14:09about what's going on in the county and and that we're doing a lot of good things here with the board and we don't do it by ourselves we do it as a group and you know as well as i do that this board is i've always said this board comes together we come from different walks of life we meet here we discuss the items here and then more than not we eventually vote together and i think that's cured a lot of weight in our county and i think our citizens realize that we're working together and i think they're very appreciative of us doing that and and working things out so i know it's uh we can't please everybody but uh in large part i think we're doing a lot of great things for our county and and our citizens a lot of those things are citizens asking for those things to services and things that they need that they haven't gotten in the past but with the growth and the expansion we've had it's very very much needed by our citizens and i think we're meeting their needs and i think it's very important we continue that so thank you thank you congratulations welcome back commissioner starkey um yes i'd also like to thank um the citizens of pasco county for re-electing me to my third term very excited about the work that we're doing as well on the county commission and i think these next four years are just going to be [Music] outstanding years for pasco county we have so much going for us and now now that um you know our development our good developments on a roll i think in the next four years we'll see some really good redevelopment starting to happen and i think that'll be so good um for some of the older parts of the county so uh that's probably gonna be a lot of my focus in the next four years is lifting up the the older parts of the game so i'm excited to get to work well thank you commissioner stark and welcome back commissioner fitzpatrick welcome good morning [Music] um i would like to say thank you and i'm honored to have the opportunity today to serve pasco county as county commissioner district four and i am looking forward to working with everyone in pasco county and with my board thank you thank you and welcome welcome commissioner mariano hi thank you mr chairman um i want to say it has been a tremendous honor to serve the citizens of pasco for four terms i'm very excited
16:35about this fifth term i think the way this board operates together works together discusses things through uh i can't tell you how proud i am that we're getting things done like never before and these next four years i think are going to be even better and i do want to thank the citizens of pascal county for taking a look at you know our all our commissioners here and making a great choice uh greatly appreciate they and appreciate the honor to serve thank you commission mariano and before i pass the gavel i just want to obviously congratulate everybody and it's been an exciting year it's been a year that um obviously none of us expected um but it's been an honor to serve as your chairman once again um again given the circumstances with the pandemic um i think we've uh we've had it overcome quite a few things quite a few challenges but as always you know we prosper here in pasco county and we will continue to do so um but you know we have an awesome staff and and i want to obviously you know as chair as you know um those of you who serve this chair you depend on the county attorney's office um i have mr stein schneider on speed dial but uh your you and your team are very much appreciative and obviously thank you for your guidance throughout the year amazing team and thank you to dan biles and his his entire team i mean we're again we'll continue to do great things in the county and again i want to thank each and every one of you for reporting your trust not in me but in this entire board and we're going to have like commissioner starkey said um another great for you maybe two years from some of us we'll see how things go in the future right so with that i'm what i'm going to do now is we every year we do would call for there's a home reorganization and with that what i do is i pass the gavel as chair to the clerk and we will do roll call right now okay that sounds good all right district one commissioner oakley here district coup due commissioner moore here district 3 commissioner starkey here district 4 commissioner fitzpatrick here district 5 commissioner mariano here okay so with that i'm going to pass the gavel and you have your script ready or wrong yeah so at this time i will open nominations for the chair of the board um yeah go ahead i'm just thinking since we're not all together um that maybe we just wait and do this at our next
19:12meeting is there um i talked to the county attorney and i think there's no rule that says we have to do this today no that's not what i said commissioner what i said was you could suspend your rules require you to do it today but you could suspend by a four a super majority vote you can suspend the rules and could put the election of officers off for one meeting if you wish and then the current officer well the current chair would stay chair vice chair is no longer on the board if that's if you feel more comfortable with that i want to make sure we're all on the same page if you're more comfortable with that and we have everybody in the same room i don't have an issue with that we've never done a split so i just thought well you know commissioner mariano i'm good with that he's okay with that commissioner oakley yep okay well i guess i'll have to call i'm about to call the vote so to suspend the rules the motion would be to suspend the rules to uh to allow the the election of officers to occur at your next regular schedule so that's the motion okay i have a motion i have a second all in favor aye aye all opposed same side motion passes okay well i need to get more prepared now just kidding does that have to be wrong i don't think that does have to be a wrong call right thank you let's do a roll call madam clerk district one commissioner oakley aye district two commissioner moore aye district 3 commissioner starkey aye district 4 commissioner fitzpatrick aye district 5 commissioner mariano hi motion passes 5-0 thank you madam clerk i guess i can sign that big box of papers for you now right we were holding off on that okay okay let me uh get resettled here if you don't mind for one second mr chairman while you're getting settled do you want me to read the county attorney i would love you to do that thank you sir on march 12 2020 the board of county commissioners declared a local state of emergency after the governor issued executive order 2051 declaring a public health emergency and 2052 a state of emergency due to covet 19. the board has chosen to hold its board meetings with a quorum physically present utilizing communications media technology for the public and team members to participate since june of this year a detailed advertisement was run in the tampa bay times indicating the board's intent to conduct a hybrid virtual meeting on september 25th 2020 the governor issued executive order
