The board approved three stormwater and maintenance assessment resolutions at its August 20 public hearing session. The Timber Oaks project assessment was set at $112 per ERU for Phase 2, with a total value of $223,705, after a golf course conversion expanded stormwater storage from 3 million to 93 million gallons. The Magnolia Valley assessment held steady at $28 per ERU ($76,048 total), and the Highlands MSBU rates remained unchanged at $15 to $64 per ERU. All three votes passed 5-0.

[Music] good morning everyone I would like to call to order of the Pasco border County Commission meeting of August 20th 2019 I'd like to remind everyone present to please silence all electronic devices and if you would please stand for the invocation in the pledge Oh merciful creator your hand is open wide to satisfy the needs of every living creature make us thankful for your loving Providence and grant that we remembering the account that we must one day give may be faithful stewards of your good gifts amen [Music] Madame clerk please call the road district to Commissioner Mike Moore here district 3 Commissioner Katherine Starkey district 4 Commissioner Mike wells your district 5 Commissioner Jack Mariano here district 1 chairman ron oakley yeah okay now it's time for public comment citizens are given the opportunity to come in on any item coming before the board during this public comment section public comment for public hearing items or taking during those individual public hearings beginning at 9:00 a.m. today for items pertaining to 10:00 o'clock a.m. bcc regular meeting those will be heard at that time individual speaking during public comment will be given three minutes to speak after giving their name and address for the clerk the timer will start and after two minutes one beep will sound and the light will change from green to yellow after the time is up in two minutes two beeps will sound light will change from yellow to red indicating three minutes are up and you should complete your comments to comment mr. chairman it yes it it's a little confusing all the only thing that is before you this morning is public hearing items if the board wishes to entertain public comment on non the you have three public hearings before you and no other propositions so it's at the board's discretion whether they take additional public comment what take the public comment items for for this I think these are on these items and if they are yeah so there they are not noted but you have a miss Carrie Lane and a William fuller June junior who have signed up but they have not noted for which public hearing item ok so so in that case if if you're reserving public comment to the 10:00 a.m. I would just begin with p1 a resolution of the Board of County Commissioners establishing the non final ad valorem just work on a special assessment for phase 1 and phase 2 okay timber oaks alright we'll go to p1 well morning pressures fouled carry Public Works Department like put the publication yeah okay so I'm gonna actually note so for P 1 2 & 3 they were all proof of publication Tampa Bay Times July 27 2019 okay thank you right as some of you I'm sure are familiar this project is a fairly sizable corporately funded project with the Swift mud construction was largely completed May of this year it consisted of converting the defunct golf course into a system of stormwater
4:31retention and treatment ponds and we have three you might call them punch list items that we're currently in the process of wrapping up we have some maintenance items that we'll be tackling in the months ahead and then as a condition of our permit we have to monitor groundwater and in this area for at least one year and then upon the results of that monitoring it may be extended Jessica Republic infrastructure the first year collection was at 66 dollars and 99 cents per a are you for the first phase that will not change this year the second phase will come in as well that will raise the total assessment to 112 dollars per er you with the total assessment value being two hundred twenty three thousand seven hundred five dollars okay mr. chairman I'd like to say I think staff has done a phenomenal job in this project this project has kept these folks from flooding what we just went through not a single call for flooding out there the storage we went from having three million gallons of storage to 93 it's been a tremendous effect the only thing I didn't like about the whole project was we didn't get the full funding for buying the building of the golf course and that that full funding I want to take another shot at trying to get that now that we've got this project just about fully complete and and I'll go talk with DEP Swift mud etcetera and try to take another shot at trying to get them the proper funding because we had money we could have been reimbursed legitimately but didn't get reimbursed so I do want to go take a shot with that and we've got an opportunity right now to actually help some people to the east as you see on the map it ends in a little road where the funding is all the way to from jasmine and to the east there are some high water tables that are out there there's an old church the Evangel church across from the walgreens that's there and we used to pump water when we could from the retention here they went down there there was a culvert that went out it goes under the road and it goes into timber Oaks we did it a couple of times but we still