The board approved a new hybrid virtual meeting format beginning July 14, 2020, requiring a physical quorum while closing the boardroom to the public in favor of lobby kiosks. Commissioners also adopted comprehensive plan language restricting new multifamily development along the SR 54/56 corridor from Gunn Highway to US 301 and approved a board-initiated PBAS process for storm-damaged roads in five lake areas at an estimated $4.8 million using the APS paving contract. The board also approved a construction manager at risk contract for the Embassy Hills wastewater plant and a Spectrum broadband metro services agreement for the county.

Anderson any comments for the public hearing agenda will have to be made in the afternoon session at 1:30 I kind of figured that but I'm glad that I have you on the phone because I can tell you the email that was sent to me even though we did say that was the item told me I had to call me to be 9:45 and 10 o'clock I've been on the phone for 25 minutes we apologize for that Holden thank you so much for calling so I need to call back at 1:30 no sir if you're just thinking the board does should be one okay stay on now yes sir you can continue or coming okay thank you thank you sir the final color we have is Miss Dorothy Sunland tonneau [Music] good morning please state your name and address for the record miss Celentano good morning hello yes ma'am you keep it please state your name and address for the record please go ahead and start your comment I want to know what they're gonna do about the flooding on one one six one five pilots ride it is very bad sometimes we can't get out I'm late for work sometimes my husband has to walk to work if I can't get my car out or I can't get home second I want to know about the bushes and the trees with the carnism back of our yard they're overgrown we can't even see our legs and the neighbors next door I also want to know what's going to be done about it second I want to know when the house is going to be torn down I want to know what are you gonna do about the homeless people in the area and the break-ins and the people growing up leaving them there this is what I want to address and I want to know what's going to happen and how long it takes thank you ma'am thank you we have anybody else in care no other callers but I do have one email that I need to read into the record please go ahead - all commissioners sheriff NACO - the county administrator from green key neighborhood as I as I'm sure you all know Pasco County has a homeless problem the problem seems to have increased with the push north from southern counties the issue I'm bringing up today is that the green key area this area has had an increase of homeless moving up to the area more so with the changes in the leisure lane and surrounding streets there are now three or four camps in the green key area with this increase of camps we have also seen an increase of drug and drug deal there are homeless walking in the streets at all hours and even coming to doors asking for handouts this is very unsafe due to several older single ladies living in the area there are piles of trash and garbage on the streets outside the camps there's been fights in these camps trash piling up just makes the area a dump site for others looking for somewhere to dump their trash we have asked for help from code and Sheriff and they share but have had little help in getting this problem

Stein Steiner mentioned at the beginning of the meeting he we're operating under the governor's executive order do 2069 and that was set to expire today actually on June 30th so that was recently attended to the end of August I'm sorry - August first one side executive order fired the board the NPO and any Advisory Board will be required to have a quorum physically present at their advertised board meeting however there's nothing stopping other voting members staff applicants the public different from participating virtually XYZ next slide please so the governor still recommending the
23:15senior citizens and high-risk individuals avoid crowds and that all residents avoid groups the more than 50 persons in addition the governor's task force recommended and we continue to allow vertical participation even in DC's - and that's we're currently an estate soon so for this reason the county attorney's office and County Administration are recommending that you still allow for virtual participation even once you have a quorum physically present and we call these hybrid virtual meetings next slide please so the hybrid virtual meetings are similar to what you're doing now with fully virtual meetings but there are some significant exception the big difference is that you must have a quorum physically present at the advertised location how many of you are physically attending anyway so we don't think this is a tremendous additional burden if you're not part of the forum that has to be physically present you can still attend virtually for health reasons or if you just want to maintain social distancing otherwise the boardroom the staff can also attend in the boardroom but otherwise the boardroom will be closed to the public and any presenter it'll be closed to the public step 4 staff and any of presenters that are invited to be in the boardroom and we can never have more than 6 people in the boardroom significantly the phone in option was we've been using for fully virtual meetings will no longer be an option for hybrid virtual meetings instead public the public will comment your WebEx and email like they're doing now and then we'll have new public comment kiosk in the lobbies at the West Pasco Government Center and East Government Center so the kiosk for the each type of government Center will be available for date city meeting and the kiosk in the West the government center will be available for a new port richey next slide please so the county attorney's offices and the county administration are recommending that Aalborg MTO and advisory were meaning to be hybrid virtual meetings after today there would be no fixed end date for hybrid virtual meetings although we're anticipating that this will least go to the end of phase 2 of the reopening if it's going to hybrid for one advantage of going to hybrid virtual meetings is that the board not the governor will determine how long the key for virtual participation options for public meetings will no longer be dependent on the governor's executive order next slide please so I want to talk about the recently ended the duration of executive order 20 you know and shelah fully virtual meetings in July you just do that but we're still recommending that you move forward harderberg's with hybrid virtual meeting tricky reasons first even though he extended it he extended it on June 23rd or 2020 we extended in just seven days before was such to expire problem of that is most of our meetings have to be noticed well before the governor extends the fully virtual meeting order
