they give may be faithful stewards of your good gifts amen amen to the united states of america and to the republic for which it stands one nation under god district 1 commissioner oakley here district 3 commissioner starkey district 4 commissioner wells here district 5 commissioner mariano here district 2 chairman moore here mr steinstein will you please go over today's proceedings with the bcc be happy to mr chairman on march 20th 2020 governor desantis issued executive order 2069 which recently has been extended by executive order 2179 which is suspended any florida statute that requires a forum to be present in person or requires a local government entity to meet in a specific public place however the board has chosen to hold this board meeting with a quorum physically present utilizing communications media technology for the public and other team members to participate the a detailed advertisement was run in the tampa bay times indicating the board's intent to conduct a hybrid virtual meeting even with executive order number 2112 the governor's safe smart step-by-step order large gatherings of over 50 people are not recommended to congregate in any public place that does not readily allow for appropriate social distancing the state's surgeon general on july 20th 2020 issued a public health advisory indicating all individuals should refrain from participation in social and or recreational gatherings of not of more than 10 people based on that this the conduct of a regular meeting would not would certainly not meet the spirit or intent of the order the public has been afforded an opportunity to make public comments either in writing or by the use of communications technology that has been provided the board adopted resolution 2182 on june 30th 2020 establishing the procedural rules for hybrid virtual meetings such as the one being held today as with any public meeting any meeting you take action at you are required to take public comment on any proposition pursuant to section 286.0114 florida statutes i'm available for any questions thank you mr stein snyder now is the time for public comments senators are given an opportunity to comment on any item coming before the board during the police public comment section the board also takes public comment on items being placed on the future board agenda or other business on their purview due to cobia 19 operations and to safeguard the well-being and safety
2:53of our citizens and staff today's public comment will be handled differently first we'll take public comment from those that are pre-registered for our webex link and are currently on queue after we will read into the record public comments documents powerpoints or videos that have been identified by members of the public to be read out loud and play at the meeting finally we'll take public comment from those currently signed up at the kiosk station comments are not to exceed three minutes um this new format does not weigh the request that when you address the board comments not be directed personally against any commissioner team member but rather directed at the issues this provides mutual respect between the board members and the public for webex participants and kiosk participants after stating your name and address for the clerk the timer will be activated and start a countdown after two minutes when people sound letting you know that only one minute remains after this time is up two beeps will sound indicating that three minutes are up and you should close your comments webex participants will just be disconnected when their time is up and kiosk participants will be asked to move away from the kiosk madam clerk we have anybody pre-registered to speak or any emails to read into the record [Music] that were sent in neither asked to be read into the record they asked to be filed only okay great everybody at the kiosk today we do have one person at the kiosk okay go ahead and have them mistake their name and address to the record and they can begin their three minutes victor rodriguez uh 17 350 nelson road uh shady hills florida three four six one zero uh board i come to you today on behalf of my constituents um and they have reached out to me um i just wanted to share uh from a website called statista.com statistics um the global us market share of leading internet browsers of 2019 as a december 2019 google chrome account for 47.91 of overall internet browser market share in the united states um the the next competitor to google chrome was apple's safari browser which you know can only be accessed only through apple products that was 36.89 percent of the market share as you guys know uh the meeting agenda was not available so as a recent and there was on the website uh the paso county uh website stated that firefox and internet explorer was a means of a method to to access the agenda items the agenda items for our the firefox is 3.98 and internet explorer is 2.36 of the market share in the united states

9:08the fiscal impact section for c14 should now read funding in the amount of 54 658 dollars is budgeted and available in public infrastructure engineering services road and street land slash right of way transportation cip20437 with the noted adjustment to the funding source the recommendation of the board is for approval no move second motion by chemistry well second by commissioner oakland clerk please call the raw district one commissioner oakley aye district 3 commissioner starkey district 4 commissioner wells aye district 5 ariana hi district 2 chairman moore all right motion passes 5-0 thank you um p-13 was a mistake that actually should go on the afternoon not the morning c5 good morning commissioners paolo barcalda director of building construction services we are adding the justification for purchases accepted from competition form to this item that's c5 pcs20235 questions comments for approval motion by chemistry wells second by commissioner oakley madam clerk please call the roll district one commissioner oakley aye district three commissioner starkey district five commissioner mariano aye district two chairman moore aye motion passes five zero thank you c-41 um it was a pull by me just for discussion and like mr kabala to explain this item good morning mr chairman members of