The board approved a first reading to raise fire combat and rescue impact fees from $420 to $674 per residential unit, directing staff to remove the existing commercial square-footage cap and develop a case-by-case incentive reimbursement mechanism for target industries, with final adoption set for May 20. Commissioners also approved the HCA Bayonet Point MPUD rezoning for a 600,000-square-foot hospital complex on 62.98 acres, and greenlit two adjacent townhome projects near County Line Road -- Sun Coast Village (144 units) and Sun City County Line Road North (156 units plus 10,000 square feet of retail) -- each conditioned on a $50,000 contribution for Shady Hills Road sidewalk improvements.

Before we pray and we take a moment to remember Commissioner Gary Bradford uh, who died a year ago today. That's and if we could, Chaplain and Mr. Gary Joiner who just passed away as well. Who did Mr. Gary Joiner former control and we actually had um a county employee pass a former county employee um he was in storm water Michael Garrett. So if we could add him as well. Thank you. Gary Joiner and Michael Garrett. Let's pray. Father, we've come together to discuss the business of our county and yet at the same time we are reminded of Commissioner Bradford and told of the other two that just passed away, Lord. And that always affects our business as our remembrances go to those folks around us, Lord. So I would ask that you give comfort to the families of all of these and that you'll just guide our commissioners as we enter into this meeting that uh in spite of the losses in in spite of the distractions that the end result of this meeting is going to be something positive, something that's going to be beneficial to our county and to all of our citizens. And so we ask that you uh give us wisdom, that you guide and lead us, and that you give us understanding as we embark on another important meeting today. And I lift this up in your name. Amen. Amen. And Madame Clerk, would you please read the first resolution? Yes, ma'am. And would the uh recipient please approach the podium? So I see a whole big crowd for So this is for the um JW Mitchell High School soccer team. So, if you guys can all approach the podium while I start to read this. Thank you, gentlemen. Okay. By the board of county commissioners, this is resolution number 25-191. A resolution by the board of county commissioners of Pasco County, Florida, congratulating congratulating the JW Mitchell High School boys soccer team for winning a state championship. Whereas on February 22nd, 2025, the JW Mitchell High School boys soccer team beat the second ranked team in the
14:08country and top ranked team in class 6A Jacksonville Mandarin boys soccer team to capture the class 6A boys soccer state championship. And whereas the JW Mitchell High School boys soccer team handed the Jacksonville Mandarin boys soccer team their first loss of the season, withstanding every challenge that Mandarin mounted over the duration of the game. And whereas the JW Mitchell High School boys soccer team was the only Tampa Bay area school to win a state title this year in soccer. And whereas this state championship win marks just the second time a Pasco County boys soccer program has reached the pinnacle of Florida high school soccer with the JW Mitchell High School boys soccer team winning in 2010. And whereas the path to the title game was hard fought with the JW Mitchell High School boys soccer team showing their resiliency in the semifinal in a back andforth battle against Olympic heights. And now if I mess up your name, I apologize in advance. Whereas the JW Mitchell High School boys soccer team is comprised of players Pantalus Himatonus, Alejandro Aosta, Thomas Loots, Quentyn Hansen, Kaden Papus, Asher Bod, Alexi Anasio, Tyson Wallace, Luke McLaren, Drew Delaney, Jack Schaefer, Jackson Shaw, Kawa Cadoo, Elijah Sanchez, Trent Swift, Kaden Beaver, Gio Gara, Cameron Koyer, Adam Naam, Denton Buchanan, Eduardo Mezoluna, Dion Shala, Thomas Trigglia, and David Gpsy. And whereas the JW Mitchell High School boys soccer team is coached by Tyler Frick, Joe Schulman, Jason Prowausski, Cole McGibbon, Medine Cucalok, and Oscar Uelius. And whereas the JW Mitchell High School boys soccer team finished the 2024 2025 season with a remarkable record of 22 wins, two losses, and two tie games. Now therefore, be it resolved by the board of county commissioners of Pasco County, Florida, that said, board hereby congratulates the JW Mitchell High School boys soccer team for winning a class 6A boys soccer state championship. Um, I I'm just so proud of you guys. That's just just amazing. My My daughter played soccer at Riveridge and uh went on to play soccer at the Air Force Academy. Her name was Lindsay and um left footed left footed forward and uh she actually married a soccer a fellow soccer player from the academy who was on the national team. So, we have soccer in our blood, although my grandchildren are playing hockey for some reason. Uh but I I'm just um just so glad that you're here today with us and we get to celebrate this and what a game that must have been um in your state championship game. So um welcome and please coach uh tell us about your year and your program. Oh, thank you very much for having us first of all. Um what these guys accomplish, what we accomplished this year is very rare. From my own research,
17:58it's only the sixth team sports title in Pasco County High School sports history. And we're lucky to have two of them. Um, these guys had a great year. They came together finally at the end and a great playoff run against great competition to accomplish what they did. And we're enjoying all of this for sure. And we thank you very much for acknowledging us and recognizing us. How many of your team are seniors? We have 14. 14. So it be a big turnover next year, but this was the uh the culmination of a of about a three-year project and it came to fruition. were very happy about that. And do we know yet if any seniors are moving on to continue their soccer careers? Um, some will. Nothing is set in stone yet. Um, we're waiting on some commitments and we'll do that, but some some will be. Yes. Well, we wish you great luck. Um, any commissioners real quick? Okay. So, I just want to say congratulation boys. Um, I I'm sure like all these memories, just the bus rides back, the excitement, the the bonding, the friendships, this will last forever. and just take it all in because you know what? You're going to blink. You're going to be out of high school and this is the best time of your life right now. So, congratulations again and you guys worked hard and you deserve it. Alex, say congratulations, too. What a thrill it must have been beating the number one and two teams in the state, too. Great job. Okay, so go ahead. I'd like to thank each and everyone for the hard work that you put in to be so successful. So the door opens here. So be continued success in your lives throughout your life. So and come back and be working and playing and living here in Pasco County and be one of our great citizens that we have so many of. So thank you. Thank you. 23:13for David Gwyn. So Mr. Gwen, if you can come to the podium. All right. So, uh, by the board of county commissioners, resolution number 25193, a resolution by the board of county commissioners of Pasco County, Florida, honoring David Gwyn for his service to Pasco County, and congratulating him on his retirement. Whereas David Gwyn is a 1983 graduate from the United States Military Academy at West Point where he earned a bachelor's in engineering degree. From during his military service, he served as a field artillery officer in the US Army as well as the Florida National Guard. David holds a master of transportation engineering degree from the University of Florida. And whereas David spent 30 years in the private sector providing consulting services to the transportation industry before joining the Florida Department of Transportation in January 2016. And whereas David was appointed as FDOT District 7 Secretary in July of 2017. Prior to this appointment, David served as director of transportation operations for FDOT District 1 Embarto. And whereas during the span of his career, David co-founded TEI Engineers and Planners in 1991 and led the growth of the firm from two employees to over 125 employees throughout Florida and Georgia. Served in senior executive roles for several large engineering consulting firms where he led business units of up to 1,000 people. started FDOT's first district safety office and facilitated intercount coordination for regional transportation issues. And whereas as the FDOT District 7 secretary, David provided administrative oversight for the planning, development, and operations for all transportation modes within Citrus, Hillsboro, Hernando, Penllis, and Pasco counties. And whereas David oversaw the development of the FDOT Tampa Bay Next program to help modernize Tampa Bay's regional infrastructure and continue to prepare the region for the future. And whereas David was involved in numerous major accomplishments that directly impacted Pasco County, such as the completion of Interstate 75 at State Road 56 diverging diamond interchange, the State Road 52 extension and realignment, the State Road 56 extension, the I75 at overpass road interchange, and the US 98301 road widening. And whereas David is looking forward to spending his retirement traveling with his family, including his five children and three grandchildren. Now, therefore, be it resolved by the Board of County Commissioners of Pasco County, Florida, that said board hereby honors David Gwyn for his dedication and service to the citizens of Pasco County, and congratulates him on his retirement. Mr. Oakley, Mr. Glenn, SEC Secretary, um, I was voted in right prior in November prior to you coming in in
