The board approved a $4,681,750 settlement with Pepper Contracting Services tied to the Ridge Road Widening project, and authorized a $280,000 economic incentive for Parker Hannifin to add 56 jobs at its Pasco County facility. Angelo Aggregate's Enterprise Road landfill received approval to raise its maximum fill elevation to 300 feet after the applicant scaled back a request for 320 feet following community concerns. Four rezoning applications were approved on consent, including Cobblestone MPD for 600 units and Oakstead MPD expanding from 1,200 to 1,300 units, and the board voted to transmit the 6,951-acre Project Arthur corporate business park comprehensive plan amendment to state reviewing agencies.

[Music] good morning everyone I would like to call to order the Pasco County Board of County Commissioners meeting of December 11th 2018 I'd like to run everyone to please silence all electronic devices at this time at this time I would like to ask you all to stand for the invitation and the Pledge of Allegiance Oh merciful creator your hand is open wide to satisfy the needs of every living creature make us thankful for your living Providence and grant that we remembering the account that we must one day give may be faithful stewards of your good gifts amen madam clerk please call the roll district to Commissioner Moore district three commissioners Starkie district 4 Commissioner wells here district 5 Commissioner Mariano yeah district 1 chairman Oakland here you have a quorum thank you at this time I'd like to call with Lucas River electric cooperate come forward good morning joe marina with poochy electric district manager West Pasco Rickey Guti district manager 1 Pasco Center east side of Pasco good morning chairman oakley commissioners as you know with kuchi is proud to be part of Pasco County we're headquartered here and we are a Main Street company member owned and not-for-profit and giving back to our communities and our coop families our top priority to us just a couple of programs that we provide scholarship program we have given 1864 scholarships to dependents of coop children valued at over 12 million dollars this coming year we're going to award 110 scholarships at 11,000 each for potential value of 1.2 million we also have helped 605 families since our program's inception 1994 of what we call operation roundup we help people who experience catastrophic event and we have awarded over 2 million dollars in assistance to those families well as we know last year we had we all dealt with a major hurricanes this year we were very fortunate however we did assist our neighbors to the north of North Florida and sent 40 crews up there to assist them we appreciate our excellent working relationship with Pasco County and we're here to present capital credit refund this year mr. 6:01comment will be given three minutes to speak after stating their name and their address the clerk the timer will start and countdown for after two minutes one beat will sell the light will change from green to yellow and after that minutes of one minute remains after the time is two beeps was sounded the light will change from yellow to red indicating the three minutes are are closed to your comments for closing your comments the following people have signed up following him will be ken Griffith and then Joe custody Dan Callahan 7108 Daggett Terrace New Port Richey congratulations to our new - re-elected County Commissioners it was the fairest election that money could buy now just weeks after that election of solidly pro-development anti sarah nova county commissioners you are united in announcing 24 million square feet of businesses offices in industrial space that will lead up 7,000 acres of puting the Sun Coast Highway that it could include another 11,000 495 houses what a victory for builders like Bexley and Lenoir as they consume our land consume our water resources and add to our need for more schools libraries government buildings and fire departments without the builders paying their fair share of those costs - Pasco citizens but hey it's business and its power and it's all about now not the future movie once again we'll have to deal with the lack of construction jobs and we'd filled empty developments and buildings remember all that hype about desperately needed hurricane evacuation routes no longer needed now that the elections are over just like the fears spread by the Trump stir that caravans of bad dudes were invading our southern border remember that lie and how that threat brought five thousand military truth to our border and it just vanished after the election it's the same playbook keep us frightened while the rich get richer and according to the Tampa Bay Times what is the key to all this happening surprise it's the Ridge Road extension no longer the needed hurricane evacuation route but quote the key to successfully developing this Business Park unquote how dare they call it a park that's what the Sara Nova wilderness track and the Starkey wilderness preserve our parks with trees and hiking paths and bike paths and horse trails and wildlife and wild plants they are not shortcuts for Business Park to be 25 minutes from the Tampa Airport well with Pasco citizens do you see the blatant lie we're being sold they don't want to save our lives they want to continue to line their deep pockets they don't want to save this era Nova or the start to preserve they want to nibble it to death until people throw up their hands and slash our wild places to death by a thousand cuts I'll tell you why this is going to fail you have failed for over two decades to properly and legally justify this destructive Ridge Road extension you have failed to justify false claims correct blatant mistakes in your filings and to update environmental impact studies and other documentation
9:37if you ever get the longest delayed permit to destroy the serra Nova the federal judge with the help of our attorneys will ensure that it takes another five to ten years before you cut down the first or turn over the first shovel of soil give up on the rich rose extension it ain't going to happen thank you for calmness next speaker is Ken Griffin and then Joe Pass a nice and I saw a couple other people want to speak you're welcome this week afterward good morning ladies and gentlemen my name is Ken Griffin I live at one one nine three two duck Lake Canal Road date City I'm there to discuss the increase in the landfill height there off the east basket landfill angelos aggregate mr. chairman yes if I may that's a public hearing for this afternoon oh okay if you want to speak to that you may want to speak at that time it's P 11 it's the last item on public hearing this afternoon I got you sorry mr. may want to do that rather than speaking now okay okay all right thank you Joe Pass Inez and anyone else who wants to speak if you want to line up behind him that would be great thank you good morning good morning my name is Joseph pass Andy sink I reside at 2837 plantain Drive in holiday I am a member of the citizens Academy which I'm sure you know of that will graduate their current class later this morning right here the citizens Academy was well programmed to give citizens a better understanding of how Pasco County government and its independent agencies work program manager Johanna Rodriguez did a fantastic job in coordinating the ten sessions of the program to better understand Pasco administration internal services public services public infrastructure emergency operations and as well as the tax collector property appraiser elections office sheriff's office in the school district I have a special affection for local government having completed my 30-year career as a planning engineer for the st. Louis County government's Transportation Department during my participation in the Academy of sessions I learned that Pasco County government is expecting significant eastward expansion of both residential and commercial developments this will put a great strain on existing infrastructure like fire houses and wastewater treatment plants I learned that currently a normal firehouse will cost about 4 million dollars and a wastewater treatment plant will cost 30 million dollars I also learned that there are impact fees to developers for each new house and each new commercial building to cover the costs for this infrastructure however I understand that these impact fees were established more than 10 years ago although I have not talked to anyone at the County Administrative Office I suggest that the current impact fees be re-evaluated and light of current cost for infrastructure equipment costs and even personnel costs my hope is that developers pay their fair share and the
13:44eastward residential and commercial expansion within Pasco County thank you thank you for coming us good state your name and address for the record please thank you Dale Matt said eight two two one a word laying poor weegee and Richard Blum for 72 night of titling Port Richey okay I want to thank the Commission and especially Jack for all that you've done for us in the president helps we're gonna do in the past particularly this is a red-letter day for me 18 years of work and I believe we will be announcing that the dredge is complete all the interactions with the Army Corps are done and we're going to begin writing writing up the bids and putting them out as you guys all know the Obama bridge money what are the pp restore the beat was door aquagenic money that we've completed our side we'll start with that three three canals would be done and it's finally happened I thought I'd be like the guy in Hudson at 80 years old when I finally got it done also we want to support Jack's project of increasing the boat fees and using that money for dredging all along the coast I think you make Pasco County actually really come up to super standards Orange Grove Avenue has long been a problem for us candlelight court I don't know how they stayed there but if you take that that route in which is a county road and out mr. biles has made a deal to pave that we're paying the one thank you for that in the future I just hope you guys keep moving it along and our representatives are been great and as opposed to the past I think you said everything there is to say now wanted to speak to the dredging and how much it increases the values of Port Richey they've already gone up probably 25% so you get some tax money and Richards not coming forth with the he's brought in residential home well yeah we do appreciate about what the Commission's done for the city and we feel that anything that you could continue to do in terms of a revenue generation and by increasing the boating fees and using that those funds for dredging excuse me would be a huge benefit to the city and to the county because frankly this is the access to the Gulf and it's important to the city as well as the county and the residents of both the only thing I would like to just that is that it that's it all right thank you three comments appreciate all your help all right thanks please state your name and address my name is clay Colson 43:18 Georgia live in beautiful downtown Land O'Lakes I'm here to talk to you about preserves you know preserved is something that it means that we're going to keep it for future generations we created the Starkey wellness preserve we added to the Starkey was preserved with the Sara Nova track the ankylo river track the river extract all to be preserved we preserve things for future generations the whole idea is we created in the center Pasco County 18,000 contiguous acres of native natural Florida of the flora and