22:032244 moving the state into phase three of the governor's safe smart step-by-step order large gatherings of over 50 people are still not recommended to congregate in any public place that does not readily allow for appropriate social distancing the state's surgeon general's public health advisory is still in place with regard to maintaining social distancing and avoiding gatherings of more than 10 people the public has afforded an opportunity to make public comments either in writing or by the use of communication technology that has been provided the board adopted resolution 20 182 on june 30th 2020 establishing the procedural rules for hybrid virtual meetings such as the one being held today as with any meeting you take action you are required to take public comment on any propositions pursuant to section 286.0114 florida statutes i'm available for any questions thank you mr steinsteiner um and a reminder before i move on to public comment we have an um addendums there are two item addendums on the consent and one on regular um tour time certain items this afternoon um so let's go ahead and move on with the public comment um now is the time for public comics so this is a given opportunity to comment on any item coming before the board during this public comment section the board also takes public comment on items being placed on their future board agenda another business on their purview due to coca-19 operations and the safeguard the well-being and safety of our citizens and staff today's public comment will be handled differently first we will take public comment from those that are pre-registered for a webex link and are currently in queue after we'll read into the public comments documents powerpoints or videos that have been identified by members of the public to be read out loud plea of the meeting are received and filed finally we'll take public comment from those currently signed up at the kiosk station comments are not to exceed three minutes per person the new format does not waive the request that when you address the board comments are not directed personally against the commissioners or team members but rather directed the issue this provides mutual respect between the board members and the public for webex participants after stating your name and address for the clerk the timer will be activated we'll start a countdown after two minutes one people sound letting you know that only one minute remains after the time is up two beeps will sound indicating that three minutes are up and you should close your

29:24mm-hmm [Music] so [Music] all right thank you for that um do we have anybody do we have any emails that need to be written into the record we have three emails okay well we'll proceed with that before we go to the kiosk thank you madam clerk [Music] are these supposed to be running to the record okay please [Music] and address is 9115 derby lane did the bcc and county admin despite several attempts over the last 45 months to contact you know to ask questions give criticisms about the mask order i've received no response i find this disconnect between local government and citizenry to be of equal concern to the topic at hand however i'm limited to three minutes but please note i believe it to be a due to a lack of concern accountability and not a lack of manpower as you get only about 10 comments to any one post getting on topic how in a time where we know so much about the virus do you continue to push unconstitutional and ineffective measures like a mandatory mass order have you seen the cdc study exhibit a and do you comprehend its findings i'll break it down for the use of mass never rarely always in a 14-day period it shows the same distribution of mass unmasked people who got coveted compared to a control group of people who did not get it meaning the mass were not a relevant factor in contr and contracting the virus local evidence of mass ineffectiveness would be comparing your county our county to others who no longer have or never had a county mandatory mask mandate exhibit b looking at pasco next to brevard and manatee county which are similar to pasco and population and case distribution you can see it is pasco the only county with a mandate who has had the largest increase in the cases in the last month further real world proof though antidote anadoka would be in the restaurants how many mass less people do servers come in contact direct contract with while they are taking orders and bringing food to the table i'd say hundreds per day if a mass may made any difference servers would be disproportionately infected but they're not to conclude though you might think i'm just some selfish jerk with no skin in the game that is not the case i am in constant contact with my 70 year old father immune compromised mother who has cancer and
32:36is in the process of chemo my 99 year old grandmother turns 100 and believe me if mass did anything anything at all i would be the first to wear one and would almost be grateful for the uncons for your unconstitutional overreach of authority however they do nothing in real world applications and evidence reflects that this is just a political con job if i'm wrong then prove it with any real world evidence if you cannot provide any real world proof of its success then i rightfully ask that you repeat repeal the mask order i the hundreds that have signed my petition asking the same exhibit c and all freedom-loving citizens that believe in personal choice responsibility await your response thank you for your time regards gerald all right next one please okay the next email is from mark vita who resides at 11039 link side drive port richie florida three three six six eight dear commissioners i can point out a hundred doctors who claim mass do not prevent the spread of covid19 virus and you can find a hundred doctors who claim the mass do prevent the spread of covid19 from personal experience and talking with my doctors i can positively state that mass do cause a significant increase in blood pressure and body temperature i can tell you about a friend who is deaf in one ear and has a hearing loss in the other he reads lips to be able to communicate he is at a serious disadvantage when anyone has a mask on we can we can talk about people with asthma and copd and how mass do more harm to them than good but instead i'd rather go in a different direction let's talk about freedom my father along with his brother and brother-in-law fought in world war ii one of my uncles never made it back home they went to fight for freedom for them and their families and you and your families what do you think they would say today if they were alive about a forced mask mandate where did our freedoms go some states are not allowing holiday gatherings in private homes some are closing schools and churches when did elected officials get the power to take away an individual's rights i strongly recommend that the mass mandate that was initiated by county administrator biles be reversed and that wearing mass should be up to each individual in closing based on the pasco county population of 554 000 people we had 12 403 or 2.2 percent positive cases we had 259 or 0.04 deaths 0.00 percent deaths think about those numbers a death rate

