 visits in 21 59 000 visits in 22. we think we're doing a good job for Pasco County but we don't want to get bogged down in the facts we get it our partner feels like something needs to change we are totally willing to come to the table and have that discussion we want to work with you guys so what's important for us is we get that opportunity now our attorney is telling us this is one thing you know telling us this is essentially a termination it's a notice of AK and they're telling us they have the funds to do this to carry this out and it doesn't even have to come back to the commission we've spoke with a couple of Commissioners our understanding is different you've told us that this is not the case you have told us that this is a chance to negotiate so we're going to go forward in good faith we're going to trust you guys we trusted you in the past we trusted you in construction costs blew out of proportion and we didn't have enough budget we worked out how to get it done we worked together we've been working together in the past we worked through covid with a temporary Co
25:56so I think we've proven that we have the ability to work with you all and to be flexible what we're asking for in return for this trust is the good faith that we aren't being blindsided it is not indeed a termination and that we are going to have the opportunity to move forward in good faith um like any relationship we want to avoid that divorce it's going to get expensive and nasty nobody wants that so what we're asking for is this item to be either removed today for discussion or at least taken off the consent agenda for discussion our preference is that this is removed and tabled and then we have an opportunity to meet with either you one-on-one or with staff I appreciate your time that's what we're asking for thank you Mr Townsend do you have two different items they actually involve the same issue okay um if I can present I think I can tie them together all right name and address good morning Commissioners Hugh Townsend uh president of Hunter's Ridge Homeowners Association 9701 Hermosillo Drive Newport Richie Florida I Rise to speak in what I believe is your agenda item number seven zero and mstu specifically for Paving here in Pasco it is my understanding of the 67 counties a handful possibly less than five still do it the way that we are doing right now I want to see that corrected I want an mstu established so that people are not struck by a sudden Bill and an example of that is El Sol Court families have access to El Sol Court they came to do a repaving assessment of six thousand dollars per family shocking in this Economic Times we had one family in favor one family against and because it was a 50 50 vote all families are being assessed I've got letters I'd like to present for the sainies and for the Marvin's and interestingly the marbins were the ones in favor um now in as an aside we were heard by the planning and we were also heard by the County Commission which was adjourned until your 20 September meeting but none of the four families received a notice of it being on the agenda for that meeting Ergo none of them could attend the families feel that it's Draconian to be assessed a bill of that high in nature that is why I am in favor of an mstu which will take a little bit of extra money out of every property owner and then this whole sudden shock issue would not come up against the people here in Pasco and as I'm sure you're aware you read it it does not pertain to privately owned roads in gated communities these are the communities the HOAs that the Council of neighborhood associations represent that the homeowners are struggling to pay their bills now and can receive a high assessment if I could present the
29:20letters from the family we'll have another minute if you want to keep going okay to receive and file okay all in favor my apologies I had spinal surgery and uh I'm not as mobile as I was getting back to the issue the mstu is the fairest most reasonable way in a modern society to maintain the roads one family in particular that had just moved down from New York didn't even have a clue that you could be assessed for a Paving uh repair or new Paving because coming from the Northeast those were all rolled into our taxes the mstu like we paid for a street light like we pay for a tipping fee is a reasonable way for the county to maintain the roads especially with all the new population that is coming in to this area so again I am in favor of the mstu thank you very much and I did speak with you about this this week and uh I haven't had time to research what happened on that but we voted to approve that last time I just need to check with Ainsley if you know we I know I'm just telling you I'm going to look into this new MST public hearing this afternoon but I appreciate your support for that and I'll get back to you on the other Ainsley will be here this afternoon I don't think he's here this morning okay next um Sam I think it's Sani s-a-i-n-i oh okay so you are here with Mr Townsend on the same subject okay all right um Pastor Troy Peterson second sorry all in favor aye opposed thank you or Professor Troy Peterson 8114 Leo Kidd Road Newport Richie Florida once again I'm here I would like to make a motion to appoint somebody cares pastors to lead in the invocation to think that we've been entrusted to lead in an invocation to do the National Day of Prayer right outside this building for 20 years it's quite an honor I believe we can handle the Commissioners meeting as as well I was praying this morning and with Pastor Leonard and pastor Jerry and the lord gave me a scripture uh out of Psalms 19 starting in verse 7. the law of the Lord is the perfect covering of the Soul The Testament testimony of the Lord is sure making wise the simple the statues of the Lord are right rejoicing the heart the Commandment of the Lord is pure in lighting the eyes the fear of the Lord is clean enduring forever the judgments of the Lord are true in the and the righteous all together and in Psalms 1 blessed is the man who walks not in the counsel of the ungodly nor stands in the path of Sinners nor sits in the seat of scornful but his Delight is in the law of the Lord and in the law of the Lord he meditates on it day and night he shall be made like a true tree planted in the rivers of water that brings forth fruit in its seizing season whose leaves
