Um here in date city we've added safety barriers so that we can have all commissioners, county attorney, and the clerk and comp patroller up on the dis today in order to serve our community in the best possible way. We wanted to be able to hold our BCC meetings with all members present. These safety barriers allow us to do this in a safe and responsible manner. He's one of our rescues. And uh considering we have a new ordinance that's up uh for a vote this afternoon, we thought he would bring him bring him along for a little show and tell. So you can see he was a special needs rescue um that went to animal services, then went to Animal Lover's Dream Rescue and uh he was turned in by a breeder. Thankfully was turned in and he was born with just three legs and then he has a little deformed paw here, but he's he gets around pretty well. So he does. We're excited for our special guest today. So, okay. So, we will move on to public comment. One second here. So, now is the time for public comment. Uh on March 20th, 2020, Governor Danis issued Executive Order 2069, which has recently been extended by Executive Order 2193, which suspended any Florida statute that requires a quorum to be present in person or requires a local government entity to meet in a specific public place. However, the board has chosen to hold this board meeting with a forum physically present utilizing communications media technology for the public and team members to participate. A detailed advertisement was run in Tampa Bay Times indicating the border county commissioner's in intent to conduct a hybrid virtual meeting. Even with executive order 2112, the governor's safe, smart, step-by-step order, large gatherings of over 50 people are not recommended to c congregate in any public space that does not readily allow for appropriate social distancing. The state's attorney general or surgeon general on July 20th, 2020 issued a public health advisory indicating that individuals should refrain from participation in social or recreational gatherings of more than 10 people. Based on this, the conduct of a regular meeting with the public present would certainly not meet the spirit or intent of the order. The public has been afforded an opportunity to make public comments either in writing or by the use of communications technology that has been provided. The board has adopted resolution 2182 on June 30th, 2020 establishing procedural rules for hybrid virtual meetings such as the one being held today. As with any meeting you are that you take action, you are required to take public comment on any proposition pursuant to section 286.0114 Florida statutes. I'm available for any questions. Okay. The board also takes public comment on items be placed on a future board agenda or other business under their purview. Due to CO 19 operation to safeguard the well-being and safety of all of our citizens and staff, today's public comment will be handled differently. First, we will take public comment from those that have pre-registered for a WebEx link and are currently on Q. After we will read into public record all the comments, documents, powerpoints, or videos that have been identified by members of the public to be read out loud, played at the meeting, or received and filed. Finally, we'll take public comment from those currently signed up at the kiosk station. Comments are not to exceed three minutes. This new format has not moved that the request that when you address the board, comments are not directed personally against any commissioner or team member, but rather directed at the issues. I'm before you to express that there's too much traffic on air and cutoff. You have amended the 2025 comprehensive plan to allow increased residential housing without considering the increased traffic the amended residential housing brings. On the June 30th BCC meeting, I challenged the validity of ordinance 1920. I received a reply to my challenge in the form of an inter office memorandum stating that my reference to non-existent roads was not part of the decision process for approving ordinance 1920 and that was all no mention of the pages of statistics in the exhibits about the impact to the traffic on air and cutoff which was the basis of my challenge. the collector road which collects traffic and carries the traffic toward arterial roads. The end cutoff intersects and ends at arterial roads US41 and state road 52. There's in the 2025 comprehensive plan discourage through traffic on collector roads that connect arterial encouraged then future building of oneacre home sites will be discouraged as no one is going to build on a hightraic road. Aaron cut off has numerous sharp curves that are not set for the speed of the vehicular traffic not familiar with the road nor the sides of the trucks using the road 20 has allowed a development that is unlike any development on air and cutoff [Music] certainly encourage more traffic. I urge you to take action to reduce the traffic on air and cutoff. Thank you. I have another I don't know if it's all part of this. I have comments on your addendum C2C3. You are $6 just for the privilege of creating a shortcut. In addition, the attorney fees for the project are being increased by another4 million. Apparently, the shortcut is not wanted. Stop with shortcuts. What do the residents near where the RV camp is located think about turning old Pasco Road into a highway? By the time this project is finished, another school is going to be needed. Just build a second school on the east side of the interstate instead. You'd be saving the taxpayers a considerable amount of tax money. Taxpayer money would be better spent on an overpass at US 41 and State Road 52. This way, the county will not repeat the disaster at the intersection of US 41 and State Road 54. Mr. Chairman, if I may, Mr. Steiner, go ahead, please. That the imminent domain settlements that are on your agenda are for Overpass Road, not for whatever Mr. Parks is talking about, right? They are for Overpass for the new interchange. So the um email to be read is from Alexandra and I don't know how to pronounce last name Freddy or Friday from St. Petersburg College public policy BA program public comment and recommendation. According to human trafficking hotline, Florida ranks number three in human trafficking cases reported by states. The reason being that Florida has a large immigration population which has made it a prime environment for forced labor and other forms of modernday sla slavery. There has been a rapid growth of human trafficking in Tampa Bay area. 70% of the victims being women and 30% being children. Although it is vitally important to recognize behaviors and signs to help put a stop to human trafficking, it is not enough to leave it at that and hope for the best. Efforts have been made by task forces in Paso County, including the human trafficking commission to help combat human trafficking in Tampa Bay and surrounding areas. It is Paso Countyy's goal to the health and safety of the people in our community through awareness, education, the advocacy advocacy efforts so that no one is compelled to work or participate in any commercial act against their will. The resolution confirming the necessity of gathering of local data pertaining to human trafficking in Tampa Bay and surrounding cities will aid in the research our community needs, which in will in turn help with identifying the signs and behaviors and further efforts to help end human trafficking. Though there is not enough one there there is not just one single solution to end

human trafficking in our community. There is room for significant research to be conducted as well as potential strategies to take to decrease the occurrence of human trafficking in Pasco County. I feel that both continued awareness and research is key to decreasing labor and sexual trafficking in Pasco County. Some achievable recommendations I have for the human trafficking commission in Pasco County include encouraging civilians within the community to program the 24-hour human trafficking national hotline number into their cell phones so that if they suspect someone is being trafficked, they can readily call the hotline or the local police department to report it. Another recommendation is to encourage Pasco County re rec residents to become educated on common signs and behaviors of potential labor and sexual sexual trafficking victims. My last recommendation is to encourage local schools and school districts to include human trafficking awareness in their curriculum and to develop protocols for identifying and reporting a a suspected case of human trafficking for responding to a potential victim. The human trafficking awareness also learning how the human trafficking awareness also learning how to recognize traffickers recruitment tactics, how to safely navigate out of a suspicious or uncomfortable situation, and how to reach out for help at any time. I hope Pasco County can continue to work together through deepened research, awareness, and strategies to ensure community, our community is safe. Thank you, ma'am. Do we have anybody at the kiosks? I just want to touch real quick on the P5 item that we talked about earlier. Um, based off your comment, Mr. more uh you said that it's significantly more to transport the trash. Um article that was published last year uh 2019 states that we spend $600,000 to transport um trash out of the county on a yearly basis. Uh doing my math, uh it's about 160 189,000 plus homes. Uh it's roughly about a little over $1.3 million with the $7 increase uh for this year. I'm not against um doing what what you guys plan on doing, but I just don't think this year is probably the year to do it. Um based off of those numbers, pushing it back a year probably wouldn't be bad. Uh that's just based off of this article that was published last year, numbers given from Pasco County. Um, the second thing I want to talk about is the boat ramp at uh, Hudson Beach there. Uh, we spent $548,000 on this boat ramp and it's swallowing up vehicles. As you guys know, you've seen on the news, it swallowed up, I believe, a $70,000 sheriff's department truck. What are we going to do to make sure

