The board approved a 4-1 vote to rezone approximately 131 acres near Lake Iola Road for the 550-space North Pasco RV Resort, with Commissioner Fitzpatrick dissenting over concerns about commercial development precedent in the northeast rural protection area, drawing significant public opposition over traffic safety at the Blanton Road/I-75 interchange. Commissioners also unanimously approved an ordinance raising the tourism development tax from 4% to 5%, established two new community development districts, and rezoned 27.75 acres near SR-52 for a mixed-use project including 220 multifamily units by Jordan Road LLC. is part of the watercress development that property is designated forest and parkland and it is being sold to leonard construction and for the price of five 26 dollars according to the property appraiser's office the assessed value is forty seven thousand two hundred and twenty and the just value is sixty eight thousand two seventy six its designated forest property is this property going to remain undeveloped or is this person going to be able to develop that property and why is it being sold so cheaply the other one is 7037 hat pin same buyer price is twenty eight thousand tax assessed value is forty six thousand eight fifty and the just value is sixty seven thousand seven thirty nine and it too is also designated as part property if this is being developed into housing why is this property not being sold in a big process to the open market when we have such a high demand of values in that neighborhood right now why are we giving away the farm thank you robert first good morning my name is robert first i'm here representing pasco's professional firefighters the address for our union hall is 21735 ymca camp road land of lakes florida 34639 here today to speak on public safety as it stands today in pasco county for 41 365 calls for service in 2021 exceeded the 10-minute threshold to get the first unit on scene that means that it takes more than 10 minutes to get a fire engine on a scene in a day and age where houses can be fully engulfed in flames in less than five minutes that of course assumes that the fire engine that we're talking about or the rescue that is assigned to the protect that location is in service and in quarters at the time when the call for service comes out nearly 10 000 of the 89 447 calls for service in pasco county last year exceeded 15 minutes to get the first rescue or the first unit on scene that is not a rescue unit that is a fire engine 15 minutes to get the first paramedic on on the scene imagine having to perform cpr or rescue breathing for one of your loved ones for that period of time and then having to possibly wait longer for the ambulance to show up while the fire engine does the same thing you did for the past 15 minutes since january 1st of 2022 through march 13th pasco fire rescue has declared signal 40 which for those of you that don't know means that we have no ambulance to send on one side of the county or the other or both the total time for that is a grand total of 1586 minutes if you extrapolate that by

dividing it by 60 you get over 26 hours out of basically 100 days where there was no ambulance to send to a 9-1-1 call in pasco county i promise you that number would be significantly higher if it was extrapolated out to today because in the last two weeks we've had some of the longest signal 40 times that i have seen in my career in this department as staggering as the this statistic is it's only the beginning how many minutes was there only one ambulance or two ambulances to send in pasco county how long was the response to the next 9-1-1 call for that ambulance what was the preventable negative effect medically on that person or the house that we were trying to protect from a fire the normal or expected increase in yearly calls for service in pasco fire rescue is typically around five percent in 2021 the increase was 16 that's more than triple the average we attribute it directly to the growth the unfettered growth in the county simply put the fire department and the sheriff's department as you can see with the representation here were stretched way too thin the population growth and lack of infrastructure is overwhelming our ability to safe to safely protect the residents as they want and deserve per capita spending in the greater tampa bay economic region for pasco county is the lowest in the area on money attributed to fire rescue we need more funding to perform essential services we are tasked with providing the men and women of pasco's professional firefighters will continue to work tirelessly every single day to provide our citizens with technology expertise and the care that they deserve we need this board to be the public safety advocates they claim to be and provide the funding so we so desperately need only then will pasco have a chance of being a premier county thank you very much and i gave him extra time because he's representing a group dixon phillips followed by richard reilly followed by jennifer sunny thank you dixon phillips representing iff local 4420 my address is protected good morning commissioners my name is dixon phillips and i'm the district 3 representative for iff local 4420. on july 6 2021 representatives of local 4420 including myself stood in this very room and asked for your support and an increase in the mstu we stood at this very podium and explained to you how our county is no longer safe we told you that response times were longer than ever and we were experiencing an increase in call volume that this county has never seen you ignored us call volume increased by 16 from 2020 to 2021. the national fire protection association states in article 1710 that an als advanced life support unit

must be on scene in less than eight minutes on ninety percent of all incidents on over fifty percent of paso county fire rescue's calls response times are greater than 10 minutes that means on average it takes over 10 minutes for an advanced life support unit whether it's a fire engine or an ambulance to arrive on scene of your emergency earlier this year a witness cardiac arrest occurred in pasco county it took eight minutes after the 9-1-1 call was received to find units available to send ladder 37 which services the sun lake area came in service and was dispatched to the call it took 14 minutes for ladder 37 to arrive on scene where unfortunately the patient was deemed dead on arrival this was not the first time this has happened and unfortunately it won't be the last for the foreseeable future then every firefighter's worst fear happened a pediatric cardiac arrest when this call took place the units assigned to the call were available in their station it took 14 minutes for fire rescue to arrive on scene after 9-1-1 was called when they arrived on scene they found a pediatric patient pulseless and not breathing thankfully the crews who some are represented here in this room today we're able to save this patient however the patient will have deficits due to their brain not receiving oxygen for such an extended period of time the american heart association states that brain death and permanent death start to occur in four to six minutes after someone experiences cardiac arrest the american heart association studies also show that a victim's chances of survival are reduced by seven to ten percent with every minute that passes without defibrillation and advanced life support intervention very few attempts at resuscitation succeed after 10 minutes on july 6 2021 the county administrator stated that two new stations station nine and station three were going in service this year it was also stated that station 30 which services newport richie was receiving another rescue well commissioners here we are nine months later we have no new stations in service no new engines in service and no new rescues in service rescue 230 which has the station waiting for it has sat outside of west fleet park for months until fire rescue is given what it needs civilians both young and old will continue to die unnecessarily maybe one day soon we'll finally be able to call pasco county safe thank you thank you richard riley and he's after richard jennifer ceni followed by nancy hazelwood and neil carella good morning i'm richard riley 20235 old shelby road dade city

i normally come and speak to you about the rural protected area and and the concerns we have up in trilby area but today i'm going to ask about the penny for pascal i understand that it is coming up for renewal that has had two terms of fun providing extra money for the county for according to your you the pasco county website for conservation of land the national resources transportation education economic development and public safety i when i googled on a penny for pasco the thing i came up with first was a penny for your thoughts i thought that was appropriate on i want you to continue i want the um referendum that will the i believe it's a referendum they'll come this fall to continue the penny for pascal specifically i would like it to continue to one support in a similar manner that is doing right now i've just been preceded by some very specific legitimate needs for public safety i agree with that i'm glad we have as much as we have both the fire and the sheriff's office are excellent and necessary and uh i support them i do hope that you can do that and i hope you can do it and supporting the penny for pasco my point here is i think they should be separate i think the environmental support the natural resources education transportation all are very very necessary for on our quality of life that's one of the reasons that the penny pascal was um promoted is for a quality of life i think we need safety and i think we need a quality of life thank you very much thank you wow two minutes actually one minute jennifer seaney followed by nancy hazelwood good morning commissioners 25605 apple blossom lane wesley chapel it's been a long time since i've taken advantage of this public comment but i was there in the beginning of the penny in 2004 as a matter of fact i was part of the settlement agreement in 2000 that started this whole movement off so i'm here to first of all say thank you for your joint workshop i thought it was a good workshop i like to see the school board and the county work together cooperatively and i'm here to say thank you for supporting the penny as it stands today i specifically want to point out that you kept the percentages in the penny the way it is and i think that's very wise because that formula has worked twice before and we need a formula that will work again

please do not make the mistake do not fall into hubris and assume that because the penny passed by over 70 percent last time you can do the same thing this time in 10 years the population of pasco county has grown significantly and there are many people in this county that don't know about the penny and quite frankly your penny pack political action committee of which i am a part has the job of making sure that your citizenry hears about the penny in a positive way if you mess with a formula that is already proven twice before you run the risk of sinking this penny i specifically can talk for the environmental groups in this county we fought long and hard for the percentage that we got in the penny and we did it in collaboration with the other parts of the penny and there was a reason why the penny has been divided evenly for two decades for 20 years it was because that creates the synergy among all of us that allows us to campaign really hard for the penny and by the way your penny pack assumes that the devil is after them and that's the way we campaign and we would like you to think about it similarly so please first of all thank you for supporting the penny like you did at your workshop but please keep the percentages the way they are one more thing i understand that everybody needs money and i acknowledge that public safety fire and the sheriff's department are always looking for more money they will never have a time where they don't ask for more money legitimately so but do not take it from other parts of the penny because that will destroy the synergy of the penny thank you for this time to speak with you thank you nancy hazelwood followed by neil carella nancy hayeswood 34110 a nice place dade city florida thank you for the joint meeting for the penny for pasco i'm also here to speak about that and please keep the levels of money for each part of the penny as it is today i am in favor of the penny and especially the e-lamp program i was also there when they managed to start the penny and it was a wonderful thing for the whole county please take in consideration that all parts of the penny needs to be funded as is and i do hope that in some other way you find more money for our police and our firemen we all support them but messing with the penny might not be your best advice thank you all corella neil carella 11991 driver lane spring

hill is in reference to pilot country airport does the board communicate back and forth i've never been to one of these meetings before can i ask questions to the board or i just got to speak okay well over at pilot country we've had uh zoning issues come up as of late and uh on the west side of pilot country they put high density housing right underneath the flight path of airplanes flying in and around the airport which to me makes no sense i mean florida statute laws 333-01.5 says it has to be airport compatibility i don't know how to put in high density density housing around airports is compatible with an airport i don't know how the board can sit here and look media and tell me it is compatible in any way to an airport now there's plenty of other things you could do industrial home depot res you know retail all kinds of other things can go there all you have to do is move up the road another three quarters of a mile and be out of the area that's protected by fdot so i just asked the board to consider the florida state statues when they do this next consideration on the things coming up in the future thank you that's it is there anyone else here who wishes to speak to the board this morning good morning everyone my name is diane jones i live at 1771 cameron court in trinity i'm here to speak about the penny for pasco i serve on the citizens committee along with jennifer and i'm actually very torn on this subject because obviously you can't argue with the statistics and the information that was just given by our public safety officials they're so respected and what they do is so important but i'm here because i believe that the best chance the penny has for passing this year is to keep the percentages to keep the way that the penny is is divided the same it's been for the last 20 years my grandpa always said if it ain't broke don't fix it and i i live my life and i live my business that way and i do believe that the citizens of pasco county have come to support the penny they've come and they've seen how well it's done over the last 20 years and that it's working and one of our strongest statements for the for the pac this year is going to be promises made promises kept we're just going to keep doing what we're doing because it's happened it's working so well every category is so important i wish there was more money the numbers are going up i'm thrilled to see that

