good morning i would like to call to order the hybrid virtual pasco county board of county commissioner meeting of january 26 2021 i would like ever to remind everyone to please silence all the electronic devices and mute your mics at this time i want to ask everyone to stand for the navigation and the pledge your hand is open wide to satisfy the needs of every living creature make us thankful for all your loving providence and grant that we remembering the account that we must one day give may be faithful stewards of your good gifts amen amen i pledge allegiance to the flag of the united states of america and to the republic for which it stands one nation under god indivisible with liberty good morning i'm sorry to be here a little late but as some things happened a little accident would happen on a little road that closed the road so i'm not used to coming in late i'm always used to being early so i feel like i'm in a rush but um madam clerk would you please call the district rope commissioner district 3 commissioner parking district 4 commissioner christine here district 5 commissioner jack marriotto here here mr steinsteiner would you please go over today's proceedings with the bcc be happy to mr chairman on march 12 2020 the border county commissioners declared a local state of emergency after the governor issued executive orders 2051 and 2052 public health emergency and state of emergency related to covet 19. most recently the executive order extending the state of emergency was extended on by order 2316 on december 29th 2020. the board has chosen to hold its po board meeting with a quorum physically present utilizing communications media technology for the public and team members to participate a detailed notice indicating the board's intent to conduct a hybrid virtual meeting has been posted on the board's website on september 25th 2020 the governor issued executive order 2244 moving the state to phase three of the governor's safe smart step-by-step order which is extended by executive order 2297 issued on november 24th 2020. large gatherings of over 50 people are still not recommended to congregate in any public space that does not allow readily for appropriate social distancing the state's attorney general's

public health advisory is still in in place with regard to maintaining social distancing and avoiding gatherings of 10 or more people the public has been afforded an opportunity to make public comments either in writing or by the use of communications technology which has been provided the board adopted resolution 2182 on june 30th 2020 establishing the procedural rules for a hybrid virtual meeting such as the one being held today as with any meeting you that you take action you're required to take public comment on any proposition pursuant to section 286.0114 florida statutes i'm available for any questions okay all right now is the time for public comment citizens are given an opportunity to comment on any item coming before the board during this public comment section the board also takes public comment on items placed on its future board agenda or other business under their purdue due to the kobe 19 operations and to safeguard the well-being and safety of our citizens and staff today's public comment will be handled as follows first we will take public comment from those that have pre-registered for webex link and are currently on on cue after we will read to the record public comments documents powerpoints or videos that have been identified by members of the public to be read out loud played at the meeting or received and filed finally we will take the public comment from those currently signed up at the kiocks station okay [Applause] comments are not to exceed three minutes uh this new format does not waive the request for it and you're at you still have to receive repeat your address and name for the records and direct personally against note there will not be any directed any comments directed personally against a commissioner or or team member rather correct directed for the issues at hand this provides mutual [Music] respect between board members and the public for webex and keysight's participants after stating your name and address for the clerk the timer will begin begin and we'll start at countdown after two minutes one beat will sound be letting you know that you have one minute remaining after the time is up two beeps will sound indicating the three minutes are up and you should close your comments webex participants will be disconnected when their time is up and

allow me we have a quick video that our communications team have put together to kind of talk about three award winners right good [Music] 2020 was a year filled with challenges and opportunities to not only rise to those challenges but to innovate and excel this is an organization of top performers today we recognize the best of the best we are proud to announce pasco county's 2020 star team star performer and star leader of the year faced with the nation's biggest health challenge in more than 100 years many in our community lost jobs and quickly ran out of money to pay bills and buy basic necessities the federal coronavirus aid relief and economic security act or cares provided millions of dollars in relief to pasco county citizens but ensuring that money was distributed to the people who needed it most took a small army of pasco county team members from several departments the pasco community cares team tackled this monumental task creating program guidelines and a user-friendly application process ensuring the right technology was in place crafting messaging to accurately inform our community and addressing hundreds of customer questions and concerns it was a truly collaborative effort with both individuals and teams adapting and evolving with each round of the cares program throughout the year providing service excellence at the highest level the pasco community cares team serves several thousand people paying out over four million dollars in much needed aid with compassion respect and integrity with the advent of copic 19 the pasco county team had to quickly adjust to restricted office work conditions with many working remotely for the first time the demand for online collaboration and meetings soared and with that the need for information technology support and training on the available products offered to the enterprise todd kersey who heads up the support and day-to-day operations for our telecommunications team took on the challenge of implementing the necessary online collaboration and meeting tools todd tirelessly provided the necessary support and training across the organization as we successfully transitioned to a remote work model additionally todd devoted a significant amount of time assisting teams across the organization with hosting their webex meetings including board meetings team leadership meetings and citizen academy meetings this volume of work included more than 75 meetings and over 200 hours

of individual support time through all of this he continued to receive glowing comments from his customers for the support he provided todd kersey is a clear choice for star performer of the year it started with a clear vision create pasco county's own newsroom tambry lane has made this her mission each step of the way transforming a fledgling public communications function into the media relations and communications department small but mighty is how she describes this team of five that has quickly become one of the most trusted and effective government communication resources in the tampa bay area in 2020 alone media relations handled more than 1 000 media contacts and produced more than 100 videos they've helped pasco county's social media following grow by nearly 50 percent since 2017. tambry's commitment to service excellence guides this growth and it's no accident that pasco county is often the first call local reporters make when they need a subject matter expert or an input on a regional issue now more than ever pasco county's stories are being told in a way that highlights our team members dedication and bright future in 2020 tambry challenged her team to innovate in the face of the pandemic resulting in hybrid virtual event videos that ensure ground breakings new facilities and team updates were not lost to social distancing virtual interviews and ready-made packages helped keep our media partners informed tambry quickly jumped in to assist with cares-related initiatives beyond program messaging helping shape sops and an online experience to better serve our customers in their time of need being pasco county's newsroom means telling our stories and media relations strives to highlight the exceptional work of our team members and departments in each branch whether it's the county administrator's podcast an hr benefits video census support messaging an exciting new sports campus or infrastructure project to improve our communities we're ready to help you shine we're much more than just news releases and we're continuously analyzing our outreach and strategies for an improved customer experience that maximizes limited resources we look forward to a future of growth innovation and potential with her leadership and you live in an evacuation zone we will call you to find out if you need to stay in a special needs shelter and i messed that up there's your blooper reel right there i can do that [Laughter]

so that's very good mr chair that there this has obviously been a a different year and we've had team members across the board step up and i'd be remiss to not notice that uh the clerk's team was involved and is part of the award package for the team of the year that helped with the cares program so we have a lot of them in attendance today while as many as we can get in a socially distanced room and resolutions for them so if it's whether if the board wants to read the resolution we can bring them that up you can see on the diets and we'll get some photos well i'd like to say first this has been an unusual year for all of us and um i would say mr biles your work with your team and what they've done and accomplished during this year has been great i mean it's actually awesome for what we've done in this county compared to what others done in nearby counties and it's because of you and your leadership with your with your team and i will tell you i miss i miss seeing the quarterly meetings because i like going to them and talking to the folks and and actually being able to tell them to their face that uh certainly appreciate everything they do for the for the county and the citizens of pasco county so uh with that if you oh i think everybody approached your board yeah that's okay say something so yeah um yeah congratulations to the obviously the entire team um so todd and tambry congratulations to both of you um you know your jobs took you in directions this year that was not expected but uh you you took on those your positions you know with uh obviously with um unexpected um how can i put it um you know you know you just went through time that was not expected to happen right and change everything that you did throughout this these last eight months and nine months is very much appreciated i know by not only the people that sit on this diocese but the entire community you both would be an asset to any organization whether it's in the public sector or the private sector and we appreciate you all very very much and again the entire team thank you all yeah my story yeah and i i would just echo that um i think we've the county has just done remarkable in these trying times and i'm really glad that you're doing this and honoring these two and everyone who's getting awarded today um gosh sitting here last year who would have thought we would have had a year like this but uh congratulations to everyone and let's hope it's going to end soon right

um but i'm i'm really proud to be part of this county no doubt that's mr patrick i would like to say thank you i haven't been here all year but it was a very nice to meet all the assistant county administrators and staff they helped me have a very smooth transition into office and i would just like to say thank you very much and i'm looking forward to working with everyone in the county and staff if anyone has questions don't hesitate to reach out thank you mr mariano thank you mr chairman um you know i want to start with i want to talk about todd for a second because what todd stepped into was just nothing but amazing it was a challenge had never done done before we looked at different things of trying to improve technology and i think todd the great work you did helping all these committees and it wasn't easy to start with little bugs to work out along the way but your persistence your your expertise your whole team with you helping everything go through was tremendous all the way through and i think the county is going to benefit for many many years to come with the efficiencies of using technology that's going to make it the commonplace thing to do instead having people drive an hour back and forth here or there or other meetings that we've experienced around the play what you did for this kind of was phenomenal in tambury what you did helping keep the word out there as far as things going on your team as well was phenomenal and uh the cares team you know kathy with all the stuff that you had thrown at you and all that money that we could use if we could get it out the door efficiently it was a challenge many many challenges across the board but your team stuck with it every step of the way and really made us look good and helped our citizens tremendously so it was it was a star year for i think the whole county okay uh if you would read the congratulations before i read the resolution i just would like to say thank you on behalf of nikki alvarez souls your clerk and comptroller she would have loved to been here today to read this resolution she has a statewide meeting that she's sitting on this morning and couldn't be here but wanted to express her gratitude for the collaborative collaborative effort between the county and our office and what a great success the community has received for the efforts that we put together so thank you okay a resolution by the board of county commissioners of pasco county florida commending the 2020 star performers of the year whereas each year one employee one leader and one team of employees of