26:22this creates a level of unpredictability for staff and applicants when noticing teacher meetings and in particular we have concerns about the August 4th meeting of the board because it would be very difficult to notice that it's the governor ways to extend executive order 20 - 69 to late July in addition you've already noticed two meetings of the July 9th Planning Commission and the restore committee meetings have already been noticed as hybrid virtual meetings we'd like to keep those on track and then finally and probably most most importantly hybrid virtual meetings are still safe only a quorum has to be in the board room which allows for social distancing and many of you are doing that now and then everybody else with her staff for the public or applicants still participate virtually so with that I'll take any questions on the new meeting process and it would be in effect assuming adopt this resolution would be effect for all meeting starting in July okay questions what's a ghost former chairman yes mr. Oakley I guess mr. hosteen and some of that when you say it's a virtual hybrid meeting and we have to keep social distancing so would I be considered if a state in Dade City at the day is here as part of being part of the meeting even though the meeting was scheduled for over an for Ritchie so if Thursday if there's a corner facilitate the board advertise location of the meeting is a new port richey and there's a quorum present in other words three three members are president new port richey yes you can participate virtually from Dade City same thing was Commissioner more to do the same thing so you just need to have three of you need to be at the advertised location of the meet okay oh that's good cuz it that way we had to keep social distance and enough room to get the space at the dais so I think that probably works and that would work by first and if at the Dade City meeting well remembered run participate from New Port Richey as long as there's a quorum indeed City yes okay thank you anything else mr. chairman Jack Mariano yes sir go ahead sir I'm the public input part you know it's been very difficult for the public to actually get in front of us to talk to whoever sort of thing to get there you know between the timing etc and if we're gonna have a virtual kiosk in the lobby pretty much we have these meetings there's actually enough room to come right up to the podium to speak to us face to face and I don't think it'd be any harder to kind of schedule them out there to speak to us or just having them come in and speak what does the blood think about allowing it a better access for the public comment for people to speak in front of his instead of 30 feet through the closed door and a key ask well I think the reason and all that county administration is more fully but I think reading for having the public at the kiosk in the lobby was it's difficult if you have a large crowd in the boardroom it's going to be very difficult while
29:42they're waiting to speak and seats to keep the maintain social distancing I don't think it's so much an issue of the podium the podium is probably adequately socially distant from the rest of the board members and it's more the capacity in the room so if we if we have a situation where it is loaded we can keep them on the kiosk but if it's a light thing and I'll give you an example the VP the BP restore Committee meeting coming up we're gonna have the Aquatic preserve looked at well you know to see insure coming to do a presentation for nine board members will be some public members that we're actually gonna set up a non-profit they want to see it they'll get a lot more pickin sex you sit in the audience and watch it as well but as far as public input I don't think it's gonna fill up this place and I think it'd be reasonable we can go if we can go step by step to see if it is a crowded place and we gotta control it but if you can have somebody controlling the kiosk they can control someone coming in this to speak at the podium just as easy so it should be any burden on staff if someone's gonna be controlling the kiosk they're just letting them walk in and walk out anyway I mean for instance we had two gentlemen today then one of them talked about the Suncoast Recovery Center they come down here cuz they thought they could speak at the kiosk I gave instructions they could and I see that then they didn't speak at the kiosk I'm not sure what happened with mr. Boz in conversation but they're not here they didn't put their input in so I want to make it easy to people to give input Commissioner Moore so one of the Michigan reasons we set up like this with the kiosk is because while there is room in the lobby a new port richey there is not room in the historic courthouse for crowds gather and so we we kind of have to treat both location the same and so in on the east side we have the kiosk at the Pascal Government Center where there is room for a crowd to sit in socially distance what you can't do in the date city historic courthouse and so that's why we set up that way so that both sides of the county we're treating the same so there's the kiosk in New Port Richey and a kiosk indeed but in dates idiots at East Pascal government center not in the historic F courthouse furthermore is we go to a hybrid we will have more staff and obviously more commissions in the boardroom we will need to put some additional tables in both for two rooms to make we have room to socially distance both places and so that actually may block access to the podium at both both places so what's everybody else to stock I mean there's a suggestion from Commissioner Mariano the bottles came back it might be difficult either we do it or we keep or we stay is this though I leave it up to you guys I'm good either way mr. chair and I had one comment please go ahead these rules are you know the fluid documents so becoming problematic we can amend the rule you know for the August meeting so fluid document if you decide to change

Chairman I I don't see the need I mean if you can't make it work in Dade City I get that but we can make it work here who should be make it easier for the people to speak in front of us whatever the opportunity is and if the government said on the east side is too difficult you can make that work with putting shares along hallways and using the other conference room that's it so be it that's the cage but I think we should try to make it easy when whatever location is whatever it allows you make sure Mariana thank you yeah I'm trying to tell me how we would do this in Dade City where you don't have the ability to have a bunch of people you know haul away and I have and I apologize I hate to bring this up again but I need somebody that is listening from home or in their office to turn off either their TV or their other computer because we're all getting feedback we're here in ourselves we're hearing the whole discussion and a delay about five seconds the police or I'm gonna set turn all mics off so the question again would be the dates and location how would mr. Mariana say take place hey we don't have a stack our area really to stack people they literally had to be outside he or krex are in Dade City you would have to they would have to be outside because there is not room in that hallway to stack home and continue to the staff that's working there work in the building