the board mike carbala assistant county administrator public infrastructure uh item c 41 is to approve the last year renewal of the ajax industries paving contract that is a comprehensive paving contract which also includes drainage uh the benefits the staff have discovered you know with having multiple contractors include accountability as well as flexibility and efficiency of operation uh i will say that uh the prices of that contract are higher than our current product than our current contract uh as well as some surrounding area contracts so when we look in practice to utilize a contract we are comparing both contracts side by side and looking at the overall scope of the work and will always make a determination as to what is in the best value of our citizens staff is in the process of putting together a new comprehensive contract that will include drainage to go out on the street in approximately six months but of course the timing is always what it is uh at the time when you get bid prices so while there may be other contracts and local municipalities that are lower that doesn't necessarily mean that we will achieve that same pricing within the next six months okay so just a quick question so
12:01basically we're saying we're obviously renewing the um their annual asphalt paving um contract but at the same time those things can constantly in the process of always negotiating those prices going prices prices go prices go up and down so for example you may see a local municipality that would have a price for a certain piece of asphalt at 78 a ton uh our contract price currently with our current low bid contractor is 97 a ton for that same item so these prices are are all over the map sometimes but they are low at the time we bid them and again i will reiterate that that staff looks at those contracts side by side and will do what's in the best value however we we believe that having the flexibility is important to our citizens because going six to eight months without a secondary contract could limit our flexibility doesn't necessarily mean that we have to use that contract but we want the flexibility should we need to do a massive drainage project in association with a with a paving contract okay any other questions comments chairman and i i apologize i i missed a little bit of the beginning so and i know obviously we can't compare us to other counties possibly but it's because of the volume they do that could be that is that part of the bit like when we bid them do we talk about the volume that's going to be for that several year contract yes sir we we put in our our estimated uh annual quantities and that the market bids bids accordingly okay thank you mariana commissioner mariana you had a question sir i was going to say um i know mike you're going to look over every contract to compare to make sure we're getting the best value for it and is the new bid coming out if it helps with a bigger pipe contract it may have a chance to be a better bid but you'll also look at doing it in-house too so i'm comfortable with your procedure is going to be i'll move approval i'm a motion by commissioner mariano i could i didn't think we had to approve of just a discussion well we still have to approve the item because it was pulled second by commissioner oakley yep madam clerk please call the roll district one commissioner oakley aye district district five commissioner mariano hi district two chairman moore aye motion passes five zero taking care of that i'm okay now we'll move on to our regular agenda i do have a the first item is actually a 10 30 time certain so we're going to go ahead and move on to r2 morning mr chairman and board members david engel representing the office of economic growth
14:59the agenda item before you today is an economic incentive agreement and what i'd like to do is give a brief overview of the project make a staff recommendation and then introduce ms jenny samar of the pasco edc who will uh also introduce mr jerry flatt ceo of soul company okay so uh next slide please move it on i don't have a remote here the the project is located in com com park 75 in the wesley chapel area pasco county it's on a 7.7 acre lot the company is proposing to construct next to their existing facility a 100 000 square foot building and could you go to the next slide please and it'll be a manufacturing building and as a result of this project the company is proposing to hire 25 full-time employees the pasco county economic development council has proposed 177 172 dollars worth of incentives consisting of a job creation incentive for 25 new jobs which is fifty thousand dollars a pasco county five-year tangible reimbursement incentive which totals a hundred and seven thousand one hundred and seventy two dollars which is a rebate on their tangible taxes paid the previous year and also the employee training grant for pasco based employees for twenty thousand dollars the project will generate four point six nine million dollars annually and gross county product so the return on investment is very substantial um so at this juncture i'd like to uh make a recommendation by staff to approve this economic incentive agreement and i like to extend uh jenny simar some time to just represent the pasco edc he's on the web actually just tuned in maybe we can go to can you hear me we can hear you please go ahead jenny can you hear me yes please go ahead okay i'm jenny simoer and i'm with the pasco edc i am the business retention and expansion manager today we have the privilege to present the salt company the salt company is a perfect example why we have the bre program and why we do what we do the soil company was incorporated in the state of florida in 1956 this company has been very resilient has overcome many economic climates that have been challenging and have continued to grow and expand our small businesses are the backbone of our economy our local economy and they are the backbone of our business community so um through a bre visit we were able to talk to mr flatt who is logged on as chris osborne