jump to that everybody is here so let's go ahead and start r41 and okay mr ingles good morning good morning mr chairman and board members my name is david engel i'm the office of economic growth manager i'm here today to present the economic incentive agreement between pasco county and h lee moffett cancer center and research institute this is the third part of a process that the board established back in 2019 when they granted mpud approval for the property it was part of the 6900 acre lynn angeline project and then in the fall of 2019 the board granted a economic development agreement with lynn angeline to provide the off-site infrastructure for this project this is the third step it's an economic incentive agreement and be uh here today representing the moffitt cancer center is david de la park he's the executive vice president and general counsel of moffitt chip fletcher vice president deputy general counsel john ray the site consultant and john has his own firm john ray consulting and representing the pasco economic development council is uh bill cronin president and ceo tom ryan uh director of business development lauren miceli the director of marketing and communications and mike bishop he's in charge of stakeholder relations and at that i'd like to turn it over to mr cronin who will give you an overview of the project and highlight the incentives okay thank you thank you david and happy tuesday everyone it is a great day in pasco and you know i'll never get tired of saying that so um this is a very important project and a lot of people overuse words like game changer and things like that but in this case this project truly is a game changer and words cannot fully express the magnitude of this project or the potential of this project the overall large project is estimated to create at least 14 000 jobs indirect and direct jobs for our community and the amount of work that went just into this first phase of the project was outstanding and before we get into details i just want to give a shout out to the county attorney's office and david goldstein as well as david engel and his team and of course the county administrator dan dan biles in the work to put together this agreement this is a multi-year multi-phase project and it's so large that we can't treat it like we would most competitive projects it's not as simple as saying a company is

is going to come and create x number of jobs and x number of capital investment because this project spans many many years and we would never want to put a cap on the amount of growth that this project is going to continue to see in the future especially in an industry like cancer treatment and immunotherapy as such we worked with moffitt cancer center to determine what their actual needs would be for this project we wanted to make sure that whatever we were prescribing to make this project a success it was something that they actually could use and need and we were pleasantly surprised that what they needed was the help with infrastructure getting to the site to get this kicked off uh what was really nice about the infrastructure that they had in mind is that we at the at the county had a vision plan for a road that dissected that part of the property that looked very similar to what they needed to get their project kick started so we we actually worked with the county staff with engineering utilities and with their engineer kim lee horn to identify which parts of that could be justified as a public road that was in line and could easily be justified by the county to offer as an economic development incentive to streamline the construction process and the phasing we've also talked about moffitt actually doing the construction and the permitting of that road which is going to help us as far as our projects that we've got going on in the area but also making sure that they coordinate well with the building of their own building god bless you so the total cost of the infrastructure to get to the site to get a kick started for that first phase is just over 25 million dollars and that is for both the public segments of the road and the private segments of the road uh in order to receive this economic development incentive moffat has agreed to build a minimum of 128 000 square feet within the first five years of this first phase of their project the 128 000 square feet can be used for corporate business park uses and the clock will start when the county has met the following condition precedence and that includes the completion of suncoast parkway interchange at ridge road extension which will extend to the site entrance the completion of ridge road extension segment to sun lake boulevard and the completion of the first two lanes of sun lake boulevard

heading south from state road 52 to the site and lastly the creation and execution of a fund disbursement agreement with the county staff as part of the incentive package the county will also provide a designated liaison that will work with them through each of the steps and a rapid response team and expedited permitting for the project i'm going to stop there and introduce the the council the general counsel for moffat mr david delapart and ask if he could say a few words about the magnitude and the importance of this project for moffitt cancer center thank you thank you bill and thank you mr chairman and commissioners on this day of recognizing your staff i'd like to start by complimenting your management team bill and dan your legal team and and all the staff and the edc and and in the your development group uh this is a this is a big deal it's a complicated uh transaction and um it's been a number of years in the making uh but your uh your your management team and your staff have taken great care to i think do it right and uh and also to be uh to do it in a way that uh uh will result results in true partnership and that's really what we're talking about today is is having the county as a partner in something that will be transformational for the region and for the state it's certainly important from an economic impact standpoint but it's it's even more important to the citizens of the state and to the citizens of this community uh it is uh cancer is a terrible thing and we're in the midst of an of a terrible pandemic but cancer kills twice as many people in this country as the pandemic has uh here and um and of course many many of our friends and family suffer from the disease and our role in uh in cancer uh is to be an innovator to be a research engine to a a a place of discovery and we have been constrained frankly in that role uh given the uh the the uh campus constraints that we have uh and have had now we we've had a tremendous growth and success uh uh primarily in hillsborough county uh but this will give us an opportunity to further accelerate the discovery and this campus will be a destination life sciences destination for the world is our intention and and my ceo dr patrick who my my boss and my board chair would have been here but we we also have a board meeting today and i don't know how they're getting along without without me and chip at that one meeting but i i'm sure they'll do fine

um uh this is um a momentous day a historic day and and we're uh very happy and thankful for the opportunity to partner with the county thank you thank you mr mr chairman so okay so yes it definitely is an exciting day as you mentioned to have an institution of this magnitude coming here to pascal county as in moffitt you know cancer center is is uh going to be transformational for paso county in the state and the region just as you previously mentioned each and every one of us has been touched by somebody that's either gone through cancer or is going through cancer now and so you know yes there's the economic benefits that our citizens of paso county will have because of this facility being here and this whole campus as i should say but at the same time the work that you're going to be doing right here in paso county is going to save lives not just in pasco state of florida but all over the world so i were excited we're super excited to have you here in pasco county but just knowing again all the great work that you'll be doing here is amazing and i'm ecstatic so thank you thank you thank you for the partnership we're happy to be partners mr starkey and and i'm also so excited that um you are choosing pasco county for your expansion and when we learned of this um a couple years ago uh it was it was uh hard to keep it quiet but we did and um uh gosh like so many people in this room you know i've had family members who have traveled to moffitt for their treatment and all have been successful thankful thankfully but um you know this this is so great for your organization it's great for our county but this is magnificent for the tampa bay area and florida as well so i'm just so excited that we're we're starting down this path and i'm very glad you have an ombudsman or someone special to help you i know all of us are here to help you be as successful as possible and i do want to talk to the engineer about the trails and that road so um we'll have that conversation but great location uh great county i hope you'll find us just a wonderful partner and look forward to you opening your door soon well thank you mr speaker thank you chairman um this will not only be an economic asset for our community but it's going to create jobs and it's going to save lives so i'm really excited i've had friends that had to travel out of state so bringing moffat you guys are going to be bringing the best of the best here right to pasco county

and i'm very excited in return it's going to provide a better quality of life for our residents and residents all around the country this is going to create an economic and a humanitarian boom it's going to be felt across the nation and pasco county is going to be the epicenter so i'm very excited and thank you for choosing pasco thank you mr marijuana thank you mr chairman and uh you know david bill your team's phenomenal and mr ray we are as you know very delighted to have you in pasco county i'll tell you on a personal level uh i recently had a extended family member have an issue with cancer getting treatments up north and down here and i want to say your expertise uh was phenomenal uh in in diagnosing what she really had compared to what she had for a diagnosis of north and changed the course of her treatment and she's in great shape at this point so uh the expertise that you guys are showing the leadership uh it will be a worldwide benefit uh and i want you to know that as far as the county you know we we picked medical industries are one of our top partners for target industry so we're focused on that uh transportation is also very important to us this commission's strung out for a long time with the army corps of engineers we hung in there strong and finally got the approval done and even when just last week we found out they didn't want to fund the entire road actually last month but we found out last week it still wasn't resolved you had three county commissioners in a meeting actually of all the commissions pounding away at fdot to get this thing funded through the turnpike authority and i'm going to say the next day we had it done so with what you're going to bring to the table i want you to know you've got a partnership here that we're going to help you thrive as well so thank you for picking pasco thank you yes it's hard to tell you how great this is for us because this is what makes us a premier county uh working partnerships like this and this is probably one of the largest that we've we've worked on but there's a lot of many others that fit in the puzzle that we all work together and and we become that premier county that we want to be so we certainly look forward to you being there i have asked bill and them if if you needed from the board i write a letter to the legislators speaker of the house and also the senate president i'd be more than happy to write one in support of this so thank you we

