The board approved a $53,020 redevelopment revolving loan to Point Distillery in New Port Richey at 3.5% interest over 60 months, the first application under the county's new Harbors market area program, and confirmed Charles Cullen as Director of Utilities Engineering and Contracts Management. 4:38this item was inadvertently emitted when it was submitted the attachment has been provided to you in your package and we've recommended for approval second a motion and second all those in favor say aye aye motion passed thank you oh you gonna stay with a/c 31 good morning c31 we had pool to revise to correct the scriveners error that correction has been made and we do recommend for approval second motion second all those in favor say aye aye aye thank you okay thank you you see 23 is mr. oil Charlie's withdrawn see 11 is withdrawn good morning my name is David Engel I am the economic growth manager for Pasco County it's my pleasure to appear before the board today to present our first redevelopment revolving loan application promulgated from our newly initiated redevelopment loan program the business and property that we are seeking the port review and approval on is the point distillery they are a target industry as determined by the Pasco economic development council their business is to cope pack to still develop rands bulk sales and blend spirits the property is located on the westerly side of little road in the harbor's market area the redevelopment loan program is for fifty three thousand twenty dollars this will permit the business to secure a sixty six thousand dollar product labeling machine it's a 60 month fixed-rate loan at three and a half percent it's secured by the equipment that we will be purchasing and there's a there's a there's additional security over and above the loan balance other the benefits of the loan are plentiful it allow the manufacturer to expand their manufacturing capacity and volume it will enhance the production capability to allow different styles of containers to be labelled because of that capability and enhanced production the manufacturer will be permitted to expand sales into international markets that have other types of manufacturing requirements for labels there'll be an immediate positive impact the businesses book of business is as extensive and allow them to meet current demand and it will support a sustainable business model for the company and business is good enough that they're exercising an option to purchase the building in which they're situated in at this time the next slide is just some pictures thank you the label of one of their products is a rum product it indicates that it's located in New Port Richey Florida and the picture or slide on the right is the initial phase of their production line in their facility we enthusiastically recommend to the Board of County Commissioners to approve and authorize a chairman to execute the loan and promissory note between Pasco County and the point distillery for fifty three thousand twenty dollars mr. chairman yes now this ring light I greatly appreciate you bringing this forward and we talked about this a long time ago but those who may not be familiar this this distilleries been there for several years it's a
9:04multi-million dollar facility they've actually participated the previous owners of this building would taste of pasta and the liquors that they were bringing out of it at that meeting were with at that event where it was amazing so to see them bring this building back to life is great to see they're gonna make this move this is a nice small investment for us to make this happen to help them along but it will help them along tremendously so I fully support it and move approval yeah so I'll second this was a discussion or a question okay just tell me a little bit more about the the market areas this loan would be available and well the Department of the harbor's district obvious Commissioner obviously it's one this is a countywide program yes it's we're piloting in the market the harbor's market area initially it's designed to rehabilitate and create brownfields of non residential properties that are blighted to establish a redevelopment mentum in our existing carter's we'll be looking at route 41 we will be looking at areas over here at date City in a Zephyrhills areas welcome okay so for example disease as an example the old car lot down the street I know you're working with the you and Melanie are working with the investors there that's a brownfield where the you know a block away from here the car lot is you know are you familiar with them talking about I'm not Melanie Domino Lee is handling our ground fuels program okay but that my assumption is that would be if it's something that it's not in the CRA area within the city limits and it's in the unincorporated area we could have we could use funds to rehabilitate and do capital so it has to be an unincorporated Paso County can't be an incorporated past okay with us your property your table Maps in the city it is in the city I know so that wouldn't yeah yeah once again it's what your sellable not okay right just try to get my ducks in a room for the future thank you okay you're welcome any other questions mister angle this is also a target industry program is it not yes and was certified from the pit but I understand that this one is but in to answer the commissioners question it would have to be a target industry that would was locating for this funding source to be used as well well we this is a single loan that we have before the board today we're developing guidelines for the program and as drafted in as part of our RLS it's to rehabilitate non residential properties in the traductor wasn't a requirement for target loan a target industry it was - it was to improve the economic disposition for growth along our quarters okay just and I just said I sent a quick email and secondly go anyway so maybe I would like some more information more detailed information about the program I'm sure all the elastance work what - just for the fact of you know many of us have meetings scheduled meetings with people they're looking to do business in Pasco County and and we'd like to show them
12:08everything that that's offered in the county so if you can give us you know a white paper or whatever you may have on this little gray well Commissioner Odell what one some the attempt of the County Attorney's Office is it reviewed and approved our guidelines and program specs we want to come before the board once again and have you review and approve okay that sounds good yeah so how about just more details on this one then what we just did is and that'll help us in the future okay thank you okay it's a good thing aren't having a motion in a second to approve all those in favor say aye aye aye thank you okay thank you welcome Commissioner Starkman we're are two [Music] good more good afternoon good morning rather I'm sorry I'm so used to presenting in the afternoon Denise Hernandez planning and development today I present to you an introduction ordinance a change to the land development code amending section 901 point 8 pedestrian facilities and creating new subsections in 901 point 6 thank you and the proposed amendment actually creates a program within the land development code to allow brick paver sidewalks and driveway aprons these are just connections to the right-of-way currently the land development code actually prohibits the usage not necessarily prohibits but gives standards as to what type of material sidewalks and driveways aprons are made out of and it does not state that they can be made out of brick pavers so currently the process that we use in order for our citizenry and our developers to install brick paver driveway connections is that we ask them to do an alternative standard and get into a license of maintenance agreement with with the past with Pasco County so the proposed amendment sets clear standards for paver driveways and sidewalks and County's right-of-way and these amendments we've worked through the horizontal roundtable and the interested parties meaning from groups for about a year or so it was presented to them on April 18th and on December 19th we did not we got some significant comments and we've worked with them throughout the the year 2018 and we're ready to bring these forward to the local planning agency and the Board of County Commissioners for adoption so today we're asking that you accept the proposed amendments and that you direct the Planning and Development Department to conduct public hearings on the matter where that it will go to the LPA on January 24 2019 at 130 new port richey first reading before the board of County Commission On June On February 5th 2019 1:30 date City and final adoption On February 19th 2019 130 130 in New Port Richey and we are here for any questions you may have miss Martin I did talk to Denise yesterday but this and I'm all in favor of this but it there is an issue that the citizens in my district have brought to my attention and that is that you can take out all of your landscaping and
