good afternoon. any hyler here with long-range planning item. apd 21 0, 0, 9, 7, is a comprehensive plan text and map amendment and the name of a seat belt 2010, 2 rivers. the proposed amendment is a drug is proposing to amend this. a very policy flu. 7, one, 2 rivers and the highway vision plan map 7 dash 3, 6, to update the sub area policies and clean up some redundant language. the location is located off of state road 56 east of morris ridge road and west of goal boulevard.

mister chairman, this is clark hobby b p a 29 or registry tampa, florida at dance we're in agreement with staff's most of the text amendment changes that you see our action of the fact that when the sub area policies were created for 2 rivers. there was not companion in pd and as i learned, the board previously, we're representing the proposed master developer of the site and there is a pending and pd that will be to you. couple of months that was filed some months so some of the items that are in the comp plan and all staff acknowledges we can simply move conditions. and then there's the cleanups along the way. amy rightly noted, that thomas family owns the property in hillsborough and has an improved pd there where the continuation of the intended intended county line road concept but i'm working with mister goldstein. we came up with a solution so that we don't have to build space. same road twice but that the company can't be put in that position where a full connection is in place. if the hillsborough county. project go and keeping in mind that what you're going to have him pd conditions and likely a development agreement with the thomas family in the same entity that owns both parcels that would run with the land. so the county has those assurances and other than that, we agree with staffs recommendation. we worked out all the highway vision that issues and they're on the same page. and i don't think any neighbors sure here they come in. so we're happy to answer any questions that got my co-counsel joel to on the phone as well. thank you. thank you.

35:15

all is afternoon available. always. yes.

35:19

yes. mister chairman joel to for the applicant. goal to to an some harbor, florida. and i have been sworn. i represent oil development company with the consent of the property there are multiple property owners. this land has been assembled for this potential project. as amy said, world wesley chapel boulevard west of the i 75 interchange there at 54. is about 43 acres. gross acres however, over 16 of those anchors are many of them class morning wetlands. so we actually have 37% of the that consist of wetlands which makes this a little bit more challenge from the development standpoint and what type of would be practical. there are 37 developable acres. as jamie pointed we have agreed in a companion him few days owning which is pending to cap the density of 400 units. and if you knew that actual math, if you divide those 400 units by 43 gross acres in 9, 9, units per acre. if you define it by the 27 developable acres. it's a little over 14 units per acre. and if you do the somewhat complicated man to new york. all plan where you get credit through your developable acres and then percentage bonus or wetlands. it does come out to arrive 13 units per acre as jamie indicated, the problem is your comp plan only has a rest 12 multifamily category and then a job to all the way to arrest 24 we can't guess the games and be at risk 12 hence the reason that it needs to be rest. 24. but with that said, we stipulated from the record and the application that we absolutely will cap the density of 400 units in the companion we are coming to you with the recommendation from staff and also your planning commission sitting as the local planning agency to approve this plan amendment. i to now but i think very this is just the trans metal. we understand that there growing questions and discussions about the propriety of more apartment in the south area specifically and possibly other areas of the county. we fully or respect that this is not an approval. this is just a trans mettle to move process to the state begin any comments they may have. and we recognize and understand that any final approval would and could only occur when this comes back and the board. so he's both a plan amendment for consideration and also the companion so i'm urging all of

38:18

you. respectfully to simply transmit this for though, that at least we are held up if and when the board sees for any alderman approval, which would not be before and more a june timeframe aboard. this could come back. but as to the specific, just patients. we are not. i say again, we are not within the designated state road. 54 state, road 56 quarter which established by your resolution last summer where we're not within that were outside that. so this is not an area that the board elected to rush grant we are within the urban service area. we are within the south market area. we their border are entirely consistent with the u l i recommendation that originally served as the basis for your existing cop land policies which specifically promote. the family density when market area and this region specifically. if we can go to my surrounding land just one can put that up. that was my first. my first slide. thank you. our side is in trouble on the graphic before you. can see a north-south very parcel to the east of us. the brown area is the an existing industrial commerce park which is largely already developed. so we have industrial commerce in east. we have a very large employment center future land. use designation to our south and wrapping around to the west, which is in purple as amy said, we've committed in the imputed to provide both a vehicular and pedestrian cross connect from the southern boundary our property to and the employment center. continuous on the west side is a project that the board just approved last year is the matter the homes down home project. you approved a multifamily zoning there. i immediately adjacent so from so from the traditional brands and plan analysis. if there were no other noise or any other concerns we we this would be the poster child for inappropriate infill project. i'm still holding the doe not and because we're jason to a large employment center and commerce center to the east, obviously having multi-family apartment adjacent to that is totally consistent and supported. for example, in your employment center land use the board itself established mandatory criteria of 20% land allocation to multifamily units. so families been deemed critical to supporting him playing time in

41:12

center in job growth. we can help support an employment center about being continuous with it. i thought actually integrating our project with cross access to and from that future for him and this as a sanders unique narrow parcel. if we can go now, please, to my second side, which is that going concept plan. if you look at their shoes, see substantial wetlands. and most importantly, we have a very large forested wetland on the right hand side of that screen going all the way out to our friday john wesley chapel blvd. in fact, we only have enough upland area. they're common our access driveway which will that existing signalized wesley chapel, everything else in the front is a large forest and it's also a class one wetlands, which means there is absolutely no possibility unlike some other sites that you've looked at recently. there's absolutely no possibility here. for future retail or future office employment on that road friday because nothing can will ever be constructed. there. i so we have substantial setback since its over 850 feet from wesley chapel boulevard to our first. apartment building. that will be more than one story that first building is a one story clubhouse in over 500 feet itself from the road frontage and you will not even be able to see this project due to that force did what in the i also point out here that we're being even though this is the mpd plan i think is important that you see what we're committing to that hole buildings along our jason, to them at any town home project. every one of those buildings is restricted in the imputed to a 2 story building only that to stores will match the 2 story town homes immediately owner boundary.

just so looking at that you know, we had our look clear who built a carillon parkway. invited the passion utc done here about 10 years ago to take a look at what he had done for constructing job development. and when he brought us down there even talked about test becoming a little bit. and he said, you know, the problem of pasco is you've got a great asset that you don't even capitalize on it was talking he was 19. he says. you're elevations for building still 2, 3 stories high. you don't get the densities you want so people don't get to the usual. want to get a better building that's now, for you to say that. report saying the higher density housing is only for lower income households. but you got it. the concept that i want to take you go look at the west side of pasco. go look at the apartments were built, you know, 2030, years ago. and tell that it doesn't. it's not affected with lower income compared other places. it's a big difference. as a matter of fact, on the west side of first affordable housing goals. i think part of the reason was struggling in the west side. if you had all these people that we retire is building 2 bedroom. 2 bath homes. sometimes to beth on the west side as it is a retired. passed on want what people in the rental market got up. everything that cool air is gone down demographic. that's why you've everything moved elsewhere out of there because the demographics don't support so you know, you're you're you're trying to push this. a partisan is not being a demographic with the challenge project situation. and i think it is. i think homeownership is a much better way to go. weatherby town, libya condominium, whether we're just seeing a family homes, then compared to apartments and to try to push that off. another way is a demographic that's equal. i don't think so it's right.

been on this.

i mean. only 3 o'clock.

our i want take downtown newport richey, for example. that's how new port richey struggled and struggled and struggled to the successful because it did not have density. and it was the introduction of the 2 apartment complexes. that. i commissioner family member lives in. and that my brother ma downtown that is really helping to revitalize that downtown corridor and they need more apartments down there and more dancing and frankly needs be a mix of that. i ran all the apartments because young professionals on buying anything they want to rent. and then they townhomes. but that but the success of downtown new port richey is going to be finding ways to have density. close walkable proximity to those shops or a close golf court proximity. so. i so what he's saying on the left is that that's what people to thank. what is actually happening is what's on the right and sometimes people don't really know what the classic definition of sprawl us. you can get into that here because you mentioned it, but i'm not sure you've defined it.

1:30:15

i was not planning and getting into the what i'm when i'm in us trading on these lines is not that i'm trying to push an agenda is merely to illustrate what common. ideas exist about multifamily. what national research is showing to us. so that's all that i'm trying to do here is is a perception about higher density housing or being only for low income households. and we have looked at multiple studies that indicate it's not only for low income housing, certainly there is low income housing that is apartment and that could be quite a bit of but i think there's demographic changes that are occurring the country in the states in this region, even. that are moving toward apartment dwelling. no matter the income and that's all that i'm trying to illustrate with us live here. next. slide. please. some of the remaining questions that asked at the previous the previous board meeting was that how much multifamily is needed in the community. what is the right balance in single family and multifamily his land and on the right side, i have what we think might be able to get us closer to understanding those questions. you know, residential densities and mixtures of residential uses is not a one size fits all approach and you have to be able to understand the residential market. in order to understand the fiscal impact associated with these types of land uses. understanding that aspect of the marketplace. will enable us better understanding of what kind of done cities are necessary to support transit functions. and i just transit but all types of infrastructure. the type of, you know, water mains that might be needed. utility lines, et cetera. it's all it's all part of urban service that that we have to talk about urban planning and then also, you know, once you've been able to determine that. what is the need in the marketplace. what is the need to support that need. then you can come back and start filling in and understand what kind of diversity of land uses are necessary on single-family to kind of balanced approach. fiscally balanced approach for creating thriving communities. next good for

1:32:54

questions. i just i just want to look up the definition of apartment in the cities. they think people apartments up. they're done here. we don't consider the people on that music just going to be ready to go so can be like a condo. the harvard report death. does that show that it's all rental or is it a combination of ownership as well. like a condom.