so we would have to stack them outside and again that's that's we walked through that logistically as we were putting this plan together and that's why we landed it these past four government Center because there is room to stack them inside in from the kiosk in room to sit them so that they can watch the meeting while they're waiting to comment so that's why we did it over there like that okay so tell me again what would happen on my meeting day August when's the next date city is August 4 so how would that work in date City again so the rules is currently drafted the public could either register and log on with their web acts to be promoted to address the board that way or they could show up at these Pascal Government Center and there would be a kiosk it there where they would then provide public comment either in the morning or in the afternoon on a public hearing item but that would be the East Pascal Government Center not at the in-store Courthouse secure it out they can also email to email under the new rules as well well no and I understand so I think in this this is you know somewhat of Marianas point he made a second ago is we do have some items that have been put on hold because they're consensus items that I know quite a few people want to speak on issues I just don't know I know I'll let commissioner Oakley jump in since he's a nice Pasco guy but I don't know where the benefit is for somebody to go to the government center to speak at a podium or calling in I just don't I mean you're gonna drive the hip somebody wants to see you they want to see you
36:36I'm gonna speak to you if not it might well be on the phone I wouldn't drive all the way to he's past with Government Center to speak in a podium and we're just gonna see somebody on video if I was if I was a constituent I don't think I want to do that I'd want to be at the podium or I'd rather just stay home be on the phone well how do you how do you get them into the board meeting when there's no room for social distancing downstairs that's right I agree I don't disagree with you I miss my point is why even set up a place at the East baskin Government Center for somebody to come speak when they're still doing it it still remote commissure see the advantage I don't understand the advantage for somebody to take the time to drive all the way over there and they're not gonna be able to look at space to face any ways to make sure we commissioner we're setting that up because not everybody has the ability to get on WebEx our and we don't have phone calls set up and what about facing the phone calls and so for those that don't have the technological ability to do that that's why we have a kiosk about locations well I again I understand you're saying about coming to the West Pacific Government Center more so than I do somebody being off-site I mean I get what you're saying I just don't know how this will go down but on the east side is probably not much different stream a phone call in and the kiosks really because you're not in front of the dais when you're gonna speak yeah mr. wealth mr. wells Lord can you hear me so yes sir six years I've been on the board one thing I've heard from constituent after constituent is you know you all make it difficult for me to come speak I can't get there during the day and I think us having this hybrid system helps people to have advantages where they can actually speak I haven't really seen it happen but I wish it would the kiosks I mean I agree with Mariano I know Commissioner Mariano I know we all do that we want to hear from our constituents but again I think the idea here and I think we probably ought to keep it this way or figure it out afterwards but where folks could still call in and or emails I think it being good I think the more we hear from the folks the better but again I do understand the social distancing you know I don't know how that's gonna work but again I the whole thought process that I've heard was you all make it difficult for us to speak I can't get there at 10 so now you can actually call in you know they need to take advantage of that because we want we want to hear from ya yeah I don't think we see leaves lose the call inability to missioner Wells as point cushion where I can cheering I agree as well we shouldn't we shouldn't lose the phone call ability especially as we're talking now it actually makes more sense to have that extra piece because if you want to work and you can't you can take 10-15 minutes

1:10:57because we're not planners we I don't think what the right number is but let's hear what he has to say knowing thing what we all just the direction kind of gave okay I'll buy that but we are if we are the policy makers so right right let's let's hear from the expert there and their little house well Kari we're not going through the whole presentation we can pop this Thank You mr. chairman we go we're gonna start from slide five and talk about what the comprehensive plan is referring to which is that's what Connie's 25 outlines various policies and objectives that reinforce reviewing on a project or strategies for the reduction of urban sprawl the ability to adequately provide from fund and generating uses and the ability to appropriately locate and transition between commercial uses so the policy proposed still maintains a level of flexibility for staff and the development community to work with applicants to meet the intent of a desired outcome with easier to accomplish and a rigid quantitative standard so what I'm gonna do here is I'm gonna walk through the original text that was provided to the board and that was prevent presented to each of the members individually and I'll go ahead and I'll read that I know you can't see it well at least I can't see it on the screen but I will go ahead and read that just in case it's too small at home but the original text was new multi-family residential zoning and future land use amendments in the urban service area shall be integrated with a mixture of the employment generating land uses either existing uses in an Intel scenario or new uses to preserve a balance between residential development and employment generating uses along the county's transit corridors and designated areas for urban development to the extent this requires amendments the land development code and/or the Comprehensive Plan the board the planning and development department to work expeditiously on those updates that was the original language and the emphasis of that language is to use existing policies and existing codes to implement the directive and you can see that in that policy it was referring to the entire urban service area which includes the West Market area in the South Market area so if we go to the next slide this is an option to the original text that was provided it's essentially the same text with the addition of the phrase along transit corridors you can see it underlined and in bold so now that the sentence would read new multi-family residential zoning and future land use amendment along transit corridors in the urban service area so that brings it down from the entire urban service area to specific transit corridors so if we go to the next slide this is a essentially a map of the urban service area along with various transit corridors identified of course the 54:56 corridor being the longest at the at the south end of the county if we go to the next slide we'll see a third option here which is essentially the original text that was
