The board elected Commissioner Oakley as chair in a contested 3-2 vote over Commissioner Starky, who was then unanimously elected vice chair. Commissioners unanimously approved an economic development agreement with Santander Consumer USA to occupy the former Super Target at Suncoast Parkway and SR 54, committing up to $2.09 million in incentives over 10 years in exchange for an investment of $22 million and 875 jobs averaging above 115% of county wages.

good morning good morning how are you good how are you on the phone good morning everybody Welcome to the Pasco County Board of commission meeting for 128 2020 um if we please rise for the invocation and the [Music] pledge oh merciful Creator your hand is open wide to satisfy the needs of every living creature make us thankful for your loving Providence and Grant that we remembering the account that we must one day give may be faithful stewards of your good gifts amen am Al of the United States of America to the for Nation God indivisible withy andice for all Madam please call the rooll Jack district one commissioner Oakley here District Two commissioner Moore here District three commissioner starky here District Four commissioner Fitzpatrick here District Five commissioner Mariano here they're all here Mr s will you go over today's proceedings with the BCC please be happy to Mr chairman sir on March 12th 2020 Board of County Commissioners declared a local state of emergency after the governor issued executive order 20- 51 and 20- 52 Public Health Emergency and state of emergency related to covid-19 the board has chosen to hold its meeting with a quorum physically present you utilizing Communications media technology for the public and team members to participate the detail a detailed advertisement was run in the Tampa Bay Times indicating the board's intent to conduct a hybrid virtual meeting on September 25th 2020 the governor executed executive order 20- 244 moving the state into phase three of the governor's safe smart step-by-step order which was extended by executive order 20-297 issued on November 24th 2020 large Gatherings of over 50 people are still not recommended to C congregate in any public space that does not readily allow for appropriate social distancing State attor surgeon general's Public Health advisory is still in in place with regard to maintaining social distancing and avoiding Gatherings of 10 or more people the public is afforded an opportunity to make public comments either in writing or by the use of communications technology that has been provided board adopted resolution 2182 on June 30th 2020 establishing the procedural rules for hybrid virtual meetings such as the one being held today as with any meeting that you take action you are required to take public comment on any proposition pursuant to section 286 0114 Florida Statutes I'm available for any questions thank you Mr Steiner well folks we're in the same situation we were last time so I guess I'll need a motion again like you did last time starky to I guess continue our reorg to I don't know when's our next meeting January go ahead January what January 12th is your next you're Li to

have somebody go on the next board meeting too I I don't know I I don't know there's a president set last time that's why I was I'm okay if we go ahead and try and do our reorganization today if other people I just I don't have a problem with that I think we have to because it's going to keep I'm sorry to say but there's possibility of one of us being absent other meetings coming up be delay in the reorganization so I mean that that lead up to you guys I mean I don't yep we're good okay then we'll do it let me okay hold on one sec you have uh your stuff I do okay I do all right let's do it okay Mr make motion well let me um if you don't mind I'd like to um I've got the gabble okay so now I have control all right so got the G again I like it an hour later so at this time I will open up for nominations for chairman of the board I'll nominate commissioner star okay we have the nomination of commissioner starky are there any other nominations okay hearing none I'm going to close nominations so commissioner starky has been nominated as the chair and um I will take a motion I don't okay what do you you mean take a vote take a vote yeah well he nominated her so I'm asking for the motion but we'll take he made the motion okay so is there a second yeah I'll second it all right commissioner stri seconds um all in favor I any opposed you're you you have a um commissioner that is not present so you're you're need going to need to do roll call I'm going to do double duty go get okay is there there's only one nomination do you vote I so does everyone make a nomination or you can um at the time that I called the nominations you could made a nomination I did close the nominations though if it goes to a vote because that's I'm yes we're voting now yes yes ma'am but so there's no more nominations correct I called for any other nominations and I didn't hear any so then I closed nominations sorry if there you like me to reopen yes ma'am I'm just asking if there are no other nominations is there a vote Yes there should be a vote just I okay I think the problem we got Christina didn't understand the procedures because she's new to the board and I think that's what she's questioning right now did you would I can explain would you like for me to explain the procedures yes okay so um every year um there's the process of nominating a new chair of the board and at that time the current chair passes the gavel to the clerk to then um U proceed with nominations so called the nominations um for who would like to be the chair for the next coming year and we had a nomination um you know commissioner Mar Mariano recommended or nominated commissioner starky um she accepted I called for any other nominations there were none so

then I closed the nominations and now we are voting on the one that was um put forth so if there's two nominations how does that work so if there were two if there were two then the first nominee would be voted on and then the second nominee would be voted on and the one that that got the most votes would we then I would then traditionally ask for a unanimous ballot for the one that got the most votes and you still have after this the election of the when when you vote on who the chair is the chair will then conduct the election of the vice chair right the new chair the new chair yes yes okay all right I did close nominations did we want to open the ma up or no so well let's vote I was going to nominate Oakley so I'll have to ask um Jeff proper protocol I did close nominations if you if the board wishes to reopen nomin nominations they can but at the but that would be up up to really if commissioner Fitzgerald Fitzpatrick trick sorry once want to push that mean once want that to occur so commissioner Fitzpatrick would you like uh nominations to be reopened okay so so I I would call call the the motion that's on the floor and by roll call vote all right so I am going well I don't I'm still what just what what just took place no so commissioner Patrick does not want to have the the floor reopened for nominations you had the nomination on the floor so if I say open then he would still need a second sorry it's up to you if if if you wish to have it reopened to nominate another commissioner you have that you have that ability that would then the closure would have to be reconsidered by the board I guess I have not gotten to the point where you have re reopen but um if that if if you're fine with the way it is then we should we need we should proceed I would like to reopen and nominate on Ole Jeff do I need to um call um a vote on on her um to her reopening or is it any commissioner can reopen I think any I think any commissioner can re given given new commissioner okay all right um I think and so now now the the vote the way I would proceed at this point is the nomination for commissioner starky should should be voted on first the nomination for commissioner Oakley should be second should should be called second okay and then majority majority wins okay so um commissioner starky was um was nominated by commissioner Mariano um commissioner starky seconded so I'm going to go through roll call vote for commissioner I'm sorry M CL can I make make a comment before we get get to the vote yes go ahead I was I was going to say Ronnie Oakley was going to be my recommendation for vice chair I'll just say that mine as well okay okay thank you so I'm going to go