26:44January of 16, I guess it is, or where you came in in 16. I was voted in in 16. So, but you've been my district 7 commission uh secretary of FDOT the entire time of my two first two terms and just now you're leaving. But, uh we we're so grateful here in Pasco County and the citizens are so grateful for your leadership and all that you've done for for Pasco County and the citizens. I can't just say enough when I say thank you for all that you did for Pasco County. We definitely u have had a lot of monies from FDOT and the state of Florida coming to us to build roads. You're actually built the first road from east to west on 56 the Virgin Diamond and rest of 54 that goes on from one side of the county to the other. So it was really a a great task that you've done and task that you've been doing. We have something in common a lot of people don't know but we both went to Fort Sil Oklahoma for how to trying to train to how to shoot a 8 inch gun which was pretty big. So a lot of fun right? Oh it was a lot of fun but they wouldn't let us loose with it very much. So but uh a great place at the time. I was there during the winter. It was pretty cold out in Fort Sil, Oklahoma in that time. All the trees lean like this to the side. You'd think they just had one of our storms, but they have wind like that all the time. The trees grow at an angle. So, but I certainly appreciate you everything you've done for all our citizens. So, and for us and that working with our board the way you have and our our staff, it's been very very good for our county and our citizens. I'll turn it over to you. All right. Well, thank you very much, Commissioner. And um when I got a call that said come over here and um and that you wanted to do this, I was very proud. Um the relationship I think we've developed between DOT and the county, especially, of course, I only know the time I've been here, but um it's been a great relationship. Several of you have been on the board the whole time I've been here, and whenever I needed something, I could call and you would do your best to to help. A lot of times I wasn't even calling you about something in Pasco County. I just needed your help on something regionally and you always did because you know that uh that we're a region, not just a bunch of counties that happen to be next to each other. Um I'm going to miss Florida. Um but not so much that I'm going to miss my wife and my kids and my grandkids who were already all up in North Carolina and uh so I'll be heading up there. But I can tr uh hope you trust that uh before I decided to leave, I made sure there was somebody that could step in and it'll be a seamless transition and going to have a great district secretary and Justin and uh he knows just as well as I do how important it is for the relationships between our customers and our stakeholders, fellow stakeholders in and the DOT. So you might uh think you're going to miss me, but I think you're going to like this guy even better. So thank you all very much. I can guarantee you we're going to miss
29:59you, but I can also guarantee you we're going to enjoy having Justin serve here with us in the county for the future. So, uh, it's very good. I've been work along with working with you. Sometimes I got to where I said, "Oh, I don't want to bother the secretary. I'll call Justin and stir him up." So, I even mentioned that to you one day that I've been using Justin to do the hard work. So, so he's done a good job. He actually is the one I called out for before an NO meeting and asked him at Wire Road and 301 about a a traffic signal there cuz we had lost six citizens at that traffic signal or no traffic signal uh during last year and that it was definitely needed and by the time the MO meeting ended in two hours he gave me the answer that started engineering which is unheard of. So, but it's really uh the way we work together and and get things done the right way. And I always know that FDOT's always been standing behind safety and if there's a safety issue, you you get out there and do it right away. Which reminds me, you go back 98 when we had a young man killed there, uh 98 Tribby Road there and you came within six or eight months, we put in a roundabout there that I had some of my citizens out there telling me, "Oh, that's the wrong thing to do. that's the wrong thing to do till they come back to me after it was done and said that's one of the best things we did is for that roundabout. So, but it was great work that we were able to do together. So, thank you Mr. Waitman. Thank you, Chair. Yes, Secretary Winn it appreciate you taking a rookie commissioner like me and spending time and giving us a tour of your office and meeting your team and working with Justin. It's um your demeanor that you've led your office with under your tenure and and the way that you've managed all your customer base and and working collaboratively with Pasco and just different various departments. Um just just goes to show uh that no matter what you do, you're going to be successful and um just excited to continue to work with the department that you've built and Justin. Uh no pressure, Justin. And uh I wish you the best retirement and safe travels to North Carolina. And uh hopefully we see you in Florida sometime again. But um glad you're here today. Thank you. Well, thank you for everything you did for the county and congratulations on this next chapter. I can't even believe you're here. I think I'd already be in North Carolina with your your kids and grandkids, but um just enjoy this time. You you worked for it and um it's going to be great. Yeah. Mr. Gwyn, I'm going to miss you. Um I'm I'm going to tell you before you got into office uh into the position, the struggles we had with DOT were just like unbelievable. just like no non just nonsensical things we had to go battle with. What you have done coming in and working with us and the whole region has been absolutely phenomenal. You've changed the culture. Uh to me from all the people I've worked with in every single
33:10department from any government agency, you are the ultimate public servant. Uh and the best thing is as you said, you've got a great leader coming in behind you. the culture that you had to develop, the customer service you've implemented with everybody. It's just the it's the way government's supposed to work. And I will tell you, for someone who's been through some rough roads with different things going on, what you have done has just been phenomenal every step of the way. Um I'm I'm glad you feel that as you step away, you've got good leadership coming behind you because what you have done is just been phenomenal every step of the way. And I I can't thank you enough and I wish you all the best with your uh your wife and kids and grandkids and you've enjoyed it. So, have a great time. Well, I you know, I'm I'm very happy for you that you're retiring, but I'm very sad for all of us that you're going, but um I I agree with Commissioner Mariano. You're my favorite public servant. Um and I so enjoyed working with you on T-Barta all those years and your um quiet, strong leadership um and helping to say that transportation is regional. It's not just local, but it's very important to have that regional perspective. And boy, we had some challenges. Um, but I think we're going to get there and and we wouldn't have done it without your leadership, you know, talking at the TMA about um calming everyone's fears about the funding that there will be local funding. It's not going to hurt your, you know, your local projects, but we can't, we have to speak with one voice. And Justin, those are the big shoes you're going to have to fill because