6:13people ride horses there the kids walk home to school we don't have street lights there no reflectors on them you name it um we gave um the garbage companies time to do self compliance because we didn't I didn't want to see uh Property Owners ticket it it wasn't their fault um fortunately they didn't want anything to do with it they wouldn't help us so after about nine months of waiting we uh did a little sweep code enforcement did a sweep took care of all the dumpsters I then met with um a um carac at code enforcement and he came and visited with me to see how we're going to make this stick he decided he's going to visit all the garbage companies and educate the drivers on how and where and why and now this is what happens when there a violation somebody calls it in like me and uh the officer comes out recognizes it calls it the garbage company uh talks to the right person and the pale is moved within a day the citizen the property owner is never even affected and that's a good thing so I thank you all for leading it to that conclusion it's great uh the neighborhood again a Shady Hills it's zoned ar1 we raise animals and do crops if you can imagine yourself with a couple of Acres what would you do with it some of the things I've seen however I wouldn't I wouldn't do with it I've seen uh I've seen Pro Parcels without a single blade of grass soil blackish gray it's it's unfarmable what do we call it non-arable I've seen properties littered with metal doing no good to the environment any any contamination you do to the land your land you could affect our land yes we all live and on and have well water so if you contaminate your land you contaminate my land what I do doesn't come with its share of controversy I've written about a thousand complaints in the past decade it's a big number but in 10 years I I do it just to I do just a few a year few times a year just to be easy on the um Services of past County and not to cause too too much trouble but there's some there there's some serious um negative talk about me online so much so the police department's been notified and a couple of deputies watch all the Shady Hills websites now um if you're looking to do see just how I I respond you should call and talk to the guys at code enforcement I keep in contact with them all the time thank you thank you so much for your time and God bless thank thank you Steve Barber followed by Daryl Henderson Steve Barber uh Landa Lakes Broad River Avenue uh it's a new development right across from conon and uh I don't really know how it works down here in Florida I'm from New Jersey but uh this development was approved I guess with one act ACC or the I guess it would be the northern entrance through callway Boulevard and uh I guess the people with the money own the southern entrance I guess the Bexley and uh it's it's not a major issue but it kind of is because everything you do is south of that development all the
9:50schools uh all the grocery stores shopping and uh callway Boulevard is terrible three 90° turns through swamp um totally flooded out during the hurricane I mean if you're going to touch wetlands and disrupt things why not at least do it the right way maybe build it four foot higher I don't know I don't know why we went down it's kind of goofy but uh the main the main point here is looking for help trying to get the southern gate access open to the public I think I called I think I spoke to miss Jagger and just looking for some help on on that matter um just doesn't make sense you order your uh Star Bucks door Dash your pizza for your kids gets there an hour and 20 minutes later because the driver goes there cu the AI and Google Maps and the iPhone say hey go to the go this way because it makes sense cuz man's thought process and power and money didn't go in into the planning of your route so then they have to go back out the calls way 41's a disaster 23 minutes later an hour total your food gets there it's cold your kids aren't happy for a miserable life just trying to help the the citizens here over at Deerbrook um there only like a 100 houses built now I think 400 are going in somebody's going to have to look at the roads I mean Landa Lakes High School is right out front uh I talked to a lot of the neighbors there and we can't get busing the Landa Lakes High School so the gate is closed we're not supposed to use the South entrance which is makes way more sense Bexley is wider with theia is wider the only way for the kids to walk to school is through cway Boulevard which is white line to white line swamp the swamp there's no sidewalks there's no lighting provided by the yeah that's another thing like if you want a street light you the the citizen has to pay for it or buy it doesn't make sense either I don't know how that works so there's like no way for the kids to get to school to walk to school safely so I'm sure you would want all your kids to walk to school safely not throw a swamp or you know tractors and trailer comes through because they're building the development they get pushed off the road they come home shoes are dirty socks are dirty it's doesn't make sense so just looking for the southern gate to get open the Bexley the hysteria just makes so much more sense for everybody if there's any help I appreciate it all right I see David Engel he'll talk with you about it and David I did get some calls on this in the past month or so so he's not he's not the only one talking about it so we take a look at it appreciate it thank you thank you for your time emails as well and we're looking into it okay thank you thank you for your service I tried to get everybody to call in but we didn't know we had the register by 4:00 so I mean there's other residents that won the call in but yeah it's first time you know trying to be a
12:51part of everything you want to use a county commission's email address you can get us all you'll we'll all know the letters came in so it's better information that you can direct it to commission Jager Awards her district and all so thank you but no we are working on it thank you yep thank you we have darl Henderson followed by Darby I don't know how to pronounce your last name last name starts with a T Darby T and Then followed by Pastor Troy Peterson good morning Daryl Henderson 121007 old Boulevard in Largo i' like to admit a document for the record do you like to admit a document all in favor say I I any opposed okay good morning good morning chairman Commissioners uh I come to you as the advocacy director for the recovery Epic Center Foundation based in Clearwater and I'm happy to announce that the recovery Epic Center Foundation is proud to announce the grand opening of The Outfield a new peer respir Recovery Center in Pasco County on April 4th The Outfield Builds on the success of the catcher mitt which launched in Clear Water in March of 2023 since then the foundation's peer respit program has provided a safe cost-free space for more than a thousand individuals seeking support who might not qualify for traditional Medical Services thanks to generous Grant from Bay care this initiative has helped prevent homelessness reduce emergency room visits and lower overdose rates by connecting over 80% of participants to long-term recovery programs and Housing Solutions with funding from the Pascal County opioid abatement board The Outfield quietly open open it doors on February 17th of 2025 and has already provided a safe landing for 30 people in crisis the foundation is now exploring opportunities to open additional centers in Hernando manate and Hillsboro counties grand opening event details will it will take place like like I said on Friday April the 4th from 1: to 400 p.m. the location is 9224 elza Street in Newport Rich attendees will tour the facility meet staff and learn about peer Le recovery firsthand and again I want to thank you for your support of our efforts to help end overdoses and end drug addiction in this community thank you thank you okay Darby T followed by Pastor Troy Peterson followed by Linda to armor hello hi it's Darby tro TR um thank you it's hard to explain um to pronounce I'm off Tanglewood Drive in Newport Richie um my family and I have a registered gamebird Farm off tangle wood called bonro funny farm we moved here from Oldsmar in 2024 I'm going to explain what we do and why I'm here um we feed everything organic we use regenerative and sustainable farming practices we don't use harmful chemicals initially I called many county offices to find out if Tanglewood could be rezoned AGR tourism um I was told we were zoned AR so we did a lot um we are because we're a game