through and um do a roll call vote district one commissioner Oakley that would be on commissioner starky so we're doing the um vote for commissioner starky at this point n okay um District dist two commissioner Moore no District three commissioner starky yes District Four commissioner Fitzpatrick you got to explain to her what we're voting so we're voting so if you want if you want commissioner starky to be chair it would be yes if you wanted commissioner Oakley who you've nominated to be chair it would be nay [Music] nay and uh District 5 commissioner Mariano I okay we have three votes for commissioner starky I'm sorry three votes for commissioner Oakley two votes for commissioner starky you voted on commissioner star commissioner now I'd like to make a comment okay so we have had a tradition in this County of rotating the chairmanships and um I'm a little offended here today I've been a commissioner for eight years and a school board member for six I ran a very efficient meeting um I don't understand this slight and I I frankly I'm I don't think it's appropriate and um I'm just disappointed I'm uh we treat our fellow board members with respect and I think this is disrespectful and I just feel that I need to say that um we have had chairman o Oak commissioner Oakley was chair last year no oh before more yes it went I think it went more Wells more Oakley I I don't recall but um it we haven't had the rotation that I think is tradition in this County and uh I think that's a dangerous precedent to set so um I'm going to be voting no for commissioner Oakley I think you're very capable chair but I think I am too and I would be happy to see you as Vice chair and and get our rotation going back again but I'll be voting no for those reasons thank you one one comment if I could too and I and I can appre I appreciate that too you know I look you look at other counties and not every County you know does a rotation I look at Hillsboro County and and uh their chair was the same for many years actually um obviously that commission felt that chairperson did a good job of writing a meeting and basically what you're doing is chairs is running a meeting now we don't have a mayoral system here in Pasco County by any means I mean um the job as a chair basically is just to run in a efficient meeting and that's what it in sign paperwork and that's what it comes down to so I don't you know I understand I don't want everybody to think it's any type of slight because you know everybody's a great job and great job in the community and and such as well but this is just about running a meeting is really what it comes down to running a an efficient meeting and everybody's obviously capable and of

forward please give us your name and address before speaking good morning uh my name is uh Joseph panesi I live in the keista subdivision at 2837 plantain Drive in Holiday Florida I live in the 55 plus community so I am a senior my concern is that our roadway system is entirely private we pay tens of thousands of dollars in taxes planning and we don't receive any Services is that fair is that fair to the people who pay these tax to get not even any kind of maintenance on our roadways but we don't get security as well we don't get the sheriffs involved we have to provide our own security I tried to find out information this morning by going to the public works department and I couldn't get into the building because the administrator said that you can't enter the building so we're having a conversation outside in 45 degree temperature Jamie Morales and myself because of the the administrator's policy decision preventing people from entering the building and the third issue here is that we're planning to connect with the trail crossing that's located on Bailey's Bluff Drive that will require 100t of sidewalk on the south end and on the East End and on the west end of keista Boulevard given the amount of money we spend taking care of our own Broadways we're now being asked to have to pay for this sidewalk on both the East and West End of Boulevard which seems to be unreason considering give in the county without services from the county thank you thank you for comments thank you okay next can I ask a put question before I start she has to state her name and address for the record state your name and address for the record well without Tammy Dey an address ma'am please 627 Illinois Avenue I was wondering if you all got an opportunity to read the information in the booklets I gave you last meeting I believe we've all received that information I know have you had a chance to look at it yeah you claim the mask mandate is in place you because you go off of this what the experts say the CDC I cannot say that the CDC is lying because the numbers of total deaths are not a lie uh the deaths in 2020 being lower than the total deaths in the year here 2018 2017 is not a lie um now here's a new headline after mounting evidence that FDA CDC now admit that the Corona virus tests are faulty FDA acknowledges false positive increase increase as the actual cases go down the FDA stated that the accuracy of the rap rapid test depends

than that which protects the rights of conscience against the Enterprises of the Civil Authority Republicans pledge to defend the religious beliefs and rights of conscience of all Americans knowing what you have pledged to stand for to the Pasco count knowing what you have pledged to stand for to the Pasco County residents who voted for you should prompt you to consider the decision you have made to order the community to wear a mask the order violates god-given natural rights because it is based on a man-made theory that is controversial therefore god-given natural rights must always Prevail Additionally the only law in the State of Florida regarding communicable disease is that school children are required to be vaccinated but even this law recognizes a religious objection of conscience and provides an exemption for those that the law conflicts with their religious beliefs if this board will not recognize them knowing what you have provides an exemption for those that the law conflicts with their religious beliefs if this board will not recognize the mass order violates what Republicans stand for a religious exemption should be added to the order for those who believe it violates their religious tenants or practices after all if a vaccine can violate religious beliefs Mass can as well in closing we all know that viruses and communicable disease have been around for a very long time in fact masks were controversial in the 1900s during the Spanish Flu yet in a 100 years there hasn't been a published peer-reviewed study proving their efficacy this is in spite of local state and federal governments all spending tons of taxpayer funds to create Emergency Management divisions and detailed plans that include communicable disease in closing we okay the next video Kimberly newand at 7729 Gatson Drive Port Richie Florida 34668 thank you we don't know what the outcome of those things are there is H one study I came across that actually looks at how well masks work uh for preventing spread of the flu and they looked at uh no masks they looked at uh medical masks like the n95 and they looked at makeshift cloth masks which is what a lot of people are using right now and in that study and it wasn't very conclusive because the uh the conf confidence intervals o overlapped one on the relative risk so that means that it wasn't very strongly powered statistically so you should take the results with a grain of salt because it might the result might be actually that there's no difference between any of the masks or no mask but what the main conclusions of the study were is that the group group that wore the cloth masks actually had a higher rate of getting the flu than wearing no mask or wearing the medically produced mask so if if you take that seriously then then what you would say is that people wearing cloth masks now actually are increasing their risk of getting