18:14fauna to preserve for future generations who are not yet here our children our offspring preserves don't work if you cannot properly manage them management is required to do that and the best way to manage preserves and maintain habitat is through fire controlled burns which Katherine Starkey was here because her family is stated such in their heart would preserve website if you go there where they have their heart would preserve their new burial grounds they talk about the need for controlled burn and the way to manage land and that it cannot be duplicated by any mechanical processes this is the same thing that happens with the Starkey willness preserve and you all want to put a road through it the ridge road extension the ridge road extension is not needed as a hurricane evacuation world is herma has clearly proven to us and we had a mandatory evacuation it will not serve that purpose because it's a road to nowhere I offer you an alternative what you all want is your new government complex in Connerton and Connerton has not been successful Tara Brooke was defaulting on its bonds and ended up having to sell it to someone else and when they left town they said the reason it didn't work was they didn't have their lifeline and they weren't talking about the ridge road extension they were just talking about a hook up to the Suncoast Parkway so abandoned the Ridge Road extension and asked for a permit to extend Connaughton Boulevard West to the Suncoast Parkway then all the development that mr. Callahan just spoke about will get the roadway they need the developers and Bexley will get everything they need and we can continue to the Sun the Sara Nova and the Starkey wilderness preserve I do note that in your future transportation needs you have asked for an additional 18 to 23 lanes of east-west roadways since the county's only 18 men 18 miles wide this part and it's nine miles from 52 to 54 that means that Ridge roads extension will be only the first to bisect the Starkey wilderness preserve we can't have such things thank you for your time now I have a time circle for presentation by the commission of human trafficking please state your name good morning my name is Liana Dean I'm chair of the Pasco County Commission on human trafficking address address is fine is that Galen Austin Boulevard I should know this off the top of my head eight six two zero Galen Wilson Boulevard for Butchie and we have a presentation there it is and hopefully I can get the clicker to work I just wanted to start by saying thank you so much for giving us this time today we greatly appreciate it and I just wanted to thank all of you for your continued support of the Pasco County Commission on human trafficking because without that we would not be able to do the work that we've been able to do in Commissioner Oakley in particular thank you for all of your help with funding requests and resolutions and things of that sort it's made a huge difference in the work that we've been able to do
21:48whoops all right so today we just wanted to give you an overview of the work that we've done particularly during this last fiscal year just wanted to highlight some of the important projects that we've been able to complete an outline for you all how we've been able to spend the finances that you have allocated to us and before I get into that I just cannot emphasize enough the support that we've received from the county staff Kim price and her staff Danielle and davia have been outstanding without them the work that we're going to talk to you about today would not have been possible also we received support from the county attorney's office as well with some of our contracts and we've greatly appreciated that and I know mr. biles is considering some initiatives with us as well so everything you're about to hear about is a result of the work and the collaboration with all of those entities so as you guys know as outlined in the resolution our mission and purpose is to prevent human trafficking in Pasco County and to do that through education awareness and advocacy initiatives so everything that the Commission does and all of the projects that we're going to talk to you about today fall within those three categories our goal is to avoid having anyone who feels that they are being compelled to work or engage in a commercial sex act against their will which as you know we talked about - previously is happening here in Pasco County so our commission members we still have 11 members is outlined in the resolution the key sectors that we've identified obviously remain the same law enforcement the school district healthcare hospitality businesses bill Cronin's here he serves on the Commission with us as well and as you can see we have members at-large Stephanie represents the u.s. institutions human trafficking Kelly sin we have Child Welfare represented there's been some change over the last few years with regards to the members just people moving on and doing other things but we have maintained the integrity of those key sectors so accomplishments I just want to draw your attention to the awareness that we've been able to generate around human trafficking just this last year alone last January we hosted a press conference I was an absolute nervous wreck about that blasted thing but nine different media outlets showed up and covered it so we had at the press conference congressman Billy Rocca sheriff NACO Commissioner Oakley was kind enough to kick us off that day and get things started we also had representatives from Senator and Olsen's office and representative Danny Burgess was there so that press conference was designed to illustrate all of the initiatives at the local state and federal level that were occurring and originating out of Pasco County and I do want to mention that one of the results of that was that congressman Billy raucous reached out to the Commission we were actually talked about at a federal level I guess it was hearing on
24:26sex trafficking where he talked about the Pasco County Board of County Commissioners and the Pasco Commission at that hearing I'm as you can see we've given out quite a bit of literature Michaela who was here with the priceless youth movement was interviewed by Gayle Guyardo we were on bay news 9 we also worked with the Tampa Bay Times so we've gotten a lot of information out to the community that way we've also continued to participate in task force's so we are aligned with a task force out of Orlando and we are aligned with the task force I was Tampa Bay Area we are also working with the Department of Homeland Security and DCF to help them launch to additional task forces around human trafficking our social media presence continues to grow we're very excited about that something we've really worked very hard to develop and thank you again to the county for the development of the County webpage that you all have worked with us on we now have a brochure not only in English and in Spanish and that is also linked to our County website giving our citizens additional information on the topic of human trafficking so I'm particularly excited to talk to you about this education initiative I just want you guys to be aware that Pasco County now has human trafficking education in our schools so we are one of the few counties in the state of Florida we're not the only one but we are one of the very few that has been able to accomplish this so we have human trafficking curricula at the sixth grade level and the ninth grade level so 10,000 students this year are going to be exposed to this curricula which is absolutely phenomenal we're very very excited about that one thing that does the company that is the data collection so we hope at the end of the year to be able to get information from the students about not only what they learned but about behavior change and their intent to report this we hope to use that data moving forward to guide additional initiatives we also trained all of the support staff at the schools from administrators social workers guidance counselors as school resource officers so that if students do come forward that support is around them and we're able to get them the help that they need as you can see we've also done extensive training both statewide and here a little I'm gonna turn things over briefly to Makayla Hildebrand she's with the priceless youth movement is to talk to you about the initiative that those students put together hi so the priceless youth movement is basically based off of the idea that everybody is priceless and the idea that in order to stop human trafficking one of the best ways I believe we can do that is to tell people and spread the idea that they are priceless and they don't deserve to be treated this way so I started a club of my high school last year I'm in my first year colleges here called the priceless youth movement with about 20 other high school students and we helped develop work with the
27:06Commission to do a bunch of initiatives like fundraisers and we were helped out late at the night and I think one of the biggest things that we did was making these posters that are going to be in every high school and middle school and Pasco County - and they were reviewed by kids at risk to create the best poster that we felt would draw their attention so they could they would be more likely to report if they saw anything so we have it in English and Spanish and yeah and I hope that we'll get to continue this in other high schools and I'm hopefully misser at usf this year those posters are in every middle in high school in Pasco County so kids who aren't receiving the curricula in sixth and ninth grade will still receive some type of education about human trafficking and then the last area is just our the work that we've done for advocating for survivors as you guys know the ordinance that you helped us to pass we did make revisions to that to expand the language it originally was having signage posted just in female restrooms that was expanded to include all restrooms that gave law enforcement greater access to those sexually oriented businesses so that they could get farther into those establishments to determine what was going on and I know that they've had quite a bit of success with that so thank you again for your hope with that ordinance I wanted to share with you that that ordinance has actually been sent around the country we've actually sent it to Oklahoma it went to Chicago Illinois and it's also been sent down to South Florida so there's been quite a bit of interest around that I mean just to give you a heads up we're going to be coming back to you shortly to talk to you about another ordinance that we'd like to work on and we've also started to receive donations people we've been elevated in the community point where people trust us so they've been starting to share donations with us which were really really excited about and so how do we use your money that you gave us we kind of just did a really quick breakdown so you could see how the money was spent obviously supporting organizations was absolutely key to arrive to see efforts the Spanish PSA getting that education out there to the spanish-speaking population that just so you're aware is going to the TV campaign alone is going to hit over six hundred thousand people and the digital campaign is gonna hit over two hundred thousand the PSA should already be airing there's an interview segment that accompanies that that will be in January around national human trafficking Awareness Month so you can see the breakdown with education initiatives and awareness initiatives as well so right now we're continuing to work on the PSA just making sure that all of that is launched and ready to go we are hosting an event in January at phsc we are going to be showing a short film on how youth are recruited into human trafficking superintendent browning has been kind enough to agree to sit on that panel to talk about the work that the district is doing to