um All the counties need to hear that from DOT. And so um I uh I I I know you've trained Justin well, but um my gosh, I I don't know how anyone fills your shoes. So please come back and visit us. Um enjoy North Carolina, but um ah it's a very sad day for me. I really enjoyed working with you. All right. Um who uh who has the I'll have it. Okay. So let's all go down and take a picture. Uh R44 uh F FR251620 is a second workshop dedicated to the extraordinary circumstances necessitating the need for the fire rescue, fire combat and fire rescue um rescue service impact fees to exceed the phase in limitations of sections 163.31 8016b and D of the Florida statutes sub statutes limits u impact fee increases to 50% of current impact fee rate requires impact fee increases up to this amount to be limited in in a two or fouryear incrementation uh phase in limitations, but it also allows for local government to exceed the phasing limitations. If the local government demonstrates extraordinary circumstances necessitating this need, um we can exceed that phasing limits. So, because of fire rescue is proposing a fire combat and rescue service impact fee increase that will exceed the phasing limitations, we um we have to do these workshops and this is the second one. So extraordinary circumstances include um unprecedented development in Pasco County, which obviously more people increases our call volume. Um population growth since 2004 has increased in Pasco County 43.2% compared to 13.4% of the national average. Uh the current impact fee was adopted in 2003 and has remained unchanged since then. Uh since then, fire rescue has witnessed 150% increase in construction costs over recent years. Uh the CCI indexing increasing as well 143% from 2002 to 2022. Uh land values have increased exponentially uh to approximately $65,000 an acre on property that we're seeking and usable u to an average of 160% increase since 2002. Uh and you know using NFPA 1710 as our guiding light. We're also behind fire stations according to their calculations. four according to our calculations, five because NFPA doesn't take into effect the geographical layout of the county. So, uh because of these ext extraordinary circumstances um it's necessary to update update project costs and therefore the impact fee and ensure that uh we can deliver the new um services that are needed. And to show you, we have a graph here um which just uh shows the the growth in Pasco County. The dotted line is Pasco County uh as a representation to our surrounding areas as well as the national average. If I'm going too fast, please stop me, but I know we're we're trying to hurry up. Um sorry about that. This next graph shows uh our call volume, which is the blue line on top, how it correlates directly to the increase in new impact or new home permits. The next slide shows the CCI uh increase um especially around between the 2000 and 2020 area production or construction costs have climbed significantly. So our existing fire fees are right at about $420 a residential unit and about $548 for a non-residential unit. At that current rate, next slide. Sorry. Sorry. You got to keep up with me. Sorry. At that current rate, um we're projected to raise about $10 million worth of capital
47:41revenue about um roughly about every four years. If you look up at the proposed fee area, we can shorten that up to about two and a half to three years and then also um to an even um quicker gap uh if we remove the 50,000 foot commercial cap which is denoted by the orange line. And then now I'd like to bring up um a representative from Stantech, our third party representative that we use to kind of collect this data and he can go over some of the methodology on how we came up with this. Thanks. Good afternoon, commissioners. Uh I have a brief presentation summarizing the results of our impact fee study. Um so you need to identify Oh, I'm sorry. Peter Napoli with Santech Consulting based in Tampa, Florida. uh work with counties and cities across the state on impact these studies and also these extraordinary circumstances workshops very familiar with and have conducted some in the local area recently. What a great picture. Perfect. Okay, a good picture. So um to start out and I'm sure you are all very aware of what impact fees are but we do like to give a brief overview of impact fees are used for capital costs only to fund expansion related capital costs. That's an important distinction there. So capital facilities that are necessitated by growth uh without impact fees. Impact fees are totally a policy decision. Um, so you can choose to not have them or have them or choose to have them at a lower cost recovery level. Without the use of impact fees, the necessary facilities may not be constructed u to keep up with growth or they may may be funded from other sources such as taxpayer revenues. A little background the chief had already reviewed with you guys. The current fee combined between fire and rescue service is $420 per dwelling unit. On the non-residential side, it is per thousand square feet. And currently, there is a cap that exists in the county's ordinance that caps non-residential development at 50,000 square feet. Um, that's an unusual cap. U in my experience, I haven't seen that around the state before. Uh, so part of our suggestions and recommendations here today is to remove that cap um and assess all of the square footage of non-residential development uh with impact fees. So the reason for the extraordinary circumstances workshop and I believe uh you have as a county gone through this recently so I don't need to go into too much detail. Um and also the chief already highlighted the demonstrated need both from high population growth uh construction cost increases. Another one is the duration of time since the last uh this impact fee has been updated. So it's been over 20 years since this impact fee has been looked at. That's often used as a justification for exceeding the limitations. Can I ask you a question on that top chart? Yes. Did you put Pasco County in white on a white
50:42paper? Oh, so what happened was you saw it better on chief's graph, but it got reformatted because we went into Pasco County's like slide template and the colors changed and kind of looks odd, but I can go back to the chief's. He has the same graph. That's unusual. It was supposed to be orange and then it changed when they reformatted it by putting in a Pasco slide deck. Sorry about that. The methodology that we use um and this is another thing that kind of you can see that hybrid method at the bottom there is supposed to be a different color and easier to see. Uh we use the hybrid methodology which is a mixture of existing costs. So we take your fixed assets for the fire rescue department and then we also include the capital improvements. So, it's existing and future costs, existing capacity in the county and future capacity added with the capital improvements that are planned. And this just, you know, details that out more. The any assets that were funded by grant funds donated, they're excluded from the cost basis. any dedicated funding sources that are used to fund assets such as the sir tax or uh geo bonds those are also excluded from the cost basis that's a kind of a credit that is sta uh standard uh process in impact v calculations this one is coming up a little weird too so the capacity is measured in what we call functional population there's a requirement by the state that there is a a logical nexus that's used between residential and non-residential to create these fees. Um, it can't just kind of be arbitrarily chosen. So, functional population measures the fun the population impact both on the residential and the non-residential side. So, residential is easy because that's, you know, the occupants of a residential household or multif family unit. On the non-residential side, it's visitors, a combination of visitors, employees, um, and that's used to create a, uh, a log, a proportional relationship between the fees. And this is the function of population we calculated in the county. These are the fire capital improvement costs that we included in the calculation. So there are some fire stations included and there's also a big training center and operation center out in the future that are included to a certain extent. We're including a percentage of it because a percentage of the cost is going to um also serve existing residents. So, we're only using the growth portion of that cost of the ops center and the training center, but we're using the complete um cost for the other stations and the rescue portion of those capital projects as well. So, this kind of summarizes the calculation at a high level. The total costs that are included for fire combat 153 million. The total costs included for rescue 99.5. that's divided amongst the existing capacity, the future capacity served by these assets to get the resulting fees. This is the fee schedule, the updated fee schedule for fire combat. Uh