1:14:21presented plus a new sentence underlined there in bold which specifically calls out the State Road 5456 corridor I'll go ahead and read that in case those at home can't read it on their little screens in addition in the case of the State Road the 456 corridor the first 1,000 feet adjacent to the corridor between Gunn highway and u.s. 301 shall place new multi-family residential zoning and future land use amendments behind non-residential land uses unless the development will vertically integrate a mixture of land uses and then the the again the emphasis is trying to use existing codes and policies to the extent that we can if we move to the next slide I think there's a couple of points that I just want to bring up for the benefit of the board to consider what this added sentence does is that it guarantees multifamily is pushed back off the quarter hour to allow for commercial or other non residential zoning and development to front at the 54:56 corridor we keep in mind the single family can potentially be a front err as well in the first thousand feet from the right away development must ensure viable commercial or non-residential frontage Lots before planning for the multifamily so you have to really take that into consideration to understand what's left of the property in order to put in multifamily there are a couple of zoning districts that can still accommodate this I have just identified the two here c2 and which is a Euclidean zone in an mqd you could you could zone for example an entire property that's fronting stay row 54 56 C to zoning established the commercial uses up front let's say and then establish a conditional use permit for the rear portions of the property as an example additionally if the development vertically integrates multifamily with commercial or non-residential on the first floor facing the street multifamily can be along the corridor you can bring it up to the street frontage but that Street frontage still has the office space it still has the commercial space available for the the commercial activity that and the employment generating land uses importantly multifamily can still occur within the corridor we have to keep that in mind to avoid any semblance of potential exclusionary zoning potentially this this additional language here risks conflicting with flu policy 162 because it would it could force it doesn't necessarily force but it could force a continuous non-residential frontage along the state work 26 quarter and policy through 162 prohibits strip commercialization so we want to make sure that we're within the confines of the Comprehensive Plan in that sense additionally this kind of an approach would also mean that access to transit would be a little bit more challenged because you know buses aren't really going to turn off of 54 to go into the multifamily development and then turn back down onto the 54 56 corridor they're going to try to stay along that that corridor there's one more option I
1:17:24believe that I want to present to the board as well but before I do that the map that's on your screens here is the 5456 corridor from gun highway to u.s. 301 so if you read the map from top to bottom the top is the west end of the corridor starting at gun highway and you move across and it goes to Land O'Lakes Boulevard the middle one is from Land O Lakes Boulevard to Bruce B downs and then the the bottom one is from Bruce B downs to u.s. 301 what this image is showing are three things it's showing a buffer off of your saber 54:56 the the dark black line in the center that's the center line of the road the first red line that buffers off the of the road is a thousand feet that's a that's our one thousand foot buffer right there the second line which is a black and white dotted line that's showing the quarter mile distance from State Road 54 56 and then at the very edge of the buffer where the color ends that is two thousand feet from from the buffer or from the state 54:56 and those colors that are in there are illustrating what future land uses are being impacted by the buffer right so you kind of get a sense for the future language that's being proposed a close inspection of the corridor along these guidelines if you will will show you that there's already quite a bit of activity that approaches and comes in to the corridor up to a thousand feet most of that time along the quarter you have single-family residential coming within a thousand feet or at least definitely within a quarter mile of the buffer so to the discussion point that was made a 3,000 foot buffer would be or setback would be well into the single-family neighborhoods to the north and south of say 150 456 next slide so in our language here we're using the thousand feet that red line this is the last option here which is again the original text we've added the phrase along transit corridors and the urban service area again to to focus the subject a little bit and then of course we've got the specifics they wrote 5456 quarter language added in at the end as well really quick run let me stop you right there real quick Jeff option for here new multi-family registers let me just I'm gonna read this for a second we all need to read this so this language I I'm still trying to figure out how it's actually only focused on 54 56 I think in addition in the case the 5456 but how is this it's not good this is a good sis statement but what I think that we were really concerned about was the mobility fee credits and so I think that mobility feed credit it'll just be for gun you know to to take away the mobility peak rents from gun to 301 yeah we will get to that this afternoon German okay mr. chairman if I may yes so if we're looking at the urban service area policies within the comprehensive plan it is asking for density within or rather I should say the companies of plan is asking for density within the urban service day but you have to kind of read it closely because it's coupled with policies from the South Market area