1:33:14

that got the harbor report looked remember this. it was a it was essentially looking the subject looking at the subject of multifamily across the board. so i was looking condominiums that was looking at apartments did look at townhomes. there were portions of the court. that's that focused on rental specifically. yes. in general. there's i think we all know that there's a distinction between rental. the rental market a market that is seeking to own a home. on a property. so the harvard report was kind of looking at across the board.

1:33:59

so so i gather that you really kind of money in the waters between a rental market and then multifamily market because they are significantly different, as you just stated and the way a debt of using his one source that's taken both of those together. and you really kind of highlighting. i think you put like that. what they really are. ♪

1:34:20

well. in general, people and our code is no exception. our comprehensive plan is not an exception to this either. but. anything greater than a single family detached units. is essentially lumped together in a category known as multifamily. so it could be a single family attached row house or townhouse complex and whatever it might be called although wrap it up all the way to 28 story the apartments condos that are such a building and it's all kind of classified together. in that category of multifamily. so that trying to muddy the waters. the subject is a little difficult to parse and it's it's it's not an isolated matter to pasco. this is something that happens across the country in terms people view things beyond single family detached. i understand it's a difficult subject parsing it is there's a task to be done. there. in. and we have suggested in previous workshops to that. we think that may be better to start looking typology of land uses in terms of how multifamily shows up into the community. so that you don't have something that goes from single family detached straight to apartment buildings. you have the middle range of housing that exists and where do those tent cities. go and how do they look and we've talked about that as a as a as one we may be able to sort of the multifamily not. but that that's for. deeper discussion eventually in the future.

1:36:15

i must say as far as the discussion for the future of the future is not. and if we're going to family, the type of ownership is part of multifamily. i think should be separated because if i want to consider apartments long ridge road compared to miami. are up and down multi-story side, there's a big difference between the 2, but you're going to treat him the same. and i think it's something that, you know, if we if we have a separate article about the way others have whether be the north star. even so miami, maybe we need to go take a look at that as being a separate thing, which we can look at to find out, ok, what fish care. want to go about it. mister chairman. yes.

1:36:57

the problem is that from a land use standpoint and from a planning director standpoint in this presentation. there shouldn't be a distinction about ownership. i have said that to the board on numerous occasions. if you are talking about land use ownership has no business in the conversation.

1:37:22

if i may, mister yes or to to address the future being now. that some options to i'm updating the comprehensive plan during amendments and calibrating the conference of plan is one option to look at the land use itself. the good news on that front is that the conference of plan update has actually come and sing this month. actually tomorrow. wednesday is the kickoff meeting on that. so. there's going to be an effort that's that's going to be under way. landed on a car design and development standards and update to portion of our regulatory environment. tentative to spring of 2022. but the chapter 500 phase 2 is actually beginning soon as phase one is complete and we are nearing completion of phase one where we're anticipating being phase one to the board, probably in the april time frame of this year. so phase 2 will likely begin as soon this one is approved by board of county commissioners. potentially probably may june of this year. in addition, some other options for consideration that is kind of talked about in other parts of the region which we'll get to. there's an eye. there an option of moratorium, but it has to be contingent upon a dedication of a problem in order to make sure it is not arbitrary and discriminatory. it and one might consider it to be the job. if you're a county wide for the purpose of conducting market analysis cetera. and determining the types of multifamily. the needed. and then finally there's also the status quo which would be a project that project review of where multifamily is locating. next line. i just wanted to conclude. and so this last line to give an idea of some of the things that are happening in other parts of our region as well as the country itself. new port has 6 moratorium to ensure compatibility with with a strong game built environment and staff is getting reconstruction senate. so see if you look at land use. it's a flexible to multi family of 4 or more units. by way of example on the side of the country's spokane valley. washington has more for him right now on on few. the with multi family. more closer to home again in clermont, florida. there's a 9 month moratorium on new apartments and and that cases to ensure more workforce housing into an

1:40:13

standards locations. portability with the goal to lift restrictions of multifamily in certain areas from washington. i'm a lot parents. and then of course are taking a look at, you from bonus credits can be included 4 plus housing is is part of their project. and back across the other end of the country in and going in washington. there's a one-year moratorium on outside of multifamily zones and their in this there doing this to review and create changes to the zoning cracked the pattern underdeveloped or sons. with that less tense than the conference of plan intended and then again really close to home again the current conversation that's happening in the city of tampa, which we're currently watching right now and they have not yet come to the conclusion determined whether or not they'll actually do more time what their rationale for that more time would be so kind of think back to the previous slide per second. that that boat rounds out what some of what some options with some. options for consideration there with there could be for the board to look into. completes my presentation. i know that there's other speakers that can i'd like to yield my floor.

1:41:32

okay. we'll come back to you if we ask question or make sure body that the speaker says they have their time. this time. mark mcbride.

1:41:44

the afternoon. here it all right. thank you. i just i was here for 12 years and i've been very involved in our community live in 2 separate subdivisions been involved with various school rezoning issues. very active in large social media group and also on the homeowners association board. i want to talk little bit about these apartments. because there's some misperceptions out there. i think our communities and what we feel about apartments. first of all, we're not anti apartments. we just don't want over saturation of there's been lot of discussion here on what that means. and the number of single family homes and how they, you know, high schools. but i can tell you off the station in commercial space. do not use the schools. in fact, they helped fund the schools and they also help sponsor athletic events. and so when we. should these things the way we are creating an increased demand on our school district and i know it brought up that one of the last meetings you know, some of these apartments is only gonna put the school at a 110% capacity or 101% capacity. we have portable were kids. you know, i'm a and my son was in horrible for 3 years and it's its world country classrooms. we can do better than that. if i realize the school district had no choice at the time, but we don't want back. 2 are kids thinking in portable and so we're at a 101% capacity now and what happens when you have the it's already zoned for apartments and they decide to build those apartments. this is going to creep up so fast.

1:43:38

and then you're going to have the other developers say, hey, i want this change to let them change. i want to see if you don't me to change. and this is where the notice that re slow. you this perception out there that we all live in $500,000 homes. and that's simply not the case. at least in the greater chapel area. you know, being involved with the school i received a lot of data and i just looked at some data. 26.6% of the students that wire grass ranch high school, a free or reduced lunches. john wong middle school are on free or reduced lunches. so this isn't a statement about economics. this is a statement that we're all privileged people that want to allow people to infiltrate our community. that's wrong. we respect the diversity we respect the communities that we have. we're just concerned you are changing footprint of our community. it's this is going have great consequences for generations to come. first was married 27 years ago. i lived in the community that maybe it's the same mistake we're about to make here. they allow rezoning apartments. they go apartments. it was great. things are great for the first decade. then all of a sudden people decided to move on to the latest and greatest these luxury apartments became capital star people. they did every invest. the regular apartments had to cut the rates so low that they became not up for drug activity and it became such a strain on the city that the city spent millions of dollars buying apartment complexes to them to office commercial use. we're making a mistake. it's going to last a lifetime and. we have to be very cautious again with kelly and his don't for apartments in some of these requests. it's literally just over a 1000 feet away. and yet we're going to change a full rack for something instead of say go by parcel already zoned for apartments and that's really what we're concerned about. you know, pasco county's open space is vibrant places eventually the space is going to run out and are we going to be left with a vibrant community. that is the question. and so i just we ask that you take a hard look at this because the consequences are irreversible. and you know, when you look at what the with the trend is in other cities. they're putting moratoriums on this in here.

1:46:07

we're just we'll take it. remember the main goal is to make money. and that is what they're doing is they're certainly not doing this because they want a better rich in our community. we're the ones that are left here, living it and you know, i can tell you with working in the school rezoning cases. whenever rezoning cases come up. people blame the county commissioners every single time they keep up rookie knees. i think where people are going to get very fed up and they're going to start taking it out on the ballot box because want our communities to be vibrant place is absolutely. we want them to be socioeconomically i don't think that's the question here. what we're doing is creating an imbalance. it's all i have thank you for your time.

1:46:57

asked question one question. i first thought thanks for taking the time to speak to us. but how long have you lived in pasco county, 12 years. and you know, i was on the school board before was on the county commission. and i can tell you that when you move to one of the fastest growing counties in america. the school system. it's going to be and the transportation system also vote last to catch up because we don't build new schools until they can pretty much opened fall so that's part of the as for paying for living in a a fast growing community that everyone wants to move also, i just just some of, you know, probably 26% free reduced lunch is probably the lowest number in the whole county. i'm waiting to get. numbers on that. but that that's a really no number to have on free and reduced i think.