that this does not continue to happen? I had a lot of constituents reach out to me about this. Uh, and it's a big concern of theirs. Um, I spoke to the gentleman that actually pressure washed the boat ramp and he states that he can pressure wash that boat ramp for $200 a month. Now, it probably doesn't need to be done every month, maybe every other month, but seems like a good investment to me if we're losing $70,000 company vehicles in the water. Um, the next thing I want to touch on is there's an article that I seen that was sent to Governor DeSantis. So, my question to the board is, is this a collective agreement that was sent out or is this just solely one person and is everybody behind moving to phase three of opening? That's all I got. Thank you. Thank you. come up and that will in detail. Um that's why yeah solid waste will reach out to him and get him the the whole study behind what we're doing and why we're doing it. So if need be that information is available through solid waste. That's why they did say the cost would be more over the years, which is true. Okay. So, so there was a there previously was an outdoor um playground and playfield, but that area has now been taken up by

some of the outdoor track and fields and other recreational facilities. So, the school recommended that we move the playground to the gymnasium. So that way around next to the gymnasium that the parks is going to program with the gymnasium. Um can you put up the map? No. Are we able to look at the map? And um is that going to be behind a fence or outside of a fence? It's it's not it's not going to be fenced because the access to the gymnasium is also not going to be fenced. that's probably better to answer some of these questions because he's been involved more in the um details of this type plan. Uh this is for a not to exceed amount of 164,7789 [Music] for fiscal year 2020 and this is for a new cumulative uh NTE amount of $442 uh,224.94. uh the previous phases were approved by the board uh in years uh in year 2018 and this is to finalize the project and complete that item. Authorizing the use of other legally available funds of the county to pay the cost of capitalized interest on such bonds. Approving the forms of the summary notice of sale and official notice of sale with respect to such bonds. delegating to the county administrator or budget director the authority to determine the principal amounts of such bonds to be issued and the bid date with respect to such bonds to award the sale thereof to the lowest conforming bidder based on bids submitted at public sale and to determine the terms of such sale. Approving the form and authorizing the execution and delivery of a disclosure dissemination agent agreement. Um on July 14, 2020, the board of county commissioners requested that we um public works bring the RST the Microsoft um sorry micro surfacing project um for your consideration. Microsurfacing. Next slide please. Um this would be um item number 20-0147 or CAD PAS 3439. There are seven rules involved with this project. their county maintained and paved 123 lots and 121.9 erus. The total estimated project cost is $179,900. Maximum cost by per eru 1,377.36. The discounted amount $1,415.14 and the maximum cost per eru after the discount is $1,2832. [Music] Next, just a picture of um a map of the location and the board's directive as requested here. Okay. Commissioner Starky. Yes. Um is this a board initiated? Yeah. Because I didn't get a letter. We're here. We're here for the board to direct us to board initiated. Commissioner Wells asked. Micro whatever you say. Microsurfacing is basically a rejuvenative type operation. you get um it's basically the tack some aggregates um there's some uh compounds in there it's about a/4 inch sorry about a/ an inch thick is that similar to black topping is that what they call it it's a little bit different um this is more durable than the black well black topping is used um vaguely but if you're talking about the painting versus actually resurfacing um this is a little bit more than just painting Okay. Um, so we're talking about moving to a different kind of PAS program. Yes. That I think you'll be bringing to us. So, how will that affect this this because I mean, we're kind of jumping the gun here, but I guess it's okay to talk about it. We're talking about maybe um changing the way we pave the roads in the county, right? and those who are in the PAVAS program um within a certain time frame, the county's got a plan for those folks, right? Yes. If we if we go forward, so how will that affect this? Cuz I want to be sure that

we're not spending money um and not going to get reimbursed or or the payments will change when we and if we enact that new program. [Applause] Good morning. Mike Carbal, assistant county administrator, public infrastructure. Yes, the the new PAS program that uh that staff is currently putting together. Actually, this is the type of thing the these are the types of rejuvenative strategies that we want to have folks pay for. So when when when you come through and you have a road that is uh completely repaved, militant over surface, do you want to continue with rejuvenative strategies over the lifetime of the road? So microsurfacing is one of those strategies. So actually in this case I actually think it's it's a good thing. This helps preserve the longevity of that road. Uh as far as the mechanics of how we'll work out PASES that have been been currently done, there's going to be time frames within those. So we we can address that concern. I I think that this item just allows staff to continue to move forward with with pulling together all the all the mechanics of it. Will be coming to the board before the end of the year with with that. Did you get it? key bash new strategy. So, I I think um I don't think that you're jumping the gun here necessarily. I think if you approve this, this will allow staff to continue that process uh before we decide to, you know, before we pull the trigger and then we'll we can address these um these these smaller issues, not smaller issues, but these these smaller matters with with with with PAS programs. And I I again I don't I don't I'm sorry to to ramble here on this but it's I mean we haven't approved it yet. Correct. I don't want to correct. No, nothing nothing has been approved. And then I I think I think they can proceed in parallel at this point in time and then if it looks like there's going to be an issue, we can we can certainly address it because there still will have to come back to the board for approval on this PAS. Correct. Because it'll be a public a question on the road because you know I have a home on that road. Um it was kind of falling apart. This is just a surface fix. Um, so how tempor how how what's the life of a micro what you call it? Micro seal. Microchip. Microsurface. Yeah. Um, commissioner, it varies um between five and eight years. So, you're going to have to come in and redo the road in five years. Yes. Or eight years. Or eight years. And that will be under the new program. And if my understanding, the way I understood that new program, everyone in the county is going to pay something and the county is going to pay for all the road maintenance.