i wish i could come up with a solution to to to provide public safety more money but i believe that the penny should remain the way it's divvied up right now so that we can go back to the residence and say we are continuing a program that has worked and we believe will continue to work in the future thank you thank you danny nice people madam chair yes do you mind if i ask um county ministry a question real quick before we move on because there's a lot of people in the audience and i don't want to ask the question during miscellaneous business in case it's all the way in the afternoon okay obviously people won't be able to hear so i don't think it will be though so mr biles can you um just in response to some of the comments made just so for the for the board and people in the audience people at home can you tell us how many engines are in the queue right now or rescues not engine sorry rescues i apologize rescues are in the queue right now and when they'll be online so nine station i obviously when those will be available as soon as the the facility is built and it's under construction i think we're 60 to 90 days out on that at 2 30 we're waiting for the trainees to get through the current training class and then that will be ready to go the the units available it's just a matter of getting the firefighters to the class station 3 will go out to bid and start construction here shortly with the next quarter and then like those are the three major movements for rescues we have you know working on the current budget you know i think the board has already you know indicated that rescue 223 is probably the next one would be included in the next budget in addition to two new fire stations both station two and station four or post bond bond funded fire stations will also be under construction in the next 18 months which would include two more rescue units so you know we're working on some other ways on peak hour shaving with you know rescues and stuff so there is a lot of stuff going on i mean over the past five years the board has increased the rescue piece of the budget almost 120 percent which would you know dwarf just about any other increase in the county so there is a lot going on okay a follow-up question um how are we doing on recruiting people into the fire department to make sure they're ready to go as soon as those fire departments are open we're recovering

during covet a lot of the fire schools shut down during coven so we're recovering for a while there we had more vacancies than we had applications for i think we have on the order of 20 something 20 to 30 firefighters going through our current training program in onboarding it at the training center and then there's another group after that which should get us close to about the 20 vacancies that are planned for station three that are budgeted but won't be filled until we're ready to put them into the station but it was a challenge for about a year after coving because of the fire training school shut down can we see more yeah i just wanted to we'll have continue these conversations probably this afternoon too but i wanted to know how many rescues are online right now and when do we expect those to be ready right um and to the madam chair and to the citizen that brought up um c 16 and c 17 i will actually pull c-16 so you can actually see because if you read the agenda memo you just read the agenda if you read the agenda memo it actually gives you an explanation that these did go out to bed in the process of winthrop so what you need to do when you look at the agenda item online there's a digital memo attached read the agenda memo and it gives the analysis and how what was the process so it did go through that process but i'll pull it i'll bring staff up so you can see that process to go forward and the county attorney can actually respond to that too because by statutes are certain things we have to do and the staff does a great job of following through on that so just one correction we have 37 hires firefighters starting on the 11th they're starting their own body in the level that's a big class i mentioned doesn't start yet starts on monday so it's a monday starts on monday 37 so thank you okay madam chair and how many vacancies do we have and then after after that i think we're down to about 20 uh and that's effectively fire station three because those those are budgeted but won't be filled until we're near final construction and that one should be going out to bid here shortly um and i would like to suggest that when they're getting ready for bid that we put in the county attorney's office and are purchasing whoever handles these that they put a very high priority on getting these documents out on the street yeah there's actually a look but i think there's actually one rebuild on the street right now for bids i think 20.

fire station 20 is yeah out on ben right now and so then one of the new ones will be out on the street once that comes in okay so madam chair those are the new vape those are getting filled going to specific stations but weren't there 77 vacancies they were yes ma'am and over the last two cycles we've managed to get enough uh recruits to fill those assuming all 37 show up on monday that was kind of my question okay we kind of need to move on we normally don't get any discussion during this time so um and i and i agree with commissioner moore this more discussion on all funding for um first responders will be had by the board okay um so we have no one else wishing to speak then i will and commissioner more i pulled 16 and 17. all right there you go um so we uh madame kirk we have resolutions sorry let me go over here for a second okay resolutions yes let's get these out of the way okay um miscellaneous business which will be very very shortly because one of our ours is pulled okay okay and we have an 11 a.m time certain but i think we'll get to it before then okay um is anyone here for national child abuse prevention month please step up to the podium thank you so as you wait make your way to the podium i'll go ahead and read the resolution resolution number 22-101 a resolution by the board of county commissioners of pasco county florida proclaiming the month of april's national child abuse prevention month and celebrating the dedication of the paso county guardian ad litem program in pasco county so is anyone here for the guardian of leiden program okay just making sure i didn't miss anyone whereas april is national child abuse prevention month and the week of april 17th through the 23rd 2022 is national volunteer week the pasco county board of county commissioners would like to recognize the paso county guardian ad litem program for their advocacy for children within our community and whereas the florida guardian ad litem office provides representation for abused abandoned and neglected children in dependency court proceedings and whereas the florida guardian ad litem office is nationally recognized as following best practices because it uses a multi-disciplinary team model that includes an attorney a certified child advocate manager and a trained volunteer or pro bono attorney and raz for more than 40 years the florida guardian ad litem office has provided the most vulnerable children in florida with an adult from their community who is a consistent and positive president's presence in the child's life and whereas for more than 30 years the florida guardian at lydom office has provided independent legal advocacy for thousands of vulnerable

children throughout florida and raz guardian adelaide and pro bono attorneys donate time and mileage worth millions of dollars annually to the state of florida and res annually the guardian the florida guardian ad litem program in the 6th judicial circuit pasco county oversees a volunteer base of over 250 people and those volunteers and advocate for more than 940 children in pasco county and whereas studies show that children in the guardian ad litem program are more likely to be adopted half as likely to re-enter foster care less likely to spend time in long-term foster care more likely to have a permanency plan and more likely to perform well in school and whereas the florida guardian ad litem office provides the highest quality community community advocacy and legal representation to protect every child's rights and best interest now therefore be resolved by the board of county commissioners of pasco county florida that said board hereby proclaims the month of april is national child abuse prevention month and celebrates the dedication the dedication of the guardian ad litem program in pasco county dunner resolved in regular session with a quorum president voting the fifth day of april 2022 my approval second all in favor aye aye i would like to speak yes um thank you for everything that you do it is very important i was a guardian at later for several years and they are a court-appointed volunteer and they are a voice for the children and it is extremely important we do need many more guardian item volunteers i know there was last number i had was about 2 400 children in the dependency system so it is very important that we recruit because they just said 940 guardian ad litems so thank you for everything that you do would you like to i think this is commissioner oakley's resolution so it is yeah uh i was wondering if she wanted to say something about yes thank you so much we actually have 265 active volunteers uh trying to cover uh 940 uh children and then there are still uh 200 and some children that weren't appointed so our mission is each one with one each one does need a voice thank you for your service we know that you're a guardian um we're wearing the blue ribbons for child abuse prevention month so i bought each of you one and if to encourage you at some point if you could wear it standing in the line at publix or whatever and somebody says what is that you can say hey it's child abuse prevention have you considered volunteering regarding that item i have seven bags there's only six so i was feeling a little bad when i saw sheriff nacho because he is an avid supporter so you get the extra bag today i would think the sheriff is very involved with this issue so thank you and uh we'll come down and take a photo yeah we'll go down and have a photo with her all right yes all right

thank you oh okay let's keep moving rs2 commissioner moore's resolution oh thank you is um i did see florida animal control oh it's called the animal control association employee of the year i saw them they're hiding though mike shoemate oh he's coming there they are colonel sanders himself all right i will go ahead and read it as you make your way to the podium resolution number 22-103 a resolution by the board of county commissioners of pasco county florida recognizing dr christine glenn for receiving the 2022 animal control association employee of the year award and spencer conover for receiving the 2022 florida animal control association supervisor of the year award whereas the florida animal control association represents 72 agencies and over 1400 animal control officers in animal welfare professionals statewide each year they recognize outstanding individuals in animal control and animal services these individuals have distinguished themselves as leaders and shown outstanding achievement within their organizations and communities and whereas this year the florida animal control association has selected spencer conover pasco county animal services assistant director as their 2022 supervisor of the year award recipient and dr christine glenn pasco county animal services shelter veterinarian as their 2022 employee of the year award recipient each of these individuals has shown outstanding achievement and a strong commitment to excellence in to the citizens and pets of pasco county and whereas spencer conover's engagement with animal welfare leaders across the country has helped to place pasco county animal services at the forefront of the humane animal support service coalition as a tier one shelter this has resulted in new programming to better meet the needs of our community and help pcas obtain over a hundred thousand dollars in animal and human humane animal support services grants and whereas spencer has also been called upon to assist other municipal shelters in florida to help them develop and improve their customer and animal welfare programs these includes marion polk hillsborough alachua and citrus counties and razz dr glenn has excelled as the shelter veterinarian in pasco county animal services by exemplifying innovation and process improvement leading her team to accomplishing over six thousand surgeries and 150 000 medical treatments in 2021 while hosting two public low-cost vaccine clinics each week she has also she was also named as star performer of the year for pasco county in 2021 and rest dr glenn assisted hernando county with a cruelty case involving over 140 dogs while on scene

water management district in paso county have previously dedicated april typically a dry month when potable water demands are most acute as florida's water conservation month to encourage citizens to help preserve florida's precious water resources and whereas the continued support of april as florida's water conservation month reinforces conservation messages ordinances and efforts put forth by the pasco county board of county commissioners now therefore be it resolved by the board of county commissioners of paso county florida that said board hereby declares the month of april 2022 as water conservation month in pasco county and calls upon each citizen to help protect this precious and shared resource dunan resolved in regular session with a quorum president and voting this fifth day of april 2022 approval say all in favor aye aye opposed okay welcome you know it's kind of apropos just this week the county came to my house and told me my water meter where reader my water meter was running like 24 hours a day and then we had a plumber come yesterday and our soft water machine apparently has a leak we had no idea so i'm very very grateful that we found out and we're having that fixed but it's very important um that we do conserve water so um who's whose is this mine yeah so um it's the second time i've had that happen to me a lot the first time i have they put me in the paper over it turns out that i was hit by uh lightning and it messed up my sprinkler computer system and i had some zones running for hours and we didn't know so thank you ct bowen does anyone else want to speak about this but pasco county has been up front for a long long time in water conservation and i certainly appreciate all that they've done all of our utility departments done in this area it's i've had this in my mind and and studied it since 07 until now i'm finally a chairman of tampa bay water but water is very important i told people the other day at our meeting i think miss starkey had to leave early but knowledge is when you know the difference between potable water and reclaimed water wisdom comes when we know how to use it in the future for our citizens so it's very important that we take care of our water conserve it and it's a very valuable product that we have that's a natural product so you know commissioner oakley i would add that we have a lot of people who have moved here and didn't know about the water wars and what we went through 20 30 years ago and i i

we need this motion to approve the consent agenda we have there but so we have an updated one so we have uh c21 withdrawn c23 pull and discuss r46 we already know that's withdrawn and i pulled 17 and 16 for quick discussion and uh with that i'll take a motion second all in favor all right so c20 well let's go c17 c16 good morning commissioners andrew baxter facilities management director i'd like to talk about c16 and 17 together just to give the update on the process that we do related to surplus and disposition properties these specific properties are what are called tax achievement properties so there's a multi-year process that happens before the county even acquires these through an achievement process meaning that tax taxes were not paid it goes through the tax collector's office it goes through the clerk's office and then the county becomes a reluctant owner of these properties after no one makes claims to those tax bills and they achieved to the county at that time we then determined whether they are valuable to the county following our surplus and disposition process indeed in these cases these properties were determined to have no significant benefit to the county and it was better to return them to the tax rolls so that follows a process where we follow our disposition process and in this instance the uh on december uh of 2019 the parcels were offered for public sale with a minimum bid of sixty thousand dollars there were no bids received again we've offered them up for a minimum bid of forty thousand dollars again there were no bids received and then we offered them for a minimum bid of twenty five thousand dollars and that's when two bids were received and then you can see uh how that progressed and that these were acquired by this this highest bidder so that is the process related to surplus sales like this i had my team i heard a comment from the citizen who brought these up that they were reserved for forestry lands we checked the the the lands are we did a zoning or excuse me we did a title search in 2020 that did not find any environmental restrictions on the properties and the properties are currently zoned as residential yeah they're surrounded by houses okay i think this is important again just reiterating if you look at the backup material that goes along with the agenda item it's always going to be in there which can be found public records can be found online prior to the meeting that's attached to it am i not correcting yes sir it certainly is and one question when you when you put these up for sale how is the public notified so that they are put up on our purchasing website uh it's done through through every way that we do purchasing