29:55educate our youth we have law enforcement that will be a part of that so again another opportunity to educate the community really focusing on prevention and talking to young people about how they can be recruited and groomed into sex trafficking in particular and as Michaela was just saying we're going to continue to build the priceless youth movement we've had a lot of energy around that and working with our youth and that's an area that we hope to grow and as you can see we're just going to continue to do the presentation that we've been giving and expanding our partnerships and hopefully other areas of country will continue to reach out to us and I'm going to turn things over to Stephanie um to give you a quick update on the u.s. Institute's Human Trafficking initiatives the trafficking free zone and I just wanted as chair again to thank you so much for the opportunity to speak to you all right thanks Liana she's a pretty incredible chair to have on our Commission and a great leader to have on the Pasco County Commission on human trafficking I've been up in front of you before it was a couple weeks ago that Pasco County issued a public formal proclamation supporting the trafficking free zone program but for anybody in this room who isn't aware Pasco County Board of County Commissioners and the Commission on human trafficking has been with us since day one it was a little over a year ago that the u.s. Institute leadership came to a commission meeting of which I'm a member and pitched the idea of piloting trafficking free zone in Pasco County and trafficking free zone is kind of what it sounds like it's a program focused on reducing the demand so sex buyers for sex trafficked victims within a given community over a year to two year period and so it was really born here out of Pasco County and the in the interest and support that we've received from all of you and from the community is incredible but none more so than the Pasco County Commission on human trafficking we basically hold hands and work on a lot of projects together and we couldn't do it without yell support so I just wanted to give you a brief update on what we've been able to accomplish since launching just last year here in Pasco County last year we did some baseline research and just for a two-month period counted the number of ads online on specifically on two websites that are known for selling sexual services and so there are hundreds of websites at any given time selling these services and there are a lot of different ways I mean they're national global websites so we picked two and we filtered them down to the most narrow search criteria possible one we could filter down specifically to Pasco County and when we could filter down to Tampa and so over sixty days we just simply counted how many ads appeared on the sites and we counted over 32,000 ads and so that told us we've got an issue here in Pasco County we've got an issue nationwide and globally but we're gonna start here in
32:29Pasco County and look at how do we reduce the demand for the exploited victims and so over that time we've run some targeted ad campaigns and we have reached over 230,000 oh no excuse me we've made over 230,000 impressions online targeting likely online sex fires usually using a demographic tools so that you can really target them with up to 99% accuracy and from that we've had twenty six hundred click throughs to our website specifically on the get help I'm a purchaser page so twenty-six hundred times somebody has landed on a page that offers resources for porn addiction therapy sex addiction therapy John schools which is pretty awesome we have over 27 declared trafficking free zones including businesses from the community health care organizations schools things like that but also Florida congressional district one Florida Senate District 18 Pasco County Pinellas County city of Clearwater city of New Port Richey and city of Dave City have all declared trafficking free zones we have over 1,100 law enforcement members trained so that even if they're on the road and not specifically part of a human trafficking unit they can recognize report and take care of that so again thank you very much but if you want to close it out all right thanks thank you thank you for the great work you're doing have you set up a 501 C 3 we can take donations yet no not yet we just have not had the opportunity to do that we've talked about it but we haven't taken any steps in that direction okay I think I think is enough to get that done yeah fundraising is something that we do know that we need to undertake it's just been such an endeavor that we haven't had that opportunity and with all the work you get I think if we just get that word out there it should be easy enough to just get that set and then I think you'll see a lot of donations coming with a great job that you're doing absolutely that's it we had a thank you for all your leadership and all of your leadership in different parts of what's going only human trafficking I stood on its meetings and and y'all have done a great job getting another it it's just the awareness is really the the thing that you really key on and the fact of it is it's it's not only local it's regional in its national and it's going that way because of y'all good hard work that you'll put in it so we thank you as a board we thank you for all that you're doing for this county and and reaching out to all those all over the United States so it's great thing thank you thank you so much thank you thank you [Applause] next order of business is consent consent agenda have a pool sheet first item is c-45 withdraw c-44 withdraw c-37 withdraw c14 withdraw c 16 full and revise and c 21 withdraw so those items please approve the remainder of the consent agenda items a second hey I got a motion a second approve all those items all those in favor say aye opposed like

39:51you because it's been withdrawn but the administrator I believe has the authority to reject all bids if he wishes to you know this is it's in an odd posture at this point so it's not before us right now anyway so if you I mean how long would it take you to just modify this didn't put it back on the street and that's gonna take 90 days to put our feet back out on the street and you because we're rejecting all bids we're putting it back out on the street it has to go for whatever the budget amount is for it it has to stay out on the street for at least that amount of time so we have to go through the whole RFP process again probably at least 30 based on the amount I said what does it take 90 days to get it no well take 90 days to take it out get it out but it takes at least 30 days on the street come back it has to go through the evaluation process again so and then get it to a board meeting so the whole process could take up to 90 days for an RFP process could it be done quicker if you really really get this right on the street fast like tomorrow well we can't get it on the street - Marcus you have a notice of intent to award so you've already know we've already notified vendor that we approved the evaluation committee has said this is the vendor that we're going with so we would then have to reject that vendors notice let them know then put it back out on the street so it's a process all right so as this being that you're gonna it's not before us today anyways it's being withdrawn for whatever for the reasons could we then accept the bid if you chose to cover ourselves to give us enough time later on to go put it back out in the street again later on are you saying take it bring it back to the January meeting with the vendor the awarded vendor and we did the board could then say okay we're gonna get boydle on this bid for 90 days or 120 days and then go was it was it when the bid was public was put out was it put out for a nanny as an annual bid I think it isn't and I'm not sure exactly how many years the bid is for right now probably three years it probably is an annual multi-year I have to check so we're just gonna without digging into it I'm not sure how to answer the commissioners question the gentleman must says it's a two-year with the ability to renew for additional yeah so it's for at least two years unless cancelled in accordance with the bid documents which you would know that there than me the bid documents allow us to cancel it for okay about cancellation I would have to review them to let you know it's specifically what the bid documents say on cancellation maybe they can review it it's withdrawn anyway so it wouldn't okay you talk about a letter I'm reviewing I'll bring it back to yeah yeah I think we understand the commissioners concerns we'll look at it see what's the best way right and then we will bring you something or at least be able to talk to you a genie worried about round forward Stacey wasn't an exclusive that would be the other question no it was not an

51:06I'm very happy with it it was submitted to the entire board no one any objection to it so just now proved the way we submit the interlocal which I'm very happy about I've got some calls continually I think we probably all have it as far as the homeless population especially along 19 and a few meetings back I talked about after talking with the sheriff's office cleaning out the woods in putting the no trespass incidence out there the sheriff had mentioned if we had an 8 foot high barrier to go through I don't know how we're progressing with that ordinance that panhandling ordinance as far as where people can't give as well as the people of receiving and Jeff I'm not sure how long it's going to take but I will tell you there's a lot of demand out there I talked to a local talked to a couple local business owners that more than more than two even they're just camping in the back one of them's actually got fence built out of logs with a gate in it on private property so it's clearly sudden need to be addressed people are doing bad things in parking lots needles being found everywhere have to pick these things up it's got a very dangerous situation it's out there I'm hearing medically those issues that are out there our sympathizers growing so I think it's important we get these ordinances out there real fast so I'm just trying to get an updated first how people address those on that particular ordinance I think I would like to brief commissioners individually about the potential problems that you've got with it and see if there there might be another solution but the the exchange the road the way the way our ordinance is currently drafted it's defensible and it has withstood that I'm I'm concerned about if you if you are true if you're going to try and analyze the motorist as well not to mention the fact that how you're going to code it's not going to be able to do that so but I'd like to go through talk to you all individually and see see if there's something I'm missing well I tend it's just tension I bring respect for you the way you kind of go through and look for solutions and kind of like help us in the right path so I really appreciate that as far as the panhandlers as far as people giving I don't think it'd be a long term thing you'd be doing I think after a few times out there code was out there and there's key intersections of these a lot of them go to and I think if a couple of people saw that you know we can't be doing this it's not that it's not illegal then now not going to do it kind of like the human trafficking is their way to reduce demand I think is will be greater we do supply I mean literally we see people out there very well-dressed with backpacks excetera just out there collecting money it's not like they've just come out of the woods either they could be doing it elsewhere some of some of the residents that they actually signed up our residents of our areas around so I think it's something that's just been a it's an easy way to get money and we just need to stop that supply the rental registry I think is
54:13something we can look at with what new permits you did is something that's probably quicker and easier be a simple cut and paste type thing that what we say one to do just cut and paste I won't look okay close look at it but I know we had done some work as far as cleaning out the woods like the sheriff I had a great idea make sure it's eight foot high so when those deputies are going out there that it is see that they can see what's in there because they need to be safe going there as well so again what I'm going to see almost people putting the shades on along u.s. 19 they're getting real comfortable where they're at and it's something that our business people up and down the area you know their customers want to see it addressed so I think we do need to step up our game to bring it forward whether it be a workshop whatever it may be but you know a long day I'll make a comment as far as Ridge Road goes you know we had the Suncoast Parkway coming up I think a lot of our success in Pasco grown is because that road was there Ridge Road was a road that was planned going all the way across and Suncoast Parkway the Turnpike Authority had their entrances the entrance and exits set up on that way to go all the way through and I think we all witness a little bit of traffic this morning having just two ways getting across this county is not going to be the answer for a long time so I think the board has made good moves keep on pushing I think and get the right people pushing it and have an I County Administrator on top of it every step of the way I think we're going to see a good result in there and I think it's a very important road for the county right on through yes sir thank you Jeff if I could real quick okay what some of the commissioners said you know one thing we've got to look at it and I agree with you with the foot and with the properties but we've got to really look at the cost of what it's going to cost us for our property for all the properties we own to make sure we adhere to that and I don't know what the expenses gonna be personally but I absolutely agree with you like those folks that you know Human Services and the Sheriff's Office is able to help on 419 nothing good is going on in the woods I mean so but we've got to make sure we do it correctly which I know you agree and make sure we're not we include everybody when we're doing it to work with those folks and give them the services and so forth and so but I ever we've got to look at that Eric I know we've already discussed it but and so I like that we want to hurry it along but we really gotta look at what do it right the first time but I absolutely agree with you that's an issue or it's a concern there it's an opportunity let's say all over the county not just us by himself I think if I could mr. chairman to another things already a letter that I have here soon to serve as an officer is that yeah of concern yes thank you against as the
