4:46am I going to show in Pasco County I prefer not to give my address if that's okay if you have an office address that's fine I'll leave it for the attorney I'll give you my license if you want sir is your address exempt for some reason legally I just I just enjoy my privacy and I don't want somebody you know that disagrees with what I'm saying to come visit me I'm not hiding you to see my driver's license as well okay it's four zero three to four more tears thank you okay I received this letter and I was I was dumbfounded did option number one said we then receive their water sewer services at the standard County rate I'm here to ask y'all do you really need to have a meeting to decide it all the citizens of Pasco County should be treated fair and equal now according to the local news are more than eleven million people that are illegally in this country and then are receiving access to what was once the best educational services in the world this cost is being funded by all the people at this meeting these people that are here illegal in this country received food medical housing and legal assistance paid for once again by all the people in this meeting the people at this meeting have served their country or are currently serving in law enforcement fire and EMT service military commitments and thousands of everyday jobs within this community many of them paying exorbitant fees to local government just so they can go out and earn a living legally and yet we have to take time out of our busy schedule to come here and beg our elected officials to allow us to see there water sewer services at the standard County rate I respectfully ask the five commissioners before us to raise your hand if you are not going to vote for anything other than option number one this way we can replace you come our next election we're fine do you think that comment really yes sir obviously everybody behind me thinks and what I was going to say to complete that sentence was we can replace you with somebody that will treat us with the same fairness and compassion that 11 million illegal aliens are currently receiving from this country thank you [Applause] and that's next speaker is Judi Richards one-one second let's stop for a second and let the Chairman give you the rules about how we're supposed to behave in in here so could you mention no clapping no clapping no outbursts of loud noise or anything or you can go outside and wait out there and get everything done or you can sit here respectfully for the people that are speaking and the commissioners and all staff while we listen to each person speaking it's very important to hear you but you gotta allow us to and you got a refrain from being outbursts all right thank you good morning i'm judy richards they live at 21 23 hilo Drive in holiday Florida like I just said I resided in Lake kindly the condominium community and we brought several petitions to you in regards to the two access roads into our development mainly Roselawn drive
8:41and Bonita Road we have several signature pages asking that you please consider repaving or repairing the potholes in these areas with high asphalt patches since when it rains the materials now being used get washed away and the holes are so large we either have to avoid other cars or pedestrians walking on those roads to get in there and we're afraid we're going to hit somebody in the dust time there are children waiting for school buses and you're dodging dodge you're dodging the potholes and we're worrying about hitting somebody that's walking on the roads we understand that there there has been requests for the road to be fully resurfaced at the cost hopefully of the county and not the people that live in buona Vista and Lake kindly since it is an access road and it's the only way for us to get into our homes we would like to have these permanently done they have been done on a temporary basis I don't know what I'm not a construction worker what kind of material is used but every time it heavily rains it gets washed away and I personally and other residents in our Park have called to have them refilled and they are but again they keep washing and it's a waste of money and in closing I understand that Commissioner Starkey you have been over at buona Vista last year I'm new to the area I've only been here four years this is my first meeting so I don't know all the history but I talked with mr. Oakley and mr. Carvalho and they are willing to work with us so I'm hoping in the future that we get this result and in snap ten years down the road because I understand this has been an ongoing issue thank you ma'am if you go if you go out and into our offices my secretaries in there our Executive Assistant Michelle and let's make an appointment and I'll discuss with you how that process works okay Thank You Beth okay thank you thank you the next speaker we have is eileen weiser good morning my name is eileen Whismur my address is two zero three nine Manoa Drive and that's in holiday Florida I also live in Lake Connelly and as well as a group my concern is about sidewalks along with our streets being so bad we have no sidewalks for the people that the residents live in the community to walk on and they're walking on the street sometimes you have you have to wait if there's cars coming from the other way you have to follow them we recently went out one night about five o'clock and was a family of five walking down the street and they wouldn't even get off the street so we followed them for about a block before we could pass and get around them and I'm concerned about those families recently I read articles in the Suncoast paper about money being diverted to trails in the parks three million from the penny from Pascal I want to know why we can't have that money for our roads and our sidewalks why can't some of that money be diverted to that also they're putting new trees up along 19 to beautify it we've just been we've just been

Richards covered it my concern was the school buses taking on students in the morning and dropping them off in the morning if it's if it's dawn you cannot see these kids you're trying to avoid potholes somebody is going to get hurt and it's going to be a tragedy because it shouldn't happen you can't be looking at kids and looking at potholes and people are swerving around them and speeds always a factor of course but we do have this petition and I think mrs. Haiti Keys a member but I am encouraging all the associations in this South harbors area to come to my meetings we do them every two months and you learn all about how all these things work okay so when you go speak with Michelle well we'll get all three of you in one meeting and then we'll hopefully get you to send someone to the meeting so you can learn how to help your neighborhood okay fine thank you but I understand I have friends in buona Vista and we have the same management company as they do yes and I understand you were there last year I have a hundred fifteen
15:22age away scientific associations in that area so Kay I go I'm out all the time all right all right think you'll be happy to meet with you guys thank you thank you mister is it hey Toki yes that's it good morning it my name is Arthur Hideki I am a resident of Gulf harbors 3205 Seaway Drive and I'm here this morning as president of the Gulf harbour Civic Association we want to talk about the fqa system and hopefully the county acquisition of that system I purchased my Gulf harbors home in 2007 and at that time we had serious water quality and reliability issues and our private utility company lender ik was threatening large rate increases a 50% more yet in 2009 Pasco County and this was an Hildebrand working with attorney Brian Armstrong presented a series of meetings describing fuga as fgu a as a white knight who could acquire the lender assisted solve our auto water issues and we would only see a 30 to 35 percent rate increase over three years well I have to admit fqa has improved our water quality and our water reliability but it has been at an absolutely incredible cost to the residents of golf harbors and the surrounding community yet we have the highest water sewer rates in the state and probably very close to some of the highest rates in the country yet my water bill often exceeds my electric bill and I'm heating and cooling a three thousand square foot house during those 2009 meetings we were told that the county would have the right to acquire the fuga system at any time by acquiring the the are paying the the debt service that was on the system at nowhere and I mean never not once was it sated that the residents would be responsible for these debts that fuga acquired now these debts are we had absolutely zero control over if this had been disclosed at the time we would have demanded oversight of fuga and we would particularly have oversight over the two unregulated privately held companies that are fuga we feel our 3,000 plus households deserve the same water rates as the rest of the county the county got us kind of blindly into this fuga trap and we hope you will approve a 2% County rate increase so that all county utility customers will be paying the same rate as many of you know we've been working on this since 2015 and it's this is an opportune time to refinance the bonds that fuga placed on the system and this two percent rate increase would not only cover the cost of those bonds but ultimately it would also provide extra money to the county for further improvements to the countywide system we would greatly appreciate your consideration and your course positive vote on a 2% countywide rate increase and thank you very much next speaker is Beverly Healey good morning good morning I did not court am I am I on the mic yes okay great Beverly Healey 3707 Corsair court I did not coordinate with art so some of what I may say you might have just heard I've been a resident of Gulf harbors for
19:11forty five years when Joe Borda on The Linde ryx utility system and when it was acquired by fgo a and 2010 at that time I must confess I didn't pay much attention to the procedure I just knew the quality of the water and the service were unacceptable a glass of water out of the tap had stuff floating in it and the woman who answered the office phone was typically rude so any change would be an improvement when Lynn Drake proposed raising the rates by 58% residents were outraged Pasco County was unwilling to step in to buy a failing utility so commissioners approached FGA I believe Commissioner Mariano was on the board at the time and Hildebrand was the district commissioner strongly advocating for F dua and Ted traders signed the interlocal agreement revenue bonds were necessary to finance the purchase and Pasco County had the right to acquire the utility as long as the bond obligations were met because I wanted to know what was going on I've been attending the quarterly meetings of the FGA customers committee staff members provide current information related to system management maintenance and finance as well as capital improvements I believe the team has done a professional incredible job of operating and managing the Lind ryx from overcoming years of neglect and the ongoing issue of saltwater intrusion we all know that Linda crates are higher than the county rates and nobody wants high rates most of you remember my husband King I used to nag him to please shut the water while he was brushing his teeth on the other hand now there's nothing floating in that water the pressure is good so the showers and fire fire hydrants will work and fgf addresses complaints in a timely manner the Gulf harbour Civic Association sent out a notice requesting strong turnout to ensure that voices are heard the Linux system sends out over a 3,000 bills every month I wonder how many of those voices feel that FDA has failed to provide quality water and service ten years ago the complaints were about what poor water quality now the complaint is about how much it costs my main concern is that the county will have enough funds and staff not only to acquire the utility with all the obligations but also to be operate to operate a maintain a system that has been catching up with deferred maintenance how many times can I have one more quick I promise it's not okay okay the second I know of two existing links between county utilities in fgu a the first is my Karbala your assistant county administrator but as you know he wears another hat he's a member of the fgu a board and as such he's familiar with both utilities the second link is more fun the annual water awareness poster contest and I won't go through all of that but it's to teach children about water the theme this year is to illustrate how they are water lemonade to finish school we got others to speak lessons we thank you for your comments last sentence I promise just as I hope these children learn about the importance of water and
23:01educating their families too so I hope that you will be able to educate concerned citizens about the complexities of this possible transform your time is up I'm sorry but you have difficulty of providing rate relief if you can do you will be you're doing heroes today thank you thank you King taught you well the next three speakers are Mitchell Cober Nick and Anthony Pascucci pisky and then Gigi Evans okay good morning my name is Mitchell Coburn ich I live at 5,000 won south shore engulfed harbors I'm here I'm here representing myself and Gulf harbors United as aren't mentioned earlier there's been a small group of us that have been meeting with County officials and and county staff for several years now trying to find a way forward for the county to acquire the Lin direct system from fgu a I'm happy that we're here today to finally see the fruits of those labors and I would actually like to personally thank Commissioner Starkey for being an early supporter of this and helping get us to where we are today I later today you're going to be hearing three options from staff about how to go forward with the acquisition of this project they're going to recommend option three which is that the Linder customers paid 25 percent surcharge over County rates they're also going to present option one and that's the one that I would like you all to seriously consider which is that all County customers pay the same rates for many many years before I moved into Gulf harbors the Lind Ric water system customers have been paying more than double the water rates as the rest of the county for for water for the same water now in the Lynn direct system there are a lot of homes that are of the more modest size and some of them are owned by seniors that are on fixed incomes and paying twice the water as the rest of the county has really been a hardship to them over many many years and they're now finally entitled to some relief I should also point out that there are some some more mid priced homes in the areas as well and to that point I would say that those homes are already paying a higher percentage of taxes to Pasco County in the way of property tax and it would not be fair to ask them to pay a much higher rate for the same water as everybody else so what I'd like to basically summarize in is that when you hear the presentation from from mr. Carvelle please consider that everybody in the county should end up paying the same water rates and not have a differential rate for some people that may have been around for a lot longer than others everyone should pay the same rate after all this water is a basic fundamental service that the county provides and there's no reason that there should be a tiered rate structure where different people pay different rates thank you thank you for comment next is Anthony I'm sorry I don't think I'm pronouncing your name Thank You vice chairman and the other commissioners I'm a simple

