The board approved a small-scale comp plan amendment rezoning 2.32 acres on Livingston Road from Residential 3 to Residential 9 units per acre and adopted the large-scale Causeway PD amendment on roughly 35 acres at Roach's Run and Land O' Lakes Boulevard, shifting the site from Commercial to Planned Development. Commissioners also approved a consent package including a development agreement with Taylor Morrison of Florida for a Morris Bridge Road turn lane in exchange for mobility fee credits. Three land-use items were continued unanimously, including the Ridge Road and Tanglewood amendment, where speakers raised aviation safety concerns about a proposed four-story building near an airport flight path.

continued because it has not come back from the state so oh if it has to be heard and if it should be heard in newport richie is it being continued to a date yes august 24th 1 30 in newport richie so that accomplishes what the commissioners are trying to do yeah because i asked um the lawyer representing why it's here she's that's what she said but the hearing will be on that question but i have someone you got public health we have to take public comment i have some two people i think signed up for this item yes sir you do the first person signed up is steve carper okay what i need to ask is since this is continued normally you would not speak today if you speak when it was continued that time certain if you want to speak today then you cannot speak at the next one and you know that you cannot speak next time okay if you'll come forward the gentleman does not want to speak today okay come forward yet give your name and uh address for the clerk yes uh my name is steve karper 10804 luscombe court newport richie and what else is it go ahead uh yes i would like to reply to the uh input from an expert from our the last meeting on the subject of the safety of the airport with the construction of the four-story building under directly under the flight path of the planes as we were landing at that airport the person who spoke previously that you know claimed that it would be not a new problem uh i understand that i i i was heard that he actually is not even a pilot i am a pilot and i've been flying out of this airport for 20 years i've made over 2000 landings and so i feel like i have some credibility in in what i'm about to say the uh that's our number one concern of course is always safety and you see on the display here on the bottom picture there's a top there's a plane that's coming in from the top of the picture down to the middle of the left and then he's turning and then turning again to land that is called a left downwind approach to this particular runway we have runway five it says three six there but it doesn't matter and ridge road just for your orientation would be kind of going across that path on his approach at the final just for his landing underneath that last airplane picture would be ridge road okay so uh our the distance away from which we do our approaches is based on how long it takes us to make our turns

and and that frankly can vary depending on the airplane a 737 is going to require a different distance away than than we the principles are all the same but how far away we do this pattern depends on the type of airplanes we have still have a minute and so what what happens is as you're approaching and making the final turn you're at your slowest speed uh your most vulnerable speed and could be in in a in a worse situation could crash and that's exactly where this project is located so for that reason we would like to request that you not approve this thank you okay thank you for your comments the next individual is john i think it's voda did we get that map can we do you want us to have your i got a motion second to receive and file all those in favor say aye all right motion pass okay name and address my name is john voter i live at 8641 sky master drive newport ridge florida which is in hidden lake and but what steve said is very very very important i am a flight instructor i have over 3000 hours and i've done many many landings and having buildings four stories tall in that position is very dangerous very dangerous okay you get a nice 10 mile an hour wind pushes it up airplane's going to be flying over what happens it's going to stall and that could crash an airplane into those buildings or into the college stop this it's not the right place but that's not what i wanted to talk to you about i worked for the utilities department for eight years with pasco county i did a lot of projects in that area i know the systems they're all in the county records and you can pull them up yourself if you'd like to but the only way that those people are going to get away with having sewers is to go along ridge road and tie into the water's edge company way down past water's edge there's a pump station down there that feeds up to 52. or they can tie in going down tanglewood putting a long sewer system in there now i know mr carbella says he's not going to pay for that that means that developer is going to pay for it and we're talking millions of dollars to put in the line and then reconstructing that road and what the the the activity is going to be along that road while you're doing that going to school isn't going to happen so please people be conscious of what you're doing with this building it's in the wrong place put it down in