54:01the land and facilities and equipment are separate in the fee schedule because those monies are held separately. So there's a fee for land of $36 per unit. Then there's the fee for facilities and equipment of $380 to a total $416 per unit for fire combat for residential. That's an increase of 67%. So above and beyond the 50% threshold set by the state. And then on the non-residential side, the increase totals to 12%. On the rescue side, the increase totals to about 50% for the residential and uh it's held flat for non-residential, which may seem a little odd. Um it's just the result of the formula that we follow. Uh we we're not too familiar with how the fees were calculated back in 2003, but a big part of it I think may have been that 50,000 square foot cap that was put on the fees back then. And that may be why the fee isn't increasing, but the county could experience increased revenues from removing that cap on the rescue side or on both sides, fire and rescue. So the total impact fees are shown here. And that formatting is a little weird, so it's hard to see the uh the total fee there. $674 for residential combined between fire and uh rescue. And that's a total of a 60% increase over the existing fees. This is a chart of all of the impact fees in the county's impact fee schedule as compared to some other regional counties. Uh since this fee that both the fire and the EMS are a smaller portion of the overall impact fee that the county charges, it doesn't substantially move you in placement in the survey. Um the larger fees that are really going to motivate that are the schools impact fees, transportation impact fees, uh parks and wreck, etc. So you stay in the same place in in terms uh in in relation to your neighbors. And then this is some operational data, but the chief already covered this in the beginning that they're seeing the increase in um in in calls and incidents regarding growth and new development in the county. And with that uh this is the second of the extraordinary workshops that are necessary for exceeding these limitations. U other than that it requires twothirds approval and then notice is um there's a statutory requirement of noticing 90 days before you start collecting the new fee levels if you so choose to go with the updated results. And that's the end of my presentation. Okay. Board members, do you have any questions? Mariano, just a comment. Um, you know, I think it's sad that we didn't do this since 2003. Um, could have been a lot less stress on budgets going going behind us. Uh, one thing I'd like to see us do and and I'm supportive to do these, I'm okay with even removing the cap, but I would like to see us if we've got something that's economic development related, tourist related, that they have an opportunity to actually ask us for a reimbursement through some other source if need if possible.
57:19You guys have any comments? I have one. So, I would say um yeah, this is way overdue. Um but I do have a little hesitation in an unlimited um unlimited on the commercial. And I asked the question, maybe someone can tell me. How big is that Target building? How big is that Amazon distribution center? A million square feet. The target. Yeah. So, what would their fire impact fee be? I'd have to do the calculations again, but roughly about $800,000. Yeah. So, that I have a little concern of going, you know, I I we I don't know why we had that cap. Maybe it was to get it through. I don't know. We had very little commercial then. Um, so we definitely have to change that. But I wonder if we want to, you know, have something graduated when you get to two different two big sizes. I don't know what the right number is, but I thought maybe Someone else might bring it up here. How big? The target's 1 million square feet. Yes, ma'am. I didn't That's just I That's a mind blow right there. Um so 500,000. Target's not even in service, huh? The Target building is not even in service. I know, but um we did some slight comparisons just for um reference. So like a Walmart distribution center like the one represented in Zephr Hills, um their current impact fees that they paid were 26,000. This proposal would bring them up to about 28,000. Um it would only go up to 28. How many square feet is that? Just over 50,000. And that's a Walmart distribution center. The distribution center is only super center. Sorry. Walmart Super Center. Oh, okay. Not a distribution center. See, I just wonder if we should lower it when we get to a distribution center a little bit. Yes, Commissioner Mariano. Maybe just make the maybe make the number 100,000. Yeah. Or 250,000 or something. But what are the other counties doing? What are the other counties? The other counties don't have caps. It's as So if they're doing said it's, you know, kind of unprecedented, unfortunately. And um for another example, a recent hospital that just opened up in the Wesley Chapel area, they paid $27,000 in impact fees without the commercial captors would have been $179,000. And and how many square feet was it? I'd have to do the math on that exactly, but that maker. Yes, ma'am. I just I think it's really sad that we didn't capture those better, but when you have a building that's, you know, 500,000 square feet, I I just wonder if we should just go ahead and cap it at 500,000 square feet or something. Well, we'll hardly catch it. There won't be very many of them, but it seems that seems fairer. The only reason I'm going to disagree is because other counties already do it. They're paying it in other counties. We're the fastest growing county right now. So, I mean, why should we put any more stress on our budget when we I I think we should do it. And uh PK County has no caps on because they have a lot
1:00:22of distribution centers. I'm asking the the consultant. Sorry. I'm sorry. I can't say for certain whether or not they do. I at Pole County is specifically I work with Citrus and Hernando. They don't they don't have caps on on their non-residential square footage. And then I've worked for numerous other cities and counties, but I haven't worked with PK, so I can't say for certain. Fire chief, are you aware of PK County as a Yes, ma'am. We the fire marshall's done the research on PK County does not have a square footage cap. Okay. And and I'll ask the consultant, you you don't see a drop in service level for the for the capital things, the impact fees at a certain point in square footage. No, that argument's never really been made because if you usually if you ask the fire rescue department, they say the larger the building, the scale of their response is proportionate to the size. So their impact on the county's service service system is proportional. So that that's why I think there's not typically a gap. Good. So so back to I mean you know that at at that mid ground breaking today hearing um Madam Chair say the words that we're a bedroom community as hard as we work to create jobs and jobs and jobs and that's still an impression that's there. Um, I just don't want to do anything that's going to discourage anything that's going to create jobs. Whether it be the big distribution that maybe they don't come right away, they're going to go somewhere else because it's more affordable. Uh, whether it be any type of job creating thing coming in, I don't want Ellie pushing pushing that on them. If there's a way to reimburse them, I'd love to have that discussion now to like if there's a way to use penny for Pasco money or whatever to subsidize what they would pay, I'm okay with that. There would not be a way to use penny for Pasco money. There might be a way to use Well, there would be a way to use penny for Pasco EDA money. I guess the the economic portion, not the public safety portion. Madam Chair, you might want to bring Mr. Engel up because I think he's actually provided this incentive to a number of projects already. David, come on up. He's trying to hold back. David Engel, planning economic development director. What was the question, please? Um, we want to know if we can um use some of your funds uh to help um put together an economic incentive package that might offset some of these costs for the fire increase in fire impact fees in the commercial and industrial. Well, generally and typically we we wave that for the EDC projects that are target industry related because that's consistent with the board's guidance and earmarking for funds out of the penny for Pasco economic development. Um, we haven't really considered using these funds for spec buildings or non-incentivized projects. So, I don't have an answer for you, but we certainly will examine that