Gulf harbors at the at the building department so we are very familiar with the area familiar with the people that are in this community and it's not fair that anyone should have to pay additional money because of where they live County everybody should be treated equally no matter what I don't care what color you are I don't care if you're red or blue voters whatever you are you should be treated equally the other thing is that thank you so much for everything being better Lind requ terrible and FG UA is better but you know I'm ready to have one of my husband's porta-potties put out in front of the house so we don't have to pay so much for water but anyhow that's I beg of you guys to please at least listen to what's going on and consider it for your vote thank you very much thank you good morning please state your name and address for the record thank you yes my name is Phil Aston I live at 5920 Seaside Drive New Port Richey Florida representing a few people in my neighborhood here brought a letter that I think has been sent to most all of you thanking you for your efforts in this this is a great thing that we're finally trying to resolve this issue many of us have been there a long time I've been at that location for 29 years let me read just this quick letter I'll be brief dear commissioners we have been residents of Gulf Gulf Landings Association since the early or the late 1980s and early 1990s for the past 30 years our water has been supplied by Linder Akande now fgu a during that time we have seen our costs to access fresh potable water rise at a rate that has been disproportionate to the other residents of Pasco County as homeowners we have not had any choice in deciding no choice in deciding who to purchase water from water is essential and yet we have been forced by virtue of our address to have our water supplied by

33:36FCA and Linda Ric were managing our water services appropriately but we have found out that this has not always been the case a year we have seen first Lind rec and then f2 you a manager our water system was a level of gross incompetence and negligence that has been ignored by Pasco County both were allowed to ignore mat as a simple routine maintenance and upkeep that are considered normal practice for any water upkeep and had no County or site to correct them when the cost for these this negligence their negligence came due they simply passed those costs on to either consumers and we were left with no choice but to pay our bills we feel it is now up to you to get us out from under this debacle and on the right path to this end I feel that the option to raise the Pasco water rates across the board by 2% is the only fair way to do this Pasco utilities was set up to provide everyone in the county with good water in fair rates and we have not had this opportunity therefore we should not be penalized by paying more than any other customer as a taxpaying voter in Pasco County I employ you to hear my request and vote appropriately please do not let us down everyone in our county is bearing the burden of this we have a lot of taxpayers under fqa who are senior citizens they are homeowners who have children going to school that they're bearing the cost of that older children that are going to college they're bearing the cost of that we have disabled veterans we have disabled families or families with disabled persons in it they cannot afford these high rates thank you for listening to me thank you for comment sir thank you hello i'm stacy docks turner i live it well the microphone down please thank you Darkstar 6006 209 for your way I spoke with many of you thank you for bringing this before you when my husband and I moved here he's retired Navy 26 years I became disabled and like he just said to have to try to figure out where his money and my money is going to go a large part of its going to f2y away this is not what we moved here for my husband retired we came here to have this as our forever home and this is a big aspect of why we are just seriously considering moving from York County is there's no reason to stay here as my husband would put it he feels like he's being fleeced I feel that maybe there was bad management before we moved here in 2015 we would like a fair shot at staying here lowering the bill would be great it's hard to imagine that before one drop comes out of my faucet I'm paying $60 it's a lot of money and I'm emotional about it because I want to leave here because of this I feel that we're not being taken care of I would like for everybody across the board out of the that I saw the two-percent I'm willing to pay it I know that the water system is not that great I understand you know there's a lot of aspects to it but there's human beings on the other side they've worked their whole lives to try to have a better life and we've saved up to move here and now we're seeing all

Kemal Thank You mr. chair my karbala public infrastructure can't imagine what this presentation is going to be about pretty important pretty important stuff here so a little bit of background the Florida governmental utility authority or FG ua operates
41:44several systems within Pasco County more commonly you've heard them referred to as the Linux system the Pasco aqua system there are also systems referred to as the consolidated system as well as anecdotally we call them Aloha Seven Springs but the FG UA was basically put in to be a bridge between failing private ownership and public ownership the FG UA would go out and assume the debt or acquire the systems and a lot of these high rates that you've heard folks referring to are a direct result of the fact that the debt per customer is so high in each of these systems so just to look at it on a map the you know each of these systems are located throughout the county in various spots mostly on the west side however some of the central part of the county as well as even system out out on the eastern eastern side all these systems are basically financially connected and that is where they are located so in 2008 the county approved an interlocal agreement with the FG UA to allow the FG UA to purchase systems right the FGA does not come where it is not asked for and so at the time the the decision was made to allow the FG UA to acquire those systems as part of that agreement however the county always reserves the right to transfer or acquire these systems into Pasco County ownership at any time and what we're what we're proposing here today is a two-step process to accomplish that one would be a resolution from this board stating its intent to acquire what that does is that allows staff as well as members the FTA to put forth a heavy lift if you will to to basically come up with what we would refer to as an acquisition agreement that would define the term under transfer contracts a lot of a lot of minutia that goes into that would be done and then of course we would come back at a second time to seek approval for the acquisition agreement which would finalize the transfer of those of those systems so we have you know Pasco County utilities needs to take a look at these systems and and essentially we set forth by that I mean Pasco County Utilities team members to look at how do you bring these systems into the fold without having a negative impact to the water and wastewater fund and so we said we sort of set the sort of these these three overarching objectives as we as we went through that that was one was to minimize any sort of rate impact or pressure to existing Pasco County utility customers we also need to maintain our financial metrics we have a good credit rating and we would like to keep that so the more debt that you undertake whether that is to acquire a system or invest into systems we want to make sure that those financial metrics are kept in check so that we can maintain our credit rating our solvency and be able to move forward as a viable enterprise one of the things that we looked at then as part of that analysis is you have to look at the timing of acquisitions right if you were to bring all these systems in it once what does that look like or do you spread them out
44:51over time for the basis of our analysis we looked at bringing the Pasco aqua system in first in fiscal year 2016 fiscal year 21 at this time we're only recommending that the County Commission move forward with those two systems that gives us time to stop and reflect have some lessons learned and then decide whether or not how we would pursue the existing the other systems but it's important to note that the timing of the acquisitions and what I'm going to show you next on the next slide it doesn't really materially affect the percentages and the numbers that I'm about to show you that the impact is is the same they're a cumulative effect if you will so our financial approach and you've heard it mentioned by some of the citizens speaking today we looked at three basic alternatives all three of these alternatives have the same financial meaning to the utility in other words they they they become policy decisions it is it is financially the same to the utility so alternative number one is a 2% County rate increase for both water and sewer so let me be clear that when we say 2% we're talking 2% on the existing water rates and 2% on the existing sewer rate you have two separate rates for all citizens of Pasco County utilities all customers correct so currently the adopted rate resolution that the board has is a one and a half percent increase for water rates and currently a three and a half percent increase for sewer rates so what we are saying with this alternative number one is that in the year of acquisition so for example fiscal year 20 if we acquired the aqua system we would need to raise water rates in that year only by two percent plus the existing one and a half percent or three and a half percent and then in for sewer rates we would three and a half percent for what we currently are already looking at plus another two percent or five and a half percent total so you know I want to be clear that these are these are cumulative that would only take effect in that year of acquisition subsequent years the assumption is is we would level back to our existing dupa approved and adopted rate increases alternative number two okay go back to slides for me if you would or maybe it's one there we go thank you so what you just stated Mike is 20 20 20 you look at Pascoe's aqua two percent increase water two percent sewer yes sir for Pasco aqua everybody hold on the next year in 2021 if we inquired acquire lender ik would be an additional two percent an additional two percent on top on the sewer correct yes sir okay so it's not just two percent for both it's two percent per acquisition that is correct correct in a year of acquisition only and then we would return to our level ratings so let's let's move forward a little bit you're late yeah hold on a second hold on let me before or more let me move forward and if you're looking at Aloha in Seven Springs get two percent for each one of those two correct that is correct
48:14Aloha Seven Springs 2% for Aloha two percent for seven Springs or two percent total between the boat so we would be the they believe they are Jeff the are they there's four systems technically the consolidated system has a split did we look at them as one whole system in the analysis or did we look at them as two okay so here's one system so that is correct so we're looking we're looking at four systems in total that we would acquire you know from from the FGA so correct so it would be two percent water two percent sewer times four systems in the year of acquisition this is that - unto them that means four right so four four four four right wait for four aqua total adding the percent 400 for consolidate and four for Allah seven six correct okay Thank You mr. chairman no if it's two percent it's two percent American Commission the total well are you done you said two percent and then it was verts two percent and it would return to our normal rate so let me just give you an example so if we did as we're proposing today fiscal year twenty we would if we if the board chooses this alternative our rates for water would increase in twenty by three and a half percent our rates for wastewater would go up to five and a half percent if we acquired the following year Lind Rick we would maintain that three and a half percent five and a half percent then in fiscal year twenty twenty two we would revert back to the one and a half three and a half percent rates that are in the adopted rate resolution so it's a bump for one year yes our acquisition yes so it isn't cumulative it goes up and down and up and down the one-time increase goes up but of course it resets that's the base and that's all part of the financial analysis yeah just reset the base and then next year we come in there would be another increase that would increase the base so there's a slide that kind of indicates what that would look like going up again it works then it goes up and then it reverses we are only proposing a rate increase in the year of acquisition over and above what has already been been proposed and approved by the board that's right each system that is correct well shall we let him finish his presentation okay I was just want a clarification on the reverting all right so alternative number two so the next the next alternatives are just varying forms you will see that alternative two we would we would propose a 1% rate increase so one percent water one percent sewer and then we would do a assessment for the debt service of the newly acquired system so essentially we would take the amount of debt on that on that system so for example the aqua system has about eighteen million dollars of outstanding debt we would take that we would assess that across the properties they would pay that on their property taxes however there are still capital investments that are needed in the system and the utility is still carrying that debt so there are still financial metrics and things that have to be met to to meet that so that's why it still drives a 1% rate increase
