The board committed $11.8 million in COVID-19 relief spending, approving a $4.8 million expansion of the EDC emergency business grant program to fund roughly 1,000 additional eligible businesses, a $4 million initial allocation for the new Pasco Cares direct assistance program for residents at or below 80% AMI, and $600,000 for the Operation Feed Pasco meal distribution partnership with United Way. The board also approved an interlocal agreement merging the Zephyrhills Fire Department into Pasco County Fire Rescue effective September 27, 2020.

Stein Schneider our county attorney will you please go over today's proceeding with the BCC be happy to mr. chairman on March 20th 2020 the governor de santis issued an executive order 20 2016 9 which suspended any Florida statute that requires a forum to be present in person or requires local government entity to meet in a specific public place the author allowed the board to meet virtually utilizing communications media technology a detailed advertisement was run in the Tampa Bay Times indicating the board's intent to conduct a virtual meeting based on executive order number 20 91 the governor's stay-at-home order the conduct of a regular meeting would certainly not meet the spirit or intent of the order even though now the governor has moved Florida into phase 1 the the virtual meetings are still allowable under the under the executive orders that are in place the process has been established by the use of technology to proceed in a manner in in a manner that is as in-person as possible public is being afforded an opportunity to make public comments either in writing or by the use of communication technology that has been provided mr. biles issued emergency order April 6th or April 8th 2020 establishing procedural rules which the board then adopted as their own their own rules under 2112 I believe is the number you are required to take public comment on anything which you're going to act on pursuant to two eighty six point oh one one for Florida Statutes and I'm available for any questions okay Thank You mr. Stuckey Snyder now is the time for public comment citizens given an opportunity to comment on any item coming before the

Smith yes hi can you hear me yes sir hi my name is christian william smith jr i go by Chris Smith and sorry I'm trying to turn off a background communication I live in the Santa Brooke Gulf community at five three four four foxhunt Drive Wesley Chapel Florida three three five four three calling in relation to the regular number one agenda item associated with the third amendment to the amended and restated cooperative funding agreement with Pasco Economic Development Council for coordinating economic development programming obviously associated with the Novell coronavirus or kovat 19 the purpose of my call is I wanted to let you know that I run a company with my wife my wife is the majority owner and founder president of promotional brand ambassadors Incorporated which was founded in November 13 2018 in 2013 we made a decision to relocate from Tarpon Springs in Pinellas County over to Brookside right next door to Saddle Brook where we rented for two years while in the process of buying and renovating one of the original properties in Saddle Brook I'm the co-owner and CEO of promotional brand ambassadors and also the minority partner if you will for which we've run for the last seven years right here out of Wesley Chapel we are in my little office here in Saddle Brook basically

three to five people depending on the time of the year's apologies and I across the United States put more than 2,500 people to work annually paying 750,000 dollars in what are known as IRS 1099 miscellaneous income payroll that does not include anybody that earns under $600 there's a lot of what we do in the promotional world people make four or five hundred dollars and we never see or hear from them again to give you an example of what I do I do events and promotions for things like the NFL Super Bowl which we just did at the beginning of the year before the coronavirus really kicked in the World Series for Major League Baseball and those are just a few of the many many programs they do concerned because I have been obtained terrible information from our federal governments and horrific media outlets that seem to not tell us the truth or not provide us timely and accurate information and I am currently been shuttered since February with no income in fact my last check was two hundred and eighty seven dollars at the beginning of March I believe it was I have applied for PPP loans on two different occasions now and I am still waiting to hear back yet again from achieve a credit union after Bank of America totally blew the first opportunity that I had I want to let you know that I found out about the grants that you all are making available or had made available after seeing a story on one of the local TV stations and it simply said that Tampa and Hills Thank You mr. Starkey Todd Bailey acting county administrator assistant county administrator for development services and I'm also going to be joined by Esther L Yama le Emmy our chief building official and possibly Cristie Sims who's been representing us from legal counsel we heard the Florida Statute that went into effect last July 1st which was