So, so the board is not obviously has not decided on that. There are options. There are there are options and and some of those, you know, go from countywide to something very similar to what is currently under the current PES program. So, those will will have to depend on what uh what the board decides when when we make that formal presentation. So, so we're we're being asked in ARCA to pay $1,200 for something that will last 5 years. And what was the cost before that lasted 20 something years? I don't have that information on. I'm sorry. Um cuz they were adding some homes that only had one house had like four erus. It was kind of messed up the first time around. Um they're aware that's the direction and they, you know, the other way failed. um this is the way they wanted to do it which is a little unique but um that's what the board decided and I assume the board communicates to your residents um no I nothing actually and not home is in my name so but this is going to this is going to go back through public comment we're going to have a neighborhood meeting so we've got time to all we're doing today is say move it forward so so okay basically what you're doing is g is you're moving forward with the process of sending out the notices And then it has to have go to the public hearing, right? And um I I've heard from many constituents and I've been in Publix myself when people are standing around, say they're going out boating or scalloping and they want to take some beer or something with them and they they can't they can't purchase it because we have this rule for 11 that you can't buy it until 11:00. Um or you're going out for Sunday brunch and you can't have a mimosa or or purchase groceries for the week. So, um I want to uh suggest that we have the county attorney um bring us back an amendment to the ordinance to um change that time um to uh a time that we think might be appropriate, maybe 7 in the morning, um or I'll I'll defer over there to Well, I would I mean it if the idea is that you want to treat Sunday the same way you're treating the rest of the weekdays. That's what I would do is so so what your hours of alcohol sales for every day of the week would also apply to Sunday wouldn't have special hours basically. Well, that would be my recommendation. And so if you see it's actually served by a bicycle pedestrian network of trails um that so it will not be fenced. That's Keith's understanding when he spoke to me. And so the public will be able to access that gymnasium, the library and the playground. As far goes, you can see it. It's the community garden is that star at the bottom of the map. Yeah. So, I have a problem with that location because if you're uh the public and working in a community garden, you're bringing all your tools and equipment to it and um that's just not accessible to the public. I think a better is over. Can I just Yep. Let me just finish because I spoke to Keith about it. Um, first of all, if you look, there's a there's a road and trail just to the immediate north of where that community garden is. And so, and all of the the tennis courts, the track and field, the baseball diamond, all accessible to the public, all are also that same trail and roadway. So, accessible because the public is able to access all those recreation facilities. So Keith told me that he actually thinks this is a better location for the community garden than where it used to be. What is happening over there um next to the are those tennis courts in the green space uh by the library because so the tennis the tennis Yeah. The tennis courts are the yellow area, right? Okay. That's that's those are the publicly accessible tennis courts. It's just north of the green. [Music] Yeah. I just Does anyone I don't know if anyone else here is a gardener, but to me that is a long way to go with all your tools and equipment and stuff to a garden. Um I I think it'll end up just being the school garden and it will not be a community garden. So, I'm I'm I personally am not so happy with that location. Well, I think that's a detail and I spoke to Keith about this. I think the details of that type of accessibility is something that the county and the still need to work out. I mean, I don't think that they're building anything. It's kind of an open area where that star is. There's not any other infrastructure plan there. So if they needed to move the garden farther closer to that truck access road, I think they can still. This is a this is kindual location where the star is, but it can be there's nothing that impedes it from being moved closer to the roadway. So I guess the question commissioner that you got to think about is I mean David can answer this. How much of the project would be held up if you continue this item or do you want to wait and work through it with them? Because you

don't want I don't think you to be clear. Yeah. To be clear, this site is already under active construction. I mean, it's some of the building up. So, and and I think the construction is occurring in accordance with this site plan. That being said, the community garden, as I said, is the vacant area of the project. So, if that can As long as it stays generally in that area, I think the school district would us on on moving it a little further north the road. Yeah, I I would like to uh talk to them about um having it closer to the library and um and facilities, restrooms. And I I just you know originally when we planned this out and this is a shared facility that library was where those and we acquiesced and we moved it over to the school site and now they've taken the community garden and buried it in the school site. So I want to be a good partner. I think they want to be a good partner. I personally don't think that's a good site at all, but um I'd like I'll I'll move this forward, but I'm going to talk to them about finding a better spot that is better accessible because there there's going to be a lot of seniors that like community garden. Where's the rest? I mean there there's that's just not a good not the end of the world but I would have liked a better give it a try. Someone's mic is really messed up. If you remember back in October of 2018, uh we started the uh workforce redevelopment program um partnering with Career Source to help us with that. I just wanted to to let you know the the goal was about 150 jobs for a,500 and they exceeded jobs um full-time jobs. There was 163 part-time, which I know we don't count, but it's still 56 part-time jobs. And what I thought was really exciting, especially with the money we're approving today to help the homeless, is out of those 163, 87 of those were homeless in Pasco County. um you know that gives us a return on investment of over $6.5 million for that for that million500. So I just I thought the board needed to hear it. I know um we're going to continue the contract with them for the next four years. Um they have done an unbelievable job with our team to to put people back to work. So I just wanted to bring it up and brag a little bit about that partnership and what we've done for workforce redevelopment. So and with that is all I have.

Um I want to say uh last week we had a golf cart parade up in Hudson. Um it's the second time they've run it and this time we had 29 golf carts that participated. Uh drove up and around. Everyone had a good time. They at the end of it we had actually had a kind of a little gathering at a one of the gentleman's house and someone actually mentioned to me about the Hudson boat ramp. So, taking his information from that moment, I actually typed an email to Keith, uh, sent it over to him, say, "Can we take a look at this?" He says, "We are looking at it." Uh, they're going to bring the engineer in to go look at it. Did they engineer it as as good as they could? They tried to make it ADA accessible, which I think is a noble way to go. Uh, they're just checking to make sure as far as the slope. Did they slope it enough? Should it be sloped a little bit more? So, they are looking at that actively. the engineers agreeable to come is agreeable already had a meeting already and going to have more on it to go take a look at that to to resolve that situation uh as well as pressure cleaning they putting grooves in there as well which may uh slow down the boats to go down but uh I will say Keith is is on top of it they are looking at it um I think at the last meeting we might have talked about Hudson channel um this I got another phone call today about another leak in the canal that's kind of get going to get dissipated so I've already sent an email over to DE PP uh asking them to work with the EPA and take a look at those shrimp boats that are out there and what could be causing those leaks is something we need to look at. Um and let's see as far as the golf carts, Mr. Carbella, if you could. I know they're working on trying to bring that forward, but people are very anxious to try to bring that all the way up to Clark Street that'll let people go to another set of restaurants like up at Get Hooked and also down to Leisure Beach where they can actually connect easier. There's access there. We just got to try to make it forward. This cost a little bit more money I think than the first one we did, but uh I would like to see it keep keep coming forward. And uh lastly, uh I've got tons tons of phone calls, emails, whatever on communications saying that uh they really want us to take a close look at this mask ordinance. I think the data that came from a study that was done two weeks ago, maybe three weeks ago now, we could have actually looked to to pull it back. Uh even with the current data as of Friday, uh we could still go forward. So, I just want to know let everyone know I'm getting a ton of feedback saying they'll let us take take another look at it. Paul Paula Carbaldo Carbalo. God, I can't say her name today. as a 40 under 40 uh rec re recognized by the Tampa Bay Business Journal. I probably just ought to start that over again. My former chief of staff who's currently running our building construction services group uh was recognized by the Temply Business Journal as one of their 40 under 40 U future leaders. And so just want to give props to her again uh for that. Secondly, we had 22 graduates just over a week ago of the uh certified public managers course. Uh in addition, the clerk, she may talk about it, had nine graduates as well of that course. Um we actually hosted the cohort here in Pasco County. Um because to the improvement and the the growth of our people is vitally important to the organization. And so we felt it needed to actually host that here and we'll probably be doing that again in the future as well to continue to grow our people. And last um the thousand friends of Florida actually recognize Pasco County and your board rules for how open they were with respect to public meetings and everything through the pandemic and how it is a best practice on how to implement virtual hearings. So just want to let y'all know that as well. So that was really a collaborative effort. Uh you know, David Goldstein, county attorney, they they ran a lot of that with input from planning and and my team as well. So um with that, that's all I have, sir. The other item uh that I have is I just wanted to advise the board that on Monday, September 28th, my office will be closed to the public so we can perform um our training our organizationwide training. So, just a couple quick things. Think I could fit it in. As we know, the Wiregrass Ranch Sports Campus of Paso County is open now. We