46 sir 46 yes sir we'll do the destination management office president oh okay yeah 46 excuse me good morning mr chairman fellow commissioners adam thomas director of tourism 1938 duxloo boulevard trinity florida before you today is just an informational presentation on the fiscal year 20 economic impact analysis and visitor tracking report provided by downs in st germain the tourist development council's uh visitor research firm that was pretty good the methodology used to track this data they surveyed over two thousand uh visitors in-person intercepts uh throughout pasco county at local attractions parks hotels and events between october 1st 2019 and 20 uh september 2020. um so we're gonna start with high level uh data information um that we received from downs in saint germain in 2020 uh our economic impact was over 550 million dollars now you're going to hear me repeat the the the shortfall or deficit of the of of uh the decrease of of over a hundred thousand dollars is due to cover 19 is due to the pandemic of of the loss of the travel industry so you can see that in previous years we were up over 650 or 650 million dollars in 2020 we were short uh 100 million dollars so that is contributed to the visitor spend and in 2020 we had over 391 million dollars in visitor spending and they're spending that on groceries accommodations attractions travel while they're in the destination of pasco county in 2020 we welcome close to close to a million visitors in the destination that generated just over a million room nights in pasco county at local hotels vacation rentals and uh short-term lodging tourism supports over 6 6 700 uh jobs in pasco county that generates uh salary and wages over uh 140 million dollars so we are um a job supporter this industry is a job creator for not only pasco county but for the industry in itself we look forward to 2021 as we are welcoming back those that were laid off or furloughed at local restaurants attractions and lodging and we know that every 141 visitors that come to pasco county creates one job that's up a little bit from 2019 but we hope to rebound in 2021 with the tourist development tax generating just over 2.6 million dollars and that was a 14 shortfall from 2019 and we know the big nugget for us is the sales tax generation that the visitors uh generate water in market which also saves 260 dollars per

per each pasco county household on their annual taxes so our return on marketing investment here is another golden nugget for us that we know that every um every dollar that we market or the industry markets here in pasco county to our our target audience outside of the tampa region generates about 379 dollars in spending per trip so that's the that's the top level uh data uh we'll we'll dive into um the data that actually provides us our marketing initiatives and and where to market and how to market and um to bring back that yield of investment on our end excuse me uh so top reasons for visiting pasco county uh one in four visitors actually came to to visit friends and family and one in ten visitors came to participate in an annual sporting or event here within the destination how they got here 85 percent of them drove to pasco county not that much change from 2019 to 2020. the regions that they're coming from across the united states it's no shocker that florida is the primary destination for our visitors and where they're coming from outside of that the bulk are coming from the southeast region of the united states and the northeast states of origin florida georgia and new york round out our top three markets of origin tampa bay is our strongest market orlando atlanta and new york travel parties we know that three three people uh come in each party to pasco county and 32 percent are traveling with one person under the age of 20. our visitor profile it's no shocker that our females are still ruining the household and making decisions for travel um or upcoming travel for us uh with a household income income of just over 86 million eighty six thousand dollars and the average age is 46 years of age trip experience length of stay they're staying short of this year in 2020 due to the pandemic accommodations we know that 39 did not stay overnight and 13 did stay with friends and family and 39 also stayed in short-term lodging our hotel occupancy performance for the year of 2020 a little over 54 of occupancy our average daily rate was just over 4 84 and our revenue which is the revenue per available room for pasco county hotels uh was just over 45 dollars per room top visitor activities while they're in market casual dining everyone's got to eat they're enjoying their friends and family of why they're coming here they're shopping and they're also getting out and viewing our natural

parks systems our visitor satisfaction so we like to see how we're doing and how the the the brand and the visitor promise is uh is satisfying the guests that are coming in and 8.3 percent um rank pasco county as a place to vacation in 2020 and 95 of them plan on coming back so the perception we always ask what's your perception of pasco county and here's what we've had so far we absolutely love it here the weather is amazing and the people here have been welcoming and courteous pleasant outdoor spaces with palm trees green grass and nice landscaping wonderful place to visit with fun activities festivals restaurants shops and friendly people that is a large overview but we can't thank you enough the tourist development council can't thank you enough for your support of our industry and the growth that's more to come your full packet is in your backup and uh it's about 119 pages of of reporting yes just just a couple things um a few notes and you know i've had the honor of sharing the tdc for quite some time now and and i want to obviously commend uh adam and the entire team for all the great work you've been doing um we have a great tourist development council um very involved council and um i appreciate all their uh work and sacrifices as well um i wanted to give you guys some kudos before you before you leave um some accolades i should say a few awards that the dmo has received since covet started first they won the three 2020 telly awards for their video promoting pasco scallop season they want a gold telly in the branded content content with a budget under a hundred thousand dollars a silver and branded content for travel and tourism in a broad a bronze and branded content for promotional a promotional campaign so you think about some of the competition they beat out and i think i mentioned this once before for example was the nfl's los angeles rams and and uh and visit pittsburgh which you think how large that market is compared to ours they visit pittsburgh has what uh eight and a half times the budget that our dmo has so it's pretty incredible and staff yeah right um also you won two silver flagler awards which are given out by visit florida for the design of the website and our meeting planner guide which has kicked off the meter planning guide this past year right yes sir that's great also won a 2019 destination branding and marketing campaign of the year for a population over

500 000 by the sports event and tourism association so um those awards were given out in 2020 for work that occurred during 2019 and included the the brand launch also uh one one more last one last thing finally the tourist development council your collections were up in in september right um over the previous year which is pretty amazing right so again that just uh goes to show that you know that extra effort and all the extra work you were doing to actually be the year before the covet happened um you know amazing amazing work so i think that was probably most i would assume because a lot of the sporting events that you and your team helped bring into the area is why those numbers were where they were right good so again you know thanks again to your to your team doing incredible work we're happy to have you thank you very much great job adam how long have you been here by the way um going on four years now sir three and a half years this year it's going to be my fourth year yeah i don't remember what it was like before but i can tell you since you've been here it's really been booming even with kobe thank you very much we're evolving together as a team and it takes great leadership from this board and dan his and his staff so thank you and kathy pearson i i couldn't do what we do without her working together means a lot to all of us this is a great team listen to catherine first hmm well great job um really exciting to see all this happening but i i did notice that nature and parks uh fell below the expectations and you know we haven't had the money to make our all our parks as premier as we'd like them to be um so uh but it's coming you know we approved that bond and so um we'll see some changes and i hope soon i don't know if keith is here maybe he's online um that we're gonna have a presentation on um ways to fund more parks and make sure they're all premier so um and i i wanted the saddle if you saw but in the paper this weekend for this weekend of the top five things to do one of them was to come pick strawberries at um now we have you pick so we had to shut our doors in an hour that's how many people came up here to pick so it's been wildly successful but um great job and uh congratulations on all your awards too thank you mr chairman yes sir thank you sean um adam i tell you it's uh it's been exciting times your timings i think it's been really

good to come here as well i think between the hockey rink coming through advent ice doing a phenomenal job uh the wire grass ranch which you helped push along um been doing been doing great things there as well i want to just throw a couple ideas at you hudson i appreciate you coming out to hudson beach to go look at putting that beach out there that progress actually approved the engineering on it today to make that step forward so people up there are excited about that up at uh sunwest park butch hendrick who was with sand court experts had put the polls in uh that we have up there now uh they're look working with staff manufacturer coming up on thursday to meet with them again to try to put something together at least for a short term run as we kind of get the land you squared away up there to bring them in and i appreciate your staff working with them right off the up the get-go i know you've got some events coming up there already so uh we got a a profession an olympic uh volleyball champion beach volleyball champion that wants to come to pasco county set up a camp here he's got two others around the nation so i think it's going to be real exciting times for that coming forward so i appreciate all your support and um i think our staff with the parks is going to help as well so with all the great things we're going in the county i'm glad you're at the leadership home we're uh we're in talks right now with the world championship of wakeboarding to come to today i heard that too that's awesome west as well so yes thank you very much okay all right thank you thank you chairman great report okay we'll move yes 40 ready because still we got a lot of time our 40s ready yeah ready okay good morning mark bellas performance management and i'm here to share some more exciting news with you all the results of our 2020 citizen survey which represents the voice of our customers as you're looking at what uh what i present here this morning over the next two and a half hours just kidding 10 minutes keep in mind that there's a lag time between what we do in activities as an organization and the public actually recognizing what it does and realizing the value to themselves in that so we have been at work for quite some time now to create a better community and it is showing up and the citizens are saying that so we work with the national citizen survey we have since 2009 this year we had about an 18 response rate my understanding is most surveys

