The board voted 3-2 to deny a conditional use permit for a 155-foot monopine wireless tower sought by Pasco Land and Cattle Company LLC and Skyway Towers LLC for Verizon Wireless near Quail Hollow, despite staff and planning commission recommendations for approval. Commissioners unanimously approved an ordinance terminating the Paving by Assessment program and waiving roughly $14 million in outstanding principal and interest across 131 projects, and authorized a $775,000 purchase of a commercial property on Grand Boulevard in Holiday for use as an emergency shelter. e these still got wrong dates on July 9th uh 2024 please silence all electronic devices and mute your microphones uh we will start with uh public hearings but prior to that I have one item I want to take care of in a consent item that was left off this morning and I will do that um that item happens to be n91 and it was withdrawn from the notables so who speaks to that it's just withdrawn from the it's withdrawn so I need a a motion to accept that withdrawal move approval to so I got a motion and second all those in favor say I I I motion pass 5 so that brings us up to speed so you'll know how we're going to carry on this afternoon with public hearings uh we're going going to start off with our regular public hearings and prior to public hearing number 51 we will do uh regular item 46 which is our trim notice we have to do that prior to doing our other P items okay so right now we'll start with p48 item p48 was published in the Tampa Bay Times on June 5th 2024 thank you Mr chairman nario pitos planning and economic growth Department item p48 is an ordinance that creates uh section 1106 Car Wash facilities standards this is being recommended for continuance to the August 6 2024 BCC meeting at 1:30 p.m. in dat City okay I will entertain a motion for that move to continue second got a motion second uh all those in favor say I I I motion pass 5 um move on to p 49 item p49 was published in Tampa Times on May 22nd 2024 item p49 is an ordinance amending the Pasco County comprehensive plan providing for a comprehensive plan Amendment to the Future land use map map 2-15 and Sheet 22 from res 6 residential six dwelling units per gross acre to Comm commercial on approximately 71 acre of real property located on the south side of State Road 54 approximately 200 ft west of Shelly Lane and providing for additional text amendments as necessary for interal consistency providing for repealer severability and an effective dat this comes to you with recommendation of approval from the uh planning and economic growth Department as well as local planning agency uh this is a small scale uh Amendment we have a presentation if needed otherwise the recommendation is to adopt by roll call vote okay uh we have someone who sign up for this this is a public hearing um Mr chair I have no one signed up no sign any item but I'll say it on on every item but we have no one signed up the applicant here you wish to speak before we have public hearing on the item or I can wait okay so is there anyone here to speak to this item and p49 no one has signed up for on WebEx no one signed up on web backs so seeing no one here to speak at this item and would you like to speak now or don't it's not necessary it's not

necessary nothing to rebut so but get address and only if the board has any questions I don't see any we're good entertain a motion move approval second got a motion second all those by roll call vote District Two commissioner waitman hi District three commissioner starky hi District Four commissioner Jer hi District Five commissioner Mariano hi district one chairman Oakley I motion pass 5 Z we now move to p50 item p50 was published in Tay times on June 5th 2024 item p50 is Peg 24334 it's an ordinance by the Pas County border of County Commissioners amending the Pasco County Land Development code amending section 1105 cell storage facility design standards section 115.2 applicability section 115.5 Corridor specific design standards section 115.5 General design standards and other sections as necessary for internal consistency providing for applicability repealer providing for cability inclusion in development code and in effective date uh this is the first hearing um for this ordinance I can go through the presentation uh for the benefit of the board so on January 9 the board of County Commissioners directed The planning and economic growth Department to initiate an amendment to section 115.5 General design guidelines of the self storage facilities design standards chapter to remove the complete prohibition of open and RV boat storage in the transit Corridor north of State 52 for that portion that's in the urban service area uh and on April 11 uh we discussed this internally and this had gone to the uh made it to the local planning agency by J uh June the 20th uh this amendment is predicated on uh a previous ordinance that was adopted by the board in December 7 of 2021 uh which among other things establish freestanding recreational vehicle both storages as special exceptions in C3 i1 and I2 General uh industrial park districts um in which in that Amendment uh having been made special exceptions uh these uses are now conditionable uh under the Land Development code to ensure uh appropriate landscaping and other uh requirements are met as well as to preserve the future industrial capability of different sites that may be used for RV and Boat uh outdoor storage uh what's included in the amendment here are a number of uh scrier error Corrections uh a cleaner definition to the corridor setback uh with some additional housekeeping and then the actual amendment that the board of County Commissioners um directed in January of 2024 uh this this map illustrates some of the housekeeping uh that's been that's being done a clarification here the intent was US1 19 to the Sun Coast Parkway but there was a typo including Moon Lake um some of the other amendments that are throughout include uh these fixes on the on the word section within the uh text

uh and then this is the definition of the setback uh for the corridors the corridor St shall be measured from the edge of the ultimate RightWay per the transportation Corridor preservation widths as established in table 7-2 of the comprehensive plan so it's a it's an update to the definition this is the actual amendment that the board recommended or directed staff I should say in January of 2024 um along the Sun Coast Parkway for the segment of that Transit corter that is north of State 52 and within the urban service area open rbb storage may be allowed as a special exception within the 200t corridor setback if the parcel or that portion of the parcel is zoned in C3 i1 or I2 all required landscaping and screening may be more stringent than required by the Land Development code by virtue of the special exception and the conditions placed thereon and the special exception use May the special exception may also time limit the use so that there's a sunset eventually in the event that an industrial user comes along and wants to use the box and uh with this we request that the board accept public comment uh on the matter and this will come before the board again on August 21st 2024 at 1:30 p.m. in Newport Rich okay is there any questions by the board Mr chairman just one question yes sir um you you you''ve got the border now at Sun Coast Parkway and you've got about 300 acres along Shady Hills Road where there's a at least I think 300 acres of industrial coming probably some more going up along there uh being that these uh special exceptions are going to cause very little traffic do you have to think about expanding out to that point as opposed to just the Sun Coast Parkway I think the I think this uh language covers both sides of the Sun Coast so 300 acres will be in included in that all right so how far past the sun the Sun Coast are you making this boundary well it's saying that uh within the 250 ft of the corridor there's a Prohibition except for that portion that is north of 52 along the Sun Coast that 250 ft sort of disappears north of 52 along the Sun Coast on both sides all right again the Sun Coast Parkway is to the west of Shady Hills Road yeah so does this have anything to do with that or is it did I need to change that it it won't affect anything along Shady Hill okay all right I'm good then okay thank you any other questions just I just want to be sure that the landscape buffer is robust because that is a designated as a Scenic Corridor and we don't want to see all the RV and trailers and everything is you're driving down the beautiful Sun Coast yeah right but I think that's in here is that it's a it's it takes it has to be op yes yeah not just a tree every 30 ft so this is uh this is a public hearing do anyone in the audience wish to speak to this item yes ma'am name and address for the clerk hi Pastor Jen Kwak 15925 Green Glen Lane Spring Florida just to

commissioner Mariano's point I think that this provides an increased you know more professional visibility and I don't know because I'm not part of py but Del Web has invested all that money along Shady Hills Road so not sure that they would stand in agreement with not providing additional um requirements along Shady Hills Road this is for RV Bo stor right so along Shady Hills Road as commissioner Mariano uh um stated there's about 384 or so Acres that is um Zone light industrial um so that is a potential place for storage facilities so I would stand in agreement with an increased um requirement to make it more lovely yeah thank you okay I think we cover that anyone else any else wish speak to this item seeing no one any other discussion from there's no action required on this item today Mr chair we have no one on WebEx no one on WebEx okay all right so this is the first of your two public hearings and the second public hearing will be held on August 21st 2024 at 1:30 PM in Newport Richie or as same may be heard okay all right with that we will move to our regular item um p46 Amy welcome hi Amy farell budget director with Pasco County's Office of Management and budget and today I'm here with item r46 or om2 2438 where we're going to hit a key milestone in our budget adoption process one that is founded in transparency we are here today to um set the trim or the truth and millage that's where the board will vote on the maximum Adora millage rates that we can adopt in September and this is what will go out on the trim notices to all of our residents and so we're looking for General operating millage fire mstu the millages uh associated with our general obligation bonds the roads rehabilitation mstu and our Parks Capital maintenance mstu all right so here's our agenda for today so just to remind everyone the priorities that were set by the board for um to guide us through this budget process we're looking at small business incen incentives and process streamlining pedestrian safety maintaining our Reserve limits as appropriate and then we have two new Municipal Services taxing units and so our long-term Financial strategy as we're building this budget and this has been pretty thematic over the years um we've got inflation and increased demands for service that are pressuring us we're um these are ongoing concerns and so these are baked into our long-term strategy and we're looking to remain competitive in the labor market while we're continuing to get caught up on our infrastructure improvements so what you see in the budget this year is a good balance of new recurring expenses while also putting some investment towards those one-time Capital infrastructure projects so our budget assumptions for today we are assuming no change in our operating millage no change in our fire

