Board of County Commissioners
8.19.25 Pasco Board of County Commissioners Meeting
Tue, Aug 19, 2025
Commissioners heard public comment from residents raising a building inspection dispute and chronic flooding concerns at the August 19 meeting. Wesley Chapel resident William Justin alleged improper window-installation inspections resulting in roughly $13,000 in losses, prompting the county manager to direct staff to arrange a reinspection and report back to the board. Port Richey resident Wanda Chasnoff cited flooding linked to a nearby trailer park expansion, and the board referenced a $2.3 million grant while directing staff to coordinate a response among the county, the City of New Port Richey, and FDOT.

And so, I would just ask that you give us the wisdom to make the right decisions on every agenda item today, Lord. And and if some of those decisions aren't what we would prefer, we ask that you give us grace to accept that, Lord, because everything we do, we do with hope of trying to better our community, better our county, and so uh we ask that all the decisions that are made are those that uh are looking to benefit Pasco County Board. I thank you for all who have gathered today and we particularly lift up our building construction folks as they've earned this accreditation. 6:00Okay. Now is the time for public comment. Citizens are given an opportunity to comment on any current or future agenda item coming before the board and on other business under the board's perview. Today's public comment will be handled as follows. First, we will take public comment from those who are here in person
6:18and then we will take public comment from those who have pre-registered for WebEx Link and are currently online. We request that when you address the board, comments are not directed personally against the commission or team member, but rather directed at the issues. This provides mutual respect between board members and the public. After stating your name and address for the clerk, a three minute timer will be activated and a green light will be shown on the podium. After two minutes, a yellow light will indicate you have one minute left. When your time is up, a red light will be displayed. Three beeps will sound and you should close your comment. If you're online, you will be uh disconnected from that. Do we have anyone signed up to speak? William Justin.
7:13My name is William Just veteran. I uh trying to bring to light a problem that we have.
7:25So we we do need your address for the record. 277 Portro Men Court, Wesley Chapel, Florida 33544.
7:34Thank you.
7:35The problem is that as the the county has the authority to uh he put out the codes, you know, and uh as while I was in the military, I followed the code and the code protected me. So I expect the uh the the code of of the county to protect the people the same way. If if the code is violated and it's not protected, then then we have a problem because more people are going to go through the same thing that I'm going through. I I just kind of lost $13,000 for windows that are that I was told, you know, uh one of the inspector said, you know, that the the person puts a shrimp right there and doesn't let the inspector inspect, but you know, it it gets approved anyway. So we need to uh be conscious of uh all the fraud or the things that are being done by by these people that that do work. Uh, this is the first time I've had work roofed on to my house and and this is the worst thing that I've gone through windows because the the the county is supposed to be doing uh the code by by 2403.3, you know, the chapter 24 of of building code. And then if if if the inspector sees that is is is wrong and then another inspector comes and doesn't want to follow the the rules or doesn't see the whole thing what what is going on, he's going to prove it and the people the people are are the ones that are suffering because the there the code is is not is not being followed up. So, I'm just trying to get some justice.
9:47I I I normally don't uh interrupt, but thank you for your service. I don't understand how you're out money.
9:55Well, I I I spent two They they collected from me $2,000 2,000 upfront $2,900. Then after that, now I I I still owe $10,000.$10,000. a little bit more than $10,000, maybe 11 or something like that. And you know, they they wanted the money. You know, this this guy came to my house and he threatened me to take my house.
10:26So, we have the whole building department right there behind you.
10:30I understand.
10:31We'll send someone to the back there.
10:34I just talked to them and I'm I'm I'm hoping. But if if I don't bring it to light to over here, you know, this is happening is is I I've seen it uh through other things, you know, in the internet. This is happening all did you pull a permit and
10:53Yes, I did.
10:56Um county minister, how do you want me to handle it? I
11:00think what we'll do is have um if you could speak with Mr. JP Murphy and then I can report back to the board on what the what the issue is. I'm
11:09Yeah, I'm not following at all.
11:11We'll piece it together and come back to the board and and let you know what what has happened.
11:15I I just talked to uh Ramlon F. Blanco and uh uh I'm going to try to send him some information
11:24and then we'll find we'll look into it and we will get back.
11:27I I would like the reinspection.
11:28Can we get your phone number? 813 3918249 and because I I'm sorry you know that most most of the time I don't answer my phone because uh they've been calling my house with different numbers and threatening me for payment. You know this this harassment harassment. So, I I don't I I I don't answer my phone because I I've been I've been harassed.
12:02Thank you.
12:02We're going to try to help you.
12:03Uh and I appreciate your help.
12:13Uh Wanda Kasnoff.
12:19Your address, please. Morning.
12:21My name is Wanda Chasnoff and I live at 6608 Status Lane in Port Richie, right off of Main Street. I'm here to ask for the board's help. I was flooded out in the hurricane, but I live at the very front next to 19. Y'all are the city has given a permit to the trailer park which is called um Oh gosh, I went blank. Uh anyway, it's a trailer park right next to my house. They're allowing 25 trailers to go in there and they done come in there and brought all this dirt and along the easement against my property, they got a ditch. Now, every time it rains, we're flooded. We can't mow our grass. We can't do nothing. And this is the problem. There's three micabilities that's in it. There's the city, there's the county, and what else, Jack?
13:13DOT.
13:14It's Newport Richie, the county, and
13:17FDOT. FD dot I for 18 years I've lived here and I can't get no help from nobody. It doesn't drain down Green Key doesn't help us. It only floods our property. It's not about a storm. It's not about a hurricane because it's right off CO 19. If I live down by the park, yes, you could say hurricanes. Yes, we leave when there's hurricanes, but the rain is what's flooding us out because there's no drainage. If I could ask, have you have you had water in your house?
13:48I did in the hurricane. No other time.
13:53Just seeing if she qualified to payment from the disaster to move.
13:59We We got a grant years ago, $2.3 million. We're working on a plan with it. Branford, if you could I talked briefly with Brford before. You get with your team and
14:08Well, we like to me and Mr. Ken would like to be involved in that because our houses we can't mow when it rains or nothing and when it rains it just floods. It's not from a hurricane. It's not from a storm. We know to leave in but want to just send rain and it won't drain nowhere. Come on. I just put $30,000 in my house. I don't have another $30,000 to put in my house. I'm on I'm a senior citizen. I'm on social security. I don't have another $30,000 for FEMA to give him. And we need your help because we want to live there. We live in the Bronx. We don't live down there where the the Gulf is. And like I said, if a hurricane comes, we are smart enough to leave because we've already saw damage before. This is not what we want to go through. But I want to live. My house is paid for. I don't owe anybody. I need your help to help drain to help make the other municipalities help come together to get it to drain because it's right off when you go right off the 19. Plus the fact I've heard through city grape vine that the motel 6 is going to be tore down. I have a meeting tonight at the city um meeting at for city of Newport Richie. Then on the 25th I got a meeting with the uh manager of Newport Richie. Thank you very much. Please help us get it solved.
15:36Come talk to you.
15:37What?
15:40Uh can Yes.
15:47Good morning. Can everyone hear me? Um I'm going to be talking issue but address 5123 Green Key Road. Right. commities and uh I'm going to be talking about the same issue but uh I'm trying
