The Pasco County BOCC adopted a $2.01 billion tentative FY2023 budget at its first public hearing, setting an aggregate millage rate of 9.3490 mills, which is 7.52% above rollback but unchanged from the prior year's general fund rate of 7.6076 mills. The Fire MSTU millage of 1.8036 mills passed 4-0 under supermajority rules, generating $9.7 million to fund 25 new firefighter positions and fully staff two stations.

so [Music] okay we're back in business um this is the first public hearing to adopt the fiscal year 2023 budget for the board of county commissioners of pasco county florida citizens will be provided an opportunity to speak during the public comment portion of the hearing mr gearing do we have proof of notice for this meeting go rick i said gary exactly thank you madam chair members of the board notification for this meeting was provided in the true trim or truth and millage notices mailed to each property owner in august in accordance with florida statute 200.065 the first issue to be discussed is the recommended millage rates and the percentage changes from the rolled back rates thank you madam chair members of the board the aggregate millage rate as advertised on the trim notices was 9.3490 mills which represents a seven point five two percent increase from the aggregate rollback rate of eight point six nine five five mills the reason the aggregate millage rate is higher is because the total taxable value increase between last year and this generating additional revenue levy for the same millage rate table 1 in your handout shows the millage rates for the various county levees and a comparison of the recommended millage rates to the rollback rates and the prior year adopted millage rates rather than read this chart into the record we have provided copies to each commissioner board records and members of the audience tonight i would like to ask the commission to adopt the tentative millage rates and total budget the millage rates adopted tonight are the maximum allowed by the florida law without mailing each additional without mailing each property owner an additional notice the board can reduce the millage rates tonight through the final hearing on september 20th however the millage rate cannot be increased later in the meeting should the commission wish to modify the budget we asked that staff be directed to return on september 20 at the final public hearing with the desired amendments at this time i'd like to give a brief summary of the general fund and transportation trust fund budgets stating the tentative millage rates the percentage change from the rollback rate and the reasons for such change the tentative millage rate for the general fund is 7.6076 mils which is a 10.21 increase from the rollback rate of 6.9 mills the tentative millage rate is the same as last year's military the county realized a 16.7 percent increase in taxable assessed values over the past year compared to the current fiscal year the

tentative general fund expenditure budget represents an increase of 66.7 million dollars the main factors for this increase include fully funding the sheriff's budget request including 10 additional deputies fully funding rescue units for fire rescue stations three and nine additional rescue units for fire rescue stations 23 and 26 and additional peak hour rescue units which will be allocated based on need and finally a wage increase for board and constitutional officer employees prior action by the florida legislature eliminated the requirement for mandatory transportation at warren tax no transportation millage was levied last year we proposed no military assessed this year for the transportation trust fund at this time i would i would ask the board accept public comment and then vote on the general fund and the transportation trust millage rates and associated budgets the minimum vote required to levy the general fund military is a simple majority or three votes according to the maximum military calculations okay does anyone here wish to speak to the board regarding the general fund and transportation trust fund no one's like no one's in person but i do have someone online uh for this matter is it for this one it is for this um because this item p76 i don't know what portion of it though it's for likely it would be the general fund portion so okay okay her name is nicole let's see is she been elevated yes all right miss nicole if you could please state your name and address for the record and then you may begin your comments yes yes my name is nicole obisnick my address is hello can you guys hear that i'm sorry it's hard to hear you hold on and i would suggest talking slow because that was difficult sure sure okay my name is nicole okay go ahead this increase in what i've spoken with our fellow neighbors we have uh just moved in here to a brand new house in 2021 september and we of course saw an increase in our property value in that time and we were expecting that increase obviously in the tax you know the taxes going up from that obviously our amount was not topped because our previous year's um taxes were based on just our lot and not our house so we experienced quite a large increase from what we were originally expected to do when we first worked out our mortgage and

now all of a sudden we're being given this increase in budget and within a year's time we're also apparently um we were unable to vote in the election because um [Music] we were not able to vote in that election and so we were able to vote on the teacher increase in salaries and me personally i haven't received an increase in nine years uh in my song and i wish that i could find another dad that i could get paid more but the fact is that now we're looking at two different increases in one year talking to a lot of my neighbors we're all kind of in the same boat where a lot of people just bought brand new houses we weren't expecting this kind of tax increase in addition to the tax increase just for the fact that our houses are valued at more and we just don't know what to do in the situation because i feel like there's a lot of people that i've been talking to that are worried that they're even going to be able to keep their house and we're worried because i'm having so much money that i'm basically taking a pay cut due to inflation increase in what our mortgage payment is going to be increase in our insurance for our house when i look at all of these aspects it's it's just kind of scary to me to look at how we're going to make this work until i can find a job that pays me more knowing that everything keeps increasing and i really don't know how pasco county came up with the idea that we should increase millage rates at a time where we're already paying more okay so we we did not increase our millage rate and if you're in a new home you know you save your homes yeah you have you should you have to save our homes so you should be able next year anyway to capture that three percent but uh there is also portability so i don't i don't know where you were living before but um [Music] but based on the proposed increase in military we didn't increase the imp there was no increase yeah we did not increase the we did not increase it it's staying the same [Music] no we said that um we cannot raise it um any higher but it's the same as it's been for you for how many years now six years six years we have not raised taxes in six years you're paying more you're done is