56:51Gulf consortium I like to put my name in the Hat again to be on the executive board members so they wanted a professor for the board as well so right that mission to approve myself as a nominee is is that that someone need a boat oh yes it would be authorized the Chairman descent then our letter to the Gulf consortium and for commissioner Mariana to serve as an executive council member so I made a motion so I'll make that motion a second add motion a second all those in favor say aye I think I'm fast thank you step to other Minister I know empty away the Jasmine Lake palm terrorists and Zephyr shows get accepted by the state since the local agreement I know staffs going to be working with the board but I think it's gonna be something I'll just say that I know a lot of people want to see this happen every step of the way so hopefully we'll have a session maybe upcoming one of the upcoming meetings and as far as the we had a restoring meeting scheduled I didn't like I didn't have we had enough data to come to have a meeting so Tamra should all decided that we just delayed that meeting so that meeting will be coming back again again dredging is a very important component to that so we're going to keep on looking at the things especially with the Hudson channel Gulf harbors first phase coming forward okay thank you thank you mr. miles yes sir if you don't mind I'd like a Kathy to give you Kevin update of what we've been working on this homeless issue over the last couple of weeks cuz we have there has been some work done with some other agencies so okay yeah Kathy Pierson assistant county administrator so yes we a couple of weeks ago last week week before we met with the members of the Colonial Heights area we had the Sheriff's Department there we had our Human Services team we had our homeless coalition we did tour some of the county properties and yes there are camps in there so we are going to be spoke with Mike Abela he's done beats and stormwater property he is going to be cleaning that Keith is looking at the other properties because there are healing properties to see what we can do on that it is a major problem and we are working diligently to come up with a plan to address this human services is partnering with the Sheriff's Department they are making an offer to a case manager to partner we'll have a case manager inside the Sheriff's Department to help hopefully seven days a week to try to help some of the areas that they're identifying and the big thing that's going to happen on January 22nd is the Homeless Coalition unfortunately we have a board meeting that day but they are going to do their their account and so there's going to be three shifts of counts early in the morning from 6:00 to 10:00 there's going to be another shift in the afternoon then again at nighttime so they are going to capture a lot of the count and we're really curious to see what that counts going to be because the more we are precise on that count the more
59:55monies we can draw in from HUD and those kinds of things to help with the problems that were having just wanted to give you a little bit of update that we are working on it this group is working hard we met yesterday also to come up with a little bit more definitive plan that hopefully was going to be coming back to the board here very soon mr. McKee yes Cathy what type of information happens on that point in time important point in time count so in the past it's totally different this year they partnered with Saint Leo College and they're gonna be actually what they're finding out is what the chronic homeless is what our homeless counts are who's living in the woods who needs resources and they can capture a lot of that last year or two years ago we haven't done one in two years and I think it was like 2500 homeless folks that they identified I'm not sure whether it's going to be this year I mean I think that information is probably real key for us to find out who's actually out there who's homeless and whether so absolutely we're working with our GIS they're working with the sheriff's they're identifying the hotspots where they're going to go and actually count yeah we're on and I think you could probably talk to our fire fire EMS first responders that you probably give you some good ideas as well absolutely when when you ask the question you find out where they're from I don't have to show those of where what they do is where they're from I'm not sure but it's a training class coming up st. Leo's gonna be putting that on with the Homeless Coalition so I'm not exactly sure what kind that there's gonna be a sheets and all of that that will be presented I think it's gonna be very well done this year so I don't know the exact questions on them sorry I can't answer that and I'm gonna turn to help so I mean a few I'm answers I volunteered to 6:00 in the morning I'm gonna be there at 6:00 in the morning I want to see how it's done because I know last time I push Mario we can get you the registration to sign up if you'd like to know I'd like to do it my way we'll get that information to you I just as a reminder US company that we have a board meeting that day school have to do it the shift around around the board meeting okay thank you anything else about no I saw I just wanted to Kathy kind of taking on what we had going on that issue since both commissioners that talked about it okay thank you for everything you and your team are doing Kathy very much thank you I don't care for Kim and what everybody you have an unbelievable team so thank you they do a good job absolutely mr. pfaster I don't have anything right now we do have a deviation assessment meeting when you conclude this okay I do have some information on some improvements that were made in the lobby at the West Pasco Judicial Center so I have some photos to show you it's really amazing facilities has been great we have tried you know we have art from the schools we tried to make the lobbies a little bit more
1:02:43exciting and really more elegant for our customers so we have some before and after pictures so if you could just start with the first one so here is how it was before and that green area was the law library and had walls on both sides those walls have been removed so if you go to the next slide you can see now it's a path through there so it's really nice before to get to some of the counters you had to walk all the way around the building interior but it was a dark hallways and kind of people are a little nervous when they come to the courthouse so it's nice it's a lot more open now next slide will show you a before you see that wall where it says law library that wall has been removed the next picture demonstrates that you can see now you can see all the way through to the back of the building the next slide shows another before and then an after you can see a huge difference looks lighter inside it's more colorful we were able to get some paint facilities it's been great here's another picture before you can see how crowded it was and I'm sorry every time we have a jazz band during the art reception maybe you could come this year and here's an audience we were cramped in fact this past year we had to go into the jury room the next picture shows another picture of it opened up it's so beautiful we've gotten a lot of compliments from the customers in the back I think the next one is the back here's an aerial before and then now here it is you can see how inviting it is and the next one is the back wall that was there the end of the library the next one shows a picture from the back area to the front next picture is more of the back area where they haven't gone through a narrow hall they're actually able to go through the call center was changed this was the call center it was moved to the government center now the next slide shows that it's the legal Resource Center the next slide shows a little bit inside we have electronic access to every legal every legal Westlaw and all of those statutes and all everything that's available this is the interior where the law library was now there are private meeting areas where attorneys can sit down with their customers or if people want to discuss something that they just found out they can sit in there and a little bit of privacy next slide shows our lobby computers are still available to the public and this is a children's play area we have two of these you can see that is the stairway where the band was before here's another one I can just tell you I would show you an after I mean a before picture of the children's play area but it was a staircase so now we no longer hear these kids falling down the stairs as they're like the parents say we stop just stay here it's a little hard for them because some of the parents are filling out paperwork it's complicated so here we can keep them a little bit the jury assembly area also had some changes the next slide shows up before you see those beautiful chairs you see

1:38:15people and I could if I had those thoughts I have I would bring back to this board as a whole to include in those discussions some of those could be possibly you know overly dictor's districts that include multifamily I also would like to see us have additional discussions on pulling things like condominiums townhomes out of MF zoning I think it causes too much confusion confusions for the public and causes confusion just amongst the development community in addition to ourselves at times to I think there's some agreement there right I mean mr. chairman yes condominium is a form of ownership it's not something that you regulate by land use so MF including townhomes includes those those are not it does condominiums is not as a form of ownership is not what you regulate you regulate i structures similar to the structures but it still falls in our multifamily so to tell those and it will always thought it will always fall under multifamily yes that's that that's this that's the form of the structure again that I would respectfully disagree that we can pull those from multi-family David sorry [Laughter] David gold side chief assistant Kennedy we do you have a separate mobility he read for condominiums but I think that's a different note oh I'm talking about the zoning I'm not talking about for mobility fees never hope so right the tip I agree with the county attorney I'm not sure of any basis to distinguish between condominiums and apartments from a zoning perspective I thought we said we could count on this is that townhomes may because townhomes are a different type of structure than an apartment or a condo okay cuz we have to look at that you're saying only kind of means you're not talking about Tahoe's then all I'm saying is if you've got a tower and it's got and it's multifamily it doesn't matter whether it's apartments or whether it it doesn't you can't regulate on the form of ownership you can only route regulate on what the structure is so if you want to create a different category for single-family attached multifamily low-rise attached ie townhomes are villas and want to put it in different different multifamily zoning categories you can do that but that but you need to get a we need to get away from the from the form of ownership versus the land use that you're that you're regulating so you know for example the things we're doing some of things we've done probably continue to do is there's Dean restrictions that only allow possibly townhomes on that property for that zone a great to you but what we need to get away from that we need to we need to separate you could create a different zoning district just as the county train said four low-rise multifamily for example a one or two-story townhome could be a different zoning district than in Astoria learning in this but so let's have that let's continue have that stuff okay okay let's do that we