33:40also shall not wither and whether he does he's whatever he does shall prosper the ungodly are not so but are like a chaff which the wind drives away and so what we've noticed since we've been coming into the city of Port Richey for for years encouraging them to pray in Jesus name what happened is they denied that for a season and then all of a sudden the mayor Goes to Jail the vice mayor is gone the city manager is gone we've got a whole new everything in the city of Port Richey now they're allowing us to come in and pray in Jesus name okay because we what we're asking is not that anybody come in and pray and pray in the invocation but that we lead it and because they're allowing us to do this in Port Richey now we have five events a year that's sponsored with the church and the City of Port Richey the next one being the Fall Festival October 29th uh the the police department will be there handing out the candy the fire department will be there and so we just want an opportunity to come in and pray and to work alongside our commissioners thank you for your time thank you but I'm sure that's all I have signed up anyone online um there is was one person signed up but they are not logged in is there anyone else here who wishes to speak to the board of County Commissioners this morning come on up to the mic uh name and address for the record please Madam chair can I just say something real quick and I appreciate I appreciate Pastor Troy you come every time I think one thing you need to remember because we usually don't respond is that you mentioned about you know coming here and leading the National Day of Prayer on this side of the county which is greatly appreciated and um I myself and commissioner Oakley always participate on the one on the west side but we also have we East Side sorry I don't know where I am today um but we also have 20 churches that participate in that over there too so I mean to pick and choose on how we have we have members here that protect um you know practice Judaism as well you know so I mean to pick and choose you know out of you know the 30 or 40 you know churches that participate in a number of events here I Think It's just tough I mean you know that's just me I mean to just to pick one group which I again I appreciate it but you're allowed as always and we say this you're allowed to come up here and pray and pray for us and pray for the obviously the constituents and the and the members in the audience anytime you want you're very welcome to do that we appreciate that but I think just for us to just to pick one church when we have so many churches that participate and are involved with the county um with just it's going down a slippery slope that's just my opinion yes and uh name matters for the record please my name is 5142 La Plata drive and um I'm here on the same subject that Mr Hugh Townsend presented
36:46um about the repaving of El Sol Court I am um the family the fourth family who moved in um it's been roughly about a year now and um I'm asking that the this whole project of the repaving doesn't move forward at the time when we first received the notice I had just moved here it had maybe been roughly a month and I wasn't you know aware that you know exactly what that letter meant I mean I was still unpacking boxes you know living out of boxes very different here you know than where I came from in New York and I wasn't aware that um moving forward if this was passed um how much you know monetarily this would cost and that if you aren't able to pay it then things have happen like a lien could be placed on your house because I'm not in a financial financial position right now where I am able to pay that but aside from that um there was a hearing we came to it we showed up and then they said they tabled it and we were going to hear again and no one was notified of that last hearing so we weren't able to come and speak on our behalf and um also it was the issue that the neighbors had for several years that you know the the the El Sol Court had many potholes but since then the potholes had been repaired so the street is now fine so there's really no reason to repave it and for these four families to be put in this situation so I'm just kindly asking the court if they could please reconsider moving forward with the repaving of El Sol Court so um that's already passed but I'm going to come meet with you and explain to you uh how after this afternoon how I think things will move forward and I I think you'll be okay but I'll come meet with all of you all right thank I appreciate it thank you very much okay anyone else okay um we will now uh end the public comment and move on to the consent agenda yeah okay so we have a um resolution rs1 okay um let's see is anyone here for Public Health Systems friendly Public Health Systems I trust I'll go ahead and read the resolution resolution number 23-007 a resolution by the board of County commissioners of Pasco County Florida recognizing the designation of Paso County as an age-friendly public health system by trust for America's health whereas Pasco County Government Senior Services the Area Agency on Aging of Pasco and Pinellas and the Florida Department of Health in Pasco County Doh Pasco launched a partnership in 2021 to help Pasco County become an age-friendly public health system through the trust for America's health age friendly initiative and whereas the Florida Department of Health in Pasco County had
40:08to demonstrate several of five key potential roles for public health including connecting and convening public sectors and professions that provide the support services and infrastructure for healthy aging coordinating existing supports and services to avoid duplication identify gaps and increase access to Services collecting data to assess community health status and aging population needs conducting communicating and disseminating research and best practices and com complete complete menting existing supports and services and whereas the benefits of joining the trust for America's health age friendly Public Health Systems include gaining access to information about how to best help aging communities public recognition for participating communities and building Partnerships within communities of older adults and whereas the trust for America's health age friendly initiative helps participate in communities build a become a great place for all ages by adopting access to key services and community activities as well as helping to identify environmental and policy changes that address older adult needs and whereas this designation ensures Health Equity for all citizens of Pasco County Health Equity is achieved when every person in our county has the opportunity to attain and maintain good health and when one's own health and when one's health is diminished due to conditions in which they live and work all right let me try again and when no one's health is diminished due to conditions in which they live and work it's a difference with the word no and whereas this initiative aligns the Doh pasco's Community Health Improvement plan and Pasco County Government strategic plan and whereas this title certifies that Pasco County's health system has demonstrated that it is committed to eliminating quality of care disparities among age groups and ensuring all citizens have the opportunity to for Optimal Health and well-being now therefore be it resolved by the board of County commissioners of Pasco County Florida that said board hereby recognizes Pasco County's designation as an age-friendly public health system by Trust of America's Health done and resolved in regular session with a quorum present and voting this 25th day of October 2022. all in favor aye welcome commissioner Oakley welcome uh I don't know who the spokesman is but I see a gentleman coming to Milwaukee so but we want to let you know we certainly appreciate all you're doing for our County and our citizens in the county so it's greatly appreciated by the sport thank you good morning members of the board Brian Hoban director of community services and I just wanted to take a minute just to thank the Department of Health and specifically Megan Carmichael for really leading the charge on this designation as well as our partner our partnership with area agency they're