16:03game Bird Farm it means that we breed birds like quail and pheasant and of course we plan to breed chickens which all requires roosters um we also npip which means the county comes and blood tests our birds for disease annually we also have a limited poultry license which means that I can legally butcher birds and sell the eat and eggs um we have made efforts to follow every rule um we provide eggs to our neighbors and this shortage and Birds because there's no chickens anywhere um we've linked arms around our community since we've just been here since June um we partnered with Florida Farm Bureau and we registered as a wildlife habitat my mom owns a nonprofit We partner to um her her nonprofit is designed to teach children life skills we also teach families to raise their own birds in Hurricane Milton it flooded most of our backyard and we had to move where our birds were um we moved them from the right side of our property to the left it took us months to pump out all the water lots of damage lots of equipment um we have only one neighboring home and it was vacant at the time and uh we had to move all our Birds to that left side there was nobody living there um there's a wildlife a wet uh Wetland behind us and then on the other side is a driveway up to an elementary school we have no no body anywhere else um I'll get to the point quickly uh we re we received a citation for our rooster and we found out we were uh zoned ER up until now we had no no clue we were breaking any rules our property is 2.8 Acres since Sunday we found out about our salutation we moved the birds completely 1.5 Acres away from the complaining neighbor um we don't have any HOAs there's L there's horses in our neighborhood there's gunshots there's loud barking at night from other dogs our neighbors have big parties we have roosters roaming the neighborhood um we've gone to really far extents to try to follow all the rules and hoping that moving the roosters all the way across the the area so that they're not even close to the neighbor it was 100 feet before now it's a 1.5 Acres from him so I'm just hoping we can find a way that we can keep our roosters and all the work that we've put into it thank you so much for listening all right I think Denise sanderson's here Pastor Troy Peterson followed by Linda T armor followed by Sarah Gonzalez good morning I do have a flyer for y'all second all in favor say I I good morning uh Troy Peterson 8114 Leo kid Road Port Richie Florida um what what you're receiving there is our Resurrection egg hunt in the city of Port Richie uh we do that with the with the city of Port Richie the fire department and the police department every every year invite your families I know the kids always enjoy climbing on the fire trucks and in the police cars and then of course sharing the true reason for the season um I also want to mention coming
19:36up uh like every year uh May 1st we do have the National Day of Prayer coming up and I really appreciate what the county has done the last quite a few years with setting up all the chairs and and stuff like that it's always a a great time of fellowship and worship together as we honor the king of kings and Lord of lords we'll get Flyers to you on that of course the resolution coming up as well making uh May 1st National Day of Prayer here in Pascal County um and on that topic um I I don't know what I need to do or how I need to do it I've met with a few you Commissioners and I would like to put to a vote um during that resolution that either somebody cares Pascal Hernando lead not a prayer that was written by a previous attorney and we can honor the King of Kings Lord Lords and watch God bless Pascal County as I was praying this morning uh over at the Oasis Coffee Spot um I'm reminded of a prayer that I would pray often before I would go out and preach the gospel and you know I'm not a Bible scholar or anything like that but I would pray you know let my preaching and my teaching not be with enticing words of man's Wisdom but great power and demonstration of His Holy Spirit and with his holy spirit comes the wisdom of God not the wisdom of men and I believe as we do prayers that are Spirit L not read off a piece of paper we're going to receive blessings from God we're also going to receive wisdom that comes down from above because we know God's word says every good and perfect gift come down from the father lights and I I I want God to pour out them gifts on our County and on you Commissioners God bless you thank you for your time thank Linda T armor followed by Sarah Gonzalez followed by Steven ivester I have some paperwork to submit please some paper just a second all in favor say I yeah do you want to give us you want those backl though yeah okay excuse me I don't see Miss starky here good morning Commissioners chairman my name is Linda Farmer I live reside at 18751 coat Street in Shady Hills Florida I'm here today P petition Tom Bingo's excessive and fraudulent enforcement reports I have submitted a petition of over 2 citizens in Shady Hills we the undersigned residents concerned citizens of Pasco County submit this petition to formally challenge the actions of Tom bino a resident in Pasco County regarding the excessive and unjustified reports for Pasco County enforcement he has come to my attention that Mr bino repeatedly has reported residents of Code Enforcement resulting in excessive and fraudulent unnecessary code violations these actions have caused undue and financial emotional stress on property owners residing residents creating an atmosphere of harassment mistrust with our community we believe believe these reports are not only unjust but also disruptive to the
23:35harmony of our neighborhood we therefore demand the following I would like a full and transparent investigation into the legitimacy of all of 377 that I have submitted to you code enforcement complaints by him immediate dismissal of any code enforcement complaints that are unjustified stemming from his reports a revised guideline on people calling in false reports and unjustified reports and using the code enforcement as a weapon as system on a community that he has nothing better to do its harassment and its misuse of the code enforcement system and our tax dollars we urge County officials to take immediate action to address these concerns and restore their fairness and integrity to the code enforcement process by signing that petition we affirm to commit Justice and fair treatment for all residents in Pasco County you've been given the petition I would now like to the other piece of paper was back from 2015 where 28 people from Shady Hills Florida took Mr Binger to court for harassment from code enforcement complaints he was told leave the community alone that he was out of line by what he was doing he's up at 6 o'clock in the morning in front of our homes in his pajamas taking photos of our families our cars turning in people with tow trucks that are on 24-hour Services why are we sending a code enforcement out when we have someone on rotation that has a vehicle in their parking lot in a 3 Acre piece of property and wasting our tax dollars pictures are we going to get to see them I didn't know I didn't know you want them shown you have the pictures yes thank you I'm I'm going to run out of time there's no I personally was affected I live on a dead end Street three and a half miles away from Mr Bingo he decided to drive down my road and turn me in for my secondary car that's parked behind my oak trees that I is my secondary car sure legally I'm supposed to have a tag on it I agree it wasn't hurting anyone code enforcement's been up and down my road many times they've never stopped you can't see the the back of my vehicle from the tag from my car you would not know that there was no tag on my car unless you sat out inside my yard and tried to take pictures and sat there for hours I'm going to show you some pictures real quick of the code violations that are being called in this picture unfortunately is a picture of Mr bino's daughter stating that he has someone at the top of Code Enforcement working with him so he can do whatever he wants it also states that he has the backing from the County Commission to do whatever he wants you can skip that one cuz you can't really read it up there but this is my house this is from my front gate you can turn it up straight can you turn thect the trees there you go thank that's the picture from my gate that's my car in my driveway I got a code enforcement