18:11and mr flatt is the representative for the company and he's going to give you a brief history on the company and have his time but i would like to say that when we were able to meet with him he had been considering to expand for several years their company manufactures packaging and shipping supplies and now they've added a medical division that allows to service many of our health care facilities in the area but also in the southeastern united states we are privileged to work in in partnership with the company to see them continue succeeding bringing workforce opportunities and continue growing and and bringing a positive economic impact to our area and now i would like to introduce mr jerry flatt with become the sole company can you hear me yes okay my name is jerry flatt and uh i'm with the sole company uh we've been in pasco county since the year of 2001 we opened up the present facility that we have we've grown uh to the point that we need to add an additional facility we do a lot of packaging with different companies different manufacturers both in pasco and pinellas and hillsborough county uh we even sell some product on the east coast of the state of florida we have a medical division that has grown exponentially and we have signed new contracts with a number of group purchasing organizations uh health trust uh out of tennessee and we have just signed two new contracts with two new groups and we're looking to increase our business we supply patient positioning products that are manufactured out of foam and so these are used in surgery applications for positioning the patient and that part of our business is really growing so we've decided to put up the new building uh and we appreciate the help that you all are offering to be able to accomplish that and in putting up that building our medical division will move out of our existing building which will allow more growth for packaging and allow the growth that we need on the medical side so we're very thankful to uh have the opportunity to explain a little bit about the company and our growth plans and i'd be glad to answer any questions that you might have of me excellent well we're excited about your growth congratulations on the all the great accomplishments you and your team are doing i'm doing any other questions or comments from the board at this time

24:48uh she's a former sales exec for hewlett-packard in the southeastern region so i'd like to appoint her as my appointee to the committee okay so you would like to point miss nicholas to the commission the status of women i have a motion by commissioner mariano can i have a second second i have a second by commissioner wells madam clerk please call the roll district one commissioner oakley hi district three starkey district 4 commissioner wells aye district 5 commissioner mariano aye district 2 chairman moore aye most passes 5-0 okay thank you so much now with that is the representative from the commission of the status of women ready and available to present gene i have unmuted you if you'd like to speak good morning can everybody hear me we can thank you just your just give us your name and you can start rolling thank you chairman moore and hello all fellow commissioners i am g matthew and i'm the vice chair of the commission of the status of women i represent district one and i'm here on behalf of cheryl pollock who is our chairperson she is out with a scheduled time-off procedure and i'm here today to present the annual uh 2020 work program summary of the csw as a reminder our mission statement which was developed in 2018 [Music] our mission is to elevate the status of women in pasco through the community um with that said back in june of 2019 on the commission unanimously unanimously voted to select domestic violence as the number one priority for additional work by the commission and this was to elevate the level of awareness in the community and how it affects the women in pasco i'm going to highlight some of the things in the report because i know that you have the report available throughout the past year the commission took part in numerous activities to position itself as an organized body of thought leaders around women's issues and improving the well-being of pasco women the most successful activities included establishing a working relationship with working women of tampa bay participation in what women want expo which was held at the hyatt in wesley chapel florida participation in the community conversation on human trafficking and hosting a 2020 us census 101 presentation at our monthly meeting we have also developed a csw informational palm card which i believe is available to you guys to review
28:11we have also recently uploaded that to our facebook page that we have created and we are gaining momentum with our social media followers for the commission also established some key activities include the commission provided recommendations of women in pasco to be recognized in the resolution for the 100th anniversary of women's rights to vote in the united states and that anniversary is actually coming up it's august 18. um we we had postponed that resolution i believe is going to be done a little bit later in the year we also had representation at the pasco hernandez state college empower conference back in march 6 and most recently at the pasco county domestic and sexual violence task force presented at um one of our monthly meetings they provided a lot of statistics which is included in the report is there any questions or comments yes yes sir oh do you just sorry my mic any questions or questions or questions mr chairman jack mariano hello gene thanks for stepping in today um gene a question for you um there's a lady named sue campbell who runs the rope center over in hudson um she has a separate building for women or if she has a building that's kind of gently shared with women over in the hudson area uh different reasons why they made there as far as being homeless and all um have you ever reached out to her to to come to one of the committees and maybe present to you mariano i have not heard her name um i'm fairly new with the mission um i just more in january so maybe some of the other ladies have and i'll be sure to bring her and her cause our next meeting which is in october i can get a little bit more information from you like on an address and things like that okay thank you very much anything else no well it's nothing we appreciate you being here and thank you for your volunteerism um thank you from all of us and and uh passing a message from commissioner starkey she's having some technical difficulties she said to tell you great job and she appreciates everything you guys are doing too so with that thank you so much okay well we we appreciate all you guys and we want to thank you for your your current support and your contributions to the csw have a great day thank you you too on r3 mr schmidt the introduction of ordinance and many of the password code of ordinance to chapter 14 section
