Stein I will you please go over today's proceeds of the BCC be happy to mr. chairman on March 20th Sana's issued executive order 20 69 which was recently been extended by executive order 2150 which suspended any Florida statute which requires a forum to be present in person or requires a local government entity to meet in a specific place the order allowed the border county commissioners to meet virtually utilizing communications media technology a detailed advertisement was run in the Tampa Bay Times indicating the board's intent to conduct a virtual meeting even with executive order 2112 the governor's safe smart step-by-step order large gatherings of over 10 people are not permitted to panic I'm creating any public space that is not readily allowed for appropriate social distancing based on its conduct based on this the conduct of a regular meeting would certainly not meet spirit or intents order public being an opportunity to make public comments either in writing or by use in occasions Alan and I were adopted resolution 2118 on April 21st 2020 establishing rules virtual meetings that's just one being held today as with any meeting that you take action you are required at a public comment on any proposition so in Section six point zero one one I'm bill bryson Thank You mr. minute mark madam clerk I know we do have people pre registered to speech located up ever only three morning's for the record thank you for your comments madam clerk individual is number six Donna Bradley good morning please state your name and address for the record and start your comment Donna Bradley 3818 dogtrot Street New Port Richey Florida miss Bradley yeah if you had the TV on if you could mute that before your listener much to their live TV for pesco okay go ahead I'm sorry go ahead ma'am thank you yes what do you need for me your comment for the meeting oh okay yeah please okay I'm calling in to voice my support for mandatory mask-wearing my husband and I are in our 60s and we have an auto immune compromised child and are also in our home and I'm one of the main character givers for a friend who was undergoing chemotherapy this Friday and the mandatory mass wearing I felt a lot more comfortable going back into public places to buy groceries go to the garden center the pharmacy and even local businesses research has shown that mask-wearing helps to keep others safe from us is less effective if others are not also wearing their mask to keep us safe from them therefore voluntary mask wearing will not work before Friday you could go to the grocery store and less than half of the people were wearing their masks I went to the grocery store Saturday and everyone was wearing their masks so masks are not a hundred percent effective we know that but they they help and why shouldn't we wear do everything that we can to help others and especially to help our clerks and our business owners and to keep the hospital you know from overflowing with patients or who are getting COBIT not wearing a mask versus the pendant depending leads to more disease and it worsens the economic effect it is not comfortable to wear a mask in public for any of us but it is a simple step that we can all take to care about others and to care about our local businesses as well thank you thank you ma'am madam clerk and the last individual that is on the line number 10 mr. can't see please mute your microphones please very very low mr. koala Thank You commissioner mm-hmm item c1 is the assignment of various easement service agreements construction contracts etc associated with the acquisition during the course of last week there was an emergency work order issued and of course this needs to be added to that so that is what this change is about any questions for mr. kabbalah on item c1 see not only entertain a motion motion by Commissioner Oakley the second Jack Mariano I'm a second by Commissioner Mariano madam clerk please call the roll Oakley hi district nurse Starkey hi district thank you district 4 Commissioner wells hi district 5 Commissioner Mariano hi district 2 chairman more hi motion passes 5-0 thank you so much now we'll move on to our regular agenda um and our it's a full one with one item our one good morning Justin grant public infrastructure for this administration we can pull PowerPoint fantastic this is UT 2003 five nine this is the Supplemental resolution adopting the issuance of Water and Sewer revenue bond series 2020 not to exceed twenty nine point three million resolution nineteen 101 authorized staff to initiate the process and final due diligence in negotiation for the transfer of the aqua system the hua aqua system you know Pasco County resolution 2004 t8 the Board found purchase to be in the public interest to prove the transition agreement and the board exercises right to move forward with the acquisition and slide please our approach utilities engaged its financial advisor pfm to assist utilities in analyzing its financing options and then back in March of 2020 we issued an RFP was solicited up for a tax-exempt fixed-rate loan three banks responding to that in a very challenging market condition as we all know with everything going on the ideal respondent that was chosen was truest bank offering the most favorable rate in terms and the results of the purchasing process determined that the fixed rate loan was the preferred financing vehicle for the acquisition we analyzed the number of different ways to do this that was the best that was a fast next slide please this instrument is expected to be effective June 30 2020 with the final maturity date not to exceed October 1st of 2013 ein all conditions of the master resolution number 2015 have been met and the water in sewer revenue bond series 2020 will be issued on parity with utility debt finally series 2020 is to finance the acquisition of the sua aqua system but not to exceed twenty nine point three million covers and following the cost that fees the utility revenue bonds series twenty thirteen a issued by the fqa Familia of any other outstanding obligations of the system payment of verifiable expenses by the fqa associated with the transfer of the system to the county and to fund cost of capital improvements and renewal replacement projects associated with