26:52complaint that I had 7 days to remove my vehicle from my property or I was going to get a $120 fine every day that sit there you can skip the next picture across the street my neighbor has a beautiful yard and he has Shrubbery across it he has a black top pavement driveway that goes all the way to the back of his property he's a legal trailer with a truck cab on the top of the trailer because he's going to replace his cab to because that's what we do we work on our cars out there it's not anybody's way it's like okay this is why I have a problem if code enforcement wasn't out doing this they could be handling the stuff that need tomalino could be running around this is the side of sh old Shady Hills where now is turned into a truck stop you can go to the next picture please these are people living on the side of Shady Hills old Shady Hills Road because it's become a truck stop why is he not turning these people in go to the next picture please things that actually matter in our neighborhood we have people living in woods in the same area that this truck stop is an entire homeless Camp why is he not handling that why isn't even call code enforcement in on actual real stuff next picture please trash and everything down the roads tractor trailers why isn't this being called in go to the next picture please tractor trailers trash all down the road why isn't he calling Miss in please go to the next picture we have people just dumping trash on this particular Road that's a code enforcement problem why isn't he calling that in goes to the next picture please tractor trailers on the same road stare all the time now we have Transit people coming and going you know what truck stops are all about that's what's happening go to the next picture please we have a guy that just got kicked out of somewhere else code enforcement went to the property kicked him out of it from Hudson he's now living on Old Shady Hills Road he's got all of his belongings and he's got a campsite sitting there all not 50 yards from that area is a propane place that do that that listen we need to stop being harassed in our neighborhood because there's a Code Enforcement can't do their actual job and take care of this stuff because they're running around taking care of my car in my driveway or a pallet in somebody's yard right L I'm going to stop you because we're got to get on with the meeting but thank you sir I appreciate the pictures uh if you would uh take the pictures back show them to Denise Denise ahead of code enforcement or David Allen she's out there okay I just I'll need them back they're part so have them I have others okay I will keep that uh get with David Allen he'll he'll talk with you we'll set up for code enforcement take a look at everything we've asked about I would I I'm asking you guys right now David Al is right in the back I know but I'm asking y'all because I know what happens
29:44when I go talk to staff all right we have um Sarah Gonzalez followed by Steven I think it's ivester followed by Daphne sias good morning thank you good morning my name is Sarah Gonzalez I live at 16677 Albright Road in Spring Hill Florida in part of Shady Hills I am attending today I signed that petition I bought in that area in 2017 had I known about this 2015 situation I would not have bought that house on the corner because of this person I moved out here because we worked to buy a house our firsttime buyer's home since then there's been nothing but reports started in 17 me and my husband were in this community center in this Miss meeting in 18 it was two of us you guys let us talk toss us aside send us on to the report thing okay so I'm here and I've got three minutes to say what I got to say so this is a consistence my husband is an emergency truck operator he does heavy record operator so he saves your guys' family when they're out on the road getting smashed in these accidents occasionally he may come home okay we don't have quite enough acres to not have a garage okay we comply with code we completely appreciate every single officer that's ever been to our house I have everyone's name we have always worked with them they've worked with us they've given us advice here and there and every time it happens and they give us advice seems like that code enforcement is now gone first one that came to my house in 17 they got us in violation we thought we could have our mud trucks out in front of our house okay I went pull coats I found that it was not legal to do that so then we complied with you guys we got rid of extra Vehicles we put everything behind the house I can't afford a privacy fence to block it off I live right on the corner little ranch and allright okay I'm on blast doesn't matter who drives by code enforcement Drives By first time came we wouldn't be here had it not been called in cuz if we drove by your house it would not draw our attention okay I am here because after all these years of situations in 14 I had to put a privacy offense across the side of my house where the side of my house I got a carport okay 2020 I bought this house this carport was on this property okay it was on my property appraisers as a new buyer my property appraiser the buyer's property appraiser did not pull any questions on it okay why did code not know that carport was not permitted he found it he found it in 2020 after he turned Us in because my husband was covid was open so he brought his truck home legitly could have it there because of no spread of disease right so he couldn't find that so he continued to dig found an a non-permitted carport luckily had the money to take care of it I kept the carport I came and paid for it I did all the leg work during covid okay I'm here because in just last June I removed that fence so that I could hire a treat company because that same carport had a ton of dead Oak over it so after paying
33:03so much money hundreds of dollars during Co to keep that carp did it permitted do all the stuff that should have been done by the first homeowner as a new homeowner I had no clue it was on property appraisers why County and code did not know and didn't get them I don't understand but I'm here because June I got turned in for a car that sits behind my I have a truck it runs it sits in my backyard I dropped that piece of fence so I could get equipment in there by a company to remove the trees above my car to save it so your time has been up but I've got I've got I've got David Allen Denise right behind you I'll be happy to talk with you about it okay yes I'd be happy but please it's time decade of nobody else in code is getting us but you guys come when it's called in and it's just okay I'm here because it's crazy I do apologize three minutes goes quick thank you hold on just one me and I have um Steven Steven ivester next followed by Daphne SE thank you Stephen iester 18332 greensb Street uh District 5 um I haven't had any dealings with him directly I have a lot of friends and neighbors who have dealt with him and it seems like it's becoming a bigger issue I don't know if anyone caught when he was talking about code enforcement he said we he views himself as a as a me member of Code Enforcement he's not a hired government employee and he's actually putting a drain on the resources if you drive through our area and you see the homeless camps one caught on fire behind the auto shop the other day what happens if it's it's rebuilt again now with the wood structure if that burns down and catches the auto shop on fire there's oil that's an environmental disaster waiting to happen nothing no one says a word they're just your dumpster's too close to the road or you got some trash right there which I agree I I don't want a trashy neighborhood I don't want a trash pile everywhere landfills but this is getting to the point to where it's ridiculous I mean he's we we when I get bored on a a weekend I don't go pretend to be a cop and like go pull people over for speeding and I'm a cop too because a cop lives down the street he's he's up to no good it's malicious I've actually never had a call I'm sure I heard the other day he was a street away I live four miles away from him I he was a block away the other day so it's a matter of time before he's in my neighborhood doing things like this but I'm I'm friends with these people I see what they deal with it's it's insane and the fact that his daughter's out there saying oh he's got the hookup you know he's the hookup arguing with people in the community telling them hey they're not going to stop him he's got his thing so who do we reach to they've talked to code enforcement it's gone nowhere you people I mean you're the only ones left there's nothing to stop him so I'm going to yield my time but at the end of the day he's not he's not government he shouldn't be they have their own job they they get paid for this he's not on the payroll he should
35:55be done so thank you thank thank you Stephanie Seas followed by Pastor uh oh Jen I I've always don't say your last name hero heroic thank you hi dney say 16230 pre-a Drive um I wasn't expecting to come up for my uh stuff here today um but it was brought to my attention that uh you all were basically told that the developer was going to compensate me I have not spoke to the developer they tried to have me sign my property which is a 35 foot Ingress ESS for utilities over to them um their proposed uh address is 14934 Shady Hills Road um they brought in loads upon loads of dirt and tore down every tree every oak tree I have zero privacy whatsoever I've not been in my yard we have not barbecued we haven't done anything I've sat out there videoed they were working 247 365 Thanksgiving Day and code was out there and they said that he told me it was up for grabs I said by who County told me that it was deed to the them to M development I said by who it's on my deed I have my Serv survey everything um it's built up so high that I will flood I am the lowest house on the Block and when they redid the road out front that water runs I'm it dips right in front of my driveway washed out my driveway go straight on back um I've been in front of you all I've sent I've email letters I'm just this Sunday you know the working on Sunday they're getting away with a murder over there and and it's been going on so they could land lock themselves in but either something has to be done I mean I'm getting an attorney if you know staff there's a big problem staff screwed up on this one to let this happen um but I have not retained an attorney and they have not offered me one dime um I uh the gentleman I I can't even think of his name here at the moment he's back there I think um said that because I wouldn't talk to them because they wouldn't pay me for my house well no I have nobody to talk to because that is all part of in I'm not going to be there with nobody representing me he wanted a phone call on the phone I met with Jack and we met a few others here in the building and they were going back uh Tippin was going back to 2001 now there's other paperwork filed and it's it's it's a shady deal it's a shady deal in Shady Hills and I've basically lost my house and it's caused me a lot of health issues and it's causing problems in my marriage thank you Dy David Allen is right in the back um Mike carbella has been out there JP Murphy's been out there uh so let him talk with you and just kind of like clarify that statement Etc thank you so Pastor Jen kek and followed by Bernie and Valerie Chilton Pastor Jen Kwak Shady Hills Mission Chapel 15925 green Glenn Lanes Bing Hill Florida um I'm here today and and um you know there is a need for support in Shady Hills and you know I know how this whole thing goes I understand there is a need for at least three Commissioners to be kind of advocating for you uh