1:21:40as well as the transit emphasis corridor policies the Transit Center overlays along 5456 and the transit oriented development future land use policies so and in the picture clarifies why the USA was originally picked to address the issue I think with the phrase along transit corridors in the urban service area the comprehensive plan is clearly indicating here that you're looking at the transit emphasis corridor you're looking at the transit center overlays which if I don't have a map map of that in the presentation but if you were to look at it it's basically calling out the 5456 corridor however it goes a little the transit center overlays and the genesis quarter obviously it's much bigger but the transit center overlays include as far west as little and 54 and as far east as just beyond Wiregrass a little bit just beyond what I guess David 56 David can you hear me Goldstein David are you there yes I can hear you help us with some language with what the direction was to hold these off 54 56 from gun to 301 well I think you could take Terry language and option four but instead of saying along transit quarter that first bold text that he have just say along the 54 56 corridor from gun right in with strike in the urban service area in other words so it would just say new multi-family residential zoning the future land use the amendment on the State Road 54 corridor shall be integrated and then and then ceased the rest of his language and believe in his underline because that's where you get the specificity you're asking for yeah okay and you wouldn't get this a thousand feet own mention Aires that's not far enough back we mean some of the numbers to throw it through I understand three might be too far but I think twos a better number you're not gonna get a Mettler Toledo you're not gonna get a true simulation you're not gonna get a bar graphs rent Sports Complex any of that stuff along that quarter that's not that does not leave you that room for those big big problems for those it's really really good projects it only leaves you small office in retail it's not gonna give you enough room for some of those larger projects when we say we want to save some of this for job creation sites so I would suggest I'm not saying have to go to 3 which is the number I was really looking for but if we could do 2 and use the language that David Goldstein gave we can move on today and I'm thinking of the project of New River and the downtown that he's building yes how would this affect a project like that Terry it wouldn't cause it okay well it could because it would be an amputee would be a rezoning if you were to establish a new amputee those would still be you have influenced by this but if you have it if it's in place already um this would not affect it I mean that's a great project and I don't know why we would want to harder to do a project like that mr. chair can I go ahead please that

1:32:34acquire the property there is a stormwater easement that run is unfortunately between both of those homes unfortunately it's three feet on either side of a 36 inch pipe and given the depth it is it is difficult to maintain it our team members are back filling and and preventing where they can in terms of the surface surface of site ins long term if we acquire it we have a lot more options where we can relocate the pipe change the elevation and such and those are plans that we're working on but as of now the only room that we have to work with there is is that three feet on either side of the property line easement and we'll continue to do so since that's what we have the legal rights and then in the meantime are working through the process to see about acquiring the property if that's a possibility Jeff can you explore where we stand with the property right now so this is a property that has no clear title so we are going to have to work through that process so it's not gonna be done in a week or two okay can it be considered a nuisance property between all the debris that's there the safety of the house beside it because if it topples over it's gonna cause more damage to our pond as well I mean our pipe that's out there you don't own the property commissioner we we can we can go through with the demolition process for the house as we would for any other one but we can't go on and fix unless Mike can operate in the six feet we don't have anybody to sign an easement over to us because we don't have a legitimate owner of that property I mean that when you do when the oneis that came back for that property still show it in the name of the estate because it appears mr. Rutherford didn't have the ability to to quit clay he can quit claim it because that doesn't give you any rights except the rights that you have so the the problem is that mr. Rutherford appears that he may not have had the the rights from the probate court to transfer that to whom he transferred it to so at this point we're back to the decedent and the property has never been properly probated so we don't have a personal representative to go after it's it's a messy title situation and but we can't go on the property and do things because we don't have the legal right to do that okay so so back to the the way he acquired the title I thought he bought it from a tax alias and it didn't buy from a cat exhale all I can tell you commissioner is that we went out and we hired somebody to do and omissions and errors report for the property and it came back with both the decedent the estate of and the person that mr. Rutherford transferred title to because there's a deed in the record that says that they have some claim to title so unless you could find unless you could probate it and I find heirs or do some sort of a public notice it's it it's gonna take some we've been through down this road before with the Sutherland property it's gonna take some time to get through the mess how much time do
1:36:17you think it would take to go through this process I know and I know it's not easy it's obviously something we thought would be real simple I thought it'd be simple just what I was told was a tax sale but how long do you think it may take to get this done I don't know that I can even get something the court to issue anything in the current kovat environment that we're dealing with it took six to eight months pushing as hard as we could on Sutherland and it and we still haven't gotten the final papers on that case because the clerk's office is prohibited from issuing the final piece of paper that we need but how long do you think it'll take to dim to a demolition on the property at least get rid of the eyesore and they said it gets out there again we have we're gonna have to notice more people because we don't know who has the actual title and we'd go through the same process that we normally go through which I believe is 90 days four months something like that and we're processing with that right now that's my understanding okay all right thank you for that and I want to say yeah I'm stuck I rather I got to see the great work your team it down out in Jasmine Jasmine Lakes / pineapple Lane they had taken a pipe that had been sleeved shorten the size up from 36 inches I think it was 18 they put a brand new pipe in there the fqa property which by the way thank you for yesterday the estuary properties out there they went in the canal cleaning out the ditch the water can flow creates in storage so they're doing just a phenomenal job for every step of the way and we did take a good trip up to sea pines and I think we're gonna clean the ditches around the corner of golf and whatever and I know Branford sent me a text earlier he's gonna work on trying to get the lens you know either piece of property decided to make the other dirt ditch work better so thank you for the great job they're doing we'll pass that along thank you that's all right mr. chair Thank You commissioner we will go back to Commissioner Starkey and then I would go to mr. biles at what yeah first thing we want to talk about was the just to give you guys a recap of the am skills manufacturing career discovery workshop that happened that true on Saturday we had a one day workshop where we used it as an assessment of candidates for the manufacturing industry we had 19 people in the work shop 80% of which for Pasco County residents 21% of them at lost their jobs to Cove it and we had one veteran and we had ten manufacturers participating with 43 jobs available so what happens now is we'll have a boot camp during the week of July two weeks of July 13 through the 24th and everyone who graduates is guaranteed a job in a few with the participating manufacturers so and we have 24 Pasco residents on the waiting list for future boot camps we have 53 on the waiting list but 24 them are from Pasco nuts they found out about it because a couple of the new stations did some some stories on it so I'm real