51:36in water and sewer across all Pasco County utilities customers a variation of that is to only assess what's needed to invest in the renewal and replacement so there there are certain capital needs in these systems we could assess that but that would still trigger again we've we've basically absorbed you know the the large amount of debt into the system and you'll find that I still a one and a half percent increase would be needed across all county ratepayers in order to to make that alternative happen I'll show you on the next slide but we're not really recommending alternative to because it provides really no rate relief for for any of the FGA customers so that would be counterproductive to the goal of coming under county ownership now that even though like say item three you assessed 1% 1% and then a 25 percentage charges that first year no so the so 1% so alternative number three would require a one percent increase over water and a one percent increase over sewer in that year of acquisition only so just like all of these alternatives that is that is the same thing okay we're only going to do it that one year then we will we've reset the base and then we move back to our traditional traditional schedule of rate increases however we would assess the newly acquired systems a twenty five percent surcharge systems just those systems it would be it would be a different rate for the rate payers in those systems that for ten years is what we would recommend okay and that that of course is a it's not necessarily outside of the bounds of what this what this body has done traditionally it's it is a in in the past I think when we acquired East Pasco at Forest Hills they were acquired at certain higher rates the county actually left those rates in place for a number of years before gradually reverting those systems back into county rates and that and really and really the bottom line is is that the county rates the systems do not generate the revenue that is needed to help help make the help make the utility whole these even though they get that rate of the twenty five percent each year for the ten years but how their monthly charge to the homes affected to where they come I guess in comparison of what they've been paying so that dovetails nicely into this slide so if you look at this slide the the green line down here at the bottom reflects what a Pasco County utility rate payer would would pay you have to follow the covers there on that the bottom line there in that in that shape is is the Green Line is is existing PCE rates okay and we're taking an average an average bill here an average fgu a customer bill of four thousand gallons per per month of usage so those folks would pay just just under $60 approximately at current county rates if you look at the red line that shows what those folks would are typically paying for that same amount of water under fgu a rates so anything that we any option and the options are record by the vertical lines by the vertical bars so anything in the gray area
54:55getting closer to the green area essentially represents some form of rate relief for the fgo a customers so you can look the the gold bar simply represents the debt service and assessment and as you can see cumulative out-of-pocket expenses it provides no rate relief in fact in some cases it provides a higher rate of payment so that's why we're not we're not really looking at option alternative two although you can't see in the case or - yes gold bars current gold bars alternative - I definitely don't want that form because that's that's not a help to them that's correct the the blue bar is assessing them just simply for capital that does provide some some significant rate relief however again looking at just the capital needs of the system you you can see that it's not very uniform and it's very highly dependent on what needs to be invested into each system so there's really no equity across the board for all of the FGA systems that we would want to to bring on board that really leaves you with the two alternatives the Green Line would simply represent coming in at County rates and that that number would would move up in accordance with rate increases and the black bar represents the surcharge which is essentially level it does provide some rate relief and it also provides some direct revenue that does pay for that existing debt service and investments into the system mr. chairman and dad that includes bringing in what capital investment money is still sitting within the different with it anyway for those utilities yes that is correct we we assume all of fgo a's assets as well their liabilities where does the first one pass go back there that's lab yeah absolutely so the Pasco aqua system there we go the Pasco aqua system he may have here refer to as jasmine and palm Terrace is here but also it is financially connected to that one over it's all I'm thank you for sure you can you can see it off of there if you look at 54 near Zephyrhills you'll see a blue dot out there that's that is that is the other one that those are associated with the Pasco system down at Gulf harbors the first to correct we would recommend that the the teal the Pasco aqua system be taken first followed by the Linux system okay all right mehran well yeah Thank You mr. chairman I'm gonna I'm and I want to talk about okay well table let me let me help you finish your presentation but if you want to ask a question all right let me thank you so one of the things that had been done in the past with the acquisition of East Pascal and Forest Hills was there was a grant through the state that's correct and I think he was even the first gentleman that that spoke today had brought up that their tax payers and they pay into the system as a whole well a lot of that money goes obviously to the state and your sales tax right so we look for appropriations every year has to do with water especially on the west side of the
58:19county right we don't always get them but we have been successful in other ways ie last year we were able to get fifteen million dollars from the state for a road for an actually an interchange to assess with that so I what I would guess I'm kind of flustered with here is why aren't we looking closer asking our legislators to help out with an appropriation to help pay this so we talked about you know obviously some people talked about fairness across the board and everybody should pay the same well how about we look at lowering that even more as a whole and ask our state legislators maybe to come in with an appropriation to assist in this area that's one thing I haven't heard brought up and that's the one thing that's not an option well we're specifics let me let me finish but that's not part of these options and I don't I haven't seen that really a big push for it you're looking at making one acquisition possibly next year which would be passable utility and then you're looking at possibly the Lind recapture that you think it needs to be move forward and I think we need to ask is there a bill on the table right now I mean no I'm askin or a bill right now it doesn't stop us from asking yeah we have not we certainly can can ask well what's that what would really be good if we chose whatever one we choose if it's somehow we could reach out to them to help pay for these private utilities so we can reach out and lower that without having to be assessing some of this other so one of the things that we do do annually with the utility Forest Hills was not a legislative appropriation Forest Hills came from the from Kevin's department from state disaster money yeah so that's a whole different part we have a crane to the state to us and it's not a straight appropriation it was Forest Hills and the others wasn't that yeah amber put that Dilip put a bill up for that back in 2003 and 2004 right yeah there was state money I think I was I was gonna wait to the end but ten years ago okay I was gonna wait the end but but Commissioner Moore you were you were hitting on exactly where I was gonna go okay I think it's a brilliant idea and part of the thing that I'm looking at these numbers here you're throwing out are all really to me worst-case scenarios now these people he had didn't ask to be put in this position the County Commission from 30 years ago gave up jurisdiction his PSC and we could never get it back until 10 years later and it never was brought back up we tried to buy these utilities and they were very tough negotiators and didn't want to give it up I will give FG a credit with Brian Armstrong they were actually go in there and negotiate with him and surprisingly they come back with Aloha Island wreck first which was amazing to us now I wanted to see us take back jurisdiction the committee that was set up I was actually on the committee I stepped back to let the committee do its
1:01:32thing so it wouldn't look like I was pushing my agenda on what happened and they the committee recommended the FGA now I will say for the hope in and in dreams that we had what they would do they haven't nearly accomplished what we thought and in 10 years of ownership by there abouts we figured that you know a third of the debt would be gone and it's gone the other way and their rates have gone up higher as well so I think this is a problem that we could have addressed better maybe we didn't have the luck on our side maybe just didn't work out with the people that were in place that controlled what they do because it was private utilities they could do what they wanted to go do eminent domain wasn't a good way to go so the fact that we here I compared a county like Hillsborough County they went through this whole thing 20 years ago they bought every single one of those utilities they took them all over and they didn't charge them any more money they found a way to do it and it's the benefits the whole county like today we're here and I like I think a lot of people people from the lender assist 'm now Commissioner Murphy you and I were as f4 Shores with the fqa system out there unanimously everybody wanted to see this done Jasmine Lakes people I will tell you right now palm Terrace they're getting an extra benefit because of the flooding that happens goes into the Gulf the state revolving funds going to take their interest rate down from that 5% whoever down the next to zero so they were actually going to pay for themselves a lot in that in that reduction but as far as Linda goes I mean we've got capacity in the new put forward plant new poverty plant that we already got so there's some benefits that they've got there but there's a way to make this work and Commissioner Moore I think you're dead and the money we can go to the state we went this summer tree we went to the state let state appropriation for summer yeah and Mike how much money do we get for that almost a million almost a million dollars if you took a million dollars for this one here I guarantee there's two representatives for this district that would love to make this happen and I'll guarantee they'll put in their agenda if not this session but later on but they couldn't do that until they knew where we were so Mike I want to give you tremendous credit and mr. biles for bringing this thing forward because right now we're at a position if we vote on this today to go make this happen we know what the effects going to be with the Opera system we don't know if we're going to get we could get extra money or we could go look for the lenders money and every single year for appropriations coming up we can go get that money and go push with that money and I think with the power we have in this region we can make this happen in the past this the legislature has been very well not so receptive to buying out these private utilities this issue is an issue that's occurring all over the state and and so and it's a problem for people in many
1:04:10counties where they're overpaying because of the private utilities how the state even allowed private utilities just beyond me and I have brought it up many times to various governors and others and agricultural commissioners about this unfair practice I don't want to be held up waiting for appropriations if if we're lucky enough to get an appropriation then we can take it off take it off the bill but it's time to move forward and not wait for appropriations but remember what you're asking for when we ask our legislators to pay for our private utility companies that means all of us in Pasco are going to be asked to pay for everyone else in the state's private utility companies and God knows what that you know how much of total appropriations is that going to take I don't know so be careful what you ask for but if it's this board's desire to ask for appropriation I will go along I personally I think it's our responsibility and we should do it however I don't want it to hold up any action we take today so if I could add go ahead sir one more question whatever we choose to do whatever option could we also put there the fact that we reach out for these monies and from the state to help us and I think we could get some that that could be taken off to where it would lower the the cost and take away from that debt so gets them back in line so I don't know what option would fit depending on how much money but the idea is to keep it as low as possible to help these customers that have been suffering in this program for many years so so one of the things that we do annually within the utility as a matter of business practices annually we do what's called a rates efficiency analysis and that is every year we look at what our costs our expenses our projected income revenues etc and and we we ask ourselves okay are we still within the guideposts of these rates do we need to increase rates or do we do we need to not take as much as what we thought we would need so these are all done through through financial analysis and projections quite honestly so which is why every year we do a check back to reality so if if it is the board's pleasure what we're gonna ask for today is approval of the resolution of intent that resolution allows us to go through the mechanics of negotiating the agreement then we're asking for direction on which alternative to take and so that it part of that direction can be if it is the boards pleasure for us to just seek out an alternative funding that that could be applied to perhaps lower the impact of the rate increase we certainly can do that again that would be done in parallel I don't know how that would play out but but certainly we we would we would look into that if the board was myself I reach out to Senator Simpson and he's in leadership in the state for a couple years and best opportunity to maybe get monies to help these folks so and there are services oh all right so so again just a couple of notes down there at the bottom of this slide point out - no - we did look at a direct