sick so it definitely goes against uh the common uh wisdom my main uh criticism primacia of The Masks aside from the psychological and social consequences is that the pore size of the Mask is a one to two orders of magnitude larger than the size of a viral particle so a virus particle is about 100 nanometers according to what they say about uh this alleged covid virus and um the core size of the Mask an n95 mask is on the order of microns or micrometers so um it'd be one to two orders of magnitude do different so it would be like if you uh were trying to walk through a door and that door was 100t high and 100t wide it wouldn't really stop you uh someone else made an analogy that if you put a chain link fence uh around your garden to keep out mosquitoes right uh there's no chance that it would work so so I think these masks are for uh another purpose and I think it's to uh separate people from each other alienate people from each other I mean we look um in our society Who would wear a mask like this um aside from a surgeon it would actually be someone who is a criminal who is trying to hide their identity all right the next video is from T Todd Bontrager and he resides at 21317 Bowman Road Spring Hill Florida uh 34610 so without further Ado let's cut to the Chase and take a look at an ordinary surgical mask and I'm using a vape as you can see that Vape which has aerosols the same size as covid-19 or larger goes through and around a surgical mask now if we take a cup mask mask and have a good look at it here we go notice it goes right through the mask easily and goes in every direction the aerosol is not affected by the mask in any material F now we look at a surgical mask with a foam strip to protect above and keep my glasses from fogging lo and behold the aerosols go all around it has no effect on me spreading aerosols to you now a cloth mask I borrowed from my wife once again here we go boom straight through and around it has no effect on the spread of aerosols they go everywhere and then I went and bought a guard mask with a high efficiency filter material that one here we go watch for it through and around it had no effect on The Vape aerosol which remember is the same size or larger now I don't have an n95 mask I have these shop respirators where they could put all kinds of things in them but they're like an n95 because when you breathe out everything goes out through a valve guess what it might protect me from you it sure isn't going to protect you from me let's look at that again boom any mask with a button on on it has a valve that lets everything go from you to your neighbor it has no effect on anything I think you can get the picture now there is absolutely nothing that any of these masks do to protect you from me and the fact is that unless I have a mask which is fully sealed and where I breathe through the filter material both directions and I have a really high

quality filter nothing is going to protect in either direction because just the same way that The Vape went out around and through it will come in around and through aerosol will not be stopped by man the next video is from Hannah Gleason at 4338 marchment bulevard Lander Lakes Florida 34638 it seems very simple everyone is fighting over this issue of face masks right now in fact in the state of Michigan Governor Gretchen Whitmer has issued an executive order that tells businesses they must Force customers to wear a face mask and if they don't the owner of that business could lose their license to operate in the state of Michigan all over the country we're seeing signs people saying You must wear a face mask Governors are mandating it and even president Trump himself wore a face mask at a Navy hospital recently it is all anyone talks about right now and as I said there are very strong feelings about this issue as with everything else but if we set aside feelings and we just look at facts what do the facts say about wearing a face mask what does science say about face masks and whether or not they prevent the spread of viruses like covid-19 believe it or not there have been a number of studies that have been done over the past decade one in 2009 2010 2012 2016 2017 2019 and yes even this year in 2020 a number of controlled Studies have been done that look at this very issue whether or not wearing medical face masks with n95 respirators in them and whether or not wearing cloth masks actually reduce the risk of a virus so what did each of these studies find well actually they all found the very same thing now these were studies that looked at n95 respirator masks that's not the same thing as just hanging a piece of cloth over your face or creating your own mask at home we'll get to that in a minute but let's start start with the most scientific and medically Advanced mask the n95 respirator mask these studies controlled studies took a look at those n95 respirator masks and whether or not they prevent the spread of virus here's what they found for the study in 2019 among 2862 randomized participants 2371 completed the study and accounted for 5,180 hcw healthcare workers Seasons among outpatient Healthcare Personnel n95 respirators versus medical masks as warn by participants in this trial resulted get this in no significant difference in the incidence of Laboratory confirmed influenza did you get that in the 2019 study there was no significant difference by wearing an n95 respirator mask it happened again in 2020 look at this one a total of six rcts involving 9,171 participants were included there were no statistically significant differences in preventing laboratory confirmed influenza laboratory confirmed respiratory viral infections laboratory confirmed respiratory infection and influenza likee illness using n95 respirators and

surgical masks by the way just to be clear in the 2009 2010 2012 2016 and 2017 studies they all found the very same thing as the 2019 and 2020 studies again all of these are rtc's randomized control tests that are essentially set up to determine whether or not these n95 respirator masks help to prevent the spread of viruses in this setting and all of these studies found that they do not statistically they do not now there's another study that was also done in 2020 it was done by a group of researchers in Hong Kong the study was conducted just before covid-19 hysteria took over and the results of it were released just a few weeks ago and once again those researchers found the very same thing that there was in fact no statistical reason to believe that face masks will protect you but improper use of a face mask puts you at greater risk of contamination look at this in P analysis we found no significant reduction in influenza transmission with the use of face masks our systematic review found no significant effect of face masks on transmission of laboratory confirmed influenza proper use of face masks is essential because improper use might increase the risk for transmission and there is more here because remember over and over we've been told something else that's pretty significant we've been told that you must wear a face mask okay the the next video is from Natalie Cronin address is 5111 amulet Drive Apartment 204 Newport Richie Florida 34652 this is the most important thing you can do right here more important than a vaccine what does this make you think about this country and where are informations coming from well the first thing was um I thought to myself was this has to do with some sort of lobbying this has to do with social engineering I could not wrap my head around how we've had OSHA's respiratory Protection Program in place as law since 1979 so this is not new for people like us and when you have people who are not credential in this law or the science behind the mask and it's not just about degrees it's not just about the law we've been in the field I've seen nurses faint I've seen surgeons have to walk out of rooms because it was too much and those are controlled environments so all I thought was we are completely removing decades worth of data for a political agenda that's the only thing I can tie it to and I just wish that more professionals came forward because not only is this not going to decrease the spread of infectious disease this will increase the numbers and think back to the culture of Asian countries when they had the SARS outbreak they started masking up we have data from that time and then it became from information I have found is it was cultural and they were fashion statements so why was there Co 19 outbreaks over there when they had already been in mess a good point so then here's the obvious question the elephant in the room where is OSHA I mean the entire purpose of Osha this is