1:39:41excited about that it's a it's a real successful program that am skills has been rolling out for the manufacturing industry and we just had a discussion yesterday with with Mark Matheny and ami kids and some others on doing the same kind of boot camp Discovery Day for the construction industry so really again cutting-edge stuff going on in Pasco County for workforce development on the lines of you note the comments on from green about green key when I when I'm driving us 19 there are just maybe a dozen people and it's pretty much the same people hanging out at the bus stop at the Wawa 19 and frankly that that gives a really poor view of County it's it's just it's a problem that we are gonna have to do something about i am excited that we got but I think 3.8 million dollars this week in additional CDBG money for homeless and then I hope that we can come up with the program because these people cannot live at the Wawa bus stop they just can't and I'm starting to get to where something something has to change they cannot do that I well I waited at the red light I watched a guy on a bike do what I believe was a drug deal in our bus stop money exchange of hands and a little packets exchanged hands so I had one of my constituents tell me they watched one someone go to the bathroom outside there so so do have a phone conversation coming tomorrow and you know I want to move that bus stop actually enough for the Wawa there then last thing I want to talk to you about was the new Amazon distribution center and I just want to say I'm very glad that Amazon is coming here and I'm actually working with some developers to help them find more spots if needed here in in Pasco County but I'm not okay with what we the county did with waiving the landscaping requirements or what I think if I the never escapes me but I think it's around 680 parking spaces and some of them are larger than normal parking spaces as you know the Amazon has those bans and they're big and so what they what their parking lot looks like is hundreds and hundreds of spaces for the vans and then they have another parking lot next to it for the cut for the drivers of the bands so at any time half that parking lot is empty because they're either in their car or in the van this project actually is in Commissioner Wells district and it's at the entrance to Bexley and what we've done is we've allowed them to take out the landscaping in the parking lot which I work very hard on I don't know 20 years ago so to to to require Lance parking lots to have landscaping and they and they got to beef up the perimeter landscaping but 680 spots without any break is a real step backwards I just sent some pictures to mr. biles and I know if you can put them up but if you can put them on the screen that'd be great for the commissioners who live on the west side you can look at kea on 19 you know no longer is the is the Kmart building there but that's that's a lot of spaces without any landscaping and I think it's a real detriment to us
1:43:3619 I think of on this is 301 and pretty fond Commissioner Oakley you've got the old Walmart there that has the old-fashioned parking lot with a couple hundred spots from picture 680 parking spots without any greenery or any break in and when I met with the developer and the landscaper for Amazon they they told me there they put the landscaping in in other counties in the parking lot so I don't know why we waived it and I would like to encourage there which is that the kind of parking lots we want to see in Pasco County so I'm disappointed I don't think we should be allowed to waive that requirement I'm okay with maybe making the spaces more than every 10 cars you have to have an island for if they need that but to take it all out was too far for me and again I'm happy that Amazon's here I'm I think we you know I'm glad they're like I'm glad they're here but let's not step backwards like that those are my comments thank you Thank You Commissioner Starkey mr. biles yes sir just real quick as I think all of you are aware we shifted my team and staff pallbearer Kahlo down to building construction to run that for the interim time while we've finalized the assistant county administrator for development services hire which I think I will have news on that very shortly as part of that so she's going to move down there we're moving tyson soberest over from public infrastructure to take her place temporarily and i have her here today so just want to introduce her to y'all real quick she's you'll be working pretty intimately with your staffs and so just wanted to make that quick personnel announcement follows it will shift down there ty you she will take over and the duties paul is doing and i expect her to do a great job there in time so that's all I have sir thank you mister Thank You mr. biles mr. Stein Steiner mr. chairman members of the board to get back to Commissioner Mariano's question we have noticed folks on for the property on scallop Drive they had their deadline to appeal is July 28th it would be it could be up to 90 days after that before we could if they don't appeal before we get through the rest of the process but we have we have taken the preliminary steps of notifying them that the structure has to come down Thank You mr. stotch down here today all right anything from the clerk's office today yes sir clerk out wrestles asked me to share some cares funding statistics with you regarding the carrot assistance program that was implemented we have approved for payment 1605 invoices totaling one point six five three million dollars and it's taking less than two business days to process them once the invoice is received in the clerk's office it is increased our workload a little bit about 14 hours on average and we are currently only have about 41 pending and there have only been 19 rejected for further information and communications as far as the cares personal protection equipment reimbursement program we have