15:35landscape your whole front yard and paper bricks and it doesn't count against the weather maybe restrictions where you can't cover you have to leave I think 20 percent permeable in your yard but we don't count paper bricks as a non permeable surface we kept them as permeable so you can have paper bricks and no landscaping so I do want to see that gap fixed but I understand it can't be fixed with well and as I was explaining this the these sections of the land development code specifically talk about the connections to the right-of-way I am and will puman who is our engineer and head of the technical team might be able to discuss some proposed modifications to nine oh two point two which is the stormwater management and the lot coverage and things like that in the land development code and something to take into consideration when that's being looked at yeah but about once we got get contacted by someone and golf arbors where people have taken out all the landscaping and just put paper paper block on you know I understand of their property in its so like hope you do fix that soon I would move approval I'll stick with the discussion okay Denise on these the connection where the sidewalks gonna be here is etc and the only concern I have is over time the papers tend to sell mm-hmm now we know when certain cracks happen it gets dangerous we then reach out to these associations or they reach out to go replace those and get it fixed I'm worried about how you gonna just regulate that they maintain themselves and they you gonna get some depressions what's gonna be the trigger point to get them out there they're in new maintenance how are you gonna monitor that sure so within the actual the actual proposed language it talks about that the maintenance responsibilities and all that information regarding the settling I believe that and I'm looking behind me because this is kind of a question for our engineer that there are specific materials that that that are to be used and also regarding the sidewalk it does have to also be a d8 compliant and that's within the proposed ordinance as well so I think saved by the engineer behind me mr. wilcott good morning Commissioner will kun PvE current planning a it's a very good question and as I wanted in any ordinance to you know dealing with maintenance you know obviously it's the responsibility of the owner and so forth and in there is in the ordinance itself as says it necessary you know the county may need to come in and fix any paper that aren't fixed to our standards which is basically as outline is concrete or asphalt so similar to sidewalk pavers if the homeowner or the CDD HOA can't repair 288 standards and we we could go in there you know it's necessary to reconstruct it back as concrete so that's typically in our WC that allows for them so get the option as also outlined in the ordinance to inform the homeowner to fix it there's issue and if they don't we also have the

Charles Cohen is behind me here Charles has worked for Pasco County for almost four years serving in the capacity as an engineering manager over our planning and service commitment division he's brought strong leadership to that division as well as technical sophistication to really help move our planning efforts forward he's a graduate of the University of Central Florida but he makes up for that with private sectors so you do realize you had finding me when you said private sector experience with the number of municipalities in as well the you know in order to fill that position we did conduct a wide search consistent the resume review committee where we narrowed it down and then additionally had subsequent interviews with that said committee before bringing forward some some very experienced candidates who met with the engineering department staff our operations and maintenance staff members as well as the directors and happy to say that it was a unanimous decision that mr. Starkey um I don't have much either what I can't recall a friend into Indiana have I been back from Indiana since a board meeting I know I missed one so it's the first so as you know I was invited by mr. with the CEO of acid furniture wanting mr. wanted after they came to Turin skills last a couple weeks ago they had a trip planned with a bunch of leaders from template area to go up and look at the workforce training programs of the state of Indiana and so Expo Tom Modano and I were able to go up and jump on that tour and a very interesting to see what state of Indiana is doing to
23:13build their manufacturing jobs and keep their manufacturing jobs and you know and we were able to talk about our program up there we're just getting more and more notoriety with with our program here and this week and the Wall Street Journal was a big article on the German apprenticeship program so I will have that sent to all of you and so sorry I missed the meeting but it was it was a wonderful opportunity to to keep learning about how we can build more manufacturing jobs here and and I'll be attending a meeting in the next few days with the company founded by Steve Wozniak from Apple on workforce training as well here in here in Tampa so what we have a slide for you that you sent us oh yeah so I've been taught OHS into fact for years and wondering why did we never get in the calendar so I finally figured out last year that they have a theme yes I never knew there was a thing so we asked the county to gather up some photos and Michelle sent a couple photos in and one of our photos this one here from Dave City was selected and so we are we are in the calendar and everyone should be getting one from from facts if you haven't received one yet okay so I don't remember which month we are but the bottom photograph is the one that they selected and so we're in the [Laughter] Commissioner Maryana like actually a few different things give a gentleman in golf harbors of the wheaton to put a dock in hasn't a permission for it and part of the problem is it's a very unique situation where people to be in did the inside part of the canal took closer to the Gulf era have built a lot the access to boats from on the edge of the canal what he's kind of in the call it the cul-de-sac or it comes out and I know the attorney's office been work and I know staffs will working on it but it's been going on forever I know that I've been involved like six or eight months and they had some meetings this past week and I don't think any resolution I think our county attorney should later with it and would like to get some discussion I think he can answer this can you tell me where that is since it's in my district sand sand dollar sandal sandal our court I think was the other thing the address that you had shown in the email we did talk about it at ordinance review team this last week there was a proposal for an amendment to the ordinance that would allow a dock if approved by the board that is a longer prop I mean that still it's gonna be at least three months to get that before you but it would solve the problem if adopted by the board well let's say we move that forward and if there's a way we can get him Commission start building his dock anyway so we get position that may work out well the the issue is that we found no way to allow it under the current ordinance so there's a permit couldn't be issued because it would violate the land Feltman code until the land felt the code has changed it's going to work out I don't take three to four months to get it done but it it's
27:07the same section of the code that several changes are being proposed for you had asked me to do an amendment to the maintaining of sea walls that just happens to be the same same code so there there are about three different things that are sort of being lumped together but we hope to get that back to the board as expeditiously as possible okay so let me just says we're gonna put those two things in I think I talked about sea walls being allowed to be to the highest one or even higher is that gonna be part of that and I'm gonna tell you again that's mr. Rosenthal and the coulding official that that really is not the land of that I can tell that is that is the the issue about how high you can build your seawall that's a building construction issue versus the land development code is that is the regulatory look up and see what process alright well you move it forward see well the docks happen to be together in one section of land it all okay okay I might jump on a little bit no please today you know what I'm gonna anything that's the third thing okay real sorry docks is all stoves and the lakes of the guys yeah that's part of that yeah we figured that will come to us well ultimately you'll get an introduction that'll either be the next meeting of the powwow meeting okay I'm really trying to get it to the next meeting because I promised the seawall collapsing a piece to come to the next meeting it may be that it may be the first meeting in February okay so what's coming thank you could I hear again what what the problem is with building a dock what's keeping it from building a dock he wants to go more than one third into the canal Oh ladies Ilan the end of the dead end of the canal and what has happened is that several of his neighbors have built out have built and they were than a third oh and their grandpa because they were prior to the o7 ordinance this was going correct that yeah I just didn't hear what and he's at the end of the canal so it didn't affect anybody past him he's he's they him so when there's a question then could he if he didn't go to that third and just stuck to once they stuck to the third could he least build that part of it then had the other part of me so if he was to build the dock okay I don't know the exact specifics but if if the doctor component that was within one third and it's the lift that he wants to add later that would be meeting the amendment he could he could submit for the first wooden construction him first and then come back in and permit the hermit the lift because I think based on the conversations we've had I think it's the lift that actually sticks out in Buckman okay and I think that's a that's a call for the for the building official or whoever is permitting docks currently but that would seem to be reasonable okay do a couple of things I think we all saw an email from people from Zephyr shows asking about the County Commission coming back up to talk about the acquisition of the Zephyr shows palm Terrace and Jasmine Lakes