1:52:20and there's acres by acres surrounding character the area is predominantly commercial residential and industrial uses with the Starkey Wilderness Park adjacent on the west side of the Suncoast there are supporting plans and studies for this text amendment and sub very policies project arthur exemplifies the county's goals in the Central Market area by creating a thriving interconnected community where residents can live work and play and back in 2008 there was a Uli report specifically calling for this particular location for 52 and the Suncoast and major intersections to promote higher density compact development reserve open space the enhancement of ecological areas and a strong mix of uses what's I think need about this as well as if the CX line actually will strengthen the opportunity get that to be a commuter line as well what is being proposed the existing future land use already allows 11,000 for 295 residential units there is no change in any residential product here and 10 million three hundred six thousand three and eighteen square feet of non-residential plain uses what is being actually proposed that was a corporate Business Park of twenty four million square feet but the actual net increase is 19 million square feet and it's employment generating land use what's neat about this is at the existing allowable future land use of housing will support the corporate Business Park and that's reducing the need to commute to the Tampa Bay region and keeping the jobs in Pasco we modeled the policies after connected city so the village I'm just is just a sample of policies I've just pulled a few though you have any or all the policies basically in your packet but again to encourage public private partnerships promote a new primary target is she's promote diversified economy promote our joint efforts with other agencies in terms of alternative financing local develop initiatives and targeted opportunities so technology policies promote advanced technologies such as gigabit technology the land use and limitation we're doing that in connect to see right now we want to implement that as well here encourage alternate alternative transportation nodes for multiple travel options I but you love that because now you've got a choice basically you can basically walk the jobs you can walk to your schools you can take golf carts you can take what's on what's the Eagles a host mule well what we've tried to do in connect you see we're never implemented here assess emergent transportation trends relying on advanced technologies Wi-Fi in public gathering spaces that's all the cool bells and whistles we have are you starting that anyway and then there's sustainability policies basically incorporating designs for interconnected roads alternative vehicles trail sidewalk networks encouraging walkable block sizes flexi space incorporating location of public spaces encouraging that flexibility which is really important that's why plan development is really important for
1:54:58terms of feasibility the utility needs assessment there's adequate capacity let me quickly go a little bit about that pursuant to the Pasco County landed on code under the transportation needs assessment the portion of the planned development PD future land uses that generate jobs that's the office industrial or in the corporate business Park has to find mobility SP definitions and regulations is exempt from transportation analysis and the comprehensive plan needs assessment the non-exempt uses proposed in this PDC carbon to plan a minute all right hour at or below the maximum currently approved in the comprehensive plan so of us know transportation needs assessment is required to the complaint amendment purposes however the timing and phasing analysis is being performed incident to the companion and PUD process in terms of the police fire and schools assessment fire stations Sheriff's Office and the schools are under active negotiation with the corresponding M PUD application that's following not today but coming soon with respect to the comp plan the sub area policies have been included to encourage the colocation and the joint use of schools with public facilities such as parks that libraries here's the vision map changes because as part of that is to look at the vision map see that segment one in green let me see if I can get the light oh yeah segment one which is that green little tiny right there where my arrow is going right there that's going to change from a collector to an arterial road segment to its this is the yellow here that stretches from something like will avoid 252 that little piece there that's going to be located further west on 52 you can see it up for there right this we're gonna be look this road is being relocated here so it's lengthened from 52 and farther south on Sun Lake all over and segment three is going to remove now it doesn't mean they're not gonna be rosier they just will not be vision rose so we basically local roads and then segment three part so there will be connectivity it's just that necessary in that particular application so in terms of comp plan consistency the range of uses is consistent with the intent of plan development and on November 29th the LPA unanimously recommended approval for the amendments to the future land-use the subarray policies and the internal road network revisions just described in the highway vision map we come before you today to to hear public comment as well as authorized transmittal to the Department of Economic Opportunity and other reviewing agencies and in particular it's the large-scale comp plan amendment blue map the text amendment the phlume mm in sub-area map - point - nine and the amendment to the highway vision map thank you there any questions we had people can answer mr. chairman Clark hobby hobby and hobby PA 109 North brush Street Tampa Florida have been sworn happy to be here today as you all know this is a large project and Ernie tends to spend a lot of

2:01:03needs to be in the central part of the county if this is a probably the most exciting project I've seen come to us in my four years so it's good all right I have a motion in a second all those in favor say aye aye okay motion passed P 10 would you have proof Tampa Bay Times November 16th 2018 Erika Williams Planning and Development I want to begin by passing out ex parte forms I already submitted three to the Clark but I also made copies the ex parte forms don't need to come to the board unless the board wishes them but they but there are their own ex parte forms they need to be part of the record rather procedure but but you all don't almost something like a week should like every spring ex parte forms up to the diet for years I've never ever yeah this is a transmittal hearing for item P 10 it's a larger comprehensive plan amendment and the name of C pal 1809 Hackman from residential three dwelling units per gross acre to PD plan development on November 29th the local planning agency voting amorously to recommend approval to the Board of County Commissioners the subject site is located in a Central Market area on the north side of Wisteria loop approximately 500 feet west of land Boulevard this is an aerial view with a subject site you can see that there's Land O'Lakes High School to the north there's single-family dwellings immediately adjacent to the south the elderly nutrition is located immediately adjacent to the east and also the school district court is also located to the north here's that project overview and again the project's going from residential three dwelling units per gross acre to the planned development the current site is vacant and it has an accompanying and PD zoning mmm in the the applicant is proposing just an additional 17 dwelling units under the res 3 future land use approximately a hundred one hundred thirteen billing units are allowed however the applicant is proposing 130 with just an increase of 1712 units here's an exacting flu of residential three and the proposed fluid plan development the project site is sort of predominately surrounded by rest sorry and again there's under Lakes High School to the north single-family dwellings to the South the Pasco County agile nutrition immediately adjacent to the east and also wetlands to the west a PD is of providing for a mix of land use and densities with the project here's the sub area policy basically saying that only 130 dwelling units will be allowed transportation assessment was not required and right now we like to authorize transmittal to propose large-scale comprehensive plan amendment to the Department of Economic TV and other reviewing agencies and with that you have any questions applicant mr. chairman clerk havi again I know I have asked for a substantial amount of time a couple of days ago but we've been working with some of the neighbors on this project and I'm going to reserve the balance of my time after
2:05:16I finish and we have our whole team of experts here to answer any questions but what you have before you today is a very simple land use amendment from res 3 which would yield 113 units to PV to yield just 17 more units which really is needed to just get us out to slightly above the rest 3 number in actuality based on the wetlands on site and the way the density calcs are in the comp plan we have done a tremendous amount of work with the community out there to address their concerns concerning wisteria loop we're going to be bringing that to standard from our western property boundary 241 we're also going to be flattening out the entry up to and from 41 at wisteria building turn lane southbound on 41 and we've worked through other issues concerning preliminary drainage concerns that some of the neighbors had and and various other issues but suffice to say our transportation work shows that there's not a transportation issue on wisteria or at 41 and we don't believe we're gonna have any drainage issues that we can't overcome in the normal course of affairs when we engineer at the site and as I think everyone's generally aware from staffs report this whole area has been res 3 or res 6 since at least 2000 so we don't and it's never been part of a rural protected area or anything like that so we believe that this is consistent with the area and the suburbanization of the area if you will over time amputees that have been popping up along 41 over many years so we're happy to answer any questions I don't know we probably they're not going to have a whole lot of people from the public today and Planning Commission did recommend approval unanimously we're happy to answer any questions you have and we appreciate your support okay I have no one signed up for this Adam from the public because anyone here that has not signed that would like to speak at this time seeing no one we have any discussion roll second and a motion and a second all those in favor say aye motion passed next item P 11 would you approve Tampa Bay Times September 28 2018 sharp oh thank you sir will Pompey II with plan Development Department I'm here for item P 11 conditional use 18 - 4000 a graphic materials Enterprise north conditional use modification locations located on the northwest corner of enterprise road and on Tom Road I'm seeing a north to Doug Lake Canal Road Angelo a grits is requesting to my thighs conditional use to raise the high foam elevation 220 to 320 feet difference of 100 feet in elevation to remove the time limit for commercial activities and replace it with the maximum elevation and some of the existing zoning this an MPD and agricultural my Jason zoning is our agricultural and agricultural residential feature Lane use it's also add coastal to and plan development adjacent also agricultural to the south application is permitted only to use Enterprise Road the applicant has agreed a deed Pasco County 50 feet of right away for Duck Lake Canal grow with 30