1:48:01

talking about free and reduced lunch them. and i'm gonna say the majority of the schools on the west side of the county are title. one schools which means 50% or more all these children are on free and reduced so no that.

1:48:18

mister thank you. thank you. over here. i think we got next speaker brought to maybe others speak of along

1:48:32

thank you, mister chairman on this is joel again. can everyone hear me. thank are high. and i represent a number of your property owners who are taxpaying citizens and also some multifamily developers who obviously are stakeholders based upon the discussion and the commission hearing. when you schedule this workshop we thought it would be appropriate to ask our industry clients to pay the cost of retaining an independent. find market consultant. to try to come with actual and analysis rather than speculation and conjecture to better information. in all fairness for you. commissioners to make a fully informed decision as to where you think the policy of your county best should be directed. so they've done that and they retained leslie deutch, who was with john burns real estate national analysts from they have been used by pasco county previously as the county's own consultants. so we assert that they have credit that will be expert. he's in the business. i'm going to turn this over the last line to make a presentation that she is prepared and provided to your staff and she's going to go through that. i do ask respectfully if you would, please allow her to actually delivering complete your presentation, though. there's continuity and logic and flow and then she will be more than happy to backtrack answer any questions respond to any challenger argument or just different the calls she's qualified. and that's what she does. but please allow her to go through that if you would be kind enough to do that one. she concluded i'm going to make a few brief concluding remarks. only half of the stakeholders because i think mark from her discussions so far has raised. i think serious questions that we need least need to highlight what what is going on and what the real policy in the real concerns or so with that, i'll turn it over to miss deutsch. leslie bureau lineup. please introduce yourself and not present. okay. thank you

1:50:58

i just want to ask about my slides. they can go up on the order. july. thank you so okay. and a thinks it will hear john burns real estate we are recognize will stay consulting firm. we have about offices around the country. i manage all of the projects in the east coast. and i also write our apartment report all of our apartment forecast. so i had to get this role for about 15 years. now. i spend my goal, on florida just so up and down the southeast in the clients are a range of builders and developers in landowners. really that are looking to build appropriate product at the right so i have worked with many, many builders in pasco county and working apartment developers have worked with some landowners in pasco. i walked grow from for the last decade out to a very light on to a very vibrant, very vibrant area. so i was asking and i just i want to reiterate that we are very independent from. we are we are not brokers. we go right on behalf of anyone we take all the this analysis and and numbers and put it together and come up with our own conclusions. very rarely do will be change them for for any builder developer. etcetera. so here today. what i what i was asked to do was to take a look at pasco county. look at the bros. look at demographics to look at the apartment market and then to do what we do best is is really hone in on the demographics to understand what the future demand is going to be for apartment rentals in pasco county. i will step back and say that we them honor for on staff full time it by market and by age and by income, it demographic growth and that's what we use here. for relief or every county across the country. this is the report. i think that was presented to you. i have. first it is. look at the location of pasco county. it is a very good apartment location given its access nearly all of it has good school. so want to live in good schools as well as homeowners. continues to grow order to continue to grow and see that growth. you need all types of housing for sale and for rent. i doubt that was the demographics of pasco county. i think it's one of the most interesting counties in the state of florida is very, very wide mix of older residents and younger residents and that mix really demands a wide

1:53:50

variety of housing. if you want continue that growth. looked into the apartment market and i will the page that that was pointed out. it is only projects that were built since 2010. so he took a look at what it looked a new york apartment and how they were performing. and to be perfectly honest, there are almost fully occupied. nearly all of that. their high occupancy rates. that's one indication that you really do have a lot of but i love the current conditions. what we did was we look at the future conditions. so we have a rental demand model. we use it across the really use it we every where i want it take stock of everybody living in a county today and then or 5 years and it does so by looking at their incomes and also looking at their ages. so then you can see what's really what we did with say. all right. well, how many people based on a $50,000 income. it is about your meeting county translates to $1300 a month, which is a class, a apartment rest. so how many people are there today and how fast will that row over the next 5 years to give you a i think more units. you're going to need to really you want to continue to grow and to support all the industries that are they're planning other companies. they're moving and the new industries that you want to so the next page, so i'm going to start with the location. so i did for us the next slide. please. pasco county from a demographic. the pasco county to the tampa and as a whole. so say includes pasco, hernando pinellas and hillsborough counties. the only interesting is county has the 3rd largest county after hillsborough pinellas. but demographics are obviously it population grown faster. this chart. you can really see that. the median age in pasco county is 46 versus tampa, 43. that's if you also have a slightly larger household size. and if you have family that's going to grow in number of families. what's really interesting if you need household income has really risen prove to about the tampa and average about 55,000. i think net worth is also a little higher. because of retirees in some don't income numbers, but they cut their their network comes with those numbers. you see that there. has actually a smaller percentage of rent your house off me. when are occupied

1:56:41

housing units. and that's really because of the lack of of supply power to do but of the below the relative to the tampa bay. page, please. lives and then you go through are really just an existing look at the and the location of past, though. so i highlighted 75 in some post on there. and what it's showing is every dot on that map accounts for jobs. so you can see the now it does not. it does not indicate whether it's a higher paying job or lower paid out. that does represent i'm sorry, not jobs employees. i apologize 10 employees we don't do that. the businesses. because it, you know, one business could have 200 people. so these are the number of employees. so you can see the concentrations here along the highways and along the access routes. i think that's really important that's that's where you need that that extra housing. but i just thought this was a good overview did to understand where the jobs are in pasco county are growing much faster in the wesley chapel and the lakes area. new port richey. they had the jobs centers there for quite some hills. you can see that the concentration over there on mostly on that. the more service-oriented jobs. but there are a number of jobs there. the next page, please. have. this is the same chart. 1 dot is 20 people. but it shows the population density and really what what is highlighting here is that people tend to be living around. if there are a lot of people in the established areas, a but it's a growing number in the wesley chapel land for hills. weather is availability. of housing. and really where people want to live so you can really see that concentration. and that's where a lot of the apartments on tend to be located in tend to want to locate where the people are ready today. to keep going. least next chart. the next searches in median household income. so this really depends a lot of the higher and you can see in wesley chapel even further north on 75. so this gives you a sense of where higher income levels are located. the next life go through some of the second dose come back. the median age is isn't so interesting to me. it really lends have those diversification of ages. is that that the lighter, the darker, the blue, the older, the median age of the resident

1:59:12

is so you can really get a sense that there is a mix across alaska. and it's really another reason to show. they need for for wide variety of housing next slide. please. this is a similar site. it shows the average household size. so you can see them are families. and in the darker purple areas. and the retirees along the coast, more lighter purple areas. but really. if the family is what we're seeing. a lot of the apartment is, is that families are using them as a stepping stone to eventually live in pasco county and that's a really important thing because people like to try out of place before they can set aside to the purchase a home so the apartments are really been has have dual purposes for people that are choosing to rent but also people that are about buy a home or considering it. the next slide. please. this is the next one right. if sections up this chart didn't come up. but this is the highlight of the apartments that have been delivered since 2000, 10 to be their only the newer apartments in pasco county and the reason i did this is just to understand over supplied on the newer. more expensive apartments. if you well. so we took all of these different apartments and then on the next flight. and it's actually been about 6,000 of them delivered since 2000, 10. the next slide shows to some highlights and some of that the class a product that has been delivered. but on the next slide, what you can see is i hope all of those 6,000 units look up the occupancy rates of each and every one of them and dark blue line here shows you that pasco counties class. a market has a 96.2% occupancy rate and most apartment off of developers will tell you owners and sorry. we'll tell you that about 95% is full occupancy. you're going to have to always have a few units that are turning over so pass those counties class. a market has a higher occupancy rate in tampa class, a market as a whole. so i compared it to the projects built since 2010 in tampa, they're really showing you the strong demand for our class. a in pasco well, despite all the new supply that took the market on the next slide. we do the same comparison that show a few and this is really just you can see the rising rents in pasco county. that's the blue line on the bottom but pass this still remains