40:05commissioner Mariano has done a lot for our community and in and you know in attempting to try and assist with many of the things you've heard today and I do have pictures um because the roads that's why I first came here right was because Shady Hills Road is is it was most likely and I have not researched this in full disclosure but most likely was not um uh put together in a way that could accommodate the massive truck traffic that is that is coming down the road not to mention there are four schools four schools on Shady Hills Road we are bringing in big development which is we understand we're not going to prevent the development from happening however there is aist just it's an incredible need did you pull up the pictures I sent two pictures okay there were two pictures where the kids that are sitting on the easement for their bus stop on the easement we have four schools where parents are required to drop their kids off because within 2 miles we don't have enough bus drivers and we just approved approximately 450 town homes on County Line Road in the two-lane area and so we know based on history that now Shady Hills Road is going to fall lower down on the list of priorities because County Line Road has been an issue for many years we understand that but why do we continue to push forward these projects why don't we say hang on before we go through this before we change the ordinance before we rezone things why don't we hold on we've got homeless camps people getting hit and killed on County Line Road trying to cross the road in the forlane area with traffic lights no traffic lights in that project just to pull over to the side I really really Community a feeling of fellowship with others as a result of sharing common attitudes interests and goals and I am going to be here I shared that with commissioner Mariano Pasco County is my home and I will continue to be here I will continue to Advocate and I I please I ask you to go and take a look at these things and look into it further please we have um Bernie and Valerie Chilton um followed there's an individual who didn't write their name down so whoever that is okay you'll come up next then after them good morning I'm Bernie Chilton 9731 Sandstone Lane Port Richie thank you I'm Valerie laf France Jon 9731 Sandstone Lane Port Richie Florida thank you very much for taking the time to hear our cry for the children thank you uh commissioner waitman for standing up regarding the disturbing books that are in the public library in Pasco County we have already um seen discussion made by the Commissioners I think it was last month or in January and the Pasco Library director uh Mr Shawn McGarvey has been discussing about installing new rules for children's books I would like to request and I know you've already heard this before but I would like to request that you consider just not having those books available
44:03because number one there are other counties who have done this I have seen based upon uh the article so I don't know how true it is but that you have concerns through your attorneys and through uh staff members by allowing these kind of disturbing materials to be in the children's section I suggest you get other attorneys to talk to other Counties have provided this not being allowed okay I it's crazy about the rule that the library director is trying to in uh instill based upon breaking the age from 8 to n year olds that parents can attend with their children if you feel it's so necessary for these disturbing uh books to be seen or available to parents then I suggest take these books and put them in the adult section of the public library and that parent can take their child to the adult section according to the rules that I've read and let them choose those books if that's what a parent so chooses uh Mr sha McGarvey also said that he he did not want to be uh libraries do not act in local parentis however he has said right above about children nine and older must follow the library's code of conduct or face a potential dis suspension of services who on the staff in the library are going to want to stand up and tell that child or that parent that's my two minute War my one minute left thank you how many staff members even want to face somebody who brings their pet dog into the library not a service animal but a pet dog and say please put your dog outside okay I don't think this is very difficult I think it's important that we pray and ask the Lord for wisdom we have done this before with all of you we have 40 days of prayer going on right now and currently at Oasis Coffee Spot on Wednesday nights we are praying and tonight we are focusing again on all of you I would like to see us pray and expose those who choose to deceive and misuse our PCO children and bless those who truly see that your position in the offices that you hold including the director of Library Services a place to serve and not to worship and and your will may be perfect Lord God that I don't want you to be worshiping your own power and your own desire this is the children now I don't know how much deeper we can get to on the youngest let's save our Innocents in jesus' name thank you very much thank you thank you and then the gentleman thank you you could um set your name and address for the record and then you can begin hi good morning name is Richard lasage 4629 needle Palm Drive like to discuss with you uh the Hurricanes Helena and Mild last year and what we expect in the year 2025 with Florida statute 43291 geoengineering weather modification the purpose of this law is to promote the public safety and Welfare by providing for the regulation and control by interference by artificial means with the natural precipitation of Rain snow hail moisture and water in any form contained in the atmosphere these are artificial means that our weather is being modifi modified over our heads these are not
47:27crails or Chemtrails these are contaminants that are being rained down on every man woman and child and the land the chickens the water the soil and there are no answers to what's going on above us it's been going on for years and now they cified it into a law we don't know about the engineering neuro project you can do that on a Google research and find out about the neuro project the neuro brain implant project that's being done the public needs to be aware about agenda 2030 and how it affects us all these are we have no answers of what's going on above us and I come to you to find out what is going on because I've called other counties and they have no answers and I'd like to know how this affects us physically emotionally and mentally because what's up comes down on all of us and how it affects us I thank you very much for your time thank thank you Mr chair that's all that I have signed up okay is there anyone else who' like to address the board today in the audience do we have anyone on WebEx we have no one on WebEx okay we will conclude public comment portion of the meeting now it's time for resolutions Madam CL would you please read the first resolution for the recipient please approach this is for water conservation month so if you would please step forward to the podium I'll read the resolution first okay a resolution by the board of County Commissioners resolution number 25-1 162 resolution by the board of County commissioners of Pasco County Florida declaring the month of April 2025 as water conservation month in Pasco County whereas safe clean and sustainable water resources are essential to Pasco County Citizens visitors the environment and the economy and Ras although Pasco County has a limited supply of fresh water in our underground oers lakes and rivers the County's population and need for Water Resources continues to increase and Raaz droughts the water shortage shortages I'm sorry whereas droughts and water shortages serve as a reminder that Florida's water resources no matter how diverse are finite andrise Florida has established the encour the encouragement and promotion of water conservation and reuse as state objectives in chapters 373 and 403 Florida Statutes andas every business industry school and citizen make can make a difference when it comes to conserving water thus promoting a healthy economy and Community anras the State of Florida water management districts Tampa Bay water and its member and its governments and the Florida governmental Utility Authority are working with their Community supporters to increase awareness about the importance of water conservation andrise to preserve potable water resources Pasco County treats Wastewater to Public Access standards stores more than 72.8 million gallons in reservoirs and tanks and delivers approximately 25 million gallons per day of reclaimed water to approximately 34,000 residents to a and to a variety of other customers
