Pasco BOCC Meeting, 09.04.2018 - Morning Session

The board convened a special session September 9 to adopt annual assessment resolutions, setting the stormwater utility fee at $95 per ERU, the solid waste assessment at $65 per household generating roughly $1.3 million annually, and Fox Ridge MSTU parcels at $450.76 each for the fourth year of a five-year program. During the regular meeting, commissioners received an update on the FIRST Center forensic training campus, approved authorization for the county administrator to sign an SR 52 design settlement agreement, and directed staff to explore shortening the electronic message center sign interval from the current 60-second requirement.

Kelly Smith my address is three five three seven four Danielle Drive Wesley Chapel Florida in June of 1969 patrons and supporters of the Stonewall Inn in New York City Steve's an uprising to resist the police harassment and persecution - which LBT LGBTQ Americans were commonly subjected this uprising marked the beginning of a movement to outlaw discriminatory laws and practices against LGBTQ Americans the fight for dignity and equality for LGBTQ people is reflected in the tireless dedication of advocates and allies who strive to forge a more inclusive society while various advancements have been made with respect to equitable treatment of LGBTQ persons throughout the nation there continues to be some opposition which makes it important for communities like Pasco County to stand up and show support for our LGBTQ residents as these advancements have been made pride celebrations have spread throughout the country from New York City to st. Petersburg to Providence Rhode Island and now to new port richey the first week in October culminating with a day of events on October 6th a Pride celebration will take place in Pasco County for the first time I'm extremely disappointed that the Board of County Commissioners will not be issuing a resolution supporting Pasco Pride and the diverse LGBTQ community Pasco County is investing a lot of effort and money and tourism and attracting better businesses but what does this lack of support for visibility dignity and equality for all people in our community say not only to our current residents but also to members of the LGBTQ community who might otherwise be interested visiting and working in Pasco County recognizing Pasco pride is not about politics it's about doing the right thing thank you thank you okay do not have anyone else signed up if you'd like to speak please come forward seeing no one will conclude the public comment portion of the agenda will move on to consent agenda I have a poll sheet with the following items listed c12 puller of Odyssey 30 corner of Oz C 19 with Drogs C 12 C 12 you want yeah board members do we have any other consent items to be pulled nope may have a motion to proceed on reverse I think now in favor hi can you pose motion carries your warning board sir good morning commissioners andrew baxter facilities management director the reason for C 12 being pulled and revised is to attach the resolution which was not uploaded properly in desire to copies our copies of the resolution have been distributed we recommend approval good morning Mike Carvalho public infrastructure items C 30 is the second is the an amendment to the agreement for Merrill brothers the amendment referenced both the first and second amendment as a typo it should have only stated a second amendment it's been corrected you guys got the second motion carries thank you okay we will now move on to regular items r1 will be

heard this afternoon so we've got our two should be along more sir good morning commissioners r2 r2 is an introduction to introduction of amendment to the code of county ordinances repealing and replacing chapter 70 Parks and Recreation chapter the significant changes in this amendment is the eliminating parts advisory board the intent of this is to have a resolution created for to create an advisory board with specific recommendations as needed also we're changing currently for alcohol and Parks a resolution has to be brought to the board we're altering that to provide authority to the county administrator to approve the sale service and abuse of alcohol by faith and set offense but it would follow the same process that is currently done requiring them to have licensed insurance and indemnify the county and the primary thing throughout most of this was just updating and consolidating and simplifying removing redundant sections of the ordinance and now this time we asked the board to accept their proposed amendment to the Pasco County Code of Ordinances repealing and replacing chapter 70 partisan recreation and direct forts records to advertise the proposed amendment for public hearing before the Board of County Commissioners on September 18th 2018 and new port richey at 1:30 p.m. for adoption for over the second you will what day did you say September 18th so I believe your board meeting is on the 17th 17th sorry about that so change that and move certain 130 or interactors for me a major second all in favor discussing so my commission now I appreciate this I reached out to my people around the committee and they felt you know going forward if they have obviously and it more of an agenda and something too confusing participate in and I guess prescribed duties that they felt this would be good is concerned but they had no concerns they have special duties or see just discussing right if people feel more watch when they actually go through a process in a community where they can actually help with the decision making process and actually bring recommendations do this water make sense yep mr. Starkey well we be reappointing people well when you get the numerical people as the resolution comes forward that outlines the specific duties and functions that we would want them to yes okay thank you appreciate that okay we will now move on to old business before I get the commissioners I have the sheriff's here to give us an update and if you wanted to come forward and retain me if you would be ready if not we can are you guys good like Jonah appreciate it make sure we have this why they're saying it of course yeah appreciate it so one thing you won't thank everybody here because what we've been doing the first Center has been phenomenal barely breaking ground and moving forward the rains been holding us up a little bit but it's been progress and I know it's senator since ones gonna try to be here and I thank