47:12looks very different to me oh yeah i don't know so i'll just have to wing it um so this is the am skills um contract that we pulled from before and there's a line in there that i would like to strike and that says that we won't we'll be won't be asking for funds in perpetuity and i i i want to strike that um and um so amp skills is moving from uh a place where the school district has has covered us for since our inception to our own building in the next year and we've been contacted by uh tampa bay builders association and the utility depart with lecouche electric and others to help um set up training programs for them and so um i think it is a mistake to put something that says we can never ask for operating funds again so i would just ask that we just keep it at the 125 and um and then see what happens next year but don't put something that hamstrings anyone in perpetuity because what we're doing with workforce training and helping people get great jobs is amazing we're getting noticed nationally and i'd hate to hamstring the only source we have that can um go 100 to operating money when we get grants most of the time it's for um like capital or or or specific things but not not operating so it's not that much money um it it really uh so so we you know we've lowered it to 125 and i so this if if we take that word out we would still be at the 125 and and then we would evaluate it for next year so that's my recommendation and motion do i have any question comments on this item and dave engel is available to speak if he'd like you'd like him to carefully on the roi do you have any questions comments i'd like to hear i mean we were moving away from it so who would answer that the reason we were moving away to where we wouldn't for you would be funding that anymore is there a reason do we think there's uh money's coming from them or to them provides them the funds they need to operate without us good morning david engel office of economic growth just to provide clarity and some information for the board back in fiscal year 19 when we're entertaining a annual funding cycle for ram skills for 175 000 they had requested uh some direction as to where antschills was going with their program and how much uh additional funding was required and fiscal year uh 20 funding cycle for 150 000
50:26uh we have requested that dam schools provide a five-year work program and budget and we included that in the funding cycle from last year and in this year we we updated the budget and for with the fiscal funding cycle of 125 000 which indicates and skills require additional funding based on their own projections for the next three years uh of note though the work program that was submitted by amskills deals exec specifically with mechtronics and machining and they are entertaining now are working with the tampa bay builders associate on a very important trades program so that's the three and genesis of this matter and questions i'd be glad to answer them i i just have one question and then just commissioner maybe you can respond to this or david can i know there was at one point though when we had these discussions previously i think like three years ago that and in their agreement there was a point in time where they were going to stop asking for any accounting funding that was part of their that was part of their agreement so why i mean and i just asked that because you know eventually the i mean it's a great program and everything but um but eventually they were supposed to be something finished yeah so um it's kind of knew that we are having to leave marchman because they're expanding their electrical program and so um we didn't we weren't paying any overhead or any rent there and so taking on a new building which i think will be very advantageous for um amp skills and the southwest pasco county where we have a lot of folks who really need workforce training and um and the move towards uh making an innovation training center that will help other industries as well it's it's going to be a new um you know it's uncharted territory and so i just think that you know i'm okay with the 125 that's in the budget for this year i'm just saying there's no reason to put in perpetuity and if if there's a case for them to be need to ask again next year leave that door and let them ask again it's very um you know we gave we give a lot of money to career source um but what what we do is is different and um and we're helping our citizens get great jobs and again this is the only money that does not have a restriction um that can be used for salaries and and i can tell you um that the team over there works very hard uh tom madano has not had a race since

1:01:47anybody hasn't had time to review that um he spent a lot of a lot of time on that and i would highly advise everybody to review that before this next discussion if you have not had time to review that and he did send that to the city as well and that was done with coordination with the came attorney's office so they they helped him with that okay well great appreciate that yeah great thank you thank you county attorney's office for doing that too moving on r81 r81 mr biles is this yours or no yes sir sally okay chairman good morning commissioner sally sherman assistant county administrator i come before you this morning seeking your confirmation on the appointment of gary joyner as our building and construction services director of administration he will be taking over the role that is currently being held by miss paula baracardo who you later have on the agenda this morning um being considered for director of support services which is in more in line with her personal goals at this moment i'd like to pause and say thank you to paula publicly for all of her support and hard work during this time period mr joyner is a native of pasco county he has over 30 years of work experience he has worked in the role of enhancing the efficiency and service deliveries in the offices that he has worked in and held he's dedicated to fairness and accuracy i'd like to put a pen in those two words and come back to them later he's managed over 200 people he has skills in improving organizational performance and delivering services to not only meet but exceeds customer service expectation this has been done while he build trust inspire confidence and promote accountability on both his staff and himself when i thought about this position and the role that was needed i focus on the mission of this organization and that's serving our community to create a better future moreover i focus on the values that have been identified in the commission's strategic plan which is paramount to me one of the things that really inspired me on a daily basis and those values centered centers around integrity respect service excellence and innovation also when it comes to building and construction services sir board i think of life safety and just for your information from june to october of 2020 building and construction services have issued approximately 47 000 permits of those 47 000 permits they come in at a valuation of 2.5 billion dollars these permits were
1:05:00issued implementing codes and ordinances adopted by you the commission and also adhering to some other local state and federal policies which is paramount and that's where it comes in with accuracy and fairness in service delivery when you hear about building and construction services sometimes we focus on some of the failures and tragedies that's what they report in the newspaper but what they don't focus on are those thousands of structures that are built to standards meeting life safety codes you can't quantify a life when you're dealing with building codes and permitting i have had an opportunity to speak with mr joyner on a number of occasions and i strongly feel that his personal values are totally aligned with the values of this organization and i have um joked with him on occasion saying that you must have been in the meeting that i just completed because the things that he said resonated with what i our administrator mr bao and you as the commissioner want to see in-service delivery when it comes to permitting so again i come to you seeking your confirmation on the appointment of mr gary joyner as our building and construction services director of administration thank you mr sherman questions talk um mr chairman yeah go ahead sir sally i was going to say uh and i want to say sally i think you're doing a phenomenal job as as uh our assistant county administrator that sits over permitting uh it is a difficult job and we've talked many times and you've helped get a lot of things through but we still struggle seem to get them through do you think that this position which i'm okay with the position itself but do you think we should look internally as far as your own department and look even externally as far as any if there's any of the best candidates that may be out there as well commissioner mariano i appreciate your compliment and i also appreciate uh you're bringing that to the forefront i we have considered internally and i'm going to tell you that internally i don't feel that there is a person that will be able to handle the position again based on what i've been able to learn and discern based on looking at mr joner's background in a very unique way asking questions of his current team members and past team members i truly feel he's the candidate for this position matt i'm sorry i apologize yeah i was trying to see if he had a follow-up to that