31:4714-27 definitions in section 14 dash 108 location sale of dogs and cats today is introduction so no funding is required thank you mr chairman members of the board madam clerk mike shumate director of paso county animal services um so we are looking at uh introducing an ordinance amendment for section 1427 which is definitions and then also uh section 14 108 is the primary change uh location of sale of dogs uh and cats which we're going to be renaming the retail sale of dogs and cats for that section so this amendment is primarily focused um to restrict the sale retail sale of dogs and cats for puppies and kittens from pet stores especially those intentionally selling from large commercial breeders out of state breeders puppy bills primarily so if i get over the first slide which is up there so the restrictions on the sale of dogs and cats of course is in in pet stores is consistent with our mission to protect people and pets in our community now as you already know we had section 108 which we had to establish a few years back when we had sale of puppies and kittens at roadsides flea markets and things like that so we've come in to alter that ordinance a significant number of these puppies and kittens sold at pet stores come from large-scale breeding facilities typically out of state where the health and welfare of animals are not adequately provided there's documented abuses endemic to the puppy and kitten mills including over breeding inbreeding minimal to non-existent veterinary care lack of nutritious food water and shelter lack of socialization adequate space and exercise next slide please the inhumane conditions in puppy mills and kitten meals often lead to health and behavioral issues consumers are often unaware of these issues when purchasing their animals from pet stores we do have a law in florida statute 8 28 29 that puts restrictions and requirements on those that are importing animals from out of state and also it's basically been referred to as florida's pet limit law which gives some recourse to pet owners but again many of these health and behavioral issues may develop later once they're outside the scope of the protection of the florida statute to impose financial hardship and emotional costs on consumers so prohibiting this the retail sale of puppies and kittens is likely and hopefully to decrease the demand for
34:49puppies and kittens bread and puppy and kitten milk and increase the demand for animals from animal shelters rescue organizations and registered local breeders most pet stores operate profitably with a business model focused on the sale of pets services and supplies and not on the sale of dogs and cats a lot of your big bucks pet stores such as petco petsmart at supermarket head supplies plus throughout our county operate very profitable businesses and they do not offer for sale dogs cats puppies or kittens what they do is they partner with local rescue organizations and shelters such as ours to adopt those animals out that's what we're calling the adoption-based business model in the ordinance it promotes collaboration with animal shelters rescue organizations for showcasing adoptable homeless pets at pet stores and i can certainly attest we have quite a few homeless pets throughout pasco the ordinance amendment does not affect a consumer's ability to obtain a dog or cat directly from a shelter a rescue organization or a breeder i'm sure if you're looking for any breed of dog you can find it very quickly either in pasco county or surrounding counties or certainly within our own state passing this amendment will also be joining the county we'll be joining in about 50 other municipalities and eight other counties in florida that have passed similar ordinances already so what we're amending is the definitions we're adding the adoption-based business model definition animal rescue organizations being redefined broker certificate of source pet dealer pet seller pet store and retail sale we're renaming the section as i mentioned already to reach retail sale of dogs and cats we've added a legislative intent focused on protection of people consumers and pets we're requiring the adoption-based business model for the retail sale of dogs and cats for any existing pet stores or new pet stores we are allowing an exemption though for current registered pet stores in our county we're doing this because quite frankly we only have one and we've had that pet store registered with our county for a number of years and we do have inspection opportunities go in there and as we do have complaints or issues we can very quickly go in and help to resolve those for the consumer uh the customer or look at the conditions to protect the pets um there are also a section for penalty um with all that said we are recommending that uh you accept the proposed