30:49lease that guy go on I thought it was all of us but they were looking to have a meeting so the BND you can be shortly but at the same time I did have Gulf Highlands the neighbors they want to have me come out Thursday so I want to bring staff out to try to get an update on the it your way to try to find a way around how would you keep it moving forward could mean my component say something about that alright Mike can we talk about a little bit stuff what time I'm gonna have that meeting you know I think they have it at 7 o'clock yeah we would be happy to speak to the community I can be there first okay yeah sure on on the process and everything concerning your appearances talk to them about that man we can we can certainly yes of course okay absolutely all right Thank You sounds good thanks man it might while you hear Mike I want to thank you well gonna some a little Road from south of 50 to down to Ridge Road there's been a series of puddles been probably patched in for the past 12 years over and over again the staff does a good job every time they're out there during the Christmas break when the asphalt plant was shut down and really got bad and then when the rains came in they actually did some patching the flush right out I know we get a long-term fix in we're gonna kind of adjust our plan but I just want the Boyd know that is a very important road I want to thank staff for getting up there so quick on January 2nd to to get that roll on and get that done but it is something that we need to address I think once and for all what's the issue out there I don't need to fix it if it's full depth it needs so be it if it's just uh can study it but at least you get the short-term fix done but having the long-term fixed I don't get that they moved up is is it very this folks are on it and we all have issues of potholes all over my district also yeah and they're working hard on trying to catch up yeah they're doing a phenomena this is just where they are you probably drive up a little road to that from the north so you get to see all that - see there yeah it was it was really bad for a little stretch in there but they did a phenomenal job getting out there yes our our Public Works team is that gracious of those compliments they they do work hard to do it and they are making adjustments when it comes to arterials and collectors in terms of scheduled program maintenance and as well as long-term asset management type techniques to manage our roads in the future so thank you for that right Thank You Tara thank you Mike we I do have a few different committees I'm gonna go see they want to talk about dredging so hopefully in the next their future would get something going more to the commissioners part of what's going on right now they are stuck in the Gulf harbors in Hudson but I think we do need that more comprehensive approach down the road the previous meeting I had made mention was reading through the

Stein Schneider's working with the team on LED signs to bring something back do you think we'll have it the next meeting or when you think alone agenda item on par is a compartment workshop I would defer to Denise and Elizabeth on that I know it's which ones go ahead working on it before I commit to a time frame I had sent an email actually it's been quite some time to each individual board member separately asking what type of technology you would be interested in seeing is it okay if I send that email to because I I didn't hear back from the board so would like to get a response to that as possible because there's different types of felt technologies that can be used okay and I know there's one local attorney space you can't actually sent you something on what they whatever and that's at the very high end and but they're so there and this reminds me of when I was a child there's a difference between light bright so I don't know if you remember the little and then there's very high end which is what attorney counts a sentence so I just wanted you to look at the different technologies and see what you had in mind so maybe maybe if we could let's I don't even need a full workshop could you maybe show us I'm like a 15 minute presentation we can talk about it sure do you want me to just reach out
37:28individually to you and just we can do that too but I still would like forward as far as a conversation from the board okay to go forth I'd have a lawsuit but you have to all of us and then bring it to the whole board oh I I do think it is a workshop discussion yeah this is the would be a major change to our psychologists which i think is better in a workshop and i think the boy did give direction and bring it back i've been taking a long time so a lot of people out there waiting and I'll just give you another example there's a place called the stockyard on us 19 they have they bring in great bands great music from all over they're struggling into businesses other than what they do for advertising to get people in from you know Friday Saturday concerts they're dead and they can't seem to get people to draw in they don't know that they're they drive by it they bring all the people and they bring in tourism and people as far as well they've even say the overseas they've actually come to see certain bands but from all around the area outside the region they'll come to come to this place to go but he says I've got a strut stud in my business model if I had a sign out front I could make my money during the week as well instead of just having to depend on just that so I've got to make that decision he thinks an LED sign like they have elsewhere would be very helpful for him and as far as the attorney goes I've had many other businesses too that said they wanted to go do it so I think it's definitely time that we do take a look at it and whether it be a little workshop whatever I just want to see something happen quick everybody's not everybody's going all those signs cuz those signs are very expensive so then so not everybody can afford this so in the limit amount of their size so maybe maybe the next meeting and even if it's a five-minute presentation we'll get ready for a workshop after that okay I think that was Denise's point though is some of the technology is very expensive and if that's what you require that's fine yeah but but the other technology if you don't if you're not specific there's other technology that is cheaper that may not look as good for the community that's why I said like write those little yeah yeah we need to advance oh so I'll start by charity all the different technologies and then discuss the following board meeting on the 22nd let's let's see I'm gonna feedback again okay all right you know that we have a workshop scheduled for late February that actually probably good timing go to tack put this on that agenda okay thank you all right thank you thank you thank you all right mr. 40:19makes sense yeah on the 26 so you'll see the cancellation coming for next week's workshop and then we'll roll those topics into the 26 it allows us a little more time to prepare and we basically on topics we kinda needed that and then we'll add this topic as well to that workshop okay so that's one thing we spent a little time here talking about ordinance revisions and code revisions and one of the things I'm aside sorry I have been kind of working on is taking that tear less that y'all had prioritize when I two three years ago I came over now it was before I was here you know we've knocked a lot of stuff off that list but a lot of things have been added it have never been prioritized so we're working on cleaning that up as we get that cleaned up probably in the next week or two we'll start sitting down with you and walking you through that tear list so that we can bring that back and you can reprioritize and make sure when we focus on the right things because there are a lot of these at least a half a dozen new initiatives that have been added to the list just in the last six to nine months they'd have never been prioritized and so we'll be bringing that back to you to kind of build that tear we only have a small bandwidth to work with a sink so we need to be working party less so we'll be doing that here next few weeks oh I'm not here February 26 so can you hold off on that on a fine one let me look here I just got a message from my secretary yeah yeah whoa that's for the workshop yeah now that was the one skidded with everywhere well well we'll work with scheduling-wise okay so that and the last thing I have is you know we with with Kevin with the Tallahassee in September and now as you know there's like I'll let you know a couple weeks ago he's accepted the deputy director job up there which once everything gets finalized and however they do that in Tallahassee it's kind of where I end up it's part of the process in about September we we started the process to recruit an Emergency Management Director to run emergency management and so we interviewed 70 people and went through that process and have select three internal or external all really good candidates high quality candidates and we really were looking for a good leader to lead a team that's probably already the best in the state and that's just a matter of continuing that trajectory continue to being the best in the state and so it's part of that just won't let you know that we've selected a chief Andy fossa to run that group Emergency Management so he'll be shifting over from the fire fire rescue over to Emergency Management to run that so and Andy's here if you want say a couple of words but yeah jump to this on him in the last minute but that's what you do in emergency management right well after 28 and a half years the fire rescue and having a very big passion for Emergency Management and I've worked with them probably for the last 15 years very closely I decided it was time for a