1:08:07but it doesn't look like so okay um sally commissioner starking yeah and glenn again i'm so glad you're here and um uh i know we have a lot of work to do and and uh you have your hands full and i do think this position is needed but um as i mentioned to the administrator i have a little reservation with this selection just from my own personal interaction um when i found something that wasn't correct and i uh on our uh in his world of property appraising and i brought it to his attention at multiple times and it was never corrected and it was frankly the answer was not that they weren't going to do anything about it and it took doc me talking to dr bellis about it to get get it fixed and it cost this county tens of thousands of dollars and while okay forty fifty 000 maybe isn't a lot of money the um the inaction um of fixing the problem does not sit well with me because you're your department in in that position needs a lot of action and um and so i'm i'm probably not in support so i think we need to maybe keep looking commissioner while i appreciate your comments i would like to say that i'm sure that with the 47 000 permits that we've issued during this past year you're going to find some people who felt that we have not done things as they felt that it should have been done and i ask that you trust me in making sure and i think each of you will attach to the fact that if there's an issue that comes up and you notify me that it is looked into immediately that's my role and that's mr bowell role and i'm certain that uh if there's a concern that arises it'll be handled appropriately i i still go back to the point that it wasn't wasn't my role to um fix it i brought it to the attention of someone in in a leadership position that should have fixed it and i brought it to his attention multiple times and it never got fixed on their end and so that to me is a lack of leadership and i think you need leadership in that position so that's that's where i am and i appreciate it but i'm the role that's going to ensure that it will be addressed and i will guarantee that for your commissioner miss fitzpatrick i was just wondering was this posted and listed publicly so was there any other applications no this was an internal this was a specific hire an internal
1:11:03position hunter okay so and then my other question just was his level of education is he replacing paula so as sherman mentioned paula's moving over to another position that's more in line with her long-term career goals and we are supportive of that and that's coming up in a couple items so this this is a position to that that is nbcs to run the department in the key experience that mr joyner brings is this customer service expertise in running government customer service operations and that is what we need you know 85 percent of our permits are not the standard home builder they're not the commercial developer they're the one offs if you will and so that is where we need to focus our customer service operation and that's that's what we need to do and you know again this isn't an operational issue we are hiring somebody to fill an operational role which is what you really hired me to do and so that is kind of what we're doing here we have a comparison between the two and i'm just looking i know i'm new with this but looking at paula's salary of 105 000 and then having someone replace her for twenty thousand more it just it's it's what the market will bear for those two positions you know they're that both positions have different level of expertise a different level of responsibility and so that's kind of where we and how we define the salary requirements of those positions right but if he is replacing paul's position commissioner fitzpatrick i apologize i'm doing to do this to you real quick but um you're getting feedback which is we're not i don't think the public can hear you um thank you thanks for fixing that and i apologize but i wanted to make sure everybody could hear you clearly i was just i don't remember where i was at all right um that's okay i was just asking if paula was making 105 000 and mr joyner was going to come in and replace her why is he getting paid 125 000 so it just doesn't look i don't know that paul was only in there as an interim fill while we went through this process waiting on mr joyner to become available and then being able to fit in the role so that was an interim position for a short duration with the idea that we would then be moving her into a position that is more in line with her long-term career goals which is what we're doing today and then eventually young so you felt she was qualified to do that position but she wasn't getting short and then on a short term basis on
1:13:53an interim basis i'm just looking at the pay scale difference from male to female doing the same job one was doing it i remember i i understand your concern was an interim basis in you know the 105 is actually based on the criteria and duties and skills of the one she's moving into not the one she's leaving and that's a that would be a permanent salary she had a temporary boost while she's in their interim following our paid policy in hr and so that we were following the policy with her when we went out to hire mr joyner we are working on what the market would bear for that position and that is what we are hiring him at okay thank you commissioner thank you commissioners i um i appreciate ms sherman's uh value in this position and and her choice of gary joyner feeling that i have i believe that that probably is the right decision at this point i have a little reservation because of some of the things that happen with some of our owners and developers of properties that are going to be developing and coming to your office in the future that i want to make sure that there's no issues caused by what he's done in the past as a property appraiser to affect those people coming forward with new projects new developments coming coming forward and so i have all the confidence in the world and mr biles choice of this position and and following through with it and i know that if there's conflicts and things that will affect that position and affect us as a county i would feel assured that you would take care of that right away and we wouldn't have that issue so with that i do give you my support and i uh make a motion we accept so i have a motion on the table to accept i do have one question though so i haven't had a chance to have a discussion yet um this is just this is general um you know typically a position because this question was just raised um i think either commissioner fitzpatrick or i think with commissioner fispage to raise it um typically on director level positions from my memory um unless it's an internal promotion they're always publicized i don't remember one time when we did not publicize an opening unless it was an internal promotion commissioner i can answer that one you know in general we would and this one i felt uh with miss sherman that you know there was a talented individual out there that was specifically