right in their wheelhouse this is the this is the the Watchdog for our country to make sure that anyone wearing a mask is safe and I haven't seen anyone on CNN anyone on MSNBC where is Ocean saying hey if this is the this is what we did with with ever this is what you're saying is too high CO2 LEL my this mask is off the charts for my kids so someone wanted to explain to me from OSHA how this is safe where are they well we would like to know the same thing we have been saying the same thing we have been screaming it loudly in fact we've talked about it we'll probably lose all of our OSHA credentials I'm being audited right now by OSHA because I'm being very vocal and I'm speaking out because this is just simply wrong this agency was created to protect workers in the workplace now they are enforcing on employers that employers are to be the mask police and force their employees to do something that we know by the data and the test that we have is not only unsafe but it's very unhealthy it will create longterm health effects that oxygen deprivation over long periods not only is it immediately you have that acute immediate issue with headaches and fatigue and nausea and things like that but you're creating long-term health effects too when you deprive the body of oxygen for a long period of time it reduces immune function it it causes cancer to be able to grow and Thrive a more acidic environment because you're increasing also the CO2 which is causes hypercapnia and all of that so where is OSHA why are they turning completely now and and saying oh well this is we know that this is a hazardous environment and so they're lumping it under that you know we have an infectious disease this is a hazardous environment so in order to protect everybody we have to do the next video um is two videos from Tim kurup and resides at 2910 Finch Drive Holiday Florida 346 90 evolving into a bit of a standard that if you get a cycle threshold of 35 or more that the chances of it being replication confident are minuscule so that if somebody and you know we do we have patients and it's very frustrating for the patients as well as for the Physicians somebody come in and they repeat their PCR and it's like 37 cycle threshold but you never you almost never can culture virus from a 37 threshold cycle so I think if somebody does come in with 37 38 even 36 you got to say you know it's just it's just dead nucleotides period right again a good question and what next there this will be the greatest economic hit but you don't have a choice people act like you have a choice people don't feel like going to the stadium uh when they might get infected you know it's not the government who's saying okay just ignore this disease and you know people are deeply affected by seeing these deaths by knowing they could be part of the transmission chain and you know old people uh their parents their grandparents could be affected by this and so you don't you know you don't get to say uh ignore uh what's going on

here there are there will be the ability particularly in rich countries to open up if things are done well over the next few months but for the World At Large normaly only returns when we've largely vaccinated the entire global population the entire [Music] po right the next video is from Michael malicos 18526 Winding Oaks Boulevard Hudson Florida 34667 take a look at in relationship between April and now October is the infection rate the tests that show positive for being infected with co9 so between these two dates in us it is increased by 2x doubled initially it looks very very scary things are spreading right the virus is spreading well this is only scary if you omit this column right here and this is the number of tests that were done between April and October so let's just take a look at what's going on right here in the US between April and October we did 6.5 times more testing okay you're going to get more positive tests right now let me just explain another thing it's called the positivity rate okay the positivity rate is how high the virus is transmitting how high it's spreading around and you basically take the positive test divided by the number of tests we actually get a positivity rate of three times less actually between March and October it means the transmission this virus is three times less so when you hear all these new cases going up and more people are testing positive you must not omit this data right here as well as this data right here so you got that all right let's shift over to the actual death rate between April and October we take a look at the us we have a death rate of three times less than this is the country where they didn't do strict lockdown and everyone was concerned about this they thought it was going to become a real big problem but take a look at this between April and October the positive infections went down by 1.7 times despite having testing that was up by 2x so we did twice as much testing but we got a 1.7 times less positive infection rate but check this out overall there's been a drop in depths by 30X between April and October this is significant what does this mean their economy because of it why has the death rate dropped so low now is it because people are becoming exposed and getting antibodies well only 1 of the population has antibodies to covid-19 so you would think that talks about why your death rates have dropped so much and it has to do with another way that the body becomes immune to a virus it's called a memory te- cell I haven't talked about this in other videos one of the mechanisms that the memory te- cell uses is called cross reactivity so for example there are several types of coron viruses out there one would be the common cold so let's say you got the cold two or three or 4 years ago because all of these coron viruses are very similar DNA wise they're like 90% similar you're going to develop some

let's start thinking about serious issues like human rights human dignity and freedom again and start treating disease as it should be as a medical problem between patient and a doctor not a political problem all right this is the last video from forest Spa at 5327 Leisure Lane Newport Richie Florida 34652 there's a gentleman leading uh people opposing when leading voices opposing these lockdowns and there's many of them around the world now doctors scientists researchers but this is Dr Michael yeden let's listen to what he has to say and maybe give some balance to this conversation hello I'm Dr Mike yeden I have a PhD in biological sciences and 32 years experience in the pharmaceutical industry and in biotech I believe that the pandemic in UK concluded at the end of the summer I think that because about 30 30% of us had prior immunity to the virus and slightly over 30% more have become immune having been infected and recovered that's true then there are too few remaining susceptible people to support the kind of outbreak that we're told is now going on so there's a problem I think the PCR test at present is throwing up so many false positives that in fact we're misdiagnosing the cause of the deaths are being reported the number of deaths occurring at the moment is normal for the time of year amazing I mean there when when you read those headlines they say there's no alternative no there's tens of thousands of scientists saying what Eden is saying here you've got this dead wrong this makes no sense we have normal deaths we aren't over the top anymore this virus may very well be gone which if you talk to some people that I know we you know members and things if they're watching CNN and MSNBC they are bracing themselves for the greatest Carnage Of All Times yet great scientists that work for fiser like this guy for their entire lives are saying it's not even there folks this doesn't doesn't exist it's over amazing it's amazing that these two like I've said before it's like two different world worlds we live in two different world now yeah and it shows these presidents have been briefed these leaders have been briefed across the countries they know what's going on with their economy being the contractions and for the second ordered lockdown to happen and even a discussion about a third with no exit strategy we have to we have to uh implore these people to end these these hard lockdowns they're they're totally counterproductive the science shows it now just like Dr Eden has said it's it's false positives on tests and no transparency like that clip then be sure to check out that's it chairman that is it for the videos and again no one is on the WebEx so so nobody's on WebEx and there's no emails to read into the record so with that that uh now concludes public comment portion of the meeting and we will uh