2:08:59days approval and all previous conditions in effect with a few revisions to conditional one 6:17 and this month landscape plan as a result of a recent town hall meeting we had last week and the details of that would be presented by the applicant and their consultant here shortly I have submitted a revised resolution to the clerk and and this is the site plan as you see in your packet that remains it's the same and as I said the landscape plans and other conditions would be more detailed from the applicant and at this time so with the conditions we ought to agree to plan the development and the Plan Commission recommend approval with conditions any questions for staff questions for the applicant good afternoon Barbara will hide 25:23 permit place Newport to Florida three four six five five I'm here for the applicant the owner operator of the existing Enterprise recycling in solid waste facility my colleague Matt Armstrong from Stantec is going to work on this presentation to you with me he has for you and for the clerk he has a powerpoint on the same powerpoint that's that's here and on your screens he has additional conditions we've been working hard all the way throughout this process process including a town hall meeting that Commissioner Oakley put together last Wednesday he invited 86 neighbors it was well attended quite not that many but it was well attended and the other thing is after that meeting not only did we work on conditions of approval but we actually got specific comments on Stan's ex landscape burn plan and so Stanton went back and reworked the burn plan for example the neighbors wanted more native vegetation so Stanton was able to accommodate that so that's what Matt's handing out and we do need a motion to receive and file that oh well he's handing out let me get started kind of going over just his that his presentation is much more interesting than mine but mine's kind of has the facts this is an existing facility permitted in the year 2000 yes where you start you had asked for additional time as the chair approved that so I just want to make sure you don't get cut off it I'll try to move quickly I know okay but I want to try to get information out that I think might be useful it's an existing this is an existing facility permitted in 2003 by the county in 2000 in 2004 its it accepts class three materials class three materials our construction demolition and debris which you have other facilities that acceptable for example of coastal on your west side in addition to the rest of this list yard trash crosses tires the bestest cardboard carpet plastic glass plastic furniture no household waste which you'll also hear that sanitary waste and they're all inert materials none of them organic the need for landfill space what creates the need for this landfill space building new structures and remodeling existing structures in Pasco County actually has
2:13:12a contract itself to dispose at this facility Pascoe's population is expected to double so we're going to have more structures more remodeling the fun hundred foot increase from what is approved will double that capacity this landfill without increasing the footprint and creating new neighbor and new environmental impacts as I mentioned this facility was approved in 2000 that's a 115 acre facility expanded in 2004 as approved by the county to be a 493 we'll just call it 500 to make it easy when I present and in 2012 we did some special approvals for waste higher processing and shredding and concrete asphalt crushing on a portion of the overall facility this existing facility is is well sited it's located in the agricultural land use designation where nuisances are anticipated and residential uses are not primary per your comp plan for the direction your comp plan from 2006 which we've talked about before surrounded almost entirely by agricultural land uses it's near to active pretty intense chicken farm operations and associated spray fields it's adjacent to the county's closed sanitary landfill which continues to vent gases from the breakdown of household waste we can contrast that to this facility there's no organic materials accepted no class-one waste accepted at this facility as a class three and then any potential odour does not create an incompatibility with the AG zoning designation surrounding ages and designations you already have odor producers in that area this is from your comp plan I pulled this out to just show you that this facility is part of your solid waste system if you use this facility as part of your level of service standards to meet your level of service standards that's what this is saying from the comp plan and actually if you look at the bottom policy there it is a policy of this board through its comprehensive plan to increase the disposal capacity to make sure that you can maintain level of service over time your Kent County landfill capacity the county has a 14 acre cell and after it's full the county has no place for class 3 waste or CDD materials unless you convert class 1 which you reserve for household waste in the event that you ever had an issue with your with your resource recovery facility which your staff says it's not advisable to convert any class 1 space it should be reserved the county does not accept any commercial class 3 waste or sea D&D materials if it's C D and D and it's on the west side it goes to coastal landfill if its class 3 waste from anywhere it goes to this facility so other than in your 14 acres this is the only facility in Pasco County for class 3 materials this is from my conversations with John Power the county needs the increase in capacity proposed by angelos and the increase in capacity will benefit the county and its citizens what is being requested now you understand what are these materials what is your complaint say about your solid waste system what is the need what capacity do you have this is our request
2:16:34revised conditions six to replace a time limit with the maximum elevation your code already says that for the operations these types of facilities they want they need to be capacity based and not date restricted so that you don't have a date that limits the duration of one of these critical facilities without it reaching its capacity and increasing the maximum elevation from 220 to 320 I think it's navd I've been educated it's not ng VD anymore it's an abd mater Armstrong will explain what that is because that's not from ground level that's from sea level they'll double the capacity without increasing the footprint or in assessing the construction of another 500 acre facility somewhere else there is no change in the landfill boundary footprint materials day to day operations or the recycling operations so we've done our a lot of work on this went to Planning Commission twice and we met with neighbors and then we met collected with Commissioner Oakley to meet with neighbors again last Wednesday Stan Tex prepared a visual impact analysis what is 220 to 320 look like what is what is 220 look like Mac Armstrong will go through that with you they've also designed a substantial berm with trees and landscaping to mitigate Vigil impacts which will occur and the impact of 320 will be well into the future as a landfill this at that point for example just to kind of tell you how this was something is interesting to me the 20-foot portion of the berm which there's an eight-foot portion to requires 300 cubic yards of material approximately 6,500 truckloads so it's a substantial berm that will would be required to be permitted by both your county and by Swift mud that is a very busy condition that is the condition that goes with the berm and it's very busy for for a very specific reason which is one very clear what we have to do when we have to do it and what is happens if we don't do it there was condition in the 2004 approval that required a berm along Duck Lake Canal Road you might hear regarding that today that condition certainly wasn't as clear as this so we wrote this to be very clear about when we're going to do what we're going to do and so unlike other conditions that we see that just call for berm and buffers stanczyk has specific plans that are incorporated into your approval that say here's exactly what's going to be planted here's the trees that are gonna be planted here's the spacing of the trees and that's gonna be incorporated into your approval as Exhibit B of your resolution we have to submit our permits for the landscape buffer no later than February first commence construction 30 days after receipt of the permits will complete no later than December 31st 2020 after December 31st if it's not complete then no material can be removed or accepted until it is completed and then if it's completed then then the owner operator can remove materials
2:19:53accept them again we also added a maintenance provision in here that the landscaping has been maintaining the healthy condition of perpetuity and replaced within 30 days it does not demise or removal that's actually your code for other landscaping that's the same standard the residents made a very good point and I'm glad they did when we met with them that duck Lake Canal they asked that Duck Lake canal should not be used for construction so it'll have to be on site and then after I learned it was 65 minute trips I was happy that they had pointed that out to us so we concluded language Duck Lake canal shall not be used for construction or maintenance of these landscape berms the other thing we added here is a summary of activity so the county doesn't have to go out on site they can review every month they can see where we're at in permitting where we're at in construction and what we've done for maintenance each month with our monthly reporting that we already do another condition that we added pursuant to neighbor comments and and questions was the requirement to soil cover the working face of the landfill at the end of each working day FDA only requires that weekly and C and D C D and D facilities have no requirement to cover they can just keep their materials open until they open face until they close another conversation with neighbors that this conditions actually evolved over time was a concern regarding litter along Enterprise Road then when it was first written it was written on a weekly basis we would pick up any class three materials materials that would otherwise be disposed of we should be disposed of at the facility and we would pick up classroom materials on a weekly basis and dispose them at the facility the neighbor said hey can we make that all litter so we've changed the language after the neighborhood meeting to make it all litter and litter is defined by Florida Statutes it's a defined term so with that I have handed out you do have not only your powerpoint but the conditions of approval look like this these are how they're changed from your packet your what was online pursuant to the changes that we made as a result of the neighborhood meeting this was emailed to the neighbors that I had emails for so they have received that as well and I'm I turned over to Matt to tell you about his firm and his vigil impact analysis good afternoon commissioners Matt Armstrong most antics 777th South Harbor Island in Tampa I am happy to be back here today I'm just sorry it took a landfill to bring me up here it's been it's been interesting of all of all the things to come back up here and come back home to look at this this was a challenging task in as Barbara explained what our friend was asked to do is to say okay all things being equal this landfill it's there if we go from 220 feet to 320 feet what does that look like what's the visual impact from the surrounding areas model this put it into geographic information system and let's