there with there is no funding required for this essentially it allows the flexibility for the county to be reimbursed for soft costs such as land acquisition and engineering in advance of issuance of 150 million dollars estimated of debt which we anticipate will need in about 18 months or so it does not obligate the board to actually go in on the debt but simply stating the intent gives us the flexibility to have costs incurred now in advance of that that reimbursed with those debt proceeds so it's not coming out of the sounds sounds very good any questions take a motion a little bit second all in favor aye opposed and then lastly 49 49. that's 49's before this afternoon oh sorry okay that's a key oh yeah it is okay so now we're on um miscellaneous business and um board members i'm gonna pull the sheriff up in front of us if you guys don't mind um we'll take him out of order and we'll have a presentation by the sheriff thank you madam chair adam clark i'll make sure chris naco 8700 citizens drive i know everybody coming up that's been causing a panic scene for her so thank you very very much for uh allowing me to come up and speak um a couple things madam chair i would not bring up your water issues anymore no more stories for the paper the uh you know a couple i just wanted to mention you know for the record i'm not anti-growth i want to put that out there i'm not anti-growth i am from philadelphia i grew up in a row home uh there were fire stations i could walk to please i could there's more i could throw a stick at but i wouldn't throw a stick at them because the paddy wagon would then pull up but those are the type of things i grew up in an environment that you know there was a lot of um people around you know there's a lot of growth around uh you know i'm not anti-environment either i love the fact that we have bike parks here i can take my family on i love the fact we have fishing calls i don't lose any more like fishing holes either so that's those things i just want to put out there but i want to make sure that we understand as we talk about you know some of the things that are going on with growth and how it can affect us and i'll give you the scenario so picture pasco county is a big restaurant you know it was a big wide open restaurant and now we're putting tables in and so when you bring the tables in you're bringing people into the restaurant unless we you know increase the people to work in that restaurant we're going to fall behind you know the people in the restaurant are going to get upset they're going to say where's my food at you know i need a drink of water i need food you know so

what we represent in law enforcement public safety in general and you know beyond public safety a lot of your resources um we're at a service and we're the service group in there and so all i want to do is talk about how you know from a service perspective when the growth is coming the restaurant is getting larger more customers are coming in they want to get to service because if not they're going to be very angry and they're going to start pointing fingers i want to get there i want to address that before they start getting angry so you know according to data and none of this data is ours that's the one point the second bullet point this is coming from the florida department of law enforcement florida tax watch you know mentioned the other day we are 64 out of 67 counties in terms of law enforcement officers per thousand that we serve so what that statement is for every 1 000 residents in a community we are 64th in that ratio of the amount of deputies to serve them so we're almost near the very bottom and you know according to tax watch pasco county is 55th out of 67 counties in funding for public safety you know that's ems fire rescue law enforcement everybody in general and the one point i want to bring up here you know this is from the budget this does not include grant dollars there was a hundred and ten million dollars roughly 111 million dollars for the constitutional responsibility of the law enforcement including court security that's in the constitution from the detention standpoint we are 51 it was 51 million dollars and that is going to be completely returned to the county you know as the county takes over the jail facilities i just want to make sure that there is no intent at all to touch at 111 because if that is touched all it's going to do is reduce our ability to serve our community so in a second slide it's hard to see i hope you can get you have it in your handouts you know pasco's growth population we are well below and these are just some of the numbers so pinellas county is at 1.86 deputies per thousand residents so and you also have consideration their population they serve primarily is lower than ours so they're at four hundred thousand we're at 498 000 we're at the very bottom down there in that yellow and so they have cities like st petersburg clearwater largo you know you take hernando county they're at a ratio of 1.32 our ratio is 1.06 you know they're at 200 you know their proportion is much higher than ours polk county has lakeland and they're at 1.26 and their population is around that they serve directly as 462 000 so with the lakeland it takes out a big chunk and in hillsborough county with the city of tampa their ratio is still higher than ours by a good percentage they're at 1.23

so right here these numbers just represent you know if we are the same level of service as these other counties to keep that level of service you know for pinellas county we need an additional 399 deputies hernando 130 polk 100 hillsboro 85 you know that's because our ratio is 1.06 so that's why you know but these are all numbers from the florida department of law enforcement make sure you know we didn't just make these up so growth and permitting so i go back to again i am not anti-growth i want to make sure people don't know i'm not anti-development that's not my role responsibility my role responsibility as the sheriff is to make sure you know we do everything we can to keep our community safe and it's also my role to come here and explain this to tell you hey this is where we're at so for every one thousand residents pasco should be adding two deputies you know if ten thousand residents move in an average of three people per household that's thirty thousand you know we're looking at additional 60 deputies that's just you know to slightly go above where we are now are percentage-wise that would that is if you took a standard to that point 2.0 you know we're trying to just maintain the level that we're at we keep seem to be falling behind in polk county the commission just um grant you know sheriff joe went from the county commission and above what their standard is they're going to start allocating 25 deputies per year so they're going to be at 125 additional deputies in the next five years because of their growth that should and then they're going to still continue to backfill their positions the problem we have is you know we're two to three years behind so if a permit happens you know by the time that permit goes in by the time that that person actually starts paying taxes because we all know in january really when they start paying attacks and then that tax goes into effect then we as a sheriff's office get it then it takes us a good over a year to hire somebody train that person put them through new member orientation and put them on the street so now we're about two to three years behind about one person moving into that house so when you multiply that out that that we keep falling further and further behind so that's one of the things i just want to make sure you know you're aware of as we're looking at this i apologize this is small too but you have the other graph we can see it here you can see there okay good there's no way all right so this is this is the permits that we were able to look at so the permits have been filed and this is generality just want to make sure but this is the numbers that just to give a a good picture of what's happening and so

you know for the first 84 days of the year from january 1st to march 25th there's been 3745 permits that have been filed so just saying everything perfect you know they all go through everything's perfect filled world that they get through and everything's done you know that would be an average that we need additionally you know looking at it's only two people per household you're looking at 14 law enforcement officers just to maintain you know try to get that two ratio just to kind of go up so that's just kind of inching us up close or added up out of that 1.0 number but it's moving us up a little bit further but however that's just addressing what is going on now at the permits the other issue we have and i i want to say i thank the board because i think it was around 2014 2015 i was in front and you all saw the issue that we were we had actually lost 100 over 100 officers had left pasco county to go to tampa they actually called it the tampa 100 club and that club was people that were in pasco county trained you know we they've been here for years got experience and then tampa picks them up so basically you take go back to that restaurant scenario you take good highly qualified chefs and they're trained they're worked up and all of a sudden another restaurant takes them from you now we have to go back to get some hi or somebody back at a year-long process that's where we were what what is happening though is just because we started catching up and we never caught up to our tampa but we were kind of seeing ballpark as the other counties they didn't stop and now with the issues of hiring law enforcement officers across our country and across everywhere you know we're all competing now for people because a lot of people lost interest to say hey maybe i don't want to get into this field we're not competing against other you know higher paying agencies so tampa pd is starting at 60 000 a year you know i can go down the list 53 analysis 51. pasco and fhp we are told that the governor signs and he said he will approve it they're going to jump to 56 000 a year starting so pasco we're right now 46 948 we're just slightly above hernando if this isn't addressed which you know be submitting the budget is that you know well i want to be comparable you know for our civilian members with the county at the same rate i have to understand for our sworn law force members we're going to be we have to do the matrix that you guys have you know worked with us on and i appreciate that and our citizens need to recognize that you did a great thing by recognizing that we stopped that slowing growth of people going to tampa but we're going to be back in its cycle again if we don't start addressing it and that is a major issue as we talk

about staffing so a couple of things just to hit on you know we must continue to fulfill the constitutional responsibilities of sheriff's office to provide the law enforcement services and court services i don't think there's anyone disagree with keeping the current budget for law enforcement and court security at 111 million is there anybody that i've spoke to everybody i just want to make sure that everybody's good with that that 111 million dollars stays with the law enforcement budget and the 51 million will transfer back to the county if there's yeah we're good well i haven't had a budget meeting on this so i i'm not prepared to say anything about numbers okay i yeah i've been very busy the last three weeks no no i understand okay but this is not an increase all this is saying is i know i get i just want to just put it on the record because we spoke but i want to make sure i say out here too this is so in in the budget that we present every year there is a budget for our constitutional duties which is the law enforcement court services and then there is for the jail the jail budget is 51 million dollars our services are roughly 111 million dollars for law enforcement and to secure the courthouse what was proposed before when we talked about giving back to court to being back to jail is just moving that pot of 51 million dollars over to the county because that's is the jail if that 111 million dollars gets touched and tries to get reduced all it's going to do is reduce law enforcement services in our community so yeah i would defer i think we have a budget workshop coming up this is not for next year this is just for right now no i oh yeah oh for okay i'm confused go ahead sorry commissioner yeah they i know they're they're working on their budgets like we're working on our budget and we are you know as part of the jail transfer you know our budget office is working there is to see what their expenses are in the jail because we have to build a budget based on mining expenses so we're working on that you know i would not expect that we would want to decrease the 111 million piece in fact you know we're talking how are we going to split the growth going forward with the jail now back over the county and we're still working through those numbers but i can't imagine that we would expect to decrease it there are some probably support elements that are in that that support the jail operation but you know we'll work we're going to work through that yeah so i mean so i think the short answer is i don't expect us to ask for any of that piece as we move forward into 23 with the jail transitioning over

correct okay commissioner oakley sure i've been here since 2016. right since that time your budget i believe has risen about 50 million dollars is that correct for approximately probably with the jail including the jail yes well i'm not talking about just you know i'm talking about your your total but well it includes the jail includes a joke that's included yeah but during that time how many officers have you hired to keep up your officer count against one thousand right and we mean officers on the street not an administrator no no no so the issue we've had is one is that out of that budget a lot so 2016 you hit it around the right corner that was when we did the bigger pay increases so pay increases added tremendously to that number then you know you have to take into account the jail so the jail we were kept adding in the jail these are all part when you talk about the whole budget increase that by abortion that portion includes the jail the jail i forget was 30 million with the 50 only because contracts keep going up everything's happening so patrol deputies you know i can get you that number exactly we're trying to hire we did a grant right last year for 30 but the 30 deputies that we're trying to get that came through that grant that paid to two years fed or three years federally then it comes into ours it's trying to hire those people on board so as i said we're about a year behind so how many officers we're able to get on board you know we can break down those numbers but i just will tell you commissioner is that when you start looking at these pain these increases a lot of it is for contracts in the jail a lot of it is for hiring people a lot of it is for salaries so we're never able to keep an eye and so you give numbers so our numbers can compare to pinellas county i believe pinellas county's budget is 190 million dollars for law enforcement ours is 111. so when you're looking at you know with that many officers that is the gap that 80 something i think is about 80 million dollars in there that's a huge gap that when you talk about officers and you start putting people towards patrol that's where you can start putting people towards patrol yeah so sheriff but you don't know how many deputies are actually hiring since 16. we have we have to backfill a lot too because retirements and everything so a lot of and i agree and that's the thing commissioner it's a great the point that we are and i appreciate the point because it's very valid and i think a lot of people this is a misconception i think a lot of people where you don't get it because i mean