across the country are down right now and most of the companies can't explain why but that's okay we got a good sample and this happens to be compared to about 350 communities around the country that did the same survey interestingly this was the first year since i have seen this that we had a very even distribution of responses across all five districts that tells me that we've got a very valid sample here so this data is very accurate usually we see a lot more responses on the west side just based on population this was a very very even distribution of responses that's a very very positive thing for us here and makes the data more valid we also do concurrently an open communi an open survey that has exactly the same questions as the uh the valid instrument we do that really for comparison purposes and to give us additional information particularly around comments to inform what we're doing when we look at livable communities this is a new chart that they're using this year you'll see that they take every all the responses from from the county and they determine which areas were most important overall by category and then looking at the quality of what we provide within those categories and they put that into this graph if you will notice there are at the top three areas there's lower similar and higher and that is our comparison to other communities that take this survey the one thing i want to point out to you and i wanted and i pointed out to staff in this as well we right now our quality of services and what we do as a county we are a good county and if our vision was to be florida's good county we could stop right now because we're really doing good work but we want to become premier which means all of the categories you see in this chart need to be in the right-hand column because we need to be better than the average we need to be higher than the other communities in these and that's when we say good to great that's what we're talking about taking what we do now that's good and taking it to the next level which is great really good news though everything just about across the board is up from last year the overall quality of life in pasco county is up 12 from last year that's wonderful and here again i just just the last time i'll say it is if you look to see the uh the color of the bands there we are either similar or lower we're similar in five and lower in one than our what we're compared to across the averages so we got some work to do but we're moving the right direction and

that is the exciting part so you can see the benchmark line is the dotted line at the top here we're at percent now we have been on the rise over time you can see very very positive the the analogy i like to use here is um how many of you have seen the titanic movie you've seen the titanic movie okay don't tell me how it ends i haven't seen it yet but yeah i'm saying there's a scene in that movie where the two uh the the the two guys on watch are up in the crow's nest and they're freezing but then suddenly they see an iceberg so they do exactly what they're supposed to they call down to the bridge the officer on duty immediately does everything possible to turn that ship he has the wheel turned hard over one way he has one engine all back full the other all ahead full he can't do anything else to turn that ship he's done everything right but then you look at the picture in the front off the bow and the ship is just moving so slowly so slowly and of course it's too late and hits the iceberg this is a big organization 2 900 employees representing 57 lines of business to 550 000 customers across 740 square miles that's big and it does turn slow but the good news is we're turning enough to where we are not going to hit the iceberg so on that chart what's the difference between the blue and the yellow ah glad you asked this is not every other back up yeah so the blue represents the valid survey the national citizen survey that's the one that goes out to random samples based on zip codes and then the other is the online survey the difference between the two is that when you have an opt-in instrument which is represented by the the yellow lines generally bless you generally the people that take that survey have something to want to tell you about that needs to be fixed when you have a random survey which is blue lines you have a pretty good chance of getting it in front of people that think you're doing a pretty good job and so that's really the valid serving what we look at but we use the two for comparisons and they generally track fairly even they correlate pretty close interestingly enough yeah governance this is your report card as the board this talks about the decisions that are made and the policies that are made and the way that you are making decisions to move pasco county forward that is up eight percent for last year and there are some really specific jumps in here that are good to see

the governance piece so if you look at the overall confidence in pasco county government up eight percent from last year if you look at the value of services for taxes paid up seven percent the uh working in the best interest of the community up eight percent being honest up thirteen percent in this survey double-digit movement is unheard of that is huge that is huge uh looking at um getting folks involved in government up eight percent treating residents fairly up 13 the overall customer service provided by pasco county up 6 i remember just a couple of years ago you as a board said you guys got to really get into this customer service thing we heard you it's happening and the citizens are seeing the results of that public information services tambridge group up 12 percent these are big big moves forward feel good about that you should be very proud as a board that's it there cut yeah let's just point one thing out you might just back it up of course and i i may feel this is more important than others do but i think that jump up 13 treating all residents fairly um needs to really really really be recognized so when we think about um um i'm going to be a little pc here um you know well you know you you know we're you know in a time where um not um everybody seems to be agreeing on every issue in the world right now how's that um for this to be so high i mean it says a lot about pasco county i think it says a lot about this board that's sitting up here and i think it says a lot about the team in general that we obviously and the people recognize that this county does care about the residents and we do treat evil everyone on equal footing absolutely very important it also says a lot for our citizens of pasco county they're they're some of the greatest citizens that you could have don't disagree yeah so i just think that's important you know yes and that's across the board so you get a figure that's from paso county government i was in the sheriff's office to fire rescue that's anybody that's in contact with these residents they feel now more than ever right that people are treated fairly so i think that's important to start to know yes point out question um looking at this page to the left you say comparison to national benchmark and the dark one is higher and then similar than lower is this the similar color over here on the right yes okay so um are you able to uh get the higher um areas

i'm curious who has higher and what are they doing i'm not supposed to but i can i think we should a little secretive about who submits and that but i do know a couple counties that take this that we consider to be good benchmarks for us so i will contact them and see how far we have to go yeah i'd love to learn you know what they're doing that maybe we can copy that's exactly and do better precisely because i'm not good with being similar i want to be higher you know absolutely yeah we're all on that same one we're on that same spirit that's right you want to turn they want to turn the titanic into a jet boat yeah and that's it so just for information commissioner we in our strategic plan revision that is part of the strategy to benchmark against those higher performing organizations so really see what it's going to take to go from that good to great so yes thank you for bringing that up all right the economy this one is interesting they consider us to be very healthy 13 jump which a little surprising but maybe not maybe not again decisions are being made good things are happening and people are seeing that the one most interesting mark on here if you look at the very bottom there is a question about do you believe that the next six months will be better economically than the last six that was the largest increase in the entire survey plus 37 percent what that tells us is that the past six months there have been a lot of people hurting so the things that we're doing the cares act funding all the the different types of programs that we're trying to get out there to help people have been we're timely because a lot of people in our community been hurting so they believe the future is going to going to be a lot better than the past has so that's a very telling metric right there how can it jump thirty-seven percent if it was that twenty seconds that would be in the negative i'm sorry it would have had to be in the negative it's from last year up 37 from last year oh yeah year over year change right or negative last year no no no it shows against just 30 percent percentage yeah exactly right yeah not points yep very well yep so just another graph that shows you trends on here the health and economy of pasco trending upwards the quality of business services established trending up big numbers increased there 12 14 the employment opportunities here's a surprise this we haven't seen this in in a very long time it's just started to move the right way

so the uh place to work and employment opportunities some big jumps and trending the right way so again what we're seeing here today with the the moffats and the other companies coming in is making a difference and citizens are seeing that so very important stuff mobility quality over transportation system still 48 positive that isn't isn't bad uh although it did drop from last year and there are a couple of things specific in that where the numbers were lower that i'm gonna i'm gonna share with you here in just a couple of minutes the the basics here these are fairly flat from last year a very small drop and most of what we saw is either flat or around mobility the there were some issues on the comments around the potential of overbuilding infrastructure so that's probably the primary negative we saw in the comments themselves which we get about 1500 to 2000 comments as well but the other things that are interesting when you look at the ease of travel when you look at traffic you look at what our folks are doing in traffic control they are doing a very good job because folks are saying hey it's getting a little easier to move across the county and i can vouch for that myself coming back and forth from whistler chapel every day that the light timing is good and it doesn't take as long as it used to so very positive moves on that now the exciting piece here and and i know commissioner starkey this is exciting for you the largest increase in percentages on the entire survey was the availability of pals and walking trails 25 increase there again the citizens seeing and now experiencing and now liking what we have been doing in that area and that's what shows up on this survey that's huge really really positive and and you should feel good and be excited about those pieces of course community design this is another area although overall design of areas was positive the the concerns were mostly again around either overbuilding and then of course the lack of affordable housing that popped up a lot and those are really two of the only significant downturns in our numbers so available affordable housing and then the variety which the comments supported that as well so folks are folks are noticing that piece mr chairman yes the special note look at that code enforcement number going up that was what i'm going to next and in fact not only has code enforcement gone up by six percent but also uh you'll see a little bit

later that the cleanliness of pasco county has improved yeah so and yes it's helpful that we don't have storms making a mess out of everything that is very helpful but still citizens are seeing the work we're doing and we're able to catch up on some of these things that had we the big storms that you know those keep us busy i'm sorry we're going to probably jump in a lot mr chairman please do i'm sorry um a lot of that has to do with obviously policies of this board enacted and what and then staff carried out so we talk about the cleanliness of of the county and some of the things that we really focused on as a team and the pio's office did a great job of getting out too was you know obviously you know the the um addition of the code enforcement was you know what we did with the donation bends and cleaning up that area what we did with when it came to illegal dumping and what we did with legal dumping that's a big deal neighbor the neighborhood cleanups that have been going on in multiple districts so there's the reasons why exactly right because i can tell the difference i can tell you right now as we all drive this county on a regular basis you look at today to what it was three years ago there's a big difference driving around this county yes and what you see especially illegal illegal dumping areas you know that's right and you put those policies in place and you put penalties in place there's a positive reaction yeah yeah and that's some of the comments about the board making this making decisions well together that result in these type of things we saw in the survey as well so even that's getting noticed which is which is awesome mr chairman just ask one more thing on that slide too take a look at the ambulance or emergency medical services and fire services uh 88 and 89 percent now i got to know what what's the number to get higher top decile right ninety percent and up i mean that's that's phenomenal numbers and i gotta think we could be real close to step making the next step oh yes yeah yeah and if you look at this from 2009 the increase is is amazing so again yeah the trends the trends are all the right way it just it it takes time painfully slow sometimes but yes we're headed the right way uh the natural environment again mostly level from last year not not a whole lot of of movement up or down on that the one thing that we do notice is and you brought it up earlier with the the parks and the bond