Oakley do you have anything you'd like to bring up today I just let the Commission know that I visit with sheriff Brady Jed in Polk County the other day and walked through his memorial that they had for the Fallen officer memorial going into the sheriff's office in Polk County and it made me wonder because it's been about two years since they talked about the following officer memorial here in Pasco I was expecting to be done by now so I've reached out to France and found out that they still lack about $80,000 to finish this project and I've taken on myself myself and my friend Randy Blankenship and his wife Shannon we've been calling numbers and we've gotten 12 people given $5,000 a piece on the great 60,000 to date since last Thursday and we will find some other friends to finish that up and start getting that memorial beared force it's it's something I think is very much needed and has taken several years to get here so but it touched my heart when I saw those from immoral so those bronze statues of officers that had fallen over an oak any one of them everybody knows about as one officer and his dog statue there is bronze and the dog also the guy clearly made I guess sure upgrade yet famous when he they rather protect that officer and other officers in there was loosen make everybody get in harm's way those kind of things need to be recognized and I think this needs to be finished for Pasco County and I'm going to work until I get get finalized soon we will have a big floral right here at 3:01 and Meridian one in your hopefully in their future thank you well thank you mr. Oakley and thank you for your supporting that you and your mr. blankingship than others Commissioner Starkey you have anything mean well I did want to talk about the mask ordinance and I do support masking at this time but the one thing that I would I would like to see changed is the responsibility I believe it's not should not be the responsibility of the employer but the responsibility of the person coming to this to the business because I I think it's very difficult for the employer to have to be the policeman standing at the door so I think it's okay to put a sign on the door but enforcement shouldn't be on and fine shouldn't be on the employer or the business owner it should be on the person walking in the door who's breaking the rules okay eighth Commissioner Starkey anything else you like to add no that's just the one change in the other office [Music]

Stagg Schneider do you have anything no sir except it's not a mask ordnance it's an executive order thank you sir okay madam clerk do you have anything okay and I do not so we will go back to the executive order conversation so again Commissioner Starkey I'm gonna bring it back to you again so you can restate what you said before it that's okay yes I think it's important that that we stopped the the radical large spread we're having right now I've had numerous conversations with doctors myself and done a little research and I do think one born correctly the mask can help but but I I think that the responsibility should be on the person and not on the business owner to follow this rule to enforce this rule so well that is a change I would be interested in seeing in our emergency order some to help along if I don't mind mr. Starkey um let's go to mr. miles and say where talk about the enforcement portion and then mr. bundles and we can go back to Commissioner Starkey and you can say what you're not what concerns you have that's okay mr. Bhalla will read it's a paragraph 14 if you will and the intent arey compliance with the provisions and educate and warn of the dangers of non-compliance in the event voluntary compliance has not achieved then as last resort a violation of this order is punishable by a civil citation by county ordinance citation with a maximum five of $250 in the mayor specified in the Code of Ordinances and that code enforcement is responsible for the

enforcement of this order and the reason we drafted it in this manner a couple reasons one we didn't want to tell businesses they bow shall require everybody to wear mass we want the intent of the ordinances that the business owners know their operation the best and so they can go through their operation and determine where they have conflicts with respect to social distancing and in those areas and that would be the areas where the masks would be required if you change that over to the individual that doesn't work anymore furthermore a code enforcement violations an individual that we're going to enforce against now you're turning it over to it you know it would have to be turned over to a sheriff's violation with a misdemeanor or something to that effect and we didn't want to go that route either and working with a Sheriff's