you get it because you do it all the time but they think one is when we hire one deputy for the street oh we're gonna hire somebody and they're out there it's approximately five deputies for every one officer that's on patrol because we're 24 hours a day seven days a week 365. so when you say we have hired 30 deputies that we're able to get that through the grant we greatly appreciate it that means that there's only one deputy we have 30 squads that means there's only one deputy one new deputy per squad which means roughly it's five deputies roughly on patrol for the entire county during that shift during that time so we've for every 30 you've added five basically for patrol so that's a very valid point the other the other point is the salary and benefits you know and health insurance we all know health insurance is going up and and the rates for insurance and rates for the uh retirement have gone up and you know the county administrator price all the numbers still gone up high again this year uh very high those are those type of things that we take in consideration so as i said commissioner i really applaud you asking a question because it really shows the point that when citizens you know we watch a tv show and they said oh we hired a new actor on their show that means they're in there all the time they think sometimes oh we hired a new cop there's a new deputy out there there at the time that's not that's why how stagnant it is so yeah commissioner i appreciate that because we can get you to numbers we did shift people around i'll tell you one of the big things we had to do mental health and substance abuse was huge we took people out of our narcotics unit and put them into the mental health behavioral health unit because we saw where we could be more effective so i can get you exactly those numbers um but i'll tell you it's a very valid point because when people start realizing that how much money goes into the budget they don't really especially your own budget giving your employees a pay increase is absolutely high but then they they forget how much money you have to pay for that pay increase because if you don't give that pay increase they're going to go somewhere else and if you're losing the hillsborough pinellas somebody else you've now trained them up build them up and they go somewhere else so i think that's something that's often lost but it's a extremely very valuable point just let me finish the reason for that is if if you're not hiring deputies pretty much all the time right through attrition you're going to lose some through others going to other counties you've got to be continuously hiring deputy zone and adding to that number as you go or you won't never shorten that gap between us and another county no no and that's a great point we're always hiring i heard the

firefighter numbers i'm like come maybe some of them want to be law enforcement officers but and that eagle scout he we got him on the way out he's got two years before he joins but that but those are the type of things that you're right we're constantly so it is a battle so i can imagine when you need to hire somebody great for your water department you're now struggling to compete against all other counties they're looking at the salaries um then you're trying to backfill then you've got to train them up your way that's the same thing with us we're constantly trying to do high priority we're constantly trying to hire new people now it's even a tougher environment to compete in so now we're competing now we're trying to just backfill positions now we're trying to inch ahead and so this is a continual cycle that you're right this is it's a very and it's very dangerous when fhp says they're gonna start at 56. it's very dangerous when tampa is starting at 60 and then they're bringing our people on for 70 if not higher who have experience and they're buying and the other one too is what you may find i don't know if you find it already the 30-year retirement does not help county employees or recruiting for county employees especially when they go to the city of tampa and have a 20-year retirement for high risk and i'm not sure how this were to see but that is a very enticing thing when you take a 25 year old and then say would you rather retire at 45 or would you rather retire at 55 and so that those are things that you know counties are struggling with right now as municipalities are doing a 20-year retirement literature we could have followed a little bit yeah so this is a question that me say okay what can we do to help in this situation okay so you're talking about in this slide that says growth and permitting yeah he gave some examples of um well let's add the first three up right 410 single family 440 341 single family 350 multi-family um where let's just round it down to a thousand yeah okay so your statement is we need to a law enforcement deputies on the street for every thousand right so if i look here i'm gonna do my math wizardry for a second here i'm gonna guesstimate i'm looking at about um thirty three thousand thirty five hundred new uh homes or apartment units right here so that equals at least a minimum of six new deputies to provide the proper service that you feel is needed for our citizens of pasco county correct so if you but if you average out so i'm just

say it was a thousand residents a thousand residents a thousand um permits you're averaging two to three people per so you have multiplied out so say it was it was just a thousand yeah then you have to multiply it and divide a thousand not just by determining yeah okay so we're looking at a lot higher so we triple that right okay um so instead of uh whatever six we're gonna we're gonna say 18. so how can we help here how how are you going to be able to prepare moving forward because these come things come online pretty fast right permit they'll i know we're a little bit high because of the product and things like that but unique situation now so typically maybe they'd be able to get you know these would be up in six to eight months right okay so how are you going to be able to i guess keep up with the joneses let's say be able to hire that many people and train them and have them online in reality what you need to probably you need to have them almost in the weight right correct yeah no in an ideal world yes it'd be you know it's just like um any other service you want them right as soon as they walk in the restaurant you want to have the waiters there the people ready to go to cook cooking already cooking and it's the same with any department within the county everything and that's what i said this is not just a sheriff's office law enforcement this is probably every department issue so yes i think one of the things is if we had a strategic plan where we would know okay so what's 2022. so in 2023 2024 2025 we know what we'll probably permit it out we know what we'll probably build but now we're adjusting to that now saying okay this is what to expect and now we're given the resources to say okay start planning for this there's a lag yep problem i have a little bit of time that hey we know it's coming online this is what we're looking at so you know being conscious of the situation is the board and future boards right um you know if there's an approval of 300 units in your mind you're going to think that's going to probably equal the two new deputies yeah that's it 300 units so just roughly say a thousand so a thousand that's two deputies yeah for that unit and that's where that's where um you know from our standpoint having that seat on the board on the planning board be great the where we're allocated at doesn't really it just kind of says these are apartments going through and we all we give is recommendations um however you know i think you know if there could be a plan in place that would say this is what we think you know we know what lanes are available we know where developers are talking but at least have an idea saying this is where

we think we're going to be that would be phenomenal for us and then you know being able to come back to you and say hey commissioner same as uh in polk county when they went from the polk county commission said hey we know we're at we know where we're going this is how many deputies and said okay above and beyond your allocation this is what your number will be that puts us in a much better position and then we start planning out recruiting hiring and as i said we're we're traveling to different colleges across the country we're trying to recruit we're trying to bring you know the good people here possibly the other one too is the explorer program that is a phenomenal program we have in place right now we're building up people in our own community and i think that's one of the things that's often lost is trying to recruit your own community and you know that's the one thing the environment that we've built here you know the commission the sheriff's office you know other constitutionals is the fact that you know there's not blowouts everybody says okay things are working here it makes people realize okay this is a place to come so that's something we're working on right now all right um to me i just want to say i have no doubt that between the fire rescue you know all our first responders i think we need to help all of them and the sheriff and i have had this conversation a couple of times and i mentioned it at the um penny workshop you know we we brag about how low our taxes up here but that comes at a price and it comes at a level of service that we're offering to our citizens with the money that we have and so that's just something that this board because we're the ones that have to um at the end of the day find the money to fund all these operations and and we i think we all know that public safety is almost always number one if you don't have a safe community what do you have so i think it's really important that this board as we go through our budget workshops this year really start to look at that and address it i was gonna bring this up anyways you're a miscellaneous business since i'm second maybe bringing them down this is a question for mr steinsteiner because we i had brought this up before and but it's been some time when we talk about you know new growth coming in you know under under state statute um or i don't want to bring up our own complaint or relay development code but our other state statute is there not a way are we not able to when we have when we see new growth and

new people do move into the area that we have some type of possibility can you have a separate mstu for new people coming in on top i you know i ega public safety mstu for new growth new people that come into the county is that a possibility or should we adjust the impact before you answer that well so you can't you your general millage is limited to being consistent throughout your population correct and mstu might be able to be crafted in such a way that it it would pay for additional municipal services but you're not really talking about additional municipal services you're talking about shifting the tax burden to the new folks coming in so that that growth pays for itself in addition to what the for example we have a fire msu now right um but fire mstu is consistent throughout anybody who is getting fire service correct is there a possibility when it comes to new growth to add a an additional one in a bcb for example a general public safety mess to you and then we'll figure out how we would figure out how to divide that up but is that a possibility as i as i said to you when we discussed this many months ago it might be able to be done it's i think it's out on the edge i'm not sure whether it's defensible or not okay i miss i don't know is doing it now now if you i mean there is the possibility that the prior sheriff had approached the commission at one point in time about doing a long law enforcement impact fee to help fund the sheriff's operations um that's a possibility but again with impact fees you're not going to be able to pay for deputies really because it's not a capital cost and you're not going and you're not going to be able to pay for the backlog so it'll it'll be attributable to new growth but it'll be the bricks and mortar and the vehicles and that sort of and equipping that sort of thing um but mst you could pay for an nst or it could be you fire rescue personnel the new mstu could be an additional mstu could do that if you feel it's defensive right and and i understand you obviously you want to make sure something like that's defensible at the same time thinking forward if a new resident or is coming into the area they already know what they're buying into they know that's there right so there's no question to them it's not like you're putting on an additional current resident you're telling new people that come to the area

this is what it's going to be i don't know who would sue that [Laughter] so i'm wondering if we um can move the discussion to a workshop was really a more appropriate place to have this kind of conversation um and uh i have no idea when that is if we have it scheduled and i'm going to be talking about workshops about other workshops in may i'll get the date and make one okay 24. so we we hear you we understand i know i i understand we face this in a lot of our departments but certainly yours and our fire rescue they're very important to the quality of life for our residents may 24th is aboard the budget workshop i'm not here may 24th no no that's april 20. may 24th it's a board budget workshop all right thank you thank you all very much have a wonderful day all right um register oakley okay i believe we had a this past friday we had a public works team go out to woodard elementary school and here are some pictures of that team they went out to present their equipment how it operates and things of this nature to pre-k students which are four and five years old and you can imagine how excited these kids were but i've heard that our team and i'll give you their first names manny scott tony sean robert joel and tracy were just as excited to be there so it was pretty exciting for the kids and they really in georgia says and uh quite a few kids you know these kids uh love seeing this kind of equipment and and actually meeting some of the people that actually are out there and public works doing that work you know in our for our citizens in the county so that was one thing they had last friday and it was one of the classes belonged to my daughter ashley oakley that was uh one of the teachers there okay so you know how we got them there but the next thing i want to bring up is we have just received the permit for the fallen officer memorial sitting in nate city ready to be picked up by the contractor to start the fallen officer moral here on the northwest corner of our property here and that will happen pretty soon it's been a long time coming and it's going to be a very beautiful memorial thirdly the city volunteered to paint the electric car spaces as you see on the map here now