mstu millage um our storm water assessment has maintained the same that it's been for a handful of years we are in accordance with our water and wastewater um four-year rate resolution we are in year six of our seven for seven Solid Waste plan and we are looking to establish those two new mstu we've discussed all right so general fund big picture so we're starting off with a strong fund balance of 142 million we're looking at about 552 coming in in revenue and we will be spending roughly 582 million as proposed in this budget so that budget is assuming that we're spending down roughly 30 million in fund balance again for some of those onetime infrastructure things that we will be talking about all right so the last time we met it was at the June workshop at that time we had preliminary taxable assess values from the Property Appraiser's office rewind about a week and a day we got our final taxable assess values and so we are looking at an increase of 14.1% over last year's taxable assessed value and so this table shows you what that generates in terms of millions of dollars and then here's that impact to our fire mstu as well so the sheriff with this increased number will get an additional 1.83 million for his budget the board and other constitutionals have 2.7 and we do have a slide that shows you the county administrator's recommendation on spending some of that money and then for fire that is an increase of 1.39 million from the June numbers that we saw all right so we looked at this chart it really hasn't changed much even though we got some slightly higher numbers we are still looking at roughly 91% of our budget to just make sure that we're able to maintain the services we do today tomorrow we've got about 4% of the budget is geared towards what we're calling requirements so those are just to refreshen everyone's memories wage increases to include the fire Union corrections officer Union we've got dshift coming online and we also have things like a jail that work expanding and then 1% of it is towards what we call business plan initiatives so those are new new things we're looking to add maybe it's Services maybe it's people those types of things and then 4% is geared towards our Capital infrastructure all right so the second table here really just highlights the things that the County Administrator is proposing to add to the budget since the June Workshop when we had the preliminary numbers um so just to touch on a couple funding the design portion of an Armory for the Sheriff's Office uh we've got Animal Services has an increase in they're they're seeing some inflation so an increase to their medical funding and then increasing standby and call out pay for Animal Services as well so they can have a second officer on on call all right so how does that shake out for our constitutional officers really the only change from what you saw in June is the sheriff because he gets

40% of that increase taxable assess value so this shows you what his budget is based off of our final taxable assess value versus what he submitted when we were all um planning off a 10% increase so that does generate roughly 5.75 million more for the sheriff's budget all right the really only big change on this slide is before we were estimating our Medicaid number because we didn't have that from the state yet we did get the state's number and that did go up about 1.77 million over last year that is a 23 .2% increase all right so change in major funds just for um the audience here today Major funds are typically defined as 10% of our overall budget but we also include um funds that are statutorily required as well as some funds that are of particular interest to the board um let's just highlight what a couple of these changes are our general fund no big surprise here we've been talking about this a lot there was rough we saw in the previous slide $22 million of that is the sheriff's increase we've got roughly 16 million going to Corrections for their D or their jail expansion plus their um Union contract wage increases then if we talk about fire rescue we've got stations two and four coming online we've got their Union increases and then we'll see some of the bpis for these funds as well all right so here's just a a few of our funds because our fire mstu fund and then our water and waste water we have separate slides dedicated to those bpis um but here you're looking at some modest investments in Staffing technology and Equipment through these major funds and then for the fire mstu we'll just touch on a couple here we've got that D we've been talking about um outside promotional testing so when their folks are going through promotions through the ranking we'll have a thirdparty vendor come in and facilitate the the testing for those positions uh Branch Communications coordinator just to name a few and then our Water Utility Fund we've grouped these by program so they'd make a little bit more sense but you see a lot of um investments in water quality and then some of our um some staffing as well all right really no change on this slide we do still have a 5year 1.8 billion Capital Improvement plan and then there's our fiveyear transportation engineering Capital plan again this is the same as we walked through at the workshop so I won't spend too much time and then of notes are two new levies that we're looking to set maximum millage on today so our parks and what you see here is a millage rate based off staff recommendation to generate $8.2 Million worth of Revenue and then for the roads staff recommendation for $248 million of revenue generated the millages that would generate that revenue and then your second to last column shows you the cost per $100,000 worth of taxable assess value so that is

scalable if you do the math based off of what your home taxable assess value is that'll get close to what you would be paying and then our median the cost for median um valued home is that final column and the median home value is 16379 all right so what have we done so far in the budget cycle well February we got to hang out we talked about Revenue in March we briefed um each of you on what the status of the general fund looked like our fire mstu and then we went into meetings with County leadership the County Administrator and we work through um refining those budgets June we had a workshop and now July we're here to set trim and the date for our first public hearing all right so our recommended board action for today is to approve the proposed millage rates for trim and remember that is the maximum value for the millage rates we can go down in September we just can't come back up and then to set our first public hearing for September 3rd at 5:15 here in date City and and yes we did check it does not conflict with the school board yay that has happened I I had a note that said make sure you say that all right and so those proposed Mill drates are here and there's also a table in your handout the third column is the proposed millage and that is what we are proposing in we set today to go out on the trim notices to the citizens okay Mr chairman yes sir I got a question for either Amy or the ad administrator one of the one of the two yep so the msbu that we have hearings for in August is sept early September um they also get transmitted with this trim correct NOP no sir so they're not on the they're not on the trim no okay okay all right Justin Grant director of public infrastructure fiscal and business administration uh msbu if they're non ad vorum yes they don't they don't transmit on the Ador section of the trim but we are required to also submit those roles to the property appraiser and through the tax collector through this process so that the bottom of their trim notice you will see if you're part of that in that subject area for mspu you would have that item put up so for example we have uh you know Fox Ridge mspu that runs in Highlands and msbu that runs so our office in infrastructure we submit those numbers annually they don't have to go through the Ador section of this process that that the budget director is presenting right now they do land on the trim notes okay does that answer your question that answers my question okay thank you and commissioner you can wait till old business I I can wait you can wait till your business for for your msbu okay I need to bring something up

um I'm looking for it though no no I mean it doesn't you don't have to act it before this item you can wait till old business and pick up the one we talked about I might need to have you send it to me again some reason I can't find okay all right any questions does this require any action today or does yes okay and it is public hearing so it is a regular item it's a regular item so any questions from the board I think we're getting a lot done a lot I sent an email thank I said a little thank you to Mike Wells and Brendan um I'm very happy that we're going to be able to fund some more deputies as we all are Y and um get some more things done there's still a lot of things on our list that we need to do right um there's never never enough money to do everything but um I think we're we're fortunate to be a growing County and to have some money that we can get some of these important projects done okay entertain a mo if there's no board discretion your motion would be approve the proposed millage rate take public comment no there's it's regular item regular item approve proposed millage rates authorized notification to the property phaser and tax collector of the proposed millage rates and schedule the first public hearing at the historic Pasco County Courthouse 37918 Meridian Avenue D City Florida on September 3rd 2024 at 5:15 p.m. so move I got a motion second and a second this is not a roll call voter is it no it is not no okay all in favor say I I I all opposed like side motion pass 5 Okay can go back to your public hearing items we go back to right here item 5 P 51 yes sir sorry let me go ahead and read publication item P-51 was published in the Tay times on June 26 2024 Justin Grant director of public infrastructure fiscal and business administration okay um so I'll read full title item pipa 24- 0379 is an ordinance providing for the termination of certain local road paving assessments P asked providing for a waiver of section 9418 of the Pasco County code of ordinances providing for administrative relief providing for a waiver and suspension of Interest providing for separability providing for limitations on actions and providing for an effective date and we wished for you to approve the trim so that this item could be funded right thank you K turn yeah yes sir okay all right so Jump Right In Here um so brief history lesson we've been doing this here for the last couple board meetings so I know we've all been enjoy joying uh our series of actions necessary to take this year for the next tax year so back on June 18th the BCC did adopt the Road rehabilitation services and this to you uh taxing this is ordinance number 24-31 this replaced previous ordinances 2264 and 23-35 you can see the different things