37:48amendment changes um or the amendments to the code of uh 14 27 14 108 and direct board records to advertise the proposed amendment for public hearing before the board on september 8th of this year right here dave city any questions commissioner wells thank you chairman um mike so the breeders like local breeders in pasco county will still be able to sell dogs and and just so the board knows you know mike and i met with the owners of i don't remember the name of the business down in pinellas in hillsborough county the young lady's own do you remember what the name of that all about pets all about pets and you know nice young ladies they did a good job of you know most of their pets are out of state like he said and they did a good job of showing i think i think overall the pets were being taken care of the breeders were nice um but i still agree i think we try to keep it local and and you know we've talked about it and extensively so and we hate to hurt business i know they had talked about trying to move up here to pasco county but but i do support this it's um it's a shame that a couple bad apples hurt everybody if you will yeah they very quickly once hillsborough ordinance uh to to take away the grandfather clause that they had they knew that they had to relocate uh they did call up talked to me talked to some of the commissioners i believe um they wanted to find out if pasco was going to be open for the their type of business and we we kind of frankly told them no um they had done so much to try to comply with whatever hillsborough wanted because they've been in business for years and years as a family organization but they were still sourcing from puppy mills out of state um although they um they tried to uh tell us that you know they were very good they inspected themselves things like that um these puppy mills inspection once a year isn't going to cut it for most of them you know as soon as they walk away or as soon as the usda which does very frequent inspections on these places and very minimal standards it's back to business as normal you can have multiple animals in cages terrible conditions um and i think uh the humane society of the united states and the aspca and other organizations have documented a lot of this so that's why we want to uh have this amendment approved to move it forward and this this one we have i don't i don't know where they are at but i know you said there has been some complaints nothing extraordinary that that would make you think that they don't need to
40:24be grandfathered and i'm assuming or you wouldn't grandfather a man so i think i think anybody that is going to buy from someone who um mass breeds animals you've got to be cautious um i think local breeders do a much better job uh at their uh their homes or facilities where they're not um mass breeding animals they have maybe selected uh breeding couples and and things like that where they regulated a little bit more we have inspections opportunities to get in look at them they register with us so that we do have that in the future and we know who they are and where they are so it's not like they just pop up somewhere uh this particular reader has been doing it for a long time in the county um when we do have a club complaint we can go up very quickly and try to correct everything we have rarely issued citations a few warrants a few on the spot corrections things like that and obviously i'd like people to adopt i mean that's mainly and you got your team's done a great job i'm sure the numbers are still high social media presence has been unbelievable um thank you got some great dogs and cats out there so thank you and so does humane society and yep you know so thank you thank you mike thank you that's all true questions other questions mr oakley commissioner mariano mr mariano's guys that's a good job can i see commercial mariana has his hand up then thank you mr chairman um mike i want to say your team has done an absolute phenomenal job um you know just recently we just had another dog that was like featured on facebook where this dog was gonna be euthanized coming up and if it didn't get adopted within two days and one of my facebook friends saw that shared that gave it to me i shared it and we ended up saving that uh dog and went to an awesome family the uh the child was just like thrilled beyond belief and i tell you while i was there i got to take the tour as well as the dogs that were in there are absolutely phenomenal so any anybody out there watching this to to go and see the dogs down there is a great group of dogs you've got uh the second building which has been renovated now so we can take more i don't think you're ever going to fill it i don't think you're ever going to use it with your team doing such a great job so that's i'm okay with that you guys are doing a phenomenal job but thank you for the great work you're doing thank you commissioner thank you yeah and i'm on board too for sure
42:50um some of you may be aware that you know my family's last this year and last year um adopted um two dogs from rescues and both special needs dog both of them have um deformities um one of them literally has no leg in his front leg it's totally gone he was born that way and our other dog has part of a leg and front feet are both deformed but they're great animals they're great pets and unfortunately you know i won't get it really to the weeds too much but um they did both come from readers that unfortunately not sure what they were doing if they did anything wrong or not one was tossed it was rescued by somebody and thankfully the other one actually was turned in it was actually turned into i think he was turned into pasco county animal services then and animal lovers dream yeah animal lovers dream rescue i think pulled them from you guys and then we ended up adopting them so he's a great little guy yeah um but there's so many great dogs out there that can be adopted um like commissioner marriott and wells both stated um tons out there whether it be from animal service humane society the number of rescues private rescues that are in the area um pascal county and in the vicinity so there's there's really really good opportunities and if i'm not correct mike one of the things that this will also help hopefully in the future potentially is to help the amount of animals that you're having to care for and possibly help your capacity is that correct yeah absolutely what there's a i mean we've got quite a bit of breeding of pets in pasco already we have no want for animals coming into our shelter every day so we know that the population is still high we have cats you know galore in the county that we're desperately working on to get sterilized as quickly as possible with some of our programs and funding from some of our partners and grants from petco and petsmart charities and things like that so yep commissioner oakley yeah mike you and your team have done a great job since since i've been elected here in the last three or four years i mean it's a total reversal of what it was when i first came yeah i've done a great job turning that around and moving to a better time for pets and animals here in pasco county i certainly appreciate everything you all do well thank you thank you and and i do want to point out that you do have a great team working out there those folks are rescue