that you all remember once upon a time we'd ask our citizens if they wanted additional quality of life services and they said yes but we want the people who only the people who use them use their fees to pay for them well the bonds are the representation of they're saying we all will pay for that and we've come a long way as a county when you consider consider that so more and more this becomes important to uh to all all of our citizens collectively this is just a slide to throw in there that we're asking people how they feel the pace of growth is and you know job growth they're they're happy with that still a little concerned about population growth and uh the the build out of the county some of that has to do with our communicating it letting folks understand the why behind what we do and we realize that that even as we try to get from good to great some of it isn't about our changing what we do but communicating better what we do why we do and how citizens can benefit from it so a learning piece for us as well so the overall quality of pasco county services we are now just inching over the benchmark it is uh it is a a nice number to have that's about the what we provide in our services so we continue to get better there and the overall customer service by all employees that's the how we provide that service which a lot of times is more important it's how we treat our customers how we explain things how we work through things with them we are we are at 75 percent which is which is very nice but again we're at the benchmark we continue to move that upward the other question we ask each year is outside of law enforcement fire rescue emergency medical what do you consider the most critical or essential services to maintain over time and the the order in this changed quite a bit this year and the uh the conference call i had with the company that does this and the others that some of the others had taken the survey it really had a lot to do with cobin it really had a lot to do with people viewing their world through different lenses so you can see veterans services made a huge jump because people realize they're hearing stories of folks that are hurting and they realize that wait a second that's the service we've got to continue to provide it was a really different perspective to to see overall so we boiled that down into the chart that we normally do just to pull those out road maintenance

has been number one from the very first time we took the survey it has been at the top all along but the top four or five have changed have changed more around the services that we provide to people specifically now i will tell you too that this is also heavily influenced by those who do and or don't use any of those services generally it's just the ones who have had experience with that service who will will give you a vote up or down there are a lot of don't knows that are answered in this in this section right there mark might it be something to with the success that these operations may have too all of a sudden there was a problem like animal service was a problem years ago all of a sudden we've got a great team out there doing a great job and all of a sudden it's not support anymore because we're taking care of it 100 percent absolutely yeah absolutely yeah we go from we go from something that's a problem that everybody perceives as a problem to something that not only is working well but it's working so well that people don't even recognize how well it's working because it's working that way your hair always becomes transparent yeah exactly exactly right i notice on here there's nothing that relates to flooding coming up okay that was a perfect leading commissioner yeah perfect very much so as we look at the quality of the services we always throw that up there as well all of these are on the rise even if they're not up to the benchmark in some areas they're all going the right direction so the blue lines are what we look at and and that's that's very positive very positive uh this one i'm going to pass go past you can look at it this is again what do you think has the greatest impact on quality of life same things it's always going to be life safety is always going to be at the top as it should be you can see drainage and flooding is a third one on there so let's get to how we're doing on those particular pieces these are the conclusion strengths 78 of our residents rated the county is excellent or good place to live so that's up six percent from last year we'd like to get that around 90. i think that that would be top decide which is nice for us you can see the big bumps ease of car travel plus eleven percent which becomes a little bit of a head scratcher when people are more concerned about building uh out or uh growth outpacing infrastructure but it doesn't appear to be turning out bad because they're saying we're still fine with travel so even that in and of itself people may perceive something and then later prove themselves that it wasn't as big a deal

as they might have thought ease of bicycle travel up 13 there's the walking paths up 25. traffic flowing major streets plus nine kudos to the traffic folks for that one that's a big deal and i will tell you that also uh traffic enforcement went up this year and i shared that with with chase for for the sheriff to know so that was that remember last year that was a big that was a big problem so good good job there and then quality of economic development up 70 percent overall quality of license community value services user all the governance pieces we talked about treating citizens fairly all up which very very positive really excited about that stuff so commissioner here you go these are these are outstanding quality of road repair up 11 storm drainage up 12 animal services up 18 pio services up 12 these are gigantic jumps and if we look back and say commission your point the road the road conditions road repair flooding those type of things if that's still number one in what people want us focused on we are focused on it and getting amazing results so very exciting mr chairman yes sir so let's give a good little clues to mike carbella for uh driving the road repair on the stone branch the team you've got even especially utilities et cetera i mean really has elevated the game across the board and mike shoe made obviously animal services and like i think we took care of tambry today yeah this is this is all a result of great people doing great work and as leaders the job is to get all the barriers out of their way so they can do their best work and this is this is how it turns out so it's uh it's all going the right direction mr chairman sorry good stuff so and you're right you know and i i was first elected and we came on at 14. and all i heard about was storm water storm water storm water now we know there's still things we're working on we'll continue to work on it will never stop it never stops in any county or city it's just the fact of the matter um but that's not the case anymore but they know that they know this board cares about that that's not looking after those needs yeah that's right so that's not the moving target that's not the number one thing i hear about on a regular basis as i did so again i appreciate all your all your great efforts and your amazing efforts and it's very much appreciated um it's good stuff yeah it's exciting to see that from the time oh seven eight nine years now just amazing results

so the things that we're going to keep our eye on here is uh around the mobility concerns around rapid growth multi-family housing outpacing infrastructure the economy that there's not a lot of housing options for lower income and there are still a few issues around some of the safety on the on the west side but not nearly what we've seen in the past that used to be the the highest percentage of comments were directed at that area and those issues not this year at all not this year at all so very positive there so the overarching message as i mentioned earlier is that citizens are seeing what we're doing they're seeing how it benefits them they're excited about it and they're willing to tell us the good the good work that's happening here the ratings are coming up across the board we're excited about that the quality of life has improved and increased you can see that by the people that are coming down here and buying houses sight unseen because they want to be part of where we're going um the pandemic did impact a few things can you go back because you you love you didn't touch on the bottom so this many issues can you speak to them ah yes so we are talking about becoming pasco county or becoming the premier county government to become the premier county it takes everybody working together so that's us with the schools with the sheriff with the citizens with the businesses with the stakeholders it's across the county it's a huge huge huge undertaking i do believe very strongly though that based on what we've seen even in the last year more of these groups are desirous of working together because they see the synergy and the results of those collective efforts but i see here it says that the appearance of the county is very um is a topic for discussion and i would agree yes and that may that is something that will be ongoing but you look at what we're doing around redevelopment and some of the focuses on the 19 corridor particularly in that area you're going to see a change in that too and my commissioner items i'm going to talk about that perfect mr chairman if i could yes sir you know going back to like the one of the very first slides about the quality of life which is showing up here again so mr striker i'm glad you brought it up because you know the west side of 19 is probably the biggest image we got to work on i mean people the center part of the county i think it shows that they're like thrilled that just

from holiday to hudson we've got to really work on that area um so for for us to be at like 74 for overall quality of life and it's a place to live 78 what do you think attributes to that 46 percent for the overall individual reputation of pastor county any any way did anybody dig down into what people are thinking again looking at comments it's specific issues to specific areas for specific people you might get one person that has had a bad experience in a neighborhood that becomes part of the sample size which isn't a large sample and that's enough to bring you down in that particular area so i look at the overall the big percentage across the county and start to work with that however you see in the report that you have there where it splits everything up geographically by your districts i'd be happy to sit down and look at those areas specifically and those comments that link to that so that we can drill down even further so which is what we have to do and i'll tell you for like one specific area over in hudson by the beacon of walmart we had a place the act center across the street they used to feed all the homeless people and they would just come and come and come it took actually working with the sheriff's office with ftot our own code enforcement and that area looks a lot better now because they're not just hanging out there all the time they're still hanging out a little bit but it's much better so i think even some of that data would actually be a little higher but that is something we just need to focus on because that's a that's a very visible road uh that people look at and we need to focus to keep keep uh keep in mind too commissioner that there's a lag time so the time it takes from us doing an activity that fixes something to the time when it actually shows up on a survey could be two years yeah and i'll say the support should be proud of the way it was from catherine from way back when to where it's going now when this board has done so many very strong things and and put in a mission together to turn up make us premier and i appreciate every one of you to look at the overall county for all our decisions which i think is what we do great yeah and thank you for that because it makes our job much easier a little off topic on topic now who is responsible for the parking lots of these big supermarkets and walmarts and everything like that so my understanding is that private property how do you can feel free to probably i think she's if there's distress in them okay just for an example if i go to