1:07:28acquisition and by that I mean just have these systems come into Pasco County utilities and and pay our current rates it the numbers don't work out we do not meet the object of holding our financial ratings nor are our debt our debt levels and it would be financially difficult on the utility to pull that off additionally these rate increases again as I've said they apply only in the fiscal year of acquisition and we conducted a ten-year analysis and we did assume that the current rates the current rate increased structure stays in place so but again as we do rates efficiency analyses every year we truth check those assumptions and then we come back and we build our budgets accordingly this is an impact to Pasco County utility customers bills and so the bottom line the bottom line on that graph represents a surcharge alternative and the cumulative impact to a Pasco County rate payer our typical our typical customer uses about six thousand gallons per month so if you look at that in fiscal year twenty we were to do the surcharge alternative alternative three you would see a $0.77 impact on a typical county customer rate per month if we were to do the two percent as its alternative one you would see a one dollar and fifty three cent increase on those customers bills that is in addition to what has already been proposed on current rate increases so similarly if you cumulative that out to tool indirect the Linux system in 2021 you'd have a cumulative impact of a dollar fifty six and three dollars and ten cents respectively for alternatives three and one as you move on we went ahead at one of our initial analysis we were trying to look forward but again anything out past three years is probably a little bit difficult to predict so we really and it may be the board's desire to acquire those systems in a in a different timeline than what we currently have this just gives you a comparison of where Pasco County utility stands in terms of other utility bills in the area as well as you can see some currently proposed rate adjustments for some neighboring utilities so Pasco County right now as you can see at one and a half and three and a half percent looking in that bottom table there is what we've proposed depending on what alternative the board wishes staff to proceed with would adjust those numbers by one or two percent each but you can see how those numbers would compare to other neighboring utilities and municipalities we're keeping our rate you can see how basically our rates fall in the median I mean there are others that are cheaper there are others that are more expensive I don't show the fgu ale indirect customer up here but that would be higher than tarpon springs obviously so mr. chairman would that would that chart yes that if we put that first rate increase we're still even under the city new port richey they don't even change change character so it would be the team's recommendation is that if the board really kind of a two-step procedure here if the board if the board determines that the transfer
1:10:58the fgu a to county ownership is is warranted and that's the path that we wish to go down we would recommend that you approve the resolution of intent the resolution of intent includes basically only the Lind Rick and the Pasco aqua systems for acquisitions in fiscal year twenty and twenty-one it authorizes staff to go forward and to negotiate an acquisition agreement it does not bind the county to acquiring the systems but it does it does allow us the the freedom of movement if you will expenditure of time and funding to go ahead and negotiate these agreements because they are complex and there are a lot of moving parts and then in which case we would come back to the board with with the negotiated agreement we further ask that you direct staff to provide to do the necessary activities to implement a funding alternative again we are suggesting alternative number three however if alternative one or even two is the board's pleasure financially they are all the same to the utility it is just a matter of a policy decision on how that that allows us to take the necessary activities to adjust our rate resolution because then we would have to come back to the board with an amended rate resolution to account for these acquisitions and this could also include pursuing other avenues of funding such as talking with the state right yes those recommendations all would come with if we were able to give some additional supplemental funding from us whether it's a state appropriation or a state or federal grant that would reduce the impacts now the board would have to decide you say you want an alternative three whether that reduction goes that twenty five percent surcharge or where that reduction goes to the whole county rate payer because there are two separate issues Air Act but that would be a board decision when that that you don't you'll have to decide today you can decide that when that became available and when we were when we accepted that grant so but that would be a decision as to how do you apply those grants because if you don't go now if you go with alternative one obviously it's it's pretty clear there's only one rate payer but if you go with one of the other alternatives when we get those supplemental supplemental grants or funds the board would then need to decide how do we apply those do we apply that to the county base or do we apply that to the specific system so but that's not a decision you have to make today okay mr. chairman so you need my one motion or two so I start with one the county attorney but I mean obviously you could if you want to approve the resolution of intent and then direct staff and the motion contingent on I'm gonna make a motion to approve the resolution of intent to acquire the Pasco aqua in fifth fiscal year 20 in the Linux system in fiscal year twenty one second yeah I got a motion or a second microphone going back to the statement that Mike made if we are able to get an appropriation we come back and aside how that would be used so
1:14:04we have one we're looking at in 2020 we're looking at one and twenty one should we not separate this resolution and separate them out because what if we were to get in enough funding to four and then just doing this out there an entire acquisition for sale injured hey so let's do the first step in the mobilize our next III I'm following you okay I'm just trying to see if it's smart to make them one resolution or not I understand Joe the person come back that's 2021 and it's all the same in terms of how we would pull pull those out so I mean I mean yes that obviously can be drafted we would you know right now our approach is to negotiate with the FGA there's a lot of common contracts the other thing is to provide some level of certainty for the FG you as well currently and I do sit on the FQ a board there is a tremendous amount of rate pressure and so as we as we look at these different things we are deferring certain activities to try to keep rates level again that's that's not a problem that is that is our job and we so it would be okay if we did pass them all in one motion and I'm vendrick in another motion I'd rather keep both together me too I'd only change them but we need to do both of these little too many too many good reasons why I'm talking about doing just separate into motion but both of them going through so we but we would want to do two resolutions one resolution for aqua and then one resolution for Linn Dre I mean I don't do with the other systems right I don't want to separate them out because what if one's lucky and the other one isn't and then that's I think it's better to put them in the same boat together we have a bigger number and shows more need good comment so I think that's bad yeah I mean I think the mechanics and I can't speak for the county attorney but the mechanics are all the same we we can create two resolutions and but also that any resolution can be amended in the future so if I find that it's causing you a funding constraint to keep them together you can always amend your resolution and separate them out okay mister well just a quick question where's new Peretti in on this I know Newport she provides water I believe to one of these systems writing resolutions well are they in and I know I meant we mentioned it briefly to the city manager but are as their board been briefed kind of like what they should be our plans are yes sir I've been in New Port Richey city council and they when they discussed when they discussed this issue essentially we we did look to the city of new port richey perhaps as an alternative to acquiring the Linux system specifically the sewer goes to the plant and we we do own capacity in that plant however the finance is given the rate base of new port richey it just doesn't work for the city they they cannot afford to take on the debt they do understand that there will be there's currently the fgo is assessed a surcharge of 25 percent for sewer that
1:17:10goes to the new bridge to the new port richey plant the county would of course claim its capacity so that that would go away so new port richey does my understanding discussions with with public work staff is that they they understand and they are fully aware of what what we are doing okay let me ask you how you obviously I'm fine with signing this resolution because we need to do something I've heard about this for quite frankly my whole life living on the west side of the county but what how long is it gonna take you to negotiate I mean I'm just I'm not so sure on the other side which one to go with and why we need to make a decision on that today we have talked over one we can make that decision in September if we needed to I'm just saying how long do you think by then we would know with the state if we can get any funding I personally to be honest with you I'd love to see us absorb yeah I've already told you that in our one and a half and three and a half percent I might be willing to move that one and a half to two for a year absorb but I know you talked about I don't think it's gonna affect bond readings I know it's gonna affect capital projects but I wouldn't mind seeing specifically and showing this board what it would delay for a year to absorb these folks and have them absorbed in the rate increase we're already given because it's a big height but again we need to do something these folks I understand what they're going through so what what time frames are going to take you to negotiate with after so in my conversations and I do have Steve Spratt who's the general manager for government services who executes on on fqa SP half the typically Steve Collier was about a negotiation so there was a recent movement down in Collier County which was approximately six months we would want to target that now I would like to get direction from the board on an alternative because if we do take a system on in fiscal year twenty and we have not appropriately budgeted for it there are rate impacts there's noticing requirements there there are a lot of financial issues that we would really like to understand what the board's intent is obviously the board can do what it pleases but from our perspective we do need that time to put together the the rate models it sounds like you'd have it done by August I don't give us a couple months I'm just I'm just asking yeah I don't know worst case scenario I would kind of like to know what the number is why so why it the worst case but how much less is it sure thing the reason we're asking direction on the three alternatives today is because we're right in the middle of the budget process and we need to build a budget for you to review and approve in October in August and September prior to October 1 if between now and August the financial situation changes where this number can be lowered we can bring that forward as part of the budget process but right now we're looking kind of in a worst-case scenario