Office we thought that the best route would be to use code enforcement because then at that point we can use their education process to get voluntary compliance and then you know then issue warning if that need was needed but work with the business owners so that they understood what was going on prior to any type of citation being issued and again I understand that there's an issue with you know maybe that the only two or three people working in a business maybe 17 18 19 years old and the challenge with enforcing that yeah you know it might bar just through and is belligerent doesn't want to put on masks we're not gonna hold the business owner responsible for that you know we we will use the word apply grace in those instances what we would like to do is the business owners understand their operation they understand where they would need mass where they won't need masks sign those areas and do their best to try to enforce because this is a health issue public health issue enforce that in those areas where social distancing cannot be maintained and then again we will work with code to get the best possible compliance but you know we do not necessarily want to put or create conflicts between either code enforcement and an individual or sheriff's officers and an individual just because they weren't gonna wear a mask and so that's why we wrote we did and we think based on our discussions over the last week it seems like that's a really that thing good thank you mr. biles let me yeah I see can I ask you a question mr. Starkey I don't have to drink water better I guess your concern when a patron comes in to a store and putting the burden on a store owner to enforce it or yours is your concern that I I don't want to name a store so how about I have a big-box store right I'm in the manager and all my all my staff members are required to wear the mask so is your concern of me the employer with my employees or me as the employer with my patrons so for example we have a market and our employees are wearing masks but we don't want to have to station someone at the door and bar entry to anyone

coming in without a mask because we risk having a fine or our business shut down we see where the governor has shut down some other businesses and and you know we we're just every all these small businesses are just trying to stay afloat and now to put the burden of being you know trying to enforce this it's a lot on a small business so I I think the responsibility should be on the person and not on the business are you okay with are you okay with being an employer in the response to be ability being you on you as an employer for your staff your employees to wear it yes yeah your one percent of the patrons then you're concerned about the patrons yes it's the rule that people coming in have to wear a mask and it might and for clarification because I've seen it being enforced differently and I and I would say I guess a store could or small business can go further if they want they could say anyone coming in must wear masks I have seen that I was in a couple stores over the weekend buying a marine supplies and they had that that on so I you know I put my mask on my understanding is you have to wear the mask when you get within six feet of someone because you can't socially distance so I do want to make sure we're making that we have that distinction the the there was another point I wanted to make sure wrote it down but I just think I just think the responsibility should be on the person and not on the store owner and here's the other question I have how many code enforcement officers do we have and in this citation if we can't issue citations right now or all the junk people have all around their homes and all the violations I'm seeing up and down in my district gosh there was a there was a store that I've called in on so many times on 19 that is a junk store and they had their stuff all the way out to us 19 and obviously no one's doing anything about it and I heard we can't do those citations because the courts are closed so how does this work on enforcement of this issue is law just kind of curious on that yes sir so commissioner Starkey the intent for the next week or two is to do education and volunteer businesses to come to compliance voluntarily and not go down the route of you know the codification so that's the investi intent for the next couple weeks so this is to be more what was the word you used well what was that word that you just said to get the businesses to be more compliant I mean the the intent to educate and in to do voluntary compliance which is what code does best I mean ninety-three ninety-four percent of the violations that could goes out to or resolved voluntarily you know they do not result in citations and so that's a goal voluntary compliance to the best of their ability and again the business owners know where they have conflicts with social distancing and they know where they don't and so they can set up areas where okay you need a mask in this area but you don't need a mask in this area we do the same thing you know here