chapter 5 5 3 section 791 we are we are not allowed to charge any fees related to third party provider fees of upon application however we are loved for the per that section charge an administrative fee to recover our cost which we have broken down from the building construction services department and charge for pool $120 for single-family residence $600 and for commercial $980 no now the people that that put in fir permits aren't charged any fees except for the most Advan fees which are to cover costs upon their submission of their of the third-party providers back into the county because we still have to review those plans and and that's the only thing that we can charge for we have a board approved vertical construction feed table that was approved by the by the Board of County Commissioners in 2017 still in effect we are going to re-review that vertical vertical feet table the summer with third party consultant and revisit it next fall going into the fiscal year however we're still in an Euler feed table what which charge to some of those third-party providers we are late getting this program going off between July 1st and March the 30th of this year we have been charging them fees on appropriately and we are counting and rebating those fees as we speak right now and there is a rebate program going on we hope to complete that by the 10th of May and return any excess funds that were charged for any home owner or builder or charged excess third party provider fee according to the forest statute so as of March 30th our building official came out with a memo to the board that was posted publicly on on those fees of being going into effect on April the 1st so we are conducting an audit from July 1st through March 30 and rebaiting anybody who has been charged inappropriately against this quarter statute ok yeah I knew we needed to fix that and just an FYI I know you responded to me this morning but the links didn't work it gave me a program error or error so I couldn't do that research on what you sent me so I'm glad we're fixing this and I would move for approval of C 11 this is Commissioner Starkie most by commissioners donkey for C 11 I need a second second Commissioner Mariano second by Commissioner Mary madam clerk please call the roll district one Commissioner Oakley hi district three Commissioner Starkey I District four Commissioner Wells District five commissioner Mariano district 2 chairman more local passes for zero thank you about Clerk c15 withdrawal c-17 pull and revives the board this is Erik Breitenbach assistant county administrator for internal services Fein is an amended and restated agreement for inmate labor with Pasco Sheriff's Office this Agreement the revised and affected agreement is presumed of the board for consideration and our approval of the agreement glasses Commissioner Mariana but with the noted changes I have a second by Commissioner Starkey madam clerk please call the roll district 1

Chang trying to give up property whether we're going to go straight through it around it we resolved that issue and the connection is along old Dixie Highway with Sea Pines is there's at least two points that connect where it takes the water from one side of Old Dixie to the other side of Old Dixie were kind of flow back and forth the southern part down by Gulf Way which the map that we were shown really doesn't show you all the way to the end but a connection the bottom part of the Swift mud property it's the natural flow of the water it would not put any extra harm in it it would get the water out there quicker the water still has opportunities to go down south if need be on a major flood event the more connections we have the better I will tell you I left a message with the Swift my director Brian Armstrong I talked to secretary Valentin about this and we're going to study this issue a little bit for so I'd rather continue this for two weeks rather than approve it and see if we can get Swift but they have a change of heart because it's gonna cost us more money make a less beneficial product to the citizens and again for all the time they've spent and if you look in the center of the map that we have there the the property that we dredged out I'll say seven eight nine years ago goes all the way the little feet in dead ends right there those people have just as much flooding as ever and there's even one gentleman up there who's actually losing property as it likes silts away so we need to get this fixed and I don't want to see us take another 18 months to get this thing done there's no need for it so if I could have a continuance I'd like to talk with the department heads in our team and try to fix this so I'll move to continue second mr. coordinated economic development program additional micro loan program funding a five million dollars take it away dan all right Thank You commissioner this is an amendment to to the EDC's agreement to fully fund the grant program based on the applications they had last week or two weeks ago actually at this time and the director CEO president of the EDC is on the line now and bill can take it over have mr. crone all right morning can you hear me okay thank you okay thank you and thanks for advancing the slots at just a quick overview of what the grant was and thanks to the Board of County Commissioners last meeting you all had approved the grant program the emergency grant program to the amount of up to $5,000 per local application and we had overwhelming success in terms of the response within the very first day before we even went to bed that evening we had well over 900 applications as a matter of fact we had over 90 people on the website before we even left the Board of County Commissioners meeting the previous meeting I can slide please just a reminder of what the application criteria was I had to be a Pasco County resident had to be registered as a Pasco County business prior to March 1st and that's according to son biz registered as a headquarters 1 to 25 employees and that includes the 1099s and part-time must have at least tried to apply for federal aid either the EIT L the emergency injury disaster loan or the PPP the Paycheck protection program loan and the business and the business owner had to be in good standing meaning no no judgments against them no child support those types of issues so they could only use the grants for rent mortgage utilities and payroll between the periods of April May June I'm sorry March April May and June and they had six months to perfect those receipts if you advanced the next slide please so on that first day and we opened at 11:30 during the meeting as soon as you guys hit the gavel ins that approved at 11:30 by 5:00 p.m. the following day on Wednesday we had received 1461 applications in the total amount that people were requesting in those applications was over 7 million dollars we process those and I'm happy to say that over 410 have been approved for payment they qualified and that brings us up to about one point nine nine six six six five million dollars that will be sent out to our local companies there was three thousand three hundred and thirty five dollars of delivery cost and that includes the ACH the 1099s the additional bandwidth for our internet services to send those out we did accept any any fees and we used our own staff time against that so as of that as of today and that number over 1.3 million of that is already out on the streets and people have that in their hand so that's that was a huge step considering that was just less than it was just few weeks ago that we've already got that much money into our local economy if you couldn't Vance this