that it expanded and so that has been adopted one of the key things that uh this board asked staff to go back and do was to uh to return with the plan to retire the PBS program and determine the cost in implications we work together with county attorney's office to understand that we needed to come back and pass an ordinance to provide this board legal Authority and the structure necessary to take those actions that's what we're presenting to you today all right so what does this do this terminates the principle and interest to be assessed that has not currently been assessed uh to residents for PS uh that is outstanding so pass due balances and Associated leans should remain on the property that's for delinquent ones and it does suspend the interest acral as of the effective date of this interest and so we'll note here that last bullet there that delinquent assessments will still remain in effect but they won't continue to ACR interest which is uh you know the biggest things that happens with those thew interest in large balances all right furthermore this ordinance delegates the authority of the County Administrator is as it need to weigh delinquent interest and delinquent assessment if they choose to pay those uh balances in full this also authorizes administrative relief for persons or entities that prepaid a principal amount greater than what was due on the ization schedule for the project and then it also authorizes the County Administrator to designate to perform all the necessary actions that we have to take and there's a myriad of them to go ahead and implement this couple examples there cation of billing our projects we have to release leans we have to remove incumbrances and the public records there's a number of things that we have to to clean up those records to execute this all right so I know one of the biggest questions that happens with measure this large is what are the cost implications and so we've got a table here that we've aimed to try and summarize that here and I think you all seen a lot of these numbers here before uh but you can see there waveing current principal that's about $8.1 million right the associate interest is about 400,000 that's on 131 projects that are outstanding uh there's some costs here to reimburse some projects that were done through the cdbg uh Grant block FR fund we have to do that for the regulations in the cdbg um program we also have to wave the B we're also waving the billing of completed projects uh there's 16 of those and you'll hear at the very end of this presentation there are two items that are on the agenda I believe it's p p60 and p61 that staff will ask for the withdrawal of those items at the completion if this item is approved by this board those would be the billing of the east side and the west side projects that are completed that historically every year we come and we put those projects on the role those have not yet residents and so then you've got three projects that uh didn't yet get uh ntps

going out the door and so those will shift and Enter the prioritization Matrix that we've outlined to this board for the mstu and then finally there's up to almost $6 million or of costs that are associated with the administrative belief uh outlined in sorts so final recommendation this is a public hearing so we'll accept public comment um and propose uh the adoption of the words okay so is we have anyone sign up to speak to this item I have no one signed up for this item I have no one on WebEx for this item okay is anyone in the audience wish to speak to this item see you no one Mr chairman yes sir I like to say um you know I appreciate the property praiser tax collector working with us to look into this close our County attorney Jeff you did a great job helping us find the way to get to where we're trying to get to I know for years boards well before us struggled with how to get the roads done for years I voted on a Road and Bridge tax which always funded zero didn't even you know I was there uh but it was there I think the action that uh this board is T is looks at taking right now is something that's going to be for the long-term benefit for a premier county is the right move move to approve um and I'll second that in under discussion um okay I want to be sure that um we have the information out there um I'm kind of surprised we didn't have an information page P already um you know people are still asking questions and we're still we're getting emails because they don't understand it so let's be sure that we have some kind of fact sheet on this that's front and center uh especially when the the bill hits everybody uh that they can go to and maybe we can talk to um the tax collector about having an information page in the bill tax bill when it goes out but to just to give a little explanation of what's going on and why we're doing it and remember we are one of the only counties in the United States that does that's been doing it the way we do it um it's a really bad program it pits neighbor against neighbor and 50% of the time it fails even though the roads need desperate help and it's cheaper in the long run because we'll be able to keep these roads in better shape for a longer time so it's it's really a a win-win for everybody it it'll be a change it'll be a difference for everyone um we don't collect tax money for road paving as someone mentioned about was it the gas tax the gas tax pot holes and tree tree Lim removal and things like that it's not Paving of local um neighborhood road so uh thank you for all your hard work I'm very glad we're at this point today thank you commissioner took a lot of hard work for the staff we certainly appreciate everything the staff's done to bring us to this point it's the best thing I think for the for our citizens here in Pasco County we have done a lot of work to y'all have and to bring this and move us out of the history of the past systems which we were one of the only counties in the state that actually

and the Planning Commission okay is there anyone here to speak against this item no one's on webc no one on WX okay uh put on consent and at this time I entertain a motion for the consent items move approval consent agenda got a motion and a second all those in favor say I I motion pass 5 z um move on to a regular item p59 item p59 was published in the Tampa Times on June 26 2024 and by Affidavit of certified mailings and site postings item p59 is p24 cu2 this is for u a conditional use for 155 ft above ground level monopine Wireless Communications facility and an ar1 agricultural residential district it's under the name of Pasco Land and Cattle Company LLC Skyway Towers LLC Verizon Wireless again uh proposes 155t above ground level which consists of a 150 ft wireless communication facility with a 5ft lightning rod um it is going to be a monopine design and it's going to be suitable for the collocation of three additional carriers and then with the anchor tenant that would be a total of four carriers this is proposed to be located along the southwestern portion of um of the property within a 600 6,400 ft fence compound area 10,000 ft leas area the overall site is 160 acres and it is located in central Pasco County on the north side of Green Willow Run approximately 2 ft east of Bale Hollow Boulevard this is the site location in central Pasco County it is uh not located in the urban service area and it's also not Liv in any of the rural areas this is uh showing the surrounding zoning the current zoning is ar1 agricultural residential district uh same to the east to the South there is a a parcel that is zoned AR to the west and the other Parcels that are zoned arest one uh to the to the west and AC agricultural District to the north future land uses res one um to the southeast west and then conservation to the north uh which is consistent with that um some of this areas within uh an e ecological planning unit this is the site axis uh so the access to the overall site is from GRE will run uh to the compound lease would be will be provided 30t um wide Ingress and egress and access easement and utility easement and that's going to be located off of green Willow Run This is the surrounding area again showing you where um portions of the property are within the ecological planning unit uh the yellow dot in that section is showing where uh the general location of the um facility and the fence compound uh which is approximately the to the comp to the fenced area will be 50 ft and to the actual uh Tower location would be about 114 ft from the front property line This is the prior site plan so we've kind of gone through this process from December of last year so originally the site was proposed as a monocle um which basically has the the antenna showing outside and uh the uh Tower the actual Mast located within the center portion of the fence compound

area the application was modified in December December of of uh late December of last year uh to actually uh be a um mono monopine and for the actual antenna structure the Mast to be located within the northeastern portion of the compound part of the application requirements is for the applicant to show photo simulations which are basically where a a natural balloon is floated in the air and it would show what the location would look like before without the the wireless communication facility and then after with the wireless communication facility so they're required to submit um four photo simulations this is a photo simulation uh the left of course is without the wireless communication facility the right is with the wireless wireless communication facility this is if you're standing right in front of the actual parcel so it's um facing north towards the tower location from Green Willow Run the second photo simulation is facing towards the proposed Tower location from Green Willow Run as you can see on the left you know you don't see the actual um monopine on the right the monopine is peing peeking up over the um vegetation existing vegetation that's in that area third FAL simulation is facing Northeast towards proposed um Tower and that location is from Green Willow Run and um again without and with and then the fourth photo simulation is facing west towards the proposed Tower location from Green Willow Run on this application um and and it has been included in the record there are several um letters of objection there's also several like um ex party Communications that are objections and also several um exp party Communications from the applicant in addition um I did provide to the clerk's office those were submitted to me just yesterday and the day before um I'm sorry um last week um after the agenda was due I have X party Communications uh from commissioner joerger from both objectors and from the applicant so those have been submitted to the clerk's office um with all our Wireless Communications facilities these are reviewed by our outside consultant which is Omnicom Consulting Group the outside consultant um did agree with the uh with the radio frequency um um assumptions of the application and um stated that we should recommend approval based on RF uh radio frequency information so this comes to you with a recommendation of approval with conditions as included in your agenda packet from both the plan and economic growth department and the Planning Commission and I'm here if you have any questions Mr chairman yes sir uh Denise I can you put up the demonstration as far as what the coverage Improv for will I believe the applicant will have that in in his presentation okay the the the actual radio frequency package that comes from them you sa hearing from that that's their data so I'd let them I'd let them present yeah okay so this is a public hearing and uh applicant