50:57and locations and Ras the state the State of Florida the Southwest Water Management District and Pasco County have previously declared April typically a drive month when poble water demands are most acute as Florida's water conservation month to encourage citizens to help preserve Florida's precious Water Resources andrz the continued support of April as Florida's water conservation month reinforces conservation messages ordinances and efforts put forth by the Pascal County Board of County Commissioners in its support and encouragement of conservation measures now therefore be it resolved by the board of County commissioners of Pasco County Florida that said board hereby declares the month of April 2025 as water conservation month in Pasco County and calls upon each citizen to help protect this precious shared resource done and resolved in regular session with a quorum present and voting this 25th day of March 2025 second fa say I commissioner Oley yes sir well welcome great thing to talk about is conserving water because everybody think seems to think we're out of water but on the past year Swift about in the past year of Tampa water and I know that we do the very best to protect all our water that is we have a 15 million gallon Reservoir right now that is full of 15 million gallons in our community in Pine Hillsboro and Pasco County we use approximately 200 million or EXC yeah 200 million a day we also can pick up out of the rivers and the water bodies and the bypass canal and all we can pick up 200 million put back in the reservoir every day we use that out it's very well protected and it's very well looked after and all the uh the assurances that you can afford we're looking after to keep that water safe for our fible water and our drinking the problem we do have in in Pasco count is we need more reclaimed water because for every one house that uses reclaimed water it takes four houses so we run short and and some of our citizens have been calling me and telling me about those issues of running short but the fact of it is uh water conservation saves water throughout the year and it's amazing that uh when you go from uh uh putting conservation on you save anywhere from to to 60 million gallons a day just because you're conserving either that one day or that two days of water conservation so uh it's very well looked after in our community in our region and we look for more ways we have more ways on the out in the future to bring us more water as we need it so that that's going to be a very plus but conserving is very important and it's just hard to realize that that they can can conserve 30 million gallons a day just by saying only one time watering a week it's pretty amazing so but you have something to say so uh let me just go to the Commissioners first commissioner waitman yeah I mean it's a huge task to manage you know next to air our most precious commodity and to keep safe Safe Drinking
54:21Water to supply it to the millions and millions of people that are here and those that are coming uh big task and and thank you for what you do in all your efforts to help educate folks that you know little different Landscaping can go a long way and saving water and uh human body needs water a little bit more importantly than than grass does so um thank you all for what you do and glad you're here today thank youer yes so um I think it's really great that we have water conservation month and thank you for what you guys do and helping sprad spread awareness I know I always preach that to my kids like when they're brushing their teeth and like shut the water off you know just every little bit helps if we all do our part so thank you I'd like to thank you too for over the years all the water conservation from we started with the Toilet rebate program to all the sensors that we have out there but all the work you do focusing on it we greatly appreciate it and we like to say a few words thank you good morning chairman members of the board for the record I'm Sandra Anderson of the director of customer information and services for Pasco County utilities and without your support and that comes down to the budgeting and everything else you guys are very active in your communities you guys send people our way water conservation is one of the easiest and sustainable ways of ensuring we have the water we need where we need it for the people when they need it and it's something that every little bit makes a difference regardless of the Water Source whether it's reclaim River well whatever it might be everybody can do their part um chairman Oakley you mentioned about one house for every four because we have rebates for water conserving fixtures that we'd like everybody to participate with as well it's going to take more homes to supply that one home the more we conserve as a whole our customers do a great job of the water they use inside their homes we're work in orderly targeting on the outside of the home as well but everything makes a difference we put a little blue bag and we'll have some additional ones in the back and uh you'll see a toilet die testing where you can drop it in the tank of your toilet and just to let it sit for a few minutes and see if the water changes color in the bowl if it is you got a leak or it's hung up we recommend you change that we have those available at community events at our office off you can send us email um and then we also encourage everybody to see if you partic can participate in the rebate program we have everything from outside the water conservation to inside the home so we would appreciate that and I'd like Phoenix to say a few words she is our water conservation coordinator for the county thank you thank you Phoenix mcken and as Sanders said I am the water conservation coordinator for Pasco County utilities and thank you I have the pleasure of being here again once a pretty much every year to thank you for your support it's much appreciated it is
56:58much needed uh as we continue to have new people move into our neighborhoods and our communities um who may have come from other areas may not be familiar with maintaining landscape and the necessary landscape practices that may be different from the location they came from so along those lines in addition to having the pleasure of speaking with you on a regular basis I do also have the pleasure of speaking with uh our community members uh either in a group or individually to help them um understand a why it is important for us to continue to conserve our water although we appear to have adequate amounts and also why it is just important to learn some of the really simple things that you can do it's really easy to save water it's as easy as a little bit shorter shower turning off the water when you're um brushing your teeth those type of minor things of of additional importance and where we get some big savings are when our citizens help us with the irrigation we're making sure that those irrigation systems are operating efficiently and again we do have materials uh to help them it's available online we have them available in our office and I'm available at times to go out and help them uh with some of those easy changes they can make as um as is our uh cooperating other organization in the community which is the extension service so your support and your appreciation is much appreciated by me and by our citizens thank you thank you very much would you uh the board like to step down with me and take than you job [Applause] our next resolution all right if you are here for the national Donate Life month if you could please step up to the podium if we don't see any we just uh title only Okay resolution number 25161 a resolution by the board of County commissioners of Pasco County Florida declaring the month of April 2025 as National Donate Life month in Pasco County appr all in favor say I I I thank you and we'll get that okay now it's time for the consent agenda um so far there's just one poll really just for discussion um any other polls to be for the consent agenda which one did you pull uh c27 c27 chair yes there just one item just for really discussion want to highlight it any the other items to be pulled can we have a motion for the consent to agenda c27 move to a second all in favor say I I I any opposed okay and c27 reason I pulled the item I think it's it's a very creative way very Ingenuity to try to save money and and resources so if you just talk about the program just a little bit as far as the health services with community health absolutely so good morning I'm David mingle I'm the uh Deputy Chief of administration for Pasco County Fire Rescue first off thank you all for being such Ardent supporters of fire safety it's because of you that we can offer