him and I thank your leadership because this is one of those things that is going to put us on the map and it was interesting we had a meeting with Adam the other day was a very positive meeting and we're talking about different things about building at the county about who we are to finding us and this is one of those things that will define us so of course I want to thank you and I thank County Minister ater damn BIOS and his team eric has been spinel don even you mentioned Cynthia Rivera too in his office everybody has been a pleasure to work with when we see issues we see things going on everybody recognizes that this is a team concept and this is about the community as a whole I'm not sure Bill Cronin's here yet but I want to thank Bill personally because he has been unbelievable getting us connected to businesses and people that are interested in coming to Pasco and it's interesting even if he uses the lure of the cadaver field or body field because people are just interested in to begin with but it's also companies that have been you know either data companies whether it be company they're involved in forensics or medical companies these are all things that we're saying hey this is an interesting synergy going on and people are recognizing they want to be a part of this Stu Gibbons and Dooley Mitchell have been great because the proximity of the Connerton to our partnership out there and it's one of those things where we're recognizing I'd get into this later on but there are students coming from other universities graduate post grad students that want to come anyone to live here as they do their work and so it's working what to do those businesses over there to set that up with a couch electric and you'll see there's a land swap that we've worked with and it seems like county staff everybody's agreed is that this could be a positive thing for all of us and it allows more land out there to be used for the cadabra field and that's the one thing I want to recognize is that as we look and you'll see Justin's gonna do captain Ross is gonna do a presentation to show everything going on out there but it really does come down to the cadaver field is actually the thing that is drawing everybody in but because that's drawing everybody in there's so many other avenues and splinters that are coming off of it it's going to be make us more productive the Chamber's have been phenomenal we've been going out to all the chambers of commerce explaining what we're doing and this really is a community coming together so I just want to get into a couple things before captain Ross does and just talked about you know we talk about public safety economic development in academia so Public Safety wise the Tampa Bay Chiefs and all the organizations within Tampa Bay are coming together working with us talking about in the future these buildings are built when everything's going on they want to be a part of this training FDLE FWC the FBI and we talk about

things that we've already done that everybody's community should be very proud of so our cadaver dogs are probably some of the best in the state of Florida and now recognized by the FBI some of the best in the nation so the FBI is certifying two of our dogs so if God forbid there's ever a call out to look for a missing person a missing child anything they will pay to fly these people out to go anywhere in the country and they're gonna provide the training and update but that just shows that what this what this first center is already doing is only making a big impact and the FBI evidence response team is already talked about coming down the train with us Border Patrol to Coast Guard NCIS we joke is not gonna be the people on TV he's gonna be the real NCIS before coming down to do training down here they recognize this is something the unique and the ATF and so when we talk about training opportunities we talk about heads and beds and so we've already reached out to different going to our academia partners saying who else can use this forensics field and who else can do the training doing out there and so the unique part about it is we're the only subtropical environment in tropical environment that this training goes on and so we know that Central South America and the Caribbean would be people that would be interested coming here to train at this facility so I talked about the economic development portion the medical data companies we have military private companies that are going to come in here to do training here and softworks if you're not familiar with softworks that is a company out of Tampa that they look at the future they look to see what is the next stage they look at it from the military aspect we're gonna be looking from the public safety community aspects of it and then academia you know we already have partnership with past commanders say college or doctor beer the University of Florida Florida Gulf Coast us a UWF naval post graduate schools and the one unique thing is the Pasco schools their superintendent browning and Raigad we're looking to develop out here a connectivity with the public high schools so that the students are coming in whether it be drone training which are already doing a good job at some lake whether it be data analysis those type of things or even design thinking where they come in there and they're moving and step up and we're connecting them and this is all about job placement in the future these are the jobs of the future I mean the jobs that we're looking at now are gonna be gone I mean this is all about robotics drones data processing these are those type of things information is the gold of the future and so these are the step of things that we want to train our students for now so that in the future that be prepared for better jobs and bringing in jobs or our community know the one thing is as we look and you're gonna see all this going on with Captain Ross just keep in mind we haven't really even broken ground as I said but when we