48:53there we had that groundbreaking thank you and and of course keith wiley and his team on the ground breaking for the new gymnasium so uh we've had real good uh comments and social media and all of that issue and that that ribbon cuttings uh turned out real real groundbreaking for it thank you appreciate all you do and um that one other thing uh i just heard before i came in today was a longtime judge here in the area judge thiever passed away yesterday so if we could remember him and our prayers would be great just his wife and family so thank you thank you commissioner thank you commissioner oakley we're going to go ahead and um let commissioner starkey do her um items this afternoon or since she's having some technical difficulties this time so i will go ahead and move on to commissioner wells thank you chairman um just two things first i we just wrapped up the 10 day scallop season um i can tell you it was you know all three years this is the third year we've done it all three years has been great this year i mean it was tremendous uh i can't tell you i know i know chairman moore you said you're out there opening today um to see all the boats and see all the families i can't can't even describe what it means to me to see it you know there's a facebook site called florida scallop group which is a statewide group and everyone's talking about pasco county which is a good thing um folks were there the restaurants were packed on the river or you couldn't even get in the three restaurants over at cody um you know miss vicki's on on the anglo river was packed so it's you know they're spending money here which is great um you know the fwc they really couldn't do any numbers this year because of the cdc guidelines normally they would go to the boat ramps and ask folks how they did but i can tell you looking at the florida scallop group and and to me it's not about limiting out it's about going out there having a good time getting as much as you need to that you want to eat not limiting out but but there's a lot of folks talking about they limited out so they will be doing a post scallop count at some point and we will be involved with them with volunteers like keith's teams adam's team i'll be out there i'll let you all know if you want we're going to be getting some volunteers to count kind of the numbers i've already had conversations with tom gray from fwc
51:17how important it would be to all of us to have a 30-day season next year i think it's worth doing um because i really feel and if we look at the numbers we'll probably have the same number of folks over 30 days we went over 10 because everybody's scrambling to get here for the two weekends we have um and we're talking thousands of boats but it was it was an awesome season so i just want to thank everybody for for everything they did to support that adam's team keith's team i mean i know the opening day the anco boat ramp was closed at 8 30. um that's how busy it was and we've got 120 spots there so look looking forward to adding the 150 spots here soon that i know keith's working on and so is karbala right mike so um and one more thing i just want to follow up i know a couple of weeks ago i spoke taught you all about raises for employees i know dan has it in the budget to do a two percent raise i really think it's important i know i've heard from commissioner oakley that he supports this you know to give you an idea the impact on the general fund for increasing it to two to three is about 560 000 um in may the sales tax receipts 1.4 above what we thought they were going to be and 850 000 above we're predicting with the month due to the covid so we have the money um you know so thank you dan for for giving me that information you know we built that into the five-year budget pro protection plan if anybody has any questions for them that would be fine but i'd like to make a motion for us to give the what i just say an additional one percent is that so an additional one percent increase for fiscal year 2020 what correct correct i'll second the motion thank you question some emotion in second madam clerk please call the rule district one commissioner oakley aye mr starkey aye district 4 commissioner wells aye district 5 commissioner mariano hi district 2 chairman moore aye motion passes 5-0 that is all thank you chairman thank you sir i will go to commissioner mariano thank you mr chairman and uh commissioner wells again fantastic job using your expertise to get the fish and wildlife to approve the scalloping season it's been a great boon for all of pasco county so great job with that um i'd like to say adam thomas is doing a great job doing all the research to find out a lot about stuff they had a person at the hudson boat ramp on at least a couple of days i was there so i'm sure she was there every day and she was really checking out everybody that was there finding out why they were
53:56there what they were eating et cetera so uh i know we'll have some good data from adam coming up on this team on the research um is mike carbella out there yeah he is yeah mike if you if you come forward i want to just kind of give you a little praise so don't get scared um but i want to just kind of talk about something and uh commissioner oakley when you were just campaigning a few years ago we had a big issue at bear creek i was i was downstream at beacon woods drive on the on the bear creek channel that goes out to the gulf and i found water levels were going down and because you were out in the field over in griffin park we found out the water levels actually rising there and that helped the stormwater team kind of like free up a lot of issues that were out there and i'm going to tell you it's it's really helped that whole area and i want to say uh mike for you for your team uh i'm really impressed with the people that you put in position to actually do things and let that information come from the field and come up with solutions uh donald carey the other day called me up sent me an email over about bear creek we've got a whole bunch of people in the flood uh flood