light please so that leaves of those those 1,400 applications that came in we have about a thousand companies that made it in before the window shut and when coming to you today because we'd like to see those those companies funded and based on our average rate of about 8.5% of ineligibility that we've experienced thus far we has to make that be about four point eight million dollars to fund the remainder of those companies and then our delivery cost would go up about three times as much because of the size and that includes the processing of the additional 1099s the increase of our server bandwidth and the ACH processing in the internet speed and I'll give a little shout out to Senator state bank as well to who is a treasury management for this when we first got the first two million dollars to send out our distribution according to to their federal guidelines for ACH was limited to five hundred thousand dollars in in five day period they have worked very hard to get that increase to two million dollars in a five day period so now we're able to disperse up to two million dollars every five days going forward and if you could advance the assignment so just some some feedback so that we're all working virtually we don't always get to see the response from the business community it's it's been fantastic every so every one has passed on their appreciation for the grant and we've got some testimonials that we're sharing on the screen for you all in all very good response and if you could go to the next slide and I'll share with you that several of the companies have already started on their compliance piece after receiving the funds which they had to provide receipts and attend the refocus workshop that helps them to to retool and potentially look at new business model going forward based on the changes that we've experienced and several of them already participated in the refocus workshop which will offer several times a month but some testimonials from that workshop as well - so one of the neat byproducts of this is that our companies through this process are becoming more resilient and they're learning how to do better business and we're all getting stronger through the process and with that I'll stop if he could advance the slide I believe that's the end so the ask is to fund the remaining companies that came through the window before it was shut on April 22nd and 5:00 p.m. which is about a thousand more companies here that that could use that grant and it would total around four point eight million dollars and if you if you were to fund it over that the pathway to see any and unused money would be sent back to the county great Thank You mr. Cronin I really appreciate it and I want to obviously thank the board for a proven this last at last meeting the initial funding for it in and Dana staff working hard but also especially want to thank the past we DC staff for everything they've been doing you know you've done incredible work quickly processing the emergency business grant program applications and

getting this fun hammer out some quickly so it can flow into our economy that was obviously I'm very very important and I think here what I'll think I know even before we created this program you guys have done an amazing job I'm getting the word out and resources I had the you know opportunity to do that workshop with you that one it was I think we had 150 or so people in line at one time so I do want to just give them quick thanks to all your staff though so I'm gonna take one by one so Suzanna rinse Kowski Becky Martin Lorne the Sally Turner Arbor Daniel Mitchell Jennifer Ziegler Jeannie summer Tom Ryan Mike Bishop and of course I'm the CEO bill Cronin again thank you all for everything you're doing before I open the questions - just one more reminder and this is for the public to this this is good much you know straight through the EDC now in the essence of full transparency the commissioners does not have access to this list we do not have access to any of the applications any inquiries need to continue to go through the EDC that's very important we again we the board accounting finishers do not have does not have access whatsoever so we cannot look up applications I know we some of us probably got a few emails and I appreciate that more than happy to point people in the direction but again full disclosure this has to continue to go straight through the EDC we do know how to access we cannot push applications through with that additional questions from the board this is Commissioner Starkey I don't have questions but I - I'm very grateful that we have this opportunity to help our our businesses I know we actually had a family member whose business is here in the county but she lives in Hillsborough County even though the business is here we're like sorry this is this is specific to small businesses when you live and reside here in our county so um I'm very grateful we're doing this project I think we've got another great one coming up and thanks again to Bill to all your people who did an amazing job and um I fully support this this initiative commits to start any other questions mr. Oakley I see your hands up yes right bill Krahn his team I mean they've done great things in this project and they've done great things all through our County so I'd like to thank them for the amazing job they've done and we're going to continue working with them I know they're going to have a lot of things coming our way in the future but this grant for our citizens and our small businesses has been very well welcomed in our community as you can see we I think it was within 24 hours you had 1400 and some names come in for our applications for this first two million dollar grant which was amazing and had to stop because we could only afford to do 400 some businesses were that first grant but a great job you've done a great job our staffs done also in coordinating with you and with that I'd like to approve item are one second Jack Mariano I have a second I mean I have a motion by Commissioner Oakley