1:01:21the services that we do to the community and because of that we've become the premier of Fire Department in the State of Florida so on behalf of fire Administration thank you all very much with that being said what this does is it provides a partnership with Premier Community healthc Care Group with our mobile Integrated Health System so we have some uh individuals who get uh identified as atrisk clients from our fire safety side uh they then go to our mobile Integrated Health side and we send Community paramedics out to those individuals to visit them to find out why they're repeat clients and why they're becoming such a strain on our on our system and then those integrated um paramedics they they recognize things like maybe there's a failure to thrive maybe they need some uh drug rehabilitation or other things and what this partnership does is going to allow us one more tool for referrals will all also allow their clinicians to ride out there with our mobile integrated Healthcare paramedics and to actually do some onsite visit and they can see for themselves what it is that these individuals need so this is one more tool in the toolbx help us to create less of a strain on our emergency system and uh it's going to be a great benefit for the citizens of Pasco County thank you and Premier has done a great job with us in the county helping those that are underserved and and I'm hopeful that maybe some of this even gives them some Revenue as well to kind of help them as they run their operation kind to offset some of the stuff they do for nothing yes sir okay well I greatly appreciate you guys thinking about this digging through and and ser in our community better appreciate all your service yes sir thank you thank you all in favor say I I I okay now we go to the regular agenda and R 31 found it all right hi Amy Ferell budget director with Pasco County's Office of Management and budget I'm here with r31 or m2500 33 Revenue projections discussion all right so we're going to lead in with some data and metrics that help us predict taxable assess values we're going to talk about other major revenues that live within our general fund then we're going to talk about some key expense drivers that are applying some pressure um to our general fund and our other funds overall um then we'll pivot to some other major revenues outside of our general fund and then wrap up with the discussion of the budget cycle where we've been and what's left to cover all right so the first bit of data that we're going to look at is our new home permits and so we're looking at how they're performing this for us this is a leading indicator that gives us about a 2-year Outlook into what we think taxable assess values might start to look like so what we're kind of keeping an eye on right now is fourth quarter fiscal year 24 and first quarter fiscal year 25 where we're seeing a slight drop
1:04:34we're not sure yet if this is attributed to all of the hurricane type stuff that's been happening in this County so we're keeping an eye uh because that could potentially impact us about two years out all right so the other piece of our total taxable assess value when we're looking at the new construction bit is also commercial so this shows us the last 25 years of commercial plus residential new construction and the es and flows that we've experience so this is pretty cyclical and this leads us to believe that at some point we're going to start leveling off from new construction as well all right so new construction is one piece of the taxable assessed value Pi the other piece of that Pi is reevaluations and so what you see here is the totality of new Construction Plus revaluations going back as far as 1997 now it's important to note that when we look at fiscal year 23 through 25 we've been experiencing double digigit growth in our taxable assessed values and the biggest attributor to that is the revaluation piece of the p and there's three things and three drivers that really make up those revaluations um and what we've experienced over these past couple years so one of the biggest things is we've had some Northern migration where there's been home sales that will re-trigger that that value of that home without any Florida homestead portability right so they they didn't have any save or homes or Homestead portability and so we've seen a big trigger in what those assessed values are the second fit is just market conditions right so market conditions will also dictate what those assessed values come out at and then for recent builds year one the assess values off a parcel and then year two it's Parcel Plus building or Parcel Plus home and so what we're seeing with those three big drivers in the reevaluations is our Market conditioning is starting to correct itself so those values of those existing homes are starting to come down a bit we're also seeing less migration from the north um and so all of that leads us to these doubl digigit growth numbers we've been experiencing these past three and four years we're not expecting that high of a number coming into this next budget cycle so what are you expecting Amy you might be thinking well so so there's a lot of uncertainty on how it's going to shake out so what my office is doing is we're modeling three different scenarios that we're pushing through our financial models to help us plan as we build our budget to bring back to you in June once we do have preliminary assessment value so we're running a model at 5% 7% and 9% growth and then you'll see at each of those intervals what the sheriff's 40% allocation looks like um our expected payments to Tiff cras all of those things and then what's left for um to handle our growth and uh you know other expense pressures within the general fund all right so that's the taxable
1:07:56assess value piece of the general fund Pi there's some other major revenues that live in the general fund that help us operate but before we go there we're going to talk a little bit about our regional inflation localized inflation because that does correlate very greatly to the next bit of revenues that we're going to talk about and so you can see since 2022 there is a cooling off of that inflation with just a small uptick in uh first quarter of 202 uh fiscal year 2025 and so as we look at our half cent sales tax revenue and our other tax revenue they're following kind of a similar pattern so half cent sales tax to put this into perspective this is about 10% of our recurring Revenue within our general fund over the last 40 years we've seen a 6% average growth in this Revenue stream and we're predicting right now A 3% increase so we're still expecting an increase it's just not as high as the increase we've gotten used to seeing from from this Revenue stream all right the next one is County revenue sharing so the 11-year average for this one has been a 9% increase we're actually predicting just this this one to Flatline right now part of the issue with predicting this one is the way this gets distributed from the state is equal monthly increments and then at the very end of the state fiscal year June July we get what we call a true up which that then gives okay here's what our total annual revenue amount is well June and July hasn't come yet so it's un so we're un unsure yet of how 25 is going to shake out but we did experience a slight drop from fiscal year 23 to 24 so we're just maintaining a steady projection at this point and we'll continue to Monitor and see how this shakes out all right our ambulance fees that's another major Revenue in um in our general fund and this one we're projecting in about a 72% increase which is fairly in line with our 11-year average um growth here which is roughly 9% and the last Revenue that we're going to talk about in the general fund is our communication service tax if we look at our 10-year average here this overall is a declining Revenue even though we are projecting a slight increase of 2.2% over the next fiscal year all right so that's our Revenue Vue so now let's talk about some of the expense pressure that we're seeing in the general fund and just across all of our budgets in general So within the general fund we've got some key Public Safety expenses uh Detention Center expansion we've been uh slow stepping into a staffing model so that way we can run the expansion once that construction's completed and fiscal year 26 will be the first full year of our dshift expenses we've also had a step into that Staffing model to plan that we've been working alongside with fire rescue so that way um they were able to staff all of those shifts at all of their stations and fiscal year 26 will be the first full year of uh fully burdened expenses um constitutional budget increases we are estimating some