49:47there but this team behind me they're they're second to none they're very hard workers um they know their jobs so uh as you can see we did have a good time we had down time but just a Devastation of making those friends and making those relationships with other Emergency Management folk fire rescue folk law enforcement tops it all so but thank you very much for the resolution yeah you guys are amazing so thanks for all your work so Google Applause everybody you guys there we were there two weeks wow Madam chair we certainly appreciate all that absolutely thank you I know the people where you went appreciate y'all being there yes sir we're friends now we're actually Facebook friends and Talking Friends and we still share information back and forth yeah so very good job thank you Mr Mariano thank you madam chair Andy thank you team thank you very much for for going down there um it's great to get the experiences as Kevin Guthrie said much better learning the experience there than here so when it does come here you're better trained as well and I'll tell you from from a few years ago with Mexico uh Mexico Beach getting hit the support they got from Pasco County was greatly appreciated every step of the way they mentioned they've mentioned several times at Consortium meetings um one thing I was just looking at I was down in Fort Myers when the rotary District when all went down there dropping off food and went to us see our First Responders down at the uh gymnasium they our people had to sleep uh they had some locker rooms that they were able to use but then the rest of the time they're under the bleachers and I found that very disturbing so it's very difficult especially when when we were in Lee County for three weeks and the sleeping Arrangements your basic going primitive you're living a lifestyle like sleeping in a campground in tents um the hotels no power no water so we were in Western shelters um we were sleeping in the EOC uh some of us got better sleeping Arrangements later on we actually uh Lee County actually secured a Best Western hotel and blocked out all the rooms so First Responders and contractors that were working the storm were actually able to stay there but a majority of the folks that were down there from other agencies whether it be in-state or out of state or sleeping on cots or sleeping bags on the ground some were sleeping at parks I met a group of folks on Pine Island that were sleeping in hammocks they were tying their their hammocks to trees and they were sleeping outside at night there was just no room no place to sleep there's no place to put anybody between the displaced citizens trying to find places the First Responders trying to find places FEMA coming in contractors coming in it got very overwhelmed very quickly you know it was a few years ago my daughter was working with the um and they had all the first all the emergency
52:52people coming forward to recognize him to thank him et cetera and I thought it was real good they did that but one of the things I was thinking about as I as I saw the the sleeping arrangements and maybe there's improvements we can make because let's say a hurricane is going to hit one part of the state which it does and the other part can help once the cleanup is basically started quickly there's opportunities there we can we can make accommodations better I'd like to get to get with you uh get with Kevin get a group together to kind of find out what can we do regionally what do we Statewide to make when you guys are going down there to have better accommodations to go forward when I like I said when I see the guys I mean they're out there intense in Fort Myers Beach with piles of sand up all around and they're driving down going through and then when the rains come down they're undercover they get wet they're like stuck again so I think there's some efficiencies and things we can do Statewide that could be a lot better but with what you've seen and our team does a phenomenal job with it so there there is there is ways that I have um and then my basic EOC uh we have been trying to get assets from the state it is sometimes difficult they do have assets that they can give to us to keep that we can use for deployments and stuff like that it's just a matter of number one finding a place to store it number two having something to haul it so we have vehicles that can haul but we need other items to facilitate that so I wouldn't expect all 67 counties to have their own supplies and all everything else but I would think that we can do enough to maybe have like five or ten Supply groups that every group would know what was there what was going to go there and be able to access it I know so they can restore it regionally around and then when you need it you could pull it from if it's from Pensacola Jacksonville whatever to go to an area that got hit that we can do some efficiency that'll work together correct so if this if this I think there's an opportunity and I what I just saw was you know disturbing I mean our our service team was down there and and they were like really just protecting everything and they're out in in canopies that when the rain comes down if they're out they're getting wet and they're yes it's tough to get dry and it's not good for them to be in that situation great to see when you get the downtime you can actually chill and relax and and go but I want to make sure that as they're there at least when they're going to go back and need be they can get some place where they can change and and make it more palatable to us to go through but anyway we appreciate everything you're doing and we do have resolutions coming up for the sheriff's office I went down to Fort Myers as well as our first fire system and then the uh in the Rotary Club as well so we're going to recognize everybody but thank you guys for all you