one of those i dedicated to david goldstein and has just said something right i'm sure he had a space there because that's good because uh there's been a lot of people even though we had signs up they didn't look like this and people realized we're getting more and more electric cars and i don't know whether other electric car or if you call them phillips stations or power stations but but we're probably going to see more of them come about in in the community throughout pasco county so all right so i think that's it that's all i have commission more thank you madam chair and i think one day when you when you see a lifted julie truck you'll see commissioner oakley drive up an electric vehicle at that time you won't see that well once they make them you know dually if i can't go over 500 miles okay just two quick two quick notes uh isabelle cupp was at advent health center eyes during that the with the last weekend of march epic health center ice hockey the premier hockey's federation isabel cub that's the championship for women's for health professional hockey so pretty pretty cool stuff it was actually on espn2 and then also in tsn which is out of um canada where they're obviously sports networks there um they did a live shot of the building quite a few times and they mentioned wesley chapel on a pretty consistent basis throughout their broadcast so congratulations to gordy george and pauline and the entire evan health center ice team and that's another great reason why we're called florida sports coasts and just one other quick thing census estimates for july 1st of 2021 there was a new census population estimate that i saw last week estimated paso county population for july 1st of 2020 actually at 584 067 so i think it's still an undercount but closer to what uh some of the past numbers and protections they showed i just wanted to mention that because there's times on a pretty consistent basis where we'll have consultants and some team members and stuff that'll come up and they'll their numbers are somewhere like 5 30 still but um census came out recently and said no we're five uh we're 584. so let's i want to just make sure we're keeping up with those numbers so when we're looking at um what we're doing here in the county uh we have the uh appropriate uh census numbers so that's it for me uh commissioner fitzpatrick is not here so um dan biles will come back to her when she comes back oh there she is thank you i would just like to mention of course we had the chassico coronation ball and all of the events that surrounded in downtown surrounded chasco fiesta in downtown new port richie it was a 10-day event there's usually about 60 000

people i will get an update on how many people attended this year and how many beds and heads that we had so i'm very excited to announce it was a 100 years of the chasco fiesta they had the ball they had the street parade the boat parade they had multiple concerts throughout the venue and the carnival over off gulf drive so i keep it short i was going to be in the boat parade because of family illness i had to pull out but did that go off because it was pouring it was a perfectly timed event they started about a half hour early at 12 30 the boats moved pretty quickly through the parade and we got back by 1 30 i know we undecorated the parrot float got into the vehicle and then it was torrential downpour wow so they made perfect timing i love that parade that boat parade is so fun i've been attending them since i was so for the past 20 years 30 years okay anything else no not okay county administrator yes mr the the daycare behavioral health is asked there are some appropriation requests to the congressman's office and ask the county for support there's a draft letter on the diocese for each of your place each of your places um we'd request if the board would authorize the chair to sign that letter of support you want me to sign this actual one right here second i think the actual one right there is probably fine okay all in favor aye opposed okay it is signed absolutely so right now we have a legislative kind of wrap-up scheduled for the next board meeting but that's also i believe the day the special session may start so we may delay that we haven't decided yet it's kind of going to depend on if anything else gets added to the session uh in addition to the congressional map so just right now it's a placeholder for next meeting but if depending on what's in the special session we may adjust that because the budget probably will not be approved at that point and most of the discussion that we'll have as a wrap up is regarding the budget the last thing is i just want to let you know that pasco county utilities is the largest residential reuse provider in the southwest florida water management district now nice based on the growth over the last 12 months so we provide i think the last number i heard was somewhere in the order of 20 to 25 million of gallons a day of reclaimed water that we don't have to buy from tampa bay water that they don't have to go find the water supply for so that's a massive

amount of water yeah and a question on that do we require reuse lines going into every new neighborhood we do if they're within a reasonable distance of the lines and there have been times where we have assisted them connecting because they were further away than what would be reasonable okay okay and now if they're way out where they're you know if they're 10 miles away yeah so we don't have them in their seat or comply it's a reasonable distance i don't know the exact number but i think it's a kind of a fluid distance based on how close they are and how easy it is to get up to them okay anything else no ma'am that's all clerk yes i wanted to make a couple of comments in regards to the transfer of the jail from the sheriff to the county with that transfer transition my office is going to have probably significant operational impact with that coming over and we have our budget is due may one so just learning about the jail transfer last week was um so we're scrambling right to try to get in meet with the sheriff meet with the county and we had our first meeting yesterday well monday seems like a long time ago yes uh monday but i feel like we're going to have to have a lot more meetings so that we can really um explain our role and how we're going to need a lot of conversation to find out what is coming to my office and what isn't um there's going to be a significant impact impact to my finance department you know finding and understanding all of their accounts and their credit cards and um you know reporting for grants and capital assets and do they have any capital projects are outside of the general obligation bond and there's so much more just off top my head and then we have some i.t stuff with interfaces to our system that we do there's an impact in courts both civil and criminal and i want to make sure that we identify what role is the sheriff keeping what role is going to be coming to the county as it relates to that and there's also um some local administrative orders that we need to look at as it impacts the role and i don't know if it would still be with the sheriff or now if it goes to the corrections for some of the things there and then we have um let me see oh this is really important so one is one i want to talk about is the budget stu me one i would like to be able to attend the uh bcc budget workshop on may 27th so we can have good conversation

24th sorry tuesday the 24th thank you and so we have good conversations around this i may need a couple of days i don't know if i can get all the information in to get the budget prepared from a1 that's great i want to be prepared for that i think we're going to have more conversations we have a meeting with i have a meeting with county administrator biles later this week to kind of start that conversation and a different subject on the topic is when you are going to transfer a operation from one government entity to another it's very important to do a transition audit so that on september 30th you know what was with the sheriff and now we know october 1 what's going to be with the county and an audit like that would consist of making sure we identify all the capital assets all of the accounts the reconciliation of any accounts that they have to make sure that we know what we're getting on day one in the county is that something that your auditor general can do typically this is something my inspector general can do and spectrogen yes that's fine um however she's at 50 percent vacancy rate right now in her area we wouldn't be able to take on an audit this size but i would like to recommend to the board to allow her to contract with a an auditing firm outside that to come in and help us with that transition you want to know as a county county board what you're what you're getting with that transfer of a major function for the county and i'd like to be able to do that we can present it back to the board if you'd like but i'd like to have that opportunity to do that that would be something that the county would have to pay for the services and we just went through an rfp process rfq process remember for a financial auditing firm so we have got great information from multiple uh financial auditing firms if we needed to go that route yeah so i'm just learning about this do we have time do you have time to get something like this done i mean i guess we have to jump on it we have to jump thank you yes we have to jump quickly because an audit like this is uh pretty um extensive and it takes a lot of time just from um when it switched over from my predecessor dr paulo o'neill to me it took months with my inspector general and that's really all they focused on for months was being able to document all of that um so even when the sheriff

yes thank you good afternoon and uh welcome to the afternoon session of the board of county commissioners at this time please make sure your phones are silenced and i will find my place here so we're at the april 5th meeting of 2022 we'll now proceed with public hearings starting starting with ordinances p-49 item p-49 was published in the tempe times on march 23 2022 good afternoon commissioners elizabeth lair senior assistant county attorney today is the adoption public hearing on an ordinance amending chapter 102 article 4 to increase the tourism development tax from 4 to 5 and to update the tourist development plan for 2022 to 2023 the taxes imposed on an overnight stays within both unincorporated and incorporated areas of pasco county the duration of the stay is six months or less in 1990 the county adopted an initial two percent tourism tax which was increased to four percent in 2017. this matter was reviewed by the tourist development council on march 23rd and the tdc recommended approval of the increase this is the last increase that the county is currently eligible for the title of the ordinance is as follows an ordinance by the pasco county board of county commissioners amending ordinance 9 90-10 as amended codified in chapter 102 of the pascual county code of ordinances by amending sections 102 and 186 and 102-190 to levy and impose an additional 1 local option tourist development tax and to amend and update the tourist development plan for pasco county providing for inclusion in the pasco county code of ordinances severability conflicts and an effective date adam thomas your tourism director is also here to say a few words after hearing from him i ask that you open the public hearing on the amendments to and adopt the oregon's vital call vote any questions for me all right thank you again good afternoon adam thank you miss uh miss blair chairman sarkee uh fellow commissioners thank you so much for uh for the opportunity to even have this discussion to increase uh what we call in our industry at user fee um this is paid by the visitor um that that comes and stays in in our short-term lodging and in 2019 you invested and supported our rebrand of florida sports coast and since then we've taken our market share to new heights and new levels that we current we previously did not reach and since 2019 we've we've seen our visitor economy grow with the current resources that we already have in place and we can't thank you enough for even having the the discussion today to further expand that share of voice not only in our domestic market to our to our target audience but now taking the brand and telling our story at the community level to our international marketplaces

when projects have been submitted have been coordinating with a dot to make sure that the site plans and such are submitted in accordance with the plans for fdot's improvements if any they have not requested extra right-of-way of course because they do intend it to be handed over to the county i think in this case it might be a timing issue we don't know exactly when the construction for this site would if approved be permitted versus those constructions being completed and that being handed over to the county that was at least the perspective when we were going through the review process in in planning and development all right at some point we're going to have to get that trend we have to understand when that transition is going to occur because what's required and expected is different um just so everyone knows that from a state road and a county road if it if it assures you any of the uh folks in long-range planning our transportation planners do review these projects and they also assess it with the county standards as well as what the state does sometimes we do ask for more right-of-way at this time um it's it's not necessary except for what was noted in the um conditions as requiring the 67 and a half from center line all right now the other question i had was um it's it's one in and out on 52 but i do see it has future connectivity next door but normally we want um two so what's the process there so with this site and especially especially with the connection to heart remind road being substandard if you look at an aerial more spanned out hartman road actually goes west and then south connects back to 52 for quite some feet would require substandard roadway improvements all the way through there there is a planned emergency access through the non-residential site slightly west of their current noted access point that fdot has been looking at so that thank you so they do intend upon having an emergency access for that point um but the access one right here i don't know if you can see the lighting here i'm just getting all these things on the record just now gotcha so there is an emergency access plan for that all right um then i had a question on two more questions i think a question on the reduction in buffering so normally the buffer would be 30 between these kind of uses 30 feet i mean 30 feet correct um we are reducing that buffer but are we requiring the the commercial is this is this office this is going to be office or do we not control that it's commercial and there have the ability to do office uses with the land use exchange matrix

okay so what i'm concerned about is making sure that the um the site plan layout for the pedestrian um uses that so they're getting that reduced because they say they want to encourage that um you know we're calling this mixed use but it's really useful mix of uses between the residential and the commercial office is an advantage but where are we requiring the layout of the commercial to be such that we're not putting the backs of a strip mall on the garbage dumpsters even closer to a residential town home i mean i think there has to be if we're giving up 10 feet of buffer we have to be sure that the site plan is reflecting that relationship between the two uses understood the main concept initially when we were discussing that at the pre-application stage was how do we encourage non-vehicular use between these sites once we got into the actual design specifically with the emergency access we identified those at least the vehicular connections we would have to have an interruption in the buffer when looking at how people approach how they would use these uses if i'm a resident and i want to go visit these non-residential uses we didn't want to discourage it by having lots of tall features that would especially with the type b buffer requiring the six foot screening that could potentially discourage that walkability um that being said the reduction in the buffer width would not give us any less plantings except for the fact that if you had two buffers two rows of 60-foot trees on center would be required rather than the one that would be proposed with this request there is the actual claim that the shrubs that are required the continuous row of evergreen shrubs except we're interrupted by the pedestrian and the vehicular perpendicular interruptions they that is actually more plantings than what the type b would require our type b doesn't require shrubs unless they're used as a visual screen so it is an option for them in this case i do understand what you're saying about the reduction of width but typically the width can actually discourage pedestrian and bicycle use as well um this case it was more staffs leaning to request or to approve this request and recommend approval to you folks simply because this is a lar or a smaller site at 28 acres having 30 feet between two uses is taking up quite a bit of land unless there's something that would allow for more of a linear park type use well that's i was just going to say i mean this this could really this could really act as a linear park if we if we let it right

