uh what was i going to say good afternoon good afternoon everyone we're going to go back to our meeting here [Laughter] so we're going to proceed with the public uh hearings this afternoon and i'm going to bring bob [Applause] [Music] final public hearing that's not particularly your 2021 budget for the password county board county commission florida businesses and provided an opportunity to speak during the positive comments of the hearing thank you thank you for that location yes uh the item was published in the tampa bay times on september 16 2020. 200.65 the first issue to be discussed [Music] mr chairman members of the board the aggregate millage rate as advertised on the trim notice was 9.3308 mils which represents a 0.8 increase from the aggregate rolled back millage rate of 9.2566 mils the reason the aggregate millage rate is higher is because the total taxable value increased between last year and this year generating additional revenue levied for the same millage rate table one in your handout shows the millage rates for the various county levees and a comparison of the recommended millage rates to the rollback rates and the prior year adopted military rather than read this chart into the record we have provided copies to each commissioner board records and members of the audience at the first public hearing on the budget the board of county commissioners adopted a budget based upon the millage rates used in the trim notices each property owner received at this time i'd like to give a brief summary of the general fund and transportation trust fund budget stating the final millage rates the percentage change from the rollback rate and the reasons for such change the final millage rate for the general fund is 7.6076 mills which is 2.84 which is a 2.84 increase from the rollback rate of 7.3978 mills the final millage rate is the same as last year's millage rate this morning the county commission received a presentation outlining the amendments to the tentative budget these changes will have no effect on the final millage rate the county realized a 7.7 percent increase in taxable assessed values over the past year compared to the current fiscal year the final general fund expenditure budget represents an increase of 4.8 million dollars the main factor for this include a 3.1 million dollar increase in reserves fully funding the pasco county sheriff's budget request a wage increase for board and constitutional officer employees
2:56opening of starkey ranch library hiring an additional attorney and preparing for the opening of fire station 42. prior action by the florida legislature eliminated the requirement for mandatory transportation at valorem tax no transportation millage was levied last year and we proposed no millage be assessed this year for the transportation trust fund at this time i would ask the board to accept public comment and then vote on the general fund and transportation trust fund military and associated budgets the minimum vote required to levy the general fund millage rate is a simple majority or three votes according to the maximum millage rate calculations thank you sir does anyone wish to speak to the board regarding the general fund and transportation trust fund do we have anybody sign up for your webex email or anybody at the kiosk there is no one that has signed up versus via webex or submitted emails and there is nobody at the kiosk discussion by the board cnn is our motion adopted final millage rate for the general fund 7.6076 of a motion by commissioner oakley second second by commissioner mariano and we do have quorum at the table so all in favor aye aye aye aye aye all opposing side motion process thank you is there a motion to adopt the final military for the transportation trust fund zero point zero zero zero zero mills so move one commissioner oakley all in favor aye aye aye all the persons thank you mr goreng mr chairman members of the board i will now provide a summary of the fire municipal services taxing unit budget stating the final millage rate the percentage change from the rollback rate and the reason for the change the fire municipal services taxing unit fund has a tax levy of 1.8036 mills this represents a 3.41 increase from the rollback rate of 1.7442 the increase in property values results in an additional 4.4 million from property tax revenues the total fund is 4.6 million dollars higher than the current year this increase is primarily attributable to the negotiated firefighter wage increase preparing for the opening of fire rescue station 42 and increasing the boundary to include the city of zephyr hills at this time i would like to ask the board to accept public comment and vote on the fire municipal services taxing unit fund millage rates an associated budget the minimum vote required to levy this millage rate is two thirds or four votes according to the maximum millage rate calculation thank you sir do we have anybody madam clerk sign up to speak to this item via webex or email maybe at the kiosk there is nobody at the kiosk
5:25thank you is our motion to adopt the military of one point eight zero three six mills for the fire municipal service taxing unit so move exactly that was second by a motion by commissioner oakley seconded by commissioner stark all in favor hi i'll post some sandwiches fastest thank you mr glory mr chairman members of the board i will now provide a summary of the four voter proof debt service millage rate these millage rates are levied to repay the debt service for the general obligation bonds to include the jail project at 0.0376 mills fire rescue project at 0.0310 mills parks and rec projects at 0.0155 mills and library projects at 0.0161 mills the board will notice a small increase in the millage rates for the bond projects the reason for the small increase was the first year of debt service was interest only while the second year includes interest and principal at this time i would ask the board to accept public comment and then vote on each debt service military there is no vote requirement for these millage rates so a simple majority or three votes is all that is needed thank you madam clerk is there anybody signed up by webex or email to speak on this item there are none given the kiosk there is nobody at the kiosk thank you there's remote adopt the millage rate of 0.0376 mills for the jail facility bond so move second i have a motion by commissioner mariano seconded by commissioner oakley all in favor aye aye all opposing senators passes there a motion to adopt the millage rate of 0.310 mills for the fire rescue bond tow move second what's motion by commissioner oakley the second commissioner marianne all in favor aye aye all adopted military of 0.0155 mills for the parks recreation and natural resources bond so second question by commissioner oakley seconded by commissioner mariano all in favor aye aye opposed same side motion passes thank you is there a motion to adopt a millage rate of 0.0116 let me repeat that 0.0161 mills for the library's bond that's our move second motion by commissioner oakley seconded by commissioner mariano all in favor aye allah mr chairman and members of the board i will now provide a summary of the remainder of the budget if you refer to table two in your handout you will see the revenue sources and allocations identified by type without regard to individual funds as stated prior to any action taken by the board tonight the budget totals one billion three hundred ninety nine thousand four hundred and fifteen let me try that again one billion three hundred ninety nine million four hundred fifteen thousand nine hundred fifty three dollars net of