1:03:32and get back to the board if that's the direction. Well, it sounds like you have the ability to do it. Um, we want to be careful that we're not waving all the fire fees so that we're collecting some some. So, you can't wave fee. You can't wave an impact fee. You can reimburse it from another funding source. No, I understand, sir. And we do that. We do that with mo we already do that with mobility fees for industrial projects. So, we're we're already we got to talk about that. But but commissioner, it sounds like we do have some flexibility. So, Madam Chair, hurdles involved. I I would like to just alert to the board, we we don't want to dissipate all our funds if a big, you know, target industry project comes in or something else the board wants to get behind. Uh so why not work with the with the the chief and the administration and come back with maybe a proposal? Well, I think it's I think we can get it done. Yeah. I mean, the structure exists. I think that's that's that's the point. And so the question before the board is is to cap or not to cap. Commissioner Mariano's concern really surrounds targeted industry or economic development incentives. And so if we have a targeted industry that's going to come in and build a larger facility, it is the discretion of the board to decide how to allocate funds, whether it's mobility fees, utility fees, uh fire impact fees, depending on on that. This this calculation obviously would would drive it higher on a per square foot basis, but I think you have the mechanisms at your disposal to make it happen. Um uh David Goldstein. Yes. said remember that many warehouses are also occupy a lot of square footage and I don't think you want to be subsidizing those so I agree with you know the county administrator should be a case by case analysis as to whether you want to provide incentives to these these users okay so sounds like we have some flexibility it' be tough to get it what what about using that 250,000 square foot number for the cap I think it should be higher well we'd have to go back and I would imagine the consultant would need to run some numbers or I don't know what went into your your planning number for your your dollars. We could yeah we would have to run some numbers but um I think we want to make that cap we can make that cap but to give you the specific data to give you the specific data related to that number we'd have to go back and run some more numbers. All right. So we we had a cap before 10,000 square 50,000 square 50,000 square. Did you calculate that into this document or no? No. So none of uh part of part of the process u commissioner is uh calculating the county's existing capacity in terms of residential dwelling units but also non-residential square footage that's covered by the service area the fire department. And we didn't cap the square footage that it's included in the existing capacity. So we allowing for basically the total of all the buildings within the county are covered by the fire rescue service. So the capacity
1:06:24numbers would change if we said you know there is no additional impact on service beyond 250,000. Then we would go through recalculate the capacity. I could tell you what would happen is it would probably drive up that dollar per square foot and so you'd be calculating the same revenue but different fees because it would be capped at if if that makes sense because it would be capped at 250. It doesn't make sense that you would go through this when we had a cap in place and not to factor that in when you brought it to us so we'd have that to look at today rather than going back because I certainly don't want to slow this thing down. At the same time I don't want to kill what could be job created things either. I I have a question for Chief Gwen. So, um out of all of the the counties, how many did have a cap? Do you know that in the Tampa Bay area that we that we surveyed? None. Okay. So, did you in the state of Florida? I didn't do a statewide. Okay. I think it's not to compare, you know, to say if Hernando and Citrus didn't have a cap. I I would be more interested if Hillsboro and Poke didn't have a cap. I um so I I'd be okay with the cap, Commissioner Mariano, if it was higher than 250. 250 is too low. I wouldn't want to put a cap on it. Me neither. I think we can handle it as as the building and properties come forward. We can handle it by individual customers if that becomes an issue. I agree madam chairman. Yes. If and then so then that was the question I was trying to explore with a consultant. if if in fact the cap was arbitrary in your previous fee um or I would not recommend you I mean I think that's why the consultant didn't look at a cap in reviewing your new fee moving forward is if there is no appreciable difference if the magnitude of scale of a building creates more fire demand, fire service demand, then they should be paying a higher fee and that's the fee that you've got developed that makes it more legally defensible. If the board wishes to incentivize target industries that might have a big building, I think you do that in another way and fund the the same way we do mobility fees and we take money from the tiff to pay down those businesses that you're looking to incentivize. I think you take the same approach with fire rescue. Okay. I just heard David have a little hesitancy there. Did you want to say something? No, I have nothing to add to it. Okay. I did, Mr. Chairman. The Sun Coast Village MPD, the resoning request from AC Agricultural to MPD master plan unit development for the maximum development of 144 platted town homes. The associated infrastructure on 19 acres. It is just south of County Line Road, two miles to the west of the Sun Coast Parkway. Here's the rough location map on County Line Road. the aerial showing both of these parcels. Current zoning map reflecting AC agricultural as well as the future land use. Here is a contextual map showing this MPD subject site in relation to the overall area. The Northridge MPD just to the south, roughly 700 residential dwelling units as well as commercial along the frontage of County Line Road. There are some industrial pieces as well as the Pasco mine that currently exists with a conditional use. As you get more towards the Sun Coast as well as the C1 portion in between the the purple parcel there, the industrial and the subject site here is the next MPD MPD. You'll be hearing from item 63. There's one variation request with this MPD from 916011 street design and dedication requirements continuation of street patterns for the applicant to not provide an interconnect to the south. Of course to the south is that Northridge MPD which is already in for plat and doesn't have an vehicular access there. The applicant was not able to provide one because of that platting. This is the master plan for this MPD. This is a pretty basic box, but what you can see more on is this binding MPD plan here, the binding conceptual plan in which the park space is centrally located as well as located along the frontage of the county line road as well as that reverse frontage road that connects the Northridge commercial portion to this MPD as well as to the MPD that abuts it, which is item P63. this reverse frontage road. A modification to this reverse frontage road that's occurred over the past few days is that there's an eight-foot path that runs along the north side of this reverse frontage road to allow pedestrian interconnection between this MPD, the MPD that's going to come before you next and the north ridge portion, which allows for the pedestrians to access the commercial sites within Northridge. This comes to you with a recommendation of approval uh from planning commission and PTE. But before I conclude here and ask for any questions, I would like to enter onto the record an email from FDOT and their contractor stating that no additional rideway for the expansion of County Line Road needs to come from the south side uh from Pasco County. That the improvements are going to be