1:16:43had the skills and experience necessary to do the job that was already effectively a pasco county employee as a property appraiser and it just made sense to just go directly to him and not go through the process when i already knew who we thought we needed to hire and and so we didn't want to anytime you go that process you put other people through time and effort to get through that when and if you already know who you think you want to hire then it probably makes sense just to go straight to to the end result and you know i kind of go by the amount you know when there is talent available that is that would make sense for the county or for whoever i'm working for i want to try to accumulate that talent and that's part of what we try to do here at this point also chair one of the things that you and the commission have passed with the division is the improvements that you want to see with regard to customer service and i feel that this is the most efficient way to continue to advance those improvements in a timely manner so that we can get to where you want to be with customer service delivery in the branch commissioner fitzpatrick has a question can we postpone this to be an agenda item until next month and open it up so it's publicized so we make sure he to confirm that he is the best person for the position i i would prefer not i mean the board obviously can do it and direct us what the board wants to do i i will go back to you know the hiring and firing of the county employees is an operational decision that you know we bring the directors and above to the board for confirmation right mr chairman just let me go but to her to answer your question yes you have the ability to do it yes you do okay i want to make sure you understand that thank you there's a preference but you as a commissioner do you have the ability to continue an item if so see fit commissioner mariano i would say and and kind of uh talking with listening to commissioner starkey bringing up a customer service point i will tell you the people at the lynx golf course when they found out which they didn't know kind of surprised all of us including myself that the agricultural exemption was granted there uh i know that people tried to reach out to him to get him to come meet with him to some degree and i don't know that that happened from what i understand it didn't happen uh and when we're going to be in that position we need responsive uh action right off the bat and back to christina commissioner point as far as going out on the market i think there's a lot of people out

1:22:11this position at the board's direction will now be advertised and um they'll be brought back to us after that's advertised okay i guess i don't see any knotting heads but i assume that's what's going on that's what i heard okay okay directions been given r82 r82 eternal services mr breitenbach morning mr chairman uh ladies and gentlemen of the board r82 is a recommendation to approve the award of the lobbying as it was eric breitenbach assistant county administrator internal services r82 is a recommendation to approve the award of a lobbying services contract to corcoran associates on your monday 21 september meeting the board requested that we solicit for an outside lobbyist to work with our internal governmental affairs staff on pasco county focused issue issues that process is complete a four member commit committee evaluated the responses that we received we did receive three responses to our solicitation they were corcoran partners sean foster llc doing business as sunrise consulting group and shoemaker advisors of florida after the four-member committee met and evaluated all the proposals they scored the corcoran partners proposal as the highest and with that purchasing recommends the approval of the award to the contract to corcoran partners in the annual not to exceed amount of 60 000 per year for fiscal year 2021 for a one-year term with up to three one-year renewal options and also to designate recommend designating the county administrator the authority to renew the annual renewal options as needed up to the annual amount uh not to exceed amount designated and standing by for questions from members of the board mr chairman um commissioner starkey so i'm not happy with the way this was done when we picked our last lobbyist we had presentations and the board selected the lobbyist and and so i'm not comfortable with the way this went down and i would like to make a motion that we do not pick a lobbyist today but we ask for um presentations at our next board meeting and at that board meeting select the lobbyist okay i have a motion on the floor a discussion i can say all right so there's a second on that okay okay any discussion uh commission mariano yeah um and i think they're matter of fact the state elector's getting sworn in today uh so they're starting their committee meets right away mr stark are you comfortable if we we're going to miss a couple of weeks you're

1:36:30excellent congratulations again so we have a walk on i'm gonna i need a motion to hear that don't worry let me see here on the end of the no you're on the emotions it is on the denim okay great um are147 and i think i'm gonna pass that to commissioner starkey aren't i yes and um let's see if we can get this zoom thing working um um today we get a proclamation it is manufacturing month apprenticeship month one of those two and um um so we have a special award this morning and can we can we get that up please and you know because we can't have the public in our uh boardrooms we um are uh doing this virtually and i see peter brzezinski's there they are there you go um so there is uh peter brzezinski is that that bar or where you work i'm at the uh starkey ranch huh no this is my [Laughter] i'm working from home today actually so that's the rest of the crew over there hey hey so um i think tom is ready to go and tom can you uh explain uh what we're doing this morning real quick yes are you able to hear me okay yes yes all right well good morning my name is tom madonna i'm the ceo of am skills manufacturing training and apprenticeships i want to first thank the pasco county commissioners for your support of am skills and for recognizing national apprenticeship week as we celebrate apprenticeships around the country we also would like to recognize someone who has recently finished his amb skills apprenticeship here at farmer works in pasco county justin beau who's here at the head of the table is one of our first high school students who started with the am skills in 2015. justin attended an engineering a program when he learned about the am skills program and he attended after school during his junior and senior year and upon graduation he knew he wanted to go into manufacturing and just helped him to secure a job at a local manufacturer however they did not have an apprenticeship program so after a year working there he requested a transfer and it was at that time that justin interviewed with peter berzinski who was president of farmer works at that time throughout the interview peter saw the potential in justin and was impressed with his enthusiasm and work ethic and hired justin on april 16th 2018 as an amp girls apprentice pharma works committed to helping all apprentices and provided justin the opportunity to be a part of all aspects of the company justin was able to move from basic tasks