43:30career change I'm not getting any younger but the team that I'm working now as phenomenal they have between bringing in Grant's storm activations deployments they're unbelievable and I've got a strong team and I have a very big vision for Pasco County and this team and Emergency Management I've got some big shoes to fill but I believe we're gonna push forward and make things really low for the county to get down the record so this is part of any time you have an organizational change you kind of take a pause and make sure you're still worried I it's the most efficient manner and so we're kind of doing that right now with the Public Safety Group to make sure that we are set up the best we can from an organizational perspective to be as successful as we can be in those groups so we're kind of taking a little time to make sure that whatever mayor we organize those four groups going forward is the most efficient for the organization and can deliver the best product to to the people who live work and play in Pasco County so the more following that in the future but that's kind of right now we're kind of going through they're kind of asking is this the right way to be organized do we need that this is a cane a straight position or is there a better way to utilize that should these departments be in that group or should is there a better way to structure that so always kind of take a time to pause and check those things out of it before you move forward when you have a chance to make an organizational change so we're looking at that right now so we're following that this position will still answer directly to you this position answered so currently beyond the old old structure of the position answer to the public safety use this is a County Administrator what that was yeah it's up he had a dual rear we're both that's one of the option imitating is that it would it would report directly to me I would think that means a good idea so it's the best idea well you me and this it might only need to see the CEO of the county right and so there's how important assisted for equity yeah there's like you know with the emergency manager there's a gray skies blue sky environment you know in the in the ninety percent of the time when that you know we're not activated we're not dealing with with a disaster you know the question is is the direct line to be the most efficient way to run that organization don't get I got a meeting with Andy on Friday we're gonna talk through some of the pros and cons about what's the best way to do that in in frankly I have a not landed on what the right answer is yet from an organizational perspective gray sky environment I Sydney you'll see in a direct there's a direct link there in the EOC so that doesn't change that still happens when we're in a activation so it's really a matter of on the great in the blue sky what's the most effective manner or organize from a training equipment manage perspective
46:41and it still might be the drunk line but again we're just asking the questions because we have the chance to ask the questions now is it time to do it and then we'll move forward okay so let me continue that conversation but so basically the two departments under Kevin was fire rescue and yo see whether there were actually four departments divisions if you will our rescue emergency communications 91 I guess that's me Oprah made together so yeah yes yeah yeah so really there's four and we're kind of looking each for them is a blockage so what's the most effective way to organize so we can deliver the most effective resources in service to the community it may so I don't have an answer yet I'm just letting you know we're that's why you're not seeing an advertisement right now for Susan K ministry for Public Safety as we're going through that that process to make sure that whichever way we go we were organized the most efficient mayor possible to execute those things I'm Jim and I think the direct line of communication is mmm a very optimum way to go in a sense of when I when I look at Kevin some of the struggles he had was like how do I get the pumps in place how do I get it from who's who's got to go through if he's gonna doing direct length for you to go make those decisions and go it's follow I think he helped like we were in there doing a little dredging on a unmaintained channel on Jasmine Lakes that Kevin said man I've been all day Joe took a look at it and that get done see me try we had a couple of palm tree pine trees were kind of blocking a culvert from one side of the road together or sudden or restricting the water flow by two-thirds by his paying attention no one was going on during the events you could get to you get it to go through and go down so I think that direct line is something that it gets that information flow free flowing right right to your knees - thanks yeah thanks I appreciate the feedback and you know we're we're just making sure we ask the questions we get good answers to the questions every way you organize their pros do it and comps to it and so we're just making sure we understand all those before we kind of do whatever we need to do before yeah now as a time in the organization to be able to take a pause with that group that say okay what's the best way to do it we're we're taking advantage of that opportunity and you know we're just we're asking questions seeking answers and then as we get those answers we'll move forward in whatever way we'll be what you know as as we outline will be after we make all those evaluations and kind of figure out what's the best way to operate because I have four groups in write for each one of those because we have four distinct service delivery models in those four verbs that we need to make sure that we were organized as effectively as possible to make sure we continue to maintain and deliver our house in each one of those modules there are lines of business so that's all I have sir okay mr. 49:53approached by the attorney representing the Supervisor of Elections that as most of you probably know at this point there is a special election scheduled or is probably to be scheduled in the not-too-distant future for a representative burgesses seat given his taking of the Department of Veterans Affairs I guess its secretary position so there will be a need for a County representative for canvassing board for the special election and there are municipals in mark I spoke briefly with Commissioner Wells who said he was willing to do the special election I didn't have a conversation with him regarding the municipal but unless he has a conflict I would assume that he would continue on and and do that do the municipals we we need an alternate to to tender to the supervisor of elections in case commissioner Wells can't for some reason can't make those meetings unfortunately I have not seen a schedule yet to inform you what those dates are although I was told end of February beginning of March is likely when the canvassing board would be meeting endorsed you got a conflict yeah it's a forty one of the keynotes openly already okay helping with her campaign and then the question and then the question becomes I would recommend you meetings are over here I've nominate you it's over here but I could be as are possibly but I'm well that I don't think you can you you can be involved in the base of our conversations I don't think you can be involved in the special election and did we have a judge I'm doing it one of the judges yes but you're statutorily required to if there is a commissioner who is available and does not have a conflict we're statutorily required if if we're running for office before candidate can we be on that you're not running for to my knowledge you nobody has announced they're stepping down for a municipal I don't know no I mean we are we're not talking about 2020 at this point we're your backup for for re-election or there commissioners up for reelection all we're talking about is has these has the appointment changes early or the canvassing board changes every years it's this special election which is occurring in February March and then then the municipal which will occur in March tomorrow could be hmm I'm that was gonna get involved so I haven't yet though I need to step back and you what I can do it again it would be an alternate role at this point unless commissioner Wells couldn't couldn't attend but the job you couldn't you couldn't be if you're supporting any of the candidates for the municipal Zoar or this special and if we just want to parse it as this special I can I can relay that but but I need to I need to convey who our representatives are going to be sounds like an ad those production Rebecca okay so I need a motion for Commissioner Wells as the representative for cameras aboard and often it is mr. 58:30for especially for a county of our size and a growing County and you look at it Kenny like Hills where yes it's a bigger County - excuse me a large portion of it is taken up by you know many cities look at Pinellas County amici's you look at the other clipper here the Pinellas County it's very small so I still don't think the makeup is fair at all and doesn't give us proper representation so I don't know bring it up I love to bring that up to some of our legislators in the coming and just see if there's a way to get another seat on there you know whether it be a commissioner or it could be it could be someone from one of our cities you know this is somebody from Pasco County because they have people on cities there through cities that are on t-bar no I think that's a good idea why not real wolf you know when they when they governor and when the legislature came up with the new makeup bike I got on the phone start calling people like what I called well Weatherford to submit his name to be a governor appointee and I don't think we had any one for Pasco County we've I tried to yeah so you know we do have that Avenue we can commit I don't know when it's not permanent though we would be a sort of a permanent CEO but I you know I think that's a good thought and and I will bring it forward and and then I think we need to talk to her okay chairman yes you know maybe maybe we should moves you craft a letter much as we did push for it you know the previous time yeah let's go put a letter together and get a part of our legislative agenda and then get it at all the all the members yeah cuz that was about this baby that was his whole it was his agenda he was a goodness it was him to take his mind right now there's nobody else that really push it when right we can do that we can put a letter together else has a dog in and out try represent what in the only helpless with that I guess questions is the board authorizing the chair to sign away yes we drafted yes okay just second make sure I thought I heard I had motion a second all those in favor say aye we have a little bit of time where what are we doing on the dredge report what's happening with the the dredge study so it's a question for me your question I would I know right now we are working through peer review next step is to go a little more detail analysis you know actually the some bathymetric work and some work on the field that's the next step in the process but I'm not sure when the money becomes over for that and I can't hear very well so I have a cold so both my ears are full but I'm wondering who is talking to whoever's doing this study are they talking to the communities who use those channels and canals because the one I saw the Gulf farmers South Channel you know they did it from the very beginning to the very end and it's my understanding it only needs to be done in just a little portion of that and it would be much less expensive so I'm wondering who's getting the local