plain out there that he thinks we can take out and he sent me the map but i think jordan can you pull that up um the map's kind of tough to read but i'll just say that's how much detail he put into this so we have a chance to help a lot of homes in that bear creek area um that would be phenomenal if if if the board would just kind of make work with don kerry to kind of go with staff there's a lot of homes that are on that whole blue area that i think can come out and save those people a whole bunch of money insurance so i just i've alert the board thank don kerry thank mike carbella for letting don kerry do this type of thing and if we could uh mike i do i need to make a motion to kind of make an effort for us to go kind of look at doing a board initiated flood map revision to take these people out of the floodplain so i'm entirely familiar with all of the details obviously but uh we certainly prefer to probably bring something back that's a little more comprehensive um but uh yeah the team the team has done an amazing job leaning forward and taking care of these things we're very proud of them and uh i will certainly come back next meeting too with with some information on that okay and while you're there i just want to go over a couple other things stormwater related uh tower drive there's recently a craft brewery that just opened up and they're seeing the flooding issues that didn't
56:23get experienced so much from the people before because there's not many people there but i think there's an easy fix down there i know they're working on that uh c pines i want to say they did a phenomenal job cleaning out a golf drive and old dixie i think i'd compliment you on that um so that that was work that is working out well up there and um one other thing talking about um the scalloping season boater access et cetera um some local residents i mentioned i think last meeting about doing a sea wall around hudson beach putting a jetty out in front would actually leave for about 20 boats for marina would be people to actually park their boat walk across the jetty get to the restaurants on hudson beach and there's even a potential for mooring that's out there so mike i talked with keith wiley yesterday he wants to kind of work with you myself etc and bring something back in a couple of weeks we can actually bring to the board to could take a look the benefits of what it does for hudson area creating a beach with deep water swimming right in the gulf of mexico every resident i've talked to is thrilled pretty much every business i've talked to has been thrilled with as well one i just got to kind of talk a little bit more with it but i think bringing that forward could be something we could even have it ready for possibly next year scalloping season to to have those extra facilities amenities and i think that would really help you know west pasco take a take a big step forward with a great amenity so i appreciate all your help on everything that you're doing you're doing a phenomenal job and that's all i have mr chairman thank you commissioner mr biles yes sir i i do a few i just want to address the public comment that we had earlier in chrome and it's actually the sire add-in piece on our website not the website itself that that was identified to us last week we worked um both with chrome and siren and actually it's working today and i just pulled it up on chrome on my computer but we have a banner there that talks about if there's an issue with chrome go to the you know the other browsers and it was a i'm i'm about to get over my head technically wise but it was an issue with a new part of the new version chrome didn't match the old version of sire so there was a compatibility issue but it appears to be fixed today secondly i just want to you know congrats to our budget office they were awarded again for now for the fourth year in a row the government finance officers association
58:47distinguished budget presentation award so four years in a row they've won that so good good for them and then i i think you may have all seen the press release regarding our sterling team uh they the awards program for this internal sterling program here in the state almost was like pasco county day uh to to top that off with amy farrell amy lee farrell was a recipient of the examiner excellence award for the year so they're doing an excellent job going out and in examining private and public and government agencies and not only helping them get better but bringing their ideas back to pasco county so we can do our job better too so there's a dozen on that team right now and they're doing an outstanding job throughout the state and then bringing those ideas back to us so we can become you know the premier county that the board wants us to become and the last item i have is just to think back on what commissioner wells mentioned with respect to sales tax we did get the main numbers and the general sales tax actually was as you mentioned above what we had actually projected in the 20 budget so not the pre the pre-coveted 20 budget number not the postcode budget number which which is great news the good news only goes so far uh gas tax is still taking a pretty significant hit across all elements of the gas tax of course terrorist development tax is still down and ambulance fees are still down as well um contrary we're issuing a lot of permits building building revenue was up six percent so and that's taking into account the fact that we reduced the fees 10 percent last year so it's actually up here if you compared like to like 16 over 19 year to date so um so mixed message in there uh we're driving less less mobility which you can see in a lot of the data but we are still purchasing things in the state of florida which again kind of a mixed economic message but revenue wise uh that's kind of i want to give you an update on that and i think commissioner that is all i have at this time thank you sir it's just einstein i don't have anything generally thank you sir clerk men and cork i do um i have a couple of items i just wanted to make you and our public aware that the unclaimed funds for both the board of county commissioner and the clerk's offices in clerk's office is listed on the our clerk's website at www.pascoclerk.com it is um as a feature story on our home page so