do break ground when the buildings are up and everything is moving forward this is an economic driver for Pasco County I said heads and beds you're gonna read we want to relocate relocate companies up here and the one thing we're here this is where Stu and doing it Pasco EDC what bill everybody's been a big big proponent of is making sure there's offices available for them that's the one thing we've heard is that one company say we want to relocate where can we reload - but you know what I know some say oh that's a detriment we don't have them here already but it's also an opportunity it's an opportune that people are eager to come here to be a part of this so with that that's captain Ross to give the real presentation good morning mr. chairman commissioners and board so as a sheriff said first the friends against - for research security and tactics we're excited to have this as an opportunity here in Pasco County many of you if not all probably are aware initially was an opportunity that Hillsborough County Commission passed up and thankfully the Commission here shared the sheriff's vision and we are able to successfully bring that forensic anthropology field here and everybody knows with Pasco County pastor sheriff's office we don't go small we go big right and so you know as a leadership team we sat down and try to think about and sensor this training around what are the future considerations that in law enforcement and public safety that leaders are going to be confronted with and and that's what we tried to build this this training around the so our are basically our motto is be the first and so what we think about be the first it's all about innovation its innovating and leading the way through public safety in the challenges and looking at tomorrow and see how can we make decisions as far as training and our organizations as a region as a state as a nation that are going to improve the effectiveness and efficiency of our public safety so not just law enforcement but all first responders in public everybody in the public safety realm basically created safer communities by transforming public safety through research education and innovation and that that's key so it's one thing to come up with a nice new nifty shiny idea something I would say hey look this sounds great but everybody understands in public safety we're dealing with matters life and death and that we're going to come up and innovate and lead the way we need to make sure that those things are going to be effective that they will work if we say hey this is a new technique or a new strategy or capability that we can introduce into public safety it has to work and the only way that we're able to do that is through strong partnerships with research institutions and developing that and backing it by research so that's one thing you heard the list of all the academic institutions that we've have talked with so far and we really haven't met with one yet that hasn't said yes absolutely this is this is

outstanding and amazing and we don't want to be a part of that so it's gonna be keen it basically what first is looking to create is that that partnership a partnership and excellence it's a collaborative effort between practitioners and academia and so there's a lot of facilities there this the the at least on the fronts anthropology side as a house the forensic anthropology field were one of seven like the sheriff said the only one known is subtropical climate but if you look around a lot of those were built by academic or research institutions and on the side they bring in local law enforcement or hold trainings to help impact their operations on the other side of the house you look around the state in the country you have a lot of law enforcement training centers or public safety training centers but they're just built around classes that you have people come in and run classes on on whatever the training needs are nobody is building a facility from the ground up predicated upon this collaborative relationship between academia and practitioners so we are going to be able to learn off of each other so it's so important for researchers to be able to to provide their research in real-world environment and see how the real world public safety public servants operate and how they can learn and and it's important for us to learn on the tactics and capabilities that research is going to develop in all of our areas our core competencies that were going to look at so we look to fill gaps and Industry knowledge skills capabilities through innovation and research and education we're concentrating on three main sites off central boulevard so that's the core primary site we'll talk about what we're looking to put out there soft wind lane which is where the current sheriff's office firearm ranges and so that'll be more of your tactical training going on there and then safety town so office central boulevard we received a grant the the state appropriation for the Thomas Varnado forensic Center for education and research and and so that training complex is it is going to include our forensic research center that will be a partnership between Pasco Sheriff's Office Criminal Investigations and forensics and all of the research universities out there in forensic anthropology and so currently University of South Florida has a forensic anthropology field out there that is operational and so this building is going to support that field as well as another friend's got anthropology field that is as part of first it's going to be focused more on that practitioner role so taking what they lure they learn from the research aspect and applying it and being able to train on those those principles a training center so we need to have classrooms set up and the ability to be able to support all the trainings going out there an Intelligence Center so we talked about looking at things that are going to impact Public Safety and law enforcement