1:01:47knowledge where are they going for normal knowledge of what needs to happen so forgive me if I don't answer this directly but the the approach has been for the Public Works team they've there was a study that was done in the county several years ago we had our Public Works team who's recently taken over this effort to to evaluate that and to look at what those costs were that was a memo that was sent to each board member that kind of had a range of prices in there the this the impetus of this was restore funding that was becoming available to perhaps do some some work on this and there was some focus areas that were put in there and so the Public Works team has come up with a broad brush on here's the work that needs to be done so as the county administrator points out and some of those areas that we're looking at for restore there needs to be you know there's a I want to say it's about a hundred thousand dollars I believe that they're they're looking to kind of put towards doing some some engineering and some study on which would require some bathymetric service right I mean dredging in of itself you're removing materials so you have to know how much material is down there you have to also understand it is that material hazardous or can it be where can be put and then and then thirdly are you damaging doing any environmental impacts and how do those get mitigated so there's an engineer process and a permitting process that goes through with that before you can even set a dredge out just to start doing that work so we're looking to focus on that area but again the funding becomes a you know a larger a larger piece of the puzzle into how do you how do you affect all that and what was the last night you know I couldn't tell you when the last time these channels were dredged but that that work is on is ongoing commissioner so we would probably seek to get input on what the priorities should be and then and then we can build a program around that and then figure out of course how to find it what I would maybe like to suggest least and Gulf harbors and and I think we've already approved the one for Bailey's bluff is that we have a community meeting and you all can get asked the residents kind of how we did have done with the storm water issues where are the problems that you know of and you know see which one's rice to them and I'm in some areas we are we are looking at that mean of the boaters obviously know where the problems are and so we've we've we're definitely applying that approach to to some of the areas that we're looking at currently where's that permit come from deihi be or Army I couldn't tell you our fan Commissioner there's a list you know our our research shows probably about 20 different agencies that could be involved depending on the depend on the nature to work okay well I'm gonna get with you to have a golf farmers meeting on our channels and canals and whatever maybe it's a joint I could could have went to
1:04:39Jekyll okay well so from the last meeting we had I think it's good for each Commissioner especially Commissioner start me to get briefed on as far as what's going on so far from the studies that were done it wasn't just even golf harbors and Hudson and it was also several of the channels about getting a look at yes if we're trying to get internally I guess with fund to fund it to which administrators proposal to he can do it within the budget he's well we're trying to get arms wrapped around it you know we're seeing if they go look at each one of those channels that's several of them up and down the coast we can then go take a look and I think it's a venture to be a lot of three prong approach to get the funding altogether I think it's going to be something where you use the RESTORE Act money we use the boat see mine and you put an MSP you in when I look at like the situation with Gulf harbors it takes very little money as you know to go fix that channel the things that need to be done they've got the study work to be done already Hudson Channel they've already mapped it out and those two of just maintenance stretches as well so it's very easy to go through the whole process to get them done anything pre-1970 I think is just a simple dudv approval we've got a map countywide as far as which one's it looks like aerials and it we've just got that kind of a kind of show but you know it could be affected but I think this is gonna be something it's gonna obviously bet the whole count of benefits all county code especially on the coast for redevelopment for the West harbors it is in an immediate need to go forward but I think this first step going forward if you guys coordinating and kind of administrative things you can get to get it done to get this initial work that's been done and I think the way it wouldn't be said they did it about on fifty foot or a hundred foot increments and if they get more intense to what they have for dad already and just dive into that data they can get to very specific numbers where instead of it being a million cubic care of it's only one hundred thousand cubic yards part of the reason I cancelled one of the cancels restoring meeting a month ago is because they didn't have the same data they didn't go with dig into it after the meeting we had we can go into it but it's going to take that research so as quick as we can get that research done this as quick as I think we do need to have a nice public meeting it may be it would be good at that Realtors building or maybe maybe at the Realtors building or the County Commission building a new probe richer to kind of bring everybody together and say let's get all the neighborhoods together much like we did two and a half to 3/4 years ago at Sea Ranch to kind of say okay here's how the neighbors get looked at I found them overwhelmingly anybody who's good at both especially on the coast I mean I've heard a couple little things about the end in part but anybody's got a boat on the coast loves the idea of the boat fees
1:07:13happy to contribute anybody who lives on let's say one of those feeder channels that these the an access to all their will and from what I can sell they're willing to an MSP you as well just to keep it rolling and I think with the Restorick money I don't because any better we can do to try to rejuvenate the coast as well because a lot of it comes to when that water storm water can flow in flow out is actually better for the environment too so I think we have a ways to go on the restore because it still has to be it has not gone through the restore ranking process yet right it did well yeah keep in mind it was on pot one we've got complete flexibility we can do we want when we did the approvals long ago it was mentioned that dredging we should be as far as priority one goes on on pot one to actually go that way I can putting the numbers together what we need and I've had all three of those funding supposed to need to be done what three is a different thing we left any dredging monies out of poverty just a bomb one thank you thanks I have a couple items area one of them is our monitors or purple and I don't know why these monitors yeah so somebody needs to look yeah they've been purple and another color I think while others have been correct so something's happened there's somebody look at it the other item I like and I think all of us have known about this the course the school board and superintendent had been talking about closing down the school and the Kuti because of the capacity of the schools they don't about 51% of students since then the school board has voted to keep it open and not close it and the issue is and I got several comments from different school board members calling me about shoes and how we could have business or homes built things of this nature and bring in if there was anything coming in the future bringing into the loo cootchie area that would create jobs and also require there be some housing what concerns me is the fact that we have a rule ordinance in this northeast corner and if you've had a manufacturing come in there where you go house people are where you're gonna be build the type housing you need to supply for the people that are going to actually be in those jobs so I'm very concerned about if we had rain afraid to come there where would we house the workers and they're right they would have to come probably back toward a city or somewhere because of rule and ordinance the workers and those manufacturing jobs or could not afford five a protraction bigger space there's no way they could afford that so that's just something I just want to bring up and maybe along discuss or a lot discuss but I think it's an issue and we need to be aware of it because if we land some manufacturing over there we got to think of some how to provide housing in this area okay chairman what was there anyone what was there any property in that area that was nominated under that opportunity zone does that some a rhyme area I love so now I have to look at the maps I