1:47:17paid 55 invoices totaling over $30,000 and that is added a little bit of time at about 22 hours to process those invoices and the wounded share that would board talk about how great you've done with those programs thank you so much and thanks for all your great work we really appreciate it okay down to me just a couple feel-good items the first one you won't be able to watch the video but then watch it from home for sports coats one three telly awards again this year our tourism department so congratulations to them they want to tell you aboard in three different categories for promoting Pascal county scallop season well thanks again to Commissioner Wells for all your great work on getting the pups here in Pasco County I'm looking forward I'm going out July 17th actually um they won a gold tele that's the best and branded content for a budget under $100,000 they also want a certain branded content for travel and tourism in a bronze for branded content and promotional campaigns they won rique Telly's lots of interesting over 12,000 entries from all 50 states and five continents they did very very well so here's an example of some of the competition they had that they actually beat out which is pretty cool so finished ahead of NFL's Los Angeles Rams think about their budget if for another one visit Pittsburgh so I'll give you an example visit picks bird I pulled their annual report to check them out they actually have six and a half times the number of employees that our tourism office has so I think everybody can really really really good about our tourism department here in Pasco County it's the second year in a row that they've actually been recognized for the tele award and we look forward all the great things to come again scalping seasons right I'm Commissioner Wells July 17th through July 26 will come to Pasco County we want you here another thing we're to bring up real quick new port richey CR a boundaries on July 7th the city of New Port Richey will vote on removing a couple neighborhoods from the CRA boundaries so the CRA will no longer be the entire city of New Port Richey as long as that passes there council and then we've had many discussions over the last several years so I really want to thank the mayor I want to thank the City Council and I will specifically name councilman Starkey and city manager Debbie man's had some meetings with them in the past I did talk to obviously other council people too but you know I want to thank them for looking into this and you know working obviously as well with the county on this I know I'm damned this team was we're in wearing contact - so I'm gonna thank them for working together with Pasco County and and it's great to see they're gonna be able to and it makes sense for them to pull a couple whose neighborhoods other where CRA and last just kudos to some staff members bike bump in the traffic team I did get a very very nice email from a mr. Clark in their RV park where
1:50:41they helped them with some traffic issues and speeding issues and I got a very very nice email from those folks there at the RV park thanking them for how quickly they responded and how they took care of that issue so we're very very appreciative of that entire team so for all the please you can express our gratitude and with that I want to wish everybody a happy and safe Independence Day this weekend be safe and enjoy the joy the weekend with that I don't think mr. biles we have eight minutes actually if you want to go if you over a few things in eight minutes it's totally up to you sir well like I'll get started at least give you an update on where we are the budget we're will be bringing the trend to you and on the 14 so if he doesn't get all the way through it we can have a further discussion on the 14th all right sir go ahead Bob budget bob is on the mic there he is [Music] go through quickly as Dan said please next slide so we haven't included a lot of information the economy in here just because it's been changing so quickly the takeaway from this slide is just as the pandemic has a negative impact on the private sector also has a negative impact on the revenues of the county and so in other words see County as the economy does well the revenues coming into the economy increase and on the other hand as the economy's doing not so well the revenues coming to the county are on decline and so with that in mind we're expecting the state of the economy to be at least as bad as it was during the 2000 2007 2009 Great Recession and so we've built our budget to reflect that thought next please and so here we have the March sales tax figures as you know the we are two months behind so we receive our state ship revenues two months after their to the state those are the March numbers just receive the April numbers here and so and art you see the half cent sales tax declined by 13 percent in April the governor as you reported put out the state home order April 1st around there and so the hap cent sales tax is down 19% for the month April penny for Pasco was down 24% and our gas taxes were down an average of 22 percent so in April was really difficult for us revenue wise next slide please we calculated based on the March and April numbers they calculated kind of a worst case scenario you can see here in the general fund that the Worth area would be in year 20 we might lose as much as 14 million dollars from loss of sales tax revenues thanks so this just is to show that when things are going well in the economy nationwide they're really going well in in Pasco and in the state of Florida as a whole but when things tanked they really tanked in Florida so where's blue luck is the US gross domestic product and you can see when that's when that starts fine in Florida and in Pasco we've really declined much farther than the rest of the country mainly because where our economy is so dependent on tourism next please and so based current and historic data this is kind of the the assumption II
1:54:34gather for the fiscal year 21 budget Thanks so you know we received our preliminary taxable assessed values from the property appraiser June 1st we are supposed to be saving the final taxable assessed values by July 1st so tomorrow based on some percent increase which was the preliminary values that would have increased property taxes by about fourteen point eight million dollars our agreement with the sheriff is that half of those revenues go to the sheriff seven point four dollars we deduct increase to the CRA s as well as the increase to the TIF we decrease our remove the amount that we need to contribute to reserves to build or refers to that twelve and a half percent mark and that puts us down to about 3.7 million dollars we take out the expected increase in constitutional budgets of a half a million and so that leaves 3.2 million dollars for the board to spend on board as well as other constitutional kinds of initiatives thanks please so we here we have the taxable assessed values for the fire mstu and you'll notice it's at 4.8 4.8 million dollar increase increase in assessed values was 10.1 percent and the reason that the increase and the fire I missed you was so much larger than the increase in the general fund was because the Zephyr Hills was added to the fire mstu roles for the very first time for fiscal year 21 next please hear our constitutional officer budget requests as we noted the sheriff at half of the increase in the taxable assessed value so that's about a 5% increase the property appraiser on the other hand has said he's