The board approved a series of utility and solid waste assessments for FY2021, including a stormwater management rate held flat at $95 per ERU and a residential solid waste disposal rate increasing by $7 per ERU to fund growth and the long-term waste-to-energy facility expansion. Final non-ad valorem assessments for the Quail Hollow, Williamsburg West, and Fox Ridge municipal service units were also adopted. All votes were 5-0.

3:32physically present utilizing communications media technology for the public and team members to participate a detailed advertisement was run in the tampa bay times indicating the board's intent to conduct a hybrid virtual meeting even with executive order number 2112 the governor's safe smart step-by-step order large gatherings of over 50 people are not recommended to congregate in any public place that does not readily allow for appropriate social distancing the state surgeon general on july 20 2020 issued a public health advisory indicating all individuals should refrain from participation in social or recreational gatherings of more than 10 people based on this the conduct of a regular meeting with the public present would certainly not be meet the spirit or intent of the order the public has been afforded an opportunity to make public comments either in writing or by the use of communications technology that has been provided the board adopted resolution 2182 on june 30th 2020 establishing the procedural rules for hybrid virtual meetings such as the one being held today as with any meeting you are required that you take action you are required to take public comment on any proposition pursuant to section 286.0114 florida statutes i'm available for any questions thank you mr steinsteiner now it's the time for public comments citizens are given an opportunity to come on any item coming before the board during the public comment section public comment for public hearing items are taken during these individual public hearings beginning at 9 00 a.m brian's pertaining to the 10 am bcc regular meaning those will be heard at that time due to coven 19 operations and to safeguard the well-being and safety of our citizens and staff today's public comment will be handled differently first we will take public comment from those that have pre-registered for a webex link and are currently in queue after we will read into record public comments documents powerpoints or videos that have been identified by members of the public to be read out loud played at the meeting or received and filed finally we'll take public comment from those currently signed up at the kiosk station coming but not to exceed three minutes this new format does not wave the request when you do address the board comments are not directed personally against a commissioner team member but rather directed at the issue this provides mutual respect between the board members and the public for webex and kiosk participants after stating your name and address for the clerk the timer will be activated we'll start a countdown after
5:52that when people sound living you know the only one remains after time is up two beeps will sound indicating three minutes are up and you should close your comment to that time webex participants will be disconnected when their time is up and kiosk participant participants will be asked to move away from the kiosk now we proceed with the public hearing agenda we have five public hearing items on the regular agenda starting with item p1 madam court do we have proof one moment please yes item p1 was published in the tampa bay times on july 29 2020. good morning commissioners my name is juanita hernan i'm a senior project manager in public works before you you have the resolution establishing the equivalent residential unit eru and the eru rate to fund the stormwater management utility system as you may remember last year 2019 we adopted a rate of 95 per eru this 2020 we are not increasing the rate we are keeping the same that we had back in june 30th the preliminary rate was adopted for 95 and that's what we are bringing in today the final resolution for your approval great thank you ma'am so the rate is staying the same for the next fiscal year all right correct any questions comments by the board come on let's make a comment uh i want to say that uh the stonewater pro team is doing such a phenomenal job they did a great work to see pines cleaning out golf island's cleaning out and i know your pipe replacement crew has been doing a phenomenal job so thank you for the good work you guys are doing thank you thank you commission mariana any other questions from the board before i go to public comment i'm clearly signed up for public comment via webex at this time no no one signed up via webex and i do not have any email is anybody at the kiosk at this time is anybody on the kiosk for this item which is p1 yes there is okay for p1 all right please have them go ahead uh good morning ladies and gentlemen uh victor rodriguez 17350 nelson road uh shady hills florida i'm coming to behalf of this assessment my question to the board is this rate as the lady said is not an increase but what i've received in the mail is showing that it is an increase so is this a tax that is actually more than what it was last year for the assessed value okay after public comment's over we'll go ahead and respond okay do you have anything else um yeah would like to speak on solid waste as well that is increase in taxes as well i have the same comment if that's going up from last year my