1:10:44don't remember off the top of my head yeah so up so if there's an opportunity zone in that area what's the third me like maybe that is the perfect place for us to really push for jobs and workhorse houses right so that's what we got to look at in the future and hopefully we could Manufacturing provides jobs because the only way you're gonna grow the population of that school is to have more housing in that areas the speakers will be there well jobs come yeah yeah let's let's look and see where that where that if there's an opportunity zone another mm-hmm okay mr. chairman yes you know them but I'm glad the school board voted the way they did on that one uh yeah I have big fears about them closing on Hudson Elementary in the middie P long as well right well I don't understand that and the fact of it is is what the administration was looking at is the fact that you it's hard to run a school that fifty percent occupancy it is it's like any other business you you want it to be closer to us Mac so it pays for itself yeah and you know when you get a school already built and maybe you just got a look at some busing and the things I think they to go do that so I'm glad I'm glad they're diving in that bigger it's an idea there is that real head that's in the coochie we've looked at possibly goes up there maybe there's something we can actually take a really close look at that rail head and get somebody on there I mean it used to thrive years ago used to be a grain place that was there cetera I don't know what can go there now I mean maybe with the new farm bill that just went through we've got that him resolution the gentleman just going to come today to talk to it we don't feel comforted we can push it back a bit but you know hemp is an industry that has a great potential wood products roam the CBD that's out there I mean I actually do the CBD from him just as Italy it's a great payment there with no side effects it could be a great potential thing up there we can actually get your end products that are there if you don't have a manufacturing capability right there or if you do great if not you can actually ship it with the rail line that goes right it's the rest of the country so that means there's great potential out there so maybe we need to a CDC to go investigate that a little bit to find out what can be done with that really it's a prime real head that's sitting right there that that couldn't create a lot of jobs yes I'm glad you brought that up because can you talk about the resolution that is proposed here I'm happy to and I do have mr. Huntsman coming so he's going to talk and I and I told him to look you can do a presentation a doctor that's in with the cooperative so as far as the farm bill that just passed it was everyone familiar with the farm bill that just passed okay with cannabis they put all cannabis together but it be
1:13:39marijuana with a high THC or him which is a product that George Washington used to grow Thomas Joseph used to grow it doesn't have the THC component where you can actually smoke it and get high you can't do it these make they wish to make rope out of it yeah they could think actually make like bamboo they can make flooring out of it so the resolution coming forward now that this farm bill is isolated int from marijuana now it's a food now if the state makes it a food product which we have to go through and they and they eliminate let's say the growing part of it which with you know American marijuana they have to grow it inside okay because of the contamination that him could do and others could do to it so they kind of control that to be that medical product with hint they can actually grow it outside so all this open farmland we have you can actually grow the hemp and Florida especially in our area we can actually get three crops a year out of it and that could be a huge boon for us to go stimulate agricultural stimulate maybe some manufacturing going ready with a natural byproduct to the end of it that could be you know real good for us I you know think the more people that use the CBD oils as opposed to these oxy cones etc and automatically if you get relief from it it'd be better it's not gonna be for everybody but I've just seen the benefits to it but I think agriculturally it should help tremendously and I think potentials gonna be great fart I have to hearing about what was going on and I actually get excited about the hemorrhoid before the farm bill made past seeing that it could pass this puts Florida into great potential so I think when mister heintzman comes forward today well let's let the resolution get ready let's have a discussion about it he'll be the next bird he could talk to you even more much more intelligent than I could about as far as like in depth but then we can listen to it and if we want to vote on it a continuance OB but what he'll have to say I think will help us quite a bit yeah I've actually stated my thoughts others it can be read let's just read it but I may want to hope that it could be continued so I can know more about that deal I don't know I don't think I know enough to sign it today so I just it concerns me I'd like to know more about it and if I could mr. chairman I'll actually I've got a copy of the handout that he gave to the state legislature because if it to a few of legislative areas delegation meetings so I'll when we end the meeting I'll get the copies for everybody thought I handed up before I'll get it to everybody so you can read through it a little bit and when he comes in here we can talk it through and I want everyone to be comfortable with it that if we vote on it to go forward so yeah once you get that comfortable no problem I agree okay okay I'm Matt late I'm asking for tourism so does anyone know are we vertical yet andrew baxter

1:33:51you can use these agricultural crops pushing forth to legalize it so farmers here in Pasco and Florida can start growing them without worry of it being considered marijuana I'm not really sure what your questions may be so I'm here to answer as many as I can concerned I need to know more about the bill and a question that but I think I need more time than today to be voting [Music] Mike to be continued and get more information before we do and I'd like to talk to my staff also about I understand okay with pushing forth with him because they did go ahead and pass it at the federal level several of Florida's laws are gonna have to change over the next six months to a year um and as it stands right now if medical marijuana dispensaries are the only companies they can grow hemp in Florida and that's causing for lack of a better word at the moment a monopoly and what could be a much better system to help Florida start handling and tackling a lot of the issues that it has at this time okay if you could would you elaborate to the difference between 10 and cannabis and what this bill actually held it separated them out and how this state is now set up where the states can't control the transportation and distribution only the growing part where the growing part of the medical marijuana has to be controlled and as far as when you're growing HIPAA can be growing outside which actually provides a local farmers a lot more opportunity to grow the product and do something with it so here in Florida as the lost and you can only grow medical marijuana or cannabis plants indoors because they have it so that the medical marijuana treatment centers are have full control of cannabis as it stands you can't grow about doors the farmers can't grow hemp you can't use it for fiber and everything else they're only thinking about it for cannabinoids they're not thinking about it for food for economic development for ways to clean up Lake Okeechobee they're just thinking about what it can do to their cannabinoid market in the medical marijuana market and while it can be helpful we want to have as many farmers be able to grow this crop because it's very beneficial to Florida I fist has done studies since the 60s on cam math and help and they have shown that it is a viable agricultural clock crop for the state of Florida and it is not actually invasive is it and it feared mr. law in the state now so right now you can't grow hemp unless you're a medical marijuana treatment center we are looking to clearly define the difference at the genetic level of hemp and marijuana so that farmers can move forward and start growing hemp in mass for the most economic development to be able to create more food fiber even single-use biodegradable plastics and and there's so there is a big difference between a marijuana plant and a hemp plant yes in fact in our bill we specifically the way we addressed it was because in several the studies that we've gone through from from the state