come forward and present name and address hi good afternoon James Johnston with shuton Bowen 300 South Orange Avenue uh in Orlando 32801 on behalf of the applicant and I had submitted and you have been sworn I have been sworn yes sir thank you and again good afternoon um I know we're all other than commissioner joerger I know uh you're are all familiar with this project um I think this is the third hearing we have come in front of you with um and so uh first I want to say thank you to Denise and staff uh for all their help uh through this process um also I want to let you know I have with me Harold Timmons who's with te and is the site acquisition um uh consultant for this project and I'm not going to spend much time on this because Denise did such a good job um pointing out uh we're covering the request I will note that this Tower will be owned by Skyway towers with Wireless as the anchor tenant and that um the new tower is being proposed because there are no existing Towers or structures in Verizon's area of need on which the antennas could be located closest Tower is 1.25 miles away and as Denise outlined we first came before you on October 10th there was a um request at the time to continue the matter uh from the board to allow the applicant to look or to check with the property owner to see if it was possible to relocate their site on uh the property we did check with the property owner at that time and they did not want to amend the lease and change the lease area after the January 9th hearing we again checked with the property owner uh after the deadlock and um again they were uh did not want to amend the lease and to be thorough on this we checked again before this hearing just to make sure and again uh they did not want to amend the lease so we are here with what was the original application um and so uh we did make changes as Denise started to outline uh from the original proposal uh uh in December and these were done again within what we could control obviously as I just mentioned you know we could not move the site within the parent parcel so we had to look at it what we could do um to try to address some of the board concerns and neighbor concerns as best as we could um first we changed it from a mon of pole to a mon of pine to be more consistent with the surrounding area uh we mooved the tower to the northeast corner of the lease area as far away from the closest property lines uh as we could do under our lease again we know it's not a huge move but again is what we could control and what we could do we created a no clearing buffer area within the lease compound around the compound we also changed the driveway angle so instead of coming straight on it comes in at an angle uh because there is there are you know significant trees along the frontage and this would provide uh less view of the actual compound with the angled driveway because there will be trees in front and in back and um we

located it on the property on the Uplands which minimizes environmental impacts as is favored by Pasco County code um these are as Denise showed these are the current plans you can see on the top left the angled driveway uh the landscaping around the tower compound the top right how the tower was moved to the northeast corner and at the bottom the monopine design we also after the October hearing based on comments uh or concerns from The Neighbors about uh reductions to property values we um had a uh Mai certified appraiser prepare a report which is um I know part of the record was submitted back in January um and the extensive study uh found or concluded that uh Market evidence consistent consistently shows no impact on market value of properties based on proximity to a communication Tower study included he spoke with the Pasco County Property Appraiser's office they do not take proximity uh to a communication Tower into consideration and assessing property values and then I think importantly uh taking a look at the code um your code recognizes the importance of communication towers as necessary infrastructure by allowing them in all future land use designations as either permitted or by conditional use um importantly it does not restrict Towers or some codes will not permit Towers within certain residential districts and things like that your code does not um your code also encourages the use of existing Towers or structures if available as uh in the reports they were not available so um that is why we do a new t Tower or we're proposing a new tower um it encourages Towers to be located designed to minimize adverse visual impact again we've located on a vacant heavily wooded property designed it as a monopine um the your code recognizes that just because a tower can be viewed does not necessarily mean an adverse visual impact that's in section 102.1 point a and 102.7 point b.1 point a your code also includes detailed Tower development standards which must be met and are met by our application um it as far as the location standards for Towers um again recognizing the likelihood of some adverse visual impacts and allows them so long as on balance they're not overwhelming and that is in section 102.7 point b.1 point a uh and so again I don't want to spend too much time on this but as far as Tower design your code development standards um we have to indicate that no collocation is available which we did the new tower needs to provide for collocation which it does it's designed to minimize visual adverse visual impacts it meets your setback requirements and provides required screening and Landscaping it's a monopine design your code considers mitigated Tower types to have less adverse visual impacts and the tree type is a recognized um mitigated Tower type it will accommodate three additional users um the compound is enclosed by an

opaque B fence with Landscaping to meet code uh has an engineered fall zone of 50 ft so in the um unlikely event the structure was compromised it would remain on the parent parcel it will be accessed from group Green green Willow Run as I showed the drive the angled driveway uh will help reduce the uh view of the compound from the road uh there was an FAA determination no Hazard to air navigation and there is no lighting required for this Tower so I'm going to skip over these these are just showing the property in general um again the property showing along green green Willow Run with a closeup in of uh the property in the middle and Verizon need uh Verizon RF documentation was submitted outlining the need for the tower at the proposed height in this area no existing Tower as mentioned um it's always our first choice to collocate instead of having to go through the process of Permitting a new tower um it's designed to deal with existing and future coverage and capacity needs in the area and will also help to offload Verizon facilities in the surrounding area um the improved Service uh promotes health safety and Welfare we believe in the surrounding area with over 80% of 911 calls now being made from wireless devices improve Z 911 Phase 2 and also uh there are certain Pasco County First Responders including the sheriffs who utilize Verizon um services and again these are these are in your packet this is the Verizon I think commissioner Mariana getting to what you were talking about um this is from excerpts from the Verizon RF documentation that was submitted it shows these are the sites Verizon sites in the surrounding area I will note that they are all taller than what is being proposed with this t uh unfortunately with uh Wireless Communications you need to be uh in proximity to where the need is and that is what we're dealing with here here uh are the maps uh commissioner marianao that I believe you were referencing and we can come back to and talk to about those um I I do think it's important as Denise mentioned that your code recognizes the complexity of a tower application in the RF situation and so for tier three reviews it requires an outside third party expert uh the county did hire one who reviewed analyzed and evaluated the application for compliance with the code recommended approval of the conditional use and it determined there were no existing Towers or structures in the needed area and it agreed with Verizon RF coverage maps that the tower will significantly improve Verizon's coverage in the area of Need for property selection uh Verizon uh has a search ring and then uh it has a tower company that then goes out and looks for potential properties within that search ring and they reached out to 11 different properties received two responses and we ended up with this one as um the one that Verizon selected as the most appropriate to resolve their issues and I know I'm running out of time so I just will quickly show

obviously we have wetlands and flood planes significantly in that area which these Maps show uh that we're trying to avoid on the um on the property and your code in uh includes uh minimizing environmental impacts and so just in conclusion we've been through this uh and we've gone through it with staff staff and the outside experts recommended approval so has uh the Planning Commission and we will just uh ask for your consideration on this conditional use matter today appreciate it okay good can you back could you go back to the coverage map yeah so you have you have top the map on the top right shows what the coverage is before you put the cell tower in correct next the one down below it shows the Improvement correct and again this is just one band of um you know there different bands that serve power so this is one band The AWS band and it is showing what's been improved and I know your comment doesn't look like it does much in the area but again um I think your outside expert did his own he doesn't rely on this as you can see in his report he does his own RF uh analysis and study and has determined there is the need there so with that determination and I agree with you there is very little Improvement on the area but there is some so when I look at the big area to the north you've got a tremendous amount of potential that could be improved if the tower's North did you guys ever draw a map to show if you got the northern part of the same Property Owners property what that coverage area would look like uh no because when the property owner we first approached the property owner when the property owner said they would not allow us to move the lease area on that property okay so the property owner didn't want to give you different property options than what he owned even though he could go substantially up which would be going far away from a lot of residents that are there objecting to this um when I look at our documentation on page 4 of 10 it says coverage of the need to expand wireless service into an area that either has no service or bad service the request for service often comes from customers the information I see with my documentation I get from res es that doesn't seem to be a big coverage issue to those people right let let me just keep on going um and it says a good capacity cell site needs to be in the center of user population uh which would ensure even traffic distribution you guys are so far to the South you're not capitalizing on this Tower as best it could be if if it was located to the north now I know you are limited to what you can find but clearly this is not the center of where a coverage area would really benefit people so now we're going to have to put more Towers out there than we'd have to if we located them better um neighborhood meeting again from all the information I saw in the neighborhood meetings they're not looking for better coverage they say they've got good coverage so for that reason I still have