demonstrated some increases in efficiencies due to technology and so he needs about five bus people that he had previous years and our clerk and comptroller is about even notice the supervisor of election budget is increasing by 1.2 percent what's not shown here is in the future to maintain safe election practices about 1.2 million dollars will be used from the cares fund in order to pay for social distancing masks and I kinda thing thanks please next please so this is a what's currently funded we're making the I'm sorry please outside request for funding we're making the recommendation that we increase the health department request of $100,000 and the premier health and match of $150,000 in a school year 21 budget next please so the main cost drivers fiscal year 21 but course our employee health insurance and retirement increased there is the final phase with the firefighters step correction plan which gets all of our all of our firefighters now into this wreck step where they should be next and with those cost drivers in mind you can see the changes in our major funds general fund increasing but is 2% the tourism development tax fund the budget decreasing by 25 percent and we'll see in a little bit what's happened to their revenues and so we've just simply reduced their budget to reflect where we think their revenues
1:58:12are going to be and then in the stormwater fund this is really not a decrease in the budget it just reflects how we are anticipating okay so this just reflects where we the way we account for capital financing we've been in the fund next please and here's our general fund apartments so we've taken out the constitutional officers and you can see just the board side as increased by less than 1% some highlights there you can see the county attorney's office decreasing by five point one percent that's not really a true decrease we've shifted some of the expenses from the county attorney's office over into the HRE program where it's more appropriate to fund those things human resources again shifting people that's not really a true decreased in their personnel and then we have here last point I once was Fire Rescue decreasing by 12% and the reason for that is because we had some should'ves that we implemented in 20 but because of the reduction in revenues we won't be able to move forward with those initiatives next please and here we have the municipal services fund you'll notice again fire rescue a decrease of four and a half percent that's not really a true decrease there were some expenditures in the 102 fund that we moved to other places where we feel it's more appropriate for those expenditures to occur and so as you see there we had 150 business plan initial all of our department directors and as you'll notice on the next slide epic the expected impact on the economy and our revenues from the pandemic we were actually only commending we move forward with 11 business plan initiatives of those 115 in the general fund and municipal services fund so you can see of course we're opening store key library in August believe star key district as that part moves forward some of the control or some of the obligations that are now done by the developer are being shifted to the to the central Pacific's were planning on building from a building in the central part of the county for facilities for them to work out of let's see we're recommending an employee wage raids of two percent keep pace with inflation and finally put some money in the budget to update the comprehensive plan based on the time we have here I think I'd like just like stop at this point see if there are any questions hey Bob you said there was a hundred and fifteen original initiative yesterday under 15 we're doing a lot is that correct that's correct yes sir okay fifteen proposed moving forward with eleven okay give us our total budget FY and proposed 21 total so for the general fund her total total I was it's about 1.4 billion dollars I was here for you I can get those for you certainly if he gave me 20 20 and then for 21 whole yes sir you emailing to me during break yes sir maybe mr. garvik sir Thank You chairman and thanks Bob for your team and and your entire team I know it's been it's gonna be a tough
2:02:13year one thing I noticed I know we've talked about in our meetings is that we're only giving the employees two percent raise you know the state's doing three percent I believe almost all the Constitution is doing three percent there is nothing more important on this budget instead of taking care of our folks we have to take care of our team I would like to see that be at three percent I think that's an extra half million you said to the budget and we have some time board members to discuss it but again I know we're in a tough spot I know it's a tough time but you know I wasn't here back through the recession when the employees went for five years without any raises again I just there's nothing more important in our teams and that all of us have praised our teams today so I just I would like to see that number match what governor DeSantis is given to state employees at three percent as well as what all the Constitution's are giving their employees oh yes Commissioner wells you know the reason we stated the two percent one is that basically matches the inflation rate which was two point one percent last year you know we also want to be mindful of what is going on in the rest of the community as well that's why we we stated that number we want to make sure we protected your current phase a current with the economy and with the cost of living in the county but what to be mindful of what else is going on in the county as well so that's kind of why we did it - it wasn't because we don't assume Innova with all the board members of course that's not I mean I get that again but there is nothing more important than take care of our team period so I would like to see that 3% again I'm not gonna make a motion I'm just kind of curious where the board sits on it we can make a motion later but the employees need to be I know we're still not sure on the number from mr. Joyner if the number may go up and they go down I just against have a great team here at the county thank you Bob and daddy to take a look at that and see how to have a look I'm not correct very good anybody else if not we'll break - mr. Starkey I see you yes um you know I I appreciate our staff very much but I agree with what the administrator is doing I think you know I think we're kind of known as it as a conservative County and at 3% rate the beginning I think three percent raises pretty consistently since I've been here so you know every three years that's almost a 10 percent increase that's really Ginetta pretty quickly and and I was surprised to learn that our employees get a month off you the day they're hired so I think our benefits package is excellent and so I I feel we're taking really good care of our employees so I'm okay with the two percent for this year and things get better next year back up to three looks very honest sorry that's okay so again so I guess yeah Niners so it sounds like again the direction is to take a look at what