i'm going to run through the things that we did after the first public hearing to answer questions address concerns and we and i'll let you this is over in the mpud but i think it's important to see the whole picture one of the things was we heard in the comments um from from the uh public that we were just going to bait and switch and we have added that the concept plan that we have shown throughout is a binding concept plan there is language that allows for administrative deviations of course because we don't have it engineered yet but we certainly wanted to have the commitment of what we propose to you is what we'll be doing and the quality of this resort you know will be what we have stated it will be the other thing is we have been asked to do a master landscape plan a master plan schedule and then a master that's that's the whole project and then a rv space landscape plan all of that is above the code not required but it's probably because your code doesn't have any provisions for rb resorts so we we made all of those binding as well that's the master landscape plan hard to see at the scale plant schedule and each space has specific planting and tree requirements we came to you last time and talked about the six foot bike shoulder that will be along our frontage um starting almost all the way from our frontage to the our south part of our frontage on lake iola and then up off-site to bay head and just had questions over time just trying to get the language clarified and to make sure that when we were going to commence that we're going to commence that with our site work so it'll be in before or when traffic is actually going to come something we can't delay we don't want to delay my client is excited about the biking opportunities and for this to be the resort where people come and stay and then participate in biking whether it be just recreationally or or as a part of some race and that's a graphic depiction of that where that shoulder is stormwater design very specifically wanted to make sure that we are exceeding requirements and being very clear in how we're going to do stormwater all of our surfaces will be treated as impervious there are some surfaces that's debatable whether pervious or impervious but we're going to treat them all as impervious so we have the most conservative storm water design and that's what this condition says splash bad recirculation heard that that was a concern went out to the expert team and wrote a specific requirement requiring recirculation our pools recirculate as you know pools do

because they have to be chlorinated and and the like and so will our splash pad one of the things that was questioned was our water treatment plant want to make sure it's clear it's for our project only we won't be over sizing it nobody else outside the project will be able to hook up to it we wrote a condition for that the concept of adding the ability to do equestrian oriented facilities we have added that somebody it was suggested by the board it was a great a great thing to include because i didn't have anything that allowed that as a permitted use so that's been included access for use has been clarified this is this is what else can we do with along with our rv and the concept being rvs or rvs and they're not supposed to become permanent residences and so it's important to say that what we we can't attach anything permanent to these to the recreational vehicles so that's what this language is cleaned up to put it in one condition instead of broken into and to clean up the language instead of saying included not but not limited to because i just want to tell you what it is we've cleaned up that language what's also been discussed or asked about and discussed in the comments that i've seen from the public at all the hearings and in all their materials was asking about the six months and do the rvs have to be removed after the six months and the answer is yes unless they go to a storage place on site the other thing is is you know how are you going to know and the way i learned about this was how would you know is that when i went to a campground in my rv they asked for my license plate they went outside and took a picture of my license plate on my rv and i asked them why curious me and they said that's the way we keep track of that you left where you came and so instead of names because i can just use different names between myself and my significant other they track it by license plate so we added that kind of clarity to the conditions that that's what's going to be the expectation here as well and with that i had one other thing if you will indulge me for just a few more seconds one of the things that i thought about last night i really worked hard i know they're not going to believe that i listened to and read everything that they wrote other than going away which which we don't want to go away we're excited about this project one of the things i thought about last night was could the county make a finding a fact in the ordinance when they adopt this specifically stating why they're approving this in the northeast pasco rural area and i had heard staff over time state why they

northeast rural area plan thank you all very much thank you did that get to the three alma costume okay what was this one in that i know it's the that's where the intersection located okay but what's that right there i just think it's the intersection the lantern and 175 yeah and then that exit the entrance is down here okay yeah hi my name is alma costan i live at 16995 spring valley road in dave city thank you and miam have you been sworn yes i am thank you okay i have three critical points to make the number of the rvs is way too high for the area there is this is a rural area the interstate 75 exit where the rvs will have to travel north and south is substandard and is one of the most dangerous on the entire florida interstate system on the interstate with the speed limit of 70 miles per hour which is normally slow your if you drive me slow 70 miles an hour you're the slowest person on the interstate it's impossible to exit the interstate itself you have to decrease your vehicle speed to 60 miles an hour on the interstate to be able to make this exit and once you get on the exit you have to go down to 40 miles an hour until you get to blanton road and this is a 180 degree curve so if you have a car and a vehicle on it you don't have that much of a room to get your rv and your vehicle and then you have to stop on blanton road and it has to come to a complete stop before you can make a left turn the height of the center complex of the ari varvey park park would exceed all northeast pascal royal protection what is that your phone no no it's this okay the height of the center complex of the rv park would exclu would exclude all of northeast paschal rural protection area heights the present city of dade city doesn't have heights of more than two stories so you want to have a 55 foot center where they city itself doesn't have but 35 feet the rv the number of the 550 should be cut in half and not approved until the interstate system is approved and is already in place before the rv park should start to be built and it should be cut in half thank you next margaret woods good afternoon i'm margaret woods i live at 36332 st joe road date city florida i'd like to preface my objection to the rv park with a fundamental issue first and that is that mr oakley has not recused himself

even though there appears to be a conflict of interest on his part with regard to this property and with the project itself property was owned and sold by his sister he's been actively involved in promoting this rv park from the very beginning even at the neighborhood meeting he was there promoting the rv park so in the appearance of impartiality ethics and transparency i believe that mr oakley should recuse himself from both discussion and voting on this matter my second objection is that no one seems to be able to come up with whether this is residential or commercial if residential it doesn't fit into the ordinances that were set for nerfa if it's commercial there are no final ordinances because unfortunately nirak was disbanded basically because it wasn't fulfilling maybe what mr oakley hoped it would and at those near-act meetings in the public comments no one was allowed to even bring up the rv park even though it was considered a commercial venture we were told in the public comments but we're not going to talk about that right now my next thing is the applicant must meet the standards of flu a1 for a comprehensive plan amendment that section details the standards of review and specifically when it comes to increasing density in the defined and protected rural area under that statement in the code it says that the applicant must demonstrate need and compatibility under the demonstration of need the applicant should be able to demonstrate that additional lands are required to accommodate the population housing and employment needs of the county over the horizon of the comprehensive plan well i don't see that a rv park fits that specific demonstration of need and under compatibility an applicant shall demonstrate that the proposed amendment shall create and or provide an appropriate transition of land use adjacent to existing rural residential development within either the northeast pasco county rural area or the rural character area an applicant shall demonstrate how the proposed amendment shall protect existing rural neighborhoods consistent with flu 2.1.7 or flu 2.3.3 as applicable an applicant shall perform a soil suitability analysis and shall demonstrate that the soils can support the proposed amendment and under the third thing under this is contiguity to existing urban development patterns an applicant shall demonstrate that the proposed development is contiguous to existing urban patterns of development and one should note that the interstate does not qualify as urban development it is an interstate that runs through the rural area and other areas like the everglades and areas preserved and

36210 st joe road i just want to say one thing that i know y'all your comprehensive plan is coming up to be written and i know what a task that is when it was written many years ago the stakeholders took a lot of time and effort to figure out what they wanted to pasco county to look like what it envisioned it to be in the future and they set a limit for this property and all the properties and many years ago their vision was that this should be a rural parcel agriculture or whatever it is and so i just it seems strange to me that the developers come and expect you to change your plan the work plan you worked so hard for to meet their needs i mean i understand that people can sell their own property i think they have a right to people have right to build whatever they want to build within the designations of zoning and future land use at this time of purchase but i want you to give careful consideration to the overall vision and the comprehensive plan that they work so hard to design many years ago thank you thank you all right um so we'll take rebuttal now barbara will uh for the applicant um before france's channel mourinho comes up here and and addresses some of the northeast pasco rural area um and and reminds you that we're this isn't density we do not have any dwelling units we are prohibited from having any dwell units on this property and so a lot of the things you heard deal with density and policies about density but um francis chamberino can go over that the whole 55-foot high building the intent was to make sure we could have a building two stories so if it's less confusing to say our maximum building height will be two stories we're happy to make that change which is really an mpud issue but i just wanted to bring that up that it's just when we ask engineers what's that supposed to be maximum two stories they say put in 55 feet so i put in 55 feet so but we're happy to make that maximum two stories um with regard to the lake iowa blanton intersection that was evaluated by your staff then cap from your traffic from traffic operations and i think he's either here or on the line so you may want to if you want to talk more about that and the county did that analysis of that intersection actually at the request of commissioner oakley so but let me have francis come up and then we'll come back and see what's left to talk about thanks thank you good afternoon my name is

francis chandler marino 1239 fruit cove road north st johns florida a couple of things that i want to address relate to my finding particularly was that the application as it was submitted was consistent with the comprehensive plan that's been adopted today and the reason you cannot make comments from the gallery thank you the reason that i made that determination gets to the heart of what constitute rural not in our minds but under the comprehensive plan and the comprehensive plan was very clear about it how it crafted the idea of what the county would accept and look at in the rural area as we might remember our focus back in the middle of the 2000s was on limiting suburban sprawl and particularly in limiting residential density in an increased way so this idea of commercial uses was not dealt with as maybe clearly as we would have liked it to be in the plan and that's certainly something that you can do if you're going to amend the plan but what i have now to look at is the plan as it's crafted and as it's crafted there's some very clear things about this number one the comprehensive plan does define in the definition section in the glossary that rv parks are to be considered commercial they are not to be considered residential uses and therefore there is no density attached to this use the second thing is that the policy 2.1.8 that speaks to commercial design standards is a standard who is applicable to the county not to a developer or an applicant and that policy requires the county to amend its land development code to include some standards for commercial design does she have more time or she done or in rebuttal if if the board wishes to extend her time then yes they can maybe do is it a how much how much more time do you need uh there were just the three things that were brought up that i was going to address the one i would say like three or four minutes probably not even that but the commissioner wishes to make a motion to extend there was a motion i didn't hear a second i don't know how much time he had left the world she said three three days yeah i think they cut their presentation down to leave extra time for rebuttals right i don't know what that is i don't know what it is either um but there was a motion to extend your time and discussion all in favor all right okay and i'll get that um go ahead francis the the policy that

related to the commercial design standards its obligation fell on the county to execute not onto an applicant or a developer and there's nothing in that policy that provides any limitation on commercial uses or their design in the absence of the county amending the land development code so the county would have to amend the land development code and then an applicant would have to comply with that so that did not factor into a consistency determination in the alternative this applicant actually applied the very restrictive residential standards which normally a commercial standards would not be as restrictive as those so in an effort to meet the standards and the obligations of addressing topography and lighting and other things they actually met the residential standards in the land development code which were very restrictive and they exceeded them in some cases and finally the notion that an rv park is an urban use we talked about this last time it is not an urban use it is an outdoor commercial recreation use and often found in rural areas particularly next to parks state parks other kind of parks so that would be a typical use for it the use itself is definitely compatible in a rural area based on my findings the question that i had was relative to the number of units that were going to be about the number of rvs that would be allowed to be parked there and that's where the factor of the amount of cars the 48 500 cars that were traveling past it every day and its proximity to the interchange helped me make the determination about the number of uses being compatible so the use itself it's a rural use the question about compatibility had to do with intensity in this case which is the number of units and that intensity determination was based on its location and proximity to the interchange thank you okay any questions for francis okay yep i don't know if it's as much as a question maybe there's a question in there um a comment so i obviously did some of my as i always do so my own research and due diligence on this matter um full disclosure i have a motorhome i have an rv i know a lot of people out here do my family and i um like to travel to state parks national parks and you know we've gone pretty far in the past in it you know north and up to eastern seaboard a little bit so when i think about rural areas i think about our state parks i think about our national parks i think about our county parks as well in this in the state park system and this is doing my research national i'm