2:23:03take a look at it so that's what we did we've got an existing footprint here and like Greg that's that's where they're authorized to operate right now the current operation is over here in the east the southeast corner that's the the old county landfill it's capped off and and it's got a fence along Otten Road here on the east side there's an existing eight-foot barn it was built when this operation started here it's got some oak trees on its Magno trees and it's not in the best shape in some spots and other spots it's pretty pretty solid we're gonna talk more about that as I go through this I think the key to this really is is about improving what was done before there was a lot of history on this and I won't get into all the history but there's a lot of history and a lot of things that were either agreed to in the past or promised in the past or otherwise not recorded very well in the old conditions and so as Barbara noted one of the big efforts in this whether folks agree with it or don't agree with the actual heights or things that are being requested is the fact that we're cleaning up a lot of things that and weren't very clear in the past our landscape architect's down here at the Tampa office tackled this they were actually pretty enthusiastic about saying okay well how do we how do we design and construct a room that that isn't ugly that actually fits into the landscape it isn't just a straight wall of dirt 20 feet right next to the Duck Lake Canal Road with some trees stuck on the top of it and it looks a little bit out of place so they came up with something that's got a little bit of a meander to it and its closest point it's about 73 feet from the from the road at its greatest point it may be a little bit over a couple hundred feet back from the road and it occupies that space the 500 feet between the road and between the footprint of where the operation can start so the berm is meant to kind of fit in with the landscaping that's there the old trees that are there and add to that as opposed to being something that's a bit out of place as Barbara noted during the community meetings we wanted to get some feedback from folks and I took some drawings back the folks wrote on and said look we really want some specifics to this because we got burned in the past and that's what we hear I won't comment on it one way or the other because I don't know the history but I can tell you is that all these new set of plans that we passed out we've added some dimension lines specifically so folks know where exactly this thing's gonna land when they go out there to build it because Barbara mentioned it's over 300 thousand cubic yards of dirt its base is about 120 to 180 feet wide when you go up 20 feet it's it's a big big project and it's going to have a big impact on the landscape that's there now aside from the landfill itself the berm is a big thing so we want to make sure it's in the right place so we added specific dimensions and the plant schedules we got rid of any kind of magnolia tree that was apparently a bad thing that
2:26:20nobody wanted to see out there it's replaced with a more indigenous native tree it's like a holly kind of tree that grows faster and still has a low canopy the reason for the Magnolia was it to go a little bit wider lower canopy and it's fairly sick so we replaced that with something that isn't the magnolia tree this area is down on the south western corner of the landfill the berm at that point is a little bit shorter and narrower and it comes around again meandering it's planted with the same types of trees some pine some oats some of the Hollies and again all of this to mitigate the potential impact from going from 200 feet 220 to 320 and I'd say that it's going to be an improvement over what was originally set out to be there again not a lot of clarity on the past so it's going to be better this picture is interesting it shows the hill that's on the eastern side of the of the landfill now this is cotton road behind these trees you're looking North County's old landfills out there in the distance but this is what a slope looks like typically after it's been covered and it's got grass growing on it that's that's the top up there it's about a hundred and seventy-one feet up there but that's it's kind of what it looks like without anything on um again here's duck-like Canal Road we wanted to take some sections through here to see what what it would actually look like so if we start with point number one here that's what it looks like right now with an elevation of 220 feet that's where you can max out right now it's 220 we went over to the high point on duck Lake Canal Road which is a hundred and two feet above sea level or that north american vertical datum which is the newer and improved version of the ng VD which is typically referred to in the flood insurance rate maps will be tied to ng VD whereas north american vertical datum will be used for things like this so you're a hundred two feet above sea level there is a two-story house that's there it's a nice house and if you're in the second floor of that house roughly and you look out the window towards the landfill this is where the burn would be planted the trees it's a mature height typical whole tree takes 50 to 60 years to get to that you know 60 to 70 foot height the pines will grow a little bit faster than that but twice as fast the hallway is gonna be even a little quicker than that in the lower areas but as you can see from the sight line you can't see that the 220 if we go to 320 that's the difference there's 320 over here you're you're looking out the window you might catch a glance of it over the tops of the trees in the distance that distance is well over 1,100 feet so you're getting close to a quarter mile away as you look out the window at the hill over here the top of this will never come to a point like this typically and John Arnold the engineer will tell you this too that that's tapered off typically towards the top you start to get a taper and that that takes it even further back it's a soft edge in the distance this another
2:29:51spot on canal Duck Lake canal road it's a lower portion of the berm it's a little bit lower here we did make sure that this thing doesn't go below 4 feet was one of the concerns again in the neighborhood meeting that hey we don't want it to go down to zero we'd initially designed it to go down to zero and not have any burn at all folks said no I don't know if that's such a good idea we need to have a little something there so we didn't go any lower than four feet again you can't see it from the road driving down now either way whether it's two twenties where are you looking yeah if you're on the road here you'd be looking east in this particular section so at this point in duck Lake Canal Road which is point number two right here say if you're on this point and duck like Canal Road and you're gonna so you'd be looking to these yeah the section cut itself is this imaginary line straight through here and so in that regard you look at North but from the perspective of the little red line there you're you're looking east you'd be looking east across the landscape burn them up to the top over here the trees and the berm effectively blocked that even at four feet this is another spot on duck Lake Canal Road with a berm is a little bit closer to the road again you've got the trees on top if you're looking over you don't really see the the 220 you're not gonna see the 320 so again this is just just our unbiased assessment of what's the math what's the drama tree out there if you were to take a couple of points on the road high points low points where the ribs close to the road where it's far away what do you see you don't you don't see any difference between the 222 320 in that regard but we wanted to do a little more than that Weber asked us to say okay that's that's great the math works out the lines of gel show that what does it actually look like so we went around I spent a lot of time driving around out here again I certainly don't live here so again I appreciate the community meeting to hear from folks that do and we we wanted to try to capture that as best we could at this point here at duck-like Canal Road this first picture is looking south east so we're up here in the corner and we're looking south east back towards the current operation which is well over a mile to the to the south over there this is what it looks like today with the berm that's what it looks like and the difference between 220 feet and 320 feet is the dark green sliver on top of the light green sliver and whether it's green or black there's a there's a lighter color here that's the to 2320 is a little piece on top of it so in reality there's not going to be any color difference on the slope it's gonna be the green grass it's hard to tell the difference between 220 and 320 this is a shot a little farther down duck-like Canal Road as we drive south on the road we're looking east you can see the spoil pile this is the dirt that's been excavated from the current
2:33:22operation it's in storage we imagine a lot of this would be used to build the berm itself as we pull it across this field this field here is owned by the operator of course that's what it looks like today fast forward 40 50 years when the thing is reached its height of 320 and that's that's what it looks like again here's the berm and the foreground this first shade of green here is the 220 and a sliver on top is the difference up to 320 that's that's what we're looking at today tomorrow sliver on top this is a shot from Enterprise Road we're looking north that's what it looks like today that's what it looks like if you go all the way to 320 here's a shot on Anton Road we're looking Southwest counties current landfill is over here the one that's closed off this is the backside of the current operation you can see some of the dirt here that's what it looks like today that's what it would look like all the way far out of the future again there's a small difference between 220 and 320 on the horizon line without some surveying equipment it would be tough to tell the difference this is another spot south here's Enterprise Road about 4,000 feet or more to the south there's singletary railroad as you come down this is one of the residents that spent some time with he was gracious enough to take me around and give me some history on it I appreciated it a great deal his concern was well I I can see this thing from my house for my property and if you take a look at it this is the view that's there today this is the fence along the property line we're looking over this field which is owned by the operator of the landfill they use this for for Ag there's the cows and the pivot irrigation here in the distance again it's a little over 4,000 feet away you can see the current operation there's some lighter color right along that horizon line this was shot with my iPhone 8 I imagine if you get out there with a real nice camera and some telephoto lenses you might be able to zoom in a little bit more on some stuff I know mr. Singletary shared with us some pictures where you could see some of the the trucks and the equipment on top of the operation and you can see them out there moving around if you approve it there's the difference between 220 so again this first line here the lighter green that's 220 the slipper on top is the 320 so right now they can go up to this line at 220 now if we double the capacity in the same footprint we can go up to 320 here and that's the difference again hard to see to the naked eye the difference between those two it's summarizing this I think the Berman a landscaping plan it mitigates most of that impact the difference between the 220 and 320 is really hard to make out I certainly believe that the berm that we've designed is a lot better than what was conditioned in the past it's certainly gonna be a lot more clear we've got some very strict conditions as