1:11:09increase but we will get more line of site next month when we have our second annual uh budget workshop with our constitutional officers and the chief judge um Personnel uh that always has some kind of an increase we're watching the retirement Bill very closely that that goes through the legislative session to see how that might impact us when when that shakes out um General inflation on our operating budgets and our capital projects so one of the the big things we've noticed is the cost of materials and supplies went up during you know the covid pandemic it really hasn't come down so while inflation might be cooling the cost of stuff is still up and so that's applying some pressure on our budgets and then just general government growth trying to keep Pace with our demand trans for service all right so Amy what does that all mean okay so here's what that all means if I could bring that down to three uh kind of specific points here's what we're looking at we're entering this budget season very conservatively our revenues are looking a bit challenging for us um we have some Public Safety must pay expenses that we've built into our model to make sure that we can afford those and we're looking at a limited ability to increase or expand Services going into the next fiscal year so we're going to be running um very lean very lean budget all right so now if we pivot outside of the general fund let's look at our local option fuel taxes so the blue bar is our first local option fuel tax and this funds roughly 27% of our Public Works um Ops and maintenance budget and this one we're predicting a 2.8% increase the other bar or yellow bars that's our second local option fuel fuel tax this one funds part of our transportation Capital program and this one we're estimating about a 4% increase all right so the last Revenue that we're going to look at today is our penny for Pasco so our 14year average on this one is roughly a 6.3% increase and we are projecting um 26 is revenue to be right in line with a 6.2% increase um the neat thing about this one it's reflect of pasco's local government the revenue that gets collected here comes right back to Pasco so as you can see um our localized economy continues to be strong all right so where have we been and where are we going so in January we workshopped with you all and we got your priorities for the upcoming budget cycle um internally we kicked off and all of our department heads went to work on building their budgets uh typically in February we have this conversation but we pushed about a little bit because we needed to have some really good dialogue around mstu and our approach to that and so now we're back here in March talking about our major revenues next month as we just discussed we'll be meeting with our constitutional officers and the chief judge and we'll we'll have a workshop to talk about their budget priorities in the upcoming year and then in June we're going to come back and we'll Workshop again once we have preliminary taxable assessed values July
1:14:21we come back with final taxable assessed values you all will vote to set the ceiling on our millage rates and then in September we'll come back for two public hearings where we'll adopt our final millage rates and our overall budget Amy if you could stand the slide just for a second yep I think when we do the um 101 briefings coming up y um I think we really need to focus on what the jail and the dshift those are two things that our citizens really wanted to see and I know the jail since we took it over it's a lot more than 10% of what the uh allocation was but we need to really dive into see how how much that's costing us especially with the expansion coming up and again that dshift that benefit has been phenomenal I know we get some breaks with the overtime that we save but uh still there's going to be some extra expense I think as we go through to kind of really dive into what we're doing there um I know we're going to look at the mstu funds so I think as far as we look at parks I think that's going to be a big thing and also the paving Assessment program I think is working real good but I want to make see how far along we are I know I've had several road projects that I've had citizen complain about the roads aren't done and I find out not in the three-year plan so uh I know we put some extra money into it last year um and I want to see where we are as far as what the projections are because I think if we're putting that Ms to you out there for the transportation but we're not getting enough roads done then uh we're kind of putting ourselves in a bad spot absolutely thank you all right I took all those notes anybody else all right well with that thank you any questions for Amy ain't tough Amy and T I told her I don't envy you at all am no thank you appreciate all your research thanks okay now we'll proceed to miscellaneous business um commiss Oley I think you have a picture there to bring up is Booka groundbreaking ceremony happened this past week and uh really uh exciting to see that new business coming in uh bringing in 600 new jobs in the zhr Hills area right near the airport it's going to be a a great place for having a company of that nature and it's right on the U you might say B pass with Chad so there's a lot of Direction they can go with Trucking and things of that nature to help them out in their business so um they use a lot of different products so there would be trucking companies and others receiving revenues so the economy boost would be very good in the marketplace for for this business acting here in in Brazil yes oh it was oh is that better well I'll start over again so but yeah this new business um they've actually U they're coming in there on uh right on chy road right by
1:17:38the end of the airport on the north side of the airport and it's really great that they will come bring that they've been in the United States for over 20 years and they're bringing their this is a major undertaking for them to uh and they're going to service out of this all of United States and abroad at the same time so they've got a lot of cookies are going to be making and and sending out all over the world so they use a lot of byproducts or liquid foods and things of that nature that that work in making cookies so but the idea that we have 600 new jobs coming into that Community uh means a lot for East Pasco County and and and the City of zeper Hills because uh people are are needing good jobs so uh it it' be well well done they actually already have expansion in that building uh in certain times and they will continue and have space and more and they've actually bought uh some other property just to the south of of the property they have now to start on so it's going to be a uh a very good business in in East Pasco County um then there was uh let's see see one the items ahead I had that and then I went to a u it's kind of amazing I went to a charging of a new pastor in St Paul's uh Missionary Baptist Church in Dade City that church had been in Dade City for 129 years just think about that's that's before before I even got there so just a little so but the fact of it is uh they charge a new pastor coming in the new pastor's name is uh Dr Reverend Jesse David Washington Jr so there's a a tongue full to call that so uh sitting there in the ceremony on Sunday afternoon and and listen to everything that was going on and his sister was sitting near me and said hey I I went to school with your son Ronnie I said oh this comes close to home when you when you meet people later in years and they're in their uh early to mid 50s and they they went to school with my own some of my own children so it's pretty nice and it's uh he's basically still a young man but quite a service going on in that church that day so I I tell you God's presence was there so with that that's all I have okay M waitman thank you uh only thing I have today just like last year um like asked the board to support the National Crime Victims rights week uh for the weeks of April 6 through 12th and to light up uh the West Pasco Government Center in the east in the historic Courthouse purple in honor of um recognizing National Crime Victims week so I guess I would make a motion for that to happen what is this this last last year we lit up uh the east and west side government oh yeah we did to the buildings so we have to take a vote on on that to do it again so just doing it a week ahead of schedule that way it can be lit up the week of April 6 through 12th okay so we have a motion motion second all in favor say I I I any opposed thank you board okay that's all yet yes sir okay commissioner jger okay can I have my picture