1:20:53division in conjunction with Consultants who are doing a lot of the heavy lifting though long-range planning is running the project the mpud team is on a separate team within the Planning Development Department in current planning that's a separate set of planners we do have a plan in place to address some of the mpud work that has come into the county more recently there's a there is a higher volume of mpud applications that have has come in but we do have a plan that is going to be put in action um hopefully this week we've already been affecting some of the changes to improve the status of the mqd workload but we're going to be going much deeper and engaging fully the department in the support of doing that mpud work so Madam chair part of my concern is separate as well as well your team together working on mpus et cetera we've got a huge issue as far as the backlog that's out there and then I don't see I appreciate your working on a plan we've been talking about this for a long time you take away any more staff time to do a change of the plan we have in place right now I just don't know if you can afford to do that as far as getting these things through literally we had Tempe Lightnings High individual Jay feaster come and meet with all the Commissioners to talk about a project that is a simple project that's got 150 yards of dirt and for over out of two weeks or four weeks now we can't even get that thing where it's listed as being submitted to get looked at the building is operational this is running as a school we've got 20 kids that can go in there and they've actually got to hire a person to make sure they don't go over that number or code's going to find them and shut them down the building is efficient it's a hockey rink we put some type of for some reason someone guided or it was set up for 20 people for an occupancy when a regular hockey team takes 30 players so I've worked real hard to try to get this thing through uh and I think I've had I've got others doing the same we can't seem to get stuff done well Madam chair if I just speak to the the hockey rink specifically um my team is eager to work on that project and are ready to work on that project if the applicant could submit their conditions of approval for the team to review so that's what's missing right now if the ball is in the uh applicants Court we're ready to review it when they do submit it and my and I've had multiple conversations even this morning with my team that we want to review it but there's nothing for us to review at the moment all right now I'm going to contradict you to that statement because
1:23:54talking to them they have sent it over it wasn't quite what you wanted but rather than even getting comments back to say what the shortfalls are it's considered where they haven't submitted yet so I'm going to call you out for that well I mean there's documentation they haven't submitted it to us so okay you haven't accepted it hasn't been submitted yet from what I understand they've not been submitted all right we'll talk about it later so commission I'd like to speak for that it's in my district so I'd like to speak to it uh the developer there went in for through the Planning Commission and got a uh 20 a conditional use for 20 people to play until he got finished but there's bigger issues because in his planning he started out going to put this in the backyard to only come up to pick a residential area in my district which there's no roads actually coming to that that are not substandard at the most so part of the issue when he comes and gets his final mpud approved and if it's going to tell us what he's got to do to have transportation going there and it's not on a dirt road we've got all the dirt roads in East Pasco County we need we're not going to run a dirt road to a facility he built and he's got 20 he's got a conditional uh trying to put it in his backyard but the fact of it is the entire time he's been there and working he's done it without permits and I've had to call his hand on several times not being allowed Terry and his team are very much aware of what's going on on that project and we want it to get through because it is of value for our citizens in Pasco County the fact of it is if he would have chose a commercial site for this project for this ice rink the roads would already be there his problem is he chose an area in a rural area where there's houses one 10 acres in all and and those folks have not even had their chance for public hearing because of the way he went through getting this conditional use so he he's trying to jump the gun but I'm telling you he has to pay his dues we told him over a year ago to present his mpud and he only did it in May he still has to pay his dues and go through the process like every other developer and we have many developers like 90 of them besides him they're doing it right way getting a permits moving forward getting their information and there's no sense in moving this forward because when he when he gets that he's going to look at McKendree Road this dirt at his place and he's going to look at a vision road but won't be completed for 10 years that comes into that area just right there at Pasco Town Center he's been doing it wrong the fact of it is when he finally gets all his information together and presents this then this roadway he's going to have to build because he's a private individual the
1:27:10County's not going to spend our citizens money to provide a road to this development when it's private and I think it's going to be a Christian School which in normally I think Christian Schools if it's 501c3 would not pay any Abalone taxes to benefit the citizens at all now it's a good facility and people want to use it I met with lightning and other people that want to use this project but it's got to be done right and it's got to be done right because you've got if you're going to approve this one to go move it through real quickly well that's great but I want those other 90 people that have been doing it the right way and waiting their turns to be approved at the same time and that can't be done this got a process to begin with it takes too long and we've had so many mpds coming through the county and Terry's team and all they're doing the best they can but they're overloaded with work on that I heard something this past week Terry maybe you can explain if there's a way to do the same thing we do without going through the process of all the mpuds I don't know if that's something that can happen or not and if it makes it faster for the county so maybe you can explain that we are working on Land Development code amendments um that will enable us to reduce the number of mpuds that are being submitted because right now there's a couple of um thresholds that are being tripped by the Land Development code that are established by Land Development and developers are tripping over them and also on the comprehensive