2:01:42

relatively affordable to tampa, which is also reason that a lot a lot of people young professionals and even retirees are moving to the area to their the apartment and just as well done, just as nice they happened to be a little bit less expensive. okay, let's keep going and going move into the and the next slide highlights or demand model i this is this is one of my favorite propped favorite types of demand to look at what you can see here is in 2020 if you follow my half the total number of renter households today in pasco county is 59,547 people that are renting some type unit in pasco. we expect that to grow to about 67 68,000, you know, rounded by 2025. if you're in that growth, if you're following across is a total of 8400, a household, annual growth of about 1700 and just around here that then what we do is we divide the entire population of renters by income level. so what. that's telling me is those with incomes above 50,000. i'm putting that 59,000 number less than half almost and really only about 23,000 people can afford that he so so now i'm really focusing on. do we need more class, a properties because do we need people do have people that can afford that. we've got 23,000 people that can afford it and we expect that number to grow by about 5380. so over the next 5 years. so to the big you really need another 5380 units to satisfy what could be the growth in demand. and i will. candy at this model with a number of things. this model looks at incomes. i mentioned earlier that retirees don't have an income. so it is undercounting. the number of that were dressed. they have a higher net worth in my own a house and it might have savings that no one pounds. this model is conservative and its numbers. it also doesn't reflect anyone that might downsize from the home rental me. this is just population growth is all in looking at. so i just want to reiterate this is a conservative number. so we expect about a 1000 people each year to to want to have a class, a apartment a few well, as defined by tune in in pasco county. this gives you a sense of that of the future demand. so i do want to just reiterate that it's about 5380 units that would be needed to satisfy just the population growth over the next 5 years. and that's where

2:04:35

we came to in terms of what's needed pasco county. if you if you go to the next slide or 2. i thought and this is come up in the conversations. i've been listening to the conversations. i thought it was important to take a step back to talk about renters because the rector population and we do a lot of demographic research has changed dramatically in the u.s. over the last decade really. and i put this on here because we trademark the term called certain and serve and describes pasco county to a tee. in fact, you'll i took this and ran with it a couple years ago and put it in their emerging report but servant is not urban area and not a pure suburban sprawl area. it's an area where a lot of people. one movie say they don't want to live in the expense of urban markets that they want to live in the suburbs that have a little bit of a feel hurting. they can either. and i highlighted some things on this graph. you have slightly better schools. you have lower crime in urban areas. you've got some kind of walk ability. you've got some restaurants at lower that lower price and urban area and public transportation which harder to find in florida. i must admit that we're all working on it. so this is the servant areas are the hot spots across the country and then i did. it is national presentations we need to areas like in and uptown south and in charlotte. these are the markets that people are moving to and they're not only are is that they're moving a lot of them want to rest. so these rents get higher get higher premiums if they're walkable, but it's a little harder. but this is an argument this destiny suburban markets because this is really trend of the future. and what we've seen is really that growth prospect of where people are moving next slide. please. we did a survey across the country and ask people where they would like to live. i think this is really interesting. it's just color-coded by age and the age is on the bottom. you would expect the young people to wa to live in the servant vivironments that really and that is true, ghght. these are people less than 30 years old. 52 1% of them chose servant. but enen look at the other d d of the sperurum in this defies pasccocounty to it see, it got thyoyoung as low athe older and the oldealsowa

question isisave 2020 to 20 but i have a listen. this is just to get for the record for commissioners who watching at home is that in your class, the apartment and these mapping i am actually have a listen to put it up a little while. you'll see it. i'm looking at one to 3, 4, 5, 6, 7, 8, that listed on there in your state 2000, 10 to 2000, 20 some of those will built between that time so just you know, you not wrong those are included. so for whatever reason, those one, including that's quite a few that were included in your studies. so, you know. it's the truth. it's a fact.

2:10:53

i thought that was an excellent presentation. spent. a good part of the day the other day listening to the u alike trends conference that often one else that yeah. and so mr balls. you and i both heard the presentation on. apartments and the and exactly what this this young lady is saying. i want to stress that walk ability part of what you're saying. and i also just got another report. remember who was from about how important that is and commercial development as well. people want to have a sense of place and they want to be able to get out and walk about i just agree with everything you're saying here i think we're going to see demand for a while and that i just hope to send some of it over to the 19 corridor and get going on our side because, you know, we don't have we haven't received one new restaurant like west chapel area has and my guess is about what they're telling me is we have the density over there and trinity like to have over here. so there is, you know.

2:12:10

you want to have them all. you want to have the highway close by. you want to have the community college close you want hospital for a you gonna have density close by. i think that's just classic. i would guess that.

2:12:30

but who's going talk about class. a apartment says that the only kind of primal that's built pretty much that it's kind of curious about that.

2:12:41

no, no. the rate. i focus on classic new york talking about new construction coming but the occupancy rates in haskell are are very hot. so really across the board because there's a whole other argument i could do here for well, for double housing, right.

2:12:56

yes, no,

2:13:00

if there is there, this was just very, very focused on new construction right on it. and new construction is but there also is it is a need for more affordable housing as well. i would i would argue that a lot of the older apartments are. like you are mentioning there almost overcrowded because people are looking for affordability as well. he can do that. the same demand model. we're only focused on the $1300 a but i can do 1300 below and they're still even more on that side. so i there. there's there's lot of growth in pasco has to be it unless it's going to stop unless you want to stop. you need to have housing to the hot with all that growth will help the growth.

2:13:44

i'd love to talk to some time doing something like this on the workforce housing side. thank you very much. and i'm glad that the at rick, thank you, mister chairman.

2:13:57

for the expected growth rate that you had went over at this point. we're not going to be army demean means of the pastor residents pertaining to the numbers that you're actually providing now, i don't know if you have accessibility because i know earlier we were talking about the number of children that are living in apartments and just seems that the apartments have less cans. then the other apartments of the 19,000 department that we have on the west side of the county because a lot of them have turned to that affordable housing.

2:14:29

yeah, that is a lot of the newer projects don't have as many 3 bedroom i don't i honestly don't know if that's that's so or choice of the developers. 3rd, yeah. so intends is you're right. the older projects tend to have larger units and more bedrooms. so but they also tend to be looking for more space and more space cost more money. so you're right, it there's other options for for multifamily housing, for rentals, for so that's a that's another conversation as well. but the classic kind of we are forced. ari mid rise typical apartment usually has a smaller side view and it's really did bring the rental rate down so i think that's why you don't see as many families. it's just a space issue. more than anything.

2:15:23

and you have any suggestions to help creep plan for 20 to 30 years from now for when these apartments do turn into affordable housing because that's what it seems like has happened on the west side of the county. yes, i don't i don't see that as yes, that that has happened in some areas, i think because a lot of these new apartments are on these major corridors that go down tampa. they're going to la. they're going not necessarily turn into affordable housing. i don't i don't see that quite is happening. the access from from the east. the west side story on the east coast. the access on the west side is a little bit harder and a lot of the giants all centers in the big commuting patterns really follow some clothes and 75. so i really do think that they're going to be a very long-term trend. the other thing i will say is is i talk a little bit about the demographics in the changing demographics 20 years ago. you rent it because you had to rent and your cut out there wasn't perception issue with the renters now renter by choice. and it's become much more popular choice by a lot of young and older and everyone in between. so i'm not sure that same trend of kind of falling into disrepair is going to happen again. the demand for apartments has really risen over the last year, the last couple years really due to the changing i don't know if it's going to i don't i wouldn't say it's going to fall that same track.

2:16:49

thank you, mister chair.

2:16:54

i will question since you mentioned, you know, a lot of studies in know this area. well, do you know westshore boulevard very well. yes.

2:17:02

so back in the you're probably aware that really built up west shore with apartment complexes. mostly on. i'm going to say that the what the southside of gandy from. not correct. alright, south side again, a lot and then you had it in the north side as well. you know, you have like the cove apartments and such. so they started building the mother coming up left and right. i know that because the first time i move to tampa. i lived in herrin point. i was 24 years old or whatever working working in tampa. and that's right. lift. and then when i saw happen throughout the years quite a few of them. good to go downhill or georgetown apartments, which was right on the bag. right on the bay that site is still there. it's it's a dilapidated site. you know, got overrun by the bright shiny and new they couldn't keep up with the joneses per se. they couldn't handle the amount of influx of apartments along west shore. and they deteriorated in it. it took a long time. they stopped raining because they were unable to keep up with those apartments anymore. you know, they they couldn't maintain them anymore because they were getting the amount of renters there to maintain the apartments eventually many years later, they actually demote it, but it's still not clear to not clean and clear it up. and that's been what, 15 years toward the least as they've done that. you know what, that is a possibility because i've seen that's a perfect example of it happening because they were packed on top of each other and they still are.

2:18:44

yeah. but i would also argue since the 1990's westshore has become sort of the main it took all the office demand from downtown tampa became her. the make the largest office center of all of that. lot of that reasoning was because there was housing for people right there.

2:18:59

so i keep up. thank for the office. they didn't keep up so yes, there was demand. but what there isn't over saturation with apartments in the other ones cannot keep up. that's why we're seeing what we see there today.

2:19:17

yes, that is a different world to me. there is an entire investment class now that are buying value act properties including tons of money into it and bringing them up to up to code and bringing them up to demand. so

2:19:30

those what those were so you know, here in points in the other ones are perfect examples of class. apartment complexes. very beautiful pool resource. i pool in indoor racquetball air can disrupt more course the gyms. so my point is yes, those are very nice. we're not talking about and again, i don't want to get off subject here. going to talk about. so i look at my notes. ♪ don't want to talk. you know, about incoming classes and things like that. that's not the last thing we need. i think we should even get in to have a conversation about the fact was is there was a a supply and demand issue. the supply. took over the demand. some of them peril. and what we don't want to happen is this something, you know, became apparel and we do not want that to happen in this area and that their lives, my fear and that lies the fear of many people in the community. we're going to see that same trend happen.