move to the consent agenda we have a a couple of time certains starting at 11: don't know if you wanted to get to the time certains we have time certains at 11 11:15 11:30 and I believe 11:45 Mr chair if we need to we can push off the 11:30 11:45 until after the public hearings but the health department is ready to go and that would be the first time certain one they're ready to go on which one is it R 105 the 11: a.m. time certain Mr here okay go and do that before we take up the consent items good morning commissioner this is Micha for Department of Health 10841 Little Road uh I'm here to give our monthly update on the status of covid-19 um I believe and I also have Dr LaVine that's be speaking from the US of Public Health at the end of the presentation about our consensus document next slide uh just some observations about our current data as of this morning we've had 16544 positive cases uh something that's a little bit startling is is that 95% of those total cases 1578 have happened in the last 7 days so we are seeing a spike in numbers and I'll show that a little bit later we had 3.15% of the population has been known to be infected we know there's more than that and less than 0.058% of the population has uh has passed uh a startling number that you'll see also is is that our rolling 7-Day average of cases is up to 207 when I stood Before You in September we were looking at 29 cases a day so we're up to 207 cases and this represent 100% increase since the last time I came before you our 14 rolling day average is up from almost 5% to almost 10% so we've seen a similar doubling in numbers in positivity rate as well the next slide this is a report that many of you see I like to show it because uh a couple things it gives you kind of a daily count over the last two weeks of where our numbers have been it also gives you identification of it's a little hard to see but our average age of cases has stayed pretty um level about 45 is the average age we did not see that uh decrease when we had schools opening up we do have 305 C uh deaths so far during the covid and we have seen a slight increasing in our deaths over the last uh three weeks the next slide I like to show this slide because uh it tells you how many tests were being done each day it gives you relativity and that's where we get our positivity rate um Bay care and the county paramedics have been a great partner in identifying our drive-thru I hope most of you all know that uh this year's drive-thru we test from 8:00 to 11:00 in the morning and um we are starting to see 300 tests a day uh that was uh up from 30 to 40 a day back in September so more positivity more people getting tested uh more demand for testing the next slide is is probably the most startling slide that I'll show

I know it's a little busy I think you'll have it there as well um this slide is is indicates that the the first blue lines are the daily count the red line or orange line is our 7-Day rolling average the line that keeps going up is a cumulative number of cases and then uh on the the vertical lines are specific points in time where for example uh the mass coordinates in late June uh we had in place uh going through school openings to Veterans Day to Thanksgiving the little dip in uh right after Thanksgiving really we believe that was because a lot of people didn't go get tested during Thanksgiving and so now we're seeing that Spike afterwards um this is a true indication that now we're at a point where I know many of us were concerned back in late June early July about our cases and then a percent positive we're surpassing that now if you notice in the first part of the slide we had a steep increase in cases we went from um eight or 10 to almost 300 in a matter of two weeks 3 weeks in the case that we're in now and the increase we're seeing now we're seeing rather than a steep increase a steady incline over the last two months next slide this is a 7-Day rolling average this is the percent positive of the number of cases as you can see we continue to uh our case positiv it rate is not equal to what we had during the spike but it has been consistently above 10% the problem is is that we're having not problem the indication is more people are being tested and therefore we're getting more numbers up to 207 cases a day the next slide is really a smoothing out of those numbers it's the same numbers but running over a 14-day average instead of a 7-Day average it takes out the spikes and uh as you can see uh the number of cases over our 14-day rolling average is is above what we had during the spike uh next slide I know schools were something that I reported out last time so far we've had 640 students that tested positive with 258 uh faculty and staff at the school system for almost 900 cases in total uh the number that's a little more staggering is that we've had 9400 students and exposed which means they've been sent home and uh quarantined over that period of time and 816 uh exposed uh at the school the school I will mention is uh continuing to wear the mask uh ordinance or following their mask which is separate as a um attorney mentioned that they have their own ordinance or their own guidelines and it is working we are seeing very limited transmission within the school system it's really when the kids go home to the parents and and activities uh after school the next slide uh I presented this back in in September and we talked about in fact that's one of the topics we're going to end with about the mask ordinance and when could we lift the mask ordinance back in September when we were looking at 29 cases per day that was considered a very low case rate and where we would consider having uh the mask ordinance

removed however we've gone in the wrong direction and each of those dates you can see where we're at it should be 207 instead of 20 uh two cases per day but we're now in the environment where we have uh considered a high case rate and um and no end in sight at the moment next slide uh I CDC came out with some guidance uh last week and we have been following their guidance of 14-day quarantine uh that's the highest R risk reduction if we follow a close contact someone that is tested positive and those close contacts household contacts family contacts uh social contacts it's recommended they follow 14-day quarantine and that's daily monitoring of symptoms and following the CDC guidance that CDC guidance is still in place for long-term care facilities and people who work at long-term care facilities uh the 10-day quarantine that just came out means that those that were originally in the 14-day quarantine will now beginning at a um a 10 quarantine they're reducing that by 4 days but reducing that by 4 days is not without risk uh if you reduce it to 14 days then you have a 1 to 10% risk potential in other words you have a 1 to 10% I know that's a pretty broad range of somebody uh coming down with uh covid after that day 10 again this is CDC guidance coming to us and that we're applying to the general public the last and probably the most troubling is the 7-Day quarantine for close contacts we with that uh um effort it is a between a five and 12% risk potential what happens is that at day six at the end of day six you can go get a test a PCR test specifically if your t p PCR test is negative on day six then we can uh take you off quarantine on day seven the problem with that is that uh as many of you probably most everybody here has been tested you don't get your your test results back in 24 to 48 hours as we've seen this surge across the state test results are taking longer to get back so even if you went in at 6 day you may end up on day 10 before you even get your results back and so testing may not be the best answer um but that is an option out there uh that that the concern I have honestly is that uh we're we're getting to the maximum of our ability to test people currently to diagnose people with covid to now have literally in the school system thousands of kids that are wanting to get tested out that will flood our our system as far as being able to test uh next slide um Pasco County has the highest positivity rate in the region and at this month at this rate if we double at 200 cases a day we could double our total cases from 16,000 to 32,000 in the next 3 months if we don't do anything else uh that's startling that means 400 cases a day instead of 200 cases a day we're not seeing any indicators that these rates will slow until vaccine is widely available in the spring and I'll talk a little about vaccine in a moment uh recommendation at this point is to continue the emphasis of importance of social distancing hand