had a grand opening um celebration on August 27th. Definitely a huge day for our community. And thanks to Adam Thomas and his entire team for um putting this event on. Unfortunately, we had to greatly restrict the attendance due to co 19. But again, Florida Sports Coast did an excellent job and they live streamed this and live streamed the tour for the public so they can be involved. We had to limit it to mostly, you know, commissioners, county staff, and uh some of our direct vendors as well as the RAD sports team to stay under that 50 person limit with the social distancing and mask. But there'll be plenty of opportunities in the future for the public to be able to view that. And I know RAD had did their own um open house one day, too. So people in the community for those local primary programmings could uh come visit it. So it's a great great event. I know it was a long road to get here, but we got there. They already had two basketball tournaments during over 500 room nights. Um they used Pasco County hotels, so they stayed here, they shopped here, they ate here. Um exactly what we wanted to happen. Pretty couple pretty cool things to mention as well. 43 out of 52 weekends are already booked with sports at that facility. So I would I would say that's already a big success. Yeah, it's amazing. Even with CO 19 43 out of 52, I can only assume that they'll book as many as they can unless maybe one of the major holidays falls on one of those weekends. Um and then local program has already begun. So they have basketball leaves, they have the indoor soccer leagues, they have cheerleading going on, they have volleyball going, all that's already going on for our local residents. So already already a huge success. So, thanks to everybody and again, thanks to the Porter Porter family for the land, donating the land for that facility and uh obviously a huge asset for the county. Just a question for the team I wanted to bring up. Um, a citizen brought this to my attention. You may have heard this before. I'm not sure if you have or not. Staff comments are not posted on the public version of Aella right now. I think there's a possibility to do it, but they're not being loaded to a cell. And I bring that up because this will save our save our staff tons of time if they're published cuz now what citizens are having to do is go reach out to staff, they have to stop what they're doing, turn around, look for those comments, and email those comments to to the citizens. So if they're just posted on the cell when those comments are made, that's going to save our team, I think, tons of time. So, I don't know if you've heard that or not, but um I have. And I think um it besides saving time for our citizen, I mean saving time for our staff, it also saves time for our citizens as well. So, they can just pull it up when they're looking at whether it be a preapp meeting or or permitting or or whatever it may be. Let's just that's why we have the cell program so you can fold it up. It's always great to hear um our public, you know, recognize these folks and uh say they're doing a great job. But um I did want to um ask the county administrator. I had asked him uh about getting a manitude protection zone and a no wake sign and out uh on the south channel of Gulf Harbors. And again this morning when it's high tide the boats go over the area at a high speed where the manatees we see every morning. I'm very concerned and I'd asked you to look into it. I don't know if you've been able to find out how we get a sign. We we we have some signs. We don't have manity signs out there. So parks is working on that because I think we maintain those signs with respect to those who violate the no wake sign. You know, we don't we don't have the ability to enforce that. So we'd have to work with sign so that someone can enforce it because I mean the sign is at the beginning but people are still speeding through there. Um I hear my neighbors come out and yell at people all the time. FWC commissioner. What? FWC maybe. Well, I think the county has to request it. But um I am very excited to uh have you listen to this wonderful presentation. We've been meeting for about is it a year now? A year. Um, and they came to me because of my background with cycling and biking and um, and uh, and they were look actually first looking for some property in my district. But we think we found a good site and please you have to introduce yourself and name and address for the record. Yes. Yep. Good morning. My name is Delaney Morrison and I'm the president of Ride Local, a nonprofit registered in the state of Florida. We've made some booklets that and we need your address, too. There you go. All right, Mr. First and foremost, thank you for having us today. We have been working with uh Commissioner Starky as well as meeting with Keith and Adam for about a year now, trying to um to go through the the logistics of bringing a BMX track and and ultimately a bike park to um to Pasco County. Um, our mission statement with Ride Local is to create um safe and wellorganized environments um for locals to hone their skills in extreme sports, mainly BMX uh racing, which is what our um our background is. So, um there's a lot of extreme sports that we think we can bring into this park that we'll show you later. Um but that's that's our main goal here. We think that Pasco County being named the sports coast as well as being in my backyard um and everything that you're doing with the Wiregrass Sports Complex and really this will really just round out your offerings here in the county to to really touch on almost every sport you have available for your for the citizens here. Our goals in doing this is to establish a world-class track experience for locals and visitors alike, as well as leverage the experience of myself and my husband, Kirk Morrison, the owner of JNR Bicycles, the largest BMX store in the country, to create this this track experience like no other. We also think that we can use this event center to host other types of events that aren't just BMX racing um to bring the community together for things like the Boy Scouts of America meetings, AllPro Dad meetings um here at at this facility. The biggest thing about BMX is that this is a family sport. There are two-year-olds. My son was out in Rock Hill riding this weekend. He's four. Um up to I know there's uh people in their 60s still racing. And so this is one of the few sports that you can do alongside your children, not just sitting on the sidelines watching them or waiting for practice to be over in in some of those instances. So, and of course, we want to create an open channel of communication with our board, USA, BMX, and the county to make sure that we're providing the best possible experience for all of the residents here. Our board is um comprised of five um five local residents here. three of which are born and raised here in the Tampa Bay area. I'm a third generation native here. Um we are also all local business owners in our own right. Um Doug Bevis is the former mayor of Oldsmar and helped bring the BMX track to Oldsmar as well as Duff Cample is a longtime resident here in the Palm Harbor area and a local realtor. Adam Sharp is uh well he's the crazy one on the board as you can see by his photo. Um, he owns a very successful business here in the Tampa Bay area. And then