Cronin and have a great day thank you again for all your support oh to acinar you you and that house I should say yes I'm over here in Dade City can you hear me okay sir we can see you in here you go ahead for work all right Thank You mr. chairman warden Scott Caston fire chief Pasco County Fire Rescue about a year ago I'm not really sure where the cameras at I think it's over here so apologies for looking the wrong way I know the power points over this direction but about a year ago we entered into a discussion with the city of Zephyr Hills who approached us with the desire to merge the County Fire Department with the City Fire Department and over that time both parties have worked really really hard to craft an agreement that would be you know ultimately beneficial to both the city and the county all right if we go ahead and flip the slides please and what we have before you today is the interlocal agreement that that specifies how that will happen now this entire time through the planning process we have adhere to the County administrators philosophy of people purpose and performance what you see up there on the graphic and how we applied that next slide please so there are some significant operational improvements that will be beneficial like I said to both parties but for the county specifically some of the benefits that we will see are identified up there on the screen number one being a murky response deployment by having two additional fire stations in Pasco County that will allow us additional crews on the east side of the county specifically to help with emergency call deployment over there now also as part of this agreement would be the acquisition of all the equipment at both of those fire stations that are currently in Zephyrhills and that does include a ladder truck which will allow the county some additional capability on the east side with respect to high-rise firefighting it'll also allow for a

unified dispatch for 9-1-1 calls because currently the city has its own 9-1-1 center and handles its own call so any any time that we need to request assistance from the city to help in the county we have to go through their 9-1-1 system and that always you know potentially has a the ability to create a delay and as I mentioned this this agreement does allow the it says absorption but it'll be the migration of both of the current suffer Hills fire stations into the county system will offer decreased response times for for both agencies will also allow for equal distribution of ambulances throughout the county because we have we have several stations now that have two ambulances running out of them and now by allowing or by the ability of having two additional stations in the city limits of Zephyrhills we will be able to move a couple of those ambulances in there and disburse them around part of this agreement includes the acquisition of 24 full-time employees that are currently employed by the city is up for hill so they will all come over into the county and then an overall improved service delivery model alright next slide please now I mentioned 24 personnel this is the makeup of the the current 24 personnel at the city of Zephyrhills that will be coming over into the to the county roles alright next slide one of the unique things with the city's effort Hills they do currently have a very robust cadet program which is a program for high school aged youth that are interested in the profession of firefighting or emergency medical services and with the county also has a program and what this merger will allow then also to happen is now to have two cadet programs under one umbrella of course under the county but will now allow two different programs one on east side and one on the west side of the county to minimize the drive time for some of the students that participate city Zephyrhills also currently has a robust volunteer program and that program will then merge also into the county and be the joint the other four volunteer programs that are already within Pasco Fire Rescue alright next slide this is a graphical representation of the two fire stations that are currently in the city is effer hills they're in the city they're known as station 1 and station 2 they will be renumber to Pasco County Fire Station 25 and 29 and like I said we will move one of our ambulance or two of our ambulances out of the double stations and move them one and into each one of those stations which currently do not have an ambulance at them now part of the agreement also allows that in the future the the county decides to vacate one or both of the stations that the city will have the right of first refusal to purchase the building's back next slide and and lastly this is a list of the fire equipment or the assets that will be coming over as part of the merger so we're very fortunate that the city Zephyrhills did an amazing job of