2:20:38

i see coming from. i would that that trend also happens on the for sale sign. it. you know, west side on the for sale on the housing side.

2:20:51

houses were torn so that's the thing that our subject matter is apartments right now and that we're talking about the apartments being built in the amount bill. so what we're not going to talk about houses will bring that up another time. okay.

2:21:06

you want to say something.

2:21:13

i'm seeing more and more will starkey's some something that you said was very interesting to me as well. and you said

2:21:20

some of that the that these very attractive young skilled workers, educated workers which i think it's one of that selling points for us. that helps us attract businesses here. and i think that's something else that was said on the hugh l i.

2:21:40

trends conference with the national experts that businesses. the 2 things that. 2 important things that people are looking for someone quality of life when the business is moving because they can move anywhere is a colleague by fuel and the and availability of skilled workforce. which is one of the reasons why spend so much time in workforce training. but to have these concentrations of of of workers is a benefit for us. when we try and recruit companies here. i do have a question. so. because i can understand where there comes a point when you have too much. and so what is that number? you know, it's you know, we have responsibility to have a balance and so. i don't know if anyone's told me yet what that number is. and what happens if you don't have enough. well. and that rental housing in the community. what's the downside for that?

2:22:48

so i think that's a good question. i try. it's no that did not work. i try to quantify with him now would be 500 to 5,380 units over the next 5 years. i fully committed to model some models can be models. it's probably a slightly conservative number, but i will tell you, i've done a lot of work with landowners who want, you know who won on businesses and won a lot of retail. but you need that to happen. first before come so. so like you mentioned early, you need people before you get the before the people. so have this huge opportunity that you are very attractive there. you're getting new businesses coming in. hiring, you know, seeing the amazon com sina hospital being all these businesses are looking towards pasco. if you're going need the housing and it's not only by the housing but rental housing plays a big role in that because a lot of people on by house just yet. they're more mobile than they used to be. they might want to work in this town for a couple years and then move. but that you know, taxpayers and they still add to the value of the area. but i think it's very important that yes, it's about 5380 is the number it could be a little more could be a little less that's probably a conservative, not her. if you right now you don't quite have enough because you're completely fully occupied and the housing market is is going gangbusters as well. and it's getting very, very expensive. so rental housing does offer an alternative to that. so and we do expect home prices to really rise over the next 5 years. pretty rapidly. double digits which you know, you kind of running out a lot. we've had a great experience with the pandemic with people. well, let's like that. but had a great experience with is you know, rising prices are rising demand and you're going to need more more rental units to accommodate that because you're going to run out of lots and they're going to become more expensive. so i think it's a mix. so what what? i think i've seen in knew we had it. our family had some property here.

2:25:01

and we held on to it and the market. went over us. and to hernando county. and so people would look to hernando county because it's cheaper, and so then we have all the traffic of the hernando commuters coming through pasco county to get to the jobs and health. so i mean, so. so if you don't have the demand a does that mean what people are looking for. a certain price point. they may keep moving. so they find it.

2:25:35

yes. so it's interesting. i heard and it would be sort of the next frontier, but also because hillsborough has been a slow down their development and they run out of a bit of land. i mean, i know we're in but if you look at what's happening in manatee county right now. that's exactly what's happening. is that the growth there is just unbelievable and it's really because the developers and the but people have run out of space in hillsborough. so i you see that right. just south of you. so i would expect the exact same thing happen. or they would the growth would go further south and so i i agree. i yeah, i guess you could go. you can go east as well. but but you're right. that's what happens is that when you kind of run out of that. the table prices and and that the growth does go elsewhere.

2:26:27

so i have some friends both just retired last year. they sold their almost up. well, probably million dollar house and got partners and they are renting houses. now it's slowed down a little bit because of the pandemic. but they rented a house in coast and now. playa del carmen, i think that's the yucatan. i'm not sure that but they've they've rented out there for 3 months now they're back here for 3 and then they go on someone else for 3 for 3. so that's an example you know, an interesting rental user. and plus, i know a lot of people are selling their houses at this high time in the market and renting just so they can go ahead. get out of their house now. so.

2:27:15

it's an interesting at time or fine singers are downsizing from homes after the summit in my dorm or apartment until they decide where they want learn how let are on this great report last i enjoyed listening to it. got gained something from that report. so thanks. from that report. i don't say were overrun i that way. but that question may be because of the traffic in and because our infrastructure lagging behind all the building, the and schools and banks are lagging in by and to know infrastructure, the roads get bailed out. the word has all the traffic. right now. we've got divergent divine and that is wrong. and that traffic. we don't have passed trains coming and the storms right now traffic. so there you were talking it is going relieve some of that traffic has right now and you change eu roadways were in the works right now. show. makes sense for church orchard. think mister chairman. at rick, thank you.

2:28:27

as you like the idea with the serve in. and i think you called

2:28:34

so i was looking is there a specific percentage of apartments that there should be per person per household per community. her of the area.

2:28:46

think the answer to that. i you know, i think the average renter ship rate. well, i can look at tampa. in tampa. it's about 32%. i should rentals rentals 32% of the population in tampa rents. now that number has those 2425%. but that also has to do with. you know, that the amount inventory available. so i think tampa the msa on on average is a good proxy.

2:29:22

i think that the u.s. number is i should know this and i i think it's 36%. i think the homeownership rate 6. so i think it's to say a little bit higher.

2:29:33

it's it's probably a little lower in tampa as it should be because relatively your housing is more affordable. you know it's like. new york city. you have a much higher internship, right. our camera cisco so 25 is relatively low. i would probably, you know, look more towards that 32%. it will vary. i it's a good question. i don't know the exact answer, but i think the camp and the state of the

2:29:56

what say number of apartments that we did have passed a 59,000.

2:30:07

i only looked at sorry that this the renter households. hold on one second. i pull it up. 59,000 renter households. yes. what about apartments? was it about 50,000.

2:30:21

you

2:30:21

give me on market to save just apartments. i can look that up. i don't have that number off the top of my head. it yeah, 200.

2:30:34

so we have more at about 33%. rental. right now. bill ability because if he said there's about 60,000 rentals and we have about 200,000 households in pasco sore at about 33% city. well, some of those my where how you doing that math. 60,000 renters.

2:31:01

now, just 219,259 around. it's a 200,000 to 60,000 over 200,000. i just said about a 3rd.

2:31:08

a 6,018. when you do your.

2:31:16

get those numbers. are you getting those numbers from like the property appraisers who don't have homestead exemptions on them.

2:31:21

no, they're census numbers. so census numbers.

2:31:28

you know that since chance, the first 20 twenty's numbers we're seeing. see how have 2020 years. so we 30% of the

2:31:42

years.

2:31:44

the the these numbers are yes, our eyes is forecasting forward 2019, 20 so eccentric

2:31:52

we don't have mister chairman. let me one more thing so that we need to go everybody else wants a i have a whole presentation as well. so.

2:32:01

you were the things you mentioned earlier was that you said there was a need. there's a need. more apartments because you need people to be here for the jobs. now. i came here in 2014. one of the biggest issues that costly came up and i'm so glad we've been working on it as a board in long dc was how many people continues to be having people leave pasco county, every gate to go to hillsborough county to work. i today. they're still are more people leaving. to work outside of the county. the live in that county. there's so we don't saying that we don't have enough housing for. amount of residents that are employed in pasco county is off about 40.40 to 55%. because that many people leave every day commissioner of the in a statement earlier will go back to it again about wire grass. for example, of the mall of wire grass or needs to be more apartments for those people. there. dan, but that is if you what tell me what's there besides retail right now. at the current the current right now, what's out there all i'm talking about were dressed as development.

2:33:31

right. so what other than my question is what other jobs there at the hospital where you a lot so you've got. you have the hospital, you know, they they play house and for him. i so retail can't afford the apartments are talking about about class, the apartments. so give it 10 to $12 an hour retail job can do it and there's no shortage so good. you came up with people you can't. there's no shortage. of housing because even pre covid. if you are an economic aid to yemen high school and college kids can't find jobs. at the mall. there was no openings. there was no opening. so if we use that as an example. there's not a shortage of apartments for the amount of people that are area. 35 bet you a million dollars. i think you're wrong.

2:34:30

i know i've got a friend restaurant kind of thing. and he sold it. and find a place to live my dress now on.

2:34:44

what's up to about one specific i want to let up on zillow. i can find a whole lot of places to live. to rent right now. the point. the point was there's an there's enough people living in the area when it comes to supplying them. and to me the job. me turn back. so there's trying to find an opening at one of those locations right now. so we should have 30% sure that, you know, of rental homes available and you said we should have.

2:35:16

24 to 20 people. we have about 2425% rentals right now. and we should have we have 30% available of rental properties. now with the best area for an apartment complex.

2:35:29

be recommended near n.

