The Pasco County BOCC adopted a $1.74 billion tentative FY2022 budget at a special public hearing, approving a General Fund millage rate of 7.6076 mills and a Fire MSTU rate of 1.8036 mills, the latter generating an additional $6.2 million in property taxes to fund firefighter wage increases and two new fire stations. Seven voter-approved debt service millage rates totaling 0.2098 mills were also adopted, with three bond tranches levied for the first time. All votes were 5-0, and no public comment was received on any item.

okay i'd like to call together uh our meeting for the 2022 millage rates and budget this is the public hearing to adopt the fiscal year 2022 budget for the port of county commissioners of pasco county florida citizens will be provided an opportunity to speak during the public comment portion of the hearing mr goring do we have proof of notice for this meeting good afternoon bob corey pascal county budget director mr chair members of the board notification for this meeting is provided in the trend where truth and millage notice is mailed to each property owner in august okay in accordance with the florida statute two 200.065 [Music] the first issue to be discussed is the recommended millage rates and the percentage changes from the rollback rate chair members of the board the aggregate millage rate as advertised on the trim notice was 9.3482 mills which represents a 1.49 increase from the aggregate rollback rate of 9.2107 mills the reason the aggregate millage rate is higher is because the total taxable value increased between last year and this year generating additional revenue levied for the same millage rate table 1 in your handout shows the millage rates for the various county levees and a comparison of the recommended millage rates to the rollback rates and the prior year adopted millage rates rather than read this chart into the record we have provided copies to each commissioner board records and members audience tonight i would like to ask the commission to adopt the tenant that military aides until the budget the millage rates adopted tonight are the maximum allowed by florida law without mailing each property owner an additional trim notice the board can reduce the millage rates tonight through the final hearing on september 28 2021 however the millage rate cannot be increased later in the meeting should the commission wish to modify the budget we asked that staff be directed to return on september 28th at the first at the final public hearing with the desired amendments at this time i'd like to give a brief summary of the general fund and transportation trust fund budgets stating the tentative millage rates the percentage change from the rollback rate and the reasons for the change the tentative millage rate for the general fund is 7.6076 mills which is a 3.82 increase from the rollback rate of 7.3275 mills the tentative millage rate is the same as last year's millage rate the county realized a 10.8 percent
2:55increase in taxable assessed values over the past year compared to the current fiscal year the tentative general fund expenditure budget represents an increase of 106 million dollars the main factors for this uh increase include an accounting of the american rescue plan contribution reaching the recommended reserve level of 16.7 percent of budgeted expenditures fully funding the sheriff's budgeted request arranged wage increase from board and constitutional officer employees opening two new fire stations adding a second rescue unit at station 30 adding a veterans service officer and adding additional personnel in the planning and voting divisions to address the increasing developmental workload prior action by the florida legislature eliminated the requirement for a mandatory transportation avalor tax no transportation millage was levied last year and we propose no military assess this year for the transportation trust at this time i would like to ask that the board accept public comment and then vote on the general fund and transportation trust family trades and associated budgets the minimum vote required to levy the general fund millage rate is a simple majority or three votes according to the maximum millage rate calculation does anyone wish to speak to the board regarding the general fund and transportation trust fund see another one is there any discussion by the board nope is there a motion to adopt the please let him get his full statement yeah is there any motion to about the tentative millage rate for the general fund of 7.6076 meals so moved okay i heard that okay i got a motion in a second uh all those all those in favor do we have to do this by roll call vote or not you don't need to work with that okay all those in favor say aye aye aye aye opposed lack sign motion pass five zero mr fund of zero foreign so move second oh my papers i got a motion in a second all those in favor say hi hi i'll oppose like signs we should pass 5-0 thank you mr chair members of the board i will now provide a summary of the fire and municipal service taxing unit budget stating the tentative military the percentage change from the rollback rate and the reasons for that change the fire mstu fund has a tax levy of 1.8036 mills this represents a 6.11 increase from the rollback rate of 1.6998 mills the increase in property tax values represents an additional 6.2 million dollars in
6:10property taxes the total fund is 9.5 million higher than the prior year the increase is primarily attributable to the negotiated firefighter wage increase the opening of two new fire stations and fully implementing the firefighter wellness program at this time i would ask that the board to accept public comment and then vote on the prior municipal services taxing unit fund the millage rate and associated budget the minimum vote required to levy this military is two-thirds or four votes according to the maximum military calculation does anyone wish to speak to the border regarding the fire municipal services taxing unit seeing no one is there a motion to adopt a millage rate of 1.8036 meals for the fire municipal service taxing unit second got a motion a second all those in favor say aye aye aye proposed like sign motion pass 5-0 thank you mr chair and members of the board i will now provide a summary of the seven voter approved debt service millage rates these millage rates are levied to repay the debt service or the general obligation bonds that includes two tranches or two different loans for the jail project two tranches for the fire rescue project one tranche for the parks and recreation project and two tranches for the library's project the seven individual millage rates are listed on table one in your handout rather than read this chart into the record we have provided copies to each commissioner and board of records the total of the seven voter approved debt service millage rates is 0.2098 mills this represents an increase of 0.1096 mills over the 2021 actual millage rates of 0.100 mills three additional tranches of bonds one for fire rescue one for libraries and ones for the detention center were completed during the past year and we will and will be levied for the first time during this pleasant cycle at this time i would like to ask the board to accept public comment and then vote on each of the debt service millage rates there is no vote requirement for these millage rates so a simple majority of three votes is all that's needed does anyone want to speak to the board regarding the seven bond millage rates seeing no one is there a motion for adopting a millage rate of 0.038387 meals for the 2019 a jail facility bonds with a motion second all those in favor say aye aye i'll close like sign motion pass five zero is there a motion for the adopt the millage rate of