plan um one of them is the trip generation threshold threshold where projects that create more than 1 200 daily trips are automatically forced into applying for an mpud in the Land Development code right now and there's a a strategic code Amendment that's coming forward to the BCC that says that if a project can be handled through a development agreement or through a conditional use permit or through a special exception um it does not need to go the route of an mpud it can it can be taken through those channels which are shorter time frames and much easier to accomplish than the negotiation of conditions of approval for mpuds yeah that uh is one amendment that has to happen there are two or three other much larger substantive amendments Land Development code in order to enable um like a comprehensive reduction on the amount of mpuds that we're receiving in other words in order to enable our regular Land Development code to perform without having to um rely and go to the mpud the same thing is happening in the comprehensive plan where there are certain policies that state that you shall do an mpud and this particular situation or what have you
1:30:13and so we have policies and we have code Provisions that are dictating the use of one instrument that maybe 10 or 15 years ago the county wasn't expecting the amount of volume of work coming in and now all this volume is coming into one of our more complicated processes which is causing some of the backlogs that we're experiencing today and so we have to adjust that regulatory framework change the policies a little bit and redirect how we can handle this work in different using different instruments and that's that we have at our disposal we just have to enable them yeah so that's going to be better for all of us for impudes we all want to see go forward one minute I want to see it finished but there's so many issues just because he picked a residential area to put a 20 occupancy for a building that holds 812 people the trips for that he only paid a fee of I think 32 000 or so for 20 conditional use trips when it becomes where he provides for many many more his fee is going to go up plus he's got to build a road and that developed I I did go visit that facility I think it's a fantastic facility and I hope we figure out how we can help him get that open I I know our high schools are using it and one of the high schools has 30 kids on team so they can't use it so but I want to go back to the original thing that commissioner Mariana brought up and um I do want to talk about this development process that we have and solutions I'm just not sure that this is the place for it right now during the um during consent so I um like well we'll talk about commissioner items so Terry just be sure to be here this afternoon because I think we should talk about this it's a big issue and I want to continue that conversation so um I could just let me follow up with that okay all right so so part of the reason to pull it is all right they want to redo the comprehensive plan so be it and I'm Terry I'm glad you mentioned it because the problem I think is a lot with our code and when I've got to give an example of the cubic fill ordinance of five cubic yards that was designed for low areas where we have a closed base and where people are filling in and going and I told you recently we had someone come in for a development where they just brought in eight truckloads of dirt completely against the violation and all we do is go through the permitting process and the guy gets approved and he gets to keep it in there so that type of thing is like so why even have that ordinance of five when you're going to go allow it to happen anyway well that's why I'm for this no no no no to fix all this stuff but but I don't want the focus just to be on the comprehensive plan it's got to be on the ordinance literally you can go put a wallet together you can go put a sea wall up raise it up to like three to
1:33:10five feet where they're supposed to be yeah where they want you to do it now right and you got to go get a separate ordinance to go put fill in if you have a let me just bring this back I know just let me just touch on one more one more point I got to make and I'll just kind of go when you look at Coastal development and you when someone wants to go put grass in the back or put a pavers or concrete you can go through it's a much easier way to go so we want to bring this item back in another yeah I want to talk about efficiencies and Madam chair I have one comment on that because my question is you had mentioned that the occupancy was 20 and they needed at 30 it was a difference of 10. 1:39:27contributions made by individuals with disabilities and Raz disabilities employment awareness month is also an opportunity to acknowledge workers with disabilities who make our community our economy and our nation stronger and Rise according to the U.S census bureau's American Community survey 13.7 percent of Floridians live with disabilities and whereas Pasco County has numerous businesses throughout different Industries committed to hiring people with disabilities and res residents with disabilities deserve the right to live independently enjoy self-determination and to be treated equally in the workplace and whereas the able trust also known as the Florida endowment foundation for Vocational Rehabilitation has worked with employers and Community organizations through El Pasco County and the State of Florida to enable thousands of citizens with disabilities to enter the workforce and whereas the Florida's division of vocation Rehabilitation and division of blind services within the Department of Education assist people with disabilities so that they may become employed and whereas these organizations have an overwhelming impact in the lives of many of Pasco County Citizens with disabilities by offering services including job placement assistance training support and job coaching and res Pasco County Fosters a welcoming environment for people who live with disabilities this is evidence in part by the private part private public partnership that led to the inclusive playground that opened at Wesley Chapel District park in 2019 and whereas disability employment Awareness Month celebrates the contributions of workers with disabilities both past and present and showcases supportive inclusive employment policies and practices now therefore be resolved by the board of County commissioners of Pasco County Florida that said board hereby declares October 2022 as disability employment Awareness Month in Pasco County and encourages organizations of all sizes and in all Industries to edu to educate about disability employment issues and to celebrate the many and varied contributions of American workers with disabilities dinner resolved in regular session with the Quorum president voting this 25th day of October 2022. move for approval second all in favor aye aye commissioner Moore thank you madam chair welcome how are you doing so we have Leanne Rexford the director of strategic initiatives for able trust and obviously Alexis Doyle's you're the board of directors for able trust thank you so much for being here today um it wasn't long ago that myself and commissioner Mariana was there too um we went to the uh the luncheon to talk about all the great things the initiatives that Abel trust is doing not only in Pasco County but obviously across the State of Florida too so we thought this was a perfect timing you know what month it is what we're celebrating for you to come in and talk more and explain to the the audience members but also those at home that are