keeping up their equipment and they have a lot of newer equipment so they'll make great assets we plan on keeping it all all the stuff that is listed up there will most likely stay in the city limits of Zephyrhills as the as if the deal is approved so currently the the effective date or the date of implementation rather of the agreement would be September 27th 2020 this year this will allow us time if approved today to do some of the work that needs to be done in order to make the two fire stations and all the equipment available for use in the county in terms of some technology related items and also allow the ability to train up all the individuals that will become an over-under County so like I said this has been a long time coming we've been working on it for over a year there's been a lot of people involved there's a lot of people I'd like to thank but it's a very lengthy list but I specifically wanted to thank the City Council and the city manager of Zephyrhills Billy Poe and of course the former city manager Steve spinner and especially our two unions the IFF unions for both the city in Zephyrhills and in Pasco County at the firefighter level they were able to work out a lot of the details that went into the the final agreement so we appreciate all their help and on both sides you know from HR legal administration FLE finance on and on and on there's there's just been a lot of people involved and we thank all of you for all your time so the proposal was presented to the city is up four hills last week Monday April 27th and all the city council ultimately voted unanimously to accept the county's agreement attached to this agreement later on this afternoon there'll be a public hearing to if this agreement is accepted this morning that we will have the the proposed ordinance to adopt remove the city of Zephyrhills into the fire mstu so that concludes the presentation I'll turn it over now to the board for consideration of the agreement and to answer any questions any questions at this time questions not statements questions no questions no questions no questions okay anybody else this is Commissioner strategies no mr. stark you go ahead I just want to say I love this idea and I won't belabor it say it's a great idea and I just want to do a shout out to the other municipalities that we don't service that we're open for business ready to talk to you thank you I don't see your mr. before we go into the PowerPoint I just wanted to make note for the record there is a revision to the agreement the very last page of the agreement we have struck out the method of payment method of payment has been take suggest that for the record thank you does that have to be voted on there before I go on no no okay Jeff's telling me no so that was that so yes so thank you all as you all know we are this is the corona virus we are eligible for this funding through FEMA and so since our dining end program launched about three weeks ago and that program was partnering with our triple-a Area Agency on Aging to prepare meals with our restaurants for our seniors we thought well what a better way to expand this program with this funding and with this we are going to be partnering with United Way and developed a program which will feed the county residents utilizing Pasco based restaurants we are going to be partnering with our restaurants to provide food for our food pantries so we have a volunteer way we have the Rope Center we have one community now some of the ones that are going to be implementing and developing this we have ready to launch tomorrow morning believe it or not will be our first meals that we'll be launching the plan is to distribute about 61 thousand meals over 60 days and any of the restaurants that are interested please we put the website out there you need to contact the United Way we've got phone numbers up there we've got a cell phone number from Madeline Cologne at seven two seven three five nine seven nine nine nine or the office number seven two seven eight three five two zero two five as Madeline Cologne of the United Way I do want to put a big shout out to the United Way when we were talking about this program I immediately jumped into action with Chuck Anderson and he immediately said a big ole yes so they have been coordinating with all the agencies the food banks and the restaurants and putting that all together and I couldn't thank him enough and I also want to thank Jeff Stein's neither enjoy in the wolfgramm I have been driving Jeff crazy for the last week and a half with all these requests and Jordan came through so with that we may come back and ask for more money we'll see how this goes we want to evaluate it for sixty days and we'll take it from there so any questions you Cathy any questions mr. chairman Jack Mariano mr. in Dade City the Advent Hospital in Zephyrhills and the H HCA in Trinity and we'll be going to bake care I'm sorry beignet point this week and also back to Trinity I want to thank Commissioner Oakley who sponsored the hospital in Zephyrhills and superintendent browning and board member school board member all Allen Altman who sponsored the hospital in Dade City along with some other citizens of Dade City mr. Oakley was out of town so representative Magor delivered the food to Zephyrhills last Friday so they thank you very much and Thursday representing Zika is delivering lunch to the hospital in Trinity along with some other so please if you want to help support those in the hospital who are on the front line taking care of our citizens you can go to flag 2020 pasco our Facebook page and donate through PayPal or venmo and we are going to start again this week our second round of donations and then we will also be serving the drive-through sights the bay care site and the new advents site so thank you all to those folks are going into the hospitals every day and taking care of our citizens and I was doing some reading this weekend and I saw that the governor's orders did not close the beach on Anclote Island and the sandbar I was under the impression that those beaches were closed but what I read this weekend was that they are that they are not closed and there's one of his latest order so can we get clarification on that and and if if I am correct here's some of the photos there's representative Maggard delivering Sonny's to the hospital in Zephyrhills so let's let's let's find out if that's true or not and that's a Trinity hospital there and the Republican Club from Land O Lakes area so leisure lane I'll know Jack's gonna talk about that but I'll just say great job thank you so much how you know I Drive through there almost every three days just to keep an eye on it because I live right by there and so grateful that we were able to take care of that thank you Mike Karbala and your team and and others and I'm sure jack will touch on that more I came off of my 30-day restriction for exercising and and started to ride the Starkey Gap trail and almost got hit I'm the first time crossing state roads for car pulled into my lane as I was crossing I had a meeting with F dot and our staff and I'm very pleased to say that we are you're going to be hearing that this project is moving forward rapidly and that we figured out some some funding options and it's going to be coming to you as a joint project from F dot and the county to do the bike overpass that trail I don't know if any of you had a chance to go on it it's it's an awesome trail and it's full there are families with training wheels roller bladers skateboarders fishing people fishing it's a beautiful trail really really well used and but very dangerous to cross 50 for everyone who's waiting at the sides freaks out and holds their breath when they get across so again I want to thank all the staff in the