1:37:06of Mississippi from all the other colleges that have done actual marijuana studies in the US they found that there the genetic difference of the two plants is based off of the ratio of THC to CBD and therefore the ratio of what is psychoactive and what is not we've chosen to go at that definition because what they found is that that ratio hemp is not psychoactive it's more of a food it works consistently as a food and it works as a fiber but it does not get anybody high to help a little bit to mr. chairman when when you look dealing with medical marijuana the THC even we've this board was very stringent on where they wanted the location to be what issues are in place where is the THC kab annoyed balance that's and that you can't get high of it it's a lot different because you know we struggled with way to locate the facilities for marijuana because it's still illegal federally so we struggled you know how do you do with the bag still an issue with him especially be considered of food at this point by going forward in the heaven the state opening us you can actually get these crops now insured and you can talk to some local funders about the value to that being insure a crop is all of a sudden it's an economic engine like we've never seen before that can go on and I will tell you when you consider call it a monopoly as far as who's who's given the rights to go over medical marijuana treat it sell it etc think about the cost involved to that compared to if you've got local farmers like their own local produce and then can market it themselves they could develop themselves or sell the product offers ago it provides a much bigger opportunity and if we can drive that cost down for people to get this medicine I can I call it medicine I because you can't call it that but I know how it works for me as far as the CVS go but if we can do that we can actually make it a lot easier people to get and I will tell you I've got seniors taking medical marijuana right now that love it the effect of it I think this he would just even make it more affordable if they're coming out of pocket yes sir so you're saying this currently the state of Florida categorizes him in the same category as medical marijuana yes sir specifically they define it with low THC marijuana and they did that when they started the medical marijuana program just to make sure the MTC's could do their job now that hemp has been moved forward as a food product and pushed forward federally we're able to go ahead and start making our own laws towards that instead of just relying on the research programs back from 2014 that were started right so Florida if we decide to take the initiative we can start throwing camp this year instead of as it stands right now waiting five years for the IFAs as the research program that they're putting forth a knife is right now and I appreciate that so I guess I'm trying to figure out where the confusion is in the state side
1:39:59because you can go to a number of obviously retail stores now and buy clothing and things men enough hip fiber I mean they're all their stores all over the class yes I mean common I mean in common stores actually the retail establishments you know major chains yeah yep clothing benighted help and other type of material purses whether you know him you know handbag whoever it may be made up him fiber so the Invictus so we're saying is they could sell the fiber you can't grow the fire exactly all of that is exported in from either other states or usually are imported in sorry from other states or usually from outside of the countries such as from Canada and several other countries that import have been mass we cannot grow it here in Florida at this moment and there are a lot of farmers that could use it but you can sell the product you can sell the products you can make them looking for has been 80 years party's over Florida hasn't exported hemp in 80 years with this with what we have for exporting it be very beneficial because we can also grow for the majority of the year yeah so that was my question those who stay aware that the confusion lies that I guess in this estate side when they allow you to import the product the fire products in a CBD oil which you can buy at any nature store or I don't want to give a plug for any stores but you know a lot of your natural food stores you can buy though the oils there you see it advertised all over the place oh yeah that's why I was just reading in that I just looked it up and hemp is also used for bird seed mm-hmm it used to be bedding under animals so it's in the birdseed you buy it used to be animal feed until we outlawed it back in the early 20s or 30s it's used in manufacture of oil-based paints and creams for moisturizing agents cooking and plastics so yeah I think you know maybe I don't doubt that this is going the legislature what are you at what were you asking of us well if we approve the Revolution we just pushed making a step folded we want the state to go look at it and and again back to the 20s when they actually took all of marijuana it made it all you know all cannabis and looped it all together that's where it's been trapped all these years you know with all the other states making it legal for recreational medical etc it still made it illegal federally so you couldn't do anything with it as far as getting using the bank using a cash crops etc this has changed everything because of this farm bill that just went through it's now going to allow the local people to actually grow it and do something with it as opposed to just large corporations doing it this is like a monumental step forward the state's done nothing wrong with what they've done I mean they they put medical marijuana that's what the what's been approved but this here is a game-changer because now it takes a non psychoactive product it's just a regular food that can be done and grown and create our large crop and whether it be for you know CBD used for you know people's pain
1:43:14or the rope or building materials plastics hempcrete opportunities for now taking our and you said you know farmers that struggle dues losing their arms grows this is just creates a huge market and for Florida itself I hope they see it I know a couple of legislators are really on top of this that's why that's nice to go but by making this legal for the whole state and bringing it forward it puts a state in a great position there's one other thing that actually could work on it it actually is good for taking certain nutrients out of the ground so all this thing with your boat Lake Okeechobee they've actually talked about floating hydroponics around it in the lake to go suck all those nitrates so to actually improve the water with all the stuff that is planted all around Lake Okeechobee as well it could help with that as well there's just a taking a step forward for the state to go forward so now we can actually use this product that right now they just control right now the girls it's legal firm and it's legal find out which changes everything and all we do is get in the state to go let's go let everybody that's always happening to leave a week if we at the state of our state waits a long time puts ours they never disobey it really would Florida is actually one of the only states that has three to four drawing cycles for this planet yeah not only that on to the bioremediation they've been going to Chernobyl for about the last decade planting hemp and come off there and it's been pulling the radiation out of the air and soil what does connect it is a cannabis hibiscus plant it's a different form of cannabis that's been illegal throughout the u.s. always there's nothing no can annoys or in it it's not as good as a fiber but it is still good and it's used for food and animal bedding as well I mean if the bullets not comfortable with it I don't like continue at two weeks but I can tell you and I know they get you have even more data you can go look at but I do I want you to know I'm from me 100% behind this I started it real close and I think it's gonna be great for our office well I'm not real comfortable with this time I'm not saying I won't get that win but I'd like to continue to do to look at know more about it and I kind of feel funny or strange that I'm I would be our County would be out in front of the state because it seemed like the state's gotta act on this before it actually come to be if the farmer sorry but us that's what's wrong with right now I'd sure like to listen there's been a lot more information so mr. chairman the reason we're in front of the state the state is a community yet they're just doing the committee weeks for the first time they're gonna take it up they are going to be looking at it I just think it's good for us to show this are they looking at it oh yeah this just this farm bill just passed what I like to me they reach out on I represent at the state and out where they stand with that and so the state is slowly moving forward on how some of the medical marijuana treatment centers have

2:28:01it sounds that's your typical launch of where we were in this sport would do compared to the landings next next slide please this right here is I just want it to video 3 this is very pertinent I want it before you play the video I want to talk to this this is where I was flying over about 200 feet up flying down Tyndall Road which is that dirt road that you see going from the bottom of the screen to the north and I want to draw your attention to to the up part of the screen there is two horses there a brown one and a tan one right to the top of the screen just south of that gray barn right there and I want you to pay close attention now I've got my motor on that normal operation sound to maintain level altitude and due to the nature I wanted to dictate I wanted to call to your attention to this slide there is no disturbance to these two horses as contrary of the neighbors complained please play video three [Music] those horses never moved and that's the normal of favors claimants were disturbing it there is no disturbance I think they're I think quite frankly that the livestock that she may have is called accustom to the noise and the RC field it's across the street and to the ATV park that's going out I think they've become immune to any other sound disturbances or visual for that matter and let's see there's another picture still picture of typical flying really is too limited or no livestock presents during our flight next slide please this right here part a far FA are part 103.1 is how the FAA categorizes and regulates what we do power paragliding we are a 254 pound dry weight on under 254 pounds of dry weight so this is a part of regulation to FAA established back in the 70s or 80s I can't remember one but anything that actually fits on a human it takes them off the ground they had to put that under an umbrella and this is the regulation that really does defines that part 103 part 1 and 103 part 1/5 and it I want to the part one defines us as how we're regulated and controlled by the FAA which is very relaxed but you know they have to control something any anything that humans come off the ground with part one part 1.15 I wanted to draw your attention to that because that defines what a congested or populated area by the FAA standards of where we cannot go or even a certified aircraft code below 500 feet if you read that no persons may operate an ultralight vehicle which we are categorized as any contested area or city town settlement or over an open this a or assembly of persons there's the for further reference the link to that where I pull that information from next slide please this is a publication that's produced I believe quarterly from the FAA in part of their aviation our air nav arts that give a multitude of information is basically a road map of the skies this piece out of it I wanted to show defines what is considered on the map by the FAA as a congested or populated area it's