1:39:34to more detailed tasks precision type tasks and eventually became a part of the setup crew to prepare machines for customer visits during the training of setting up the equipment ingo federal vice president and technical director spent valuable hours and he's behind me i believe back here spent valuable hours teaching justin lifelong skills on setting up equipment troubleshooting equipment involved him in a numeral innumerable tasks that helped him grow in his career the knowledge and experience have had led justin to quickly advance to his current role as service technician currently working with bill suggs service manager who's also here at the age of 22 justin has installed multi-million dollar machines at several key pharma works customer locations across the country including mexico hungary and many cities across the united states in fact justin's work travel schedule um because of that amsgill was not able to present him last year because he received the apprentice of the year award from am skills it was selected by his peers so today justin amskillz wants to congratulate you on your accomplishments by presenting to you your florida department we have jim uh here uh his florida department of education apprenticeship certificate as an industrial mechanic as well as a 500 check in recognition for him as uh amskill's apprentice of the year today we have many people with us uh including ben brauer who's the general manager of pharma works and many of his uh team members here and i want to now introduce peter berzinski vice president of farmworks who wants to say a few final words yeah first of all i just want to say you so much to the county i mean the county has been so extremely supportive of this program that was just been a rolling snowball of development and a lot of unanswered questions and so really appreciate your patience and we know this is a long-term approach to um to really a successful justin is a great example of how apprenticeships work and it's uh it's really great just to see that you know he gets a really great well-rounded foundation with the people that are in the room there there are others that are mentors and um you know that allows him to have opportunities i mean we're able to see the benefit from him immediately and then justin's got a bunch of great uh you know multiple career pathways if he chooses because of that foundation so um you know the investment pays off
1:42:39and we want to be able to show case basically just into students parents educators and industry that this works you know it is it is an effect an extremely effective solution towards growing our future talent pipeline and uh and amp skills is the de facto resource to help support and educate industry and you know in doing our part in providing these apprenticeships so uh we appreciate you know the support of amp skills the county uh everybody that's you know contributed to this young man and uh we just see that it works it's just this is the model for the future for growing growing our talent so it's it's really great recognize um yeah justin and appreciate everybody's help it's been fantastic to see that thank you thank you peter and what a great opportunity that we have a 22 year old pasco county resident who's now traveling the world i mean god just chokes me up i'm so congratulations to all of you and thank and thank you justin for going through our program and again i appreciate the board support of programs like this and the businesses uh peter like yours that step up and um you know we are now one of only two registered apprenticeship programs in the state of florida we were the first so um and it's actually the nation's really looking the nation is really looking to see what we're doing here you know in pascual county it's really impressive to hear that so yeah so thank you everyone thank you thanks tom thank you justin it's just is he is he congratulations justin thank you thank you real quick all right thanks everybody great thank you everybody thank you commissioner starkey okay unless something snuck up on me i think that does it for their regular agenda okay we will go to commissioner items we have 15 minutes so we'll start with commissioner oakley and whoever we did not get to we will go come back to you at the end of the day i have a couple items um first thing i have is um i haven't i've received a letter from thomas dobies yep um with this thanks and appreciation of sally sherman and her building department that she's done such a great job in his i'll repeat it and quoted in his words she is a shining star in our county sally assisted with several issues relating to a crematory project in hudson and so i i personally thank you and thomas uh really feels great about the help you gave him and securing that crematory in the
1:45:32west side of the county so it's very good that you reach out and and touch the lives of the businesses that we need to move things through and actually streamline things to get it done the right way so i appreciate you sally for all that you've done thank you um that i'd like to uh show you a picture i i kept a promise that i said when commissioner wells was leaving that's why he was in georgia he got his deer oh that's funny he's a happy man so um look for good things out of him as a property appraiser in the future so with that that's all i have today thank you commissioner of league commissioner starkey yes um first i uh would like to reappoint andy goetz to the vo ph planning and policy committee so i make that motion i have a motion i need a second second i have a second motion by commissioner second by commissioner oakley madam clerk please call the rule um you know i was going to talk about section 8 housing but i think i'm going to wait on that one um but but suffice it to say that i i'm going to be working with faq and neco to try and change federal rules on section 8 housing vouchers and i'm not going to go into more detail right now because they ask me not to i'm just remembering that but something's wrong there and i'm going to try and fix it in the next few years um i did um want to uh talk about the starkey gap dedication i believe we have some photos that are supposed to be up so if we can get those up um i want to thank uh ralph lair and the staff for um putting on um our our starkey gap so trail dedication this was originally scheduled for the spring but because of covid and the inability of state uh workers to travel we postponed it until last week um in this photo if you looked i'm in the middle next to me is steve diaz who's the head of npo for hernando county and he's very big trails guy we have secretary gwen but there's our honorary speaker of the day that's former senate president andy gardner and it's andy who started the program when he was senate president to annually fund on the sun trail program to i believe it's the 25 million dollars a year although this year they may be taking a hiatus so um but um we're we were really uh happy that he drove over from orlando to to speak um to this this trail did at this trail dedication and i want to be sure you saw um commissioner eggers is in that photo uh many members of the state green mason