moving forward we all know that we have to be become more effective and more efficient we have limp everybody has limited resources so we need to make sure that the way that we are operating is as effective as possible and so intelligence is key to that we pride ourselves at the Pasco Sheriff's Office of having running on intelligence-led policing and basically looking at what what is the data saying what is what is our intelligence allowing it to help draw our operations set priorities and be able to use our limited resources and you know we've started up a real-time crime Center we have one of the most the more robust intelligence capabilities of analysts in the Tampa Bay area if not in the state so we look to be able to take what we've learned and been successful in and having huge impacts on crime in our community and bring that those trainings out to everybody else the central boulevard site also is going to have the center of excellence for k9 training and wellness so again take one look at the Pasco Sheriff's Office Facebook page all of you probably know we love our dogs right and so does a community but but having canines in law enforcement is more than just being able to have a photo up there and everybody I'd like to say uh we want to we want to have our dog have the dogs out it is a force multiplier and and so there is so much research there's so much research out on military working dogs and the use of military working dogs but not as much in the use of law enforcement and and so while there are a bunch of similarities between the military military and law enforcement there are many differences and how they operate so we look to try to impact that area and make sure that we are using the dogs as effective as we possibly can and and again look to see how maybe we could better use them and increase our efficiencies and so in support of that some rubble piles where the sheriff mentioned already our search and rescue dogs and having that those body forms we have the ability to have and train cadaver dogs as well as life on search-and-rescue dogs so some rubble piles to support that and and what the the to rubble piles will allow us to do is become a FEMA level one training facility for search-and-rescue working dogs a kennel to support the the facilities out there indoor canine and how to our k9 training centers as well as we hope to be able to eventually have a veterinary research center so the same thing you're looking at seeing what we're doing with with forensic anthropology combining the the academia with practitioners we want to do the same thing in the use of working dogs and Public Safety and be able to work alongside leaders in in veterinary medicine like the University of Florida and bring them here to see how we can learn about the physiological impacts of the use of working dogs and and how we may be able to better effectively use them and then the cybersecurity and unmanned vehicles so obviously looking into the future technology is advancing

you have the use of drones and other types of robotics are going to lead the way and it's important that we look at these things not just how law enforcement can use these technologies to again make us more effective and more efficient at what we do but how are these technologies that are able to be used by citizens going to impact operations and safety in law enforcement in public safety so we want we want to avoid the use of people using drones to drop off goodie bags at the Land O'Lakes Detention Center for their friends who have taken some short term residency there right so we but there and the same thing before out on operations if you have tactical operations out there you don't want drones or other things flying over that are potentially compromised the safety of officers out there so it is more than just how we use those technologies it's also how those technologies are going to impact operations again so this is just an overview some of the programs but again it's focused around forensic anthropology investigations so learning what we can out of the science and applying it to how it's going to improve investigations out in the field and so you'll see the host between the forensics aspect of it our canines the cybersecurity and and ultimately even into school safety and school security so soft win outdoor had the outdoor firearms ranges out there they'll have a training center there as well a shoe house sniper tower obstacle course and then on-site security and so basically this is where we're able to have the tactical level training and we've currently already run a few SWAT schools regional SWAT schools it so the benefit of inviting all of the law-enforcement agencies from the region we've even had interests we've had people from FWC there's been interest from federal agencies FBI and CIS as well as coming out to train with us the the benefit to that is everybody trains together learns the same tactics so in the event we have a regional incident we're we're gonna be better prepared to respond as a region to these because we are going to have trained together know each other and know how everybody's going to react so that facility is going to carry that out as well as be another facility for the use of working dogs and training them alongside tactics and gunfire and things like that so what there's a lot of benefits of assimilating the dog to to the gunfire and tactical abilities we had currently have have ran several trainings along that and have dogs that are trained that can go and do building searches with a SWAT team and off lead and so normally you see law enforcement agencies using dogs on lead but we've been able to train off lead and the dog can go and know and understand and discern between good guy and bad guy because the dogs go and train so we can go in and take the dogs and do room-clearing and when they're in the room they get released and take order from one SWAT deputy as they come out usually you're in a