Justin Ritter actually owns a uh custom skateboard company and also works alongside of us at JNR Bicycles, overseeing all of our marketing and technology there. Hey, just a little thing of history. Keith Wy used to skate uh ride with them down in St. Pete at the facility that used to be down there. So, my husband was a racer a long time ago. Um, and uh used to race 4J on our bicycles and it came up for sale when he was 15 and he convinced his parents to buy it and live his dream of of owning a BMX store. And uh we're in our 30th year now celebrating. So, it's it's it's worked out for us. And one of the reasons that we want to bring another track to the community is that this is this is just what we do. This is we eat, sleep, and breathe BMX. USA BMX is the governing sanction for um for all of BMX racing in the country. They probably want run one of the best programs in the world as far as BMX goes. Um they are getting ready to celebrate their 45th year and they sanction over 300 tracks in the country that run local, regional, state, and national races. Um they oversee all of the scoring as well as the infrastructure that we use for the scoring and for managing the races. They also provide all of the education and the certifications that um that we need, whether it's coaching or being a track director. Um like I said, Justin should be joining us. He was telling me he was having a little bit of technical difficulties. Um USA BMX has done a great job in actually helping to grow the sport of BMX in the last few years. You can see that in 2018, the sports and fitness industry showed that bicycling was the number one fastest growing sport in the country among all others. We also know that this is going to continue to grow as we have seen in the bicycle industry in the past six months. How how much the the volume has increased on purchasing bicycles um to find something that you can do during the COVID social distancing things. So, we know that BMX is going to continue to boom here for the next decade at least. We we know that um it's a solid sport, but um it is it is growing and it we're happy that uh an organization as big as as this industry has has recognized our growth. USABMX has a has something that they call 360 degrees of community integration that we're going to touch on. They do um they have an education arm as well as recreational programming and the sports tourism. So regardless of what your interest in all of this is um they have done a great job in integrating into the full community um area. The first thing is their um the educational arm that they have. This includes a track modeling program, a read to ride program, the STEM program, and they also send motivational speakers all over the country into these certain elementary schools. This is made for second through fifth graders to do different things that are age appropriate activities. And then at the end of the week, there's a field trip to the local BMX track so that they can come and see what they've been working

on in use. And of course, they're invited to come out and ride as well. Delaney, on the previous slide, it mentioned that this is now an Olympic sport. This is an Olympic sport. BMX racing is an Olympic sport. I believe we've done it three times now. Um there's actually um an Olympic rider that runs a track down in Port Charlotte, Amanda Carr. Um but it is an Olympic sport um here and and does have a good solid solid following. The um the next integration that they do is recreational programming which functions just like um your normal soccer, baseball or football programs would. Um the interesting thing about this and we're going to use Dotto BMX here as the example. The Dotto BMX facility also has baseball, soccer, and football fields. This facility was designed to host championship events across all different sporting activities to be a um an economic impact for for the state. And as you can see, the um the local participation here just on a local level um is is pretty high. BMX was number two out of the five different sports that they offer at this facility. And this this right here is just on the local level. On future slides, we'll show you how it affects them um on a state and national level as well. So the um the programming is great here. You can do BMX as a team event where you ride with others or it can be very individual for those people that don't want to be on a team. Um and it can be as competitive as you want it to be. You can strive for the Olympics or you can just partake in it for um for just local exercise. The next slide just talks about USA BMX and how they integrate into the community um and how they they really are involved with the cities and counties that they that they build in as well as the tourism market that they continue to work with along the way. And that once it's built, they don't just walk away and turn it over to the local community. They are hands-on with us the whole way through um every day and um provide the support staff uh for the local organization as well as the county if they were have any questions or concerns with the facility. The track overview is my favorite part here. Um and and where will the track go? Um Commissioner Starky found this piece of land for us that we're very excited about. Um I believe the ne let's stay on this slide. Um this area is just outside of the intersection of 54 and Gun Highway. It's where the model airplane flying field is now. That's the red area. It's currently owned by uh the utilities department. Uh it's 23 acres large. The property to the left of it that's outlined in yellow is also owned by the utilities department. And then the green highlighted area is where the new high school is slated to go. Just below that line is where the Tower Road extension is going to go. So, this location off of a major artery in Pasco County, as well as being in the middle of some huge community developments like Asteria and Starky Ranch and some of the

other ones being built, is is a phenomenal location to really get to be accessible by the locals and to serve the community well and to also offset what you have done up in Wesley Chapel with the new uh wire glass grass sports complex. The other interesting and great thing about this location is how it relates to the other tracks in the area. There are two other tracks in the area which is shown on the next slide. You have Oldsmar BMX track which is currently not operating but has about a year before they're up and running again. Um they're rebuilding their hill. Oldsar is a Supercross Olympic style track. That's not what we're proposing here. One in the area is enough. Um, and it's great for pros and it's great for locals to want to strive to get to the next level, but for a mom like me, it's a little bit scary for my four-year-old to be up on the big hill. But they have a phenomenal facility there and they do run a great program over there. Tampa BMX track is actually at Lake Park over off of Dale Mabry. They've been in that park for as long as I can remember. My one and only day on the track was at Tampa BMX and didn't even know it was a real sport when I was out there when I was 6 years old. But the nice thing about this that we really want to highlight is within 20 to 30 minutes you can get to all three of these tracks. We think that this will really bring in some outsiders here and not just the local community. Um this would be one of the only areas in the country that you would be able to hit that many tracks in a short drive. So we could foresee people from all over the state of Florida wanting to come in and go to three different tracks over the weekend should we be able to plan out the scheduling properly and capitalize some more on those room nights and dining out and shopping in our area. The other thing that we're actually talking about doing at Pasco uh the BMX Park uh that's different than most other tracks in the country is we're proposing to cover this track for this to be an open air covered track. There's only two others like it in the country. Dotto BMX that we we're going to talk about a little bit and then also uh Duke City BMX in Albuquerque. We think that this is super important here in Florida given the heat and the rain that we have. Um not only will it cut down on track maintenance, but we think it will attract a lot more riders when they can't ride at their local track because it's rained out or it's just so hot to be in all of that equipment. So, um, we're we really think that that roof will will, you know, set us apart, um, from just having another BMX track. Um, and just for reference, I believe that there's 15 operating tracks in the state of Florida right now that are that are fully operational and and run year round for the most part, minus the rainy season. Um, two things that we've been talking about back and forth is a BMX track and a bike park. Those are two different things. We're most familiar with the BMX track because that's what we do for a