hygiene and face covering I know that kind of falls on uh covid fatigue and people are just over it by this point I know that antidot when we spoke to people at Thanksgiving time people did lessen the number of people they had at Thanksgiving and and we're thankful for that but the Christmas holidays is another time when people get together and we're very concerned that we will uh we will see an increase in those numbers as well the next slide vaccine I know many of you have heard about the status of vaccine fiser has theirs they've applied for FDA approval that's a twood day dose system with uh 21 doses days between it's difficult to manage with with its Ultra cold chain uh some of our hospitals are working through that process right now madna has a two shot as well it's 28 days and that doesn't require the ultra cold astrazenica and Johnson Johnson are still in the process of getting approval but that is in the pipeline and a lot to still to be determined on the vaccine status there the next slide um vaccine planning uh and it's been planning um the governor came out last week and said his priority was going to be at long-term care facilities and we are working with the governor's office the the state Dem and uh Andy fossil with the County EM to determine how we're going to be able to vaccinate our long-term care facilities uh as you can see we've got others that are going to be on that list that priority list um as one knows that there is limited vaccine so we don't have the ability to give out as much as everybody wants we want to continue to encourage people to get the vaccine when it becomes available uh the phase two is at um at risk the 65 and older group congregate livings uh educational settings and and then the general population um I wish I had more information about it right now but because of the questions about which vaccine if it's Ultra cold it takes a different logistical setup than if it's just cold storage so we are working to um to with the state and local governments on trying to determine how we would do that uh the last slide uh face coverings uh I stood before you uh the last two meetings in September the good old days when we were at 29 cases a day and we were talking about well what point would we like to consider no longer requiring face masks uh I told you that I would go back to the region P Hillsboro County and the medical community in the region and come up with a consensus of how we would approach this from Regional standpoint I'm very proud and and happy I think Dr LaVine is on the on the she's on WebEx uh she's a professor uh of Public Health practice in Family Medicine at the University of South Florida uh she has a wealth of experience at the state and local level Dr lene is a retired family physician with 16 years of medical practice

experience who also received a master's of public health degree from John Hopkins Bloomberg School of Public Health she was the top State Health official in Virginia as the Commissioner of Health for four years of her 16-year tenure as a commissioner she held the emergency response during the H1N1 zika and Ebola outbreaks this gives her a unique perspective on public health epidemics and policy associated with control of infectious diseases she's a member of our review team and she'll I've asked her to be on the call to uh to talk a little bit about what that document that I believe do they have that or is that we'll put up on the screen we'll put on the screen okay and so we'll have those benchmarks come up okay and with that uh Dr LaVine are you on the call good morning can you hear me yes we can thank you okay uh thank you Mr Napier good morning board chair members of the Board of Commissioners uh thank you for the opportunity to speak to you I'm not here individually I'm actually here as a representative of a pretty significant group of a local and Regional Health and Medical experts and academics uh who have come together to try to support the difficult work you're doing let me just say thank you for all your efforts during this unprecedented time they no shortage of opinions as as you've heard and so we've tried to work to uh look at the facts and provide you with some guidance about this issue of uh mask mandates and when it might be reasonable to consider releasing the mandates uh the mandates are really just one part of a multi-level effort to try to protect ourselves while we're waiting for definitive medical therapy and a vaccine uh so there are face masks are important and actually from the time that we put this together till today there's only increasing evidence of their effectiveness uh there's a recent publication from the CDC that looks at the scientific evidence I'd like to share that with you through Mr Napier because that came out after our work as a collaborative uh the document that you I guess will receive identifies the list of individuals who represent all of the Health Care Systems in the region these are the medical leaders uh including uh in addition to the major medical centers we also have representation from the VA and mafit uh Cancer Center uh and then obviously the public health leaders and then other academic leaders myself included including the dean of Public Health doc uh Dr Donna Peterson so let me just explain that um we were asked to give you some guidance about thresholds below which it would be appropriate to consider releasing the Mandate and we had some uh really intense discussion about this because there really isn't any one or two metrics that tell the whole story you know as well as I do this is a very complex issue uh but we worked hard and we came to a an agreement that we think makes some sense based on practicality and so what you see in front of you are really two metrics that you're already looking at Mr Napier's been presenting

those to you uh and they represent the number of new cases and also the test positivity the number of new cases is populationbased so it's per per 100,000 I believe currently we're uh somewhere in the neighborhood of about 40 plus uh new cases per day per 100,000 population in Pasco and we're talking about a lower threshold of about three per 100,000 which for Pasco would be about 14 new cases a day that would put us back to where we were before the summer Spike uh and then also for test positivity you heard that we're approaching if not exceeding 10% right now in Pasa so um we looking at the literature through CDC World Health Organization and others and we've referenced this in the document in the guidance document that a reasonable percentage to consider releasing this would be about 3% positivity rate again would put us back to uh where we were before the spike in the summer uh these are uh recommended thresholds at which to consider but they really aren't the whole story because obviously looking at uh hospitalizations Hospital capacity uh for example right now with the current Spike uh I was just looking at hospital capacity and we've seen uh really a doubling of individuals now in the hospitals uh the hospitals are stretched uh we don't want them to be like what we're seeing in the rest of the country uh and this morning for example Tampa General which has a huge number of ICU beds compared to others was reporting no available ICU bit so this is really a very significant time and it does require concerted effort and it's I applaud you for taking a regional approach because that's what's really needed in a pandemic and so these two uh metrics here are meant to be guidance for you and I'm happy to answer any questions but again thank you for all your efforts and Mr Napier thank you for asking me to report on behalf of this collaborative group are there any questions Mr chairman just one thing and and I want to I appreciate the doctor being on here with us today and I Mr nap and I were talking last week and and and uh obviously about um her expertise and and uh we're happy to have her here and I think that's one of the things some of the questions and the emails we've received from some people and you've seen them come and speak to us during the morning and show videos um well we have have a physician here that's stating you know why we should be doing certain things and why we should continue doing certain things and they ask well you know you you're us as a collective group aren't Physicians and I've said that many of times we should be listening to The Physicians and here we have it right here in front of us so that's what I want to remind people that's what we're doing here and we continue to do as a board is listen to the actual medical experts we aren't just elected officials that are doing things just because we want to do them and uh so it's important to listen to the doctor and obviously Mr nerre and other health officials this is what they do for a