1:42:21watching everything that you guys do at able trust to help our citizens with disabilities to get out there and get employed and we could talk a little bit about what you do at Saddle Brook too as well how much time do you have yeah a couple minutes so the we provide resources for providers who and then in turn get Floridians with disabilities into the workforce um so we are a connector between the power The Vocational Rehabilitation line services and the end users being the Floridians that need those services but don't necessarily know how to access them and then how to access the providers that can get them to the jobs and the training that they need but also most importantly we're supporting those providers we're supporting those not-for-profits and for-profits that work so diligently every year and every day to to work with this hidden talent pool that is misunderstood most of the time so getting them in the job is one thing retaining them is another sure and we're here to support them through the whole process with education and data and research great thank you Alexis why don't you tell us a little bit about how you at Sutter Brook in the past have used the program and some of the successes that you've had a employees with disabilities and different backgrounds and using their skill set to help encourage our front of the house and back of the house guests that we have to be able to have a great stay at Saddlebrook to be able to have genuine hospitality and hospitality is a great driving force for our economy in Pasco County and we definitely see the benefit for employing those with all abilities in all ranges anything from a front line as a server's assistant server back of the house stewarding all the way up to top positions such as Chief Financial Officer and president so we've had everything in between making those accommodations for our employees that have different abilities and backgrounds some are in wheelchairs some have different abilities throughout the the spectrum of autism and Asperger's and other areas so just bringing those accommodations and showing that it's a great will selling a great business decision and it's the right thing to do for your business and a great Direction and commitment for Pasco County great and you like you mentioned you know there's there's such a talent pool of people out there with you know of all abilities that we need to obviously continue to focus on um and your yourself at Saddlebrook and all the things you're doing at able trust but there's so many more employers that are are participating in this probably more than ever now right they're okay anybody else this but um I would love for Pasco County to be working with you guys so I also love that yeah I'm familiar with the program that Hillsborough County is actually the um public defender down in Hillsborough County
1:45:45um partners with Pepin and has a great program for Pepin transition students to come in and work in her office so um I I would and I TR we tried with the clerk's office um with the uh someone but they're they're there are funds available to help set up these programs and if anyone has any spare time and want to take this up this would be something really good for the county to get involved City of Tampa just did something as you're aware of yourselves I think they just um pass an initiative I think it was their last Comm or council meeting the city of Tampa added some funding to someone yeah that'd be good and thank you um I think this is a great program and I would like to say thank you for everything that you do it is one of the concerns that are near and dear to my heart um and I know we briefly discussed summer camps and we have expanded our summer camps to over 30 children's special needs children last summer which had risen from the year before and I think this Madam chair I think it'd be really important that we Implement something or a program like this over the summer for the kids that are transitioning from high school so they can learn how to work in a workplace out of high school and then also for any disabled any disabled member in our community that would like to come out and get on the job training skills and then if it wants to last over the summer then they could have a long-term permanent placement yeah you know um Mr administrator uh maybe it would be interesting if we could have um different departments suggest ideas of where they could possibly use some um of these kind of clients I made note of that okay great would that fall under um they have Ferguson's they have just to make it easy so we can move on is that they can explain the program and how it works they have their way of doing things they're the professionals they're the ones that go into the companies and implement this versus us trying to figure it out ourselves they're the ones that that's why they're there they will tell you what you can do to implement this but it'd be great for Pasco County to offer this to our citizens as well for our disabled or even our seniors thank you couldn't agree more um what I can do is leave some information we'll hook you up we'll make the connection and he's right behind you yeah I think commissioner Marion has been patiently waiting still oh I'm sorry he was with me the day so he's aware of what's going on here right and Alexis thank you very much for bringing me out to to this very important meeting with Amber trust who did a great presentation and I think we're all very excited about trying to help our citizens better especially those that could use that lift up we talked as well about even trying to work with our