in the government center you need a mask in the lobby but you don't necessarily need a mask in the individual offices and so so and so forth so you know that's the intent do you have any questions so have we so I'm gonna guess that we have not written any citations then I haven't talked to him today but I don't think so the intent was voluntary when we go out commissioner's table a leap acting assistant administrator for development services we have not written any citations to date as we speak but we have given a lot of educational warnings and just we have about 20 code enforcement officers out there we have been have been doing commercial building sweeps they are able to cover all of the commercial businesses in the county within several I think it took them three days in March when we did the first initial educational sweep they have it well within there we go house to handle this and as as the need arises we're addressing them and only issuing educational warnings but the businesses are complying with every one that we have addressed thank you mr. Bailey Commissioner Oakley has a question not necessarily a comment just ever since Cove it has started we've been following the CDC guidelines and in there it has been speaking of masks as recommended I can tell you at that point time from that point till we issued this order we never got any full acceptance of wearing masks and you'd go in businesses and probably less than half the patrons in those businesses grocery store or wherever have been without masks since we've issued the order the businesses I've been in and the signs on the door you're in here with a mask only and every time I go into one of these businesses now whether it be a drug store or your Publix where everyone in there has a mask on so the fact of it is the order is to make us do what we should take responsibility each of us to do anyway and and I've found that the reason for this order is so that we are protecting our employees all of our first responders and all of our citizens in Pasco County and we feel at this time with COBIT cases rising that this is what we need to do none of us want to shut down businesses to keep people from being socially distance and these issues so this is why it's like it is and I found that in these businesses where I see masks all the time now people are abiding by and I think that's a good thing is very responsible I do the same thing if I go on a business up with that mask on it's not too much to ask even in a restaurant or where you go in if you put that mask in to go in a restaurant you go in that restaurant they're going to social distance your party from anyone else in there and within five minutes you take that mask off and when you leave that restaurant and get back to your car so there's only a small period of time when you go out to go on a restaurant and restaurants I think are doing a good job so the order of the other day came out where the where the bar issue was the real problem because there was no social distance and out some of these bars

and I got a lot of young people in a lot of cases and and young people have been on the rise and that's a big part of the rise of beginning and the county for cases that just wanna make that statement so yeah thank you so much commissioner ugly and I'm gonna jump in a little bit too because I had and I discussed this with mr. Steiner before singing this out we sent out a packet to each one of the commissioners County Attorney and mr. biles and some staff and it has a table of contents and I just wanted to go through some of these things you know when this came about last week there was a pretty strong response from a lot of the people in healthcare in support of this of this happening the first one you'll see in your pack is a letter of support from Advent health and with that letter of support there was an email and says Commissioner Moore I want to take a minute to salute your collective decision to implement and hornets for universal masking in Pasco County I wanted to share with you a letter of support please use as you see fit please let me know if you have any questions or we can show our support of county leadership in additional ways again I don't I won't read through all the letters but basically you can you have it and that was signed by Bruce Bergen see SEO acute care services Erik Magnus president and CEO Advent was a chapel in a man of magret president and CEO Advent Health Aide City and Abbott Health Center Hills there was also a letter from Bay care stating that math should be warrant this time and that was by the chief medical officer of bake the entire Baker health systems there was also a statement put out by the state of Florida Department of Health a public health advisory which did state that all individuals of Florida should wear face coverings in any setting where social distancing is not possible unless where the following exactly applicable of which is part of the order FMA which is before the Medical Association put out a statement urging local municipalities and counties to adopt regulations requiring the use of masks and public spaces there is a number at one two three four five letters from physicians and if you look at the letters from physicians you can look at all pulled dr. Todd Yan text he makes 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 I think it's about 27 references of evidence of support and I mentioned that because when things are done you know these and I mean 8 9 days ago I would have been in support of a mask executive order and Pasco County by any means things change and they change quickly when you go from 2 3 4 5 cases a day to having 305 in a day that's a things change we've been very very good here in Pasco County in my opinion of not overreacting to things we did not do a state of home order because it wasn't justified at the time here in Pasco County obviously we followed the governor's order when he