1:19:52on the three alternatives if you if you said just wait till October or August to bring it to us well we don't know how to build a budget way and we need that direction today because we're working on it Mike was in budget meetings all last week so we're working on the budget right now if if we happen to get an appropriation or something that makes this less than what we're talking about today that we will bring to the board as part of the budget process and you will see that be able to approve as part of that I will say back to your concern about just absorbing it the the challenged areas the debt coverage ratios and it's a pretty significant hit with respect to our bond rating if we just tried to absorb them at the one and a half and three and a half that's the challenge areas that it's a debt coverage ratio which which means that we end up paying higher interest rates and so everybody ends up paying on the back end so no I don't want to change our bond rate it's a challenge but I'm just throwing it out there residents already paying 5% more it's just my two cents worth but I'm chimeric the resolution we need to move forward with something we're doing something that's for him for starting I'm wondering if we if we start with a purchase plus a surcharge and then we are successful in getting appropriations I'm wondering if we don't have a better argument with those surcharges there and then and then the Appropriations go straight to the surcharge and lowers that or gets rid of it good I'm just wondering politically mister stronger you know it's a difficult thing to look at this whole picture about what to do but it's it's clear the right thing to do I will tell you that I know representative Mariana wants to see this done I will tell you that Senator Lott ballot is actually his staff is the person who came up with the idea well I'm gonna say a lot Vala first because when we had a storm out at Jasmine lakes and palm terrace when the water was flooding over and sewer waters in the streets and going the storm drains they come up with the idea in conversation though the three of us to do the state revolving fund senator Hooper went up and down the coast looking all these flooded areas etc in these water situations fully fully versed in this whole thing I don't think I think both of them will go forward and I know senator Simpson will definitely help out and with this power position I think now's the time to pass this now is the time to go ask for the money even if it's for the next year's appropriation whatever maybe when you're gonna need it I think you're going to get it but it gives you a chance to go and I don't think it's a negotiation with fgy I think it's more of a coordination because there's not a single system that FG weighs ever had that the county government wanted it back didn't get it back so it's really coordination the numbers of the numbers you're working it out in Mike I want to commend you again you've done a phenomenal job bringing this thing forward when it was so hard
1:22:40to get here so getting us at the stage you've done a tremendous job you old staff the old team County Administrator mr. biles tremendous to get it to this point so I'd like to call the motion keeping them right together Mike and also like you'd come up with some number that would be right for maybe in come up with it for what we asked for in a grant or appropriations that that would help us the you know the most and then we'll I ask and we'll do our best well the same team that's sitting right here that put this whole deal together will will definitely take a look at the surface you can give us that number then I'll go for houses enter Sampson and try to get so that a direct I get your number there'll be a I mean we'll give you a number the local number but if I mean if the numbers I'm gonna make up a number if the number is twenty five and we get three it still helps right yeah and it helps greatly if we say we're also matching it I mean it gets it past the governor I think to know that we're paying as well and so if you do alternative three the ken the whole rate payers are putting in one percent to do it and I lost a minute so let's let's just see what we get this year next year our I think our two most two very powerful years so we should go each year and try for something but not letting it stop here today all right I've got a motion in a second on the floor to approve the resolution of intent for Pasco aqua and Lynn Drake all those in favor say aye aye aye all those opposed like that motion pass on that funding alternative so that we know how to again that's more a budgeting exercise and you know how to budget and if that the environment changes between now and when we bring you a budget August and September will adjust for that if we get an appropriations runner they don't change that right recognize us and well let it go toward that debt which will may be enough that will help defer some of that so or make it lower to where it's not correct but on the alternative side looking at what what will we be doing with our upcoming rate resolution as well as our Billy and there's a number of mechanical things that have to happen so at least understanding what the board's desire in that direction is very important for the team right now mr. chairman yes you know looking at what this will do to property values in these areas as well as the overall county looking at we are taking care of our water situations coming forward I mean there was the properties in the Jasmine palm Terrace area that was being sold as low as $16,000 the rate is going up higher and flooded as much but I think even better when people know that they're not gonna be paying a $250 water bill if the water in their lawn down to just normal rates I think it's gonna be a phenomenal boost for the sole area that this is a good place to live up and down I don't
1:25:36think there's a more important redevelopment project we can look at is taking care of this right now that's going to benefit the entire county so with that I'm going to moved for approval of option 1 and you could even say up to 2% because I think we're going to get a federal state money with us I don't have a motion discussion thank you again Mike I think just reiterate one more time how the increase would work for the rest of the citizens of Pasco County certainly so if we move forward as presented in fiscal year twenty we would have a rate resolution that would raise water rates if we did alternative one as I suggested water rates would go up by three and a half percent would be the adopted rate resolution 425 and a half percent over over existing rates in fiscal year twenty in fiscal year twenty one we would again probably not present to the board a rate increase of three and a half percent for water and five and a half percent for sewer in fiscal year twenty one for fiscal year twenty two we would propose a rate increase up one and a half percent for water and three and a half percent for sewer based on our current does this accumulators that just that rate increase for that it's actually the same it would that would be an increase over whatever the rate is so right so if we raise rates that percentage now applies to the new to the new baseline tonight correct generate it's the dollar amount you expect to generate for the two percent increase on water and a two percent increase on school I will ask Jeff Dykstra if you could kind of speak to once you come up off yeah yeah he's asking what what is the 2% generate in terms of additional revenue on the individual perspective the chart up there shows that the 2% for the average Pasco County customer be at about 53 and 20 and would go up to 310 and that's a per thousand 21 that's per six thousand dollars each three cent yes sir correct basically yeah so so your average not very yeah no that's not very much so your average if you go the next chart would go from seventy three dollars and 18 cents to seventy six more or less seventy six eighteen more or less would be your increase without alternative one alternative to it's basically there's a loser in half I understand that we all do now but I think it's important what are you gonna generate what revenue we're gonna generate from that two cents into sense that you're making you're making an acquisition right so you have you're trying to generate revenue to make that acquisition so how much money yep is that going to generate and and that money goes toward the let's get the number here yeah he sees okay we've run those numbers he's just he's just pulling up the exact what is that what does that do whatever that number is it go toward the debt well essentially when that is is that is that is blended into our operational models so some of it goes to maintain debt service some of that goes to pay operations and maintenance expenses others go into renewal replacement it's basically
1:29:05blended in okay the limiting factor is is a debt coverage ratio that's your limiting factor is your debt to revenue ratio mm-hmm okay Jeff Dykstra was Stantec two percent of your revenue is about your revenues for water and sewer about 120 million so I'm two percent of that is you know 2.2 2.25 million dollars so it's about equal a sewer that's overall water and sewer no yeah that's overall no a 2% increase on water and two percent increase on sewers overall 2% increase and so it would be about 2.25 million dollars so if we've got assume the sorry and we assume the acquisition to assume the debt correct we would assume the debt and how much is that the dead approximately on the Pasco aqua system is approximately eighteen million dollars the Lindh ryx system the current debt is approximately twenty five million probably just a little under that the operational cost the issue is that debt coverage ratio to maintain our credit rating so that our cost of debt doesn't increase on us in the out-years when we go the bond market again so that's that's that's that's the limiting factor it's that debt coverage ratio is the limiting factor in this in this model it means about 43 million yes mr. throw some capital numbers at youtube' Mariana are you saying if we do County full absortion we will not but that the debt code whatever that ratio is gets out of whack we would have to do the 2% 2% increase in order to maintain those coverage ratios make debt service payments if you just stayed with your current rate resolution the y and a half and three and a half yes ma'am they they get out of whack and we stand the risk of our debt credit rating going down which increases the cost of capital and when we and we have major capital needs up coming in the system as it exists so let me try something else what if the surcharge number is a little different what I mean what led you to pick 25% what if it's 12.5% Oh so 25% is kind of a historical norm if you look kind of industry industry-wide we did look at some numbers Justin do you have kind of a range increase for me on in terms of if we did half of that I can't remember if it was one for one or what the ratio was I'm up here mister he's got to come to the podium while he's on his way mr. chairman just a point they talk about the traditional thing the norm that's done Hillsboro did it as I mentioned earlier they took all the utilities they had to raise rates to go do it even with the increase that we're seeing right here for the next two to two to four years I believe we're still going to be very close to that rate that hills rose even at so they made this move all the way through we just haven't got there yet okay raise your question right now at for aqua at a twenty five percent clip that's about half a billion dollars that that generates so if you cut that in half at twelve and a half percent to be about two things it's 500 one something for nothing so if we were to reduce the surcharge we would need to
1:32:44increase the rate assessment it would be less I'm not sure what that ratio is but yes it would be less or it would be anymore if you it would be a higher rate if you were to cut the surcharge if you were to increase the surcharge it would be we could reduce the rate impact on on PCU existing customers although I don't believe that those numbers are very sensitive in terms of like a one-for-one so if you doubled the surcharge would you get about half the increases that well we're not doubling surcharge I don't think yeah we looked at trying to get this through so that's why I'm suggesting we half the surcharge so it's a little of this and a little of that and go for an appropriation to try and wipe out those surcharges yeah we looked at a B we can get that through we looked at a fifty percent surcharge as an example just to play with some of the sensitivities and that would lower the overall increase down to about half a percent so if you lowered the surcharge you need to go the other way a little bit so a little bit more than one percent the system increased probably I'm just without running the numbers probably about a quarter one and a quarter percent somewhere in that ballpark Mariana you didn't get a second so maybe no most on the floor I don't know if he fully answered the question what about extending the term though he said when you would be lowered half and then extended to 10 to 20 that's well what could you do that or not well we could however we find that industry-wide that folks move they come into neighborhoods out of neighborhoods and a 10-year term is about as good as you can get for a recency effect and focuses memory so as to why they're paying this additional surcharge so that's why we would suggest just limiting it to at at that ten years that generates revenue that that allows us to put into our operation pay off debt of course if the board wants to make that a five year wants to make it a fifteen year those are scenarios that we certainly can come back with so if the board pleases if it's the pleasure of the board to look at a surcharge model we can certainly look at other alternatives however we find that the 25% ten-year is is pretty is a is a is a consistent in Louisville way and we can tweak it but bear in mind that you know the one percent that's associated with that would would move either up or down mr. chairman just yes and Mike I will assume there's more capital costs that will be involved with this project in addition to obviously the acquisition portion so what do we estimate those cost of so so approximately and we would look at it an aggressive and and the rate increases that we proposed include accounting for that that capital but we're looking at about nine billion dollars per system over over a five to ten year period that's 25 actually 34 correct yep so well into us if you're looking at a total number to ask if you said per system per system yeah approximately nine there are there are some additional ones so for example in the Pascal aqua system we would we