1:48:36trails council are in here and of course you see our kathy pearson and sam bennick the trail the project manager um we have former commissioner uh well that the chairman of the sarasota county commission betsy benneck is there a man at manatee county and um so thank you to everyone who came out commissioner mariano is there as well that trail is a is a much loved trail and um and uh the dedication was long overdue but i'm glad we got it done we also did a virtual uh celebration of the um coastal ancloak trail uh kathy was also with that one and sam and i had so many neighbors from gulf harbors as you know we don't have a park anywhere around there anywhere to ride so i couldn't believe how many of my neighbors put cars or dogs in their car and drove over there to take their dog for a walk including barbara will height and um just gave rave reviews on the coastal and club trail and um actually the project manager for uh the uh trail that will be the extension of the pinellas trail was at our dedication for the starkey trail and so um he's very excited and they're blowing and going on their end of the trail and next year we'll have another dedication with pinellas county when those two trails meet so um very excited about what's happening there um wanted to uh oh by the way i talked to um secretary gwen about the divergent diamond um backup um while we were there and they are trying to work with the contractor to allow for subcontractors to try and get them back on track and so we are very hopeful that will be um successful and that that they can speed it up um the holiday lake estates cleanup is november 22nd from eight to two and uh looking forward to that um i understand we have an up the alcohol ordinance has uh been moving along and i'm hoping we're gonna be voting on that on december is it eighth that it that is our next meeting we are going to try and get it advertised for your meeting on the eighth yes yes so uh i know there'll be a lot of happy people um in the county that can uh do their shopping early and um i had a meeting yesterday with um actually the gentleman i've known for a long time who has the property across from our former ranch office and it's the second or third time i've had someone come in
1:51:17and and talk about redevelopment in that odessa area that encompasses all a lot of that industrial um area that is around gun highway between 54 and the county line and the cemetery of trinity and um gun highway and and beyond gun highway so there's there is a lot of incorrect zoning that we have out we have ror which we don't even have anymore um res nine within surrounded by industrial and i had hoped that we could um do some kind of change there that would be a blanket for that community that people didn't have to come in individually and go through a lot of time and hassle because we all know we want jobs in that area and so um um mr boz i don't know if we can oh terry's here yeah there's who i spoke with so terry do we have to wait for the full comp plan revision or is there anything that we can do as a first step in that area uh good morning again commissioners um victorious planning and development no we don't have to wait for the comprehensive plan to update itself we are currently working on the ec flu if you recall a few months ago the employment center future land use designation was brought up i believe by commissioner mariano so we've been looking at adjusting the proportions that are identified in the ec flu it's the proportions within the flu that made it difficult to manage the existing land uses within that area and still get the industrial uh scope that you're that you're referring to but with the potential adjustment to those proportions um similar to what commissioner mariano had brought up in the previous pcc meeting that might open up uh some flexibility within the ec flu but then we can expand the ac flu over the whole area with um at gun highway in 54 and still make sure that the land uses that are there today remain conforming to the comprehensive plan and then also enable that area to redevelop itself in a in a new way does ec allow for light industrial nc3 it allows for some types of lead industrial not all of what is in c3 is allowed within ec but it does have some availability for light industrial it's just if it's our intention you know to bring jobs here and we know that that's an area where we want those kind of um businesses to move to i hope we can make it as easy as possible as quick as possible
1:54:16yeah we're working on the ec flew per the board's direction back in august i think it was so we should be able to bring that forward and then that should be a little bit of a game changer for the ec flu itself okay and you know what that was not brought up in my meeting with them yesterday because that you know they were they were told well maybe you need to do uh go for an mpud i mean it's five acres and that's expensive for five acres and um and would take a lot of time and and so it seems like we're hurting ourselves so um god speed really yeah once we have that ec flu calibrated a little bit fixed whatever word you want to use um i think it'll open up some opportunities for that area in particular we can look at look at that area for the discussions that we've previously had with regard to ec okay wonderful that's it for me thank you commissioner sturkey um commissioner fitzpatrick do you have anything for us today um well i would like to just say thank you because i have met i know today is technically my first day but i would like to say thank you to all the county administrator attorneys all the assistant county administrators for briefing with me even though it was one hour it was two to three and a half hours until late nights and i would like to have a thank the other commissioners for the warm welcome and i'm looking forward to working with them over the next two years and hopefully the next four years after that i do know i i'm looking forward to declaring the month of november as national hospice and i will be speaking at st vincent de paul so i am hitting the ground running and ready to go and then i'm looking to start some additional programs within the community and i will let you know more about that next time and i'm sure i'll have more to address later on thank you thank thank you mr mariano yes yeah i apologize we if you guys are good with it we were supposed to take a photo anyways i would like to just continue running through if you guys are good with it you guys are good okay cool go ahead commissioner all right thank you mr chairman um just like to say the um as commissioner stark was talking about as far as the zonings that we have trouble with there was years ago when we did the comp plan we found we had several conflict zonings that kept on coming in uh we took care of them i work with the people to get it done so i think along the lines she's talking about if we get other projects that are out there like it the same way i think staff should actually take a look at trying to let's get those