county the health department all the county commissioners who are working so hard I told someone it reminds me of the times when we were in a hurricane mode it's just lasting for weeks instead of a few days but I think I've never worked more hours and since I've been elected than during during this time we're pushing out a newsletter every day keeping the citizens updated and I know others are doing webinars and videos and just grateful that I think our numbers are quite good in the county I don't thank our citizens for really paying attention and I'm excited about this slow opening and I thank the governor for for taking those steps I look forward to our next step there you go come on Mariana Thank You mr. chairman and mr. strike I'll touch on that lesion lane that that is a very exciting project those that haven't seen it it would it would just amaze you what's been accomplished I mean what we accomplished there in two years has been great but this past project was phenomenal there was trash everywhere just was just deplorable conditions that almost had gotten to taking a step backwards and right now they cleaned it out level you can actually get on leisurely and actually look out the see us 19 there was a homeless camp that actually hooked up to a building out there they used their electrical which is very dangerous they hooked up with it water they had a up dying upside down boat that was a table they had a portal it out there I mean just deplorable conditions that are there that were just going on that nobody knew because of the weave and that may have made us to go out there so it is just a lot safer out there and and provides the table with Mike Sutton he is much more optimistic about making this project go and I'll tell you a kind of interesting story that happened was he talked when he'd come back he came up to look at it with his construction supervisor and they looked at and ago you know this would really work nicely because it's actually a little lake that could actually be there a waterway that's there that's our opponents in the back and he says a townhome project would be there and I happened to be playing golf with a realtor that actually years ago looked at that property trying to do with townhome project so was where they talked about trying to work together this could be a great opportunity to make that happen with a local vendor to try to drive those costs down to make it more affordable which would be something that I think everyone saw the email from habitat was they're losing about 35 to 40 grand a home they can't sustain it they wanted they want to build we got the land to go do so they may be looking for us to forgive some of the cost that we've had in there maybe there's a way we could look at something to get to help make that happen but they're they're very excited about what we've done out there this is past two weeks staff Mike rbailey you and your team John powers John Justin were phenomenal out there next subject

the Lynx golf course I think you've probably seen a few emails we kept them from coming into kind of knocking on the door as far as what's coming up but I want to read to you something talking to Denise Hernandez we have a policy that we allow people that if they're not permitted to actually keep on working until they go through the process the Lynx golf course has leased their property from about a year now to a company that does golf carts they brought golf carts into where the restaurant Pro Shop area are now it's not ancillary use when it's used for that if they want to go build a rain and all that other stuff so be it but right now they're operating in violation of our code it's kind of like bringing dealership into a residential area we wouldn't allow that to happen their meeting actually this morning about whether they even going to deny access to the people because they don't even have an agreement about having access coming in and coming out as an ancillary use it's always been used that way when I look at the fire that was with the Gulf Depot over in u.s. 41 a couple weeks back that was from a golf cart being charged that somehow something caught fire and burnt the building down the building down next to it where is this building that's right here has a golf cart in the Pro Shop and I don't know if they're charging or not I don't have proof of that but I do have pictures of withan golf carts were in there if that ever catches fire not only is the building that they own in jeopardy but the club I was right beside is in jeopardy now you heard a long time ago we had a craft brewery coming in where they just have a simple plugin for their plant where they brew and that had to have a firewall inside the building itself I've got it a budding building I don't have it so we've got a policy as I just said as far as our code is we allow people to operate they could be six months before they get back and I will tell you they kind of talked about how they had a golf course golf cart retail business the people there say they did not have that type of business they do not have a dealership license to be in that property as well and it doesn't fit with the code that's currently there so talk to Denise Hernandez I had to send me an email so we can look at looking at a policy change that we could make even if we went one by one I would start with this one in particular see how it works out but as she said to me as per our conversation yesterday it is customary hold enforcement in advance while the applicant is working in a pre-application in the public hearing process to bring the property into conformance I will tell you to me a long hard struggle to go there's a lot of opposition for it which you'll hear as it does come forward but I think we should have stop be able to shut this thing down and not put the people in jeopardy until it goes through our full process again it's it's not compliant with what's there as staff there's not a district disagreeing with but this would take policy direction from the

Commission to go forward so I just like to have the discussion well I am curious wasn't that a don't golf courses have a golf cart barn and wasn't that what that space was used for the golf cart barn is where they do the charging it's where they store the golf carts what they're doing now is they're bringing retail and to actually do sales so they could do more construction they brought some of those golf carts as I said into the Pro Shop restaurant area which is not designed for that so that's that's where again the issue was they would they told staff at the meeting that you know they've done the retail sales no one from the five board members I talked to have any recollection of anybody buying a golf cart from there except when they dissolved their lease didn't start until the golf course could shut down as well so it's clearly not an axillary use to what's what's going on there it's not for me it's for legal that I just wondered if golf courses have golf cart facilities so how is that not a use but a permitted use there that well according to your zone administrator it was not a previously permitted use the only caution and and it's within your purview not to give a grace period for people who are trying to come into compliance if that's the board's direction however if that's the board's direction it's across the board it's not it we can't single out a particular use and tell them they they're in violation we're not going to we're not going to recognize the the that they are trying to come into compliance yet we do it for others that's that's gonna get you in trouble yeah I'm thinking of some breweries that would have had to or may have to close and others that didn't realize they needed this perimeter that permit and we'd have to shut them down I think that that probably that's probably an unintended consequence you don't want to go after maybe there's another way they can look I don't want to do that's all those business this is a very unique situation if you see the picture and this is on the screen that does the golf Depot that when on fire what scares me if that happens to that and and again if it happens to the golf cart building that catches over to the next building it catches over there's nothing protecting that other one it's a dangerous situation so I don't want to see it take six months to get to that point and I and I will tell you when they meet me today it may be a moot point because they may just cut their access off anyway because they don't have an agreement between them but maybe staff could move that thing a lot quicker than mr. chairman if I'm if I'm a commissioner now don't we can't blur the issues if there is a fire code issue that's not that's different from the zoning issue that's going on and coming into compliance we if there's a life's hate life safety issue in terms of a fire code violation I'm not aware that the fire department gives them any period of compliance so I mean if it's that bad they shut them down so so the