1:35:47would want to go ahead and upfront switch those wastewater plants offline move them to our system demolish them that you know that's that's a two to four million dollar project those those are those assumptions are built into these rate increases so we've built that in but if we were to go seek state funding or additional funding we would look at the debt plus capital for this this projects probably would not be able to be done in-house I would assume most of that would have to be contracted out we it's currently correct so part of well know we could mining maintenance the maintenance you know the mechanics of the maintenance we would part of that rate increase also looks at additions and staff that we would have to do in order to provide maintenance engineering services so those those numbers all compiled into a fund if you will that we would utilize to pay debt maintain and manage our operational costs those those those are all factored into that into that number so my this my opinion obviously it's up to the entire board passed a resolution obviously letting citizens know letting letting fqa know you're moving forward I don't think this section is really ready for primetime I would agree with Commissioner Wells statement I think we need to bring that portion back because there's we're we're bringing other things to the table now we can sit here I go back we can discuss it for three more hours but I think at the same time if you listen to us and bring in and take what we fed you come back to us in certainly other scenarios too if we do get appropriations we talked about coming back later but why don't we have that included in the scenarios to might do that or that create a issue got time well you know I mean I certainly we certainly can go back and crunch scenarios and come back to the board as quickly as possible to to run through those you know if if we know with certainty that the board intends to acquire in fiscal year twenty the Aqua system for example we know that whatever the source of that revenue is going to be a be at a surcharge be it state funds you know I don't know the mechanics of the budgeting of it but we can we can definitely plan for that however you know we can put that probably together a pretty short order I don't know about next board meeting but but probably within within a month we can come back with additional alternatives vetted a little bit more in terms of how we look at that but you know we will need some clear direction when it when it comes to how do we get our rate our next rate resolution put together because fiscal year 20 the implicit assumption is that we are generating revenue in fiscal year 2000 rights and so that takes time we have to advertise that to our customers there are a number of steps that have to take place so again we can crunch scenarios rather quickly and present that to the board but it can't hear you I need to come back to this side too because obviously it's where the systems are located so well I
1:38:53wouldn't be able to happen to date say they would have to happen in the new port richey mr. miles like I mean I don't know what the pleasure the board is but I didn't hear emotional an alternative number one and I'm trying to limit the number of scenarios that we asked the financial team to look at because you know there's there's an infinite number of different possibilities we can look at and I'm trying to limit that to the ones that are more probable which is where we came up with these three or three and a half if you will different alternatives you know we can go back and look at them but I'd rather I'd like you to at least dial in and look at Spanx on one of these and then look at how different things impact that one so if the board would go with say alternative number three that we recommend and say okay go back and look at different alternatives with respect to surcharge has that impact the rate what different types of appropriations would impact the rates how would we apply it we can do that within the confines of that one alternative and parallel that we can all show you it doesn't impact the budget building process right and we can do that and we can come back to the board in 12 in four weeks it's a second meeting and the 26th of March and walk you through that I'm just the more alternatives you give us the harder it is to go back and come back to something that you look at it so I'd like it constrained a certain extent thank you I want to try to read I'm going to reek of restate my motion and where I'm going with it from the extra questions that just were out 2.25 millions the number we need to kind of keep the rates pretty level the next appropriation that would be that would be an annual that's what those rates generate based on you know so that 2 percent whatever revenue that generates that is what we need on an ongoing annual basis in order to keep that so a one-time shot and the arm doesn't really do much for you unless it to really take out for example the massive the you know the debt or the capital component or something that that those are the things that that we can work with there all right now the state revolving fund that the aqua system qualifies for it takes a rate down of is it five percent down a like point zero five percent well so so we are we are in the middle of having those discussions with the state the the state revolving fund in and of itself is is a great idea there may be some terms that the county may want to discuss further with the state that's already cooked into the numbers so whether whether the financing mechanism is a state revolving fund or a bank loan or another bomb it really isn't material with those percentages because now we're looking at the whole so it benefits Pasco County if you will on that so what I'm saying is we can go for a certain dollar figure so maybe the number we're gonna go for is gonna be ten million dollars maybe it's twenty million dollars whatever that number is we can talk with Senator Hooper represented Mariano find it what's the
1:41:40best way to go what they think I can't go through Mariano cuz the house has already deadline I'm just saying as far as to what they feel comfortable with she's been working on this thing for the from that through but yeah it's got to go Senate no question about it try to work that number and then from there you know I think if we're gonna focus on something the words I think in option one the county increases the county my water rate by up to that gives us all the flexibility get that number down you'll come back to us maybe it's after the session maybe an afternoon appropriation then we can hammer out what that number is going to be and then we kind of figure out what we want to do from there but at least you get something to go work on you get something for this for the senator who / - go work on that we can go shoot for that number and then from there it can come back to us for a final approval but at least we can put the hammer down and say here's what we're trying to do is we want to go do Hillsborough County did it we want the help the ability to apparatus citizens alternative number one is simply a zero percent surcharge it's really what it is and and so and so really what what we're talking about here is it does does the board want staff to consider a different surcharge or do we need to look at as you're saying look at alternative one we're going to take the surcharge off the table and we look at that you know we can we can come up with various scenarios it's just simply a an income line right if we get 10 million 15 million 43 million whatever the number is that will that will change what those what those percentages are so I think what we would like to know just is do we need to be looking at a range of surcharges or should we be focused namely on perhaps getting some additional funding whatever the source may be or both I mean and bring that back I mean we can we can look at that combination in alternative 3 as well but again the more permutation is the more complex the array of solutions and recommendations will be Mike we're all in agreement we're gonna do something to help these residents period I mean something's gonna be done with you see if you're not the number what it is and it's important but we've all agreed that we something will be done starting in 2020 we just gotta firm what that is and again I just I have some answers we want to do it's fair for everyone and I'm not at this point I don't know exactly what that is but I'm willing to do whatever we need to do to make this happen to give the residents relief I just don't know what it is today but if we give you a direction say on number one and then you look at those snares and come back to us we also have time that we can be working ourselves on looking at those just a little more time that's correct to give you that exact direction we need to go and and keeping it rates lower for all our citizens and past was very important and these are large debts but
1:44:26we're getting them out of an issue that's been put on them for many years and we need to be doing that so I'm gonna restate my motion to be clear I'm gonna go back to looking for approval for option 1 with the county increasing the countywide water rate by up to 2 percent whereby we're also going to be looking for state legislature help to keep that number as low as possible [Applause] I won't do that verse thank you goes a second is there a second to up to with no surcharge to be clear you saying okay all right I have a motion in a second those are all those in favor say aye aye aye all opposed like sign motion passed thank you [Applause] it's the whole board [Music] mr. chair yes we have a development services presentation if you we can do it now or if you'd prefer we can do it after the public hearings this afternoon it means it's 10:00 to noon so it's kind of up to you it's going to take a while to clear the room that's all I'm saying I've already told him that - hold on just a second Don Rosenthal assistant county administrator development services we're going to be looking at our facts today for you to talk about how we've progress and addressing some of the concerns that you've had over time beginning with our project pipeline we're not going to read the slides but we are going to do is highlight pertinent points that are relevant to our progress our project pipeline you were able to look at this pipeline by address by several other measures but what you weren't able to look at it by was was project name so we were able to to look at that by project name now staff was able to put their heads together and figure out how to make that happen our customer service feedback the highlight on this slide is that 97% of our customers would gave us compliments as far as 96% overall level of service said to our overall level service was excellent this slide shows that the residential single-family residential is climbing and it's not something I have to tell anybody but it's climbing considerably when you compare January to January 18 to 19 same thing but a slightly less rate for the commercial new construction showing that is significantly higher building construction services showing that the total permits have increased significantly 90 percent year-over-year 17 to 18 total value of permits have increased for 1.7 billion to 1.8 billion three point seven percent increase year-over-year 17 to 18 our calls for service have went up as new people move into the community level of services have been requested to increase we have more actual service calls but the good news about that is that our compliance rates also climbing we went from 83 to 87 percent and compliance that's initial compliance one of the efforts being done by the code enforcement team is their sweep efforts
1:48:33of course you can see from our previous slide that those numbers would be up and they are back to where you need to be reckless dumb this is our media and communications to show that if we had to pay for - me and every receivable it cost us over a hundred thousand dollars and then we reached over million people the site talks about our media stories via inquiries and our news releases and that's it I'm ready to answer any questions you might have is that code enforcement on Acela code enforcement out on a seller yet we're working there they're in Phase two we're working on phase two like now so when will they be operational and that's the same question commissioner wells asked me some time ago can I get a definitive more definitive answer well the problem with that the problem with technical things is that is that the the more the most definitive you can get is to work on as best you can we have people that still have a guide on a seller and we've been on a few years now so what's what is holding them up we'll get you the scheduling date that would be great okay that was my answer that was my question too but she beat me to it but I mean I tell ya I'm not on Facebook but I am on Instagram I love the post of all you guys doing your little ride alongs code-enforcement talking to everyone exactly what they're doing out there I think it's great that folks are seeing it from a us not being so reactive or out there being proactive talking to the folks you know we have the Moon Lake clean up this weekend I know you know they Code had gone out there and actually let folks know where they had stuff in the yard hey by the way you can get rid of this weekend just letting you know because if not we'll be back next week you know the site Jen so it's been good to see the team and I can tell you you can just feel the difference with them being in their office and just how much they love what they do being out there and getting to know these residents and being proactive not always going out there and just hitting everybody over the head so thank you thank you okay John I wanna say I think the code enforcement team especially up in my district I don't want a phenomenal job there was one really troubled area right off us 19 they went in in in the past six months you've taken down two homes cleaned up I think every house except for one and they're in a really troubled area so I know you're continually working and getting it better and Michael and his whole team is doing a heck of a job so I want to thank you for that that's actually teamwork between code enforcement and building yeah yeah now you guys doing a great job you're doing a great job your home team is and working with code enforcement and areas on my district I know you're working together and getting things done and I appreciate everything you do in your team I mean DOM is in building and code don't don't forget their attorneys almost plays a significant role in that as well they've stepped up and done an