sorry i won't talk about state parks now the national park service there's 130 separate campgrounds some of those camp there might be multiple campgrounds there are multiple campgrounds places say like yellowstone national park for example there's multiple campgrounds within that so we're talking about the most rural some of the most environmentally sensitive areas in the world and you can't dispute that because they are the most environmentally sensitive places in the world um locally rainbow spring state park alafaya river state park hillsboro river state park um lake manatees state park lake kissimmee state park we also have some county parks um turtle beach for example which is in uh sarasota canada it's a county park that has a campground actually that abuts the beach um so when i think of rule to me personally campgrounds are rule rv parks tend to be in rural areas so i guess maybe my question for you is doing your research and doing your own due diligence on this matter um typically in let's use national parks for example you may not be able to answer this i may have you on the hook a little bit here but um in a national park first you have a large national park like a yosemite or a yellowstone national park everglades national park has some campgrounds as well um typically do you know how many units are within those campgrounds as a whole i do not know okay okay all right just curious i've got some numbers but yeah so you brought that up so i thought i was going to bring that up later but i personally that's me i mean i think i think campground's a rule and what would you say the average length of time that someone goes to a campground for well it varies i mean i you're asking me this question though yeah i'm just curious i mean we go to different ones and i've gone to different ones throughout the years for example i i'll use stock island in the keys for example that's not a national park though i mean it's obviously in a vital very sensitive area because if keys are very sensitive um you know you have campgrounds that are literally on the water um the only coral reef we have in obviously in the united states is in the keys so there's always environmental concerns there from from the runoff from campgrounds people in stock island i know they they definitely i would say it's probably six months is there max there because what i notice is that lots of times within these campgrounds they'll have people that's i'll use a koa to as an example until i used to add a lot in in and um just right outside key west a little bit north of there um people would come for you know four or

five six months and they would uh stay at that cramped ground they end up going one up north um during the summer so they spend their winters down there and they go up north there but you also have a lot of folks like myself that i would go for sometimes three nights sometimes we go for seven nights in the the national parks and the state parks um depending on they all have different rules each one has different rules some might be there six months that might be there there might be a max of 30 days of some of them too so everybody has different rules each campground has different rules state park systems have different rules at specific campgrounds and the national park system has different rules on the links of stay so again what sometimes we stop one night you know we might be traveling we'll stop at a cramped ground for one night in our rv somewhere just to get to the next box we need to sleep and rest um but i've noticed what i've noticed um is that these personal opinion is that one of the great things i like about it my family likes about it is that and we have what i would consider you know middle to lower end um rv it's not the it's not a prevost or anything like that and we go to these places there'll be a traveler trailer a travel trailer that only sleeps one or two people in it next to one that's that's a 40-footer and costs 2 million it's such a variety but everybody gets along everybody has a great time together nobody cares how much money each other has everybody's just there enjoying the outdoors and enjoying life and that's one of the things personally that i love about that lifestyle i guess you could say i mean heck my wife and i talked about personally that when we retire we'll probably end up in a mobile home and cruise the nation and go back and forth and see our kids but i mean i i think the lifestyle is great and i think it fits a rural area personally i do feel that campground are you are you done yeah i'm good okay mr fitzpatrick thank you i do feel the campground is more for a rural area maybe there is a concern with how long the length of stay is and if you're going to six months then it's more of like you're you're living there in a dwelling so the state law of transient is less than six months so six months state law is what transient is so that's where that number comes from it's repeated in your code for um determinations of when you're permanently living somewhere versus transient

i'd add one little thing of perspective about the numbers of our spaces because i think it just might be helpful it's kind of not really answering commissioner moore's question because i don't know the state park national park but i did we did look at what how your rvs are how many spaces per acre in the county and there's a resort uh rv park on i-75 just south of us outside the rural area and it has 9.4 spaces per acre we designed ours with 46 open space i said approximately 50 percent at the last hearing and then miss moretti questioned staff about that and so i made my folks go back and it's 40 open 46 open space not including the spa open space on our rv spaces because we have landscaping areas but our rv spaces per acre are 4.66 is half so what you see we are being sensitive to where we're at it's half of what the park has to the south of us outside the rural area so i just want to give that a little bit of perspective on the numbers because everybody throws the numbers out but they don't relate to anything so i'm sorry to cut you off but i wanted to finish my rebuttal so you all can talk did you have any more questions not for applicants okay um so and we have no one online no one online okay so uh i'm glad that you clarified that about 55 feet because that was you know two stories is not 55 feet that's a lot more so um i did want your traffic person or someone to address the iola blatant intersection and if this affects it you can um steve henry lincoln associates and i have been sworn we did do an analysis of the intersection from a capacity standpoint and from our standpoint the intersection operates at acceptable level of service today and with the project now what your staff has done is looked at different alternatives for the intersection because there are some safety concerns at the intersection it's not a capacity issue it's a safety concern and i think vantec may be on the phone he may be a better person to be able to address that because we looked at some different options they looked at some different options and they came up with an option they think is best that they plan to implement whether this project goes forward or not so i'd rather defer to him to be able to address that for you let me get a clarification is that a better question for the next hearing or this comp plan hearing well if you think that the comprehensive plan should not be changed based on transportation conditions then it's appropriate for this okay that it could go either way is i guess what i'm saying so do y'all want to hear about

have a lot of oh that's going to be in the next one okay sorry i see i'm mixing these up so um we'll go over the landscaping the next one but for me for what we are dealing with right now this is commercial um the i think a campground in a rural area um is right against 75 i see other ones in the area on 301 and so i i'm i'm for those reasons i'll be supporting so if you're looking if you look at this rv park the way it is when it's set up on the land the landscape and the way the top of toppo is the fact of it is you may see that up near the road a little bit but it drops away from the road down toward the lake and so basically when you come by you won't see i'm hoping that but when you think about this as 550 spaces is that a lot i don't know if it is because right down the road you have travelers rest which is a residential you cannot speak from the gallon which is a residential park and there's 1500 or so residents there they have their own community there you hardly hear much of anything there and they've been there for over 50 years and i'm i wanted to address what commissioner moore was saying too i mean my brother just put in his resignation yesterday and he's getting ready to uh travel in his rv and um and i i've done so as well and so my parents so uh commissioner fitzpatrick yes madam chair i was wondering if the rv eric parks that you were talking about were within or outside of the northeast rural area they're in it yeah and then commissioner oakley i know you said the 1500 spaces are do you know of those within or outside the northeast rural protection plans those are residential those 1500 okay um i was concerned with how this affect the public safety in the services out there with all the additional residents or visitors coming to the park that may need public safety services so if i may answer that we don't see any extra need or extra burden on public safety but i did we did calculate was estimated to be ad valorem taxation that we're going to pay and and a similar resort um of the quality down in manatee about 22 million dollar assessed value their their tax bill is about 350 000 a year in ad valorem our our tourism tax which obviously doesn't go to that type of infrastructure is now that's five percent is estimated to be about 550 000 a year so it's a significant amount that the resorts pay on top of mobility fees and building permit fees and all those things but it's a significant amount because it's going to be a significant investment um in the resort so so they will be paying

working on the commercial part of it we've been looking at it terry can in 2006 when the rural protection plan was established and then five years later they finalized the residential and then where are we at with the commercial the the we are working right now on a commercial standards ordinance for northeast rural that was part of this previous fall in the fall of 2021 we worked with the northeast rural advisory committee for a few months and then we've taken the project and are wrapping finishing up the initial drafts of that ordinance coming up now in april i believe um so that should be coming before the board in you know a few months from now i won't say may but coming up this summer madam chairman before before you take a vote um i want to know from commissioner oakley and the second or whether you are adding in the whereas clause finding a fact that ms wilheit tendered at the beginning of the hearing whereas the proposed commercial recreational use is compatible along a major interstate corridor i-75 a six-lane divided interstate highway that carries an average of approximately 48 500 vehicles daily and has a and has access to this facility from i-75 slash blatant road interchange which is located approximately one mile north of the property under advisement from the county attorney i think that i i don't object to it and the two-story issue would be in the next one in the zoning okay all right so we have a motion and a second all in favor aye okay a roll call district one commissioner oakley aye district two commissioner moore district four commissioner fitzpatrick hi district five commissioner mariano district three chairman starkey aye okay now we are on the rezoning where many many of these other things come into question and with the applicant oh no county hold on let me do publication okay publication p59 was published in the tampa times on november 24 2021 all right good afternoon everybody tammy snyder planning and development department and i bring to you north pasco rv resort and beauty pdd 2274-22 and here we have the location map it's directly in between in a budding lake iowa road and i-75 and proposed as a rezoning request from an ac agricultural zoning district and an ar agricultural residential zoning district to an mpud to allow the development of a 550 space rv resort and associated infrastructure and amenities

on approximately 131.68 acres also requested is a variation from the ldc section 805.6 restrictions on post development wetlands and upper buffers within residential lots and non-residential parcels to allow a reported covenant over the entirety of the amputee rather than an hoacd merchants or property owners association and this covenant shall impose upon the developer a perpetual obligation to operate maintain repair replace insurer pay taxes with respect to all open space drainage areas common areas landscaped areas wetland areas buffer areas preservation conservation areas recreation areas park areas and other special purpose areas unless said areas are or is required to be dedicated to another governmental entity and here's their master plan the project is located between antibody lake iowa and i-75 and is in the north market area on may 29 2020 the applicant received approval for an alternative standard request to reduce the right-of-way dedication on lake iowa from 67 and a half to 57 feet per resolution 19-136 and the ldc specifies that variations from the code may be reviewed and approved by the pc and bcc during public hearings held on any application for the mtud zoning amendments variations shall be allowed for the bcc specifically finds in the particular case that the proposed variation meter exceeds the intent of the code and the pdd has reviewed the requested variation and found that it meets the intent of the code and conditions were added and revised since the last public hearing and you also have a packet in front of you of some additional revisions since this slide was created subsequent to meetings with various commissioners and you have the expertise in your package as well condition number two was added to introduce exhibit one the concept site plan and designate authority to interpret and apply the concept site plan to the psp and construction plans condition in number 11 which is now 12 was modified to include any replacement or additional trees shall be comprised cheaply of florida native drought tolerant plants condition number 14 was added to require the construction of a six foot shoulder along the project side of lake iola from just south of the project's entrance north to bay head road consistent with the northeast pasco multimodal safety action plan final report dated march 2018. the ultimate details of the design and construction will be approved prior to or concurrent with the construction plan approval the applicant did reach out to the county engineering department for input regarding the proposed six foot shoulder prior to making the proposal and the county engineering department indicated that they had no issue condition number 26 was drafted to require pervious surfaces for the rv