the issue of there being a fire code issue if there is one should be taken play that enforcement should be taken place to the fire marshal's office that that's different than the zoning issue of having a retail where they're not supposed to be if that's the case okay I'll go with chief casting on it we did talk about this yesterday because I talked about you know how does the city protect itself and you have buildings next to each other when you have different uses we are you have a firewall and have a firewall and a craft brewery to me when you have two buildings that aren't owned by the same person there should be a firewall they're especially good at that change and if they do have golf carts in that Pro Shop which I did see pictures of I don't know if they were charging but if that did happen the same fire could happen right there it would be a bad thing mr. mr. chair on this issues you know fire-rescue has been out to the Lynx twice to look at that facility and while there were you know minor violations that we find pretty routinely those were all being addressed when they went out there the second time those were all be an address or they had parts on order to address them in the case of a negative sign or two that there is a distinct difference between the two events the fire at Land O'Lakes facility you know was a shed in a double-wide motor home being used as an office for a small business out at the Lynx it's two buildings that are physically separated by 12 feet 12 a clear zone there CMU block building and so there is a distinct difference fire more likely and so I mean can I stop you because you've given that information the cart burn area is separated from the regular building that is true that's where they did a lot of the charging through the years for all the golf carts that's really get charged what's different right now is in the Pro Shop in the restaurant area they had pictures of golf carts that were in there I asked the residents anybody knew if they were actually charging in there I don't have confirmation the charging in there if they ever do charge a golf cart while it's in that Pro Shop you're gonna you could have a situation like that fire that could happen right there and carry to the building that's where the difference is yeah I'm just reading from the far more I understand what the when I questioned the chief on it so I can follow up with it I think the county attorney actually you brought up a good point which I wasn't aware of how we couldn't selectively do it but I think it's something that warrants further further review to it for that safety the one problem with the situation is if it has a safety item and they do have golf carts around there and they have charged golf carts in there that is a big safety violation that could be an issue so oh all I can report sir is that the fire marshals been out there twice and looked at the facility two times and they bring them up for some minor violations and they are working to correct those and as

BIOS yes sir thank you give my notes real quick just Andy was here briefly but I know he's we do the three day a week or three times a week briefings for stakeholder everything so I sent him back to the EOC to work on some other issues today's numbers we are up another two in new cases from Department Health if I read the site right just a few minutes ago in general from accounting perspective we are slowly working through our parks to open them and now the beaches are open again got maintained social distancing in small groups and all that the next phase of parks opening will be probably the walking trails that are in our active parks that will probably open parts of the park where those are available but not necessarily the recreation facilities themselves again to minimize the large groups at those places we're also working on a plan to slowly roll out a phase one opening of our libraries that announcement will probably come later this week and so we were working on that the customer service counters weren't going to change right now they're going to continue to operate the way they are the same thing with our groups that are working from home they will continue to work from home for the time being because that's consistent with the governor's order so that is kind of from an operational perspective I mentioned last meeting that there was a priest and different revenue hit that we were expecting over the next several months the revenue numbers from Marx didn't differ as much as we expected that's good they weren't as high as we had budgeted for in that month either so that's you know it didn't hit those numbers either so there was a small dip from what we had expected when we budgeted March so we sat down over the last couple weeks and went through some various options to I will say restrict spending in the general fund over the next several months as we get a better handle what our revenues actually will be in the general fund the the specific departments that are being hit outside the general funds like gas tax the Transportation Trust Fund and tourism or all work in their specific plans and make sure that they can manage with the revenue they expect to come in the reduced revenue from the general fund perspective we are putting in place what I will call a soft hiring freeze ie if you need a person and you can justify that person up to your associate county administrator level then we can still go through the process of hiring that position it's not a hard freeze there are some places where it still makes sense to hire that person depending on what that position is all FY 20 business plan initiatives that have not been implemented or have been placed on hold until we see what our revenue looks like over the next few months we are obviously travels restricted so we've kind of swept a lot of the travel funds out of the departments and put those in a savings account in same thing with that there's not a lot of in person training going on right now so the cost