1:56:46resolved and standing having people spend months and months of time and tons and tons of money uh that we try to help them through the process to try to make our complaint work the way it's supposed to work um said that the uh beacon woods roundabout uh commission stock you'll love it it's almost done now um the other improvements are going to be done by dot has done a great job out there and i would like to say we've got uh on saturday smile faith which is a group that's a volunteer group a a donation group for our veterans uh veterans don't get dental benefits for the primary part uh let's say a lot of them don't and this group provides free dental care for all these people uh the school that they've actually set up now they can actually make dentures they make all sorts of cleanings that go on there other improvements uh crowns so what i was looking for um through the whole process and they operate two different ways number one to take care of veterans there's no charge for the veterans to go there so it's a great service for pasco county uh i would like to see us promote it within our own county that we kind of refer people down there or just make our citizens aware of it it might even be good to maybe if i could if i could mr chair maybe we'll set up a presentation for smile faith to talk to us and and kind of give some awareness to what they do because there's a great service for the county and it could be actually something we might even incorporate with our own um agreements between having them with their own dental plan that they could set up or even just something to uh flexible spending accounts where we can encourage people to go down there it would be a great help for our veterans and that's all i have for today thank you commission mariano okay again welcome to commissioner fitzpatrick we're happy to have you here and congratulations to all my other fellow commissioners thankfully i was the only one that did not have to worry about running this time so make my life a little bit easier just couple things uh tourism and our tourism department is just doing outstanding things and they're being recognized for it um they won another major award um they've been named the 2019 destination branding and marketing campaign of the year for populations over 500 000 and that's by the sports events and tourism association so a huge congratulations to them um the award is given in 2020 obviously for 19. um and it includes also includes the brand launch as florida sports coast which kicked off last year they're going to be recognized at the sports events
1:59:18and tourism association conference which has been moved to april in birmingham alabama so this follows up the alvin telly awards that our tourism department has won and i tell you what we got a great team there i really really enjoy um sharing that council because it's it's better than ever right now and i think everybody that's on that board will will tell you the same great things happening um this is even bigger bigger and better news than winning awards actually our collections were up uh for tourism in september year over year which is pretty wild with a pandemic our collection's up up just under two percent but they were up so very positive efforts by our our team and we had events throughout the county that um accounted for that so we had five different events out of town events um that came a golf tournament a fishing tournament basketball hockey and baseball which brought in thousands of room nights which accounted for those um those increases in numbers um also had another beach volleyball tournament and golf tournament that were canceled but hopefully they'll be rescheduling and we'll continue to see more great things from florida sports coast i think it's this thursday let me double check my calendar i think this thursday i'll be attending an awards ceremony yes the flagler awards which actually is are happening here in tampa this year i'll be attending that event with adam thomas and i think some other folks i don't know kathy you're going whoever else is going from tourism but i'll be attending that so we'll i will update you on how those go at the next board meeting and with that look at that that's pretty good 1201 we got through everybody we're going to take a break commissioner starkey i i do want to say um there is a faq meeting in um in jacksonville december 1st through 4th okay so i know i'm going commission mariano are you going to that i plan to yes yeah so um and maybe second to the fourth yes commissioner if it's patrick they're having the uh new commissioner orientation there and so um um mrs patrick will be attending that so that's great i found that very very helpful i went through that whole program and i went through the master one so thank you i look forward to it well and i apologize i need to um continue on for a second so let me go to the uh the uh county administrator and then the county attorney in the clerk listen i still like you guys
2:01:56i just uh i was try i was trying to get done by 12. again until the clerk said something everybody's like whatever i don't need to say anything that's right all right mr biles do you have anything you'd like to go over again we have the time so two items real quick on one update on the cares expenses we are 95.3 million dollars expense are committed okay uh so it leaves a balance about 1.3 million uh that i'm you know we'll be working through on that between now and the end of december what we will be doing is over the next three to four weeks working with all the partners who did receive money from us through the cares program to make sure they expense it yep prior to the end of december and we'll probably put a deadline on closer to like the 20th so that if we need to return money to us we have the ability to to expenses on so i just put that out there very successful from the rent mortgage pro cares program to the small business grant program a lot of different things out there the other one is i think you've all seen um our case rate has effectively doubled over the last few weeks we're up to almost 120 cases per day now of cova 19 and our positivity rate is in the eight percent range both of those are going the wrong way um i so um talked to department health mr napier and in in general it's people are doing a a good job where they're out at work it's school where they're seeing the case rises and family gatherings and other social settings so we got to remember that even though if you have a family gathering you still that is where we're seeing transmission right now family gatherings and social settings so please be mindful of that and we'll work on messaging out to the public later this week so that's all i have sir thank you mr biles mr steiner i don't have anything for you thank you sir man sorry mike thank you yes i have two quick items thank you for recognizing the top that's what happens when you give him back the gavel that's right um i just want to brag on my office they've been doing such an amazing job and we have um two things that i wanted to highlight one um is happening this week starting uh wednesday wednesday thursday friday it's operation green light it's our driver's license reinstatement event so those individuals that have um court costs that they haven't paid yet and they are delinquent on those cases if they come to our office they can come by the phone they can come
2:04:47virtually they can come to our front counters and we will help assist them and um we will are waiving up to 25 in collection fees for that event to help them get back on the road um the event has extended hours by phone 7 30 a.m to 6 pm again it's this wednesday thursday friday and our front counter hours are the same 8 30 to 5. so kudos to the team for putting that together and then the second thing i wanted to mention is that we have expanded online payment capabilities so um previously you are only able to make payments online for civil traffic infractions in child support now if you have a felony case a misdemeanor or criminal traffic you can also pay those online so it's a great great service we are seeing our customers take advantage of that which is very helpful um to helping them on the case as well as our court system so that's my updates thank you thank you madam clerk and with that we'll see you back at 1 30. so we don't have a bailout in here you're right