not a tax increase we did not raise the millage man so we have a larger budget because we have more property that has converted say from ag to taxable that valued property but it's taxed at the same rate as it has been for the last six years i think the last time we raised it confused i guess that's okay it's complicated the proposed budget that we received it said that our current amount that we would have [Music] taxes would be 5 000 or 5 500 approximately and it says proposed if this goes through uh proposed would be like 6 [Music] second column is the rollback rate so they're component comparing the rolled back rate to the actual millage rate oh so you're looking at the rollback rate um not the actual millage rate and if i could she does have the 50 000 homestead exemption but she does not show that she has the portability so i can work with her okay well um we're going to see if we can work with you on letting you helping you capture your portability so um do you do okay okay if you're still listening um do we have a way to get a hold of her okay so we'll get a hold of you and help you um capture that savings from portability all right is there anyone else that wishes to speak to the board i have no one else on webex okay any discussion by the board is there a motion to adopt the tentative military for the general fund of 7.6076 mills discussion all in favor aye opposed is there a motion to adopt the tentative millage rates for the transportation trust fund of zero mills so second under discussion one day we may have to look at that but for today it's zero and bob says yes we do okay um okay uh all in favor aye aye opposed thank you i will now provide a summary of the fire municipal services taxing unit budget stating the tentative millage the percentage change from the rollback rate and the reasons for the change the fire municipal services taxing unit fund has a tax levy of 1.8036 mills this represents a increase of 10.88 from the rollback rate of 1.626 the increase in property values resulted

in an additional 9.7 million in property tax revenue the budget includes a negotiated firefighter wage increase fully funding fire units for fire rescue stations 3 and 9 and 25 additional firefighter positions to reduce overtime at this time i would like to ask the board to accept public comment and then vote on the fire municipal services taxing unit millage rate and associated budget the minimum vote required to levy this millage rate is two thirds or four votes according to the maximum millage rate calculation does anyone wish to speak to the board regarding the fire municipal service taxing unit is there anyone online nope no one else is online is there a motion to adopt a millage rate of 1.8036 mills for the fire municipal service taxing unit second all in favor aye aye opposed thank you thank you i will now provide a summary of the eight voter approved debt service millage rate these millage rates are levied to repay the debt service for the general obligation bonds to include the jail project at 0.03 mills and 0.1194 mills fire rescue projects at 0.0268 mills and 0.0557 mils parks and rec projects at 0.0126 mils and 0.0103 mils and the libraries projects at 0.0123 mills and 0.011 i'm sorry 0.0100 mills an additional tranche of the general obligation bonds were completed this year for the parks and recreation projects i'd like to ask the board to accept public comment and then vote on each of the debt service millage rates there is no vote requirement for these millage rates so a simple majority or three votes is all that is needed does anyone wish to speak to the board regarding any of the eight bond millage rates is there anyone online no one's online is there a motion to adopt a millage rate of 0.0336 mills for the 2019 a jail facility bond second all in favor aye aye is there a motion to adopt a millage rate of 0.0268 mills for the 2019 b fire rescue bond summit all in favor aye opposed is there a motion to adopt a millage rate of 0.0126 mills for the 2019 sea parks recreation and natural resources bond soba second all in favor aye opposed is there a motion to adopt a military of 0.0123 mills for the 2019 d libraries bond second on favor is there a motion to adopt a millage

is there a motion for approval of the resolution adopting the tentative budget for pasco county for fiscal year 2023 some move second all in favor aye opposed okay thank you any changes made between now and the final public hearing will be detailed in a memorandum which will be provided to you with your agenda for the regular meeting of september twenty twenty twenty two staff mecca men's staff recommends the board provide direction prior to the final public hearing regarding any additional amendments to the tentative budget as a result of the memorandum mentioned above and any other amendments the board desires these changes can then be incorporated into the resolutions for the public hearing of september 20 2022. okay um uh board members i just want to make a comment here uh there is a interesting site to go to called um florida tax watch who makes a uh they have a a site that you can go to called how florida camp counties compare and i showed this to the county administrator and i showed it to the sheriff glad to see we're up into the 40s now and this is uh but you can see where we where we fall with counties around the state per capita total property tax levies in the tax year of 2021 had pasco county number 42. so and there's all different kinds of information in here so i think it's fascinating if the public wants to go see what your government collects and what it puts out this is a great site to go see this just comes straight from the budgets that the counties submit so it's how florida counties compare and this concludes the tentative public hearing awesome thank you john then chair bob [Music] do [Music]