different order in a stack and so the dog can come out and understand hey this is maybe not my handler but this is another good guy and I'm gonna take my next order from him and so it makes that process much more effective efficient and then they're not they're not gonna be spooked by gunfire so they're gonna be their behaviors gonna be a lot more predictable in there and again make us more effective and so again a lot of its based at software training programs are based off tactics and then safety town so one thing that we cannot forget looking into the future is leadership development and so it is just as important for us to plan tactically as is to make sure that we have our gonna have the leaders in our organizations to help continue to move us forward and so one thing that we're looking at is not just current employees and leaders in the community but future leaders and and so developing youth leadership programs out through safety town and expanding what what safety town that the element that safety town currently reaches out to so we currently have our Explorer program our Explorer post trains and meets out at safety town we were the first agency in the state to start a junior Explorer program aimed at middle school children and getting them involved not necessarily just in law enforcement but getting them involved in a program with great role models and developing core leadership that is going to make them successful regardless of what what career path they take and so continuing on that we want to expand the opportunities that are offered out at safety town and develop leadership programs to make sure that we are attracting youth into public service and developing them and getting them ready and again regardless of whether they end up choosing law enforcement or fire rescue or any other public service or they go out into the private sector we are preparing our local youth for success after after graduation so that's the overview of first and the sheriff just so we can provide the sheriff had already mentioned looking to try to do a land swap with Withlacoochee we've had some discussions with Withlacoochee and so for a visual so you could see what that would look like currently out in this is off central boulevard the jail is off to the right but the area indicated in red is currently land owned by Withlacoochee for them to put a substation out there to serve as this area especially as growth and it's not just the the government complex it is the entire community as we grow out there so that area just to the east of the the red indicated area is where our forensic anthropology field is so the ability to just to swap that land which with another parcel of land that in talks with planning has not been allocated for anything yet by the county would free up additional space out over there to expand the size of that forensic anthropology field and again allows additional capabilities so as discussions come up with that and and as we've had discussions with with planning we want to just be able to provide that

visual so everybody's aware any questions or anything and I can introduce real quick Roger green just so everybody has probably heard the name he's our first manager so he is also helping oversee the business aspect and development and economic related to all that with first so so everybody has a face of the name but if there's any questions on anything here this is exciting obviously we've had for the last couple years and it's great to see things moving for you know I can't see the sheriff of I know I think it's great that you you when the tourism and Adam had a conversation because you you mentioned it during discussion that medical tourism that's become a big in this in the state of Florida across the nation educational tourism is increasing across the across the state in the nation to we're actually attending the governor's conference next week so I'm sure we'll have some additional discussions with some people with the industry about this but besides the obvious that this is going to help solve solve cold cases across the nation not just in our area as well as I'm just bringing innovative training and ideas to number of different agency we can look at it again it's it's it's full circle right so we have the tourism aspect that's gonna be very beneficial for the county in addition to what you're doing inside so from being that on the chairman of the Tourism Council I'm excited about it on that aspect as well as obviously what you're doing when it comes to you know obviously moving forward helping to solve on many cold cases will appreciate any current so the way this works with the tourism and with the aspect that we have a class going on you have 25 people in our class they come in from all over the country and especially we get it we know our biggest months will probably be between mid October it's all probably night I mean that's that's our hot bed and we have people to say hey and there's an I mean there's other training facilities but I get they want to come to Florida so they've already said so we know there's gonna be heads and beds that's only if we put on one class the one thing you told that cyber and I know Commissioner Starkey it's a big thing with her one thing is we know there's a lot of people that do different types of cyber one thing that we're gonna be looking at you see the red teaming so what red teaming is is saying everybody sits down the drawing board and say what would happen if god forbid the grid got hacked how does that impact locals how does that impact local community how did i impact the hospitals how would it impact everything that we do as a community that's what that's gonna be looking from the cyber aspect because we know the cyber attacks are gonna keep getting larger and larger we can foresee you know with their compares three classes going on at one time that's seventy five people and so we think it's gonna be more net then we know what the research aspect you're