a walmart and i'm seeing trash all over them then it's well that's not very premier looking to me so i want to make sure it's getting taken care of so yeah our code enforcement guys can go out and educate the property owner right right yeah mr chairman um uh looking going through more in depth on this and going looking at page 12 which is community design um this is something that i've been on my bandwagon about a little bit and i wish i had been on it more and it's really terry's department i think um but we're planning and i think we have a lack i definitely believe we have a lack of this in the county and that is public places where people want to spend time and when you think about places like in in hillsborough county in tampa the riverwalk um the public parks along the river um you know downtown saint pete walking along beach drive we don't we haven't i mean who wants to go hang out in a strip mall parking lot and that that we have a lot of that but not a lot of places where you get you want to go hang out with your friends and have where there's a sense of place i'm hoping for that in the new development that's coming at mitchell 54 west or whatever we're calling that one mark gold is building no those kind of um places but i think this is really really important um that we pay attention to in the next 10 years is making sure that our planning process uh has this um important requirement that we have places where people want to go to and spend time it's really important for quality of life and i don't have to drive out of the county to get those we want to have them in our county so as we redevelop 19 you know as as new new places come online on 41 and 56 we have to be cognizant that we need to hold our development plan to this mantra of quality um public places yeah makes sense very good awesome thank you okay all right which term thank you all again wait can you go slide 34 34 i assume you guys knew i was going to point this out right um so no i dug into this pretty deep and thanks to mark for obviously detail me on it before before the meeting as well and spending time with me on it um you know i keep beating the drum here we talked about you know rapid growth the concern they literally said multi-family housing is a concern in outpacing infrastructure now if i know this question was on there i probably wouldn't have spent 1700

on my office account to do the poll i did because i could have just referred to this but again we'll have the workshop coming up but i do want to point this out i'm not making this stuff up you know it's a reality the citizens said it on this survey they said it on the survey i did and again if you look at the districts and i broke it down by district two as we if you look if you really go in in depth on this you can look at the districts you can look at the satisfaction and what people feel and look at those percent of those numbers it was very high i mean in in district two but the big concern again comes in the multi-family housing and we understand the transportation infrastructure is an ongoing and i've said before that's one of the things i hear about most but the the great thing is that as a county we are being proactive in that in doing things on ym54 you know if it in the extension of 56 um uh the ddi is getting done diverging diamond the new interchange all those things we're being proactive in getting ahead in some of those areas again with a new interchange and such too that's going to do that but i'm just pointing this out so when we think about these things and we want to approve and we talk about appearance because appearance was mentioned earlier appearance is a factor when it comes to that as well so there's multiple concerns but appearance is one i hear about all the time when you get off 56 and 75 which i 100 agree with is appearance so if we want to get to the next level you know as we go through this process and have a workshop coming up let's think about what our citizens are saying and the statements they're making if you want to see those numbers increase then we have to be we have to act because if we don't act that's not going to improve so just wanted to point out here it is black and white again so when we come to the workshop we can get into that further i don't need to discuss anymore today i would like to discuss that for a second well we can get into weeds we want to get deep in the weeds let's go you know i could talk for two hours i i i appreciate um what you're saying but if you look at the big picture and you look at you have state road 56 and the expressway you have two malls now two hospitals that is kind of our in a way downtown of pasco county with all the infrastructure that's there with malls and highways and that is where you see a more dense type of housing that's just planning

101 so that's the area where you live is the most going to be the most dense part of the county my my guess when we're done so just saying yeah so i'd love i would have loved to have had them all on our side and taken some of that from you but we didn't get it again so thank you commissioner starkey um again i would have waited to the workshop but since you respond to that i'll be happy to jump back in for a while on this one um again this is about assistant survey and it's about talking about our citizens our citizens needs and their concerns and things so that's what we're here to do that's why some of these numbers went up we focus on certain areas it's time to focus on every area and this is one of them we as a board of five again i looked in the numbers very intently very intently and i suggest everybody too and you'll see those percentages and how they act you know so as a team i'm willing to and i want to continue to focus on every area on everybody's district commissioner mariana made a statement earlier too you know we don't want to ever forget about a certain area of the county and commissioner starkey you mentioned it too about when it came to things going on the west side and areas to gather and things like that that's why i mentioned like mark gold what's great to see now people are actually willing to make an investment in a part of a county they weren't willing to make previous years right i mean let's just be honest you know years you know 14 15 16 you weren't seeing many people make investments and say in the holiday area it's a fact people are now making investments in that area again the mall that's going to be developed the new community over in holiday you know the master plan community things are happening things are happening on 19. things are happening all over the place again this board this team is doing a good job but let's again let's continue to focus on each and every area that was mentioned here if it states if the command if the citizens have stated there's a concern let's continue to focus on that concern like we have in so many other areas mr chairman okay yes sir you know it is important because you know if you if you do look at district 2 the numbers are staggering i mean i used to always say when campaigning going around is like these people don't know it's a bad economy you know years ago and everybody's all always up and pumped and they love their quality of life there so obviously we want to maintain it with when you look at the density

increase as much as supposed to go there by our planners etc you have too much density you get too much traffic and then you've got to start building diverging diamonds you're not building other other roadway connections you put more stress on your infrastructure as well you know commissioner starkey you talk about a place and and starkey ranch et cetera phenomenal place which you which you've done there matter of fact you get more concerts too by the way um but that that whole type of thing is a place that people like to come i mean your market area is like perfect the perfect little place to hang out the downtown that's right there so those are the type of things that want multi-family housing the the problem i think is is ownership as well when you look at the 19 core i think part of the reason we've struggled so much we had all the retirees from the midwest let's say coming down or even new york coming down they've now passed away gone to a nursing home whatever in the infill it's come in is you've got all these people from around the around the nation buy up the properties and now they rent them out they don't like paving assessments they don't maintain the property as well and you get all sorts of issues up and down i think we need to focus if we're going to focus especially tying affordable housing how do we help people own those homes across the board when we see a town home project coming in it's not nearly as bad as an apartment because and especially like that one we did at the grove we made it go home ownership not just a rental and then that's the type of focus we need to be so i think the more ownership we have the more people committed to living in a place that are that are there i i think is is a great way to go and apartments is definitely a facet of that that i think you know we need to slow it down especially in that those areas right it's part of the community yeah make it part of the community keep the community order exactly so all right i'll be the developers anymore but great stuff great job great report we're better this year than last year next year will be better than this year so and you know what's also very interesting is that this year was a very challenging year emotionally and economically for a lot of people but we're still but we're seeing positive people are coming out with positive things and feel positive about being here so that's really kudos to all for that we have all been very positive through this change in time so it's good all right

thank you all right we're ready for the uh port richie yes sir r39 r39 there you go and he rearranged the schedule to come today so we appreciate that you may yes so we can hear you thank you it's an honor and a pleasure to be here before everybody today and i appreciate the invitation i do have uh some documents that i'd like to hand to the clerk uh to receive and file motion second all those in favor say aye aye aye motion pass thank you okay what's how's everyone today we're good good thank you okay you're good go ahead thank you i i wanted to start off uh by introducing myself to those of you who don't know me my name's scott tremblay i'm a local attorney but i also serve as the mayor of port richie um and port richie has a lot of exciting things and a lot of things going on a lot of positives moving forward and one of the biggest parts of port richie that i think there's a lot of interplay with the county is our waterfront overlay district that's a place where we have a lot of folks that come through there and it's not just people that live in the city but it's people that live in the county so it's one of my primary focuses as a mayor to to kind of improve and to move that in a forward direction the first document you see in your packet is a resolution it's uh 21-01 that's been renamed to cody river landing we we've always called it the waterfront overlay district but it really didn't fit with the area and i think as we make improvements and we redeveloped that area having a name that we can advertise and be proud of is something that's important to us so we've renamed that as we start to talk about studies and improvements including signage lighting pedestrian traffic regular traffic patterns and all the things that we normally would address when we go into a development of a project or that kind of a project i guess before i go any further i also have a map that i can put up so we can work off a map i have it on a on a drive i didn't know if that can be thank you there's also a map in the very back of one of your packets but i wanted to put it up so we can work off it the next document that you have relates to our our cra it's board meeting notes and one of the things that we've done recently as a city um is we've looked at our cra and our funding and where we want to go as a city with our cra funds