living here. Um, but we really want the BMX track to just be one part of the bike park overall. We've used this layout here to show you that there's other areas in the country that are doing things similar to this. Houston is the biggest one that opened last year. They're 27 acres. They do have a world-class facility um that the world championship was supposed to be held at this year um but got cancelled due to COVID. Um but they also have these other elements that we're talking about bringing in with a pump track, some dirt trails, a flat land circle, and a skate park as well. So just because BMX isn't your thing, there's a very big crossover between people who race BMX and ride skateboards and scooters. So, um, and on the next slide, you'll see, um, our proposed layout here for this. Um, we're showing this the next slide's actually going to be clear, but we wanted you to see how it sat on the property before we flipped it sideways for, uh, to alleviate any type of confusion here. The red area marked out is actually where the track would go. And to the right of it would be the parking lot, which right here is slated to be about 240 spaces. There is retention down to the front left corner. Um, and if we can go to the next slide, there's just a little bit better visual of what this track looks like a little bit more clear here. So, the red area is all covered, which includes all the bleachers, the staging, the concession, restrooms, the parking lot. You can see um just center of the page is is a worldclass skate park that would be able to hold national level style events. It also includes a playground area, a pump track, dirt trails, and then a full skills course all the way around. So if mom wants to get some exercise while her kids are at the playground, there is a designated area for them to do that as well. And again, this utilizes all 23 acres of that of that land there. Um the next slide just talks about the size of the track um and and approximate cost just for the track. The track itself is about three acres and the base cost, not including the roof, is is is approximately $2 million. The roof we've had estimated at just at a million dollars. So, um, and you can see the photos there. That's from Dotto BMX. So, you can see how that open air roof with the lighting would allow for evening events as well as it it really does help with any kind of inclement weather conditions that you may have. Um, this is the largest style uh facility that USABMX builds here in in the country. Now, one of the things we've talked about with the covered roof since we'll have so much space is installing solar panels. Um, we know that uh Legoland had partnered with Tiko on some of their parking spaces to install the solar panels that um provides fuel savings for 730,000 customers. So, we were wanting to maybe reach out to Duke Energy to see if they would want to partner to help offset some of the costs by allowing them to install some solar panels because we will have a lot of square footage of

space on top of the roof. Um, or maybe Publix who's next door would want to offset and and do something with their facility or even the school that's yet to be built could offset a lot of their electric operating costs by utilizing some of the solar that we would we would be um able to to generate from back there. Other outreach ideas that we've had at the park, um just to let you know that we're really trying to think through everything is to host parents night out events where moms can drop their kids off and go shopping for a few hours. Um to do the lockins for locals and visitors. I know when I was little, we used to go to the skating ring overnight, you know, couldn't wait for that sleepover at the skating ring. Um um and then again, I was talking about the the crossover. So road bikers, there's a lot of lot of adults that road bike and your county is phenomenal for the road biking aspect, but once you're a bicycle enthusiast, it really doesn't it the crossover between the different sports is very easy and natural for a lot of people. So we see a lot of BMXers that are also into the mountain biking and the parents are into the road biking. So inviting those different groups to come and try BMX and try to get them involved as well, we think is super important. And then as well using the parking area for food truck rallies maybe to be a starting point point for some of the road bike races or road bike gatherings. And then also contacting local schools to just arrange awareness and bike safety checks that we could do at our park while also allowing them to come and try BMX for free. The economic impact for BMX is going to be larger than most other um local sports here. Um, and I know that that's always important for anybody that's going to spend any kind of money or have this kind of land um, allocated to an event. Um, the 2019 Sooner Nationals that's held in an inside facility in Tulsa, Oklahoma. Um, you can see that that their um, local taxes that they brought in was $75,000. National events, there's approximately 30 of them a year. Their direct economic impact on average is $617,000. I think that that's a little bit low, but there are some nationals that are held in some not well-known areas of the country. Um, and also some that just don't go as well as others because you can't always predict when there's going to be a monsoon or hail or sometimes even snow. The regional events that we would also be able to host here have a direct economic impact on average of $84,000 over a weekend. Um, and then the state championship series, the um, the events leading up to the finals on average are about 74,000. And then the final itself, that's just a one-day event, is $66,000 with an economic impact there. And these are all events that we would be able to host at this facility through USABMX. The next report is just a little bit more detailed for Visit Tulsa. Um, they used a um, an event impact calculator. detail so that you can really just see

what their um the business sales total was just over $2 million over that 3-day period. So, um everybody comes from out of town. I like to joke that BMX were like a bunch of uh gypsies just traveling from town to town, but that that's really what it is. you're you're chasing the races and chasing the points and um you you go where the race goes which is super cool because we've had friends and family and customers not only from all over the country but also all over the world. So it's not uncommon for people to travel to to places like Tulsa, um Ohio, of course Florida um to chase these events. The next report um which might be a little bit small on that screen to see but is the Gator National in Sarasota, Florida. They um uh revitalized their facility about two years ago. They have a Supercross Hill there as well. And just precoid they hosted a national there. And over three days they did about 1.6 million as a direct economic impact. So I do know their room night average is a little bit higher here than in Pasco County, but it's it's not double of of what you would be expecting here. So um and then the next slide talks about the sports tourism and we'll jump back to really comparing that to Dotto BMX because this is at the Dotto BMX facility. Um when they've held the larger events here compared to the other large events that they've held for baseball, football, basketball here, the BMX events, their economic impact far outweighed all of the other sports even if you combine them together. the state championship alone did $725,000 and the national that they held did $1.1 million in an economic impact versus some of the other sports at that same facility doing you know $400,000. So BMX because people are known to travel to these types of events um does have a huge economic impact on the area that it that it's placed in. COVID did shut down racing for um for quite a while because of the social distancing and people not being able to get on on planes and and those sorts of things. Um and of course everybody was just trying to do their best to stop the spread. So um but this is just to show you that even in um just after COVID um rules were starting to be lifted in certain areas in BMX you can still do quite a bit of social distancing um in your team areas as well as racing. and you're wearing full face helmets and USA BMX has done a great job of making sure that all of those things are in place. So, we wanted to show you that where some other sports really haven't even started back up because they weren't able to because of the social distancing requirements due to COVID, these three events just happened here in July and August. The Buckeye National was in Toledo, Ohio. You can see that people came from 37 states um with a total attendance of 35,000. The Hub City National was in Aberdine, South Dakota. They still had 34 states represented. And again, the East Coast National in Maryland just happened a few weeks ago and they had 35 states represented. I