gonna have as I said you're gonna have people coming in for the research and development you're those people come in they're gonna be fed but the other aspect is the economic development side and we get there's companies here that are in Tampa they're talking about coming on they said we want to be a part of this we want to get out of Tampa because the dollar value rent everything is going up you said they're recognizing that so the one thing guys this goes forward and I can tell you having Connerton right there is a huge positive for all of us because that their industrial park where Florida hospital is all right there everything right there is going to get bigger and larger only because as these companies come in and I get it it's research and development we tell our own members us you know there's gonna be companies that that come in that want to be part of this and they're gonna look at the cell phone and they're gonna say okay you know who more forensic standpoint you know just scan over something and work on it they're gonna need places to come research and develop that they're also many organizations to test it so this is where we get to be a part of this is where they're a part of it the other part there was a company that we're working with where we talked about you know you see our tactical aspects well one thing about tax costs affects you know everybody thinks it's all about shooting and there's you know going to situations and diffusing situations but it's also a medical aspect of it and this is where you know working with the fire department we talk to them about you know going that hot zones working those aspects but we recognize one of the biggest things we have to do is empower churches empower Hospital empower schools by empowering them means that we give them the training to say god forbid there is an active shooter you know god forbid somebody does get shot to be able to stop that bleeding as possible and so there's companies that are locating the Tampa Bay region that we've already been talking to because if we can get them trained up to say hey god forbid somebody does get shot this is how to you know put the gauze in this is how to tighten up the wound so that it's not bleeding anymore you know you can put on the atman those medical aspects that's gonna make us better but those companies they you know they can come into a facility like this and if you have your a business you want to advertise to as many people as possible we have numerous agencies coming in every week if they're in there and they're showing their product to these people that's a big thing to empower these companies to be located this facility where everybody's coming in to do training out and it sounds fantastic and I think forty one in ten years doesn't look so different but I do have a question when the feds come down to train here or whatever are they bringing do they pay oh yeah there's come be there's gonna be some

aspects that are free of the training there's gonna be some aspects of the training that will cost dollars when agencies come in but the one thing we also recognize is heads and beds so as you heard captain Ross say we've had SWAT schools and so there are hotels in the region that non-region in Pasco I mean we don't send people to County we tell me to stay in but these are hotels to go to that's close proximity to where we are they've already been filling up those hotel rooms so you know as agencies come in yes you know we want to we do charge there with Ruby payments there'll be some that we utilize and say hey we'll give you a slot only because there's things on the other side that if an FBI comes in and they say hey you provide training for this to me we'll provide training for that or we'll help you out in another aspect we understand there's those type of relationships that are beneficial but no more there's the ultimate goal and this is where Roderick plays a huge role into it is to self-sustain this operation is to say okay the amount of money that comes in for training will help keep this facility going we'll keep everything running out so that Roger the business person get into that is thank you good morning everybody and thank you for having us to speak directly to one of those component city that the sheriff captain Ross has spoken of summits in symposiums the various industries that we have that our involvement first whether it be forensics whether it be you know some of the other areas of what it be security and tactics there's a variety of different summits and symposiums that take take place across the country we are uniquely positioned right here in Florida many people want to come to the area and having a facility such as this just really positions us you know like no one else in the country so we're excited about the prospect of that as well because I just like I mentioned earlier educational tourism secretary tourism that's growing and so is obviously medical tourism so it's kind of a hybrid of the two when you think about it yes correct good opportunity yes sir absolutely and some of the relationships as we talked about our relationships with academia whether it be University of Florida University of South Florida West Florida University there are so many different bridge programs that are connected to many of the programs that you saw in there whether it be entomology where the be geology whether it be forensics all of those programs are uniquely connected to first and it positions us in all of these industries so the relationships that we've been you know we've been you know diving into Pasco economic development bill chrome or the sheriff is mentioned bill Cronin has has been a wonderful support in connection with these a variety of different companies there's a tremendous amount of opportunity here there we haven't seen there isn't a facility like this in the country that draws imagine that earlier draws other