1:48:41federal postmasters there may be some opportunities there but wherever it is we can help I think you'll see you've got full support here so thank you very much and I I wasn't able to be at the lunch but one of my um friends used to be uh chair of your organization and right now I cannot remember his name um he was the head of career source for the State of Florida for a while though uh he's up in Jacksonville now but I can't remember and I was there I was there at the lunch about a year ago okay and Alexis I've known for a long time and and appreciate everything y'all do and Vocational Rehabilitation is very imperative that we have well we actually yesterday we'll do that I have extras for you too do this and we will grab it together all right everybody right here one two three great thanks perfect thank you excellent okay thank you very good yep and then um click here okay okay now I'm like where am I personally right r75 okay I think we're on our 75 which is the the pedc report good morning good morning and happy Tuesday everyone it is a great day in Pasco County I recognize that I am standing between you and lunch and I'm putting a photo of scallops on the screen to start with that's where they all went yeah that's uh those are Pasco scallops so for those of you that went in Hernando nothing like that those are good Pasco scallops but uh it's my pleasure to present to you our fourth quarter report for this last fiscal year this will be our final report uh for the fiscal year start out with the memorandum of understanding and I'm going to go through these pretty quickly since uh since we've got lunch in front of us and we'll talk about some of the big highlights but let's see oh there we go I think this is probably the slide that most people are most interested in and that's how we do in recruitment how do we do in the the beauty contest that we win when companies come to look at Pasco County uh to invest in we had 11 wins this past year uh of that 11 wins several jobs we're going to talk about that the next slide but I did want to make reference to our lead Pipeline and where the activity is coming from so if you look at the very last line they're Advanced manufacturing you heard from RJ manufacturing earlier business is good and Manufacturing still tends to be one of our leading sectors because we are still one of the only places that has land and people and and that is is rare in Florida a question for you come back when you say Aerospace Aviation and defense are those not and these are not
1:52:07manufacturing those would be manufacturing that fit into that category so um you think about our friends at true simulation and things like that those fall into that category so they're in two all right and can you make sure that I get a list of those five Advanced manufacturing wins successes in their contacts absolutely thank you and then this is this shows you the overall impact of of um of those 11 wins so our goal was 14 wins uh this year we got 11. but if you look at the numbers what came with that our goal for capital investment was 100 million we ended up with 240 million dollars of new capital investment into Pasco County and over 1200 jobs this when I looked at around the state at some of the other counties on how they did we're trending with some of the big counties in South Florida and it's really because we've got the product we've got the people and we've got great leadership here uh training visits again I'll go through you all have the packet so I'm going to go through some of this fairly rapidly and then save time for questions we're still out calling on companies we're still hitting events we're still working with our partners like am skills and the workforce training uh Partners we're attending conferences nationally internationally and locally speaking about Pasco as a place to do business but also letting our partners know what kind of programs that we're working on earned media value and again you can't necessarily put this in the bank but if you were to go out and buy this type of media it would cost you four 4.5 million dollars of earned media value that we've enjoyed over this past year and the web it I asked this question of my staff every single presentation shows 96 new 96 of the users on the web are new to our website and I said how can that be did they not come back and it turns out they get the information they need and then they're they're working with our staff from that point on so each time you see this they are a genuine new unique users coming in and pretty good size reach uh 408 000 Impressions and that's how people uh view our our our county is by those impressions and then on our overall uh complexion of what what does our organization look like right now we have 91 total private sector investors and our goal this last year was 550 500 uh for private sector investment uh for dues we're over 600 000 and with events uh over 715 000 that came from the private sector so each time that we use tax dollars that leverages that private sector investment and that's money that the county didn't have to spend but it also shows that our business Community is still behind us we have 44 members on the board right now and uh new member columnar Holdings they're working on a project up at 52 and 75 I think most of you have talked to them is that is that 44 up or down or because I don't I don't know how to I don't know how many that's that's I don't know how to yeah it is it is a big
1:55:22board but they're very nice people so they're very easy to manage and also while I've got that slide up we did a return on investment for our public dollars right now we're at 146 to 1. so that means for each public dollar that you give Pasco EDC to put into programs the gross County product that comes out of that was 146 times the amount of public funds going in so really important to show where that return is because the work we do the return goes on your bottom line not our bottom line and some hard sometimes it's hard to dig and find what that impact really looks like um and then just some overall things that had happened we did take our board on their uh annual scalloping Retreat and again uh Pasco is doing so much better uh with scalloping and organizing this this has become a real thing for Pasco County and applaud to our tourism group as well that helped us with that we're starting to use tourism a lot more to Market quality of place is becoming very important post covid so you'll see us doing more things together um joined a tbbw Tampa Bay Business Journal CEO Roundtable where I was uh joined with CEOs like Coca-Cola and USF and others it was very nice that they included Pasco County in that conversation we also concluded our executive success program as a new program we finished it up this year it was a success the six seven is redundant but we have a new another class that started uh just last week and the Japanese Council General came uh for a really impromptu to visit yeah he was throwing out a pitch at one of the Rays games and came up for dinner in Shoemaker Law Firm put together a dinner for him we have the Southeast U.S Japan conference coming to Florida first time in 14 years in November so it's important that we continue to embrace that relationship with Japan and then Senator Scott used our office for his field staff they have a federal