2:32:04defined as a yellow encased area next slide please now this is a sectional published by the FAA you see the data is current of 16 August 2018 to 31 January of 2019 so it's current depicting our area the Tampa greater Tampa area of what's classified as congested what is it that is on the picture that's on the left the picture on the right I want to draw your attention to the red box that I have up there that did pick that that box symbolizes where we actually fly where this piece of property in question is operating as reference you can see the blue line it goes from left to right there that little purple or magenta circle is Pasco County pilot country Airport off State Route 52 so just for referencing but anyway as you see in that red box that is not considered any kind of congested area far very far away from the closest congested area laid by the FAA would be Zephyrhills so that by definition of that literally we could without causing damage to personal property could take could fly six inches off the ground if we wanted to in like sales an open field as long as we're not calls causing it's too proper here person next slide please and that's really all I have is there any questions any questions considering where I see them flying parts of Pasco County which are I consider congested over roads and highways and stuff this is a much better option of my opinion to write around where I live for now you see them you know going over 56 and 75 on a pretty consistent basis I'm fearful for them to be honest with you yeah this makes more sense obviously and just to piggyback off that comment I mean we me and another friend I have in this video there it may be one or two others we are ace a very small fraction of the amount of pilots that are flying in Pasco County I know that we're an elite group of hobbyist and so we know one another and there is roughly about five to six fine sites in Pasco County alone that I can rattle off to you right now not including this one that that many 30 up to 30 20 to 30 pilots are currently using right now so you know it's a growing activity they're putting them in Dodge Ram commercials now so it's aviation to do it this year what do we what do you say yes so anyway but the a few guys include myself that practice from this property they're requesting approval to continue such very we are safely and self conscious in mind we want to be able to work and cause no ripples in the water if you will so but it is a recreational activity we do have free time outside of work we like to partake just as the guys across the street and the RC Club do so that's where I move to continue to do I use this site as a hobby and you decided to join it for this activity okay thank you yes thank you for comments thank you there's someone else is there someone to speak to this I'm just gonna wait why are we here did you heard quite a bit now over here up from the neighbor and then let's come back and all that's okay state your name and
2:36:15address please Gina Hester three zero five two zero Tyndall Road Leslie Chatham before I start I just want to address that the Flyers across the street the IRC Flyers they don't fly over my property and that's really my big issue is that flying over there not flying over my property the guys on the street that I have the you know for wheeling or whatever they're not flying over my property that I'm talking about my property and when I talk about my property who owns my property is is whoever owns a soil is their up own step from the heavens down to hell in between there now what happened with air flight we have what they call navigatable airspace in which the public has the right to transmit without effect a landowners property has been set at the height of 500 an urban or suburban area and 360 feet above the surface of tall structure in rural area if a navigatable space is the property owners and anything below that is trespassing air rights are the property interests of the space above the Earth's surface generally speaking owners or renters land or a business including the rights and use and develop the space above the land without interference by others now the FAA like he said the 103 is is more for hazardous operations and the county needs to get involved with the drone ordinance we just where nobody is on it to a manned aircraft and that's where there's been a gray area with the FAA because where the county has to step in and that's what the FAA had been talking to Amy about - so the the hazardous operation is here ed part of it and I'm gonna read the other part of this section prohibits an ultra-light operator from engaging in activities which jeopardizes the safety in persons or property on the ground or in the air persons who stand to suffer damage or injury to the property which denigrates from the responsible use and enjoyment of it which meets this test the conditional use approval be they shall fly a minimum of 400 feet over the property except to take off for landings and necessary circling I have held a County boarding license since 2002 I have been boarding since 2003 and the man the men when they're landing are landing up to ten feet over my property and whether you see the horses in the shot or not I did have a video at the planning meeting where they were right over their heads and they did scare my horses this shot that he had was probably maybe a little bit higher maybe they are getting used to it - but they had been taking off and coming in at all different directions of my property not just what he's stating here if they stated just what their staying here I don't have that a problem if it's wonder one place one direction and one piece of my property but they were flying into the front pastures the side pastures everywhere and so that takes away my quite use of in enjoyment of my property you know it says quite used to fends on the right to enjoy the use of presents particularly the residents of the piece
2:39:33and without interference you know I it's my property that I want to ride my horses on and those things are loud they are considered the size of a large lawnmower and they're flying over my house and I can't ride my horse nobody else can ride their horse because it scares them and that's kind of the point I'm trying to and then my other point is that in the rep in the required standard number used to that the proposal use will will not affect my the deterioration and quality of life or property value in the immediate neighborhood I feel it will I feel that if if I know that there's I know that having an airfield next to my house is going to greatly affect my land and resale value well the only way we could do that is have an appraisal and say before and after what my appraisal but if I went to sell my property today I don't believe it's at the same value it was two years ago with them flying off and using my property as a landing strip that's what I feel okay Barbara Wilhite so we what we tried to do is write conditions that were very specific you've heard me say this before and what we we did add exhibits and Amy miss Tyler gave you the exhibits that do show with those patterns of a takeoff pattern they turn before their house or house so we've tried to add those things to provide clarity the only condition that I've really struggled with is we added a condition here that talks about can only occur one day on the weekend because this is precedent that really worries me that for all those people out there doing it that now somebody may complain and they may have to go through this process that we have limited this recreational use this hobby to say you can only do or Sunday so I'll see what the board feels about that we put it in there you know but I worry about that because your time mother you know this is their recreation this is their hobby this is the right activity so but whatever the balances the board feels is correct but in actuality baroque pardon me they actually have six out of seven days a week to do this activity yeah okay other than that I'm available to have any questions and questions for my workmen I did have a question okay and I have a question about what she read about the ownership of these I don't necessarily agree with what you know of what she read or where she got that from so trespassing and those concepts are difficult areas of law and if there's some private remedy I'm sure that can be pursued but the FFA rule is is 500 in an urban area we've agreed to a condition that says 400 except for their landing and taking off so we have conditioned to be more stringent than the FAA regulation in this condition and the direction we see them taking off and landing that we were solved is what you're going to buy it back yes that is correct but also to add to that as depicted in the videos and the take off you're talking about a 20 second window that we have a concept of launch my theory is get up and get out we when we flow out of this we want we