for those conferences and classes also have kind of been swept up and kind of our hold any training that's required for certification though we are still allowing that kind of training but most of those are virtual today anyway and we're working on carefully watching our large purchases over the next few months to make sure again that it's something has to happen as opposed to something we that we can wait until we see the what the revenue perspective but right now we expect about a 5.7 million dollar hit to the general fund in FY 2008 respect to the revenue so we think we have a plan in place to to be within that revenue over the next six months from an expense standpoint and as we are working right now building the FY 21 budget I will say that on the general fund and these other funds that will be impacted by this it will be a very lean budget as in there will not be many extra so any business plan initiatives proposed because there probably will not you know probably taking a priest if you hint on the sales tax even in 221 and understanding that in 222 we will probably be taking a hit on the ad valorem sat at alarm aside because the building will be slowing down over the next several months which means our new construction number in 22 will be lower than always see in the last few years I will say that building permits were down about 25 percent from March to April that's probably within what we kind of expected the market to do still a lot of building going on out there but that's still down 25 percent March to April and that will probably continue to drop over the next couple months until people really get a feel for what is happening out there in the economy so big picture we in in short we've gone through done our due diligence on our 20 expenses we think we have a plan in place that will keep us within the projected revenue in 20 the revenue 20 and that our 21 budget will be very lean with respect to new business plan initiatives in the general fund very close to zero right now unless we see some change in the revenue perspective so that's kind of what we're looking at right now and that's all I had mr. chair do you have anything mr. stark he just asked for the floor yeah I I was gonna mention to mr. biles and everyone else I received a Wall Street Journal article this morning that interestingly said housing prices were prices were up almost 8 percent in March now that's not to say that's gonna happen through the whole year but it looks like the trend is that the demand is still very strong the supply is still not so good so I also I also saw some comments from Taylor Morrison in an article that they're still actively looking for land and their did you know kind of focusing on the adult retirement and they still see the demand in Florida is very strong so hopefully we won't hopefully we'll bounce back very quickly I did want to ask you one question administrative Lea and and that happened with me this morning you know so I didn't have any of the addendum stuff printed and and I couldn't find it in my emails I get so many trying to

our families here in Pasco County again it is this Saturday May 9th from 8 till 3 p.m. and it is located at the Sam's Club parking lot on 54 in Wesley Chapel you have a question thank you yes I do right number number one I'd like just like to say I think damn bowels and Jeff Stein Schneider on them and their staff and a clerk's office and their staff and everything they do to make this meeting as close to being a regular meeting as you can imagine I don't know if y'all feel that way but I'm sitting at my desk and going through Smee I feel like it's the same as the meetings we normally had before even though we're under different circumstances but I'd like to thank all the staff for for that and dance leader and also Jeff's leadership and and Nicky's and in getting things to work out the way they are because this is very close to being our regular meeting and I'm very thankful this worked out this way so and with that the question I have is we have a meeting I think scheduled May 19 is that gonna be virtual or is that gonna be live that's virtual it's virtual okay yes thank you that's all I know we don't know about June until we hear from the governor again right okay thank you sir okay so awkward to me just briefed just a couple things I did want to mention some of the meetings I've had lately actually after the last couple months I think a lot of you know that I had the meeting with the past go well you don't know about that so I had I made it with the Pasco mayor's gonna online and talked to every mayor from Pasco County Dana not we answered some of the questions it may they may have had we took some other input so I appreciate all I'm getting on the fly with me I also had another one with our entire legislative delegation so I think them for being on that call in addition that had meeting with the chairs of the Dallas and Hillsborough County Commissioners long as the mayor of Tampa in Clearwater to talk about some regional issues and in some of them I've continued to have conversations with I also put together an informal group to keep myself and Dan by us up-to-date on some things that are going on in the community so I did a Chairman's opening opening Pasco advisory group I had a couple of physicians on there dr. Jana talk doctor dr. Yan Tech and dr. Pino Mike Nick year myself to him by old sheriff's office superintendent browning the CEOs from each and every chamber here in Pasco County as well as bill Cronin from the EDC sympathy we um got open we met and after the governor made his statement we met again obviously online virtually to talk about some of their suggestions and against those suggestions and thoughts were used when in the policies that's been taking place now so I think everybody for participating in that also had the opportunity to participate in a and moderate with the chair for the school board coming moto in we did a virtual meeting reference to people to see families implements they have children

with disabilities that went very well a lot of feet a lot of good feedback great people on that call actually besides calling them and we had the director of student accessibility for pastor NATO State College Darcy McDowell pepid academies Pascal principal inch Keller we also had dr.