can tell you these numbers would definitely increase when you tell somebody to come to Florida with the beaches and Busch Gardens and Disney World. Um, and our airport is super easy to fly in and out of as well. So, um, but we did just want to let you know that we are thinking through those types of things because we know COVID is a concern for a lot of of areas. This is the proposed national and state race allocation that we've discussed with USABMX. Should we get this facility up and running with that covered roof, they've allocated a national to us for the first three years so that we can directly get back some of that that output that we've put into this facility immediate return. So years one, two, and three would be allocated to us. And anything after that, we would be able to bid on yearly um to be in the rotation. And then the state race allocation is every other year. Um that's just to split up the season with the rest of the states. So every with the rest of the state tracks. Every other year we would host a qualifying race and we would also be able to bid on that championship race as well. So this is what I have for you here. We hope that you guys are excited about all of this and um as we are, we've we've our crews worked really hard on on everything putting this together and we're happy to answer any questions you might have. Um, I would just like to add that um, this, you know, we did the master plan back in 2015. It was adopted by the board in 2016 and just to kind of point out that a bike park BMX track was listed through the workshop stakeholder process as one of the highest unmet needs in the county. Unfortunately, um, in that plan, this type of amenity is not actually in the master master plan or the capital plan. Uh, therefore, there's really no, uh, no funding associated with it in the future. But I did want to call out that it is it is listed as a as an unmet need in the master plan. And I do like the concept of a bike park with a pump track, the BMX track, playground, and open spaces. I think that makes it multifunctional which ultimately just really addresses a lot of a lot of diverse user groups and um and then we have our tourism director here and I'm sure he um liked those numbers. I mean those numbers are uh really high and and exciting. So, I have been so excited to work on this project and um that location as we looked around the county um when we zeroed in on this location, it it has great advantages because it's going to be next to the high school. So, they have shared parking um on the weekends for um large events and it backs up to

the Starky Wilderness Park. And we've been negotiating and working with Swift Mud to have more um entrances into the park and actually there's going to be one right near there um behind the Publix back in there. It's we call it the South Prong um or South Bridge, I can't remember, but it there's a bridge actually and it there's going to be trails going back into the park back there. So, um just a really uh good site and and they're working on bringing their facility here um their retail facility and we actually just went under contract for 2 and a half acres of land um on um Wellbuilt which is right over by the YMCA on Friday. So, um we have about a 25,000 square foot facility that will move from Largo up into Pasco County here in the next 12 to 18 months. And explain a little bit about how your business operates worldwide. So, we are uh JNR Bicycles. My husband owns this again. Um he we do primarily just focus on BMX. When we move up into the Trinity area, I think we'll probably be expanding some of those offerings into um some some more bicycling genres because it's just a nice and easy crossover. Um but we do have a retail store here in Largo, Florida. Now, um we have about 10,000 square feet there. And then we also do all of our um off-site storage in the back of my house. We have a big barn area. Um but we do ship worldwide. We ship to uh 27 countries right now. Um predominantly we are an e-commerce business versus a walk-in retail business. But that's just a sign of the times with Amazon and the Walmarts of of the world. Um but we do just BMX. And then um we also uh we also sponsor a national bike shop team. We've won seven seven titles which is the winningest bike shop team in the country. I think it's seven might be six. And then we um we also co-sponsor a lot of uh local state teams. Um JNR is just well known in the BMX industry world worldwide here. So we think it's a nice crossover. This wouldn't be done for JNR. So, we want to make a clear designation that JNR is a for-profit business that my husband operates and the nonprofit Ride Local is something that I would do separately of his business that this is a nonprofit to to really just be a community asset here. Obviously, I'm always looking for a great excuse to vacation in Florida, uh, as is everybody else, which is one of the the beautiful benefits of a track down here. Uh, and on a side note, I do have a little bit of a soft spot for this area. So, the Tampa Lake Park track that Lane mentioned, uh, I actually used to be the track operator there. So, from 2004 to 2007, I actually ran that track uh before moving to Ohio to work for the national organization. And so, that whole area uh that you guys are in, I have a soft spot for. I absolutely love it. and and anything that I can do personally to help champion the cause to have this BMX track built or or even just added to the master plan with with hopes of getting it built in the future. Let me know. Uh and I'm here to bend over backwards for that. Thank you. Um uh Tina Russo is is uh watching this and she just reminded me and I meant to say this. So, as you know, Tower Road is the orange belt trail. So, one of the most important trails I think it's going to be in the Tampa Bay area is going to be the Orange Belt Trail and that is going to go right in front of it. So, another function of this park is a trail head for the Orange Belt Trail and right now we don't have it even have a trail head for the Starky Trail. People are parking on the grass over there on Trinity Boulevard. Um and um and Tina mentions that she also did work with BMX in Hillsboro County. So, um I um recall that the legislature helped fund the rowing complex in Sarasota County. I don't know if our county attorney who lives down in that area knows anything about that, but they got a nice allocation. He lives here. Um and so, um there are there are ways that we can look for funds. Um and I'm going to suggest that we one route is that route also. Um, we're going to be meeting with different companies who may want to sponsor. You want to talk about the sponsorship? Is it the Houston one? It is. Houston Bike Park um is actually sponsored by Rockstar Energy. And if memory serves me correctly, actually, I'm not going to quote it because I don't know, but it was millions of dollars over over a five or 10 year plan to have the naming rights to that type of facility. Um, so I'm not afraid to be told no on these types of things. I don't hesitate to go and reach out. Um, I've already got an email in to Publix to ask if this is something that they'd like to um, you know, to to help us with, but I think that we should be reaching out to to some of these bigger companies that that are involved in youth sports, whether it be Rockstar wanting to do something else or maybe Monster, Red Bull wants to do something, um, Pepsi, Gatorade, any any of those types of things. We know Amazon's putting in a facility and they're very big on going green. if you've seen any of their commercials

that maybe they would really like the solarp powered initiative there. Um, but we do think that that we we might be able to help find some sponsor money. I just I haven't done this before to to be able to say with 100% certainty that we can, you know, fi find all of the funds necessary on our own, but we definitely want to help out with that process and of course moved this along as quickly as we can to to a grand opening. So, Commissioner, can I There's some questions down here. We've been waiting to talk if I thought I saw a hand up. Did I not see your hand up, Wells? I thought I saw you. Well, no. Um, and also working with people that are existing there. I'm sure we can find other land for the people that fly the planes there. Oh, yeah. We we've got 845 acres right to the north that you know I'm sure we can find some from a space farm. I I like the access of the of the property to make something happen there. So as far as like funding goes part of this is going to you coming to Pasco no matter what or is this like helping you come to Pasco as far as As far as our business our business is coming. I'm under contract on the land so we're we're moving regardless of your BMX track. Um, we we know that you would be one, we're the largest in the country as far as a BMX store goes. To have that within a few miles of the track is you're not going to find that anywhere else in the country. There are other places that have bike store BMX stores. They're just they're not as large as we are. So, we are moving into the county. Um, actually, Commissioner Starky helped us for a long time going, "What about this piece? What about that piece? Have you driven over here?" Um, we actually live right at the border of Pineelis and Pasco County in that Keystone uh, East Lake area and um, we we've been looking at this land and finally said that we couldn't find a building that we could move into quicker that was large enough and found that land and said it's now or never and uh, we we made the offer and they accepted. So, we're we're coming into Pasco County 100%. Okay. Are we helping you as far as like jobs incentives and all? Um, we had talked with somebody earlier about that. Um, we're not opposed to it because we know that we're going to need to bring more employees in than what we have now. And I'm sure my employees watching are probably like, "Yes, please bring some more people in because our our business has been booming." Um, but I don't know that we're in one of those areas that you were focused on. I know there was an area up in 19 that was a focus um to create some more jobs, but all the help that we can get to to have a successful opening and of course run a