1:01:26if uh citizens would like to look to see if they have a check that they did not cash um that it would be available to them there's also instructions on how to obtain the fund funds and these are checks that have not been cashed in over a year the other thing i would like to mention is monday yesterday we kicked off a new program in our office with e-issuance this is this is a wonderful service to provide it's an electronic service for issuance of court documents for attorneys law firms and also provides efficiencies for process servers no they no longer have to come to the office for documents that need to be issued and we can do that electronically so that's a big win and um very excited about that we had a couple of law firms locally participate as well as process server company in the pilot program and it has been successful so very proud of that um and the last thing i want to mention is that our office also received the budget award and it was for the eighth year in a row so we have big award winners here in pasco county and our in our local government so thank you thank you madam clerk um again we're going to come back to commissioner starkey in the afternoon um just to reiterate reiterate what commissioner oakley said um it was great to have we had our first weekend virtual groundbreaking over at wesley chapel district park it went very well um myself commissioner oakley um dan biles eric breitenbach keith wiley and todd tom fitzsimmons he's from the wesley chapel athletic association attended that the pio's office did a great job putting a video together um that went on the county's uh social media platforms and we obviously received a very very very good feedback on that so excited for our citizens um hopefully by this time next year they'll be indoors instead of having to play basketball and volleyball and such outdoors and 120 degree heat on that cement so it's gonna be really really really nice for them so thank you to everybody involved we appreciate all your work and efforts um just one thing i want to bring up but i may have to ask mr biles or since mike's here um i am excited about something and you know we've talked about this for a few years um since i've been on the commission that county line road needed um some desperate attention to it um so that is being worked on um i think it's in any in the coming days i think that project is going to start from my understanding we're looking at the what would be considered the
1:04:07west bound portion east balan portion sorry i apologize it's very confusing over there if it's north south east west right you can i think you could easily call it north and south if you wanted to but it would be the eastbound lane um which is the one in front of the school or the elementary school you know you're not okay it well that that that's the one so i'm happy that's being done now i will i will say this though i i do question and i know we've been going back and forth the last couple of days with the team i do question why we would not go ahead and do the other side of the road when we do have contractors out there and i would assume that within the next couple years we're going to have to go back i would think it'd be more cost effective at this time and i know and i apologize i know when i was going back and forth i think was ainsley um yeah give me one second here i apologize yeah that's right so the um the westbound lanes you know has a lot of crap crack seal and there are some potholes on it um the eastbound lane will go all the way down to full depth reclamation which is great because it needs that again especially for the elementary school in that section but i i just i can't i just kind of question why we're not going to go ahead and do the other portion and i spoke with staff this morning about about the decision to to do that full depth reclamation is very expensive they took core samples along those that that southern half if you will eastbound uh and it showed a lot of base failure so it's about a 1.4 million dollar job just to do those eastbound lanes according to staff and based on our current methodology they believe there is at least five years if not more life left on the pavement on the on the westbound lanes if we were just to simply mill and overlay that and and we can certainly look more at that but it would be about a 750 000 cost to do that and so staff staff believes that uh there are some other roads that may be a higher priority even though there may be an aesthetic look at to it obviously um you know we do our best to predict based on methodologies and and certainly can apply a little more rigor uh to that uh if if if that's something that we like however you know that 750 000 could represent a ripple effect through the program maintenance and that's really what staff is looking for they're just trying to make sure that they're they're balancing this right and i always want to be obviously a good steward of our tax dollars at the same time if we're
1:06:55out there doing crack sealing and filling in potholes i think about what is that going to cost and over the next several years um and if we go ahead and like you said it's just bill and pave um maybe that could um i don't know if it'd be break even point or not but um let me let me ask for that analysis yeah and again i'm not asking for full-depth reclamation on the other side because i know it does it's not needed um but and if we're out there you know what's gonna happen three or four years down the road or we don't know what's gonna happen three or four years down the road but i can tell you one thing to be more expensive to do the project that's one thing that's guaranteed we just don't know how expensive it will be um again instead of having to send your crews out there constantly the crack seal and fill pot holes in and we know that again two or three years down the road it's going to be even worse why not just get ahead of the game that's my opinion oh we'll take a look at that life cycle costume i would appreciate that yes sir thank you that i don't have anything else so we're gonna go ahead and break and we'll see you back here at 1 30. so thank you hey thank you [Music] so [Music] [Applause] [Music] you