each application of the board of county commissioners your staff our planning commission has recommended approval and there's no opposition the application will be considered by the board without further presentation if staff or planning commission has recommended denial or if there is opposition to the application the applicant will be given five minutes for a presentation the opposition will be given three minutes for each individual or five minutes for a group representative and the applicant will be given three minutes for rebuttal any individual disagreeing with staff or planning commission recommendation or anyone wishing to object to any condition of the rezoning may at this time request the petition to be pulled from the consent agenda in which case that application will be heard under the regular agenda later on during the meeting otherwise all rezoning applications on the consent agenda will be approved by a single motion and vote if you wish to speak to any petition please give your name and address and whether or not you've been sworn for the record these are quasi-judicial public hearings law in florida is that your public support or opposition of an application is insufficient for this board to take action please limit your comments to those criteria found within the board's land development account yeah you they're they are well i one of them is but debatably quasi-judicial so if there's anybody here for 79 you would need to be sworn in anybody here for 79 p79 was published in the template times on may 5th 2021. dennis hernandez planning and development pdd210384 this is for a development agreement taylor morrison of florida inc development agreement to design permit and construct a turn lane on morris bridge road in exchange for mobility free credits and it's for a the project overall is on the west side of morris bridge road at the intersection of state road 56 comes through with a recommendation of approval uh this was also uh brought before the local planning agency on may 20th 2021 who also recommended approval as well okay this is a consent item registered board can i make them put any trees anywhere on this one it's a development agreement no p80 item p80 was published in the campaign times on june 9th 2021 pd 210426 this is the transmittal for this item comprehensive plan amendment c pal 21 parens ot02 for paul materials it's the transmittal proposed comprehensive plan text amendment to sub area policy flu 7.1.25 pawn materials and uh today we're

asking that you authorize transmittal to department of economic opportunity and other reviewing agencies okay we don't have anybody here signed up no one is signed up for pd80 or p79 okay our pleasure the board yes yes to approve consent agenda all those in favor say aye all right motion pass 5-0 thank you p-81 item p81 was published in the tampa bay times on june 9th 2021. it's called public works and pwa 21-0078 uh this is the pvas non-advanced assessments for the east side of the county that's east of 41. there were four pavement assessment projects for streets approximately half a mile there were 55 assessment notifications letter mail and there were no written objections next please um in the summer for for this year both the east side and the west side and all boards count wide there were total of 11 pavement assessment projects 55 streets 7.9 um three miles approximately 1.1 million dollars in assessments and um in terms of what would be on the tax bill this year it's 220 379 and 45 cents um there are total of 957 total assessment notification letters mailed out for the west side um tax rule that will be on august 24 21 approve requesting approval for the east side projects is anybody in the audience that would like to speak to this item seeing no one approval second got a motion in a second all those in favor say aye all right most past five zero and that is the last item we have today anybody need to add something to the meeting mr chairman one thing yes um regional planning council has a meeting scheduled the same time we switch one of our board meetings i don't know if dan have you talked to them at all oh and you're going to be chair i am sure yeah yeah so whether we need to change that date i think wow so when we were looking to move the meetings we coordinated with all the offices and we were told that that date was clear so that's why the board adjusted that date for the 13th of september there's there's one that we changed yes ma'am it was originally scheduled on the 14th which is the same night in the school board that was the day that was cleared for the board so let me put a suggestion out there if we scheduled for 1 30 instead of 10 o'clock i could still do that meeting him next time that's okay do we have to do it in the evening well you know you've got you've got to do your tax hearing in the evening

but you could move your regular agenda to the your consent agenda to 130 if yeah i think we may have some 9 a.m meetings that day that that's the two four meetings where we have the nine pm you have public hearings yeah i think we may have some 9 a.m hearings on that day as well we already advertised because we do yeah they're already yes we do the west side the last meeting in august in the east side the first meeting in september for the 9 a.m public feedback i think it's p msbu when you approved that change a month ago now you've scheduled hearings for that day oh sorry can we rotate with the school district why do we always have to use statue i'm just saying the state statute gives a priority they could they could rotate they could be nice they don't have to because they have priority yeah and they do theirs on the normal board meeting day okay all right i mean i can just what about an hour earlier frosted hour earlier yeah then an hour and a half earlier the idea is you have to be able to get from one meeting to another right well he's going to be in ap at what time maybe 10 o'clock oh i thought on the same day that you've got a board meeting the commissioner is in saint pete okay so she'll get the nine name meetings for all that things all right so i can i mean we could you could do the 9 a.m virtual from saint pete there okay and then no not you changed your rules this morning it's you're no longer operating hybrid virtually it would have to be a conflict under the attorney general's opinion of what a conflict all right so let's let's i'll i'll let them know i can't make the meeting i've already let them know there's a conflict uh but in the future we'll make this change let's check with the regional planning council to make sure that there's not a possibility i mean our assumptions did a good job by me i didn't see it so can we ask for a ruling if that could be considered a conflict because maybe it can be considered conflict and you can appear virtually the board wants to determine that to be a conflict that would be inconsistent with all of the other attorney general's opinions that have come out but it is the board's decision let me ask this so it's it's all the public hearings for all of you msbus and the special districts the east side ones are at the first meeting in september the west west so i mean i i could miss