1:51:52outstanding job helping actually groups got to their job Horseman and in Don's group and attorney's office all working together I was an issue over there well that was the whole purpose of that demolition group and they're interacting to all the stuff that we do with the demolitions right so we appreciate all of you and and I would encourage any any of you to drive flormar south to the county line and look how that area is really getting cleaned up the signs the old decrepit signs are coming down our last victory our most recent victory was the old big square ice-cold air sign is gone and I'm hoping soon their last gone the last yeah the last sign at Holiday Square we're hoping it's going to come down that's a big rusty EPS been empty for the last ten years and unless some others that are on the ticking clock so the crime is down in that area the the solicitation is down and it's looking much better in southwest Pasco County so people can really see difference and feel a difference so thank you very much and I want to include not the sheriff's office also working with us for example we I turned into yeah I turned in some violations on the weekend on my way to the holiday holiday little league ceremony and we don't we didn't have code enforcement out so the sheriff went got the cars off the right away and stopped the paint one panhandler that was there at Aldi so I go through there a lot just to make sure the panhandling has really stopped and that's the first one I've seen in months so really it's exciting to see the cleanup really occurring thank you so that we can adjourn what you wondering oh you don't do your I mean Oh business wing do-overs go ahead give it that yeah Commissioner more good hey just one thing real quick and you're probably heard about it we have some businesses mostly my district and commissioner storage district that have been building eight and a half percent under sales tax thinking that they're in Hillsborough County had a conversation with Dan a few times County Attorney's Office even even this weekend had a couple conversations about it so multiple businesses when I first heard about it by the month ago there was one business at the shops of Wiregrass I like Greg know he sent out notices to everybody they're cleaning it up pretty quick heard of what's happening at the mall let them know supposedly they've put messages out to other people to sierra's properties are juniors letting all of them know customers yeah now they were getting letters from the park from one second-year Department of Revenue yeah revenue that's Jim's English sing gail is the executive director for revenue so Fasano is actually see me a copy this morning he's sending letters out to the executive director reminding him in addition that he's sending letters to all the businesses and those zip codes that work do they think they're doing that because they're in the Hillsboro kennel because they named their business or their mall Tampa still trying to figure some of that out I do
1:55:43not it well yeah and I brought that up to about especially the hotels because our two's development taxes in addition to the sales tax yeah right Mr mouse so first Department of Revenue Rheem its funds by address not by zip code so if a business collected different than the county's seven cent you know we would get it remitted by address they won't they don't remit that Hillsboro County if it's in Pasco County so that first off were good there you know we have to look at TC what's happened is cat the they will go in and look up their zip code you know show it's a Hillsborough zip code because on the US Postal Service cited those are Hillsborough zip codes even though they're both in Pasco and Hillsborough but if they go to a map and put in their address like our Haskell mapper it'll show obviously it's in Pasco County so some of the software that uses that the businesses use sometimes we'll just use a geolocation for the entire zip code they won't use it by specific address and so whatever that zip codes sales taxes that's what they're going to use so it's it's not hurting Pasco County's revenue from our penny what the key is the residents are paying more than should be paid so they where does that extra sales tax go does it go to Hillsboro to us well wait what it appears to is it the extra sales tax if it actually gets from into DoD our that's another question but if it gets from a to do our would actually come to us so because they will remit by address on the one it that anything in addition to the state portion right that gets distributed based on population so so there's still some questions out there but if a customer say they lease a vehicle and they they are in Pasco County but they leased it from a Hillsboro car dealership they need to check their lease payment to make sure they're not being charged Hillsboro sales tax they should be paid sales tax based on where they live same thing online purchases those people live in those zip codes Odessa lutes zip codes need to make sure that they're only being charged Pasco sales tax for online purchases that's the other thing that I'm seeing a lot of is the online purchases there's it charged at eight and a half percent not seven so that's a little harder to but that's a as a private transaction they gotta solve you know in as we know about it is the tax collector good knows about it he's noticing the businesses we've we've talked to the businesses they're correcting it it's a little hard on the online sales side but but you know we both the tax collector is working hard we're working it hard the department revenue has the right maps so if you happen to be the one that was in the paper this weekend and sending eight-and-a-half percent to the department revenue we're getting back based on the map that that sales tax so it's a so it's um also important for you know the businesses just think about this who who's get your permit through who'd you pay your impact fees

2:04:51who fought cancer and then at one point I was diagnosed with cancer so we started out raising funds for the American Cancer Society and then it was like well there's other things we care about so we do a survey every year to see what our teammates are interested in supporting and they said animals everybody loves animals so that's how Animal Services got involved yeah thank you would the board like join me and we'll take pictures [Music] the my easy time easy don't fall might be up here [Applause] resolution to Archie okay this one is recognizing Debra a Ashleigh if you could come forward to the podium please and any family members that you have [Applause] resolution number 1998 I don't know if I can do it like Linda Linda don't always say die die before you cry okay resolution 1998 whereas Debra a Ashley was hired August 28 2008 eek lurk for the clerk of Circuit Court and County controller after serving the citizens of Hillsborough County for the previous 12 years and whereas during her career with the clerk and controller miss Ashley served as human resources specialist interim director of human resources and assistant director of human resources and whereas Musashi was instrumental in implementing Neil guv our electronic applicant tracking system where since its inception in 2010 has accepted over 34,000 job applications resulting in 1814 for most of those new hires and whereas many of those applicants applied in response to the exposure miss Ashley provided to the organization by attending numerous job fairs and whereas miss Ashley was instrumental in assisting members of the community find employment through her involvement with connections job Development Corporation since 2009 and served as board chair from 2012 to 2016 and whereas miss Ashley facilitated the placement of over 100 volunteers with the clerk and controllers office and coordinated annual volunteer luncheons to celebrate the contributions of our office to our office and community and whereas miss Ashley's servant leadership actions provide a great example for others to follow she was always nearby when needed was the first to offer support for community events and supported her colleagues in good times and bad Debbie donated over 80 blood drives resulting in almost 1,800 units of blood helping to save sustain over 5,000 lives she donated almost 13 gallons herself she served as a campaign champion for United Way communicating all that the program offers for almost ten years and whereas miss Ashley created and maintained long-term relationships with teammates she was a great resource for teammates including maintaining greeting cards and a book on CD library and whereas miss Ashley's dedication and dependable dependability and the performance of her job duties make made her an asset to the office of the clerk

3:07:56James Street residents Johnson Road has had large potholes and has been patched for the 29 years that I have lived on James Street this indicates poor financial spending and the part of the county has it been considered that emergency vehicles such as fire rescue and law enforcement have been subjected to the road situations in emergencies a auto transport company uses Johnson Road to load and unload vehicles for a company and also causing obstructive vision the residents of James Street are being acquired to contribute the cost of research resurfacing Johnson Road the county does that make any road repairs on James Street residents ends on James Street are appreciative of mr. Roger Hadfield who has personally assumed the cost of the asphalt and labor to care for James Street repairs how unfair is this as a taxpayer also we the residents of James Street use only approximately two hundred feet of Johnson Road to enter US Highway 19 as James three is a Devon Street rampart Lane and scallop drive our both struck both cross over streets using Johnson Road leisure lane must use Johnson Road the residents of Gulf Highlands use Johnson Road to access u.s. 19 the county has stated they can cross over Johnson so therefore should not be responsible for any refinance or support they are undoubtedly using the next street over to avoid the condition of Johnson Road well I am confident they will resume using Johnson Road once it is resurfaced I am a proud taxpaying resident of Pasco County but the financial burden and the James Street residents for this project is unethical and uncalled for thank you yes ma'am afternoon everyone I am Nina Hatfield I live on the seven one three nine James Street and I'm here to give my voice but not to vote it's I understand that right right to voice not to vote I just don't and if we don't have right to vote how come we are asked for a money to pay for the road I have to agree with miss Carroll my previous we are basically poor neighborhood we don't have money in your water what looks to me mandatory you even spent two maybe even three pages explaining how we can take along let me tell you something my car is 18 years old I am working in the st. 3:16:47of the property must be under 160,000 and on and on a copy of this was inserted in the letter that each resident just want to make sure the residents that are here that are talking about being on fixed incomes know there is a way that they can receive some assistance so I go back to you know p15 nobody spoke on P 15 I don't I don't see anybody for the road today is there anything me so I'm trying I guess how did this come about what was the vote again the initial vote and is there anybody here that's actually that wants to see this road paved this is a board initiated project no no I'm about not commissioners but about residents that live on the road we can't speak from the audience re yeah this is a board initiated project well I so it never it never won into a vote no board in the shade that sprawl they do go to vote sometimes and they fail then they come back and they come right and it's just this didn't this originated as a board initiation and why'd you bring this forward I'm Commissioner Mariano it's in his district and is the road causing the residents of Pasco County a lot of money to try and upkeep I mean so when we send someone out to fill the potholes over and over and over again and if you could put the pictures back up that is a cost that's not free it's everyone pays for that and at some point you know people we we need to bite the bullet and these roads otherwise it's a way for my question money it's a board initiated pieces all my questions weren't answered so if I could have the mic back and then just get my questions answered morning then I go ahead then I can move on could I explain some of what I was raised whoever can answer the questions I ask so as far as the first one we saw him acclaim him a growth that was one where actually one gentleman called me up so we brought it forward it was a lousy Road so we looked at it had them go look at it did a public hearing for that and no one showed up for that one that's correct okay and I was surprised at that was actually was a church at the end that there's been a heavy heavy assessment on that but no one showed up don't complain the way I wasn't here for this public hearing I was up in Tallahassee for that I think the consortium meeting or so I'm meeting like that so I couldn't make this but I did have a man to come just to listen to it and there were some that was some opposition wasn't phenomenal I did talk to the lady there about the problem with the car company etc but this is a road at it probably at Gulf Highlands probably three or four times it was brought up the last time was brought up I says you know what I'm just going to bring it forward to the Commission do it set up a board initiated I frankly thought this might go out for a vote but as board initiate I guess it just comes to us the road it connects Zimmerman Zimmerman is a busy road that connects 50 to down a Ranch Road very heavily used that's the one of it pushing very hard for the sidewalk which by the way John Villeneuve says that's going to be coming up to one of the high rated ones