1:21:46please okay so we toured pep and Academy and this was a really um really um awesome experience they have a super low uh student to teacher ratio they teach them life skills they have music they have all sorts of programs for the kids and they were so well behaved I was I was very impressed um it's in the old um Genesis property so really cool if you haven't visited there all right next slide so we had our popup Pantry again in Moon Lake we are doing some work in there and that is Miss Grace she is 80 years old and she does not look 80y old she is the founder we fed close to 240 people that night we had fresh meat vegetables desserts fresh break bed breads that day um and every time we're there we're going again to uh Thursday night we see new families so we've been anywhere from 100 to 250 families but this specific week we were at 240 so doing great things out there all right next slide oh that's more more of Moon Lake so we toured um mosquito control so lots of cool things happening there um I highly recommend this if you're in a homeschool Co-op or things like that it was super educational very Hands-On for kids and adults so they gear it down if you know you're with a with a group of kids so that was a really enjoyable tour okay so this next one is my favorite um this this young man was born with a rare disease he graduated from River High School and he had to present a project for college and he had to have a problem and then be able to solve it and he had to present it to a personal person with influence so he said I know Miss Lisa so he brought it to the county and um we got people to hear his presentation so at the end he said does anybody have any questions and I raised my hand and I said would you like to go to to Tallahassee to tell your story so next slide so not even a week later Gavin goes to Tallahassee he him and his mom Dawn testified on the Senate side about rare diseases and how the new Sunshine genetic act bill would help families um like gin they'll be doing newborn screenings for rare diseases hundreds of them at Birth so it'll help save the families um time money and earlier intervention for the kids so Gavin got the red treatment and um he went on the house floor and he was the clerk opened um so he could even vote so it was very cool and he enjoyed every moment so that was a great story and that's all I have for District board okay County Administrator of the day yes he's more than a day he's I'm playing my cabala here right now yeah for today I don't I don't have anything to to say okay well thank you for filling in Branford good job thank you County attorney I don't have anything today thank you m i do I have one thing um our office puts on an event every year called operation green light and it's to help motorists get back onto the road by helping them to reinstate their driver's license and during that process we wave um certain fees to help them be able to afford their Court financial obligations and um that is going to start in two days it starts on March 27th it runs through April 3rd and
1:25:34we've extended our office hours to accommodate this so it'll be from 8:00 am until 6: PM during that time period and you can get assistance to help do this um either in person by coming to one of the judicial centers you can call into one of our call centers or you can also process this online through our online payment uh system so three different ways extended um hours from March 27th through April 3rd so if you know anyone that might need this service please um send them our way and it's for um traffic violations as well as criminal violations thank you thank you nice job thank you I've got a few things we were out at uh Fairway oaka last year and they're trying to put it together trying to clean up all the trees from the developer um that kind of is given them the burden to get rid of this stuff um I got some numbers from John Batista showing me 22 tons and 27 tons from 2148 to 2638 I don't know if I'm supposed to add the numbers together but I I'm going to I'll ask for a motion if someone would to allow 4 $478 $ 44784 for additional to wave the tip P to reimburse The Tipping fees to uh pick up the debris that's out there motion a second all in favor say I I thank you Mr chairman just one clarification was this from Storm related or was this no just just taking over property that wasn't maintained very well um uh April 12th just want to let everyone know we'll get a ribbon cutting out at Sun West Park um we're going to be celebrating the new Trail that's paved uh right now part of it's done around the major lake and the second part should be done this week uh we're going to do that at 10: a.m. there's going to be the first 5k run they had done a turtle Trot uh somewhere else and they've decided to move over to here I think there's a huge opportunity for the county for all our Charities and all the thing all the people want to raise money to do 5K runs I could see us doing at least two a weekend um all the way through the year and then summertime you could probably even add a few more uh to get people out there you're going to be in great shape might be and uh good news we're also setting up the scallop Fest again um last year we had to run four day four weekends uh and it was like two- day weekends but this year we're going to shorten the term up to just three weekends but they're going to include Friday Saturday and Sunday uh we've got some great music scheduled again and we'll have a a bit more F family friend friendly and we will be kicking off with a 5K run as we start out so if you can make plans if we want to be around there it should be a great time um next thing I want to talk about about this morning we had Pastor Troy talking about doing prayer um wanted to bring it up with the what the thoughts of the board were um I know we've had our County Atty look at it and probably has some options for us to do it but is
1:28:37there a will to go forward to have prayer done other than the way we've been doing it I'm for being redone I think I think the administrator was going to bring back a a proposal at the next meeting at the next meeting there was a full board I think the reason it didn't come back okay today because you only had five or four okay good wasn't sure where it was but just being a brought up I wanted to move it forward because I thought there was support for it so very good and do we have pictures of the uh fire station Ribbit cutting commissioner jger and I both attended that it was it was a little chilly that day a little bit a little bit chilly at this point here the doors were close so was a little bit more tolerable but uh I tell you it was a great turnout if you ever get a chance to go see a fire station this would be one I recommend you go see theyve taken all the things from the Hudson volunteer fire department the first one in Pasco County which helped grow around the county and they took so many memorabilia uh pictures uh things that were out there and just put them into the display uh JJ phenomenal phenomenal group putting everything together I mean what you guys did brought this whole Community out there I mean that's the biggest ribbon cutting I've seen uh for for any station and almost almost everything I've done even from Park openings Etc uh the families were super appreciative some of those oldtime firefighters there's one right there uh were all out there having a good time uh celebrating what was going on and I think um you know this commission should be very very proud of between this station and all that we've done for all the all the all the uh protection of our citizens every step of the way um so it's just like it was like I said just a great day this is the fire station we actually did some brick lay which they had to fix my brick but I think the rest were pretty good shape but uh all in all just just a great day and um I just want to give one thought as we look at things with Development coming in um you heard Pastor Jen talking about Shady Hills and the road and all the development Cony Line Road riper construction has been great helping us with the running the taking care of the utility issue down there we still have some issues going in and around U that was a nice little stoplight sign that was that was put in U we have more requests for those later as well they were very very well received okay so so back to development uh as we look I I want to I don't want to see development let's say not going forward but I want to make sure that we work real Clos with these developers best we can even if they don't have to do something but to us to take a look at how's this going to affect everybody around it um between Development coming in um helping with the transportation and I'm going to tell you in my area we've got a couple
1:31:37developments coming in that it's going to be really looking at um what's going to go on in that area and I know we have a general area how we fund everything and Nick Ur will be talking about it later on and then talk with him about it but for the simple formula that he's got how he wants to set these roads up where they're going to come in I'm going to tell you I think we need to maybe modify how we actually look at things because if you got some developments that could be good for the community but it's not going to cover all the way I think as we did up at the Denton project in Hudson that didn't come forward but allocating resources to fix issues that are going to be coming up for the health and safety of our citizens I think it's just something that we need to just take a close look as as we go forward for these things coming up and that's all I have we break for 1:30 for the afternoon public hearings thank you all right [Music]