2:35:34

obviously need the infrastructure. but would you where would you want to have an apartment instead of housing. asked. is that have an apartment complex. where would you want housing. i housing. you're asked last yes. was like the so where would an apartment complex over a subdivision. would it just be next to. a new business. obviously want the rogue rays roadways and infrastructure. but would you rather be closer to the new business coming in or where would you recommend an apartment over a subdivision.

2:36:14

because of the density. typically associated with an apartment complex. i think you would recommend it here highways in access to, you know, access to roads. so. now the truth is there is there is argument to have apartments and more suburban areas as well. it just really depends on the product. but generally speaking i would say access to employment to roads public transportation. i roll my eyes. that's always a hard one, especially in florida. but that's what you would want, right. you would want it so people can not have to use or or have more than one car. so just to keep the density issues down. so i there's not perfect spot for apartments. but i would say i would definitely or the access points to the roads and highways and. transportation.

2:37:03

question for me. i know i yeah. so. we have more peace speakers. citizens. are we have people that were in the interest. i think has something i'll probably is saying. we may have some of okay. so question for you when you did yours, you report your study. and this is one of the things that i talk about on a regular basis. nobody here, including myself is against departments. never said that. the problem is is we're oversaturated. and we think issue. myself and many of the constituents in a lot of people in the business committee in this area. which i'm sure will be speak a little louder in the coming months. we have so many current. parcells that have the entitlements to build more. so i asked did you take that consideration because that's the big, big issue. so we think about amount of the total properties in the area to have the time. it's have the zoning to build apartments and why do we continue our issue is we continue to change zoning on parcels when we already have enough inventory to meet the demand that you just stated. and there's a plethora of them. we just talked about virus, for example, white dress planned. and i say that because these master-planned communities just as you stated earlier, planned. well. in there. there. they're the parcels. are there ready to be developed tomorrow. there's a number of like in the back of sevenoaks. for example, there's one right now. that's thomas metal point has multiple properties that have time it's between all for the middle point if you go down 5456 was a number of them, too. so again, i continue with that's my biggest issue. it's not. the amount that is being. bill per se him. it is an issue for me. but when we keep doing this week, we're going to run to that point soon because these guys already have the entitlements. we keep rezoning this land in and then it could become left out in the cold, too. so they work through the process. they did good planning. they planned for the years. it may have been the 80's 92 thousands wherever it is.

2:39:17

but as if this board continues to rezone all these parcels. it's not. then we're losing. so you talk about jobs earlier too. well, guess what? if we keep result of these other properties. there's not anybody places left to have jobs because you're not going to have any parcels land parcels to build on. and then what happens. so question is if look at all the properties that have that have to have the zoning or for the future. when you look at your

2:39:49

no, not that was an artist that i did

2:39:50

i thank you. us others yet to come back o i've been here all that is just off but i didn't hear yes, don't go in the conversation started.

2:40:08

you know, commission bring good place as far as like what we what we need here and you you brought up the point. how many people are in the county leaving to go back to schools now, i don't know if this still our was some of these properties could been industry, could even job creators. we need to focus job creators here as well. coming up. and i think important aspect. if we've got all the zoning and it said we know some middle points. they got a bunch problems that going to be coming up there already zone. i'm really scared that we don't know what our supply could be if everything was going to get built up. if we're going to take very good property that could have been. you know, medical facilities are and we're going to for those apartments because it for a guy with. so property going to watch that. we already got a good out there, but we need to know what that balances. the got shot a long war for these things to get rezone. good point.

2:41:10

i think thing. ok, thank you for your report. very good. we'll go back joins i our fees, have someone else to speak.

2:41:29

mister chairman, thank you i just have a concluding point or not. i don't we're not going to present another speaker. i think miss doyne has really covered the market analysis is she was asked review but our stakeholders mike mike, including car or 6 points. i'm number one mister stein's not are pointed out at the beginning. i don't know where this is headed from the land use regulations standpoint. but. i respectfully submit that any effort by land use regulations to distinguish between rental person's own housing.

2:42:07

is going to

2:42:12

frowned upon under state and federal fair housing laws and discrimination against rental versus owned housing. there's a lot a out there on that. and as a legislative body i'm just not sure it's prudent for you to go down that path. and i don't know how you start regulating from the land. use standpoint. now a property owner uses their multi-family housing for on the many how long to versus a part-time job. i don't think it's legal. i'm not even sure it's good policy. it's certainly not very and it does recognize the name for one force and affordable housing. that's point number one. number as there were some rappers to school issues and crowding, i just want to remind everyone which which obviously, you know.

2:42:59

that school concurrency implies doesn't matter. a single family subdivision, an apartment complex the townhome can cause you apply to everyone in your location with your existing capacity. you're either going to get the approval. the school district or you're not. we all go through that in every plan amendment we go through that in every rezoning and you have to pass muster. so that's really a red herring as to whether real apartments goes an issue with school concurrency. that's among form of housing does not because they're in one house comply. point number 3, the comment from mister mcbride. you know that that that our new motto is open spaces and vibrant places. you actually have to have concentrations of housing density. you have to have close during drought open spaces. if you continue with the proliferation, large and single family housing. you will consume those open spaces and you certainly won't generate a vibrant places that require a walkable. i wasn't traded mixed use development patter. so i so that having an adequate stock of apartment housing is entirely consistent and in fact necessary to promote spaces and viber places in pasco county and the only question about that contact someone at u l i and asked them what they think. it's a necessary ingredient to open spaces and viber places. number 4 is is i agree with commissioner more entirely. we should be looking at supply versus command. so the commission needs to to get comfortable as what supply is in demand obviously should be done with that said this market analysts, it doesn't matter whether. numbers are probably accurate because she has that down for the new class, the apartments built in the last 10 years. if that is not correct, if there are other projects have been no, no. last 10 years. all ended disgrace is that there's been even greater demand than we think. you mean the fact of jordan, more classy apartments over 10 years and yet you still have full occupancy of the help. the question is what happened the past 10 years. the question is with the with the indisputable demographics. the population increase the median income, the rising median income in pasco county. the change in lifestyle desires. are you going to have a demand from this point

2:45:34

forward and leslie has demonstrated pretty good evidence from just in pure rolled out. you have a conservative need for at least 6,000 more class a real apartments over just the next 5 years. therefore, the demand clearly is going to be there. point number 5 is and i hope no one seriously going to consider this. but the option of the moratorium staff suggested will an immediate buzzkill to your potential employers. if you are serious as a county commission to continuing the wonderful actor. you put out there in the projects. you made that connected cities and land angeline and the wire grass and everywhere else in this county to employment generation. you you ask us your economic development council in your own department of economic analysis, whether they think a polish moratoriums this county commission. whether that's going to be a buzzkill to their effort to attract a neutral employers who was leslie indicated are relying upon this workforce housing to support jobs and 6. and finally. i'm concerned that the commission we'll get taking winners and losers in the marketplace that is not what the government is supposed to do it. the government under land-use regulations is supposed to analyze specific proposed use in a specific geographic location on new york's a sinkhole plan policies and determine whether that used is consistent with the comp plan and reasonably compatible with existing surrounding or planned years since you who i commissioned decide that well, there's an apartment approval here and 3 are part of approvals over there and we can improve this location until other 3 get built in those other 3 were the best preferred market location. yes, that develop would have called one of those parcels under contract not to 01:00am in front of you.

2:47:46

these guys are now required to invest about 50 million dollars that's 5 1 million dollars. you one of these luxury class a apartment complex. they would not make that decision. they're looking at numbers every monday morning. not once year or every 2 years like you're saying they're looking at them every monday morning. they're their shareholders, their own pay check in on them making the right decision and taking the right property. and if you're sharing the that well, we can improve too many multifamily sides. going to we're going to kill the marketplace there praying to all. why is the county approved dozens of employment centers under that logic, you would approve only one employment center and a time until that gets completely developing built so no one is competing with employment center. you know, do improve they'll be in any location that senate transportation corner market location. that makes sense. you allow border in the private marketplace. but the those needs to go first. and that's what you do. it so those are just the policy points we would like to make beyond the dad. i think this is very treacherous ground and really in charge in territory for this commission i've i've been doing this for 41 years. i worked my way through heels, broward county and pass pasco for over 20 years. never seen the pasco county commission a policy that tried to control the free marketplace and direct where it was going to make investment. that is to what i understand all of you stand for and what you ran for election for you guys. going to fact it's a free market system and it showed in county commission should not legislate the free market system. that's right.

2:49:46

thank you, joe. all so mister maher.

2:49:52

well, the wait let them go because our conversation now.

2:49:57

back to the we need terry

2:50:00

i don't know because i'm a few things. want to put up right now. go back to statement that something that's never happened actually, this this actually just put a moratorium on storage units not too long ago. so that did happen. that's a fact. so i wanted to bring it to support a few things up again. so i you know, when i talk about them, this is.

2:50:33

it's almost getting old having to say the same things over and over again.