pads that has since been revised that particular one has been removed mean it's wait what happened it's it's um that particular condition has been revised it says the storm water management facilities including ponds swales roadway gutters inlets pipes and any others it's any other storage for conveyance features will be designed in accordance with pasco county and swift mud standards assuming that rv pads sidewalks and vehicular use areas are impervious so that is how 26 was revised after this slide was created condition 27 was included to address the proposed flash pad and its water use and recirculating condition 28 requires that the on-site wastewater treatment is solely for the use of the rv resort and will meet all regulatory requirements and condition 29 list permitted uses now 29a includes equestrian oriented facilities and this proposed request is consistent with the pasco ldc chapter 400 subsection 402.2 zoning amendment and pud and with the applicable provisions of the pasco county comprehensive plan and i'm ready for any question i i do have a question um are you so 26 um are you saying that the pads can now be impervious when we were wanting them to be pervious which is concrete blocks versus a concrete pack um concrete blocks and that sort of stuff is not actually pervious tell that to your staff because they consider it in the permitting department pervious okay uh there's an inconsistency in our county thing yeah because they are what's this is that their water system will account for those rv spaces the rv pads brad is coming to rescue you yeah because i can tell you i've dealt with that many times in gulf harbors that they consider concrete block pervious because i took out concrete block and put in a wood deck which they considered per imper they considered my wood deck with half inch spacing impervious but concrete block was pervious yes for uh brad tip and playing and development uh for intensive purposes we talk about two categories of pervious and impervious but when it comes to pervious there are different quantifiers you could be 50 impervious 70 impervious higher there's a coefficient that goes along with that so there's some math that's done uh certain types of papers uh maybe done more tightly together are less pervious than other types of papers with open cuts in them uh different types of things like that are all taken into account so there's different categories of that and that's that's taken into

plan so not only in the land planning aspect but in the landscape architecture aspect we were directed by our client the applicant to put together a comprehensive landscape plan for the entire site including the buffer along lake aiola all of the internal plantings the plantings for the individual stalls we did that with really no direction or no budget you may have a heart attack when it goes out to bid but we were told to do what we would do in a high class high upper scale development such as this and the plant schedule that you see all the renderings that you see that we generated with the help of don farise reflects that direction um i mean there are hundreds literally of trees that we're proposing of various sizes uh chiefly florida native some not to get some color typically florida natives don't have a whole lot of color but it is above and beyond what you would normally see for a normal run-of-the-mill say koa we've done koas we've done several rv resorts in southeast florida and this is definitely above and beyond anything that you would typically see and certainly above your code minimums as demonstrated in some of the calculations that we ran and i'd be happy to address any questions that you have directly related to the landscape plan i don't think we got those renderings i have the old stuff but i don't i don't know that i got anything new did anyone else it's nothing new that we generate i think this will height submitted all of that with uh the application okay [Applause] yeah we we took our master landscape plan and rendered it because our master landscape plan was black and white and we rendered that and that's the one that that staff has for the exhibit that's in the mpud conditions okay they're not sure if i pull up my if the powerpoint comes back up i could show it to you on the powerpoint because i saw the um the plan the um that plan but that's the same one before we did the four trees per i think that's the one that was the original one oops maybe i was looking down yeah and missed it looking on the map so there's two different plans and they relate to each other i'm not doing very well here with powerpoint um there's two different plans that relate to each other one is the overall master

landscape plan and then then you have the rv space plan they're two different plans so you'd have to put them together but on the scale reason for scale purposes we couldn't put it together did you see it in there and i and i missed it they're getting up to it it's in the beginning of the presentation these are those three right there those slides right there are the three landscape plan slides exhibits that's the overall tree plan the master landscape plan well are you i thought we said there were four trees per lot right well they're spaces then you've got the planting schedule this is the plan that gets you down to the each space but we also did landscaping outside where we didn't have any spaces so um well that's a little hard for me to read i i just got these new contacts and they're not working for me um but i do have a question i just saw here on page 8 of 13 where it said that the recreational vehicles will be at least 10 feet from each other or i thought we were going to be what wider than that away from each other so the the rv space that is a is in there because that's the fire marshal standard so that's why it says that but the spaces are bigger than that what does it say they're bigger than that whether where does it say they're further away from each other we did do some plan view dimensional exhibits i don't think those made it into the into this powerpoint but there are more along the lines of 15 to 20 feet when you actually dimension out those uh those typicals but i think as mitch wilheit said i think 10 feet is the fire fire regulation minimum all right it doesn't seem like very much yeah they're a little close i don't know if there's some more you could you could hear your neighbors talking well i will i will say this concerning the amount that i've been to and we've stayed at this is pretty extreme as in where you're what whoever's proposal this is you're making them do a lot compared to normal and i've stayed at dozens and dozens and dozens different ones in my lifetime and i've never been at one where you cannot see your neighbor at the most upper high scale rv parks there are you can always see the person next to you there's never the trees are never that close together you would have to have a hedge

overlay from northeast pasco since 2006 and every year we've been asked and we've been pushed aside and say no there's more important things than pasco county than your commercial and now our commercial is totally out we don't have a commercial plan for for northeast pasco another thing too in northeast pasco the height of a building is supposed to be no more than 35 feet they're proposing 55 feet which is almost double and i think the most crucial thing is the safety of the pasco county residents is that when they get on that interstate you have to slow down on the interstate to probably 60 miles an hour you're still on the interstate and cars are going 70 plus so then when you get that curve it's a 180 degree curve that you have to get and i and i have seen witness vehicles down that gully where they did not make that curve and it was just a single vehicle it wasn't something that was towing an rv on the back and for safety reasons i don't think this should be approved and even if you did approve it i think it should be cut in half from 550 to 225 at the most and i think that it's a crime that pasco county has not developed a commercial plan for the northeast pasco area i think it's it's just terrible that they haven't done that and are we less than any part of the other county are we less important than the rest of the county thank you nancy hayeswood 34110 a nice place i appreciate your indulgence and thoughtfulness thank you um i want to remind you that when you're on 75 you're gonna be able to see the center of this rv because it's on a hill and so um i was wondering what kind of trees were going to be in between those so if i could get a listing of that it'd be appreciative or just tell me what kind of four trees are going to be there would be good uh now we don't want you to think that we have we say no to everything if you had brought us like the rvs they put in a state park or a national park we'd be perfectly happy they're nicely done but as somebody was saying this one's very intense two pools splash pad lodge two pickleball courts tennis court entertainment area convenience store laundry dog park grill two girls and bars probably lodge clubhouse but they don't do that in state parks that i've seen well it's one state park hillsborough river's got one pool and one place to eat so and with all those rv places you've seen on 301 i see them too we always thought that in the northeast rural area highway 301 dave city was going to be

purposes downstream we prefer that to be a number of feet so that when they come in for building permits and things like that they can see a number and say it doesn't go above this uh but you can write it with the maximum number of stories and a maximum number of feet for reference all residential agricultural 35 feet is the maximum uh general commercial is 55 to 60 uh in other areas so that's kind of the range that it would be so isn't a maximum of 35 or 55 feet for residential it's 35 for commercial it's anywhere between 55 and 60 and some areas there's no height restriction at all but that's just to give you an idea it can kind of fall anywhere within there that you and the applicant agree with so you'll keep your maximum 55 feet or two stories two stories 55 feet thank you and what is an rv condo space i was just going it's a it's a you can condomize you can do a con rv condo well condo a condo's ownership so you can condo those rv spaces so that's what that is i don't have a lot of information because i don't do any condominium work but there are rv resorts that have their spaces set up as condominiums okay so that raises the question if you've got a six month able to be able to be used why would you why would anybody buy are you planning on doing a land condo for your spaces no so that so that information in the record is is not it's not precluded think it's we said we can't subdivide but it didn't say no you couldn't do a condominium um on the rv spaces i just don't know how you get to they can't be permanent basically somebody there 24 7 365 days a year and you sell it to somebody unless you're planning on something like a condo tell where it's the spaces are rented but you have ownership of them those are the so nor the same language shows up in an resort and that's and it's that is the does that allowance that you could put it in a hotel pool but they're ultimately done like a condo hotel um if they're going to rent it like a like a normal rv park for them but there might be there might be an ownership interest in the pad that's what i've seen yeah okay yeah i understand could that make it more confusing so there are going to be rv condo spaces in there it's it's a it's an ownership issue and providing for that eventually that they could do that if that was the model they decided like blue water down in the keys is that way and and we took the language

life-threatening i would like to hear so bencat from traffic operations i've heard him speak i've listened to him he he's he's done the study on all the traffic crashes he's know he's got it exactly what he knows all the data and he has what his conclusions based upon that so um i that's your staff did that analysis for mr commissioner oakley and is there a stipulation that if in the future there are rvs or this area is affected due to the rv resort that they will take into consideration and update the transportation later on of that so the way the way your staff wanted to handle it was we pay our mobility fees and then if something needs to be done they have the money to do it it goes with it's for them they don't want to like presuppose how to spend that money they want to go through it methodically and make sure that it's needed to be spent and then spent accordingly so that's how they wanted to handle it which makes sense to me okay and my last is i think you've got your staff person there that wants to [Music] uh okay i didn't understand the word you're saying what's the specific what's the specific question the traffic concern at lake atleo ayola and blanton which he was about to say okay he was asking what was that that was it do you have issues of that intersection no man at this point we're not accessing any traffic issues however there is some watercom uh whatever we have mentioned we will be connecting the thing we're going to use that to review make any project modifications but you don't need it okay okay so the mobility fees are there just in case and the only last thing that i am concerned about is setting a precedent and because we don't have a commercial zoning and we have been waiting for 15 years that is concerning to me because there hasn't been anything set in place and i don't want this to be a precedent case for future development well i think there's a couple things there that's why i recommended that finding a fact to be added to your ordinance so that's the reason why to your comp plan change so you had a fact of why you did that i think you also have all sorts of standards which will probably exceed whatever commercial design standards that you would ever adopt because as you've heard staff say normally the commercial standards are less than the residential standards or maybe that was moreno the commercial standards are less stringent than the residential standards and we took the

residential standards and and even made them harder we went exceeded those residential standards so we actually are pretty good blueprint for what you should do from a design standards perspective because we've addressed everything um and then you have that for the record in your ordinance when you adopted the comp plan change for this project you have a finding of fact that's a very limiting finding a fact so that's i think i understand your concern and i'm happy to work on commercial design standards and comment on them and act as a stakeholder and do all those things but i think that's how i would address your concern regarding this particular project thank you i appreciate you taking the time to work with the community and the citizens going back and forth i just also don't feel that this is the original expectations of northeast rural area protection plan so that is the only concern thank you okay we have a motion and a second um oh is this a this is not a rule this is not a rule okay uh three and one and okay um so we're done with that i uh board members i did want to bring up something that i did not bring up with my commissioner items i have asked the county attorney to send to all of us the um the policy we have to what constitutes a group for extra time i just want to refine that a little more because i feel like we're making it up as we go and i'd rather have a set thing that we can each that we can all follow um every time if someone says they're representing a group anybody can say they're representing groups so there has to be some kind i understand but i had an individual tell me an attorney said he was representing this neighborhood so i gave him extra time to speak to the neighborhood and then behind him everyone that was there from the neighborhood got up and spoke so that's that's just i don't know how you control that well that's what we're going to work on i'm sure there's a way we can do it um maybe if they're speaking for a group we have to have the names we're going to discuss we're not going to do it now but we're going to discuss it and get a policy refine that policy okay um i think we made it all the way through and i think we're done yep thank you [Music]