1:31:16occurring exclusively on the north side in Hernando. Madam Chair. Yeah. So with that statement, when County gets built, aren't they going to put in a trail on the south side as well? That's those two. I'm not sure which side of the road uh the trail is going to be on because FOD is still finalizing their new PD&E, but what they could tell the county as well as the applicant is the only thing that they know is going to be the same between the design that they started in 2009 and the design they're currently working on is the existing rideway. That the it's going to stop on the south side where it currently exists and expand north. I I'm not sure which side of the road the trail is on just because the PD& is still happening. Commissioner Stark, I'm not happy with that at all. I think we should have one at both on both sides of the road. Well, um something. Yeah, I mean I think we should be prepared for something that we should know. Well, we should know which side it's on. And I mean, we'll hear from the applicant next, but I I thought I I was told that they didn't they weren't going to build it because it was going to be torn out, so they weren't going to put it out there now. But now hearing that they're not going to put it out there is disturbing to me. You know, um when I've driven on County Line Road, when you get over by um Commissioner Simpson's property there, the multi-use path is on the south side of the road. So, I don't understand why they're not saying it's not going to be on the south side or at some point they're going to have to cross. So, I've seen it over there. It's beautiful. I see the applicant's attorney has stepped up to the podium. Barbara Wilhight 8627 Grand Boulevard, Newport Richie. Pull it up here. And Barbara, you've been I have been sworn. FDOT hasn't finished their design. You all can influence their design however you want to influence it with you want an 8 foot path on your side, you should influence their design. The proposal that I made um was relating to the discussions that we have with your county engineer. What should we do? And this goes for both projects, Sun Coast Village and Sun and Sun City. What should we do as a project? Should we do the required five-foot sidewalk along our frontages or something else? And because there's no design, there's no grades, and you can't construct something without any grades, you can, but it'll be torn up. And so the thought is, the thought was, go ahead and do our 5- foot required sidewalk. Of course, it won't go anywhere um because it doesn't have anywhere to connect to to the east or to the west past Northridge. So, the thought is instead of us doing our five- foot sidewalk and tearing it up or you guys requiring me to do an eight foot and tearing it up, what we'd like to do is take those
1:34:14monies and contribute them to the county instead of paying for things to be torn up. Contribute those monies to the county. Then they can use it over on Shady Hills Road for a sidewalk improvement that you actually are getting sidewalks on Shady Hills Road. Piece by piece, you're getting those sidewalks done. They'll actually start somewhere and go somewhere. you have schools, you have three schools on Shady Hills Road. So that's the thought, but understanding that ultimately when County Line Road is done, you'll get either a sidewalk or a trail, but you all get to participate in that because you're funding, you're helping to fund County Line Road. So that the thought is and the other thing is if I put a sidewalk out going to nowhere, that's going to get torn up. It's going nowhere. What we did instead is we took our took our eight foot path an 8 foot path and did it internal. So not only are we doing an 8 foot internal path where our children and mothers can safely go between these three projects. Northridge has 14 acres 60,000 square feet of commercial pretty large commercial area. Sun City next to this is we're on we're on Sunost Village now. Sun City has 10,000 square feet of properly oriented buildings. Commissioner Starky, they're oriented in a manner um that I think you'll all be proud of. And so we put our eight foot path there. So not only is my client doing paying for eight foot path, both clients within their projects, they're actually and they're taking the money that they would have spent on five foot throwaway sidewalks on Countyline Road and contributing it to you. And not just the money for the five foot sidewalks, about double the money. So the side the five foot sidewalk along East Front is about 12 $27,000. and they're willing to give you a contribution each of 50,000. So that's $100,000 that you can use on to get more sidewalks on Shady Hills Road where you have a need, you're ultimately going to get your county line road done in a manner that you're it's acceptable to you all because you are funding it. So I think it all works really well and is is a good solution u for how these projects are constructed. It allows you to take money that would have just been wasted and plus some money and put some sidewalk improvements on Shady Hills Road and then ultimately you'll have the how County Line Road is done when it's expanded because you're going to be participating. So this is my idea of kind of how to put this together. I didn't come I came up with it on my own, but I met with your county engineer and he too agrees that those five foot sidewalks would just be a throwaway at this time and thought that it was a better use of money to use the money for something. So, I hope that explains what we came up with. Um, I've asked them to put up um Google Maps and if you could go to county line in the Sun Coast, that's the area I need everyone to see. Can I just Yeah, just to stick to this point. And Barbara, I appreciate you working with the county engineer and the

Um, and I just want to make sure was what the thing one of the concern with staff was they said there was no trail going on the side, but there's at least a path or a trail depending on what DOT picks. So, we've got the rightway we need. That's correct. Okay. So, the rightway was my biggest concern knowing when was going to be built. So, long as I got the rightway. Got it. And we can take this contribution and build, you know, we make we're making an investment on Shad Road now. Got one project going to Bosley. So, this is going to get us up, you know, quite a bit further, which is good. and we can work on other projects coming in to do the same thing. And if Barbara can keep on developers helping us out with this, we we I'd appreciate it. I'm sure we all would. I I do want you to see something, but it needs to be Google a satellite view, not this this view. This if you look here, County Line Road, because this project is down to the left over here, right by Lynden kind of. Uh yeah. So, where's County Line? You're gonna have to zoom out. So Barbara, oh, you are. It appears that she two counties south. You got about 28 feet of right away. You got 28 feet of right away to edge of pavement all along your entire Please move it to the intersection of the Sun Coast and County Line. Sorry. And then zoom in a little. Okay. You can't see it there. Um, this is Madam Chairman, if I can. So, Commissioner Mariano, that based on the graphics that are being shown in this package, there's 28.6 ft of unimproved right of way to edge of pavement on one corner of their property going to 29.4. So you've got another at least 25 ft of okay right away that can be used in DOJ's red um in this view here it's not shown but um they've improved this intersection and to the right of let's see what would be about uh I don't know 100 feet or so to the right um over in that field starts the multi-use path that continues all the way down county line. It's on the south side. So I I saw that um going to an event over there in uh East Pasco. So we do want to um be sure that we have opportunity. But if the rightway saved, that's all that matters. Yeah. Your county, it's AECOM who's doing the design for FDOT. And I know I know you're I'm sure your county engineer has their contact information and with your direction, we'll get on the line and make sure that uh you're getting a multi-use path on the south side. And I might have might be a wide sidewalk and a path on the north side, but we'll look at it. We just want to be sure we can do it without coming back, right? Okay. Any um any other questions for Barbara? Barbara, is this the one that we reduced the eight eight block or this one already had was reduced. It only has three eight-unit buildings. The next one was reduced to two. A couple highlights. This particular plan that you saw has 2.4 acres of parks and open space. What's required is