permits when it is based on a reasoned approach that's title 47 USC section 332 and also can devop Tak into account your own development code which I will address so I put it on green Willow in the middle of the Quil Hollow Community the coverage is not any better as commissioner Mariana pointed out it's not for Quail Hollow there are no complaints from Quail Hollow that we have an adequate service and the 240 acres owned by the applicant Pasco uh Cattle Company it's actually a bunch of doctors out of St Louis who use it for hunting practices well the deer and the Hogs that live on those 240 acres don't need better service they don't even have cell phones the answer is an exhibit one this is who is going to benefit not Quail Hollow not the deer and the Hawks Saddlewood a gated community two developments over from us so why put it why not put it in the middle of their Community they want better cell phone service put it in the middle of their gated community and see how they like it so we look at the Land Development code you'll start with 42.3 subsection F subsection 2 the proposed use will not adversely affect or contribute to the deterioration of the quality of life or values of the immediate neighborhood the petitioner brought in their own expert to say that cell phone tiles do not affect the value of the profit and as Winston Churchill famously said there are lies da lies and statistics because if that expert had bothered to read an article by Georgia Southern University which I will submit into the record they would have found that from 2007 to 2016 in the city of Savannah Georgia property uh values were lessened by 7.6% because of that proximity cell phone toal just use your common sense you've got a house worth $400,000 and another house worth $400,000 one has a cell phone tower right next to it 155 ft which house do you think that purchaser is going to purchase if they're in their right mind that is let's move on to Land Development code 42.3 subsection F subsection 3 the proposed use is inconsistent with the character of the surrounding area including the existing land use patents there is a reason why we see cell phone towers along major thoroughfares 54 52 Old Pasco Road I75 that's where we expect to see them along with telephone poles and power poles but they want the placement of cell phone towel on the southwest corner closest to Green Willow exhibit two please a marks where the land is that they want on the southwest corner b is also owned it's another 120 and C actually is land owned by the county which you could provide to them to get their cell phones out 4or 2.3 subsection F subsection 6 the site upon which the conditional uses to

be located has or will have screening and buffering sufficient to prevent interference with enjoyment surrounding properties petitioner's own unofficial tree report has the highest trees at 60 ft those are live oaks this Tower is going to be 2 and a half times the height of those trees sticking out like a s Thumb in our once per ing Community I'm going to ask for an additional time probably about a minute so that our seven households can be hurt many Quil home residents have lived in this community for over 30 years myself included we bought when Wesley Chapel was Saddle Brook and the post office and look what's happened since then we brought there to escape the urban sprawl until now we've enjoyed a sanctuary for the developments and the craziness of development in Wesley Chapel and Pasco County we chose rural spaces over vibrant places we don't need Starbucks and a car wash on every corner we want to enjoy the deer and the Red shouldered Hawks and our horses and our pigs and our Dairy goats that we have on our property we don't want to be looking at the 150t towel sticking out like a sore thumb you go to exhibit seven please conveniently the petitioner took a photograph that doesn't show the top of the tree but when Verizon goes back to their Corporate Offices out of state when the tower company goes out to the corporate office is out of state when the doctors start collecting their lease money out of state in St Louis the residents of Quail Hollow will get up every morning and look at exhibit 8 you tell me that's not a single digit salute to us as a community and it's not even in our benefit it's for the benefit of Saddle wood a gated community so why are we treated like the red headed illegitimate stepchild at the final reunion for the benefit of a community that doesn't give the dawn about I ask that the exhibits that I have been shown put in and received and filed for the M chairman yes sir quick do you want also your testimony to be submitted to the record as well correct move approval second I'd also ask that the Commissioners consider the many many emails that will be sent to opposition and uh I'll be glad to answer any other questions but many Cann be here today yeah because they're working that's why time to act as I have a motion on a second to accept the exhibits all those in favor say I I I motion pass okay thank you judge for money CL right here here okay oh okay gotcha okay chairman yes um this a cell tower guys on your map does it show where the if I if I may let's call let's close public comment close public comment call I don't think there is anymore I think yeah I called for those earlier I would I would call one more time is there anyone in the audience wish to speak to this

item if you're here come forward I see no one coming forward again there's no one on WebEx and there's no one on web no one on WebEx thank you and then I'll ask the applicant to please come forward Reb James Johnston again and I have been sworn uh I'll be very brief um uh I think um Mr fani first talked about the um property values and he referenced an article for historic Savannah which I think is a slightly different neighborhood but even that being said I would argue it's an article he found on the internet we had an actual uh study done for for this area that looked and did sales comparisons and so that is the only competent substantial evidence on that question in the um and then I think as far as the other questions why there the towers go and it's unfortunate sometimes but they go where there is the need and there is a need here as found by you know as Verizon found and why they're pursuing this but also as your outside expert found so I I think that's really all I had so again I appreciate all your time and um like hear a favorable consideration on this thank you okay Mr Mar Mr Johnson I got a question for you yes um when I saw the presentation of a and c and the county had the property to the side of this land company uh to the side you said you would approach and send out emails to everybody did you send an email to Pasco County or to look and see if we were willing to uh lease our land for a cell tower no no I I think the representation at the hearing was that we would look to see if we could move it what I ask you property what I asked you is when you looking at all your sites for possibility places to go you said you sent a bnch bunch of emails or letters did you send one to Pasco County for that site that was just shown on the map that I do not know okay I'm going to say that I would think that would be a much more appropriate site and that should be something that I'm willing to go look at for down the road but we can't do that here but anything to the north you'd be away from the people you're directly affecting now if the other land owner is not willing to do it I'm going to say that was is an alternative that I would have approached if I were you guys especially when we ask you to move the site as that had come out but you clearly haven't done that for whatever the reasons are maybe the contract is really good the way you've got it set so be it on this property that's fine but again so I I think to the north was better I think we were actually one of the ones you could have used in approach and if you didn't um I don't have to say about that but Mr chair without without trying to defend the applicant because that's not my job but I will say that Verizon in the past has come and asked us for sites and we have said we have to put it out for RFP okay and so they they wouldn't have gotten a

Elkin with go Pasco go Pasco director I'm just here to give you a brief update in regards of our uh BS wrapping advertising uh program Mr chairman if I could I mean I asked for this item I think I should speak to it first do you want know I brought this item up I asked the item i' like well I don't have nothing that says that to me so no on right on the agenda R 45s under my name under District 5 oh got you okay I'll see that now yeah I couldn't see it so okay all right so years ago uh Amanda Hart came to me at a business function and uh she says you know what about taking a look at doing some wrapping of the buses others are doing it take a look at it long story we went through we did an RFP whenever they won the bid uh went through it there were a few things we had to go through one of them was as far as attorneys go at the time sinkhole claims are really really high so didn't want to have attorneys out there advertising because we don't need advertising bad bad things and if you look at the current contract it's got a few things in there that are there as well um having said all that we took attorneys out of it um as we went forward but we clearly wanted to create Revenue if we could and we did uh there were some issues with the old buses the bluebirds they would die down they could be off the road for 30 300 days 100 days it was really tough to rent those out make revenue from them from going on we've made improvements with that all the way through and that's been a good thing to Speed it but some of those buses are still there so we kind of take them off the list we don't allow every single bus to be advertised on but we do cons that are going forward um another thing with this was going to end to me it would be very appropriate as it was a County Commission initiative to go forward with the RFB if we we wanted to end it the County Commission should be the ones directing where to end it it should be coming from staff that they don't like it they want to end it uh so that bothered me quite a bit uh where I wanted to bring this forward I think there's some great conversations we can have to improve it improve Revenue as well as quality of the product but again uh I appreciate this coming forward Mike for bringing this forward I appreciate you for being here too but I think it's a a conversation which you've made some improvements to kind of extend this out but I do think it's something that we should probably put a group together with the uh with Blackjack and our own our team maybe a commissioner to kind of talk about what we want to see in the future but if we have Revenue opportunities to subsidize what we have as Transportation costs then we should be maximizing everything and if they have other ideas to improve more stuff bring in more Revenue I'm good with that so just having said that um I'm glad you've made some steps to get us through the next 6 months but kind of that's where I was coming from with this whole thing understand yes sir okay um can we have the board presentation yeah can we