our board had also had some restore act money that as you guys know was utilized to dredge canals 1 and 1a which is the main canals that link our bayou into the boat docks and and the river so it kind of links everything together and that is in the hub of the waterfront overlay district or what we call cody river landing now that having been said part of that project we set aside 200 000 um of cra money to go along with the money from the restore act for the dredging project our city has also in our board has has voted to move forward with redevelopment of the waterfront overlay district and as you can see we've hired ayers who is a engineering firm to begin our feasibility studies um those studies have been gone ongoing and we have a completion date of approximately uh two months from now where we'll have a complete feasibility study um as you can see on the map and i'll direct your attention to the map because i think it'll be easier to work off of the feasibility study encompasses the entire waterfront overlay district or what's going to be considered cody river landing and you have that main inn which comes in from if you look at grand blvd as the main entrance inn then bends around through treadway and then wraps around to the waterfront area some of the things that are in that engineering study in the red area we're looking to put a multi-use path that will go through the entirety of the waterfront overlay district that multi-use path is important and one of our biggest concerns is the safety or pedestrian or public safety and obviously having a multi-use path or walkway will ease some safety concerns for folks that are down there walking around one of the other concerns is going to be lighting which is also going to be addressed there's all the infrastructure issues which are addressed so all those have been baked into the study one of the other things that's important to the city is there's a lot of businesses that are down there already that have invested a lot of money you have hooters you have whiskey joes i think gilldogs is down there so you have these businesses that are really ahead of the city at this point in development and that's one of the decisions to move forward with developing that area so what we have is we've already had one workshop with the owners of of those uh those businesses and we have another workshop coming up

uh sometime in the beginning of february um so those are all the kind of the different things that are going on with that project and one of the reasons i wanted to bring that to the the county today is because as we utilize some of our cra funding that area has always been blighted there's there's really not proper lighting the the roads need to be developed so we felt that was the best way to utilize our cra funding uh here in the next um in the near future um so that was the direction that the city's headed and with that the last packet is just some of the notes and minutes from our meeting and it goes to echo what i've already said where the rest of the board which would be the other four council folks are excited about utilizing funding from our cra into the waterfront overlay district there's some other projects that are going on just to give a brief update we've approved the ritchie road extension which will extend the road in front of walmart all the way down to where dead ends into the waterfront homes and that should alleviate some traffic issues and also help with infrastructure and drainage and flooding flooding is a big concern that we have and obviously as we build roads and infrastructure it eases some of those that will not be cra money but we have collected and saved um impact fees from some of the developments that we've had going in so we certainly have funding for for that project as well that is not cra but like i said that will come out of impact fees um so those are just a couple of the bigger projects that i think that the county will see as we start to develop and with that i just kind of wanted to open either for questions or if you guys have a discussion i can sit down but i can answer any questions that you guys may have um to the best of my ability at least uh yes yes and thank you for coming scott um i love that name cody river landing and i'm i'm real excited about what's happening down there i you know if you were here listening to us talk about making sure we have places that have a sense of place certainly this dakota river landing area is that place for the west part of pasco county it is what the uli said one of our jewels in the county and we all are um committed to making sure that's the best that it could be and i think you see our dedication by working together on the sidewalk and the trail that will

go under 19 and for me that's one of the most important projects in the county really um but i think where we are concerned is the amount of cra money that may be going to salaries not into the infras in for infrastructure improvements in port richie that's i think that's one area that this board questions and the second thing is to have the whole of port richie included in the cra is also a problem when you have multi-million dollar homes out there on the water how you can how you can legally call them blighted is is a discussion that we should have i guess so those are the two points that i wanted to ask you and probably my fellow board members as well yeah before you answer can i jump in on that one too okay for me yeah i apologize i should have asked it sooner but if you go to zoom.earth just type in port richie i think it'll give us a better idea of what we're seeing as well and um does well while they're pulling that up do any of our staff have the numbers i'm sorry i don't have in front of me of how much where the cra money and poor richie is going because i think that's what's caused the alarm for us is the percent that's going into the projects versus you know helping the city's budget you have that yeah i just asked my staff to send it to me but oh thank you okay so let me just real quick go to um commissioner stark's point she was making if you um look at where it says where it says the i'm gonna say kill you remember it's so much easier to say um before it says cody river when you look at 19 and you come up that section to the left of 19 and you go up to bay boulevard in that entire area that's that section that commissioner started sure she was bringing up that area is not flying a little bit i go out there i have tons of friends out there i'm out there on a pretty regular basis i put a boat in in that area sometimes or take the boat out there so you have all that entire neighborhood for sure from where it says old fort was it old port rose is that one i can't even read that um a little post old post road yeah if you look at all the area that goes out into the water and all the areas all the homes in that area there's no way that's why that needs to be carved out it needs to be carved out immediately

there's no there's nothing lighted about that area whatsoever you literally go to the point go left 42. please so all those ones in there up to a million over up to a million maybe more some of them can you go to the point there i mean you've got ten thousand plus square foot houses out there or close to maybe i'm exaggerating ten thousand but pretty big um with million dollar pools [Music] well it looks like we've done well in carrying some blight then if it was originally blighted i don't think it was blind [Music] so that that area is definitely not blind now if you go up if you go up deeper in the river if you want to kill if you can zoom out for me a little bit too okay if you if you if you go down more down the river um yeah there may be a house or two everywhere everybody has a house or two everywhere in their neighborhood it's a little out of that source right not everybody takes care of their homes whether they have an hoa or not but if you come down the river more with double killer river more and the houses along the water you're getting to port richie though newport ridge either yeah and once you get down there before you get to newport richie you know pretty pretty nice too so i guess that's you know the this is the follower of commissioner starkey i guess sorry i know you're the person here today but how could it be just how can you justify leaving an area that i just mentioned within a cra saying that a blighted area because it's definitely not um it does not concentrate whatsoever you know in addition i i don't know i just don't get it you know i don't know that to me being honest somehow there's an end around going on there and we're taking money from taxpayers correctly wide um that should not be paid into that crm for that portion am i talking about the rest of the area but areas i mentioned that needs to really that needs to be carved out well here's here's what i can tell you i think the cra for our city originated long before um probably most of us were involved um and how and why that happened i don't have the answer but but what i can what i can tell you is as um aboard cra board we've always moved in the direction of ensuring that we utilize those funds for four blighted areas such as waterfront overlay district as well matters it doesn't matter how you use the funds it's how you're drawing the buttons you're drawing them from an area that's

not blighted that's the problem okay you're pulling them from an area that's not light that should not be included newport just pulled out a neighborhood that hasn't even come close to the appraised values of those homes not even remotely closed if you compare in contrast so and they recognize that that neighborhood should not be within the cra values anymore multi-million dollars so okay i'm looking at well this is from 2017. do you mind from 2017 an article that um since newport richie in port richie began aggressive community redevelopment efforts 15 years ago pasco county has forwarded nearly 22 million to the two cities to combat late so you know um i'd like to know what projects okay what projects have you funded and are completed with the cra money in the last well since you started it that would be interesting for us to see i think and and then talking to your predecessors and i i know you you weren't there when they made these decisions but they did make one this year on the recommendation of your administrator to put a large percentage of the cra funds towards shoring up your city budget and that means the rest of pasco county citizens are funding your city budget um which to me is is an inappropriate use of the cra fund so we would really like to see how we can help you fix that now again i i want to partner with you guys even as much as we can on the on the cody river landing area we will do everything we can to help make that a premier location in pasco but it shouldn't be done with the way we're going about it with the uh the misuse of the cra fund funds well i i don't know if i agree with the the characterization as misuse um from when i came in there were programs in place and even though you have million dollar homes port richie is a place where you have million dollar homes but you also have trailers on the water so anymore um and one of the things that we had as i came in as mayor is there's a grant program and and there's places where you have really nice homes and the next door really not so nice homes so we had grant money to fix up the not so nice homes that were between the really nice homes so while a lot of those property values are showing very high there's properties in the middle that are blighted that we've put grant money towards and it comes out of our cra to improve those properties and that

includes anything from landscaping work to roofs to windows to anything that's visible and we did that really to cure blight where you have nicer areas and you have a home that's not so nice in the middle of two or three really nice homes um you know i agree there's some nice areas but i also would point out that that it's so that there's just properties that haven't been maintained in the middle of those and a lot of that is because i think what you have is you may have retirees out there that um you know bought their house years and years ago when they're on a fixed income and don't have the funds to put the new you know to to fix up the window to fix up the landscaping and so on and so forth so that was the intent of that grant program and we've utilized that to increase uh those property values and the look of those properties that are mixed in with uh what uh commissioner moore and commissioner starkey are talking about where you have much higher valued homes um one of the reasons that so is because the homes that are between there we've we spent some of our grant money to fix up so can i stop you real quick can you pull that map back up for me so i'm gonna pull the map up can you show me where of that area we'll zoom in um of these waterfront homes on canals in the open open golf that you guys spent cra money on to fix now i would i will say that um a home that was abandoned within a community a great community just like this amazing they do amazing job there in this whole area i'm pointing out your thing so what you just stated you think if one of those homes would be abandoned this whole area should be within the cra no i'm suggesting that we have great money to fix that that house up to to increase the values around so that's i guess that's i'm sorry mr mayor that's not my question why is that area still within the cra boundaries that's my question well they've already been they've been originally drawn up that why wasn't it carved out what's that why has it never been carved out why hasn't that ever been carved out of the cra boundaries that's my question this area that i'm talking about here why has that never been carved out of the cra boundaries how can how can it be justified to keep that area within a cr a boundary now when it's not blighted that'd be my question and i think that answer has to come not necessarily from just me but our city board in other words i'm only one-fifth just like you guys are of a vote