1:40:341.44. So about an acre more of parks and open space. We have de nearly double the required visitor parking. We've only have three eight-unit buildings. So, we have a nice mix of of sixes and mostly sixes and some eights. And I, as we said, we're going to do the eight foot uh path on the north side of our connecting roadway. They're doing a roundabout um have a nice flow of traffic. So, I'm pretty proud of how these projects came together and planned their projects together. It was a unique opportunity and uh we slowed this project down by doing that, but uh the end result's a good one. Okay. Okay. Is there anyone here who wishes to speak against this item? This is going to sound a little bit familiar to the project you just heard. It's next door neighbor. It's location map being the same. North County Line Road. The subject site, we're just moving a little bit over to the to the east to the next parcel. The current zoning agricultural, the future land use being res one. Here is the same context map with just the the next door parcel highlighted showing you the overall context. um industrial, the north ridge, it's all the same. The the difference with this one, three variations from the code this time, the first one being from 90160 11 street design and dedication requirements. This is not proposing an interconnect to the south for the same reason as it's the previous project with the North Ridge MPD already being in for plat. There was there was no room for vehicular access. The second variation from table 9013A, this is the emergency access, one
1:43:44functional access requirement in the land development code. The applicant is proposing to um to have one access at at this current time because of the interconnects to the west and east at the at the time that this is being built, the infrastructure might not necessarily be there for that to function as an emergency access. It's not yet built. And from 9052 table E, this is for the the visual buffering internal to the project. Yeah, I have a question on that. Perfect. The the applicant is requesting no visual screen between the residential and the non-residential portions of the project. No screen. No screen, too. so that they can enhance the pedestrian walkability as well as the activation of the commercial by letting both be in the same eyesight as people walk down that 8ft path down the center that connects all three. But what about on the east side because that's isn't that heavy industrial? Go back here. The the buffering requirements will be the same on the per per the land development code between the industrial property. was purely for the internal variation from 9052. Um I I uh I have to tell you I'm I'm moving against vinyl fences in these kind of um situations. I think it should be masonary either concrete block or or brick. Um so I would just ask that on the east side. Absolutely. I can certainly let the applicant speak to that. Here's the binding imped plan, the binding concept plan for this project. They have the same linear park space down the center of the development as as the previous. And in place of the east to west park space that the other project had, that's where this 10,000 ft of commercial is going to be located with that 8ft path running along the north side of that reverse frontage road. And of course, conditions of approval orienting these buildings to the frontage of County Line Road for maximum activation. And this comes to you with a recommendation of approval from both the planning commission as well as the plan development economic growth department. I'm here for any questions. Well, you know, when when we pull a building up to a road and we say mass maximum activation, it it needs to be against a trail, not necessarily a sidewalk. Um, in my opinion, or else you you maybe sight it to the interior road. So, I I guess I would ask Terry, do you think it's better for that building to be sided against County Line Road or make it um where it's instead of having the parking lot against the big pond, you have restaurants against that big pond behind it and or something and maybe it that becomes part of a little more walkable opportunity. Um it it's really a philosophical question because either we prioritize the buildings towards the main thorough affairs which in this case would be county line road although we know that um county line is going to be
1:47:03under construction for some time when they actually commence that construction is is still um unknown at this point. Uh however uh the flip side is you would put these buildings towards the main thoroughares but then what is that getting you? Because are you getting the pedestrian activity that you would normally get in a sort of downtown environment if you're up against a fourlane or six lane main arterial. Uh we when we looked at the three projects that are along Conite Road here, Northridge, Sun Coast Village, which we just heard, and Sun City, this project, um we determined that it would be better to prioritize the internal road network and get the neighbors who are actually there today able to walk to and from the various commercial amenities that they're going to have between their development. And to the extent that you would have a building overlooking water with maybe some outdoor seating over the water and people walk by the the detention pond not as a detention pond but as a water feature or amenity that sort of doubles up and helps to beautify the neighborhood. Um this was sort of the idea that we put together. So they can do that because I thought he said it had to be pulled up to the road and for me it seems like that works well. Yeah. The idea is that you wouldn't have parking separating uh where people live and are walking and the business which is in the back, right? So to the extent that you have no parking, but maybe there is green space, maybe there is a pond, maybe the building is all the way up to the road. So it just depends on the design how they do it. But nevertheless, you're not walking past a parking spot to get to the building. You're walking past something that's more pleasurable to walk past. Okay? Because it it seems to me if something traffic calming like on street parking uh or something work is what's needed when you're making a road more walkable and getting that feel and I don't we don't have on street parking on on county line road or correct yeah so I think you know interesting discussion yeah this frontage road is basically a another type of local road is there on street parking on that frontage road there probably could could well fit some on street parking capability. And I believe that's what we really need to get back on. You know, the book of James uh in chapter 4 talks about there being one lawgiver, that being Jesus the Christ who is able to save or destroy. In the book of Isaiah 33 talks about for the Lord is our judge and our lawgiver and our king. He shall save us. Jesus also talks about this in Matthew 10. you know that we don't fear what man will do to us but God because he is able to kill the body but rather fear him which is able to destroy both body and soul and so we're talking about the fear of the Lord we see in the early acts of the church great fear came upon the people and you know Peter said it like this if could if you could imagine a fisherman going and speaking to the council, the religious leaders, and they beat him. They throw him in jail. Angels come and open up the prison doors, and God tells them to go right back into that that temple and preach to Jesus. And I am 100% ju just being in Spain, I didn't see any potholes. None. I And so I I 100% want to try. in Switzerland. When I drove around that whole country, I didn't see a single bottle anymore. So, let's go for it. So, I say we I'll make a motion that we approve it and uh instruct DOT or Well, I mean, you can direct us to converse with DOT and I mean, we can certainly try to work with them to to you know, compare specifications and things that would be appropriate. So I think it'll have it's the only machine I believe of its type uh proton machine of its type in the southeast. So they will have farreaching uh care going out from that machine bringing people in. So but yes enjoyed that very much. Any Tampa Bay water updates? Who's who are my two on the Tampa? Um, anything going on there? Yeah, we approved yesterday the uh test well in the northeast. Okay. Park. So that that'll give us a test well in that area about the aquifer that we haven't had before. We have it in other areas in in the Tri County area, but this will be