have present yeah that's what she's here for okay hello hello again Nina Janina Elin H goas director so I was saying I'm going to just provide you guys with a brief explanation or brief update on where we are at with the bus advertising so we currently have uh assigned um 37 vehicles for this effort so basically wrapping is you know the exterior of the bus where they put vinyl graphic to to promote a business so we enter into an agreement with Blackjack back in 2019 5year contract uh the last year of this contract was three-year contract by plus two additional so the last and the second and last um uh renewal was last year in June 201 and 23 so last week uh this this contract ended the five-year agreement so what we are doing uh currently is extending this contract for three months and uh to close out fiscal year 24 and in addition to that we're going to add uh three more month one month extension for the next six months so this will bring us till December 30 31 2024 in the meantime what we're going to be doing is putting out a solicitation for this type of um uh advertising now our department is looking to implement new strategies to bring up not only revenues but also to be more modern as we modernize our uh system so uh there are three components or three um items that we have to take into consideration of what we're doing so the initiative that we have currently is we're improving our services on typ performance and reliability we currently have a rou study being done so we can achieve those goals second of all is the onboard technology we're purchasing an IT system that not only will we will be able to have automatic passenger counters but provide realtime information for our Riders as well as uh digital advertising on the buses and also we want to provide a professional and clean look image safe image in our community so to increase ridership so what we're looking to do is to over time as we collect revenues you know to shift the current model to be more again modernize our Fleet modernize the way we're doing business and create more digital advertising not only on our buses but also in our future transfer stations and what we will do is uh as we move forward and we Implement those uh strategies we will be uh bringing back we will have a couple years we will have to work on these efforts and then we'll be coming back to you and update you with all the the the items that that we're talking about right now and that's was it any questions any questions no just um no offense to Blackjack it's wonderful company but I've never been a fan of wrapping our buses with other people's messages I have always thought that um if we were going to wrap the buses then I would like to promote us and we should be promoting our assets like our parks and um using it for our benefit um I'm fine with all the ads going on the inside um but I just think we should be use them using them for promoting our the wonderful places and the wonderful things to do in our County okay Mr Mar thank you Mr chairman and

okay pleasure of the board move approval second got a motion in second all those in favor say I I I motion pass 5 Z thank you sir that ends the regular meeting uh we'll move on to ordinary business Mr Whitman can we go to C20 chair H C20 C2 oh where is it oh that I forgot that okay save 20 good afternoon Commissioners Kathy Parson assistant County Administrator public services so we're back on the conversation of the emergency shelter on gra Boulevard and just um we have a couple of folks um Andrew is going to come up he's done a little bit more research and we've got a little bit more updates on that we have Denise Hernandez here can talk about the zoning Marcy's on Route she should be here if she's not already here available and then we also have Jennifer Watts from the homeless Coalition available also to talk about the possible need of the emergency shelter so for that if I can just turn it over to Andrew first I'll let you have he's going to update the PowerPoint and then we'll answer any other questions okay Mr Baxter good afternoon board Andrew Baxter Facilities Management director um want to talk to you about two things uh that we talked about this morning but I want to make sure it's really clear uh the sequence of events of how negotiations actually transpired so the list price for this property that we're looking at was $900,000 our initial offer after reviewing the property looking at it seeing the condition was $600,000 we were then informed that there was a second offer cash offer on the table of $775,000 that the owner uh really appreciated how we were going to utilize the property and asked us to put in an offer so we put in a matching counter offer of 775 and that offer was accepted and so just want to clarify how we got to where we are um because I think that's important to understand the other thing I'd like to share with you is and I don't know why it hasn't come up oh next slide I clicked it clicked it on my side uh the next thing I want to share with you is some Market comparison uh that I did over the lunch break and so what I did here is in the green section at the top I have the list price and the sale price and those prices are identified here I have the square footage of that building that we're looking at I have the cost per square foot then and then I have the lot size and then the cost per acre based on that lot size it's not necessarily a one for one um because the building is there

we are looking at the totality of that property you can't just say oh the property is this value and the the structure is this value you really have to it it you can't divorce one from the other at this point so I looked at commercial property that has structures on them in the holiday area using Loop net which is basically think of it as MLS for commercial real estate um and so you can see five uh five properties there and the list price is anywhere from 675 to 3 um 4 five million you can see there's different square footages but this normaliz izes by doing the cost per square foot it normalizes that amount and so you can see between $64 to $46 is the range and then when you take a look at the acreage of those available commercial properties there's properties that are available from 044 Acres up to 4.77 acres and then you can look at the cost per acre of those properties of comparable commercial properties in the area and then there were two other vacant land properties that I have identified in blue there that are on the market right now in the holiday area again they're very small they don't quite they wouldn't fit our need but you can see they're on the market for $1499 or 420,000 and you can see then what the cost per acre is obviously the one that has Frontage on FSR 54 is much more valuable so I wanted to bring those uh facts and figures to your attention and if you have any other questions I'll bring up some of the other folks that may want to speak or uh I can answer any questions that you might have any questions um I I did want to bring up to the um board that you know am skills is around the corner we bought that in 2020 and we paid um like 1.2 for three something Acres so I don't think that the prices that we're being asked to pay here are out ofine at all actually um like I said we have some clients that are looking for certain kinds of I say we my husband and my son uh look trying to find something 2 Acres or larger and it's very hard to find so the property is going going going and um and this meets the needs of this isn't a a good location for what we need it to be again at at the end of the day it's smaller than I think what we wanted um but I view this as a temporary location with which is why I like the pallets idea because they can all move and um and so I hate to see that cdbg money uh not get spent here and I just think it's to our great advantage to to get moving on something I can show you picture after picture of what US1 19 in Holiday looks like um and the people uh you know I'll let someone else speak and I'm going to throw some pictures over there and show you what's going on right down the street commissioner while you're bringing those pictures up would you mind um that we let Jennifer Watts from

the Homeless Coalition say a few words is she online she is online thank you Jennifer hi Jennifer thank you hi this is Jennifer wat from the Coalition for the homeless of Pasco County thank you for the opportunity to speak this afternoon um on this issue I will say that um on the last several years of the point in time count most specifically this year we are seeing hundreds of single adults out on the streets unsheltered unhoused uh we've all seen this as a growing me in our community I willit even going back to youth Lane that was originally aimed to be a single shelter because we all recognized it as a need and then we pivot it to a family shelter so we can all recognize the need in our community and I think think finding a location that we all agree on is going to be very difficult and I think this is a great start um I just sent you some pictures thank you Jennifer yeah got a question for Jennifer okay Jennifer you there yes I am um on the point in time count years ago I had gone to one of the meetings and asked for the question to be asked uh for these people we're going to interview where did you where were you originally from uh I think it was a combination the when did you get here or uh what brought you here do you have any questions like that in your point in time count that you guys are currently using yeah so we've continued to ask that question the overwhelming result continues to be that people are from the area that are answering our surveys um anyone who's not from the area upon enter into engaging with service providers we look to divert them to where they originated from so you're telling me that you isolate from Pasco County as different from the area or do you take the area as the region around us no Pasco County specific so if an if we encounter an individual that said they originated from pel's hillsb or even out of state we look to connect them back to the area where they originated from okay thank you yeah I I want to emphasize it's also important to recognize that this could be a great response to House Bill 1365 especially as there is an outlining repercussion for the counties as it pertains to finding an alternative um to place our individuals uh specifically our unhoused population so again it's just something to really consider we we in the Coalition and the COC really appreciate the effort from County staff that they put into continuing to look for a property and looking to identify funding to acquire it let's emphasize that this is not a camping site uh these people will be housed it is it is not permanent housing for them it is um a a shelter until we can get them in the permanent house so it is not a campground all right and we're going to be um looking at 50 pallets and um but we we have to emphasize that it is not a