2:36:58to win it let's start how it must proceed how the permits are going to be reviewed how the landscaping is going to be maintained there's a lot of specificity in that and we want to make sure that's done right because whether it's this operator or someone else those conditions they go with the land and that that's got to stay there and it'll be clear over a long time frame the conditional use amendment is consistent with the comp plan it certainly meets those conditional use criteria when you look at the surrounding uses as Barbara mentioned it's in an Ag future land use area that's that's the the prang use out there is AG it continues to meet the needs of a thriving community those are all things that that we think are good things to do to maintain the capacity for the county and with that happy to answer any questions you might have any questions okay I have one person signed up for this item mr. ken Griffin if you come forward and state your name and address and that you've been sworn Kim Griffin one one nine three two duct Lake Canal Road date City we'll try this again after this morning so anyway you've been sworn I'm sorry you been warning us long ago everybody stood up okay still harnesses I thought you had but I want to be sure so you know you look at Matt's drawing it makes it look pretty innocuous but we live in that little offset right door opens duck Lake can now Road that his little map that our back of our property maybe max and pull that up for us where you're talking about is adjacent there you go back to that little feature right there in the corner right there net little corner was it right there got a little four acres place it's been there since what 1935 anyway right so of course we're not really happy about the landfill being our neighbor I mean even though they're doing a decent job for landfills no concerns there but my concern is the commissioners here is the overseer of Pasco County and even though you're talking about this going up another 100 feet to 320 doesn't sound like a lot but if you think about the overall elevation in Florida that's one of the fourth or third or fourth highest places in the whole state of Marga it's higher than Greer Hill or the hoop Hill and it's going to be a landfill and is that the type of image that Pasco County wants to have out there I think that he had mentioned before that the current landfill will run to capacity about 2850 somewhere nursing 2060 so another 30 40 years before it reaches its capacity as it's currently authorized in 30 or 40 years and we're going to have some new technology that's going to allow us to be able to dispose of that solid waste in a better method and so I just want to ask you do you want to have that high elevations from Pasco County in the state of Florida as being a landfill won't you consider that you would okay thank you okay I don't have anyone else signed up there's someone who want to speak that have not signed up coming forward state your name and address and if you've been sworn I have

Oakley miss Starkey and mr. wells that Pasco County has had an immediate need for the landfill capacity based upon the applicant current condition use agreement they have approximately 43 years to operate the land with and accept up to 50 GB 50 cubic 50 million cubic yards of waste no information has been publicly communicated at this capacity is insignificant for for Pasco County or any other counties in Florida or elsewhere from my perspective this does not appear to be a pressing concern for anyone at this time other than the applicant second the applicant wants to raise the landfill from 220 foot to 320 this would make the tall this would make it taller than Sugarloaf Mountain which is 312 the which is a tallest mountain on Florida's Peninsula near Clermont and all this is tallest Burton Hill which is the tallest mountain Florida near Alabama Ryland this will certainly make East Pasco County the eyesore the state and certainly not a rep reputation I want to be one of my community net own for but most importantly the applicant has not proven the Geo technology engineering that provides the county with assurance that the landfill has any capability to support itself it would it would be like I would like to remind the commissioners that the DEP than I do proposed landfill across the street because of sinkholes in this area and the earth in a capability support the solid waste that was supposed to be done there the applicant made promises to the county before that it would be okay but their engineering and in design was flawed that says class three landfill was designed before one of the same engineers I suspect the foundational support is equally flawed to support a greater height third and since the perfected or not third since the perspectives are not shared with the the county staff and planning commissioners I suspect the request conflicts the conditional use standard two three and eight in a warrant denied in minimally tabling the you know use request at this time I've got men that they go to de Peter you're
2:44:22done your time's up yeah okay thank you thank you comments is there anyone else here to speak to this item from the public seeing no one else then goes close put the cut button comment at this time you know there's there's steps I'm ready before the applicant gets back up well what's been presented by the applicant for the conditions revised conditions in a landscape plan I'm we should still concur it and recommend approval I know we we've had meetings on this as well and we discussed the starting of the berm because that was when the issue that hadn't been done for like the ten years they had to do it they never did start a berm so we discussed that of starting it at a time when it would have to be finished to protect the residents that burn would would be accomplished and building that we've heard some more today about the height of the destruction going from 220 to 320 was not very much conversation in our meeting that we had this past week but prior to that we had a lot of conversation about it being too high and what concerns me about the possibility that being too high is with the height of it and the extra weight of that are we sure that we will fall in the regulations if it'll withstand that extra weight and those and those conditions were building it up higher so I think that needs to be answered and I'm not sure we necessarily want the tallest hill and Pasco County to be a landfill even though it would look like just a hill and I understand that for the good of the citizens of all of Pasco County the volume that is in that land field and the footprint is already there is very important to the citizens of pass code but I think we need to look at those issues about the height of it and and if we could all possible change that or or that and not being the tallest hill on the state okay can address that first with regard to the technical side of it we had the same question at Planning Commission and Arnold who's a project engineer will explain the permitting it's a highly regulated permitted landfill by DEP so let me have him explain that took the technical side of height John Arnold 34 924 Williams Cemetery Road Davis Dade City Florida and I was sworn in that's a very good question about the height so what we're required to do in the conditional use as well as any other location in the state is as we design or plan to move into a new cell of a landfill we have to get a permit from the Department of Environmental Protection part of that process is doing a thorough investigation of the soils within that five or ten acre cell area and then based on the soil conditions depth to limestone you evaluate the height of the landfill above it and you have to show that the subsurface soils have the bearing capacity and the strength to support the overlying loads and so that will be required for the department by the department in order to get a permit to construct and operate the landfill yeah a second question on that is have you had any issues with cinco's or anything
2:48:27in this landfill since it's been started we have not had any issues relative to instability or course there was at the beginning I think it was prior to me being there we had within the stormwater pond area a solution hole which was grouted up to the satisfaction of the DEP okay with regard to the elevation we we've also heard those questions and so I had Matt Armstrong and Stantec investigate you know what is the highest point in Pasco County have him explain that and and he'll and then and I'll explain our review of what it means to capacity if we lowered the the number so let me have Matt and explain what he found for their high yeah haven't haven't spent some time out here clay Hill is is the tallest point in Pasco County it's 301 feet according to Pasco County just geographic information system so if you go on Pasco view and pull up the contour layer and that GIS it is clay Hill at 301 feet that is the highest point a couple of other sources I found out there USGS Google they're around 1 302 303 so it's close it's the most conservative side of its 301 it's clay Hill Road the hoop and some of those other hills are below 300 to 90s and to 80s along the Brooksville ridge so 301 feet would be the tallest point so with that could be a possibility we could have this at 300 feet rather than 320 so that was I looked at 300 we I don't do much and his team but I said what is 302 and 300 feet from 300 to 320 it's a reduction in 5 million cubic yards of material of capacities we have capacity so it's 5 million there's a section of the landfill up in the north that's gonna show it here where we have this strange little triangle that if you if expanded there and you can see why that would be might be aware it expand which is because this next year landfill and it's up by cow mains chicken farm operation if you expanded that you can regain 2 million cubic yards of capacity through that expansion so bringing it down from 320 to 300 would lose 5 million we can stand up in that corner and again we're trying to you know maximize capacity for a landfill that could be expanded in that corner without any additional impact so and we are we're agreeable to doing that if it's just a you know if the board would like to keep it down below the 301 and 302 air in that corner and gain two million cubic yards of capacity back the only other thing I want to just say is time is actually a good thing here we we actually Duke Energy came before us at Planning Commission and and there was a big struggle about the sighting of a substation at metal point and because it wasn't planned for and so they didn't have time Frank and it grow so the landscape plan that they came up with would be planted at the same time as the expansion so this actually is planning and any time this actually will benefit the neighbors if we do it now and they're really probably future neighbors we're talking about that will that will see this increase so I understand that the the restriction we make for the berm
2:52:15and get it started and that time said I think that's good for the citizens out there looking after what should have already been done but I just have a little problem with it being at 320 feet so with that I've opened up the rest of the board members to okay that's just a quick question of Matt or I think Matt bitchin this you said the capacity at 200 feet want to be rich to win Oh to 20 the existing capacity to 20 I think is about 50 years off barring any anything major like a big storm that's currently approved for so that would be 50 years down the road Chris oh we're 300 we're talking that could be 75 Oh 30 30 years we're almost to 20 2003 20 to 50 through 2050 okay so we have 13 years for then 20 possibly 20 plus years after that or more to reach the capacity of them well you're talking 320 Commissioner openly asking for 300 so either war would still be worthless to the executive as you're looking at 15 years plus I would assume at the 300 mark I think that's it's all approximate but yes may or may not reach oh that's a good investor okay thank you yeah other questions I'm just ask one question everything locally as far as like that expansion the triangle you comfortable with that 15300 the expansion and they went if they went didn't go to 321 to 340 like to expand into that area that's not part of the footprint right now what would that do to the citizens out there if you expand it in that of the footprint that's next door a little bit and as an effect is the reason it's back from it its effects that of the ramp field so in order to do that change we we'd have to make an application so that had like I'm through DDP which you proved today if you prove it 300 for the pending conditional use won't approve that expansion it was something we do have to come back through a process for so we could look at and answer those questions at the time okay what's the pleasure of the board mr.