living you it's not what we do for a living we supposed to listen to recommendations science-based medically based recommendations and I think that's what we've we've done and I appreciate again you being here today um to show the folks that did have those questions that this is where it's coming from right thank you any other questions M chairman Jack Mariano yes sir thank you um I'd like to say Mike nice presentation and thank you for helping me and my wife get tested the other day and as well as my daughter and her fiance um those you have heard the test did come back positive um and fortunately for me I have had like minimal symptoms my highest temperature was like 991 I had some pain in my back which is from I think just from regular back problems that I have took some Aspirin I haven't had any symptoms since that are just nothing normal so for me this this virus is is a Min minimal effect now my dad his girlfriend both have it as well uh they been Thanksgiving with us and they had it before but uh their doctor prescribed to or recommended to them to take zinc uh vitamin C and vitamin D um they're not sick enough to go into the hospital matter of fact the doctor yesterday even though my dad was just kind of laying down for the most part says no he's just he's got to go drink fluids uh get up and eat and and take care of himself so they wouldn't give him any medicine they wouldn't give me any medicine uh not even a zpac when I did a test with the clinic as well as talking to my doctor so my symptoms I can say are real good I'm in I'm very good shape but I am you know very concerned how this you know obviously can affect other people uh Dr line if I could ask you a question before I get into a suggestion I have later um we saw three videos that stuck out in my mind that I've seen and heard and and I love when experts look at these things so I want to get your take on it but did you see all all the videos that we had at public comment I did okay so when I saw the video with the gentleman having the cig cigar and showing the mass and the smoke going thre it around the mask would you comment what you saw with that video is what you thought about that sure uh actually a number of uh universities have done actually similar experiments and controlled settings to what he was trying to show for us and I think one thing people should keep in mind that um The Masks aren't designed to be perfect barriers they and in terms of how it uh helps other people they minimize the projection of those respiratory droplets in the aerosols and as he's right aerosols can travel further um but they do make a difference in terms of how far that goes uh particularly in outdoor settings in indoor settings it's a little different that's why we're more concerned but there's also um protection coming in and a lot of that protection as well as the protection going out depends on the fit the level of fit so wearing an appropriately Le layered mask preferably a multi-layered cotton mask and having an adequate fit uh is really

important and I think that's what he was demonstrating uh but there's no question and again I I want you uh to have the information that I have that we can diminish the projection of those particles which helps other people and we can also protect ourselves and then we have lots of evidence about the fact that people who were sick maybe didn't appreciate that they were sick but still providing Services uh and who had clients who were wearing masks uh when the individuals who were sick wore masks the clients wore masks they actually prevented each other from picking up the virus so uh there there are lots of good examples uh that are rigorous enough that uh makes all of us in the healthc care Arena feel comfortable that these recommendations are important and my colleague who does lots of modeling at USF has demonstrated that based on the models thanks to all of your efforts uh and those of the other local governments we've probably prevented somewhere in the neighborhood of one and a half million cases um since July uh that's an estimate it's a model but just to give you some sense that these things really have made a difference it could have been a lot worse and you still have a lot of work to do quite frankly yeah okay and and we and I agree with you that these aren foolproof they M do but they they do have you know the limitations as well when you saw the MIT doctor talk about having these masks where it's kind of like having trying to put a chain League fence to prevent a mosquito it kind of highlights the same point but again projectiles ETA does what did you think about the OSHA experts who were talking about it so I I know what they're talking about um we do in the healthcare Arena we do fit testing with n95s for example because we want to make sure that healthcare providers who are putting themselves at risk for infectious disease have the best protection and and there is a fit testing for n95 so you you need to make sure it actually fits your face that you have appropriate fitting uh and we don't recommend n95s for the general P public uh the reason that we recommend cloth coverings is for a number of reasons when they they provide adequate protection they're not perfect they don't need to be like n95s if if you ever wor in 95 you realize how difficult it is and again hats off to healthcare workers or we're doing that day in and day out but we're looking for adequate protection and we also uh allow adequate ventilation to um counter all of the concerns about adequate oxygenation so OSHA is for um is for assuring that the workplace is safe and we're really talking about being out in public we're not looking necessarily at work uh Workforce places so I don't expect OSHA would be talking about General Public Health measures they'll be looking at this in workplace settings again I greatly appreciate your being here to see all that because obviously we we do want to get all the information we can as far as we we keep on going on and and alerting our citizens to everything everything we

possibly what they can do to protect themselves so let me let me just tell you my experience so with my doctor I even talked to him this morning uh talked to our clinical doctor as well and when I first got tested um didn't know what I didn't know wasn't for a covid test just a just a regular uh interview and they says well you don't have any symptoms so just you know drink some fluids and let this thing pass through uh usually she'll give me a zpack uh and I'll take that and I'll be fine with the with the flu but she says I don't even think you got that so just kind of like stay tuned after that I found out my dad had it got tested on Friday uh Saturday got the results so my own doctor says take zinc uh vitamin C and vitamin D uh and we've got got that in the house for everybody uh for my wife and myself uh we got some for them and uh we think it's a a good thing and then my again with my dad I was a little concerned about him and he says look he's healthy just let him keep doing that drink the fluids Etc and and he'll he'll let let it run its course a bit before you do anything knowing that the hospitals are are very full U and we don't want to bring people to the hospitals to come in uh I've got an idea that occurred to me today and I actually talked to Mike nap about it and I've actually floated up to the state where uh do you think it's a good idea that we should maybe take a look at the region Etc even Nationwide coming up that we should look at maybe we should start really pushing out zinc C vitamin C vitamin D and getting people to take that as preventive medicine so at least if they do get it they'll uh be in better shape for it or maybe even they could even push the the disease back from any effects it might have do do you think it's something we should take a look at or your group could take a look at to to try to make a proced f for the future yeah we we'd be happy to take a look at it and there's been some work to look particularly around vitamin D and some evidence that that could help but let me give you some perspective here because underlying uh through studies that have been done in the past we we know that generally particularly in the United States and other developed countries we our diet does not necessarily provide us with adequate uh vitamins and and so I think before we do that I really would encourage encourage people to review their diets and think about a a more holistic approach to their diets to assure that they're getting because all the things you mentioned can be um obtained through good nutrition and so I I've been talking a lot through the media to to the public and saying you know going into this season with potential for flu we really need to be at T healthy as possible so obviously getting rest exercising dealing with your stress but also a good nutrition nutritional approach is really in a holistic nutrition is really critical so everything you just mentioned could all already be uh obtained by making sure that you're uh eating well and I would