2:50:35

but we talk about certain portion of the county. i go from that 41. to bruce b downs quarter area. whether be 54 be a wesley chapel blvd. multiple roads in between. that's where the majority of these lie. and that's when the majority of them are being built and that's where the majority of them are coming in for approvals. these are large master plea, anymore and actually mister to buy the point about about that a second ago

2:51:11

we have many, many sites that again that have the entitlements are ready to build apartments. and plenty of sites. and you know, i wish. you know, is a massive e-mails that went over earlier that we could have gotten staff to have the brought what brought those here today and done that due diligence and that research so we can make good decisions and requests. some things that the end here. but we think about. the community, like i mentioned before, i did this poll. if you look, if you think i think you all saw marks studying citizens survey. it was brought up on the citizen survey to go. if you look at the areas that have the there's an area and a couple districts that the community felt. the that's what i'm looking for. again, what turner with that scene was itself and the u.s. now know that was the most.

2:52:17

no, no, no, no. it's the most. it was the confidence in government. in this area have the most comments and government by 61%. so they're trusting us to do the right things. interesting us to do the right things moving forward. so this pull a game was taken during the i'm sure more people that were unsure. no opinion would have taken more time to to respond. but again, out of those 400 people this scientific poll. there's people that were homeowners renters. it matter you a voter rolls or anything like to see rain and cause of people in with live within that those zip with a mostly but some went to went starkey's because it's kind of hard go across to the 60's. that's our own that we run this fall. so this is what i showed you 2 meetings ago sure because the camels or more so again, you know, when this poll was done. different for this crew them at apartments in your community. so 38 38.5 to. 2455 and it was the answer part due to the next would you prefer to see more office and commercial development, more apartments being built. so the community feels that what's best for their community. or office and commercial. compared to 49% compared to apartments at 14.7, 4, 5, go to the next you believe more parts to be approved and built in pasco county. 57.0. 75 1% said no. 18.2 5%, 7. but at the demographics of the people answered this. what i said was they were it was too. it did not matter. obviously your what your demographic a random households that were polled summer and the whole county know. i said this was mostly a district 2. some of them went into your district because it's hard when it comes to zip codes. 3, 3, 5, 4, 4, goes from and land couple of those i can tell you exactly because i was just going you remember last the last meeting i told you the zip codes and whenever that. but i can tell you as it comes to get out. seen on the answer. so no, no, 41 know what.

2:54:44

again. district to your air part of your district as well. all the way from 41 up in 2 bills.

2:54:54

i i just popped out of south.

2:54:59

54 what is the maximum? some people in your district were answer this as well. i focused on that area to district 2. so again, showing you what the community feels so you need to know how the community feels this is how they feel. it's a fact. you go next well, 10's of code to get. and remember this from last time in his look only parcels the map of. i'm going back to again. wear them to jordy of these are located right now. you see how many sites there are. we can have if you don't have this will make sure you have those also the same place you go up. i don't structure, although we building here.

2:55:42

all of traffic. that's our hope that we run that i mean, i'm just saying it's your help for why. what is your hope for 44 people, people that's right. out of the versions or where he overpass work hard from a home where the diamond. but same time. going back to look at how many parcels are already and already have the zoning for can go to the next one. want to bring this up again because if you look at the person's survey for the brought up. they don't include a bunch of these for whatever reason. so those are current ones i know are missing couple too because it's. a couple of going up sense. but that's ok, those are current winds in that area might be under the 1300 a month. i so because it was definitely are a lot of this definitely or not. i don't know if any of those are actually under 1300 the month. i don't know if i to go the next one. i want to compare those without mentors. other projects too. charles. the wesley chapel to 28 cypress creek sounds that are 300. pd, which is to 50 to let you know just got building to 48. signs like crazy out there. you know, apartments available. they just one of them. it's been about a year ago. probably. thanks social a possible future. but they remember they said earlier, there's a big need. they think they would be in there right now. there's a big need. hey road which you guys go through today.

2:57:35

fossils s 19. that's in the back of the 7 oaks community that already has. has gone in front of you to already have a time it's the can move for. possible on 56 or terms of the 54 possible age restricted, which was brought up. i met with an app talk about age restriction rick night right north of 54 where wesley chapel boulevard meets bruce b downs as well. so there's a more in those aren't within. again, the big master-planned communities. we talk about that already there that have been very, very thoughtful in the future and staff in the past was very thoughtful and working with them. is back to my is stopped rezoning land until those are buildup. it's just going to stop in until i think what we talked about are certain options that staff was given us, to be honest with you, unless somebody already has and because we never want to take somebodys in time. it's a way, mister to said that earlier i agree wholeheartedly. we somebody has zoning already in place. somebody has entitlements. you should not look at taking that away. no way. i agree. good to go the next level. quick. so that was the national of our own system serving presentation again closes up prevent mobility. rapid growth multifamily housing.

2:58:50

that's what this is. instead. so we talked about moratoriums are.

2:59:04

these just some examples of some areas that i found. that dahmer done soller in the process is a lot more. but i do want to. give you 4 or 5 pages worth examples. but seeing information to students city of tampa just discussed this last thursday, city of tampa. city of claremont. city. the very open park winter springs. here's a sample outside of the state of florida and illinois, massachusetts, tennessee. ohio, alabama forward. texas. special there's an article, a recent article residents are concerned about straining resources. the difficulty back under hurricane other too many apartments and you don't sell to people that they took up last thursday which is coming back to the city council. they did not come to a conclusion. some headlines people concerned about this. all of the nation more time in the apartments. some for city leaders think the city's oversaturated uber rich you play a sport on the part of that there. if you don't trust next, i must give you examples right now. mayfield heights council considers moratorium on all future apartment construction next. i did a 6 month moratorium former chairman outside and a smile with a severe. are close to say boasted 27. well, next. there had other places, the very few going to various. yeah. so related to. they put a positive. they've been going through early areas been going through this for for some time. very similar. wesley chapel. a little smaller. but. consider a suburb next. so the matter. yeah, that's it. you know what i think we need to do personally. have staff actually work and bring back. the parcels. that are currently. so having entitlements for we need to see we have to see those to make a really, really solid decision. 4. yeah. i would never want to take the time away from somebody that they're they're they're they're they have them. but for us to continue to consider on literally every block. every block from 41 coming up bruce b downs if not more to put foot that many. that's insanity.

3:02:17

there's there's a lot planned right up there where your common less a chapel. i mean, from there back to drill

3:02:27

we're talking point when it comes to me personally, i again i said earlier today that new development, we can big master-planned community. that we made some proposals on today. this game was designed well, make sense. walkable walkable. these want some of these we're talking to one today that came up on. he wrote. that's not walkable. you can't walk anywhere. you can't walk you cannot walk. you kids given what the school is like a sidewalk. there's going to be a sidewalk because that school, do you think of along these ones that are stacked up along. wesley chapel blvd. 5654 walk across bruce b downs state road. 56 of wesley chapel blvd. we're going to walk to. another apartment complex.

3:03:08

all hang on because that plan.

3:03:11

to as the squall.

3:03:16

line. i have problem with that.

3:03:22

it also apartments. that's also there's or has any child going to want to go the parked on the north side, they sex.

3:03:34

app that mom or bad drive them. i think figure out a safe way to her statement cross i'm going to agree with you that. i would have a lot of thanks to flip by the industrial. i mean, just real. it's all to and the last there was. live work situation where we had. jobs. and work together. why down we're j bull is and when you went down to see that once that project that jack was referencing. there are a lot of daryl and carol, mean, they get. we've got all kinds of makes us appointment right there and they're very dense. c. what's coming. and i don't know that we've really seen that map. i looked up past the woods, by the way, which is on your list. i think it was an on the other and it's not it is a 100% full. all that thing. and it's you. there's nothing it so demand is

3:05:04

hospital for people that are coming here and going people trying to find place to talking about today. i think i would like to see the total number coming. but i think everything that is telling us we we don't have enough for what's coming and we are we are growing growing fast and that 400 to pasco county today. having people having those 100 are looking for apartment rental living. i could tell me what that number is because i don't do good math on the where they working. i was working. i was asking where the work we have jobs so as we're attracting jobs to you know, i have got a list of the new jobs are coming here. on our we have that we and yet.

3:06:08

yeah, we do. but i'm saying you where those people coming for they're still going to see stacked up every day state road 50 say

3:06:15

we've got our mean, we have sent in there with 875 jobs where they can. want them to live in our county. mister

3:06:30

those people that go to hillsborough, people have to drive those where they could have those one doubt. all question has trying to come up with different solutions ok. so obviously we have about 30% rental availability rate in pasco county, whether their run to right now or not. there's a 30%. of available properties. says right. plenty the problem is we don't have class a apartment is what to what her projection is. now there's entitlements. and there's also different. the land uses that they can build the apartments in multifamily 1, 2, 3,

3:07:06

c 2 and then specific mpd. so if where keep coming across the fact of home. if they're supposed to be commercial property and we want to live work and play and we want more commercial businesses to come then why don't we limit them. apartments or the multi family. holmes to multifamily 1, 2, 3, so then why don't we just change the zoning. undersea to conditional use. take out the multi families. and then that's going to limit some people go to buy their properties are looking for a multi-family 1, 2 or 3 or creating the mp days instead of saying, ok, we're going to come in and changes commercial property. we want to be able to have businesses coming into.