So, um, just so you know, Tampa Bay Water has been up to AMSKills a number of times and, um, they are working on a, uh, project for, um, uh, to train in public utilities like uh, Tampa Bay Water. They're very excited about it. They've brought in, we also have US Water, um, Pasco County Utilities, a whole group of Panelis, Panelis County Utilities. They have a little consortium a lot of those little towns and uh Panelis County Utilities was up last week. So, um very exciting to see how we can help them keep get a pipeline going so they can um keep their workforce up because a lot of people are getting ready to retire in those industries. So, all right. Uh don't have anything no updates on committee reports other than I'll just I'll let talk about it, but beautiful day at Sunwest. I'm assuming you're going to share that story. It's quite a few. Uh, so great work, Kathy and Keith and everybody. So, was this for the the 5K? Just the 5K. Yes. Okay. We had the Moon Lake cleanup and we had it we collected a total of a hundred tons and just a shout out to the county for doing an amazing job. Sandra Delgado and um we call him Tattoo Marty. Um it was a great day and when was the last one you did? A year ago. Was it really? I just remember the record amount of stuff you got out there. Yep. It was um our number was slightly down. Last year was 132 tons um but it was just because the style of the communication for the cleanup was went out differently this year. So hopefully we'll get it back to how it was last year. And then um update on the area of agent um aging. Duke Energy uh wrote them a check for $40,000 which was nice. Um, the not so great update was the Department of Elder Affairs informed um that it only received $104,950 for three months of funding. So, and they normally receive 12 months of funding in their contracts. So, this is due to uh everything going on in Congress. So, they're waiting to see what their funding is going to be. So, along with the state, everybody's just waiting. So, this is an event they're having, a day in the life of a senior. They're going to have things um that you put on to stim to simulate, you know, what it feels like to be elderly and moving around. Um so I want to say uh just on the u the tempe water um we did vote to go forward with the well I actually voted against it in the sense of I've months ago asked about looking for a reservoir option. I know staff has been working together uh with Tampa Bay Water to get with Army Corps of Engineers to look at the four rivers project. They want to work in tandem. So I'm encouraged to say I have to talk to Chuck Cardon. I'm I'm feeling good that they are working on that to study that option. I think it's important we look at all options as great as a res reservoir was worked out for the region. I think it should be a top priority rather than more well drilling especially when you have people on septic systems and there could be other issues for down the road. So I'm happy to see that uh Chuck is willing to work with you Mike as we talked at the Tri Tri County workshop uh meeting a few months back. Um question for um staff as well. Sometimes we're going to do a road and we'll use we're going to put trees up and right now Ridge's going to get some trees on it and we're using the they're going to use the they're going to use the um uh transportation fund for it. And I think it'd be better served for us just to spend the taller dollar. It's easier to stretch more roads and sidewalks that we need to actually instead of using the uh transportation funds, let's go try to use tree mitigation funds. Uh transportation. Yeah, Commissioner Mariano. Um that is the plan. We we intend to bring back um updates to the tree mitigation fee and as part of that ordinance it'll include broadening and opening up various uses for the funds for county use. Okay. Parks can't even use the money. No, especially parks. Yeah. Yeah. Know anything we can do to save other funds to stretch them better, we should be doing it. Uh I want to I want to compliment staff on the uh CDBGDR town halls they've run. I guess the last one was last night. Couldn't quite get to that one out in Date City, but uh the ones I had in Holiday and also in Hudson. Very well attended, great feedback. It's going to be enough to put, I think, a presentation forward for HUD to hopefully get back in August. Then we can get to the nuts and bolts as far as what we really want to go do. Uh I want to congratulate the Mercy Marine uh Institute down in Port Richie. It's a schoolboard project donated by the Meiser family many years ago. uh and they had a great uh group of folks down there. And I want to say that while I was there as working in the aquatic preserve, I took advantage of trying to like work with talking to fish and wildlife, had a conversation down there, talked to our people from the institute as well about trying to get a letter of support. um met with the Salt Strong Alliance and uh both the Marine Institute and Salt Strong Alliance were both willing and did give me a letter uh of support for the aquatic preserve and that's been sent up working with the
2:15:39Senate right now. And Fish and Wildlife, they don't do letters of support, but they did a letter or an email of like no objection explaining their position. Uh so hopefully that may help us attach it to a bill that's going on up there. So, here's a picture of the uh at Sun West. Uh that's the Bandies family actually. And I tell you, they did a phenomenal job as a as a contractor working that through. But uh the son and daughter, both project managers, coordinators, and as Mr. Bandy's on the second from the right, u just really loved the project, proud to do it, and uh I think they and all the other contractors did a phenomenal job. And our and our team did a phenomenal job as well. Um, the 5K run was very well attended. Uh, the petitions were great. Now, I was given instructions to get there at 8:15. So, I'm calling Mike at 8:22 like I'm almost there. He says, "Jack, they already started running." If they started at 8, they start at 8:15. Turned out to be a godsend for me. Number one, number one, not to have to run against him. Number two, uh, I kind of looked at like there were two passive runners going around. So, one was going fast that were going to the right side. So, I went I mean to the left side. So, I went to the right side and I was able to video it all the way around the lake talking about what was going on, what had happened on it. And uh three times during it as I'm going through my whole thing, Mike's running by me saying, "Hey, Jack. Hey, Jack. He was looping you." Literally, he ran circles around me. But, uh it was it was a great day. And and Seth, it was so great to see you there with your family. I'm glad you got to take the tour. Um, and Seth reminded me way back when when Will Wet was speaker, uh, or at least in office. Uh, he went around with him on one of the tours I gave to kind of show him the project. And, uh, Seth, you were pretty pleased what you saw compared to what we started out with. It's pretty neat. It's come a long way. Yeah. Well, I tell you, and it comes from support from the board. Uh, I can't thank this board enough for helping get the things done. We had the funds in to do the first trail from from before, you know, around the first lake, which made it great to to to complete that all the way around. But I'll tell you, doing that second lake is going to make such a difference for that whole park. I mean, for tourism, for everything else really really set us, I think, apart from there's nothing else like this anywhere. So, so I thank all shade that trail. Um so last week we did this walk with Senator Book. That's Lauren Book right there. Um and she does this every year. She starts in Key West and she walks to Tallahassee and uh it's to bring awareness uh about uh child sexual abuse. So uh I and my staff um did the first part of the walk. We didn't do the whole day, but um it was a great turnout. We started out right down here at the complex where all the landscaping is missing just south of us and um Pasco kids first. We started their whole staff walked and and it was great. We walked down to the um River Crossing Publiclix and then they went on to the tax collector's office. Um I had uh I went to the CDBGDR town hall. I didn't take any pictures of that, but that was really well attended and um I think everyone appreciated getting to know what that's all about and and there were some good ideas from the staff even on on what we might do and one of them was from Chuck Puchini who used to run Bower um which is a big uh commercial or industrial contracting company and um and I agree with him 100% that we need to find a way to get more sand back on the Enklo Key because that's a barrier island and we do not need that to go away and pretty soon it's going to break into three pieces on the north end, but it is shockingly thin. So, um I definitely want our staff to work with Penllis County because part of it's in Pasco, part of it's in Penllis to see how we can go about putting some more sand on the uh west side. Um, I had my quarterly uh Harbor South Leadership Council meeting. Thank you, Marcy. She two nights in a row she explained her CDBGR um program. Um here's the mop the Spiros uh event this morning and um and uh the tree mitigation fund resolution from 2008 is currently being updated by Patrick and Elizabeth. I'd like to add to the resolution to allow for purchases of rights to trees um conservation easements and tree canopies etc. So it's a thought that um was brought to my attention that maybe we can um kind of buy the rights to preserve some trees in developments.