push that first before taking supplements because the the proof on supplements isn't 100% there's a lot of opinion on that uh and there is some evidence around vitamin D but I think it has more to do with the fact that we're all a little bit vitamin D deficient to begin with even in Florida personally we we eat very balanced meals we lead a lot of organic food we we I think we eat well but at the same time if if something we could do to others that may not be able to do that especially some of our our folks uh that don't have the facilities for that if we could make it available and I would even look at using our car's money that we have to actually go Supply this for you know our our children our seniors Etc just to give them that extra protection level to try to minimize what might happen um if you work with us on that that'd be fantastic yeah yeah I appreciate that and I'm I'm sorry to hear about your diagnosis but I'm glad you're doing well and I do think uh I do think those approaches are worth some thought but like everything else you know just like with masks we have to be very careful when we uh make recommendations for the general public you know and we do take that seriously and I know people have lots of opinions about that so I think the important thing is to make sure the evidence supports uh those approaches and in the meantime I would tell people uh really do your best to take in a a full holistic nutritional approach to being well well thank you very much I greatly appreciate it you're welcome thank you any other questions from the board commissioner chairman oh excuse me I think it's very important that they mention that Tampa General has no ICU beds and Tampa General is a recommended hospital for specific high-risk patients so I think it's a very important that this population and others to help this population take in the considerations to take all the necessary precautions to help them and saying that how are the vacancies in the other icus in the surrounding areas are there other hospitals with a plethora of ICU beds or are we limited on those beds uh I don't have today's numbers yesterday we had 123 individuals that were in the ICU beds um 127 is the highest I've seen and when I talked to uh Chief reardan who is the fire rescue paramedics delivers people from to the hospitals they're not on standby uh I believe Zephyr Hills Advent house zepher hills was at a point where because they were dealing with some clients coming out of prison and they had an outbreak there but I'm not aware of any hospitals that are at St are at um Bypass or at capacity at this point I don't know you have anything different yeah I was just wondering about the availability are there a lot of availabilities if we do have a spike and they do need the beds two weeks ago and the numbers are about the same now based on the bed availability we had a 14% capacity is what we had two weeks ago I don't know what it is today but I know that two

weeks ago they gave me the number of 14% And again bed capaity is dependent on the when they do uh um uh voluntary surgeries where where they don't need to have to necessarily it's something they can put off if they if the hospital start to see a surge then they can and put off elective elective Sur to say then they um they can put those off to make more bed availability for the ICU beds okay thank you all right thank you all right any other questions thank you commissioner thank you you chairman we have one additional um time certain it was for 11:15 it's the project Thunder and I did see them in the audience if you'd like to okay take that good morning Mr chairman and Commissioners my name is David angel I'm with the office of economic growth the item before you today is an economic development agreement for confidential project Thunder is for job creation and economic incentives the company that'll be uh coming to Pasco County is Santander Consumer us a their parent company Santander Bank headquartered in Boston has 9,700 employees uh Mr Cronin will be speaking to you about the uh exciting components of this project and we have six guests before you today Mr Ernie oazo he's the senior vice president for program management with Santander Consumer USA Miss Kim Moore she's our senior managing director she was the site consultant she's with new Mark Knight Frank and Mr Bill Cronin is here president and Co CEO of the Pasco EDC and on Bill's team accompanying him is Mike Bishop Tom Ryan and Lauren melli so at that uh I'd like to introduce Mr Bill Cronin thank you welcome thank you good morning Commissioners and good morning County staff and citizens of Pasco County uh it is another great day here in Pasco County and as many of you know uh since about 2016 we've had a very difficult time in explaining why we have this big box building right at the entrance of our County uh at Sun Coast in State Road 54 uh the Super Target has remained empty for four years despite our Healthy Growth well I'm happy to say because of the specialized need of that building and the specialized use we do have a special company that is taking that building and as David Engle mentioned that company is Santander Consumer USA project thunder came to us several months ago and it was a national site selection search conducted by new Mark Knight Franks Kim Moore who is with us from the Dallas office the goal was to locate a modern and efficient site that could accommodate future expansions and this site was not just a building search but it was also a search for sustainable Talent pipeline in a community with great livability our labor force was so important because I'm happy to say that not only is Santander Consumer USA investing 22 million do in Pasco County and not only are they upgrading and redeveloping one of our most prominent and visi visible buildings they're also going to be employing over 875 jobs here in Pasco County and not only will these 875 jobs

the annual Statewide competition recognizing outstanding Florida tourism marketing um these are open to all tourism tourism related businesses as well as um counties and municipalities so a huge congratulations to the Florida sports for Coast team for all they did and I don't know why I can't say that word today but for some reason it's just not coming out um something else I think we all know is we want to welcome the Toronto Raptors to Pasco County if you're not aware Toronto Raptors are actually doing their training camp at St Leo University um because of Co related restrictions in Canada they're actually going to play their season in Tampa um we are doing their training camp or hosting their tra training camp here in pasum County at at St Leo University Unity um beautiful campus I know we're thrilled to have them here they're thrilled to be there um I think amily arena is actually where going to be playing their season and something funny the Toronto mayor actually um John Tori said there are raptors in Tampa Bay shouldn't get any ideas in in that regard to keeping them here so um to the mayor of Toronto um I don't know if they're going to come back when they come to Florida they might actually want to stay here I mean Canada is beautiful but it's cold this time of year yeah and who wants those high taxes you have to pay in Canada they're not going to let them back in once they come out so so you know they may uh we may entice them to stay here for good I think that really I had one more thing um but I think uh due to the time we I can bring that up another time it was just about um another hockey um event that's coming up um in December um if you want to cover now next meeting is going to be in January well real quick I'll just let me yeah Premier Hockey League announced that pasel County would be their hub for the upcoming season this is really really huge they're going to be staying at Saddlebrook and playing their games and practicing at Advent Health Center Ice um the usph L is a Junior Hockey League some of the top youth hockey players North America are going to be here between 6 and N weeks actually starting in January I think some of them will start coming in December but January is we they're going to start practicing and playing um so we're going to have a number of coaches staff and teams that are going to be spending a lot a lot of time here in Paso County we're turning into this is called the Hub but we're turning into the hub for for for ice hockey here in Pascal County moving forward um T Bay is a great area for especially Pasco County so thank you all okay commiss sty 12 okay it's 12:00 we're going to go outside and have that and break for lunch come back at 1:30