campground Madam chair oh yeah I'm sureair go ahead Jack all right um I'm looking for a photo on 19 all right so so as as we look at to the offer that was made before and staff matched it that's good information would have been good good to have it earlier but we appreciate that Andrew thanks for digging that in um I talked to uh administrator car Beller about this as well uh at the break and you know with cdbg money you have other alternatives to use money with the other ARA money we got other Alternatives he uses money we can do a lot of flexibility with that uh this problem is generally done from opioids additions Etc okay and the opioid money is something we can use now we can't use it right away but we can look I think to get it on later to get reimbursed or at least get credit for it if we need to to to Warrant it because we may be able to get money even from our part of money we might be able to get State money to go with it to partner up so I'm going to say that if we're looking and this I just kind of want to get a consensus from the board if we're looking to keep this property because I cannot justify in any way to to go buy this property knowing were overpaying a chunk of money for it based upon the appraisals but if we can say that we're going to make this a situation where we're going this is going to be a place we can add another place later but if this is going to be a place that we're going to go invest money in it tear down a building put in these units I want them to stay there I want this thing to grow I want to learn from it and if we decide to do more later let this be the first one but I don't want to see this to be we're going to go put them in we're going to pull them out later if we're committed that this is the right location that willing to pay this much money for the land then I want this to stay a location for others yes understandable Mr White since commission may I was looking for consensus fairly line with that I like to add in there that this is one expensive State mandate that we're trying to comply with right now so I'll just add that point to your points Commission Mar I think I mean I I can see where you think it's extra money or that you're paying for this property and all but the fact of it is we need to start somewhere and I would look at this property as a place to start and begin and move forward with it I wouldn't want to buy this property just to tear that building down I would want to start doing things there on that property get in order we find out we're doing the right thing we may need a larger property to do this in the future so this would be our first step in getting things done that our Citizens need done now and if we wait to look for that just right special piece of property the value could be even higher than this at that time this gets us a step in the door and going down the road with what we need to do for our citizens now and I think

shout out Mickey is you know the number one woman Champion eater in the world she's got a 10th mustard belt uh 8 hot dogs and buns fantastic and uh 51 dogs and buns and husband Nick ended up placing fourth in the men's with 51 and 3/4 dogs and buns so husband and wife team representing Basco County in the Florida Sports Coast on the national stage on ESPN it was fun to watch him in action um CH star you you you missed out not my not not a sport I'm really interested in it's not July 4th without it you know no I couldn't watch they started and I had to like hide hi and uh last but not least he's hiding over here to my right but happy birthday to Eric brighten Bach today is birthday who else is here it's Kathy and Kathy Pearson's birthday happy birthday to you too and um one more day it's all I have okay birthday July I have some photos 29 let see what else I have in there turn four okay um yes I also uh was at the governor's signing for the veterans bills and um I I just want to comment on what commissioner waitman brought up because it brought tears to my eyes I don't know if the couple so you see the gentleman in the light blue shirt there um that's his daughter with her hand on his shoulder and that's her mom in the wheelchair next to him so he is a Vietnam vet um did numbers of Tours he's aging injured himself and um they've been married what 50 60 years separated she said he was the kind of husband that she never once ever put gas in her own car you know that that kind of guy those are rare my husband won't do that um and uh and so when he fell and couldn't take care of himself anymore and mooved to um this Bal D Lopez facility she lives in Newport Richie they stopped living together after 60 something years and I I just can't even imagine how that wreck their lives and so with this new bill if you're a veteran and you need to go live in a veteran's facility your spouse can now join you in your roomen is that not beautiful I I just found that so heartwarming and um I wish that you know we had taken care of this a long time ago but kudos to Ronda santz the other thing I learned at this meeting was that if you're if you have grandparents who live in Florida your grandkids regardless of where they live can get in Florida College tuition in State College tuition I had no idea but that was that was something carbal yeah so that there are other benefits um to um what he signed uh I think some were on Workforce training yeah and some other things but that was that was a wonderful wonderful presentation all right what else um oh I was asked to speak at Bama's annual awards banquet actually it the first time I'd ever been to it and when I walked in the room I my I I started having an anxiety attack because there was hundreds of people in there um and I had I had no speech and um they say en Roll Tide huh Bay Area manufacturers Association um Senator Scott went before me and um did a wonderful job thanking all the

manufacturers and the keynote speaker is a was a guy from Pasco County who started a company called 3D printing or 3D printers and is now um I think one of the fastest gr companies in the United States it it's amazing what he does some someday you we have to get him at a pedc event because his story is absolutely amazing um so I was very uh honored to to be a speaker at this banquet um then I attended a fa in uh in Orlando um and where's Tony is he here yep there you are he got an award tell them what you got an award for the my government employee award so that was awesome great training basically equivalent of the certified commission we don't hear him because he's not on the mic oh you got to come to the mic Tony give us your name too so well yeah uh Tony still program manager for Pasco County Administration yeah uh just uh it's the equivalent of like the certified commissioner training uh just for government employees I feel like anyone who's an aid to a commissioner commissioner should go through that a lot of great information so yeah great Jack and I are Advanced County Commission right I did we did two there's a third I haven't done the third but we've done done two so um lots of great stuff again we had a lot of staff there this this time in Orlando so that was great to see um they did um they did announce the new calendar and it is stormy sky so um we haven't done a good job of getting in the calend calendar so let's let's see if we can get a picture of a storm and a good storm and that' be August 16th when that's that's due um I wanted to uh nominate councilman Burgess from the city of Zer Hills to the tourist Development Council so could I please get a second on that second I got a motion in a second all in favor say I I I I motion pass all right um and then I need to take care of business with oh here's some well I don't know if we need these pictures anymore but this is this is a piece of property on us19 right before you get to Darlington um it was the Helen Ellis walk-in um uh health clinic and this is a closeup of what's on there but there's tents all over the place and garbage and this just happens like yearly this is owned by a Doctor Who's in Texas and it's really frustrating it takes forever to get these properties dealt with and you know this is at the very entrance to our County and this is what people are driving through our County up us 19c in our business district over there yeah it's not good it's not a good thing so we we've got to find a way to deal with this and I'm going to be bringing some ideas and a discussion when we have our legislative um legislative meeting um because I want to our hands are a little bit tied uh with code and some of these properties when we can't find the property owner and contact him so um Sean said to to bring it up when we have our our meeting um Mr Sider did you send me that

language again I did okay let me look here she lost to to to my County mhm you know what my staff sometimes moves it to must to be read Because I get to be read because I get so M here it is it was even she um I need to do a little housekeeping on the gulf Harbor's uh um msbu um I have a two-part motion and I I'll lay the groundwork on this there there's been some discussion within our in the Gulf Harbor community to increase our msbu by $50 because we realize we absolutely will get no amenities in there um In Our Lifetime if we don't raise more money um but we want to have more discussion within our community before we do that so we're going to delay that increase and just go with what we originally had which is $100 a year assessment um so uh my motion would be to suspend the board's procedural rule 8.6 on reconsideration and you need that's your first motion okay I make that motion please second it second all in favor you want me to do anything am I excused I got a motion to say all those in favor say I motion pass 5 I have one so the reason for that is you you are one meeting outside of the normal reconsideration rules in in your rules and so because it's outside that you can now the motion would be to reconsider okay now on number two we're going to reconsider item number 97 on the June 4th 2024 agenda Gul Harbor's neighborhood Park Municipal service benefits unit advisory committee June 2024 Capital Improvements recommendation so we're we're going to reconsider that one is that all I need to say Jeff okay you need a second I yeah that was a motion I'll second all right I got a motion in a second all those in favor say I I I motion passed all right Jeff we're good so that that officially takes that that agenda item off the table so that's so it it basically resends that approval and you'd have to bring it back the next time you want to okay which we'll get we'll give my community a year to discuss and digest and bring it back again okay thank you so Keith isn't going to send any letters out basically um yeah let me is that all yes yeah that's all for me okay all right M except that except that n Go starts Friday um I'm hoping many employees and Commissioners are going um I am moderating a a panel on Workforce training with NASA locki or honeywall one of us too um some other folks but there's a lot of great stuff happening and even if you can only go for one day it's right here in our neighborhood so I think you should take advantage of it it's a great organization can I add to that M Jagger um yeah and I think it's a great opportunity for staff I mean you know going up there commissioner starky we went to the legislative days we walked around we met with the transportation folks what we learned there with the safety money we never got $600,000 later it helped our budget um I think with all our staff with especially