companies within that sector correct it's a big sector I mean you talk about Austin Texas you talk about when you have computers all the computer companies come in we're talkin immerse different sectors and the one thing is the medical sector I mean the medical sector is a big component law enforcement it's also a big component and it's about the information gathering you know we got information through intelligence at policing they use information and different aspects and even the whole thing with the the forensic field I know we get really in the weeds but major peak is actually working with several the universities about the forensics aspect where when people go into the HR committee or room they can actually identify that if somebody has been abused in the past to identify that and when they come up from injury they can see all the injuries and part of the forensics training the animals so with the University of Florida there's an aspect with their veterinary school that they want to get into where you know we have the dogs out there and that have been deceased and donated where we can train with the SPCA to find out about abuse and animals so there's so much to spill just keeps the big in and everything out there but the cyber everything we're doing out there the drones I mean drone technology is getting yet unbelievable and anything that gets in the private sector so if you're a private community is it easier to set up drones in different locations - ingress egress of parking lots you know going around on the ground like an r2d2 driving around on the ground checking communities out those are things that these communities are heading towards and you hear about that with even on different communities within Pasco saying hey we're thinking about this and it's never really been tested this is where it's tested this is where it's put to work and so this is it keeps growing growing and growing I don't know if you know about am skills we have the summer program where the students learn to build drones and I will teach them how to maintain them and fix them this end the 3d printers as well which we should talk about out there do you know if these all these buildings are built on that property are they gonna be on our tax rolls or off our taxes I'm I'm just trying to I'm just trying to prepare for budget issues because so yeah they're all they're all ah yeah these are all county buildings well the verne the Thomas Varnado Center that's a county book right but it sounds like you're talking about more buildings yes and that's all through to State dollars okay so I'll take you off the tax rolls yeah but they're all how do we move them up for there or not by the time well there are we're operating on okay so there are county buildings and that's why we're self-sustaining them that's why we're putting in all these classes sub sustains into the fund so that energy all those type of thing of power maintenance all that it's self sustained

Stanton if I could could I had a Wahoo had some developments coming in like boatyard for the brief development of like four Lots around how long we could put the sea well up I had a meeting with the FEMA representatives and they're they don't care if we go up three feet on the seawall frankly they want to make sure that they want to know where the dirts gonna go later on and to me if it's sawed it it's covered they don't really care if someone goes up two or three feet on the platform where a carport will be you know because living structures gonna be up 14 feet higher they don't really care about that they don't see a way up but to match the level around it they don't seem to care so I'd like to see that ordinance brought back up and was something started regulating it's caused some issues but the film wouldn't so we have in place I think needs to be looked at as far as especially with sea walls mr. chairman if the building official wishes to bring that forward they can that's not an ordinance that the county attorney's office manages okay so it would come from development services through the building official and will be happy to know I think you're gonna ruin any way to polish but but it's a it's building it's it's part of building part of the FEMA regulations yes and we've discussed Dodd Rosenthal assistant kind of Ministry of developing services we've discussed that briefly with the commissioner and I haven't had the opportunity yet but we're gonna be