more successful business, we're we're willing to take. I think you'll find that I'm sure Commissioner Stark could take you down that trail trail, but yeah, we we for job job creation based upon level of income, there are incentives that are out there for you. So, we'd love to help you there. Um, is this area served by Tiko or Duke? I'm pretty sure it's Duke. I'm pretty certain it's Duke. We have uh somebody, one of our family friends was working in the community center at Starky Ranch and she said that they were all Duke Energy. So, being within a mile of their welcome center, I think we are Duke there. Remember Duke is building that facility over by 41, that new um I don't know what you call it that with all the wires, that ugly thing. They could they could be a prime sponsor, remember one with the solar, but as well as just having it right there for him, right? Could be a real good thing. Uh and Commissioner Stark, I think you're you're on the money. That legislative ask might be a big help. Um, and I think with the no trail head funding would be a good direction as well to kind of like tie those in together as well. Um, so other than that, what is what does he ask for the commission that you're trying to Well, I think first we just want to make sure that everybody agrees to this and wants to move forward with this. Um, you know, we we've done this plan um the layout, but it was it was really just a quick shot from the hip to give an overall aspect of what it could look like. Um, and then eventually there there will be a budget ask to be included in in in the budget. How much can we offset with somebody like Duke or or another big sponsor? I'm not certain of yet. Generally speaking, the city or the county that one of these tracks goes into does fund this because it does come back to be an asset for the community as well as the income from the um the tourism that comes in from the from this type of facility. And um I've mentioned with Delaney that you know this year's budget is done for next year. So we're in the planning discussing phase. So um we'll be working with administrator and staff and legislature and who whomever to see how we c what we can do to proceed. It pro you know if all goes well be a phased uh program and so we just start with the track. Um, but you know, my goal would be to go all the way because I think that's where we get the biggest bang for the buck with the roof and all that, but this was really just informational to let you all know about it and um to uh I can tell you that this got out. Um I I don't know how maybe people saw it in a tourism um meeting, but I started getting bombarded and I I don't Yeah, I actually didn't know that so many people watched those types of of me either. But before I got before we could even click off, there were emails saying,

"This is so great. This is so cool." We were just at a national in Rock Hill, South Carolina over the weekend that we vended at and people coming up to the counter going, "Oh my gosh, I live in Beexley. I live in Balentree. It would be so great to have this. I live in Spring Hill. This is a lot closer for us to drive. You know, we'll be watching. We're behind you supporting this. Generally, when we come and do an ask like this, you will see this whole place filled with with supporters because of COVID. We couldn't do that. And Starky put me on the calendar a lot quicker than I could put together a video of support from all of the uh from all of the local riders. But the support is here to to support another facility. And the the residents are here, too. at the beginning that we proposed this to USABMX. They said, "You're way too close to to these other parks." And I says, "Let me drive you over there and show you how much building they're doing. We will not take away from their programs. We will only increase it when you can go to three different types, very unique types of BMX tracks. We're only going to increase, you know, the participation at all of these tracks by offering this." So, we drove them around and they said, "Oh my gosh, you're so right. This is the perfect area for this. So, and if if you lived in Beexsley, you would you know that those their pup tracks, I think they have two used to be open to the public, but then they're now locked up and only for the residents because they're so popular. So, let me just just a couple questions because I saw your presentation. and obviously the TDC and I think a lot of that um feedback you were seeing because the times um picked that up and so did um the Laker um they both wrote articles about it too but and Adam's here with us and so tell tell me a little bit about we talk about your proforma though again when we talk about funding um do we have a proforma do we have a business plan where where the funding would come from I mean I know we just briefly talked about it but I don't have anything that shows where all of the funding would come from, like I said, it generally comes from the county or city that it that the track is located within. Um, we do have, we know that the track at this size with the parking lot and roof minus any land costs is about three and a half million. Um, we believe that with the full facility, um, you're you're probably looking between 8 and 10 million. And again, that's just very rough numbers because we haven't had anybody bid it out. And it also depends on how extravagant you want to go. at the park that we were just at um in Rock Hill, which is a huge cycling community. Um they just put in a playground since the last time I was there, and it was like we we were talking to a local about it. They was like $400,000. It's the coolest playground I've ever seen. My son, of course, thinks that we're getting one in our backyard like this. Um but it all depends on what types of things you want to put in there. How extravagant do you

want to go with some of these things that would really talk about what the what those numbers are? So, I got Adam. Let's and she knows that and I don't think it's even necessary to go into uh she knows that there's no money in the tourism right now. It's committed to Wesley Chapel. Um it's not in the parks and reccks budget although it's in the needs assessment. So I don't even know if we really need to talk about money right now. This was just purelyformational and to let you know, we're going to start um working on um seeing if we can find a plan and um I think we mentioned to you some of the places we're going to go to look money and um I'm sure you'll see Delaney here again and hear more about this and I just hope you're as excited as I am for the community because and Adam, go ahead. This is a great opportunity for not only our citizens, but to to to really diversify our product as a sports coast and as our destination of sports events. So, um, the economic impact is is strong, the visitation is strong. Um, you have a great partner here with Delaney. Uh, I think it's a great opportunity for us to really move forward, but funding obviously everything comes down to funding. It's always an issue. It's always money. Okay. Thanks. Yeah. Just one other um avenue for funding that I I was just thinking about while we were in Rock Hill is they're funded by Novant Health and I believe the Louisville track is funded by one of their big hospital groups there too. So something like Advent Health here or Bayare may also u be another avenue that we can we can look at as well. I do know that they have funded two other BMX facilities that are larger facilities that it it it might be worth something that we could talk to them on. Why did they think it was good to get their name out locally and and you know put up some money to to we actually have Advent Health on our skating rink, ice skating rink. So, um it does it does happen here as well. Yeah. And you have obviously HA HCA hospitals too. We have and you have Trinity. Trinity is right around your closest one. So, all right.