with the grants people that are out there there's all sorts of committees all sorts of people from the Feds that are going to be there yeah it's a great opportunity to kind of be able to do it locally to get there and make those connections that could help us for down the road that you make a great point they start well are they going to have that room with all the agencies they won't have that but they'll be there at different meetings as they present you know I heard is going to be there is U do you remember that gentleman Charles from NT at what's the N National Transportation safety board NTSB NTSB the the one who help was handing out the doing the grants the raise grants and all that M um he's now hiring by hntb or or hntb is that a company big Transportation Company um and he's going to be there in Tampa um are you on the transportation committee right yeah I think he's he's got something to do with that so his name's I can't remember his last name his first name is Charles commissioner long knows him very well that's who she cultivated her relationships with and they got all those raise grants she she went to Washington over and over and over again and um so so yeah lots of great connections to make in the different departments so Mike maybe if you can take a take a look at it have you even team team take a look at the calendar of things and if they if your staff people see something look I can make a connection here that'll help me let's let's make it it's a great opportunity with no being right here in Hillsboro County okay M Jagger okay I have pictures all right this was the Oasis Pregnancy Care ribbon cutting so they're going to be um helping families in the community and hopefully saving some babies and just doing wraparound Services um the inside of the house is super cute they have a little baby boutique where people can go shop and get things they need all right next slide I had a tour of the supervisor of elections I met with Brian Corley and his staff um they are very dedicated to um safe and secure ctions that was a really neat tour I got to go in that special special room back there where they um calculate all the ballads and um me personally I was never a fan of um mailing my ballot in but after going through the process I feel totally great about it so um we're very blessed to have him as our supervisor of elections next slide so I had the pleasure of going to mfet with um Casey Kane and Matthew Campbell so we got to look at the overall property and everything they're doing um I wish I had a picture of it but they we went in this buggy um and Matt Campbell told Casey to give me the full tour which meant you're going super fast around all these speeds and they played rock music really loud and um so I got the The Full Experience in the full tour of maet so um that's going to be amazing it's going to create uh lots of jobs and um we'll have that proton therapy which will be the third um location in the state to have that so super excited about that project do we

know have a date when it's coming I don't know the date off the top of my head it wasn't August but I they they were building like they had the the big huge thick walls with the quarter 26 oh another year yeah they they had just thought it was arriving this in like in this quarter but then I heard it got delayed yeah and I think their new projection for jobs created 14,000 crazy just for you want to talk at the mic Mr angle yeah just for MAF so so maf's project uh all their entitlements will generate more than 14.5 14,500 jobs that's just mfet jobs all those Partnerships when they come in full build out 28 to 32,000 jobs that's good and I was saying like for even recruitment um and and retention who would not want to work play in Pasco County I mean I'd want to work there live there Angeline it's going to be great so it's exciting project okay yep got anything that it well thanks for asking um I want to say that uh you pass those say would you like me to be vanai yes there we go um last Sunday we had a storm event and I want to say that uh over in arberdale and Gnome Drive off a Ranch Road uh they've had flood out issues for many many years and when we bought out the f2a uh Aqua plant where Palm Terrace is uh it was going to enable us to decommission a plant create a whole bunch of more storage and also uh help with the flooding quite a bit now the flooding there that water is probably up three or 4 ft on the road but I want to say this for the first time as much as all that RO water is coming in and again we're working best we can we actually took all our property on the spray field along the edge we cleaned it all out we made a ditch we did along the pond that was beside it we cleaned out the pipes that were blocked before so the water could get out uh we took all the silt that was in the big pond that was there too we cleaned that out the team did a phenomenal job and then around with the spray with the Retention Ponds the uh uh reclaimed water ponds around that property we clean out as best we could as well it's just something that we did and and and the team did a phenomenal job in very quick fashion uh there's still more to be done I want to say this with all that water that got there and it did Flood out the road for that period of time it was gone the next day these people people have suffered in the past for weeks at a time I mean we had one lady who was an emergency nurse at HCA she had to leave there because she couldn't count on be able to get to there when she had to get to work uh I want to say this uh our team went out there Sunday and I got to tell you one of the things that drives me with the storm water stuff when our team has to go out there on holidays whatever to deal with this stuff um our team went out there on Sunday to get with the residents that were right around there I was out of town uh they went around and talk to the residents they got to see

what was going on and uh working with Jason nickel a public works director and David Allen they're going to find a way to actually take that spray field which is a massive piece of property and find a way as they decommission the plant to actually take that land down below the road so it can actually take even more drainage but I just want to let you know that Sunday they're out there dealing with that and because of they're going out there talking to the folks we've now got a solution that's going to help us before we get to the final solution through design that's that's in right now so I just want to you know Branford your team thank you for getting them out there so quick Barett D was like rning the phone putting everybody else out there so thank you for responding uh when I when I couldn't even can be there so thank you uh lastly talking about having fun in Pasco County um this flyer that you see um the Pasco scholar Fest uh our team worked on it my my staff actually uh sign here and and coling kind of develop something and our team developed something even better so they're using that for the flyer but I want to tell you like Advent Health we just saw helping out I talked with them when they were doing a thing at Safety Town with firefighters for that event that we went to uh and they said look we would like to help get your fire get our firefighters our EMS folks to uh the scholet Fest well we took that and kind of went with that and then the whole Community got behind it from Advent Health to the sports Coast to brw to siroma who's now partnering just like hen does uh HCA Florida even with Advent Health they're jumping into p EDC likes it cuz they like to get that scalloping out there Sun West Harbor toown jumped in um with Luchia jumped in uh Waste Connections jumped in Rippa us water moss and I see reworld but I'm not sure who they are uh and then it kind of triggered a little bit with on Saturday nights during these events patriotic fireworks Don Sur Camp is donating all the fireworks oh so as we try to like and I tried to do this last year when we got 37 days for the scalloping I tried to do it them but we couldn't get the window done but all these people are going to make it so it's going to be free for our residents all they got to do is pay for the parking when they get there hen people are going to help with the parking that's wonderful our team with parks and wck they are working together with Shoma to take care of everything it's going to be I think it's going to be a great event for that whole month for all our residents where they got a great place to go we got a a Jimmy Buffett band that's going to be out there a tribute band we've got a beach boys band that's with the best singer that's in the area uh our local bands Embry Brothers uh uh Bob Hope band's going to be out there John Batista's got a band he's going to be out there as well I mean this going to be a great great music all that time through and it's going to be a great place for when our friends are visiting now we get

something to get some of those properties but beautiful country and it was a little warm you think of Alaskan being cold but I wasn't in those cold areas so but be beautiful country uh went to Victoria spent some time in Victoria uh BC and it was very very beautiful uh very walkable uh went on a uh a taxi but it wasn't on land it was it was on on the water we on a water taxi to move around the area so pretty neat but a lot of beautiful architecture European architecture there in Victoria and spent three days there but we went three days there went 5 days around Alaska on on land and then afterwards took a 7day uh cruise around Alaska still so a lot of and things of that nature I got to get there before it's all gone the snow pack oh it's there I I see a lot of uh lot of glaciers uh still there my boat we were in Glacier Bay and and saw a lot of that but it's good I can tell you it's good to be back home so all with that U that's all we have for the good of the public for today so we're journ thank you [Music]