flat out Tim Brooks we'd have to stop the pumping I'm gonna say right now with all the storage we've got out there we can help the people to the other side a little Road and make this part of a bigger system that we have right here not looking to change the funding but if I can go use that for something we can help those people on the other side a little Road from the east bring that water in I think that'll help the argument to to try to get them full funding but I'm gonna move approval of the item just the way it sits you've got a public hearing up second dr. pepper here now that this is just people warned right yes that's all we're gentlemen okay this public hearing do I have anyone or they signed up for p1 because it doesn't show them the last resistance anyone want to speak to public area public hearing one timber Oaks seeing no one move approval
7:43okay all those in favor say aye aye motion passed p2 just four more public works I'm going to be talking about Magnolia Valley storage and wetland enhancement basically this project consists of conveyance improvement in the magnet valley community and basically also has Covidien there's golf course that the county pitches for storage attenuation and discharge currently the quadrant the lodge engineering services has completed the conveyance within the MSB you area and they're in the process of performing soil assessment groundwater monitoring and also taking topographic conducting some topographic survey and we anticipating that their project 30% to be completed by January 2020 after which our cooperative financier Swift mod is going to take it through the third-party review and after that we're going to have the system SN design completed and the enemy is going to go through the ERP process and we expecting that a 100 percent design should be completed by March 20 21 after which we anticipating that we will start construction somewhere give or take some of 2021 and finally complete a project by 2020 or for camera flash question okay I know it's underwater now I know you started doing the boring test when do you expect the boring test to be to be completed so I understand from the boring should be completed they finish the soy testing now we've had whales deep penetrating wells that you're monitoring the ground water testing understand within a couple of weeks we should complete that part of the work okay this results in a change to the $28 per year you assessment total value this assessment is approximately 76048 dollars again no change from the prior year if I could you know I can remember back in 2015 you know before we purchased the golf course I remember going back in there roads weren't accessible water in houses just a disaster an out there you know since we've owned it and you know our teams gone out there and done work and the ditches open them up to get them down to the pump done several culvert repairs in the neighborhood this year water set for a very minimal time on the roads and I've been out there speaking of residents for the last week very very very happy with everything so I just it's it's nice to see this I can't wait to see a finished product and then either can the residents but you know they have some water in their yards but very very very happy and very uh you know grateful that that we're able to do this I would say it's exciting to see so thank you all all right this is a public hearing there's anyone here to speak to p2 seeing no one pleasure the board move for approval thank you advice in a second all those in favor say aye aye aye motion pass b3 horn chemistries is a call that public works and this is resolution establishing the final known at valorem assessment for Highlands MSB you it's in
11:36terms of maintenance is as needed maintenance here's a summary of what was completed so far in units one management unit one we did some tree activity nothing in units two three and four unit eight did some Road stabilization nothing in 8a and in nine we did some patching and base work as I said before it's needed maintenance in terms of just a general overview in background so you can see the chart there on this one has a number of different districts within it there are no changes in the 2019 rates you saw some brief changes in 2017 and 2018 with the rates of twenty dollars per year you of for Fayette units one and two fifteen for unit 325 for unit 454 unit 864 8a and 84 9 represent no change from the prior year this results in a total assessment value of forty five thousand and sixty four dollars and thirty cents for a flight window okay mr. chairman yes this is a project that very complex and I think staff did a brilliant job breaking it down tune all these different segments to appropriate sat the cost to go to each one and I know that was very difficult to do but the we've laid it all out I think is fantastic it's a great concept putting it all in together I would actually envision something like this with dredging coming up different neighborhoods with different cost involved to kind of make it all work but the the format's you've got in the work you doing out there is great so thank you yeah great this is a public hearing there's anyone here to speak to p3 seeing no one no one Thank You motion in a second all those in favor say aye aye motion pass that's the only three items that we have this morning and so we'll reconvene at 10 o'clock for a regular board meeting we're adjourned here [Music] you [Music]