3:07:57

pasco county were leaving the commercial properties alone and allowing them for industries to come in and then they're going to strictly to the multi families. 1, 2, 3, for their multifamily homes.

3:08:11

mister chair. just i think i got your check based what you're saying is. but one where options to change land development code. you're stating that pull multi-family out of the 2 the 2. so you can't come back later for a conditional. use additional right conditional use to make that change. great idea. and i think i think with that. would take us to change to go to the process of change in the building she. i think it for somebody this forward. i just make a motion.

3:08:56

be something would happen. so bring it back. but i think it's a great idea and i think in the meantime, to little bit. we as a board. you know, we're hearing these come up we've heard some that want to change. now to that, you have the ability to say no. really have the ability even without changes land development you have to build ability to say no. in certain circumstances. circled. yes, in certain example, there's there's been a couple. in the past that. you could say no there's some coming up in the future. i know you can't say no to. so those things. i think again, we need to take in consideration. i think your ideas great. and i think it's something we should definitely look that's also asking report when they

3:09:55

we feel even though we feel there's saturation in your area. feel this factor we have a lot coming forward and there's a some or something like 5800 is that 10 more bombers as they have 12 more

3:10:13

and then you're caught up to that law. that's why we we have how many entitlements are already out there come mister chairman you the coming time or out there and see if that means built. i guarantee it will be because i mean, there are out there. that. would, you know, cycle but you a lot of dry tension back what mister to said about. you are called when you do that. sometimes, you know. that things happen. someone's and titled. doesn't mean, first of all, they tell them all that. i'm a star key ranch was a maybe someone here can tell me what it to a certain number of units and never, never built them all. so market. markets seconds dances dictate a lot of what happens here. and i can tell you that. these guys building nays. expensive apartment complexes have to go out and get financing. they're not going to get financing kind of open up around now. rental complex that doesn't get. i mean, so the demand is here because the need is year. because and beauties have entitle months doesn't mean they're building them next year. i've seen it happen where takes 1020, years, 30 years before they actually build out. so, you know, i.

3:11:58

i've him out in the marketplace right now. there's probably 3 or more developers are to find the right property permits on because the man is there building them to come from. hillsborough county is mostly what you're doing. it's

3:12:20

go mister perry. don't need see it is is very key of e.

3:12:25

we are in such a hot housing market, period. no matter what you build, it's going to fill up. we're going look at shows you want single-family houses, which are the best demographic going, which is led to the great success in wesley spread across the board. those people paying the taxes on the way. it's great quality life. a big reason you want to come here. the focus needs to be is so as well as creating jobs, but what type of housing we want. i don't want us to turn it like a seminole county with that of a after apartment after apartment and all of a sudden the demographic shift is not as good a place to be any more. i want ask committed to. i'd rather see us take a little bit slower and have single family than the apartments as far as you know, control the market commission more. you brought up a great number. moratoriums going out. there are discussions are going up there. but what they can control. i'm all about taking a look at that as well. you know, frankly, we suggested that block we love to fight anyone over the wesley chapel blvd look at that. because you can take that nice hospital property and both looked at to apartments. one of departments going there. what am i doing goes against the complete dri setup that was there before and now going against that. if there's an apartment supplied itself there and you can talk it online right now. the departments they'd rather us do all their purpose right there as well. let's go back to what we've got. we did enough of that already before we go flood the market. let's look at let's control the market a little bit where we can say, all right. you got this, this and this go build them over there. that's where the properties are set commissioner fitzpatrick. i think get a great idea with e to par.

3:14:02

but i just a good just go back and commissioner manning on a meeting. just been a really, really, really good you said that if there is such a a lot of people that currently have the retirements of the zoning for it would be moving forward. so why haven't they?

3:14:25

the tech could. that's a great a great 30 1%.

3:14:30

of rental property out there. the problem is the market isn't looking just for those type of rental properties are looking for the forecasted class. a rental properties. they don't want the property that we already have. so we have figure out what we can do with property that we already have. that's sitting there. they can as well, not the

3:14:53

if there's a demand we are. i you could get marci on the phone. and to tell you that we have this wonderful planned about getting homeless people off the and time will tell them rent a home and so we ran into ok, there's no it's not. so. i have people calling me because i know some people that have short term rentals and ask and ask they can see if this person would rent on the house president being a short term rental because you know what's happening is that people that have home, the values so high on them 2 people are home some the thousands in the rental market. this appearing ask any real state come back out with a lot of realtors. supply of housing and pasco off and

3:16:00

the mission of the one down this one down there. now, we will take a picture of the considered and he can for everybody that has 14 signs up today.

3:16:11

years to get to full capacity. so if you think that she's making it up, that there 95% is considered fall.

3:16:26

i know when i did. i last and i told you guys about this when i did my ministry calling as we like to go back school sales and i call 9 of them. 8 of them had a bill utility that day. one of them said i have to was a week or 2 weeks. well, she said that have people now. below 95% means they're us some avail. all i listen. i'm not saying she is right or wrong. i just know she was hired by the apartment developers to give a presentation. ♪

3:17:14

this is a regular items. you can make motions to direct us. yeah. make motion. had and they need direction. and same as we did. we need traction song. you can make your motion. i mean,

3:17:31

would like make a comment on that because what does that mean if we take presidential second rid of the i'm off the family that they were walkable communities but we'll certainly i think the inclusion of multi family as a conditional use.

3:17:52

within the c 2 zoning district achieves them next land. use.

3:17:57

objective that that many communities have. and i think pasco forced me to specifically.

3:18:02

a lot of the mixed use. however, is taking place and communities that i think that's there's a lot projects that have brought forward their make next mix of land uses within the mpd. and much less in a standard you clear the end zone district. that's because his are means owning district. it's not really intended to be mixed exactly right. mean, you could have been you can have the clintons owns that are mixed use zones and act properly including in terms of other i think of the process. but the but the county attorney but exact. but exactly what you just said.

3:18:48

you had properties that had the mixed use. they had commercial mixed in with their multi families. they didn't just coming. have mostly families in that area. they had.

3:19:03

the whole development. the case of see kuz owning, you know, look at the entire city to zoning district. and it's going to have a permit uses that are going to be in that seat was owning district and it's going it's conditional uses that are going to be on that citizen in districts and it's going property property property owner has various entitle months according to clintons for much larger projects like an these a lot of time. there will be a mix of land use is on the same property that ultimately if you don't in 2 separate parcels later on. but it's a bit more integrated community. this is typically what happens when we projects excuse to production measure projects went. developments come in and they propose quite certain quantities single-family certain quantities of quitting his apartments. plus the office. plus the commercial and all happening altogether. additional we happening and starting. so the one thing that i would say in terms of, you know, it. looking at the mix is nature at sea it's something that i've said before we have to take a look at multifamily and what it actually means it's not just apartments and we're not. we're talking about land use. we have to set aside the renter versus on discussion. multi family is everything that single family detached and more so since coming to single family homes that single family attached duplexes tom courtyard apartments garden apartments mid-rise highrise etcetera is all together in what's considered multifamily. if if you're going to look at multifamily really need to parse that out and start to think about, you know, what type of. what types of multifamily exist and what is what is the market potential for its the high pollen g's. and i mentioned in presentation earlier of all understanding the residential market place. and that's pretty much. what you need to do. i as i see it is understand what kind of multifamily is the marketplace looking at those different types of multi. it's not all just apartments, not all rent or even a lot of it's ownership related. but again, putting that aside, it still has no rate that there's it that multifamily is a complex block of land use. we have be careful with in order to make

3:21:30

sure that we can have mixed land uses mixed income communities and places for everybody to live in pasco.

3:21:37

but they could still bills in the multi families. one multifamily to multifamily 3 different zones and then he can still common request zoning change if they really wanted to. but at least this will get them to focus on finding property. that's already zoned for multifamily is instead of coming in and taking over the commercial properties.

3:22:01

yes. yeah. not sure that same tire trying to put the that's an aspect of it. yes.

3:22:21

3:29:15

you know, it's really not stopping anything. they can always come in front of the board and ask for rezoning. so even if we took out the conditional and needs a conditional use of multifamily homes and the sea to vote. they could come back later on or they can always add it back in 10 years from now.

3:29:37

3:31:46

i think what happens is when you also need to change a zoning to let development men such as the apartments. it takes the product viability of the ones that are sitting there already that's been his own parts. so by making it easier. it's just easy to go. i just go get a rezoning change top by property over there to go. if we design this how we want to be put to cause. we want to be the developments. we want to be how he wanted than to have to go bring in more new fresh apartments. let's go. let's go. focus on those. and if there's a message out there that we're going to have to go all those first partners go on. it's going be want to go in the first place.