um but it has to be but you somebody has to be able to justify why it continues to be within the sierra boundaries well i think part of that is there's the interplay between the county and the city i don't know accounting what's that it has nothing to do with the county the question would be why is this portion of port richie that's not blighted still within the cra boundary that's just i mean why is it still included in the cr boundaries it was set up that way and it's just never been readdressed and that's the best answer i have for you guys that's the question are you going to start why has it never been re-addressed what's that are you going to start to address that that item of taking those out that are not blighted because that's what we're asking mr trump if we're going to put it on and have a discussion across i mean she ought to decide that but i mean it looks like that needs to be done and we can we can certainly have a discussion on that within our council i don't know i'm putting that on and discussing that and obviously these concerns are things that we will be raised and brought up right mr science leader can you do you mind um maybe you can answer this question what constitutes constitutes blighted within a cra boundary is there a legal description the statute addresses what what is blighted and there's case law on what is blighted the the question you're posing to the mayor about whether or not a non-blighted area should be included in a cra we my office is not researched yeah i know it's a description stature not your rep not an opinion from you yeah if you if you had a description of what's going on so mr may i guess that's just my you know that's my big pet peeve i know we have others that want to talk and have some other issues you know again how the funding spent like commissioner starkey mentioned but my huge my big pet peeve and i worked very closely and you know with with with newport richie had some great meetings met with their their folks and we talked through this um and had these conversations about and they agreed that certain areas of should not be included anymore and again i'll state that the area they even pulled out recently doesn't even come close to the appraised values of the homes that are still included within this area of your cra it's one thing so we know we you talk about some areas are surrounded right and they're they're an enclave or something like that and there's issues with that i get that i understand because you do have some areas down the river a little

bit further you know that you have those issues there's more we've got some other commissioners want to speak yeah i know but i'm going to continue okay thank you um but um but you have this section here that's not surrounded by a blighted area whatsoever um that's one way and one way out one road it's just easy to cut off and that's like you know that that one i just don't get an understanding i have to like i i have to go on a very important wait a minute so mrs i'm sorry i have to walk out but i'm glad you're here yeah sorry okay thank you we've got a picture to be taken at noontime for citizens academy with who citizens academy well call me out but all right we'll call you patrick my question is can you go back to the board and can you have the cra lines updated and improve to make sure it's only the blighted areas within those city limits the question is i don't know i it was originally set up um my knowledge of the original way it was set up and how it was set up is fairly limited um i can tell you that that's a decision that would have to be made like i said by the board in general it'd have to be a discussion that would become before the board um and and that would be the the determining factor in terms of whether or not that could be done mr can i just answer our question that it can be done because newport regis is dead oh yeah they've done it mr marijuana thank you mr chairman and commissioner moya i think i bring up great points i think commissioner stark did as well um in going looking at some comments that were given back from i think our staff here um i'm going to read a couple of bullet points that are very applicable to some that hasn't brought up yet but i think it's very important as a taxing authority itself port rich is required by florida statute to contribute its cra trust fund at the percentage set by its own ordinance in an amount not less than 50 percent so whatever that money is 50 should be coming from them no more than 95 percent of the tax increment poor richie gordon's establishes o2 510 establishes and tax and current contribution to the cra fund at 95 percent clearly i think our county attorney or even our accountants can say that's not happening in 2008 port richie entered into into a grow into a local agreement with the cra to reduce the tax increment that would contribute to the cra trust fund resulting in an amount equal to two seven percent rather than the full amount and section one six three dot three

eight seven parent three b allows for alternative provisions in intellectual agreement so clearly they're not funding even on their own portion what should be going in the cra on september 18 2020 so this just happened now tampa bay times article cites port riches city manager's recommendation to contribute just 31 000 to the cra instead of the 967 000 contribution required prior to the interlocal agreement clearly they're not spending the money as the way they should be they're not contributing the way they should be uh that blighted area like newport richie took out their rich area and put it as non-blighted i think is a minimum what we can ask the city to go do i will say when i saw this schedule for time certain at 12 45 i was very disappointed because there's nowhere near enough time i think we should discuss this this afternoon after we get done with our public hearings discuss this a little bit more and make some recommendations on things we want the city to go take a look at and bring up at their own council meetings okay because it's 12 10 now so a lot of the spanish real quick one more thing and that's it mr man i appreciate you being here you know and can i address this issue because i do have some documentation for you guys to look okay that's cool yeah let's just say i appreciate you being here you know i was just hoping that today because you know when i you and i had some conversations in the past and i thought some of these things were going to be worked out and i just was hoping that you know maybe the cr board had would have met before you know you're you're having to be unfortunately kind of on the hot seat now but um that's okay i i i would just hope that maybe you know there was going to be something to bring bring to the table to us okay um for example this because this is you know listen man this has been talked about for a long long time especially this area you and i had conversations about it in the past i was just hoping at least you know you're able to bring something to us today said yes we've had the discussion we yes we understand we see that that should have been changed a long time ago it hasn't we're ready to be proactive and do it and that was just you know that's what i was i guess i was hoping for so okay yes but i know you want to refer respond and dooley noted i do have uh it's just a three-page opinion or a document as it relates to um what commissioner mariano spoke to motion received motion second second all those in favor say aye aye motion pass 4-0

you go ahead okay thank you um i was going to let you guys so you can kind of follow along but it's a fairly short and concise yeah um opinion um from [Applause] some of the leading sources and cra and and folks that set up the cra and it explains um how it was set up and and and it explains how it was funded this year um which has the uh the statutory for tiff and some of those other statutory schemes in there and it has uh what the taxable values were and all the percentages and it explains that that it was funded properly so i wanted to submit that to you guys so you had that information to show that i don't know if i agree that it wasn't funded properly um so that's one of the things that i wanted to give you guys so you could look at that and be aware of how it was funded and how that was done not only this year but in 2008 it was a similar scenario all right any question you know mr chairman and i'll provide that statue the same thing same one that newport richie had when it comes to the statue about what areas should can be within or not be within the cra we'll provide that for you and if you can we have uh actually we're welcoming a new city manager tonight at our meeting um who we we just uh have moved on from a interim city manager and located a new full-time so i'm really excited that the city's moving direction in the right direction there as well but one of the first things that i was going to do is is introduce our new city manager to mr dan biles because i think that the communication and some of those documents passing before between county and city will be well received on the city's end so we can address some of those issues yeah we'll make sure that mr make sure that mr biles gets that and then we'll have them pass it on okay all right anything i just make one of the comments as you're talking through the budget as well where the money was spent um when we look at the salaries et cetera for every one of those salaries i believe i read that was supposed to have this supposed to be an explanation of what the person did to offset the cra expenses or how they justified spending the money from the cra to go fund those positions from what i read in the documents and again i think it's a bigger bigger discussion that's going to take more time even this afternoon maybe even coming back again another time to go take a look at where that money was spent how it tied to the person and if the

documentation wasn't provided even for the past year why hasn't it been done and what's the future plan and and one of the suggestions i was going to make for the for the board is i right now there's an ongoing audit um and i think the audit will probably provide a lot of the answers to questions that you folks have and it'll come from probably people with the type of degree that would be in a better position to answer that than right then my background is not coming from an economical background so those are all things that we intend on sharing with the county as soon as we get it so you guys will have additional information work off of it well you've got questions that we've asked that you can ask your board if you look into it and get us those answers that i think that'd be very much appreciated and of course mr biles can talk with your new administrator coming on be giver so mr chairman can make a recommendation yes 30 days from now the next time we're in newport richie let's have him back again in the interim if we have questions et cetera we want to get answered ahead of time in fairness for you so you're not cut flat-footed okay we can feed those to you and then we have a discussion and maybe something like a 10 30 times certain as opposed to 11 45 might be more appropriate mr biles excuse the next newport racing meetings in march there's not a february news it's not a february it's only one meeting i think that next year so it's more like 60 days okay just wanted to make sure everybody when the next one that's over because it will obviously make it easier for you to get here so it'll be in march so you got time to if it's going to be related to some of these issues that are going to be in the audit i would suggest that you make what i was i guess recommending is you may want to wait till that audit comes out because it may save you guys a lot of time it may have answers just in there for you um and i may i'm not i may not have those answers that are going to be in the audit intelligence look at the cra that the way they're using it is your audit going to look at that yes okay we have a meeting tonight in fact and we uh one of the things that hadn't been happening as much in the past as it should have is our board meetings um so we've we've stepped up the amount of board meetings we have so we can address these issues well it would be good if they direct uh the auditor to uh look at those items that we're well we've discussed so mr trump so he can look at it for if it's mr chairman or not yeah you can't that's not let me just help it's not it's not their it's not their audit