3:19:50because of the school that's there and the use it gets that road get repaved part of East Brown acres many years ago still no side looking the southern part of it which actually need one there too so connecting that is a good thing this is a roadway that is right from us 19 right to Zimmerman there's a lot of traffic that's on there between us 19 the church that's over there golf fountains elementary school that's over there it is going to be a busy road and I will tell you the gentleman brought up a great point as far as not having streetlights out there I think the streetlights should be out there I also think that we should look at putting a sidewalk there as well now we've talked before about doing projects like this by adding sidewalks in there kind of do them all one in the same and I think it's probably an idea when to do it because the gentleman is perfectly right once you repave this road it's gonna get pretty heavily traveled even even faster and it will get dangerous so between those two is very good things that range in the area it does have some issues if someone's filled in and we should take care of it but it was clearly from meetings talking to people several times bring it up that it did get a lot of opposition I mean a lot of support to get that road done because it's just a it's a terrible road and we spend a fortune probably were you doing it maybe it's been like that for a really long time but it's really you know we're trying to become a premier County it's a road that needs to be done if I could ask a question to the county administrator we talked about certain roads for program maintenance and I think we did this for Zimmerman Road the parameters between the two roads Zimmerman as a gentleman pointed out to ranch road and 50 to I got to think we're gonna have the same type of issue here is there a way that we could actually structure this and I know we're getting 50% reduction which is great because it cuts the road but is there a way this could be really structured into program maintenance so we went out she did some traffic counts out there last week yes sir yeah traffic cops did traffic count out there and as a result of that more than half the trips on Johnson Road originate from the homes on and adjacent to Johnson Road not past so there there's a significant pasture cut there but not more than half more than half the trips are actually from the homes on the road based on the traffic council we got out there so I would not right now put it on a program maintenance well let me say this to you if that road was in any shape and everyone any of you who wants to go drive that road you will not drive it twice it is absolutely horrendous if you pave this road it will get used more and these people will get burdened substantial between safety and everything else so if you try if your trip counts where I you would pay for it as a normal structure of a road well I mean you take the traffic count into the instructional design of the road whether
3:22:33comments that I heard that we want to make sure we look at is if we go repave this row because right now the potholes are acting as traffic calming devices right effectively is to make sure that we look at traffic calming when we repave it so that we don't end up in some speed issues and cut through issues that can be done as part of the P vast process and I see I don't know if there's maybe the residence could help me better are there stop signs at rampart and I'll Drive no okay so that may be the way stop signs aren't effective speed control measures anyway no they're not if people then you become a drag strip then I say then we can go look at putting speed control we did it ash wood this is all part of like East Brown acres that somehow this road got left out of that project ten years ago there are we did put traffic humming and I haven't heard a lot of complaints on the road so if that works better that's fine but again with the high level of traffic and let me just float another idea the income level is area I got to think is real low we did use CDBG money on part of the roads before is that something we could do without just only would help the low income anyway but is that something we should look at we can look at all those options you know we could do that but we wouldn't be ready for the board to approve something today if you want those back and explore those options you say you know this obviously was a board initiated woman so we wanted to get to a time frame it that you asked let's make it let me make a suggestion I could to the board then let's pull this item back let's go do more research and all the points that were made including the the loading etc is going on let's go look at the CBG option let's go study if the road was in good shape what we think it might do for trips and then see if there's a better way to go about this because we do need to fix the traffic humming we should address that up front we should do the sidewalk front the sidewalks and the streetlights out there so with all that maybe it needs to be a bigger project than just this here and I don't want to go into a vote for the people to let them see it too so let them get their input we don't do sidewalks as part p-bass and we don't do streetlights as part P vassals and to separate other programs so but we could if we're gonna and I think we're gonna do it I think that timing is critical that we do them both together and we did we have talked about doing this before if we're gonna do a road project if they want to do sidewalks and they weren't there we could actually incorporate that in as part of the project true and if there was a dish different types of funding source to do that okay but the sidewalks would end up being assessed well and maybe maybe if we can take care of the road and we do the sidewalk sidewalk assessment as well as a streetlight assessment and that kind of levels it up a little bit so I'm gonna I'm gonna show you just move to continue it or just continue it and bring it and bring it back with a more comprehensive

Arky the shuttle was bringing something in that she thought it was attached here a list or schedule from a commission on the status of women so I can't read it to you until I get a copy of the list because it is do you have it do you Han it do you have that list okay I wanted to remind you that lectures on the lawn is Friday at Starkey ranch District Park and you know the last two times we have done this we've had tornadoes and so while Emergency Management is on high alert it looks like we're gonna be able to get this one off so Mallory dim it will be here and speaking and like and showing her film on the Forgotten coast which is a trip actually one of our former county employees Richard is in this one because they stopped at his house in Chau Savitsky and then they go up and across the Panhandle it's just a beautiful beautiful beautiful film about Florida's wildlife corridor then I had a I had a question concerning something we approved today and I wanted to ask our planner it's on the that it was on the consent agenda and Andrea and Christopher Clark jr. it's on Tower Road so it's on Tower Road okay I'm looking at and I wanted to make sure that you know we have the orange belt trails going along that that road and so I want to make sure that we are accommodating the orange belt and not putting a blocker on it so did so how does that work when it goes through the different apartment departments for approval well we're certainly keeping an eye on this is an exogenous PTO's planning to dollar and we're still keeping an eye on the orange belt trail however in this particular case it was a zoning change which we don't really condition zoning amendments so we wouldn't have applied or required anything associated with that zoning change does so as it's going through the process to the different departments does anyone make comments or is it noted anywhere that there's a major County trail going in front of this house it is noted when we're at the stage of reviewing site plans if there's an MPD involved for instance we'll take a look at it at those stages when there's more specifics to discuss so um would it make sense for it to be included in the findings of fact when we're going through this that
3:32:50there is a major County trail coming right down this road I just don't want it to get overlooked and then we you know we have a big problem so it seems like it should be noted somewhere yeah we could take a look at the applicant knows we could take a look at that and include that in the findings of fact when we talk about what vision roads may be moving through the area and what trails are planned for the area okay I would appreciate that because makes me nervous when these kind of things go through and there's no discussion on it I don't you know I don't know the specifics and I worry that you know we have been auctioning off that land that the trails going on in the County Courthouse is done so sometimes we're not talking to each other okay so the Commission on the status from wit of women's upcoming community resource presentations are let's the topics of discussions will include health and wellness economic prosperity and safety and access and then it says below are the remaining dates help me Johanna 2019 work program the next presentation is on March 4th it'll focus on health and wellness followed by their April 8th monthly meeting they'll discuss economic prosperity and their final meeting on these topics is on me safety and access and so at these meetings for example the last one was on Education and the superintendent Browning was there and so members of the public are invited to these meetings not just the committee members that correct yes ma'am and how are we how are we broadcasting that broadcasting we're inviting the public to join us they're being held during the commission on status of women normal monthly meetings at the library in Land O'Lakes 2:30 p.m. but but how does the public know is it on it is it on the calendar on the website or it'll go out through our normal communications plan with a full press release okay I just want to make sure it's getting out there we've also posted this information on the commission on the status of women Facebook page and via Twitter okay and I think that's well we had a very lengthy Tampa Bay water meeting yesterday went till three o'clock we agreed on six contentious items and then what we agreed on was that it would be brought back to the executive committee meeting that will be next month with all the changes made into the new document as Mike still here yeah and you know I'm not a hundred percent sure if it's gonna pass but you want to make some comments yeah I think that the board was actually going to address it at the April meeting I think April 15th they talked initially about the executive committee but they wanted to give the attorneys and the board members a little more time to digest the the full agreement but yes I think they made significant progress and we'll see what happens yep we'll see what happens and we tweaked it and tweaked it and tweaked it and I personally feel that Pasco County has represented themselves very well in the negotiations when we we've

3:39:55yes madam clerk I just wanted to add in on the concern about our residents being represented tax collector pizanno called me about jury summonses and we are doing an audit right now looking at all of our boundaries to see if shared zip codes the houses in Pasco are included on our list from DHS M V so just so you know we're looking at that right now and we did have a successful wedding on Valentine's Day we had 19 couples married and three vow renewals thank you for the use of the courthouse lawn song Commissioner Moore and chairman Oakley were part of our choir singing to advertise the Valentine's Day wedding go into the courthouse it's a really fun original place yeah that's right we're going to and lying in the Bellagio I don't think they're gonna have a shoot after chairman yes sir I forgot about an item I want to bring up okay in talking about the dredging up and down the coast and I'm not sure are we close to having the numbers back on what's gonna actually cost to do dredging yet and we still go into that process or are we still setting up an RFP or hiring somebody I think we were in the process of hiring somebody okay all right oh it's not gonna be done quickly what position this is a new position no sorry to consult it to do the bathymetric surveys etc to come up with some some prospective costs for dredging mainly in the main channels all right currently we've got some rough data that I think it's wrong Mike was in them like 32,000 dollars or so well there's there's a number of things but we don't have a bathymetric survey contract so we've got to work through some some some some things to make that happen and then on top of that the RAC money unfortunately is a delay and getting that money so we're looking at some funding options so we can try to advance that a little sooner yeah well I do want to set up a committee at some point to look at dredging up and down but I need numbers to sit down with folks on what's going to cause so okay what what how long do you think it'll take to get to that point I'll need to get back to you on that Thank You mr. chairman good answer mr. biles on our I guess our website for the county there's four goals four or five goals we have set aside there I was asked today at lunch by citizen if there was some way we could have answers to if we're meeting our goals as a commission or our staff and all yeah I think that in the annual reports all online the annual report has the annual update of where we are with respect to the goals that were outlined in the street even apart and it would show that yes sir well I'll go back and check to make sure it's a easy link to get to okay if you will that be good so okay their question you know they'll be answered so that's good the only other thing I have today is that I really want to you know add to what what our members up here commissioners have said about our staff and and any attorney's office and all the utilities and written you facilities
3:43:41everyone Kathy your group I mean I don't want to leave anyone I should quit naming them because I'll leave out somebody so I don't want to leave out anyone but I certainly appreciate all the work that goes into what we do here every day and I certainly appreciate the fact that we all come here and we talk and we discussed same as we did today and we come up with good answers and we come up with doing the right thing for our citizens and I just think that's that's a great thing this Commission's doing we again I'll repeat that we all come from different walks of life different parts of the county we come here and discuss and we end up most of the time in a five of we got a lot each Commissioner has a lot to they add to that and and with the staff and and the numbers and the answers that we get from all the staff to that and attorney's office it makes it work and we get to understand that so it's it's great we have a great staff we have a lot of things moving very smoothly thanks to Dan and his group he's he's lying things the right way I toasted somebody asked me one time when I was first running for office that what would you want to be remembered for in the future and I said well I'd like to be remembered as one of five commissioners choosing the right County Administrator that would realign the departments of our County and work work smoothly together so we're all on the same page we're all working together and and that's exactly what's happening here so you're all kudos to everybody and the staff and all of our employees they're all doing a great job I appreciate it and that's all I have anybody have anything else so with that we adjourn [Music] you