agency Roundtable or or open hours that you can come in and ask about federal agencies and then last but not least when I was up at the international Economic Development conference was asked to speak on a panel talking about sustainability in Pasco starting to get some some attention from National Economic Development groups upcoming events meet the members that is uh two days so that's the 27th that is our event where our incubator members get to meet our board members so that we can promote a true b2c and B2B type of connection holiday appreciation social Uhl will be invited to that that is going to be December 1st coming up rapidly leadership pass go business and industry day we still host the leadership Pasco group for that day that is a a fun day where they get to learn about our businesses and then our annual economic forecast luncheon we moved it again this year it's going to be at the Heritage Springs on January 19th fairly centrally located and we're going to be announcing those speakers very soon and then last but not least grow Pasco so grow Pasco this is in our third year
1:58:39this is all of our entrepreneurs coming together with speakers uh there's quite a buzz there and it's a weekend event they come out on Saturdays and if you've got time to come out and join them there's quite a buzz there with the groom so that's it for the mou if you want me to stop or I can just jump into the penny for Pasco and we can something okay you're good okay Scott Cason is not the penny for Pasco there you go take pictures while it's loading I just want to commend the eagle scout so here I'm an eagle scout as well too and I was thinking of of great projects and as we had someone with disabilities in here earlier what a great idea if somebody could put a handicapped accessible Podium here in in each of the centers yeah yeah because I poor guy I couldn't even see him yeah yeah or we can get a Podium that goes up and down we still haven't you're still having okay while he's while he's bringing it up I you remember on the penny for Pasco I actually have a executive summary sheet that at the beginning you should have um the first slide there so ready sites uh still continuing to get Great Looks on on ready sites um this has become one of the programs that now has gotten the attention of the surrounding counties because they don't have land a lot of those are now coming to you with projects attached to them so it worked we needed the product uh international program I think there's been quite a few new meetings with the global competitive uh uh Global Commerce Global competitiveness committee and from what I understand this week was a full house as they get ready to plan for events this next year looking at a couple trade missions and a couple foreign direct investment missions but uh definitely a renewed uh interest in that and I think again people have not been traveling for the last couple years so that's that's part of it as well and and uh we are talking about doing a Pasco International day and I'm thinking that we'll do something here at the board meeting in uh February is that one we said I think so uh and then we'll have an event uh that the following Wednesday night with all our International Partners in the county so we just want to celebrate all those International and that'll be business and culture as well yeah okay there we go um international program we also uh worked with the commercial service on a a gold key program one of our companies here at Florida Avenue Brewing uh went on a trade Mission with Enterprise Florida to Panama and they were scholarship to participate in that we hope they get some some sales and then morgana's Alchemy in New Port Richey won our International Achievement Award this past year and is all over the world literally I love it enhanced marketing again getting the the message out on the
2:01:46sites the workforce connect Smart Start each of these Penny programs come out of that and Workforce connect is still getting a lot of attention working together with am skills and our other training partners and the executive excuse me executive success program I just mentioned and then lastly Smart Start we just had 10 small businesses that were awarded grants through Santander here one of our newest investors here we are in the middle of a move on our East I'm sorry our West uh Pasco Enterprise Center which is going to be co-located with am skills so we'll start to see a lot more of that interface with Makerspace hackerspace startups and so on we're also talking to Tunnel tunnel tunnel for Towers right now too about helping them with with those people that are going to live in the village for entrepreneurial type programs so this is still one of our our best programs and that's our Smart Start program and I think going forward this next year you're going to see us really doubling down on emphasis on startups and emphasis on the talent pipeline we still have to come up with 14 000 jobs for our friends at Moffett some of them haven't been born yet so that is is going to be a big Focus not just for us but all of our partners here you don't mean 14 000 I mean 14 000 employees yes yes yes and that's just for the Moffett piece of it that's not for all the companies coming around then they have to have a place to live so I will stop there I know we're getting towards the end for for lunch but uh again thank you all uh shout out to commissioner Moore I know this is our last meeting to present to you I don't see any produce or any vegetables to throw at me so I'm happy but I know you're coming to our board meeting tomorrow too thank you I've enjoyed it and uh Bill a little shout out to our Santander folks um they gave M skills a hundred thousand dollar Grant yeah for uh I think boot camps or I can't remember what it's for but yeah they're they're being a good Community partner so yeah I think the the investment they've made in this community and they've shown where their heart is uh helping small businesses helping minorities and helping those get a leg up isn't just them going through the motions because they're in this community they genuinely care and they actually made those investments before they're even fully staffed so I mean that says a lot about how they're treating our community yeah yes just a quick statement bill I love the Listia of the ready science program and I think you know that Tom Ryan David Engel are working with a group up in Hudson on Hicks Road yes if you would keep an eye on those guys kind of Coach them along as far as their next step up we get some I think big things Brewing up there to add in another one in this pie yeah yeah there are some there are some big projects moving around right now so I'm very excited about that thank you okay thanks okay thank you much thank you very much what time is it okay it is lunch time so we'll continue with
